Passports with 10-year validity for Filipinos from Jan. 1, 2018

F

rom January 1, 2018, the period of validity of Philippine passports will double to 10 years, instead of the current five years — as the new passport law kicks in. On August 2, the government of President Rodrigo Duterte signed into law a Republic Act (RA10928) providing for a 10year validity of the Philippine passport.

The 10-year validity, however, only applies to Filipino citizens who are over 18 years of age. Those who are under 18 will be issues passports with five-year validity.

The fees will remain the same — at Php950, according to the Department of Foreign Affairs (DFA).

Following is a Q&A on the new Philippine passport with 10-year validity: When does it become effective?

The Ten-Year Passport Act (RA 10928), becomes effective from January 1, 2018. It amends the 21-year-old Philippine Passport Act of 1996 or Republic Act 8239.

Why January 1, 2018, instead of now?

The law’s implementing rules were issued by the Department of Foreign Affairs, and was finalised following extensive consultations on how the travel document and the process involved in its issuance can be further improved. Moreover, Philippine embassies and consulates abroad need enough leeway to make adjustments in the passport issuance process.

How much is the new Philippine passport?

At the moment, the price of new passport will be the same — at Php950, according to Allan Peter Cayetano, Secretary of the

Department of Foreign Affairs. However, Philippine consulates and embassies charge a $60 passport processing. Fees in the Philippines go up to Php1,200 for express process (20 working days), while normal processing is 30 working days (Php950).

What are the requirements for an ePassport?

The requirements are the following: (1) Filed-up application form; (2) Passport and photocopy of its personal data page; (3) Personal appearance; and, payment of processing fee.

Where can I apply for a new Passport?

You can apply for a new Philippine Passport at any Philippine Embassy or consulate, at DFA in Manila or in any of the DFA’s Regional Consular Offices in the Philippines.

Do I have to be physically present to renew my passport?

At the moment, physical presence is required. DFA Secretary Allan Cayetano said the agency is working on a system where Filipinos need not be physically present at the DFA offices to have their passports renewed.

A separate announcement may be made in this regard.

Is there a walk-in lane?

Eventually, yes. The DFA is working on having a special “walk-in lane” for people with disabilities, elderly, pregnant women and overseas Filipino workers and children below seven years together with their parents. Persons who fall under this category do not need an appointment, they could just walk in at the DFA offices and have their passports processed, said Cayetano.

What are biometrics?

Biometrics are the unique and measurable physical characteristics of an individual that include face recognition, fingerprints, and iris scan. The Philippine Electronic Passport (or Philippine ePassport) uses the digital image of the passport photograph that can be used with face recognition technology to verify the identity of the passport holder. It captures the fingerprints of the passport holder, for identification using the Automated Fingerprint Identification System (AFIS).

What are the special features of the new Philippine passport?

The Philippine ePassport allows information stored on the chip to be verified with the information visually displayed on the passport. It uses “contactless” microchip technology that allows the information stored on the chip to be read by special chip readers

at a close distance. It contains an integrated photograph of the holder, a digitized secondary photo, and an electronic print of the holder’s signature. It contains overt and hidden security features such as Invisible Personal Information (IPI), letterscreen, microprinting, and UV reactive ink, among others.

Why do we have to use new passports now?

The new e-Passport (electronic passport) is the world standard in travel documents.

As member of ICAO (International Civil Aviation Organisation), the Philippines has an international obligation to enhance the security of its travel documents. The issuance of ePassports will allow the Philippines to offer world-class consular services to its nationals. Countries have greater confidence and acceptance of the ePassport since it is enhanced with biometric technology.

Malacañang promises ‘better MRT’ under Duterte

mid public frustration over the many problems besetting the Metro Rail Transit Line 3 (MRT3) system, Malacañang promised a better MRT during the Duterte administration.

Presidential Spokesman Harry Roque, on November 20, said, “We accept the challenge. We are moving forward and we promise better MRT to our riding public.”

Roque said that Duterte, famous for his outrage over the country’s drug problem, will apply the same formidable political will in solving the MRT’s troubles.

“We will show the same political will that the President has shown in his fight against illegal drugs, in his fight against corruption, in bringing this vital service of transportation to the people as well,” said Roque. Malacañang asked the public to give the Duterte government a chance to solve the seemingly endless frustrations about the MRT. “With the President assuming that he will be responsible for the MRT, let us give the President the opportunity to rectify the many problems that his administration inherited from the past dispensation,” said the Duterte spokesman.

Phil gov’t teams up with Facebook to build infra to improve internet

T

he Philippine government has teamed up with Facebook for the creation of a cable landing system set to improve internet speeds to as fast as 2 terabits per second by connecting the country to the rest of Asia and the United States starting 2019.

“Today, we make this landmark in information and communications technology. We are signing the agreement with Facebook and BCDA (Bases Conversion and Development Authority) to build the government’s first landing stations under the Luzon Bypass Infrastructure Project,” DICT officer-in-charge Eliseo Rio, Jr. said in a briefing in Taguig City.

Dubbed as the Strategic Engagement and Collaboration to Undertake a Reliable and Efficient Government Internet (Secure Gov. Net), the project aims to improve internet speeds to reach as fast as 2 Tbps.

Under the partnership, Facebook will construct and operate a cable system that will land in the cable stations in Baler, Aurora and in Poro Point in San Fernando, La Union.

“The cable will provide direct connection from Luzon to the internet hubs in the US and Asia,” Rio said.

Facebook will also provide a spectrum equivalent to at least 2 million megabits per second or 2 terabits per second.

According to Rio, this is close to the current combined capacity of internet providers Globe Telecom Inc. and PLDT Inc. For its part, the BCDA will build the Luzon Bypass Infrastructure which will host the cable systems.

Meanwhile, the Department of Information and Communication Technology (DICT) will build the national backbone and the last mile internet connection.

“It will be operational from 2019 until 2044 with DICT at the helm,” Rio said.

President Rodrigo Duterte had ordered the development of a National Broadband Plan (NBP) which would improve the internet speeds in the country during his State of the Nation Address (SONA) last year.

SC asks DOH to explain penalties on hospitals which demand deposits for emergency cases

T

he Supreme Court (SC) required the Department of Health (DOH) to answer a petition that challenged the constitutionality of the law which imposes a higher penalty for hospitals and medical clinics that refuse to admit patients who fail to pay deposits or advance payments.

During its full court session, the SC acted on the petition filed by the Private Hospitals Association of the Philippines, Inc. (PHAPI).

“Acting on the petition for certiorari and prohibition with an application for temporary restraining order dated October 13, 2017, the SC required respondents to COMMENT on both the petition and the application for a temporary restraining order within a non-extendible period of ten (10) days from receipt of the order,” SC Spokesman Theodore O. Te said quoting from the resolution.

Sought to be declared unconstitutional is Republic Act No. 10932, also known as An Act Strengthening the Anti-Hospital Deposit Law

by Increasing the Penalties for the Refusal of Hospitals and Medical Clinics to Administer Appropriate Initial Treatment and Support in Emergency or Serious Cases.

RA 10932 was signed into law by President Rodrigo Duterte last August.

Also named as respondent, aside from the DOH, is the Office of the Executive Secretary.

In its petition, PHAPI told the SC that the

fines under the law, which may reach up to P1 million, are not commensurate to the act or omission that is being penalized.

The fines and penalties are “unjust, excessive and oppressive, and thus amount to denial of due process,” it said.

It pointed out that the law’s presumption of liability clause “is repugnant to the constitutional presumption of innocence,” and “essentially reverses the presumption of innocence.”

The group assailed Section 5 (presumption of liability) of the law which holds accountable the hospital, clinic, and attending medical practitioner or staff liable in the event of death, permanent disability, serious impairment, or in the case of a pregnant woman, permanent injury or loss of her unborn child, stemming from denial of admission to a health facility.

It also slammed Section 7 of the law which directs PhilHealth to reimburse the cost of basic emergency care given to “poor and indigent patients,” and the Philippine Charity Sweepstakes Office (PCSO) to provide medical assistance to the same, for being violative of the equal protection clause; and Section 8, which grants tax deductions to hospitals and medical clinics that incur other expenses surrounding emergency care to “poor and indigent patients” which are not reimbursed by PhilHealth. —Manila Bulletin

hristmas is in the air as government and private organizations have joined forces to organize “Christmas By Manila Bay” on Dec. 15-17 which will benefit the children of Marawi City, Leyte, and Hospicio de San Jose in Manila.

“The event aims to make the Filipinos and the whole world appreciate the uniqueness of Filipino Christmas by highlighting what is the distinct celebration from Luzon, Visayas, and Mindanao,” said Mina Gabor, who served as the tourism secretary during the time of former President Fidel V. Ramos, at a press briefing held at a hotel in Manila recently.

Gabor said that the three-day event is filled with different activities to showcase the spirit of giving the Filipino way, promote crafts and products of the Philippines and relive some of the Original Pilipino Christmas Music and traditions to make the event more festive.

Among the activities lined-up are Christmas Market, Christmas Gift-giving, Christmas Concert and Christmas Parade.

“The gift-giving day will be held on Dec. 18. Our goal is to give 60,000 gifts to children of Marawi, Leyte and Hospicio de San Jose,” said Gabor.

She added: “We felt that if people will give, then we must also be able to return the gesture by making a very happy event.”

She encouraged the people to donate gifts worth at least P200. “If they cannot find anything that’s worth P200, we will also accept cash and give them a receipt.”

The Christmas Parade, she said, is a moving showcase of Filipino Christmas colors reflective of the culture, values and traditions of the Filipinos.

“It will be held in the long stretch of Roxas Boulevard from the Cultural Center of the Philippines complex to the Quirino Grandstand in Rizal Park, Manila,” she also said.

The Christmas concert is a series of performances featuring outstanding Filipino artists, choral groups and performing bands.

Popular artists from ABS CBN are expected to grace the festive event in December.

Overseas Filipino Bank to open in January: DOF

T

he Department of Finance (DOF) said on November 6 that there won’t be any delay in the initial operations of the Overseas Filipino Bank (OFB) slated for January 2018.

The Bangko Sentral ng Pilipinas (BSP) assured that approvals of clearing institutions will be secured before the year ends, DOF said. Finance Secretary Carlos Dominquez III said the OFB will offer banking services to Overseas Filipino Workers (OFWs) and overseas-based Filipinos, providing “quality and efficient foreign remittance services.”

“BSP Governor Nestor Espenilla Jr. has confirmed that the requisite approvals from the Monetary Board and the BSP will be secured before year-end,” Dominguez said in a statement. Dominguez noted that Malacañang’s approval of the acquisition of Philippine Postal Savings Bank (PPSB) by the Land Bank of the Philippines (LandBank) will expand the coverage of the new bank.

“The Department of Finance moved quickly to help deliver on the President’s campaign promise to create a financial institution totally dedicated to catering to the needs of all overseas Filipinos, the Overseas Filipino Bank,” Dominguez added. President Rodrigo Duterte ordered the Philippine Postal Corp. and the Bureau of Treasury (BTr) to transfer PPSB shares to the LandBank at zero value, in the Executive Order No. 44 issued last Sept. 28. Aside from remittance services, the OFB will offer loan programs to OFWs planning to return to the country to start businesses or to build homes, Dominguez added.

Immigrants key to labor shortage: Lai

P

remier William Lai stressed the importance of immigrants in addressing the nation’s shortage of workers, as the Cabinet revealed its plan for the immigration of workers from nations targeted by the government’s New Southbound Policy.

Lai made the remarks in the last of five news conferences held this week to address the nation’s “five industrial shortages” — land, water, electricity, talent and workers.

“It is impossible to talk about talent recruitment without touching upon immigration policy,” Lai said, adding that the Cabinet would discuss how to create a friendly immigration environment before revealing its new policy.

Most of the nation’s immigrants obtain their status through marriage or a biological relationship, which is rare internationally, Minister Without Portfolio Lin Wan-i said.

“So we must consider the perspective of how to get the type of talented people the nation needs to stay when we devise a new immigration policy,” Lin said.

The tentative plan is to implement a labor immigration program to attract talented workers from the 18 nations targeted by the New Southbound Policy — the 10 ASEAN nations, India, Pakistan, Bangladesh, Sri Lanka, Nepal, Bhutan, New Zealand and Australia.

Singling out the agricultural, fishing and long-term care sectors, which he said severely lack workers, Lin said the nation could allow foreign students to attend senior-high schools or colleges, allowing them to acquire the necessary employment and language skills before issuing them a work visa.

“If they prove to be law-abiding citizens and fit the needs of a certain industry, we should let these people migrate to Taiwan and permanently live here,” Lin said.

Students from the target nations could study at schools that have the necessary faculty and equipment while interning at farms and farmers’ associations, Lin said.

The nation’s fishing industry employs more than 1,000 Chinese workers and 20,000 from Southeast Asia, but they often leave, taking their skills with them, Lin said.

The problem facing the long-term care industry is that the government needs to think about how to protect the rights of foreign caretakers, most of whom are skilled workers allowed to work in Taiwan for up to 14 years.

The transportation pass has validity periods ranging from one to five days, she added. Visitors who make good use of the Taipei Fun Pass could save up to 60 percent on travel expenses and entrance tickets, Chien said.

The Taipei department said that more details about the Taipei Fun Pass can be found at its official Web site: funpass.travel.taipei.

Separately, the Taipei MRT said that children aged six to 12 residing in Taipei would enjoy a 40 percent discount on the metro system starting from Jan. 1 at the earliest. About 150,000 children are expected to benefit from the policy, it said.

Earlier this year, the POEA suspended the issuance of OECs to direct hires and fired some employees linked to the irregularities.

The local recruitment industry expressed surprise over Bello’s order to suspend the processing of OECs for newly hired workers.

Taipei launches ‘fun pass’ for foreigners visiting three cities

he Taipei Department of Information and Tourism unveiled the Taipei Fun Pass, a card that allows foreign visitors to enjoy discounted fares when taking public transportation in Taipei, New Taipei City and Keelung and entry to 12 popular attractions.

The card, introduced in cooperation with the New Taipei City Tourism and Travel Department and the Keelung Department of Transportation and Tourism, comes in two types: unlimited, which includes entrance to various sites, and transportation-only.

he Provincial Government of Pampanga over has warned aspiring overseas Filipino workers (OFWs) against illegal recruiters promising employment and easy travel abroad.

The warning came as more than 10 OFWs and their relatives went to the Capitol recently to report cases of illegal recruitment. The relatives also reported abuse and unfair labor practices subjected on their relatives by their employers. Provincial Public Employment and Services Office head Luningning Vergara said illegal recruiters usually promise an easy travel package without clear cut agreements and protection on the part of the OFW.

Foreign residents’ newborns to be eligible for health insurance

T

aiwan’s lawmakers amended the National Health Insurance Act to allow newborn babies of foreign residents in the country to be covered by the compulsory health insurance plan upon birth.

The newly revised health insurance rule reverses the current situation in which foreign parents with resident status in Taiwan can only obtain health insurance for babies six months after they are born.

The revision will take affect as soon as it goes through the routine step of being officially announced by the Presidential Office. The amendment was considered because of concerns that the health of infants of legal foreign residents could suffer without coverage under the national insurance plan during the six-month vacuum.

Article 9 of the National Health Insurance Act stipulates that people with an alien resident certificate in Taiwan can get national health insurance if they have been residing in the country for at least six month or they have an employment contract.

Revision to Article 9 adds that newborns of foreign nationals with alien resident certificates will be allowed to join the national health insurance plan upon birth, as is the case for newborns of Taiwanese citizens.

Before the amendment cleared the Legislative Yuan, the Ministry of Health and Welfare (MOHW) said the new law will cover newborns babies of both white collar and blue collar foreign residents in Taiwan as long as they have a legal resident certificate.

The new provision will not cover new babies of Chinese who are working in Taiwan, however, as Chinese employees in Taiwan hold an entry permit instead of a resident certificate, MOHW section chief Huang Tai-ping told the press recently.

Without an alien resident certificate, neither Chinese parents nor their children can be covered by national health insurance, Huang said. —Focus Taiwan

Simbang Gabi: A brief explanation of the Filipino Christmas tradition

S

imbang Gabi is a Filipino Christmas tradition. It is a series of nine dawn masses. The mass starts as early as 4:00 a.m. It begins on December 16 and ends on the midnight of the 24th of December, which is the midnight mass.

This tradition was introduced by the Spanish friars to allow the farmers to hear mass before going to the fields early in the morning. Simbang Gabi is also known by its popular Spanish name as the Misa de Gallo, or “Mass of the Rooster.’’In the olden days, the church bells start ringing as early as three o’ clock, waking people up so they can get ready for the four o’clock dawn mass.

The Roman Catholic churches across the nation start to open their doors shortly before the break of dawn to welcome the faithfuls to the Simbang Gabi mass.

Today, the tradition of Simbang Gabi

continues whether you live in the city or in the province, although it is celebrated in new ways. Most churches are decorated with colorful lights and beautiful parol lanterns to welcome the church goers.

The Nativity Scene or Belen is displayed in preparation for the celebration of the birth of Jesus Christ. It shows baby Jesus in a manger with Mother Mary and Saint Joseph. There are shepherds and farm animals. A complete scenario of the Belen includes the three wise men carrying their gifts to Infant Jesus and the star of Bethlehem that guided them in their journey.

Some urban parishes now celebrates Misa de Gallo around 8- 9 in the evening in order to accommodate the needs of the members of the community who have different work schedules. Belenismo in Tarlac is a mustsee visual Christmas spectacle

The annual Belen-making competition and exhibit officially opened on November 6, 2017, in Tarlac City, which is now touted as the Belen capital of the Philippines.

This year’s theme “Panahon ng Kapayapaan” paid tribute to all the soldiers and policemen who fought in Marawi.

These heroes were invited to the ribboncutting ceremony and the lighting of 43 entries. The giant Belen in front of the exhibit site Camp Servillano Aquino in Tarlac City, was put up by Philippine Army soldiers who served in Marawi. The project was supervised

by Lt. General Rolando Joselito Bautista, who thanked his comrades during his speech.

Mabuti ang ugali na magbigay ng regalo (handog) sa Pasko. Ang problema, marami ay hindi gaanong nauunawaan ang gawain tungkol sa pag-reregalo o pag-hahandog. Ito ang dahilan kung bakit hindi tuloy nagbibigyan ng tamang pagpapahalaga at paghahanda ang pagdiriwang ng Pasko.

Bago nawa mag desisyon kung ano ang i-reregalo, o ihahandog, unahin munang liwanagin sa sarili ang sagot sa ilang katanungan.

Paano at saan ba nagsimula ang ugali ng paghahandog? Sino ba ang hinandugan? Bakit ginagawa ang maghandog sa Pasko? Pinakamahalagang tantuin, ano ba ang nararapat na ihandog sa panahon ngayon?

Ang pag-hahandog o pag-aalay ay nahayag sa ginawa ng mga Pantas nuong unang Pasko. Sila ay nagmula sa Silangan at tumungo sa Judah upang sambahin ang Messias (Mateo 2). Ang mga Pantas o Maggi na ito ay naglakbay tungo sa Bethlehem, Judah matapos matanaw ang bituin ng Hari ng mga Hudyo. Ang dala nilang handog ay Frankinces, Myrrh at Ginto. Ito ay hindi basta na lamang naisipan na dalhin. Sadyang pinaghandaan nila ang ihahandog ugma kung sino ang Messias na hahandugan. Ang Ginto ay mamahalin metal na malimit ginagawang alahas at ginagamit na palamuti. Ipinag-utos ng Diyos kay Moses na maghandog sa Kanya ang mga Israelita ng ginto, pilak at bronze at iba pang bagay upang maitayo ang Santuaryo ng Diyos (Exodus 25:1-9). Ito ang inihandog ng Pantas sapagkat ang Messias ay Diyos at Hari ngunit kaiba nga lamang sa mga hari sa lupa. Siya ay Hari ng mga hari (1 Tim.6:15; Rev.19:16).

Nararapat lamang na handugan ng ginto.

Ang Frankincense ay mabangong resin na ginagamit na kamangyan (incense) ng mga Saserdote sa kanilang gawain sa templo.

Mamahalin ito sapagkat mahirap hanapin at tatlong buwan mula sa sap ng puno hanggang maging krystal. Dinudurog ito para gamitin insensaryo. Inutos ng Diyos sa Lumang Tipan ang paggawa ng insesaryo bilang Banal na handog sa Diyos. Hindi dapat gamitin ito sa pang sariling gamit lamang. Kaya inalay ito ng Pantas sapagkat si Jesus ay Diyos (1 Tim. 2:5; Juan 14:6). Siya ang tatanghalin Dakilang Diyos na Tagapamagitan sapagkat Siya ang isinugo ng Diyos na mamagitan para sa kasalanan ng tao(Heb. 4:14; 2:17). Ang gagawin niya ay higit sa sino man mortal na saserdote. Hindi kuwalipikado ang taong saserdote sa gawain ng Anak ng Diyos. Walang makakalapit sa Diyos Ama, kung hindi sa pamamagitan ni Jesu Cristo. Ang Myrrh ay mamahaling natural na gum extract na ginagamit na pabango at karaniwang ginagamit pamahid sa patay.

Maliwanag na ang hinahandugan sa Pasko una ay si Jesus na Anak ng Diyos, Hari, Propeta (Tagapamahayag ng Salita ng Diyos) at Saserdote (Tagapamagitan sa Diyos at Tao).

Sa Paskong ito, ano ang ugmang handog mo sa Diyos ng Pasko? Ganito sabi ni Apostol Pablo, “Kaya nga, mga kapatid, alang-alang sa masaganang habag ng Diyos sa atin, ako’y nakikiusap sa inyo na ialay ninyo ang inyong sarili bilang isang handog na buháy, banal at kalugud-lugod sa Diyos. Ito ang karapat-dapat na pagsamba ninyo sa Diyos.”( Roma 12:1 MBBTAG). Ang handog na hinihingi ng Diyos sa ating panahon ay ang sariling buhay, katawan, puso at kaluluwa. Sa Lumang Tipan, naghandog ang mga Israelita ng mga mamahaling bagay para itayo ang Santuaryo (Tahanan) ng Diyos. Sa Bagong Tipan, ang Santuaryo ng Diyos ay ang mismong mga buhay ng mga nananalig sa Kanya (1 Cor. 3:16-17). Kaya nga, maaaring nag-handog ka ng mga bagay sa simbahan gaya ng pera, tulong sa kapwa, o ano pa man mabuting gawa, ngunit kung hindi mo pa naisusuko at naialay ang iyong sariling buhay sa Diyos, walang bilang ang iyong materyal na handog. Hindi ka pa rin tatahanan ng Diyos. Napahangga mo lamang ang sarili, ang simbahan mo at ibang tao, hindi ang Diyos. Naalala ko iyong naghandog ng isang haligi sa gusali ng simbahan sa isang bayan ng Batangas. Ipinatatak pa niya ang pangalan sa haligi ng simbahan upang malaman ng madlang bayan na siya ang naghandog nuon. Pasado ba sa Diyos iyon?

Paano at ano nga ba ang kalugod lugod na handog na buhay sa Diyos? Ganito ang pahayag ni Apostol Pablo, “Huwag kayong makiayon sa takbo ng mundong ito. Sa halip, hayaan ninyong baguhin ng Diyos ang inyong pag-iisip upang maunawaan ninyo ang kanyang kalooban. Sa gayon, magagawa ninyo kung ano ang mabuti, kalugud-lugod at ganap na kalooban ng Diyos.”(Roma 12:2 MBBTAG). Ibig sabihin, kung nais mong tanggapin ang buhay mo bilang handog at panahanan ka ng Diyos, ayawan mo at huwag nang maki-ayon sa masamang takbo at lakad sa mundo. Hayaan mong baguhin ng Diyos ang isip mo. Paano?

Pasakop ka sa Salita ng Diyos upang palitan ang iyong kaisipan nang kaisipan ng Diyos.

Mura lamang ang Biblia. Ito ang i-regalo mo sa sarili sa pagsisimula ng iyong paghahandog ng buhay bilang pagsamba mo sa Diyos ng Pasko. Basahin, angkinin at sundin mo ang mga pahayag duon. Tandaan, nauna ang Diyos na ihandog ang buhay ng kanyang Bugtong na Anak para sa iyo, “ Sapagkat gayon na lamang ang pag-ibig ng Diyos sa sangkatauhan, kaya’t ibinigay niya ang kanyang kaisa-isang Anak, upang ang sinumang sumampalataya sa kanya ay hindi mapahamak, kundi magkaroon ng buhay na walang hanggan”(Juan 3:16). Ikaw naman ngayon ang maghandog ng iyong buhay sa Kanya. Iyan ang exchange gift mo sa Diyos. Buhay sa Buhay! Kapag ginawa mo iyon, magiging tutuong Merry Christmas nga talaga. Gagawin mo ba?

To any OFW, payday should suppose to be one of the happiest days of his life.

But with lots of bills to pay and other financial obligations, payday can cause worry as you don’t know how to stretch your budget. In addition, salary day can be frustrating when the fruit of your labor had just passed through your hands and had gone easily like bubbles. Three days after payday, you become broke and have no savings. If this is your current financial condition, it’s no wonder there is no room for savings and investing. Let me share with you these seven practical reminders about managing money wisely especially on payday.

1. Pay yourself first

Many OFWs forget to pay themselves first. After spending money to pay the bills and sending money remittance, they often neglect that they also have to save for their future. When I say “pay yourself first,” you should allocate at least 20 percent of your income for your investments or savings.Before the famine in Egypt, Joseph instructed Pharaoh to keep a 20 percent of their harvest (Genesis 41:34) during the seven years of abundance. Why? Because they understood the financial principle of saving for the future. Therefore, never miss a single payday without setting aside a 20 percent of your monthly income.

2. Allocate amount for emergency fund

Imagine you had received a call from your sister in the Philippines. She said you have to send P30,000 because your father had a stroke. They need the amount for a down payment so he will be admitted immediately in the hospital. What would you do? Or may be your 5-year old son is complaining about a severe stomachache due to food poisoning. How does it feel to have a son who is sick but you have no money to bring him to the hospital?

Build an emergency fund that is readily accessible amounting 3-6 months worth of your monthly expenses. An emergency fund allows you to continue your current

In addition, check the mode of payment of your insurance whether they are monthly, quarterly, or annually and ensure you pay them on time. Remember, the best investment for OFW is not the real estate or shares of stocks, but having good health. Your greatest investment is YOU so you have to be protected especially if you are a sole breadwinner or have dependents back home.

6. Extend your blessings

God’s financial plan is balanced. He has given us the primary responsibility of caring for our own family and relatives and ensure to meet their financial needs. As a responsible breadwinner, the ultimate purpose why you leave the country is to help them and extend your blessings. However, don’t forget to save for yourself and let your family know about your own financial goals.

7. Remember the Giver God is the ultimate source of blessings -- your health, skills, and talents are all coming from Him. Unfortunately, money has the power to lead us away from God, whether we have it or we lack it. However, a faithful steward manages his time and money wisely and ensure that he never forget to honor Him by returning tithes. Honoring God with your wealth means to be a cheerful giver instead of a hoarder and greedy.

Philippines’ Karen Ibasco wins Miss Earth 2017

he Philippines’ Karen Ibasco, a 26-year-old licensed physicist and university instructor from Manila, won the Miss Earth 2017 pageant to the cheers of a hometown crowd at the Mall of Asia Arena in Pasay City last November 4.

The crown was passed on to her by outgoing queen Katherine Espin from Ecuador. Other winners in the pageant were Australia’s Nina Robertson as Miss Earth Air 2017; Russia’s Lada Akimova, Miss Earth Fire 2017; and Colombia’s Juliana Franco, Miss Earth Water 2017.

Ibasco, who studied applied physics and medical physics at the University of Santo Tomas, impressed both the judges and the audience with her reply during the question and answer segment of the pageant. For the first segment, the Top 8 finalists were given 30 seconds to express their thoughts on a selected hashtag. Ibasco picked the hashtag#biodiversity.

“Biodiversity is very important.

We are very known in the Philippines to have a lot of biodiversity, and they’re very important because they also balances the ecosystem. It’s very important for us to protect them, because as we protect them, we protect the environment to help save our home, our planet, our Earth, to be a better place to live in. he 29-year-old singer-actress was named Best Filipino act at this year’s Daf BAMA Music Awards. It was announced by Viva, the talent agency handling Geronimo’s career via Instagram post, Nov. 19.

The awarding ceremony was held at the Barclaycard Arena in Hamburg, Germany last Nov. 17. According to its official website, the Daf BAMA Music Awards is “an international multicultural music award show presented by Daf Entertainment based in Hamburg, Germany.”

The website said the award-giving body was created “to honor artists from all over the world and at the same time unite the world with something as beautiful as music. It shall immortalize creativity, unity and enjoyment among the global music lovers until the end of time.” Awards are presented to the best and most successful musicians in Europe, Asia a n d Africa.Meanwhile, Viva also announced that Geronimo has been nominated for the Bes t Philippine Artist Award at the Golden Panther Awards; and on SBS PopAsia Awards for the Best Solo Star category. Fellow Viva Artist James Reid is nominated in the same category.

He already won the same award in 2015. The talent agency asked supporters to “Show some love for Sarah G” by casting a vote on Twitter and on SBS PopAsia’s website. The Golden Panther Awards is an “international awards ceremony honoring the best-selling most popular recording artists;” while SBS PopAsia Award is a byproduct of an Australian music show, SBS PopAsia, which broadcasts 24/7 Asian pop hits on digital radio, online and o n mobile devices.

hilippine bet Teresita Ssen “Winwyn” Marquez was hailed as Reina Hispanoamericana 2017. The coronation night was held Saturday night, November 4, in Santa Cruz, Bolivia (Sunday, November 5, Manila Time). Winwyn is the first-ever Filipina to join the international pageant and win the title. The 25-year-old actress burst into tears after it was announced that she won the pageant.

Winwyn succeeds Reina Hispanoamericana 2016 Maria Camila Soleibe from Colombia.

Meanwhile, Curacao’s Akisha Albert won the ierreina Hispanoamericana title, or the next highest award to Reina Hispanoamericana.

The other countries that won awards were: Miss Brazil (1st runner-up), Miss Venezuela (2nd runner-up), Miss Mexico (3rd runner-up), and Miss Bolivia (4th runner-up).

For the question-and-answer portion, Winwyn was asked: “How would you promote HispanicAmerican culture with the great difficulty or barrier of language?” With the help of an interpreter, she answered: “Language can be learned. But the will and determination to contribute something to the organization cannot. “It has to come from the heart and it has to be natural.

“I believe that kindness is the universal language. If you treat people with tolerance, patience and love, you will understand each other.

“The Hispanic culture is not about language only. It is about love for God, love for country, love for history and culture, and love for family.

“And as a Filipina with a unique heritage, I have instilled that. I am ready to promote the Hispanic culture not just in Asia but in the whole world. “It is time to celebrate the Hispanic culture.

Filipina crowned Miss Top of the World Plus Size 2017

nother Filipina beauty gave pride to the country as Philippines’ bet to the Miss Top of the World Plus Size 2017 bagged the title in Singapore on November 13 (Monday).

Jodel Mesina, a 35-five-year-old Cebuana, bested 15 other candidates from other countries in the international pageant.

The Miss and Mrs. Top of the World pageant for plus-sized beauties was organized by Kristine Lindenblate in 2013. The competition sought “personal development of the candidates and helps everybody remember beauty and promote charity within the framework of the beauty pageant.”

Following Mesina as first runner-up is Singapore’s bet, Priscilla Boh Rui Yee, followed by Latvia’s Viktorija Brovuna as second runner-up, and Thailand’s Phanpapon Paopan as third runnerup. On the other hand, Myanmar’s Sandy Min Aung bagged the Choice of People Award while Surinam’s Illanga Bel was named the pageant’s beauty queen.

Mesina wishes to empower more women after her win. “I’d like to thank all the beautiful plus size queens from all over the world who made this journey extra wonderful. I am sharing to you my crown... Let us continue to empower, inspire and help every woman to pursuit (sic) their dreams

T

he Manila Economic and Cultural Office (MECO) in collaboration with the Philippine Department of Tourism launched a television campaign to boost the tourism industry in the Philippines. The campaign hopes to promote the Philippines among the Taiwanese travelers as “the nearest tropical paradise” to Taiwan. The advertisement highlights the vibrant and tourist-friendly spots and destinations, the beautiful beaches and clear water, landscapes and delicious Filipino cuisines, colorful nightlife and warm welcoming nature of the local people. The advertisement is scheduled to begin broadcasting from November 8 and will reportedly be made available to at least 22 television stations around Taiwan to maximize the effect of the media content. “It is our hope that the Taiwanese traveler would consider the Philippines as their next destination as they plan their holidays this year and the upcoming vacation days early next year”, said MECO Chairman and Resident Representative Angelito Banayo in the press release. He continues in the statement that he hopes this advertisement will create a “sub-conscious awareness” among Taiwanese travelers and will remind them of the Philippines as a good choice when they plan their vacations ahead. The two countries have recently exchanged friendly gestures by Taiwan providing visa free entry to Philippine nationals and the Philippines loosening travel regulations for Taiwanese nationals.

New functions added to online system for migrant workers’ employment

T

he Ministry of Labor (MOL) added two new functions to its online system for managing the employment of migrant workers, allowing updates of employment information and the submission of applications to extend the transition time between contracts. The two services were added to an online system launched by the ministry in January 2016 to manage the employment, extension of employment, and other important functions related to bluecollar migrant workers in Taiwan. Employers need only to register for an online account using their business or citizen digital certificates, fill in the required information and click “send.”

In a press statement, the MOL said the additional functions allow employers to update their workers’ information online or request an extension of the transition time when workers are switching employers. Under the current regulations, migrant workers have up to 60 days to switch to a new employer after the end of a contract but may be allowed an additional 60 days if the worker has been in Taiwan for less than a year or has special circumstances. The updates make it easier to apply for the 60-day extension, the MOL said. Applications for the extension of migrant workers’ contracts with their current employer have been available online since July.

The approval process for online applications takes a maximum seven days, which significantly expedites the procedure and reduces the delivery costs, the MOL said. According to MOL data, nearly 85 percent of all cases of migrant worker employment in September were handled online.

Migrant fishermen to be protected under revised regulations

A

ccording to the Ministry of Labor’s (MOL) amended “Foreign Worker’s Living Care Service Plan,” employers will in the future be required to provide migrant crew members on fishing vessels with accommodation and food when on land, an official said. The amendment, ratified in July and expected to take effect on Jan. 1, aims to protect migrant workers in the fishing industry after they were not initially included in the plan due to prolonged periods at sea, said MOL Workforce Development Agency official Hsueh Chien-chung. The original service plan only included foreign workers employed in the manufacturing, construction and nursing sectors. Based on the Regulations on the Permission and Administration of the Employment of Foreign Workers, the revised plan guarantees the rights of migrant fishermen to food and housing, personal safety, and consultation services in Taiwan, he added. Employers who violate the regulation face a fine of NT$60,000-NT$ 300,000 (US$1,987-US$9,940) and will have their recruitment permits revoked or not renewed, said the MOL.

Cabinet passes work-hour bill amid labor protest

A

controversial bill aimed at allowing “flexible” use of work hours was approved by the Cabinet amid protests outside the Executive Yuan by labor unions blasting the government for backsliding on labor rights. One of the major revisions in the Cabinetsponsored amendment to the Labor Standard Act is a change to the current rule that stipulate one mandatory day off and one flexible rest day per week and bars employees from working more than six consecutive days. The amendment allows employees to work 12 days in a row once they take a mandatory day off either side of the 12-day period. It further stipulates that a business sector proposing such a change must seek the consent of the government agency supervising the sector and approval from the Ministry of Labor, while an individual enterprise needs to secure the consent of workers or labor unions. At a press conference following the Cabinet meeting, Premier Lai Ching-te said the rule relaxation and other revisions were designed to give employers and employees more “flexibility” in arranging work schedules and thereby boost the economy. Even after the amendments to the Labor Standard Act, the five day work week remains law, Lai said. Allowing employees to work 12 days in a row will still remain an “exception” to the rule, Lai said.

Taiwan wants more workers and migrants from New Southbound Policy countries

I

n order to address a lack of talent and workers, Premier William Lai said that his government planned to make Taiwan more attractive to foreign employees and migrants, especially from the New Southbound Policy countries. Since President Tsai Ing-wen came to power early last year, the government has been focusing on strengthening links with the countries of South Asia and Southeast Asia as well as Australia and New Zealand in what it has dubbed the “New Southbound Policy.’ Agriculture, fishery and long-term care were the sectors which would receive priority once planned labor migration was being handled, with the countries from the New Southbound Policy coming first, the Central News Agency quoted Minister without Portfolio Lin Wan-I as saying. Students from those countries already in Taiwan could learn the appropriate techniques and strengthen their language ability which would make them suitable for work in the local agricultural sector once they graduated, Lin said. At present there were also more than 1,000 fishing workers from China and more than 20,000 from Southeast Asia whose experience and abilities would be lost if they left Taiwan, the minister added.

According to Lin, foreign caregivers who could now stay for 14 years should also see more safeguards for their working rights.

Government urged to protect migrants’ right to change employers

A

group of protesters demonstrated in front of the Executive Yuan, urging the government to protect the right of migrant workers to change employers and to revise regulations that they say punish migrant workers for their employers’ faults.

Tien Kei-fung, a member of the Serve the People Association, which organized the protest, said his association has handled cases over the years in which migrant workers have been unable to extend their stay in Taiwan to look for work due to false information provided by their former employers.

Some employers, when they want to suspend a contract with a migrant worker for no good reason, will falsely write “business contraction” as a reason on the official form that needs to be filled out so that migrant workers can change employers, he said.

After the job termination is approved, migrant workers are then given two months to search for a new employer, and can extend that job-search period for another two months if they fail to find a new employer by then.

However, when they apply to extend their stay, local labor departments will investigate if “business contraction” is the real reason for their job termination and if it is discovered to be false, the migrant workers will not be allowed to extend their stay in Taiwan, he said.

This could force the migrant workers to return to their country prematurely, before they have even paid off their brokerage fees, said Tien, whose association shelters migrant workers and specializes in labor dispute mediation. “If ‘business contraction’ is a false excuse made up by employers or brokers, why do migrant workers have to suffer the consequences?” he asked.

Ngo Thi Trang, a 30-year-old Vietnamese worker who attended demonstration, said that after working for one year and 14 days at a vegetable bun shop in Taoyuan, her broker

told her in June that she had lost her job and would have to change employers.

“I came to Taiwan to make money so that I can improve my life and help my parents in Vietnam,” she said. “Now I am here to ask the Executive Yuan for help, to give me more time to earn money in Taiwan.”

Ngo’s previous employer cited “business contraction” as the reason for her job termination, according to a copy of the form.

Ngo has applied to extend her stay for another two months, but fears that if labor officials determine “business contraction” to be a lie, she could soon be deported back to Vietnam.

Leonard Chen, a consultant at Kinsten Electronics Corp., said he hopes to hire Ngo, but could not do so earlier because his company’s government-issued recruitment approval letter had just expired when he met Ngo. Even though he has applied for a new recruitment approval letter, if Ngo is deported before the new letter is issued, he will not be able to employ her, Chen said.

In response to the demonstration, Chen Chang-pang, an official from the Ministry of Labor’s Workforce Development Agency, confirmed that his agency has received Ngo’s application to extend her stay, but said the Taoyuan labor department is still investigating if “business contraction” is indeed the reason for her job termination.

Chen, who met with the protesters that day, told CNA by telephone that his agency will protect Ngo’s right to work in Taiwan, even if the reason for her job termination is found to be false. Currently, labor officials only investigate the authenticity of the reason for the job termination when migrant workers apply to extend their stay, but Chen said his agency will re-examine that approach. It will probably ask employers to immediately provide evidence of “business contraction” instead of investigating it later on, he said.

Taiwan’s first domestic workers’ union forms

he National Home-based Workers’ Union (NHW), a new union for livein caregivers, held it’s first meeting on Oct. 29 in New Taipei’s Yingge District, according to the Taiwan Observer.

Holding in what organizers believe is the first meeting of a union organized to advocate for the rights of domestic workers in Taiwan’s history, the NHW introduced the new organization to prospective members and voted for its board members.

According to the union’s founders they feel caregivers are treated as second-class citizens and the Taiwanese government needs to address their needs. Lennon, YingDah, Wong, director of the Server Center and Shelter for migrant workers told the Taiwan Observer that the conditions endured by some home-based workers are like that of a slave, with some “having absolutely no days off in a year.”

Wong added that migrant workers are often forced to “stay in a terrible job, sometimes in abusive situations, because brokerage firms will send them home if they complain.” Although migrant workers (primarily employed in factories) received a pay increase as when the monthly minimum

wage was increased from NT$21,009 to NT$22,000 (US$725) in accordance with the Labor Standards Act, domestic caregivers were excluded from this raise and still only average around NT$17,000 per month.

This was pay discrepancy has been a major galvanizing factor for the union to take shape.

During the meeting, attendees also continued the votes on a mock referendum on a wide variety of issues important to migrant workers in Taiwan. The three issues on the ballot included: Protecting migrant caregivers until the Labor Standards Act. Giving foreign workers the right to change their employers freely. Getting rid of the private employment brokerage system in favor of a direct government to government hiring scheme.

There are 15 designated voting areas across the country, with ballots to be opened every two weeks. The voting on the referendum is being held from Sept. 17 until Dec. 10, with the final results of the vote to be announced on Dec. 17 in tandem with a rally on migrant workers’ rights. According to the Ministry of Labor, of the 624,758 migrant workers in Taiwan, 237,291 were employed as domestic caregivers as of the end of 2016, an increase of 5.77 percent over 2015.

Ayon sa official statemenet ng asawa niyang si Arnel Cowley: “It is with great sadness that my wife Isabel Granada has peacefully passed here in Doha Qatar. She has been a fantastic wife, mother and daughter.

“She always did her best in everything she did, whether it be in front of a camera or sports. I would also like to take this time to thank the Filipino community in Doha for giving their full support throughout this difficult time for myself and the family.

“Baby, wherever you might be..just always remember that I LOVE YOU, and I miss you very much.” Maging ang ex-husband ni Isabel na si Geryn Genaskey Aguas ay nag-post din ng pagdadalamhati sa kanyang Facebook account.
