Cambodge: Deux raisons pour déclencher la Révolution du Lotus!
Chers compatriotes, Dans des pays comme la Tunisie, l’Egypte, la Libye, le Yémen, la Syrie…, leurs peuples se sont rebellés principalement à cause de la dictature et des problèmes sociaux: chômage des jeunes, pauvreté et misère du peuple, injustice et corruptions des dirigeants… Au Cambodge, la situation est bien plus grave: la colonisation vietnamienne. Celle‐ci, à elle seule, suffit très largement pour y déclencher la révolution. Elle justifie légitimement la libération du Cambodge, par les armes ou par la non‐violence!
1/ 1ère raison: Colonisation Vietnamienne.
En ce début du 21ème siècle, la colonisation vietnamienne, c’est le plus grand mépris des droits des peuples et droits internationaux. Depuis le 7 janvier 1979, le Cambodge s’est rétréci en superficie. Et la population vietnamienne, par immigration sauvage, y est devenue insupportable, envahissante et en passe de devenir majoritaire pour, hélas, décider politiquement du sort de ce royaume. La démocratie y est faussée laissant la dictature fantoche s’y installer insidieusement depuis 32 ans. Et si Hun Sen y exhorte ouvertement la tenue des élections, c’est parce qu’il a dans ses mains tous les leviers de la victoire.
Petit rappel historique
62 ans déjà que le Cambodge a perdu la Cochinchine ou Kampuchéa Krom au profit du Vietnam (cession signée à Bao Dai par la France sous le 1er règne de Sihanouk, le 4 Juin 1949). Plus de 32 ans déjà que la vietnamisation et la dictature de Hun Sen ont pris racine au Cambodge. La 1ère monarchie de Sihanouk depuis 1941, et sa 2ème monarchie depuis 1993, très égoïstes et traîtres étaient la cause majeure de ces deux grandes catastrophes nationales. Hélas, depuis, cette royauté n’est d’aucun secours pour le Cambodge et sa nation. Elle a joué et joue encore (avant le 4 Juin 1949 et après le 7 janvier 1979) le pion naïf mais efficace, et l’allié objectif déterminant du Vietnam impérialiste. La famille royale réunie au chevet de Sihamoni en 2005 a préféré la survie de sa 2ème monarchie à la perte supplémentaire des territoires cambodgiens en lui suggérant la signature du traité additif de 2005. Hun Sen, le traître khmer rouge, s’en moque autant de la souveraineté du Cambodge que de la résurgence de la monarchie ou de la république. Ce qu’il veut, c’est le pouvoir personnel, dictatorial à la Kadhafi, pour que le Vietnam puisse réaliser ses visées annexionnistes. Aujourd’hui, Hanoi s’empresse avec acharnement de finir dans le secret l’implantation de 375 bornes sur la frontière commune de 1270 km avant la fin de 2012. A l’instar des pays arabes, du Libye ou du Yémen, la seule voie du salut, pour le Cambodge, c’est La Révolution du Lotus, tout en tenant compte de la spécificité de sa culture, et en vertu de l’Accord de Paris du 23 Octobre 1991. Pourquoi laisser des dirigeants traîtres, criminels et des envahisseurs vietnamiens vivre impunément et s’enrichir dans notre patrie annexée alors que ses citoyens souffrent et meurent dans la misère? Faute d’application de l’Accord de Paris du 23 Octobre 1991, les dirigeants khmers font perdre, d’ores et déjà, à leur Patrie, l’indépendance, la souveraineté et l’intégrité territoriale! C’est honteux pour notre Nation d’avoir Sihanouk et Hun Sen comme roi et 1er ministre. Le 1er a du sang royal dans ses veines mais portant imbécilement l’habit de traître. Le 2ème, issu du peuple, fut soldat khmer rouge mais devenant fantoche du Vietnam. Pour assouvir leurs soifs de pouvoir, ils furent capables d’expulser des représentants de l’ONU du Cambodge. Sihanouk, dans les années 60, demanda le départ des contrôleurs onusiens (un indien, un polonais et un Canadien) pour permettre clandestinement aux Viêt‐Cong d’utiliser le territoire khmer et vaincre le Vietnam du Sud. Hun Sen et Sihanouk, demandaient le départ d’APRONUC (UNTAC) en 1993 et dans des années suivantes, pour y restaurer la 2ème monarchie, installer la dictature et mettre en œuvre la vietnamisation du Cambodge. Plus de 60 ans à miser aveuglément sur Sihanouk, le traître, et plus de 30 ans à laisser la folie de Hun Sen s’installer au Cambodge, c’en est trop pour le peuple cambodgien! Le recouvrement de l’indépendance et de la souveraineté du Cambodge s’impose comme la 1ère raison légitime pour déclencher la Révolution du Lotus!
2/ 2ème raison: Dictature & problèmes sociaux.
Aujourd’hui, les dirigeants fantoches se réfugient dans un régime de non droit pour se remplir les poches. Toutes les instances en sont à leurs services: armée, police, gendarmerie, administration, tribunal, médias, culture, religion, économie… Par exemple, le Sénat, créé a posteriori pour partager des pouvoirs entre le PPC et le Funcinpec ( Hun Sen : 1er ministre ; Ranaridh : président de l’Assemblée Nationale; donc Chéa Sim: président du Sénat…), s’avère inutile, car faisant double emploi avec l’Assemblée Nationale. Il héberge des Oknhas maffieux archi corrompus ayant des moyens financiers illimités pour acheter les votes des élus locaux… Par leurs relations et immunités parlementaires, ils se sont octroyé des concessions de terrains et contrats d’affaire exclusifs pour s’enrichir personnellement. Ly Yong Phat, Mong Rithy, Lao Méngkhin et autre Choeung Sopheap (Yeay Phu) … , membres du PPC, obtiennent sans transparence, par corruptions et à peu de frais les concessions , les contrats exclusifs et les bonnes grâces du roi Sihamoni et de Bun Rany Hun Sen en leur faisant des dons pour la charité...D’où des problèmes sans fin d’évictions
forcées des habitants de diverses concessions de terrains (Boeung Kak, Dey kraham, Kompong Speu et dans d’autres provinces…).Des lois ne sont applicables que pour condamner les pauvres: des paysans expulsés à kompong Speu n’ont pas d’autre solution que d’affronter à coup de bâtons des policiers envoyés pour y faire appliquer des décisions du Tribunal ou de la Cour Suprême en faveur des Oknhas. Ailleurs, des victimes se sont fait entendre en barrant des routes, en bloquant les outils de travail… C’est écœurant d’entendre Om Yen Tieng, également président du Comité des Droits de l’Homme du gouvernement, exhorter des victimes de Boeung Kak à recourir au Tribunal, sachant bien que cette instance est dans les mains de Hun Sen.
a. Corruption. En 2009, dans son rapport intitulé « Pays à vendre », Global Witness s’est demandé où était passé l’argent encaissé par l’état, car plus de 45% de terres ont été louées aux investisseurs privés ( de 70 à 99 ans) pendant ces 15 dernières années. Il n’a trouvé aucune trace de paiement de 1 million de US$ par BHP Billiton en septembre 2006 pour l’obtention des concessions de minerai de bauxite. Des fonctionnaires, des enseignants… ne peuvent pas survivre avec moins de 1,20 US$ par jour! Il en va de leur santé, de leur famille, de la qualité de l’enseignement et de l’avenir de la jeunesse. Des enfants mineurs abandonnent l’école pour mendier ou vendre des livres‐ guides ou objets souvenirs… aux touristes pour subvenir aux besoins de leurs familles. Plus de 80% de population survivent par la débrouille, avec moins de 2US$/jour. Moins de 20% de gens peuvent tout se permettre: des villas cossues des dirigeants poussent comme des champignons! 20 ans après l’Accord de Paris le 23 octobre 1991, des pays donateurs continuent à verser annuellement environ 1 milliard de US$, soit une contribution pour une moitié du budget national khmer. L’efficacité des collectes d’impôts pourra bien permettre un tant soit peu l’augmentation des salaires des fonctionnaires. Hélas, l’Unité anti‐ corruption s’est vue placée à sa tête Om Yen Tieng, le conseiller spécial et l’homme de confiance de Hun Sen pour protéger tout l’appareil corrompu du PPC. Aucune transparence sur l’origine et l’utilisation des fonds pour construire des routes, des écoles, des dispensaires ou des bâtiments administratifs et communaux… Avec le placement tous azimuts des personnes de confiance dans des institutions étatiques, aucun membre du PPC ne pourra être poursuivi pour fraudes, crimes, trafics humains, de drogues ou corruptions généralisées…
b. Droits de l’homme. Kep Chuktema, le gouverneur de Phnom Penh, a refusé aux khmers kroms le droit d’organiser le 4 juin 2011, la 62ème commémoration de la perte de Cochinchine, contrairement aux autres états à travers le monde. Cela révèle bien honteusement que le PPC et Hun Sen sont des fantoches zélés des Vietnamiens. De par la Constitution, ces Khmers kroms sont des citoyens khmers à part entière. Par peur de rébellion ou Révolution, cet état fantoche interdit fébrilement toutes formes de manifestations. M. Rong Chhun, président de la Confédération des syndicats, n’a jamais été autorisé à organiser une marche de protestation. La Constitution khmère le garantit expressément à tout citoyen. Les résidents de Boeung Kak n’ont pas été autorisés à le faire. Les quelque quatre mille femmes se sont vues refuser le rassemblement pacifique lors de la 100ème journée internationale des femmes. Des paysans pacifiques à travers le pays se sont vus refuser la marche pour la protection des forêts vierges (Prey Lang). Même le chef supérieur des bonzes NON Nget a le culot d’interdire le bonze LUON Savath de vivre à Phnom Penh à cause de sa participation à la défense des droits sociaux des Cambodgiens. Les deux chefs de bonzes pro‐PPC, Tep Vong et NON Nget, savent‐ ils que le régime des Khmers rouges (17 avril 1975‐ 7 janvier 1979) supprimait la religion bouddhique et assassinait le peuple khmer? Pas d’autorisation de marche non plus aux ouvriers des textiles à Phnom Penh pour réclamer leurs indemnités dues légalement à leur travail. Les droits à l’information indépendante ? La radio The khmer Post en a fait l’amère expérience : Mam Sonando s’est vu menacé et rappelé à l’ordre pour
avoir loué l’antenne de sa radio Sambok khmum à Meach Sovannara pour diffuser librement ses informations indépendantes. Les principaux organes d’information sont dans les mains de Hun Sen, de sa famille, de ses amis et du PPC! Un projet de loi contrôlant des ONGs sera passé au vote à l’Assemblée Nationale, malgré des protestations tous azimuts.
c. Dictature. Toutes les institutions sont sous la mainmise de Hun Sen et des Vietnamiens. Le Congrès national, stipulé dans la Constitution, n’a jamais été mis en place pour remplir son rôle: le peuple aurait pu y interpeller ses dirigeants pour répondre de leur haute trahison ! Le Roi Sihamoni y est impuissant et sa monarchie inutile, car tous prisonniers de cette dictature. Il n’ose guère exercer ses prérogatives constitutionnelles, ne serait‐ce que pour amnistier des condamnés? Sur le papier, n’est‐il pas le Commandant en chef de l’Armée ? Serait‐ il libre et indépendant pour garantir l’indépendance de la justice comme Président du Conseil Suprême de la Magistrature? Le Conseil constitutionnel peut‐il garantir la Constitutionnalité des lois et devenir indépendant du PPC? Le tribunal peut‐il également le devenir? Des lois anticonstitutionnelles, des conflits politiques électoraux ne pourront jamais trouver d’arbitrage juste, équitable et indépendant auprès du Conseil national d’élection (CNE) ou du Conseil Constitutionnel…. Toutes ces instances sont majoritairement composées de membres du PPC. Sihamoni fut choisi par le PPC car ses membres sont majoritaires au Conseil du Trône. La police, l’armée, la gendarmerie, l’administration,… obéissent au doigt et à l’œil du PPC‐ Hun Sen. Pourquoi dilapider le budget national pour que ces forces armées ne servent que a politique de trahison de Hun Sen et la colonisation vietnamienne? Toutes les élections après celles de 1993 se déroulaient sous menaces, intimidations, à coup de fric, de fraudes, de crimes et de corruptions… Ayant toutes les instances sous son autorité, le PPC les utilisera et achètera les votes des électeurs, mais aussi des membres des partis d’opposition pour les diviser, les affaiblir et les anéantir. Drôle de conception de démocratie ! Une fois élus, des députés d’opposition n’ont jamais été considérés comme des représentants de la nation ni respectés dans leur droit et fonction. A quoi peut donc encore servir cette Assemblée Nationale ? Bref, dans un état où des dirigeants ne pensent qu’à leur pouvoir et à l’enrichissement personnel, la paix ne peut apporter ni la liberté ni l’état de droit. En effet, ou bien ils ne respectent pas les lois, ou bien ils n’appliquent que des lois injustes pour neutraliser des opposants, ou bien ils vivent dans l’impunité par concentration de tous les pouvoirs … Hun Sen a toujours voulu l’échec du Tribunal khmer rouge, d’où blocage politique de l’instruction des cas 003, 004…, cas où seront impliqués cinq autres suspects dont leurs révélations pourront apporter plus de vérité, et éclabousser plus son régime. Des procès 003 et 004 ou la guerre civile, a‐t‐il menacé! Si c’était le cas, La révolution du lotus devrait instituer un autre TKR pour poursuivre librement son travail. En effet, des crimes du génocide, de guerre et des crimes contre l’humanité sont imprescriptibles. Saluons l’effort des pays donateurs par le biais de l’ONU, encourageons l’action de l’OSJI de M. George Soros et le travail acharné de Melle Seng Theary, présidente de l’Association locale des victimes des Khmers rouges, pour que la CETC puisse continuer son travail de vérité, de justice pour le respect de la mémoire des victimes.
3/ La Révolution du lotus.
Depuis le 7 janvier 1979, soit 32 ans déjà, à cause de la 2ème monarchie et des dirigeants khmers traîtres, le Vietnam a annexé effectivement le territoire maritime et terrestre du Cambodge. Et il est en train d’en prendre encore de très grandes portions par le démarcage et le bornage de 375 bornes sur 1270 km de fronti1ere commune avec la complicité du PPC‐Hun Sen. Hanoi y déverse massivement et quotidiennement ses immigrants illégaux pour coloniser ce royaume, et ce au mépris de
l’Accord de Paris du 23 Octobre 1991! Les dirigeants fantoches actuels jouent la diversion politique en attisant la haine contre les Thaïlandais pour faire oublier l’annexion de grandes portions de territoires au profit du Vietnam. En même temps, l’Assemblée Nationale du PPC a voté (83 voix sur 100 ), le 16 juin 2011, sans débat, le projet de Convention sur la démarcation de frontière commune entre le Laos, le Vietnam et le Cambodge. Cette précipitation a déclenché le boycott du PDH (3 députés)et le vote négatif du PSR. Il s’agit une fois de plus de la Convention de paix, de fraternité et de coopération voulue par le Vietnam!… Cette attitude très suspecte du PPC nous conforte dans le boycott général des élections futures pour couper court à la trahison du PPC! Le Parlement thaïlandais, contrairement à l’Assemblée Nationale khmère, a toujours pris son temps quant aux ratifications des traités mettant en jeu sa souveraineté nationale… Dans le conflit des archipels de Spratleys et Paracels, le Cambodge doit prendre en compte, en priorité, la destinée de sa patrie et de son peuple. Dans un passé récent, à cause de la Chine et du Vietnam, le Cambodge a enregistré plus de 3 millions de victimes à cause des khmers rouges, et a perdu de grandes portions de territoires à cause du Vietnam. Et ce ne furent pas des dirgeants khmers imbéciles et traîtres qui en subissaient des conséquences! Donc, le Cambodge ne devra pas prendre position pour un quelconque parti du conflit, car notre pays est condamné à vivre avec ses voisins tels la Thailande, le Laos et le Vietnam, et avoir de bonnes relations avec des puissance économiques variées telles que les Etats Unis, la Chine, le Japon, la France… Carnet de route de la Révolution. Après 2012, la situation politique et ethnique au Cambodge risquera d’être irréversible du fait de l’achèvement de l’implantation des bornes et de délimitation de frontières! Plus vite disparaît le PPC‐Hun Sen, plus vite le Cambodge pourra recouvrer sa souveraineté et vivre sa démocratie. Plus grande la pression internationale sur le Vietnam, plus vite le Cambodge pourra recouvrer son Indépendance. L’urgence absolue, c’est la libération du Cambodge. La démocratie mettant en lice tous les partis politiques ne pourra s’y faire librement et équitablement qu’une fois cet état libéré. Sans un état libre et indépendant, défini par une Nouvelle Constitution soumise au Référendum, le peuple khmer n’aura pas de cadre juridique adéquate pour qu’il puisse choisir librement ses dirigeants. Actuellement, il y a deux groupes de dirigeants cambodgiens: ceux qui, ne pensant qu’à leurs intérêts personnels aux dépens de la patrie et du peuple, se résignent, subissent et acceptent l’état royalo‐communiste vietnamien khmer rouge PPC‐ Hun Sen (dont les partis royalistes et tous les partis d’opposition…), et ceux qui, pensant toujours à leur patrie et au peuple, se rebellent et refusent la présence de cet état colonialiste et traître. Pour ces derniers, ils ont trois étapes à franchir: libérer d’abord le Cambodge, puis changer de régime pour pouvoir enfin choisir libremnt ses dirigeants. Voilà le carnet de route de la Révolution du Lotus! a/ Libération de la Patrie. Qui pourra libérer le Cambodge ? Et comment ? Ce ne sera pas Hun Sen, le valet du Vietnam. Ce ne sera pas la 2ème monarchie de Sihanouk, actuellement à la merci de Hun Sen et du Vietnam. Ce ne sera pas les seuls partis politiques d’opposition misant sur la participation à toutes futures élections organisées par cet état fantoche ! C’est au peuple cambodgien lui‐même de chasser des Vietnamiens envahisseurs avec des armes ou pacifiquement. D’abord, il faut abattre la dictature royalo‐communiste khmer rouge PPC‐Hun Sen. La libération du Cambodge n’est plus l’affaire du PPC et d’autres partis politique d’opposition. Elle revient à tout le peuple khmer contre le Vietnam et contre ses dirigeants traîtres. Le Vietnam devra rendre immédiatement la souveraineté au Cambodge conformément à l’Accord de Paris du 23 Octobre 1991. La Révolution du lotus prône la désobéissance civile généralisée. Désobéir à cet état dictatorial et ne pas participer aux élections, c’est participer pacifiquement à libération de fait de notre Patrie! Hun Sen et le Vietnam n’oseront
pas commettre de répression à huis clos à la Pol Pot, pour écraser le peuple! La communauté internationale sera bien à nos côtés. Par expérience de plus de 60 ans, le peuple khmer ne devra plus rien attendre de cette monarchie ni de ses dirigeants communistes traîtres. La Révolution décrétera logiquement l’abandon définitif de la monarchie et du communisme khmer rouge Hun Sen! Le droit de choisir un nouveau régime par Référendum reviendra au peuple. b/ Libération du peuple cambodgien. Elle consiste à faire respecter ses droits dans tous les domaines. Partout où sévissent des violations, il faut y opposer par des manifestations pacifiques. Faire entendre ces revendications, c’est faire vivre immédiatement et pleinement ces droits fondamentaux. L’urgence absolue du peuple khmer, c’est pouvoir exercer effectivement ses droits garantis par la Déclaration universelle de Droits de l’Homme, l’article 3 de l’Accord de Paris et la Constitution khmère. S’il peut exercer pleinement ses droits, il pourra bien se débarrasser du colonialisme vietnamien et recouvrer l’indépendance de sa patrie. Attendre que l’opposition politique gagne des élections pour libérer ce royaume, c’est mettre la charrue avant les bœufs et repousser aux calendes grecques la libération du Cambodge. En l’absence des instances nationales neutres, indépendantes garantissant la justice, la sécurité et la liberté d’expression, toutes les élections n’y reflètent pas la volonté du peuple. A l’instar de la Tunisie et de l’Egypte, seul le peuple pourra contraindre, à tout moment, un dirigeant ou un gouvernement à abandonner le pouvoir ! Toutes les élections organisées par cet état fantoche ne feront que légitimer la dictature et la vietnamisation du Cambodge ! En vertu de l’Accord de Paris du 23 octobre 1991, le peuple doit contraindre l’état khmer (article 1) et le Vietnam (article 2) à annuler immédiatement les traités de 1979‐82‐83‐85 et le traité additif de 2005. Il en a le droit. Les 17 autres signataires n’ont pas le droit de lui en empêcher: ils auront le devoir de l’aider (l’article 4). Pour y arriver, il faut s’assurer que le peuple puisse exercer tous ses droits ( article 3).
Chers compatriotes, Libérer immédiatement notre Patrie et le Peuple cambodgien c’est Notre Devoir. La victoire finale et légitime est à notre portée ! Soyons‐en dignes ! Unissons‐ nous d’abord pour sauver notre Nation et notre Patrie !.

Cambodia: Two reasons to trigger Lotus revolution!
Dear compatriots,
In countries such as the Tunisia, Egypt, the Libya, the Yemen, the Syria…, their peoples rebelled mainly because of the dictatorship and social problems: youth unemployment, poverty and misery of the people, injustice and corruption of the leaders… In Cambodia, the situation is far more serious: Vietnamese colonization. The latter alone is largely sufficient to trigger Revolution. It legitimately justifies the Liberation of Cambodia, by force of arms or by non‐violence!
1/ 1st reason: Vietnamese colonization.
At the beginning of the 21st century, Vietnamese colonization is the greatest contempt for the rights of peoples and international rights. Since January 7, 1979, Cambodia is shrunk in surface. And the Vietnamese population, by wild immigration, there became unbearable, invasive and becoming majority deciding, alas, politically the fate of this Kingdom. Democracy is distorted leaving the puppet dictatorship settle insidiously for 32 years. And Hun Sen is openly urging the holding of the elections, because he has in his hands all the levers of the victory. Short historical reminder. 62 years already that Cambodia has lost the Cochinchina or Kampuchea Krom for the benefit of VietNam (cession signed to Bao Dai by France under 1st reign of Sihanouk, on June 4, 1949). More than 32 years already that the Vietnamization and the dictatorship of Hun Sen took root in Cambodia. The 1st monarchy of Sihanouk since 1941 and his 2nd monarchy since 1993, very treacherous and selfish were the major cause of these two major national disasters. Unfortunately, since then, this kingship is of no assistance to Cambodia and his nation. It has played and still plays (prior to June 4, 1949 and after 7 January 1979) the pawn naïve but effective, objective and determinant ally of the VietNam imperialist. The Royal family reunited at the bedside of Sihamoni in 2005 chose the survival of their 2nd monarchy at the expense of the Cambodian territories further loss suggesting the signature of additive Treaty in 2005. Hun Sen, the Khmer traitor, did not care about the sovereignty of Cambodia and the resurgence of the monarchy or Republic. What he wants, it is the personal power, dictatorial as Kadhafi, that the Viet Nam can achieve her annexationist ambition. Today, Hanoi is quick hard to finish in the secret implementation of 375 bounds on 1270 km common border before the end of 2012. Following the example of the Arab countries, the Libya or the Yemen, the only way of salvation for Cambodia is the Lotus Revolution, taking into account the specificity of her culture, and under the Paris Agreement of 23 October 1991. Why let treacherous, criminal leaders and Vietnamese invaders live with impunity and grow in our annexed homeland while our citizens are suffering and dying in poverty? Fault for the application of the Paris agreement of 23 October 1991, the Khmer leaders are, already, to lose their homeland, independence, sovereignty and territorial integrity! It is shameful for our Nation to have Sihanouk and Hun Sen as King and Prime Minister. The first has royal blood in his veins but idiotically dressing with the habit of traitor. The second, from the people, was Khmer rouge soldier but becoming a puppet of the Viet Nam. For their thirst of power, they were able to expel representatives of the United Nations in Cambodia. Sihanouk, in the 1960s, asked the departure of UN controllers (an Indian, a Polish and a Canadian) and clandestinely permited the Viet Cong to use Khmer territory and defeat the South VietNam. Hun Sen and Sihanouk, sought the departure of UNTAC in 1993 and in following years, to restore the 2nd monarchy, install the dictatorship and implement the Vietnamization of Cambodia. More than 60 years to rely blindly on Sihanouk, the traitor, and more than 30 years to let the folly of Hun Sen to settle in Cambodia, it is too much for the people of Cambodia! The Recovery of Independence and the Sovereignty of Cambodia is required as the 1st legitimate reason to raise the Lotus Revolution!
2/ 2nd reason: dictatorship & social problems.
Today, the puppet leaders take refuge in a regime of non‐right to fill the pockets. All instances are at their services: Army, police, gendarmerie,
administration, Court, media, culture, religion, économy … For example, the Senate, established a posteriori for sharing of power between the CPP and Funcinpec (Hun Sen: 1st Minister; Ranariddh: President of the National Assembly; therefore Chéa Sim: President of the Senate…), is unnecessary, because duplication with the National Assembly. It hosts mafia Oknhas archi corrupt with unlimited financial means to buy the votes of the local elected … By their relations and parliamentary immunities, they themselves are granted exclusive business contracts and concessions of land to enrich themselves personally. LY Yong Phat, Mong Rithy, Lao Méngkhin and another Choeung Sopheap (Yeay Phu), members of the CPP, obtained concession and exclusive contracts ,without transparency, by corruption and low cost of good graces of King Sihamoni and Bun Rany Hun Sen by donations for charity...Hence occured the endless problems of forced evictions of inhabitants in various land concessions (Boeung Kak, Dey kraham, Kompong Speu and other provinces…). Laws are applicable only to condemn the poor: peasants expelled in kompong Speu have no other solution than to face with sticks the police sent to enforce decisions of the Tribunal or the Supreme Court for the benefit of Oknhas. Elsewhere, victims could be heard in blocking roads, blocking tools of work… It is disgusting to hear Om Yen Tieng, also Chairman of the Government Committee of the human rights, urge Boeung Kak victims to resort to the Court, knowing that this instance is in the hands of Hun Sen. a. Corruption. In 2009, in its report entitled " Countries to sell", Global witness questioned where the money collected by the Cambodian State was passed, because of more than 45% of land were leased to private investors (for 70 to 99 years ) in the past 15 years. It found no trace of payment of 1 million US$ by BHP Billiton in September 2006 to obtain concessions of bauxite ore. Officials, and teachers … can not survive on less than 1.20 US$ a day! It is the question of their health, their families, and the quality of education and the future of youth. Minor children drop out of school to beg or sell books‐guides or souvenirs… to tourists to meet the needs of their families. More than 80% of populations survive by resourcefulness, with less than $2US a day. Less than 20% of people can all afford: opulent villas of leaders grow like mushrooms! 20 years after the Paris agreement on 23 October 1991, donor countries continue to annually pay about 1 billion US $, a contribution to a half of the Khmer national budget. The effectiveness of the collection of taxes may well allow to increase the salaries of civil servants. Alas, the CPP Unit anti ‐ corruption is seen placed at its head Om Yen Tieng, the Special Adviser and the man of confidence of Hun Sen to protect whole corrupted machine. No transparency on the origin and the use of the funds to build roads, schools, clinics or administrative and communal buildings… With the placement all‐out of persons of confidence in State institutions, no member of the CPP will not be prosecuted for fraud, crimes, human trafficking, drugs or generalised corruption … b. The Human Rights. KEP Chuktema, the Phnom Penh’s Governor, refused to allow the Khmer kroms the right to organize on June 4, 2011, the 62nd commemoration of the loss of Cochin China, unlike other States around the world. It reveals much shamefully that the CPP‐ Hun Sen is zealous puppet of Vietnamese. In vertue of the Khmer Constitution, these Khmer kroms are full Khmer citizens. For fear of rebellion or revolution, this Puppet State feverishly prohibits all forms of protests. Mr. Rong Chhun, President of the Confederation of trade unions, has never been allowed to organize a protest March. The Khmer Constitution guarantees this right to every citizen. Boeung Kak residents were not allowed to do so. Some four thousand women are seen to refuse the peaceful rally in the 100th international day of women. The peaceful peasants across the country were denied the march for the protection of virgin forests (Prey Lang). Even the senior leader of the monks NON Nget was the pellet to prohibit monk LUON Savath living in Phnom Penh because of his participation in the defence of the social rights
of Cambodians. The two heads of monks pro ‐ CPP, TEP vong and NON nget, know ‐ they that the regime of the Khmer Rouge (17 April 1975 ‐ January 7, 1979) removed the Buddhist religion and murdering the khmer people? There’s no permission to walk to the Phnom Penh textile workers to claim their due compensation legally to their work. The rights to Independent Information ? The Khmer Post Radio made bitter experience: Mam Sonando was threatened and recalled to order for leasing his Sambok khmum antenna to Meach Sovannara radio to freely disseminate his independent information. The main bodies of information are in the hands of Hun Sen, his family, friends and the CPP! Legislation controlling NGOs will be passed to the vote in the National Assembly, despite protests from all over the world. c. Dictatorship. All institutions are under the control of Hun Sen and Vietnamese. Stipulated in the Constitution, The National Congress has never been implemented to fulfill its role: the people have the right to question their leaders to answer for their high treason! King Sihamoni is powerless and his monarchy unnecessary, because all the two are prisoners of this dictatorship. He dare not exercise his constitutional prerogatives, not only to pardon convicted prisoners. On paper, is‐he not the Commander in Chief of the Army? Would be – he free and independent to ensure the Independence of the judiciary as President of the Supreme Council of Magistrature? Can the Constitutional Council ensure the constitutionality of laws and become independent from the CPP? Can the tribunal also become independent? The unconstitutional laws, electoral political conflicts will never be able to find just, fair and independent arbitration with the Constitutionnel Council or National elections Committee (NEC)…. All these instances are largely composed of members of the CPP. Sihamoni was chosen by the CPP because its members are majority in the Council of the Throne. Police, army, the gendarmerie, the administration, obey the finger and eye of CPP‐ Hun Sen. Why squander the national budget to ensure that these forces are only used for political betrayal of Hun Sen and Vietnamese colonization? All elections after those of 1993 were under threats, intimidation, sudden fric, fraud, crimes and corruptions… With all the instances under its authority, CPP uses and buys the votes of the electors, and the members of opposition parties to divide them, weaken them and destroy them. Funny concept of democracy! Once elected, members of opposition parties have never been regarded as representatives of the nation nor respected in their rights and function. What can still serve as the National Assembly? In short, in a State where leaders think only about their power and personal enrichment, peace can bring neither freedom nor the rule of law. Indeed, well they do not comply with laws, or they apply those unjust laws to neutralize opponents, or either they live with impunity by concentration of all power.... Hun Sen has always wanted the failure of the Khmer rouge Tribunal, where political instruction blocking the cases 003, 004…, where five other suspects including their revelations will be involved, will bring more truth, and splashing over his regime. The 003 and 004 trials or the civil war, Hun Sen has threatened! If that were the case, the lotus revolution should institute another ECCC to freely pursue its work. Indeed, genocide crime, war crimes and crimes against humanity are imprescriptible. We welcome the efforts of donors countries through the United Nations, we encourage the action of the OSJI of Mr. George Soros and the hard work of Miss Seng Theary, President of the local Association of the victims of the Khmer Rouge, so that the ECCC can continue its work of truth, of justice to ensure respect for the memory of the victims.
3/ The Lotus revolution.
Since 7 January 1979, 32 years already, because of the 2nd monarchy and treacherous Khmer Rouge leaders, the Viet Nam effectively annexed maritime and terrestrial territory of Cambodia. And it is still taking very large portions by the demarcation and the boundary of 375 bounds on 1270 km of common frontier with the
complicity of the CPP ‐ Hun Sen. Hanoi discharges massively and daily its illegal immigrants to colonize this Kingdom, and despite The Paris agreement of 23 October 1991! Current puppet leaders play political diversion fanning hatred against Thais to forget the annexation of large portions of territories for the benefit of the Viet Nam. At the same time, the CPP’s National Assembly voted (83 votes out of 100), on June 16, 2011, without debate, the draft Convention on the demarcation of borders between Laos, the Viet Nam and Cambodia. This precipitation sparked the boycott of PDH (3 MPs) and the negative vote of SRP. It was once again the Convention of peace, brotherhood and cooperation vanted by the Viet Nam!...This very suspicious attitude of the CPP nourishes and reinforces us in the General boycott of future elections to cut short to the treason of the CPP! Thai Parliament, unlike the Khmer National Assembly, has always taken its time in the ratification of the treaties involving national sovereignty … In the conflict of the Spratley and Paracel archipelagos, Cambodia must take into account, in priority, the destiny of his homeland and his people. In the past, because of China and Viet Nam, Cambodia has registered more than 3 million of the Khmer Rouge victims, and lost large portions of territories because of the Viet Nam. And what were not Khmer leaders traitors and fools who suffered consequences! Therefore, Cambodia shall not take a position for any party to the conflict, because our country is condemned to live for ever with its neighbours such as Thailand, Laos and the Viet Nam, and have good relations with varied economic powers such as the United States, China, the Japan, France … Roadmap of the revolution. After 2012, the ethnic and political situation in Cambodia likely to be irreversible because of the implementation’s completion of the demarcation and boundaries! Faster will disappear CPP ‐ Hun Sen, faster Cambodia will be able to recover its sovereignty and live its democracy. Greater international pressure on the Viet Nam, soon Cambodia will be able to recover its independence. The absolute urgency is the Liberation of Cambodia. Democracy involving all political parties in the running will to make freely and fairly once this state liberated. Without a free and independent State defined by a new Constitution in the Referendum, the khmer people will have no adequate legal framework so that they could freely choose their leaders. Currently, there are two groups of Cambodian leaders: those who are thinking to their personal interests, at the expense of the motherland and the khmer people, forced to face and accept the royalo‐Communist Vietnamese khmer rouge CPP‐Hun Sen state (royalist parties and all opposition parties …), and those who always are thinking to their homeland and the people, rebelled and refused the presence of this colonialist and treacherous State. For the latter, they have to pass three steps: first free Cambodia, then change its regime in order to finally choose the leaders freely. This is the roadmap for The Lotus Revolution! a / liberation of the Fatherland. Who can liberate Cambodia? And how? It will not be Hun Sen, the puppet of the Viet Nam. This is not the 2nd monarchy of Sihanouk, currently at the mercy of Hun Sen, of Viet Nam. This is not the only political opposition parties counting on the participation in all future elections by this Puppet State! It is to the people of Cambodia themselves to hunt Vietnamese invaders with weapons or peacefully. First, they must bring down the royalo‐Communist Khmer rouge CPP ‐ Hun Sen dictatorship. The Liberation of Cambodia is no longer the case of the CPP and other political opposition parties. It returned to the Khmer people against the Viet Nam and their treacherous leaders. The Viet Nam shall immediately give back sovereignty to Cambodia in accordance with the Paris agreements of 23 October 1991 The Lotus revolution advocates the widespread civil disobedience. Disobey this dictatorial State and do not participate in the elections, is peacefully participate in the liberation of our fatherland! Hun Sen and the Viet Nam would not dare to commit of repression behind closed doors like Pol Pot, to crush the people! The
international community will be at our side. With their experience of more than 60 years, the Khmer people must more nothing expect from neither this monarchy nor its treacherous Communist leaders. The revolution logically declares the final abandonment of the monarchy and the khmer rouge Communist Hun Sen! The rights to choose a new regime by referendum return to the people. b / Liberation of Cambodian people. It is to enforce their rights in all areas. Everywhere where rampant violations, must be opposed by peaceful demonstrations. Make heard these claims, it is to make immediately live fully these fundamental rights. The absolute urgency of the Khmer people, it is their ability to exercise effectively the rights guaranteed by the Universal Declaration of Human rights, by article 3 of the Agreement of Paris and by the Khmer Constitution. If they can fully exercise their rights, he may well get rid of the Vietnamese colonialism and recover the independence of their homeland. To expect that the political opposition wins elections to Liberate this Kingdom is putting the cart before the horse and repel off indefinitely the liberation of Cambodia. In the absence of neutral, independent national instances guaranteeing justice, security and freedom of expression, all elections did not reflect the will of the people. Like the Tunisia and Egypt, only the people can force, at any time, a leader or a Government to abandon power! All elections organized by this puppet State will do that legitimize the dictatorship and the Vietnamization of Cambodia! Under the Paris agreement of 23 October 1991, the people must compel the khmer state (article 1) and the Viet Nam (article 2) to cancel immediately treaties from 1979‐82‐83‐85 and additive Treaty 2005. They are entitled. The other 17 signatories do not have the right to prevent them: they will have the duty to help them (article 4). To do so, make sure that the people can exercise all their rights (article 3).
