House panel OKs bill lowering age of criminal responsibility from 15 to 9 years old
he House Committee on Justice approved the substitute bill seeking to lower the age of criminal responsibility from 15 years old to nine years old. During its meeting after an executive session, the justice panel approved the motion of Deputy Speaker Fredenil Castro to approve the substitute bill to House Bills 2, 505, 935, 1609, 2009 and 3973—all seeking a lower age of criminal responsibility. Under the bill, a child nine years old and below at the time of the commission of offense would be exempted from criminal liability, while those above nine years old but under 18 years old would be exempted from criminal liability unless the minor acted
with discernment. House panel chair Oriental Mindoro Representative Salvador Leachon, in his opening speech, explained that the measure is not meant to put children in jail, but to reform them. At the same time, they will not branded as criminals but children in conflict with the law. He also said his committee considers such measure as a legislation. “The Committee recognizes that the youth is an integral part nation-building and the State must ensure and preserve their overall well-being,” he said. Leachon stressed that there has been an “alarming” increase in the number of syndicates that use minors in performing criminal acts. “It is but the time to pass this bill to protect
your children from being used by ruthless and unscrupulous criminal syndicates to evade prosecution and punishment,” Leachon said. “The current Congress gives utmost importance to legislative measures that ensure the safety of our future generations,” he added. Child rights groups and even Vice President Leni Robredo, however, opposed the approval of the measure, saying that children in conflict with the law are in need of help, not punishment. “Sa ating mga kasamahan na mga mambabatas, iyong lowering the age of criminal liability, maawa naman po tayo sa ating mga kabataan,” Robredo said in a radio interview.

Meanwhile, Lotta Sylwander, representative of UNICEF Philippines, on Friday said that lowering the age of criminal responsibility “goes against the letter and spirit of child rights.” “There is a lack of evidence and data that children are responsible for the increase in crime rates committed in the Philippines. Lowering the age of criminal responsibility will not deter adult offenders from abusing children to commit crimes,” she added. Leachon is hoping that the measure will be enacted into law before the 17th Congress ends in June this year. —GMA News
No need to submit birth certificate in renewing E-passport — DFA
T
here is no need for holders of expired or expiring electronic passports to submit their birth certificates when renewing, the Department of Foreign Affairs (DFA) said. DFA Assistant Secretary Elmer Cato made this clarification on Twitter after some netizens aired their concerns on the renewal of their passports. Yes, if the passport being renewed is an electronic passport, applicants don’t have to present original birth certificates as we should already have captured those at the time of application. Foreign Affairs Secretary Teddy Boy Locsin earlier disclosed that a contractor made off with passport related data when the contract was terminated. “Because previous contractor got pissed when terminated it made off with data. We did nothing about it or couldn’t because we were in the wrong,” Locsin said in a tweet posted on Jan. 9. “It won’t happen again. Passports pose national security issues and cannot be kept back by private entities. Data belongs to the state,” he added. This was in response to an earlier tweet from Cato instructing applicants who are renewing brown or green passports or maroon machine-readable passports to submit birth certificates as the DFA would need to “capture and store the document” in its database as the agency “no longer have the physical copy of the document submitted when they first applied.” —Inquirer

MPD reopening ‘honesty store’
T
he Manila Police District (MPD) has announced the reopening of its “honesty store” later this month as it clarified that the closure was only temporary and not due to unscrupulous members among its ranks. “It’s true that the store has lost a hefty (sum) of money but … the losses have been replaced. Besides, the store was not put up as an income-generating project,” MPD spokesperson, Supt. Carlo Manuel, said over the weekend. “The intention of (the) honesty store is to show the honesty of policemen,” he told the Inquirer. Manuel said that it was decided to temporarily shut down the store over a week ago to give way to the many activities taking place at the lobby of the MPD headquarters on United Nations Avenue where the store was situated. While the MPD Finest Brotherhood, the cooperative in charge of the store, had reported a loss of P20,000 (in cash and goods) since the project started in June last year, Manuel said the establishment would resume operations as MPD officials were confident it would still serve its original purpose. The brainchild of former MPD director, Chief Supt. Rolando Anduyan, the “Manila’s Finest Honesty Store” was the first of its kind in the Philippine National Police. It operated on the same principle being used at the famous Honesty Coffee Shop near the Port of Ivana in Batanes province. Using the honor system, customers were

MPD officials lamented that some buyers might not have paid the correct amount for their purchases, resulting in losses. Manuel, however, refuted claims that MPD members themselves were the ones who stole the store’s goods, saying they would not do this since “they know there’s a closed circuit television camera and they would not risk their reputation” by doing such a thing. He added that the MPD had been reviewing footage taken by a CCTV camera and it showed that the thefts might have been done by dishonest visitors or guests. On Aug. 15 last year, an inventory conducted by the
MPD cooperative running the store revealed that P15,000 worth of goods and money were missing. Police investigators identified a certain “Nanay Lisa” as the culprit. A former MPD aide, she ran errands for policemen and lived inside the headquarters for several years. However, footage taken by a CCTV camera on July 23, 2018, showed her taking some goods from a shelf in the store and putting them in her bag. According to Manuel, Nanay Lisa has not been seen since at the MPD headquarters which is why no charges have been filed against her. So far, the videos haven’t caught policemen stealing from the cash box or the store, but we will continue to monitor the store’s operations,” he said. —Inquirer
he Bureau of Immigration (BI) has formed a special team that will focus on conducting pre-screening of overseas Filipino workers (OFWs) and attend to their immigration needs at the airport. In a memorandum order, BI Port Operations Division chief Grifton Medina has designated OFW counters which shall only be used exclusively by OFWs. The BI personnel at the Ninoy Aquino International Airport (NAIA) and other ports have implemented a scheme to expeditiously process departing OFWs. The directive complies with the order of President Rodrigo Duterte to BI Commissioner Jaime Morente that immigration departure formalities for OFWs be conducted expeditiously and efficiently. “Our objective is to see to it that our modern-day heroes are given all the care and courtesy that they deserve in sacrificing not only for their families but for the country as well,” Medina said in a recent statement. In case of long lines in OFW counters, members of the Bureau’s Travel Control and Enforcement Unit (TCEU) shall speed up the queues by inspecting and ensuring that the passengers’ travel requirements are complete while they are still on the line. MIAA installs new baggage monitors

he Manila International Airport Authority (MIAA) has boosted transparency and security at the Ninoy Aquino International Airport (NAIA) with the installation of monitors at the baggage carousels in Terminals 1, 2, 3 and 4. Passengers waiting for their baggage at the carousel can now view what is happening to it while on the ground and how the ground handlers take care of them. Among the common complaints of passengers in 2018 were baggage theft and damaged bags.MIAA Media Affairs Division head Jess Martinez said on Friday that the project, “Supply, Installation, Testing and Commissioning of CCTV System / Baggage Monitors at NAIA T1, T2, T3 and T4”, started on November 6 last year and was completed last December 31. The total cost for this project reached PHP2,117,400. Under the Air Passenger Bill of Rights (APBR), airlines are responsible for lost or damaged baggage. Carriers are liable for proven damages up to 100,000 SDR (special drawing rights), a mix of currency values established by the International Monetary Fund, according to Civil Aeronautics Board chief legal officer, Wyrlou Samodio. Samodio said this is why it is important for passengers to declare if they have valuables in their baggage, and to approach the carrier first if they have complaints over lost or damaged bags. Despite the fact that the airlines are responsible for the passengers’ baggage, Martinez said MIAA had this project “for transparency and to augment security measures” at the airport. —filipinotimes.net

Gov’t bolsters financial literacy initiatives for OFWs

he Philippine government has bolstered its financial literacy initiatives for overseas Filipino workers (OFW) by integrating finance and investment topics in all OFW pre-departure briefings, Labor Secretary Silvestre Bello III said. “To help develop a culture of savings among our modern-day heroes, OWWA (Overseas Workers Welfare Administration) is incorporating topics on financial literacy and investment opportunities in the predeparture orientation seminars. Doing this will certainly help our OFWs in managing their finances abroad,” Bello said in a statement read by Philippine Overseas Employment Administration (POEA) Administrator Bernard Olalia in a forum in Pasay City.
During the National Forum on Migration and International Migrants’ Day celebration in Pasay, Philippine Migrants Rights Watch chief Carmelita Nuqui said OFW remittances reached a total of USD21.3 billion in September 2018 alone. “OFWs have been instrumental to our country’s development by sustaining our economy through remittances. While these figures are considered a welcome development to our country’s economy, there are also concerns regarding this,” Nuqui said. “As we have been interacting with various OFWs and communities overseas, we learned how they gather funds to send to their loved ones. Most of our OFWs send a large percentage of their living allowances back to
their families,” she added. In most cases, these OFWs resort to loans to provide for their families resulting in debt bondage that forces them to return or even stay longer in their host countries. Phearl Benong, member of the Ministry of Migrants at the Diocese of Imus, nodded in agreement that OFWs leave few to none of their salary for themselves abroad. Benong, a former domestic helper abroad, has worked for 13 years abroad in Singapore, Taiwan, and Hong Kong. “Ako, lahat ng suweldo ko noon, ipinapadala ko sa pamilya ko (I sent my full salary to my family),” she said. “Yung iba doon nagpa-part time, para lang may pang-food allowance dahil ang sahod
nila para lang sa Pilipinas talaga (Some of the OFWs there even work part time just so they could have food allowance because their salary is already dedicated to their families back home),” she added. Bello said DOLE acknowledges this issue as the lead government agency tasked to oversee the welfare and interest of OFWs. “It is our responsibility to provide comprehensive assistance to the Filipino migrants and their families. It is also a moral obligation for the government to help OFWs in managing their finance,” he said. Aside from the financial literacy initiatives, the government established an overseas Filipino bank to cater to the special needs of Filipino migrants early this year. —PNA
SSS amendments measure ready for PRRD’s signature
A
measure seeking to overhaul the Social Security System’s (SSS) charter has been transmitted to Malacañang early this week for the President’s signature. Sen. Richard Gordon, chairman of the Senate Committee on Government Corporations and Public Enterprises and author and sponsor of Senate Bill 1753, said once signed into law, both land-based and sea-based overseas Filipino workers (OFWs) would be covered, “provided that they are not over 60 years of age.” Earlier, SSS president and chief executive officer Emmanuel Dooc said the enrolled bill, signed by Senate President Vicente C. Sotto III and House of Representatives Speaker Gloria Macapagal-Arroyo, has yet to be transmitted to the Office of the President for signing. Dooc said the bill is expected to generate P16 billion in premium collections in a year. He said the adjustments would be able to help extend the fund life of the SSS. The bill would repeal the 21-year old Social Security Law, or Republic Act 1161, as amended by Republic Act 8282 and expand the powers of the SSS to ensure the long-term viability of the said system. In particular, the amendment aims to empower the Social Security System Commission to increase benefits, condone penalties, and rationalize investments, among others. The bill would ensure the mandatory SSS coverage for overseas Filipino workers. Gordon said the move may help expand the number of OFWs with SSS coverage from 500,000 OFW members to two-and-a-half million members. It also provides unemployment insurance for SSS members who will be displaced involuntarily. One of the main provisions of the bill seeks to increase the contribution of SSS members by one percentage point every other year starting 2019 until the current rate of 11 percent rises to 15 percent by 2025. It would also adjust the minimum and maximum salary credit of members. The measure would also give the SSS Commission the power to determine the salary credit and monthly contributions of members, which would allow it to increase contributions “depending on the actuarial survey.” Gordon said the expanded powers are needed since it would allow the SSS management to increase the salary credit and contribution of employees “considering that at present it is only limited to P16,000 which yields very little benefit.” At the same time, the SSS would also be empowered to invest its Reserve Funds to “grow the wealth of SSS and ultimately yield higher income.” “The SSS must be given a chance to do what they can for the people because the government could not base its policies on fear but on trusting the people, especially those with tremendous responsibility,” he said. Congress approved the bicameral report on the disagreeing provisions of Senate Bill 1753 and House Bill No. 2158 last month. Villanueva’s work-from-home bill signed into law
S
enator Joel Villanueva welcomed the signing into law of his bill which allows employees in the private sector to telecommute or work-from-home. RA 11165 or An Act Institutionalizing Telecommuting as an Alternative Work Arrangement for Employees in the Private Sector encourages employers to adopt telecommuting - a work arrangement that allows an employee to work from an alternative workplace with the use of telecommunication and/or computer technologies. While the adoption of the work-fromhome scheme will remain as employers’ prerogative based on a mutual agreement between the employer and the employee, Villanueva stressed that the telecommuting program should not be less than the minimum labor standards set by law including that for health and safety of workers, schedule and workloads, work hours and social security. “We thank the President for supporting
our bill that will promote our workers’ right to work-life balance and flexible work arrangement,” Villanueva, principal author and sponsor of the law, said. The senator, who is also the chair of the Senate committee on labor, employment, and human resources development, added that the law in itself has enough safeguards to ensure that the rights of home-based workers are protected by giving them equal pay, leave benefits and promotion as their counterparts in the office. Aside from promoting work-life balance, the law also targets to address traffic congestion and its tremendous effect on the country’s economy. Under the law, the Department of Labor and Employment (DOLE) is expected to come up with guidelines that will ensure the “fair treatment” provision of the measure such as the: — Rate of pay, including overtime and night
shift differential, and other similar monetary benefits not lower than those provided in applicable laws, and collective bargaining agreements; — Right to rest periods, regular holidays, and special non-working days; — Equivalent workload and performance standards as those of comparable workers at the employer’s premises; — Access to training and career development opportunities as those of comparable workers at the employer’s premises, and be subject to the same appraisal policies covering these workers; — Appropriate training on the technical equipment at their disposal, and the characteristics and conditions of telecommuting; and — Collective rights as the workers at the employer’s premises, and shall not be barred from communicating with workers’ representatives.
The Telecommuting law further provides for the establishment of a telecommuting pilot program in select industries for a period of not more than three years to enable DOLE to determine the advantages and disadvantages of a telecommuting program in the Philippines. “We greatly extend our gratitude to our counterpart in the House and our fellow colleagues who supported our well-meaning advocacy to produce a cohesive and strong policy that gives our workers meaningful work-life balance and an option to work under a flexible work arrangement,” Villanueva said. “With this recently signed law, we can now have a stable and consistent legal framework that can provide an enabling environment to encourage participation and enforce compliance among enterprises, big or small. When availing of OWWA programs and services, the agency said OFWs may present the OFW e-CARD at any OWWA Regional Welfare Office in the country or at the Philippine Overseas Labor Offices (POLO) and Embassies/Consulates in their jobsites.
The OFW e-Card is available for free to all Balik- Manggagawa OFWs with an active OWWA membership, a valid Overseas Employment Certificate (OEC) or Exemption Number, and a valid passport. The OFW e-CARD also has a digital version through the OWWA Mobile App and may also serve as a valid government ID. OWWA said it contains a unique OFW membership number and QR code as security features to prevent data breach.

he proportion of Filipino families who consider themselves poor declined in the fourth quarter, according to a new Social Weather Stations survey, marking the first such decline in two consecutive quarters. Results of a December 16 to 19 SWS poll of 1,440 adults showed 50 percent — or an estimated 11.6 million families — consider themselves “mahirap” or poor, down by two points from 52 percent (estimated 12.2 million families) recorded in the September survey. Of the 50 percent who classified themselves as poor, 7 percent were “newly poor” while 6 percent were “usually poor,” SWS reported. The remaining 37 percent said they were “always poor.” The slump in self-rated poverty in December was recorded following a 10-point

PhilHealth expands coverage for early detection of congenital disorders
T
he Philippine Health Insurance Corp. (PhilHealth) has expanded its coverage of essential health services for newborns to enable early detection and management of congenital disorders that may lead to mental retardation. These disorders may also result in death if left untreated, PhilHealth said. Under Circular No. 20180021 which took effect last Jan. 5, PhilHealth introduced the enhanced Newborn Care Package, increasing the amount of coverage from P1,750 to P2,950. This pays for supplies for essential newborn care such as Vitamin K, eye ointment, vaccines for hepatitis B and BCG; expanded newborn screening test such as auditory screening, and professional fees. The essential newborn care also includes immediate drying of the baby, early skin to skin contact, timely cord clamping, non-separation of mother/baby for early breastfeeding initiation and weighing of the baby. The circular showed the expanded newborn screening test will be able to detect endocrine, amino and fatty acid disorders; organic acid, urea cycle defect, cystic fibrosis, hemoglobinopathies, biotinidase deficiency, and other disorders. Newborn screening was integrated into the public health delivery system with the enactment of Republic Act 9288 or the Newborn Screening Act of 2004. It is aimed to detect at the earliest stage certain genetic and metabolic conditions that may lead to mental retardation or morbidity if left untreated. According to PhilHealth, the enhancement in the package is in support of the National Comprehensive Newborn Screening System which expanded the screening from six to over 28 disorders, pursuant to Department of Health Administrative Order No. 20140045. The AO issued guidelines on the implementation of the expanded Newborn Screening Program. The enhanced package will be dispensed to qualified newborns delivered in all accredited health care institutions that perform deliveries and provide newborn care, including hospitals, infirmaries/ dispensaries and birthing homes/lying-in clinics. To ensure entitlement to this benefit, “newborns need to be in the facility for at least 24 hours after birth except those who warrant immediate referral to a higher level facility,” PhilHealth said. The agency has encouraged all active and expecting members “to avail of the package in order to provide newborns with the needed services that will help reduce morbidity and mortality and eliminate the costs associated with treatment and care of lifelong debilitating conditions.” —Philstar
“The two-point nationwide decline in Self-Rated Poverty in the fourth quarter of 2018 was due to a sharp decrease in Mindanao and a slight decrease in the Visayas, offset by increases in Metro Manila and Balance Luzon,” SWS said. Despite the decline, SWS said self-rated poverty averaged 48 percent in 2018, two points up from 46 percent in 2017 and the second consecutive increase since 2016. The pollster also found 34 percent (estimated 7.9 million) of Filipino families rated their food as poor in the last three months of 2018, two points below the 36 percent (estimated 8.5 million families) in the preceding quarter. That yielded an annual “self-rated food poverty” average of 33 percent that was unchanged from the previous year but two
points above the record-low 31 percent in 2016. “The two-point nationwide decrease in Self-Rated Food Poverty in the fourth quarter of 2018 was due to decreases in Mindanao and the Visayas, combined with a slight increase in Metro Manila and unchanged value in Balance Luzon,” the pollster said. According to SWS, a low-income household needs a monthly budget of P10,000 to not consider itself poor in general. Of that amount, respondents in the December poll said they lack P5,000 in monthly home expenses, or half of the amount they said they need. Meanwhile, SWS said a family needs P6,000 per month to not classify their food as “poor.” But in the fourth quarter, poor households said they lack P2,500 of that amount. —Philstar

mga nararapat na pagbulayan bago tuluyan pasukin ang pag-aasawa. Sa mga may asawa na, maaaring makapulot kayo ng mga bagay na makatutulong palakasin ang inyong pagsasama. Pagbulayan ang mga sumusunod na puntos. Pananampalataya. Nang makasal kami ng misis ko nuon ng hindi pa ako kumikilala na may Diyos. Para sa akin, edukasyon ang sagot sa problema ng tao. Si misis naman deboto sa kanyang kinalakhan relihiyon. Ito ay nagdala ng kalituhan sa aming pagsasama. Maraming bagay na salungat ang aming pananaw kaya nahirapan kaming sa pagsasama. Buti na lamang at wala pang gaanong malay ang aming mga anak nuon. Kundi, malamang maguguluhan lamang sila sa mga salungatan naming mag-asawa. Nangyari na dinapuan ako ng matinding sakit. Natanto ko na kung ako ay tuluyan masisira gawa ng aking sakit, paano maitataguyod ang aking mga anak? Nawalan ako ng pag-asa maging sa aking mga sinasandalang pananaw at propesyon ko. Wala rin palang kapangyarihan at magagawa ang mga ito sa harap ng ganitong situasyon. May mangangaral na nagpayo sa akin na si Jesu Cristo lamang ang tanging makatutulong sa aking kalagayan. Duon ko naisip na maging ang mga doktor ay nakasandal din sa Diyos sapagkat sa kanya din galing ang kanilang abilidad at kaalaman magpagaling. Marami rin mga lider ng bansa ay umaasa din sa tulong ng Diyos sa pamamahala ng kani-kanilang bayan. Sino ako upang magmalaki sa Diyos na lumalang sa akin? Sino ako para magmalaki sa Kanya? Taos sa puso na nagpakumbaba ako sa Diyos Ama at
humingi ng kapatawaran sa aking pagtanggi o pagsuway sa Kanya. Nagsisi at nanalig ako ng buong puso na si Jesu Cristo ang Bugtong na Anak ng Diyos ay pumarito sa lupa upang mamatay sa krus sa ikapapatawad ng aking kasalanan (1 Cor. 15:3). Duon nawala ang aking kabalisahan at higit sa lahat, pinagaling Niya ako. Suminag ang liwanag nang pa-asa sa buhay. Natanto ko ang kahalagahan ng pagkakaroon ng pananampalataya. Kaya, ganito ang payo ng Biblia tungkol kung sino ang pakikisamahan sa buhay upang maiwas sa disgrasya ang pag-aasawa, “Huwag kayong makisama sa mga di-sumasampalataya na para bang kapareho ninyo sila. Maaari bang magsama ang katuwiran at ang kalikuan? O kaya'y ang liwanag at ang kadiliman( 2 Cor. 6:14)? Nais ng Diyos na idala tayo sa mabuting pagsasama. Mula nuon, nagkasundo kami ni misis at naging maayos ang aming pagsasama sa hirap at ginhawa. Iisa kami sa pananalig sa iisang buhay na Diyos. Malaki ang pagbabagong dulot ng pagkakasundo sa pananampalataya. Nagkaisa kami sa mga bagay na pahahalagahan, paninindigan, at hahangarin ayon sa aral at kalooban ng Diyos. Don’t get me wrong, mayroon pa rin mga di pagkakaunawaan ngunit hindi na nakakasira sa katiwasayan ng buhay at na-reresolba at naaayos sa tamang paraan at usapan. Dati ang tiwala namin ay nasa sarili ngunit natutuhan naming ilipat sa Diyos sapagkat sinabi ng Biblia, “Kay Yahweh ka magtiwala, buong puso at lubusan, at huwag kang mananangan sa sariling karunungan. Sa lahat ng iyong gawain siya nga'y alalahanin upang ika'y patnubayan sa iyong mga tatahakin. Huwag mong ipagyabang ang iyong nalalaman; igalang mo't sundin si Yahweh, at lumayo ka sa kasamaan. Sa gayon, ikaw ay lalakas at magiging matatag, mawawala ang pighati, gagaling ang iyong sugat (Kawikaan 3:5-8).” Lumakas at nakatindig kami sa mga hamon sa buhay. Malamang kung hindi kami natuto magtiwala sa Diyos, hindi ko na alam saan pupunta ang aming pagsasama at epekto sa aming mga anak. Pagpapakumbaba. Sa tutuo lang, bago namin nakilala ang Diyos, pataasan kami ng ere ng misis ko. Mas mataas at malakas ang boses ko sa misis ko at hindi ako patatalo kahit baluktot ang katuwiran ko. Subalit, kabado rin ako kapag nanlaki ang magandang mata ng misis ko. Batangas girl siya (Ala, eh) kapag nagalit. Marunong siyang humawak ng balisong. Puedeng lagyan ako ng gripo sa tagiliran kapag nagmalabis ako. Ngunit sa gabay na rin ng Diyos, natutuhan naming magpakumbaba sa isa’t-isa sa mga tagubilin ng Diyos. Bilang ama at ulo ng tahanan, kinailangan kong magpakumbaba sa utos ng Diyos, “ Mga ama, huwag ninyong ibunsod sa galit ang inyong mga anak sa halip ay alagaan ninyo sila sa pagsasanay at sa turo ng Panginoon (Efeso6:4).”Sinabi pa rin ng Biblia sa mga kalalakihan, “Ngunit magsalita ka ng mga bagay na angkop sa mabuting aral. Ang matatandang lalaki ay maging mapagpigil, may karapat-dapat na ugali, ginagamit nang mabuti ang isip, may mabuting pananampalataya, pag-ibig at pagtitiis( Titus 2:1-2).” Sa mga kababaihan, ganito ang bilin, “Sa ganoon ding paraan ang kilos ng mga matatandang babae ay maging karapat-dapat sa mga banal, hindi mga mapanirang-puri, ….. Sila ay maging mga guro ng mga bagay na mabuti. Dapat silang maging ganito upang kanilang maturuan ang mga nakababatang babae na maging mapagmahal sa kanilang asawa at mapagmahal sa mga anak. Turuan mo rin silang gumamit nang maayos ng kanilang isipan, maging
dalisay, maging abala sa sariling bahay. Turuan mo silang maging mabuti, magpasakop sa sarili nilang asawa upang huwag mapagsalitaan ng masama ang salita ng Diyos( Titus 2:3-5).” Ganito naman ang bilin ng Biblia sa mga anak, “Mga anak, sundin ninyo ang inyong mga magulang sa Panginoon dahil ito ay matuwid. Igalang ninyo ang inyong ama at ina. Ito ang unang utos na may pangako:Gawin ninyo ito upang maging mabuti para sa inyo at kayo ay mamuhay nang matagal sa lupa (Efeso 6:1-3). Nagpailalim at nakipag-isa kami sa aral ng Diyos at pinagtulungang ihubog ang mga anak ayon sa mga turo ng Diyos. Naging magaan naman gampanan sapagkat tumutulong ang Banal na Espirito ng Diyos na masagawa ito. Pagpapatawad. Bago pa namin nakilala ang Diyos, kapag nagkagalit kami, matagal ang tampuhan at pagtanim ng galit sa dibdib. Malimit kaming magbatuhan nang sisihan sa kamalian ng isa’t isa. Kapag nagtalo, inuungkat pa namin ang lahat nang pasakit na ginawa ng isa’t isa bagaman iyon ay nakaraan na. Lalo lamang lumalala ang sugat imbes na maghilom. Subalit mula ng isinuko namin ang buhay sa Diyos, naging madali ang magpatawaran sa isa’t isa. Bakit? Ipina-aalala ng Diyos sa aming dalawa na kami ay makasalanan na ipinanganak sa mundo kaya sadyang marupok at nagkakamali (Roma 3:23). Naalala tuloy namin ang sinabi ni Jesus tungkol sa mga Hudyong nais batuhin para mamatay ang babaing nahuli sa pangangalunya,“ Ang sinumang walang kasalanan sa inyo ang siyang maunang bumato sa kaniya” (Juan 8:7). Kaya nga, bago mambato ng kapwa, tanungin muna kung ikaw ay hindi nagkakamali o nagkakasala. Ang pa-alala ng Diyos sa Mateo 6:14-15, “Ito ay sapagkat kung patawarin ninyo ang mga tao sa kanilang pagsalangsang, patatawarin din kayo ng inyong Ama na nasa langit. Ngunit kung hindi ninyo patawarin ang mga tao sa kanilang mga pagsalangsang, hindi rin kayo patatawarin ng inyong Ama sa inyong pagsalangsang.” Nagsilbing aral sa amin iyon. Naging maluwag ang pagpapatawad at mas madali ang pag-aayos sa mga gusot sa pagsasama. Pinansiyal. Nuon wala pa kaming pananalig sa Diyos, ang batayan ng aming relasyon at pagsasama malimit ay umiinog sa salapi. Kapag walang salapi, mainit ang buhay at madaling magkagalit. Malamig ang pag-asa kapag walang pera. Ngunit simula nang pasakop kami sa buhay na Diyos, natuto namin pag-usapan ang katuwiran at palakad sa pananalapi. Sinabi ng Biblia, “Sapagka't ang pag-ibig sa salapi ay ugat ng lahat ng uri ng kasamaan; na sa pagnanasa ng iba ay nangasinsay sa pananampalataya, at tinuhog ang kanilang sarili ng maraming mga kalumbayan (1 Tim.6:10). Naunawaan namin na kailangan ng tao ang salapi ngunit hindi dapat ibigin ang salapi sapagkat hindi Diyos ang salapi. Diyos ang iibigin at sa Kanya umasa sa pangangailangan ng salapi sapagkat Siya ang magbibgay nuon. Nagkataon na pinadadaan lamang sa iba’t ibang paraan. Mula nuon, naging madaling magkasundo at resolbahin ang mga isyu sa gastusin at pangangailangan. Mas madaling makuntento sa kung ano ibinigay sa amin ng Diyos. Hindi naman nagpabaya ang Diyos sa aming tiwala sa kanyang mga pangako. Sa tutuo lamang, si misis ay isang guro at ako naman ay guidance counselor/titser nuon nagsisimula pa lang ang aming buhay magkasama. Pag-ibig Continued on Page 16

The Flight Network ranked Hidden Beach in Palawan as the number one beach in Asia and the third top beach in the world for 2018. Duterte vows hike in teachers’ salary in 2019
P
resident Rodrigo Duterte vowed to increase the salary of public school teachers this year, a promise that he also made in 2018. This after he denied the existence of a government policy to place suspected left-leaning teachers under public surveillance. Budget Secretary Benjamin E. Diokno clarified that the salary adjustment intended for government employees is
already embedded in the 2019 President’s budget, which is pending in Congress. “All government employees will get an increase in pay — the fourth tranche of SSL this year, but it has to wait for the approval of the 2019 General Appropriations Act,” he said in a text message, adding that the Department of Budget and Management has initiated a study for the increase in compensation for
government workers from 2020 to 2022. Diokno said the study is expected to be finished by first quarter of this year. In a speech in Bulakan, Bulacan, Duterte said he will grant this salary hike after the increase in salaries of soldiers. “Kayo ang isusunod ko this year. Kayo ang pinakamarami,” the President said. e even invited representatives of the public school teachers to Malacañang.
The government is operating under a reenacted budget at least for the first quarter of the year as the proposed 2019 budget has yet to be passed by Congress. This was not the first time that the President promised a pay hike for teachers. Last May, the President also vowed to implement an incremental pay but admitted that doubling their salaries is not doable at the time.

Ayon kay Ambray, mayroon mga katangian ang baking soda na nakatatanggal sa mga “stain” o mantsang naiiwan sa ngipin. “Mayroon kasi siyang property na cleansing, antiseptic and at the same time abrasive. So ang tinatanggal ng baking soda are extrinsic stains – ‘yong stains na nakukuha natin sa coffee, tea, chocolates, soda and other habits like smoking and ‘yong mga nagnganganga,” paliwanag ni Ambray. Isasama lamang ang baking soda sa toothbrush na may toothpaste, ani Ambray, saka magsepilyo ng isa hanggang dalawang minuto bago magmumog.
Mayroon naman daw dalawang klase ng activated charcoal na maaaring bilhin at gamitin: isang powder o pulbos at isang nasa capsule o kapsula. Hindi gaya ng baking soda na isinasama na sa toothpaste at toothbrush, kailangan pa raw ng hiwalay na toothbrush para sa pagsesepilyo gamit ang activated charcoal. Matapos magsepilyo gamit ang activated charcoal at magmumog, kailangan pa raw ulit magsepilyo gamit naman ang toothpaste. Pero nagpaalala rin si Ambray sa mga taong nais gumamit ng baking soda at activated charcoal na magpakonsulta muna
sa kanilang mga dentista dahil hindi pa aprubado ng American Dental Association ang mga nabanggit na paraan ng pagpapaputi. “Hindi lahat ay candidate o puwedeng gumamit ng mga produktong ito. he Bureau of Immigration (BI) reminded the public of the bounds of the “Balikbayan Program” intended for former Filipinos visiting the country. “Under Republic Act No. 6768, the one-year Balikbayan visa privilege is exclusively given to former Filipinos naturalized abroad, and their spouse and children who are travelling with them,” Immigration Commissioner Jaime Morente said in a statement. The BI chief issued the statement after an actor, who the agency refused to name,
reportedly made a scene at the immigration area of the Ninoy Aquino International Airport Terminal 1 on (January 3). The celebrity, who is a holder of an American passport, reportedly “shouted and cursed” at immigration officials after he was only given a 30-day stay in the country. In a separate statement, BI spokesperson Dana Krizia Sandoval noted that those who have Philippine lineage do not necessarily qualify for the privilege. “The privilege is for former Filipinos,
and their immediate family members who are traveling with them only. If these family members are not traveling with the Filipino or former Filipino, they are not qualified for the one-year visa free privilege,” the BI official added. Sandoval explained that those who are admitted as Balikbayans are given an initial stay of 12 months, which they may extend for another one to six months. Those who do not qualify, but are on the list of 157 countries eligible for visa-free entry pursuant to Executive Order No. 408, get an
automatic 30-day visa upon their arrival. Sandoval, meanwhile, warned foreigners who disrespect immigration officers. “While our immigration officers have been instructed to observe maximum tolerance, it is against the law to disrespect immigration authorities, and violating aliens may be excluded and blacklisted from the Philippines,” Sandoval said. “Showing disrespect to symbols of authority is essentially showing disrespect to the country,” she added. abor Secretary Silvestre Bello III underscored late tycoon Henry Sy Sr.’s contribution to the Philippines’ workforce. “His biggest contribution is providing employment to millions of Filipinos! God bless his soul,” Bello said in a text message. Sy, the founder of SM Group, has passed away on Saturday (January 18) morning. He was 94. “Henry Sy is the richest Filipino citizen (worth 18.5 Billion US Dollars). He made his billions working hard first by selling shoes to build a current conglomerate of giant malls, real estate, banks, financial services, insurance, retail, and a dozen of other businesses,” Bello said. The Department of Labor and Employment (DOLE) earlier said that SM Supermalls has regularized 11,660 last year. In a separate statement, labor group Associated Labor Unions-Trade Union Congress of the Philippines executive vice president Gerard Seno thanked Sy for “his
contribution in nation-building by helping provide jobs for thousands of workers and their families for many decades.” “We also recognize as part of his lasting legacy for workers and their families his last-minute efforts to commit to voluntarily regularized and directly hired thousands of SM employees into SM over a period of time,” Seno said. M
r. Sy was the chairman emeritus of SMIC, SM Prime Holdings, Inc., and BDO Unibank, Inc. at the time of his death. He was consistently named as the Philippines’ richest man by Forbes magazine since 2008, with his wealth estimated at $18.3 billion as of September 2018. Mr. Sy was born in Xiamen, China in November 1924. In 1936, he followed his father to the Philippines, where he operated a store that sold rice, sardines, and soap. Unfortunately their store burned down during World War II and his father was then forced to return to China, but Mr. Sy decided to stay in the Philippines. Mr. Sy started selling surplus G.I. boots of US soldiers after the war. After saving enough money from this venture, he opened a store named Shoe Mart in Palanca St. Quiapo in Manila in 1958. The store was
later expanded and began to sell clothes and accessories aside from just shoes. In 1972, Shoemart was expanded and became the first SM Department Store. In 1976, Mr. Sy acquired Acme Savings Bank, which would be renamed as Banco de Oro and is now currently known as BDO Unibank, Inc. Mr. Sy opened his first supermall called SM North EDSA in Quezon City in 1985. More malls would follow in the 1990s, namely SM City Sta. Mesa, SM Megamall, and SM City Cebu. SM Prime went public in 1994 and raised around P6 billion, paving the way for the company’s rapid expansion. It currently has 72 malls in the country, plus seven in China. From these humble beginnings, the Sy family has grown SM Prime and SMIC to be the only two companies in the country to have reached the trillion-peso mark in terms of market capitalization. BDO is also the largest bank in the country in asset terms at P2.79 trillion.

Baggage screening at Taoyuan Int'l Airport expanded

ouncil of Agriculture Chairman Chen Chi-Chong (陳吉仲) requested on Jan. 16 more manpower from the Aviation Police Bureau (APU) to establish a third line of protection against the spread of the African swine fever (ASF). The council has already established a standard operating procedure (SOP) for the screening of carry-on luggage as requested by Premier Su Tseng-chang (蘇貞昌) during his recent inspection at the Taoyuan International Airport. Currently, the first step is to have carryon luggage inspected manually, especially on flights from ASF-infected regions. Meat products or fresh foods will have to be disposed upon request, although Chairman Chen said that fines will be waived at this stage as long as passengers discard the
aforesaid products. Then, customs officers will distribute flyers upon checking passports. They will remind passengers again that fresh foods and meat products are prohibited from entering Taiwan. Passengers won’t be fined at this stage if they choose to give up the goods. Next, luggage will be inspected again at the baggage carousels by quarantine dogs. At this point, passengers will be fined if fresh foods and meat products are discovered. Chairman Chen said that the APU has dispatched more than 40 officers to help with the inspection in order to reach a 100-percent inspection rate. The average time for each passenger passing through the customs increased by seven to 12 minutes as result. How long will this inspection last? Chen said that the fight against ASF is for the long-
haul. Once authorities have established a long-term SOP, and less manpower will be needed. So, how do you establish a long-term SOP? Previously, Chen considered installing six X-ray machines, although more equipment might eventually be needed. He said that the COA will need to have further discussions on the exact number in the near future. These X-ray machines will hopefully lower the workload from related agencies. Chen added that Mongolia is the first Asian country aside from China to have experienced an outburst of swine fever. This shows that ASF has spread, he said. The COA will also prepare a longterm plan to fight the fever. They also said that they will try their best to minimize the inconvenience caused to passengers and airport operations. —China Post

aiwan will soon introduce a fivemonth amnesty program for foreign nationals who have overstayed their visas, allowing them to pay smaller fines once they report to immigration authorities during the grace period, the National Immigration Agency (NIA) said. At a press conference, NIA Director General Chiu Feng-kuang (邱豐光) said the number of overstays has been on the increase and had reached 88,000 as of October 2018. In a bid to deal with the situation, he said, the NIA has decided to give overstaying foreign nationals a fivemonth period of amnesty, from February to June, during which they will be subject to a reduced fine and shortened reentry ban if they report to the relevant authorities. In such circumstances, there will be no mandatory detention, while the maximum penalty will be NT$2,000 and an reentry ban compared with detention, a maximum fine of NT$10,000 and an entry ban of eight years for those who do not voluntarily contact immigration authorities, Chiu said. According to the NIA, the largest number of overstaying foreign nationals in Taiwan are migrant workers, who accounted for 51,982 of the total as of Nov. 2018. Of that number, 24,267 were Vietnamese and 24,176 Indonesian, the NIA said. Night markets in southern Taiwan to roll out bilingual menus

fter a successful pilot program, the Tainan City Government will roll out bilingual menus throughout eight night markets to promote tourism, reported CNA. The menus will be developed in both Chinese and English, and will be implemented throughout the county in 2019. Earlier this year, the county government developed bilingual menus for food vendors at three night markets in the municipality, and the program will be expanded to include five more. The Tainan Flower, Wusheng, and Yanxing night markets now have bilingual menus, while the Sinying, Xinshi, Jiali, Yongda, and Xiaobei night markets will be fitted with them in the future. Head of the Tainan City Government’s Office of English as the Second Official Language, Tien Ling-hu (田玲瑚), said the bilingual menu has been widely supported by vendors, and has allowed for improved communication between vendors and international tourists. Tien said that the bilingual menus are the first of many steps to make night markets attractive to international tourists, as part of a bid to help them to enjoy Taiwanese culture.

McDonald’s to hike prices, adjust menu
he cost of eating at McDonald’s Corp outlets in Taiwan is about to increase, as the US fast food chain is to raise the prices of some of its meals starting on (January 23).McDonald’s said it also plans to change some of its meal selections, for example allowing customers to order their choice of McCrispy Chicken part, which now costs NT$52 a piece. Diners would be able to separately order chicken thighs, drumsticks or wings, with drumsticks and thighs costing NT$55 a piece and wings costing NT$45 each, the company said. As part of the menu adjustment, the restaurant would no longer serve its Grand Breakfast, Breakfast Platter, BBQ Chicken Wings, McCripsy Chicken Box, Happy Sharing Box and Party Sharing Box, it added. It would also stop serving Floated Orange Soda and other floats, Sesame Sundae, Sesame McFlurry, hot chocolate and iced coffee, the company said, adding that the decisions were made after studying the eating habits of Taiwanese. Its breakfast selections would consist of Egg Burgers and Mcmuffins, whose prices are to increase by NT$3. Other meals, such as Big Mac, Double Cheeseburger, Spicy Chicken Burger, Grilled Chicken Burger and Cheese Pork Burger, would see a similar price increase, it said. Taiwan language exchange program bears fruit in the Philippines

cultural exchange program organized by Taiwan that provides Chinese language lessons to Filipino students has had positive results, according to the Taiwan Education Center Philippines. Huang Tse-hsiang (黃澤翔), who is in charge of the program, said recently that the classes have been well received and more than 1,000 students have signed up to attend. Operated by National Sun Yat-sen University with the backing of the Ministry of Education (MOE), the center was set up in Sept. 2017 to promote quality Chinese language education in the Southeast Asian country, while at the same time offering courses to train local Chinese language instructors. Courses are currently being offered at Trinity University of Asia in the Philippines, which has forged partnership with the center to promote educational and cultural
exchanges between the two countries. “We have seen students who had zero experience successfully perform and sing on
stage in Chinese two weeks after taking part in the program,” Huang said. “Some were even able to communicate
in simple Chinese with their instructors,” he said. Since its establishment, the center has held 10 large-scale activities in the country, including the Taiwan Education Fair which took place last August at SM Megamall in the city of Mandaluyong in the Greater Manila Area, and Batangas State University of Luzon Island. This year, the Taiwan Education Center Philippines will focus on promoting educational opportunities in Taiwan to local high school and university students, Huang said, adding that the center is also encouraging Filipinos to come for masters and doctorate studies in Taiwan. According to the center, it will host a six-day Chinese-language learning camp in Taiwan from March 2-7, where participants from the Philippines will tour Tainan and Kaohsiung, experiencing local culture and cuisine. —Focus Taiwan

Filipino farmers’ son is UK’s Nurse of the Year

idel Francisco, a 44-year-old Filipino nurse at Lynde House in Richmond, was recently named Nurse of the Year at the 2018 Barchester Care Awards. Francisco, who is a Unit Manager at the private care home, earned the prestigious national recognition from among 1,500 nominations across the UK, including nurses in the government’s National Health Service (NHS), private hospitals and care homes. “Napakasaya ko. I’m proud of it, of my hard work in the UK,” said Francisco, who made UK his home for the last 13 years. He added: “I’m very proud being a Filipino. Una sa UK, maraming Filipino nurses at nai-represent ko ang hard work at dedication ng mga Filipino, which is very known na mahuhusay na nurses sa UK at sa iba pang bansa.” The awards committee requires that patients, families and colleagues nominate the candidate. Francisco was nominated by his former patient and Lynde House resident, 72-year-old Yvonne Hewett. “He knows the technicalities of nursing and not just the technicalities but of dealing with patients, particularly here,

That’s what makes him special,” said Alison McIntosh, general manager at the Lynde House, a reputable care home specializing in palliative and end of life care. volunteers who go the extra mile to care for residents and patients living in care homes and mental health hospitals. Francisco did not just touch lives, he also made a lasting contribution to the company by introducing the administration of “rescue antibiotics” in the private Care Home facility, instead of taking the patients to the NHS, a policy that the private care home adopts to this day. “Naka-save siya ng money sa NHS dahil instead na dalhin sa ospital, dito na lang namin sila ginagamot dahil sa chest infection, UTI,” said Francisco. Francisco is a proud son of onion farmers in Bongabon, Nueva Ecija. His hometown is dubbed as Philippines’ onion capital. His college education at the Good Samaritan College in Cabanatuan was funded by long hours of toiling the land to produce quality onions. Growing up, he also helped his parents farm onions to meet the cost of his nursing education. They also planted palay or rice and vegetables during off-season farming of onions. “Magsisibuyas kami. ‘Yun ang pangunahin naming hanapbuhay doon. I came from farming as well. Nagtatanim ako
ng sibuyas, palay at nagsikap ang magulang ko na mapagtapos ako as a nurse,” he said. Francisco graduated in 1996 and worked for the Department of Health in Cabanatuan. After 10 years with the DOH, the opportunity to work in the UK came and he embraced the challenge. Francisco is a dedicated family man. He is a father of three, who also took on the responsibility of sending to university three of his four siblings. Two of them are now teachers and another sibling followed in his footsteps and became a nurse. “Pangarap kong magabroad to help my brothers and sisters,” Francisco explained. He is grateful that his wife supported him and allowed him to help them. Francisco dedicated the award to his family and country, the Philippines. Taruc, based in Angeles, Pampanga, also received a special award for “Best Body” during the preliminary rounds. Taruc graduated with a degree in Mass Communication at Holy Angel University in Pampanga. The 20-yearold beauty queen also represented the Philippines in Miss Freedom of the World 2018 at Kosovo in July last year and won the title. A day before the Miss Tourism World Intercontinental competition, she asked supporters to pray for her as she tries her best to win the crown. Francesca is a descendant of a Hukbalahap leader. According to a report from GMA News, Francesca is the grandfaughter of Luis Taruc, a leader of the Hukbong Bayan Laban sa mga Hapon (Hukbalahap), which fought during World War II.
