SSS to open more offices to assist OFWs
T
he Social Security System (SSS) is targeting to open two Overseas Filipino Workers (OFWs) member assistance offices this year, in line with providing compulsory coverage for Filipinos working abroad as mandated under Republic Act (RA) 11199 or the Social Security Act of 2018. In a statement on Monday, the SSS said that it has currently 26 foreign representative offices in 18 countries for OFW member assistance services, targeting to open two more offices this year, as the compulsory OFW coverage is set to take effect. “We have a total of 26 offices in 18 countries providing SSS services. All these offices are located in the Philippine
embassies…This year our target is to open two more offices, Tel Aviv, Israel and also in New York. The offices will be manned by regular SSS employees to manage the representative offices,” said SSS Senior Vice-President and Head of International Operations Division Joy A. Villacorta. Based on data from the SSS, there were 1.14 million registered OFWs in the system, of which around 550,000 were paying members as of end-2018. The state-run pension fund also disbursed an estimated P5.65 billion in benefits to more than 63,000 OFW pensioners and members in 2018, or 89 percent of the P6.37 billion contributions collected from OFWs on the same year. In line with RA 11199, the SSS is
proposing that all land-based OFWs should pay at least a minimum monthly contribution of P960 which is equivalent to 12 percent of the new minimum monthly salary credit (MSC) for OFWs of P8,000. Even paying only one month of contribution at the new minimum MSC, an OFW-member will get 61 times in return from his contribution or P58,400 in total lump-sum benefits for disability, death or retirement plus funeral grant. According to the SSS, if OFW members opt to pay at the highest MSC of P20,000 or P2,400 monthly contribution, the benefit amount would be P116,000. In terms of sickness benefits, this will also increase under the new minimum
MSC for OFWs coming from the previous P150 a day benefit, increase by 60 percent to P240 a day. Maternity benefit will also increase by more than double, from a range of P10,000-P13,000 to P28,000 under the Expanded Maternity Leave Law which took effect on March 11. For retirement benefit, those with 120 qualifying monthly contributions at P8,000 MSC will have a basic monthly pension amounting to P3,200. If they are paying based on the P20,000 MSC, the pension benefit will be P8,000 per month. “We’d like our OFWs to know that membership with SSS is for life. Membership does not expire so all contributions you put in are all accounted for. In case you stopped paying due to work abroad, you can always reactivate your membership by continuing to pay your contribution to become eligible to the seven types of SSS benefits including unemployment insurance. I hope our OFWs will look at SSS contributions as their long-term savings and not an expense burden,” said SSS President and CEO Aurora C. Ignacio. Ignacio said the pension fund will exhaust all ways to come out with the guidelines on compulsory OFW coverage while taking into consideration the concerns and suggestions that were discussed during the public forum with OFW stakeholders last May 3. “It was clear in the public forum that all stakeholders are united in providing social security protection to all OFWs. However, we must settle some issues in the implementing guidelines. We will continue to hold discussions with our partners in government who are jointly mandated with the SSS under the new law to ensure compulsory OFW coverage, namely the Department of Labor and Employment and its concerned agencies such as the Philippine Overseas Employment Administration, and the Department of Foreign Affairs. Leaders from both land-based and seabased OFW sectors will also be consulted in the process, and all together, we will see how we can best implement the provisions of the law,” she added. —Business Mirror
Taiwanese firms to invest in Subic

ight Taiwan-based companies have expressed their interest to invest in this premier freeport. Subic Bay Metropolitan Authority (SBMA) chairperson and administrator Wilma T. Eisma said Thursday this was the result of her presentation of the investment and business opportunities here during the recent Philippine Investment Forum held in Taipei, Taiwan. Eisma said two of those Taiwanese firms have so far committed USD9 million in investments. She said these are the FTI Holdings Group (Milagros International, Inc.), which plans to invest USD6 million in Subic and hire 600 workers within the year; and Grey Matter Industries Group, which has committed to invest USD3 million and hire 200 workers. FTI Group designs, manufactures and sells luggage, fashion handbags and backpacks, apparel and apparel accessories, outdoor products, and pet products and accessories, which are sold in the United States. Eisma said FTI’s chief auditor, Paul Lee, already inspected a prospective factory site in Subic’s Tipo area on April 30, and will conduct another inspection with other company officials next month to finalize the new business venture. Meanwhile, Grey Matter Industries, which is engaged in the manufacture of PET bottles, plastic films and other plastic products, she said, has already sent the SBMA a letter of intent on April 29. “The SBMA is now in touch with the six other interested Taiwanese companies to firm up (their) investment plans here,” Eisma said. DOLE issues three new workers’ protection policies
T
he Department of Labor and Employment (DOLE) issued three new policies for the protection of Filipino workers. DOLE Secretary Silvestre Bello III, together with other stakeholders, signed the Implementing Rules and Regulations (IRR) of Republic Act No. 11210 or the Expanded Maternity Leave Law; DOLE-Department of Justice (DOJ)-Bureau of Immigration (BI) Guidelines on the Issuance of Work and Employment Permits to foreign nationals; and memorandum of agreement (MOA) and Certification for Returning OFWs. The joint guidelines aim to clarify and harmonize existing regulations on the issuance of appropriate permits to all foreigners who intend to work, perform specific activities, and/or render services in the Philippines, whether in the context of an employment arrangement or otherwise. It noted that the government agencies have identified 14 categories for the issuance of Special Work Permit (SWP), which include athletes, artists, journalists, chefs, among others. “A Special Work Permit (SWP) shall be issued by the BI to foreign nationals who intend to work, engage in specific activities, or render services outside of an employment arrangement” it said. “An SWP shall be granted in favor of
an applicant who shall thereby be entitled to work in the Philippines for a maximum period of six months, non- renewable,” the joint guidelines added. The BI will issue the SWP to nonresident aliens, who will be employed in the Philippines for a period not exceeding six months. In contrast, a 9(g) visa is a working visa for aliens employed in the country, with contracts usually lasting for one to three years. On the other hand, the DOLE shall issue the Alien Employment Permit (AEP) to foreigners who will work in the Philippines for more than six months. “The DOLE is mandated to regulate the employment of aliens through the issuance of AEP to non-resident foreign nationals or to the applicant employer after a determination of the non-availability of a person in the Philippines who is competent, able and willing at the time of application to perform the services for which the alien is desired,” it added. Foreign applicants are required to submit his/her Taxpayer Identification Number (TIN) when applying for the permits. “All applications for permits covered by this Joint Guidelines shall require TIN of the foreign national from the Bureau of Internal Revenue (BIR),” the guidelines added. In 2018, the BI issued a total of 83,760
SWPs, while the DOLE reported issuing a total of 54,241 AEPs, the primary requirement for securing the 9(g) visa. Meanwhile, the DOLE, the Social Security System (SSS) and the Civil Service Commission also signed the IRR of the 105Day Expanded Maternity Leave Law. Covered by the law are female workers in the public and private sectors, in the informal economy, female members who are voluntary contributors to the SSS, and female national athletes. The IRR has also allowed a female worker, at her option, to allocate up to seven days of said benefits to the child’s father, whether or not the same is married to the beneficiary.“In case of death, absence, or incapacity of the child’s father, the female worker may allocate to an alternate caregiver who may be any of the following, upon the election of the mother taking into account the best interests of the child: a) A relative within the fourth degree of consanguinity; or b) The current partner, regardless of sexual orientation or gender identity, of the female worker sharing the same household. The option to allocate maternity leave credits shall not be applicable in case the female worker suffers miscarriage or emergency termination of pregnancy,” it added.
The IRR noted that violations of the law has a corresponding fine of at least PHP20,000 to a maximum of PHP200,000 and imprisonment of not less than six years and one day nor more than 12 years, or both. Meanwhile, the Overseas Workers Welfare Administration and the Technical Education and Skills Development Authority (TESDA) have formalized their partnership via a MOA in providing skills training, technical education and assessment and certification for returning OFWs. “Whereas, the Parties, agree to collaborate in a partnership venture to strengthen TESDA’s purposive intervention for returning OFWs, and also explore the development of a joint project on technical education and skills training, as well as assessment and certification for Returning Filipinos through the Comprehensive OFW Reintegration Program Framework,” the (MOA) read. OWWA focuses on the welfare of the OFWs and their families. It is present in all three stages of migration: pre-departure, on-site, and upon arrival that when the OFW returns, it will provide livelihood trainings and programs for the OFWs reintegration. TESDA is tasked to manage and supervise technical education and skills development in the Philippines. —PNA

Duterte signs law waiving docu fees for first-time jobseekers
F
irst-time jobseekers will no longer have to pay for fees when they acquire government documents needed for employment. This after President Rodrigo Duterte, on April 10, signed Republic Act 11261 or the First-Time Jobseekers Assistance Act, a copy of which was released to media. Under the new law, government fees and charges are waived in the issuance of documents required in the application of first-time jobseekers, so long as they submit a barangay certification as proof. The law covers not only fresh graduates but also outof-school youth. These documents include police clearance certificate, National Bureau of Investigation (NBI) clearance, barangay clearance, medical certificate, birth certificate, marriage certificate, transcript of academic records issued by state colleges
and universities, tax identification number (TIN), unified multi-purpose ID (UMID), and other documentary requirements issued by the government that may be required by employers. In signing the new law, Duterte recognized the need to “promote full employment and equality of gainful work and opportunities for its citizens.” “All government agencies and instrumentalities, including governmentowned and -controlled corporations (GOCCs), local government units (LGUs), and government hospitals shall not collect fees or charges from a first-time jobseeker: Provided, that such fee or charge is paid in connection with the application for and the granting of licenses, proofs of identification, clearances, certificates or other documents usually required
in the course of employment locally or abroad: Provided, further, that the benefit provided under this Act shall only be availed of once,” the law read. The law creates an Inter-agency Monitoring Committee in charge of monitoring the compliance of the concerned government agencies and instrumentalities and may recommend to the proper authorities the filing of an administrative complaint against any person who refuses to comply with the provisions of the act. The committee will be chaired by the Labor Secretary and composed of the heads of the Civil Service Commission (CSC), the departments of information and communications technology, finance, and education, the Commission on Higher Education (CHED), the National Youth Commission (NYC), the Technical
Education and Skills Development Authority (TESDA), and others. The implementing rules and regulations (IRR) shall be issued within 60 days from the effectivity of the new law. The new law is a consolidation of Senate Bill 1629 and House Bill 172, which was passed by the Senate and the House of Representatives last February 6. It shall take effect 15 days after its publication in the Official Gazette or in a newspaper of general circulation. Senator Joel Villaueva, the law’s principal author and sponsor, welcomed the signing of the law noting that it is estimated to benefit about 1.3 million first-time jobseekers annually. Villanueva, chair of the Senate Committee on Labor, Employment and Human Resources Development, said, “It takes a high school graduate up to three years to find a first job while it takes a college graduate one year to find a first job.” “We warmly welcome the signing of our bill into law as this will financially aid our youth in finding employment,” he said in a statement. —PNA

OUR months since it installed the electronic gates (e-gates) at the arrival areas with positive results, the Bureau of Immigration (BI) said it wiĺl install similar e-gates for departing international travelers at the Ninoy Aquino International Airport (Naia). Grifton Medina, BI Port Operations Division Chief, said the e-gates will initially be pilot-tested at the departure area of the Naia Terminal 2. He said the BI is targeting to test-run the new e-gates by May. He said that similar to the arrival e-gates, the departure e-gates will be for overseas Filipino workers (OFWs). “We want to make processing smoother and faster for our fellow Filipinos, especially OFWs, so they can maximize their time with their families,” said Medina. Due to security concerns, the e-gates will initially be utilized for processing of Filipino workers only. Other types of passengers may undergo regular immigration inspection. “We are still studying extending this later to cater to other types of passengers, perhaps to permanent residents and frequent flyers.” Medina made the announcement after the BI received an award at the Philippine OpenGov Leadership Forum 2019 held April 25 in Makati City. This was in recognition of its successful e-gates program and other improvements to its airport operations. Singaporebased OpenGov Asia, which hosted the forum, presented the BI with a Recognition of Excellence (RoE) for successfully installing 21 e-gates in six international airports in the country which facilitated faster immigration processing. OpenGov Asia is a content platform, primarily focused on imparting knowledge on information and communications technology (ICT) between governments in the Asia-Pacific region. The RoE is given by OpenGov Asia to institutions that have demonstrated improvement in ICT strategies, policies, and initiatives. “The main beneficiary of this project will be our OFWs who will no longer go through the hassles of lining up for clearance before they could leave the country,” Medina said. “This is another huge step forward in the improvement of our services,” said BI Commissioner Jaime Morente. —Business Mirror

BI to OFWs: Don’t take shortcuts just to work abroad
A
void dealing with fake recruiters and taking shortcuts when trying to find employment abroad. This was the reminder raised by Immigration chief Jaime Morente on Sunday as another Filipina was intercepted by the agency after presenting a tampered overseas employment certificate and a fake Philippine Overseas Employment Administration (POEA) clearance. According to Morente, overseas Filipino workers (OFWs) should not take “shortcuts” when leaving the country as human traffickers would not stop their illegal works. “They just won’t stop. Walang manloloko kung walang magpapaloko. Do not take socalled shortcuts just to work abroad. It is for your own protection,” he said. Morente stressed that presenting fake documents would not get through the
immigration officers assigned in the airport, as their computer system is linked with POEA. This, Morente said, makes fake permits and other bogus documents easier to detect. Morente then urged future OFWs not to deal with illegal recruiters as it would only cause trouble for them. “Do not deal with these fraud syndicates because believing them is to your disadvantage,” Morente said in a statement. “Deal only with licensed recruiters and not with these human traffickers whose only motive is to earn profits at the expense of our poor kababayan,” he added. Based on the data of the immigration bureau, at least 14 OFWs were stopped at the NAIA for having fake overseas employment certificates and POEA clearances during the Holy Week break alone. —Inquirer
COMELEC wraps up official tally
T
he official tally of the Commission on Elections (COMELEC) ended Wednesday (May 22), with the National Board of Canvassers (NBOC) accounting for 100% of certificates of canvass. The Certificates of Canvass (CoCs) from the United States arrived Tuesday (May 21) evening, which translated to over 200,000 registered voters. Spokesperson James Jimenez earlier said this would be crucial for those in the 12th and last spot. Reelectionist senator Nancy Binay was in the Top 12. Reelectionists JV Ejercito and Bam Aquino trailed in the 13th and 14th spot respectively. Incumbent Senator Cynthia Villar topped the latest count with 25,283,727 votes, followed by reelectionist Senator Grace Poe and
former presidential aide Christopher "Bong" Go with 22,029,788 and 20,657,702 votes, respectively. The result of the canvass was released early Wednesday. The NBOC said a total of 47,296,442 valid ballots were counted, with voter turnout at 74.31 percent. Commission on Elections (COMELEC) Commissioner Rowena Guanzon told CNN Philippines last Wednesday they expected the complete transmission of elections returns on May 17, and the list of winning senatorial candidates by May 20. The announcement of the final list of winners was delayed, however, as CoCs were still being tallied until Tuesday (May 21). The final COC from Los Angeles was canvassed Tuesday (May 21) evening. —CNN Philippines
BI stops 5 victims of human trafficking from exiting Clark

IVE women were intercepted in two separate incidents by the Bureau of Immigration (BI) at the Clark International Airport for attempting to leave the country as tourists, but who turned out to be undocumented overseas Filipino workers (OFWs). The three women were arrested by BI port operations authorities on May 8 while attempting to board their flights to Malaysia and the United Arab Emirates. Three of the women were bound for Kota Kinabalu where they were hired to work as nightclub entertainers while the two were going to work in Lebanon as domestic workers. The victims claimed they were enticed by a job offer they received online and subsequently met with their recruiter whom they identified only as a certain “Danilo” in a mall in Quezon City. During their meeting, the three women said they paid “Danilo” up to P100,000 each to land the job. They said they were offered jobs in a pub in Kota Kinabalu, and that their documents will be given to them in Hong Kong. The two other victims, on the other hand, presented fake visas to the UAE. During interrogation, they admitted having been offered jobs in Beirut, but that they were instructed by their recruiter not to reveal their true destination.
“Obviously these women have been victimized by unscrupulous humantrafficking syndicates that prey on the poor,” the BI said.“We must pursue cases against these illegal recruiters to protect our fellow Filipinos from exploitation in foreign lands,” it added. The BI said many human-trafficking victims are sometimes forced into prostitution, or become virtual slaves, with salaries far below industry standards. “Illegal recruiters will put their victims in a tight spot. The victims, knowing that they entered through illegal means, would be forced to agree to the unfair work conditions given to them and would even be asked to pay via salary deduction hefty sums for their recruitment,” the BI pointed out. The incident prompted Immigration Commissioner Jaime Morente to alert BI personnel in ports outside Manila to be on the lookout for other trafficking victims who might attempt to leave via the same scheme. Morente said the incidents only show that trafficking syndicates are trying to use other international airports for their operations after interceptions were stepped up at the Ninoy Aquino International Airport. The five women have been turned over to the Inter-Agency Council Against Trafficking for further investigation and assistance. —Business Mirror

TRUTH # 1 : Ang ugat ng masasamang bagay gaya ng mga sakit, kapansanan, aksidente, kahirapan, pagdurusa, mga kakulangan, kapalpakan, pang-aabuso, kamatayan, at iba pa. Mula ng mag desisyon ang unang tao na magkasala, naputol na ang kaugnayan sa Diyos. (Gen.3; Rom 3:23). Ang pagkaputol ng ugnayan sa Diyos ang naging ugat ng masasamang bagay sa buhay. Nawala ang free access sa biyaya ng Diyos. Tuloy naging marupok, nakorap at bumaluktot ang lakad ng tao sa buhay mula nuon. Sa pagtalikod sa Diyos, nagpailalim ang tao sa kapangyarihan ng demonyo. Ito ay sa alam ng tao o hindi o sa gusto ng tao o sa hindi. Dahil marupok, madaling matukso, mahulog sa bitag ng diablo, nakakagawa ng masasamang bagay at naka-didisgrasya sa sarili at sa kapwa. Lalong dumadami ang masasamang bagay sa buhay. Wala mabuting na-imbento ang tao na hindi nakokorap din ng tao. Nang-maimbento ang internet, kumalat din ang porn at iba pang maruming gawain. Ano mang Social media platform gaya ng facebook, tweeter, youtube ay ginagamit din sa mga masasamang bagay. TRUTH # 2: Ang magandang layunin ng Diyos. Ginawa ka upang makipag-ugnayan sa Diyos una sa lahat at bigyan ng masaganang buhay (Juan 10:10). Layunin ng Diyos na tulungan ka manumbalik sa Kanya matapos kang mahulog sa pagkakasala. Nais ng Diyos na iligtas ka sa mga bunga ng pagkakahiwalay sa Kanya. Ginagamit din lamang ng Diyos ang ilang masamang bunga ng kasalanan mo hindi para parusahan o sirain ka. Ito ay upang maging daan na makipag-ugnayan ka muli sa Kanya. Hindi para wasakin ka kundi para ilayo pa nga sa mas masamang kahuhulugan ng patuloy na pagsa-sa-walang bahala sa pakikipag-ugnayan sa Kanya. Iligtas ka sa baluktot na landas. Binibigyan ka ng maraming pagkakataon na matagpuan ang daan pabalik sa Kanya. Ito ay dahil sa pag-ibig at awa sa iyo (Juan 3:16). Nais iiwas ka sa walang hanggang kapahamakan. Unawain mo lamang ang magandang layunin ng Diyos sa iyo. TRUTH # 3: Ang Taga-Putol ng Ugat ng masama. Si JesuCristo ang Bugtong na Anak ng Diyos ang ipinagkaloob Taga-Putol ng ugat ng masama. Siya ang daan mo at Tagapagdugtong sa naputol na ugnayan mo sa Diyos. Si Jesus lamang ang tanging Daan, Katotohanan, at Buhay. Walang makababalik sa Diyos Ama liban sa Kanya (Juan 14:6). Hindi ka ma-iuugnay sa Diyos ng simbahan o iglesya bagaman walang masama ang magsimba ka. Hindi ka mai-uugnay ng iyong pagpapakabait bagaman dapat magpakabait. Hindi ka mai-uugnay sa Diyos ng kapwa tao miski santo pa ang taong iyon. Nakasalalay ang iyong pakikipag-ugnay sa Diyos kay JesuCristo lamang. Siya ang puputol ng ugat ng masama sa iyong buhay. Wala ng pangalan ibinigay sa silong ng langit sa ikaliligtas ng tao liban sa pangalan ni JesuCristo (Acts 4:12). Putulin mo a ang ugat ng masama. Aminin mo na ikaw ay nasa kapangyarihan ng kasalanan. Aminin mo na ang kasalanan mo ang pumutol ng kaugnayan mo sa Banal na Diyos. Habang nagkakasala ka sa isip, salita at sa gawa, pinananatili mong putol ang iyong kaugnayan sa Diyos. Habang nagpapa-ilalim ka kay Satanas, putol ang iyong ugnayan sa Diyos. Humingi ka ng tawad sa Diyos ng buong pagkumbaba. Magsisi ka sa iyong kasalanan. Tanggapin mo ang Bugtong na Anak ng Diyos na si JesuCristo na Siyang kabayaran sa iyong kasalanan. Gawin mo si Jesus na iyong Tagapag-ugnay sa Diyos. What to do when you get a sunburn, according to a dermatologist

t’s almost too easy to get carried away while you’re having fun in the sun. Despite the blistering heat, you might not recognize your skin sending you stress signals before you’re red all over and officially sunburnt. Sunburn, although extremely common in the summer and in tropical climates like ours, is a serious condition that needs special attention. “Most sunburns are first degree burns but when severe can cause swelling and even fluid-filled papules called vesicles or blisters,” explains Dr. Gaile Robredo-Vitas of BeautiqueMD. Hence, if you’re heading to the beach or simply love your time in the sun, here’s a dermaapproved guide to treating sunburnt skin:
How to know if you’re sunburnt You have a sunburn when your skin turns red, feels warm, and becomes painful after being under the sun. According to Dr. Roberdo-Vitas, other symptoms can manifest internally as well. “Oftentimes, those who have sunburn involving large areas of the body may feel feverish. Some experience the chills, headache, and body weakness,” she says. What to do when you get a sunburn/ How to treat it First of all, Dr. Gaile says that you have to act fast. Find shade immediately (or even better, stay indoors) to avoid further sun exposure and high tempratures. Treat your skin from the inside out by doing the following:
Drink lots of water. — Take a cool bath or shower. — Apply cold compresses to sunburnt areas. — Apply gentle soothing creams and moisturizers such as ones that contain aloe vera. What NOT to do when you get a sunburn In your haste to get better, you might opt to try different things to speed up the healing process. While we can’t say you shouldn’t, here are a few things that the dermatologist recommends you avoid: Avoid using products that could further irritate the skin. (Products with heavy fragrance, alcohol, etc.) Stay away from direct sunlight and heat exposure. Wear soft non-abrasive clothing such as cotton or silk. Once your start peeling, let your skin shed naturally and avoid force-peeling. How to calm down sunburnt skin and prevent irritation What you do after first aid is equally crucial to healing burnt skin. You may visit your dermatologist for some extra help, and Dr. Gaile shares that they may prescribe you with topical steroid creams for inflamed areas. If your sunburn still feels particularly painful, the derm says you may take pain relievers such as ibuprofen, which will reduce discomfort and swelling. As you do all this, she also reminds to wear protective clothing (long sleeves, jackets, etc.) and sunscreen when you step outside. Don’t forget to keep your skin moisturized with emollient creams as well to give it a protective film that prevents further irritation through dryness. —Cosmo.ph

aving smelly feet can be such a downer—it’s embarrassing, and affects your confidence. (The horror of going shoe shopping!) But don’t worry, we’re here to help! Below are simple tips you can try to get rid of bad foot odor. Know the cause. Finding the root of the problem is key. Do your feet sweat too much because of ill-fitting shoes? Poor ventilation causes bacteria to form, eventually resulting to bad odor. Another culprit may be a fungus that is causing your steppers to smell. Practice good foot hygiene. It’s important to get rid of the dirt on your feet and your toenails regularly. Trim the nails every three weeks and dig out the gunk in the toenail’s sidewalls. The buildup in these grooves attribute
to the bad odor. Also, don’t repeat socks. Worn socks already have sweat, bacteria, and dead skin all over. G-R-O-S-S. Choose the right footwear. As mentioned earlier, tight footwear trigger extreme sweating. Choose a pair with enough wiggle room and made with breathable material. If you must wear PVC shoes (hello, rainy days), please wear fresh socks first. Please! Never wear shoes with your feet wet. Moist conditions trigger bacteria to populate. Make sure the areas between each toe and the insoles are dry before putting on shoes. Wipe with a towel or old shirt before sliding into your shoes. A cosmetic solution, but essential. Whether you use foot powder or a deodorizing spray, applying it on clean, dry feet will combat bad odor. Medicate.
If the smelly source is fungal, apply a clotrimazole cream on clean, dry feet prior to wearing footwear and before going to bed. While there are OTC treatments available in drugstores, we highly recommend that you see a General Physician first before self-medicating. Rotate your shoes. Your shoes have gone through a lot during the day. Like your feet, you should let your footwear breathe. The interiors are probably moist, so it is best to let them dry for a day before wearing them again. A Pag-IBIG acquired asset is a property that’s foreclosed because the original owner who availed of Pag-IBIG housing loan failed to pay the monthly amortizations. ourism Secretary Romulo-Puyat tours the three-story museum that showcases the form of religious images belonging to the Intramuros Administration collection. AS the Philippines celebrate National Heritage Month this May, the Department of Tourism (DoT) invites the public to explore and learn about Philippine culture and history by visiting Museo de Intramuros in Manila. Managed by the Intramuros Administration (IA), Museo de Intramuros is located in two important reconstructions inside the walled city: the San Ignacio Church and the Mission House of the Society of Jesus. The museum was designed to house the period art collections of IA that includes ecclesiastical art, furniture, vestments, and textiles and other artifacts. The museum will be open to the public starting May 2, 2019, and admission is free. Museo de Intramuros’ official opening, which took place on April 29, 2019, was among the highlights of the Intramuros Administration’s 40th anniversary as an institution.

This makes him the second Filipino and Asian to do so, after fellow Filipino John Fernandez Raspado, who took the crown in 2017. Janjep is a 41-year-old businessman in Philippine media who hails from Cavite. He bested 21 other candidates in the final round of the pageant, including first runner-up Francisco Alvarado of Spain, and second runner-up Oliver Pusztan of Hungary, third runner-up Chayodhom Samibat from Thailand, and fourth runnerup Nick Van Vooren from Belgium. An early crowd favourite, Janjep also walked away with two other titles including Best in National Costume and Best in Written Exam. Like his predecessor, Jordan Bruno, the Australian chef who won the title last year, Janjep also advocates for mental health awareness. In his introductory video, he mentioned his work for the charity Mental Health PH. he Cabinet spokeswoman Kolas Yotaka announced (May 2) that the government has approved the 2020’s holiday schedule for administrative offices. In total, there are 115 holidays, including 7 days for the Spring Festival, 4 days for the Mid-Autumn Festival and 4 days for Dragon Boat Festival. The Central News Agency reported that the Executive Director Su Shichang has announced earlier that there will be at least seven days off for the Lunar New Year. New Year’s Eve will be on 1/24 next year, so the Lunar New Year holiday starts from 1/23, one day before New Year’s Eve. Prior to that, The Cabinet spokeswoman however, there will also be makeup working days. As for the Kolas Yotaka Dragon Boat Festival and the Mid-Autumn Festival, which fall on 6/25 (Thursday) and 10/1 (Friday) respectively, days off will be adjusted flexibly so that each festival can have 4 days off. Makeup working days will also be carried out before the holidays. In addition, next year 228 is on Friday which equals to a 3-day holiday. Taiwan to initiate 1st stage ban on single-use plastic straws

ingle-use plastic straws will no longer be provided to those making dine-in purchases at department stores, educational institutions, fast food outlets, government agencies and shopping centers starting July 1 in Taiwan. Announced in June 2018 by the Cabinet-level Environmental Protection Administration, the measure does not cover biodegradable or plastic straws for takeout purchases. This is likely to be implemented if public response to the initiative is favorable. According to the EPA, an online poll conducted last month revealed 82 percent of respondents support the ban, surpassing the 70 percent recorded in a nationwide telephone poll in November 2018. Agency statistics compiled over the last decade identify plastic straws as the second most commonly appearing item of trash on Taiwan’s shorelines after polyethylene terephthalate, or PET, bottles. It is expected the measure will remove 100 million straws from circulation per year. The EPA initiative is in line with the ministerial declaration by 179 participating member states at the Fourth Session of the U.N. Environment Assembly committing all signatories to significantly reducing single-use plastic products by 2030. It also dovetails with the new law approved by the European Parliament March 27 banning single-use plastics across the EU by 2021. Under the EPA’s existing disposable plastics reduction plan, the use of shopping bags, single-use drink cups and tableware will be restricted by 2025 and banned by 2030. (SFC-E)

While Taiwan Expo had been held in first-tier cities of foreign countries, this year will mark a shift in the practice by moving the expos to five second-tier cities in Southeast Asia. The cities are New Delhi in India, Penang in Malaysia, Hanoi in Vietnam, Surabaja in Indonesia, and Davao in the Philippines. The Bureau of Foreign Trade (BFT) has authorized TAITRA to organize the Taiwan Expo series since 2017. Instead of focusing on selling products as has been done in the past, this year’s Taiwan Expo will present “Taiwan flavors,” including the country’s culture, industry, tourism, and medical resources, to residents of the five cities, reports the BFT. In the past two years, the Taiwan Expo series has been held in six foreign countries, including Indonesia, Malaysia, Vietnam, the Philippines, Thailand, and India, attracting 1,400 companies to participate, the BFT said. Along with a slew of associated activities such as cultural performances, industry forums, procurement meetings, and road running events, the expos have attracted 210,000 visits from local residents and enabled 500 enterprises to enter local markets in the past two years, the bureau added. He added that many New Southbound Policy countries have gained an interest in Taiwan through the expos. For example, 66% of Indonesian expo visitors hadn’t visited Taiwan, but 88% of them became interested in the country after visiting the expos.

Migrant workers protest brokerage system, call for direct hiring

undreds of migrant workers took to the streets of Taipei, calling on the central government to abolish the private foreign worker brokerage system and replace it with a direct government-togovernment hiring system. The 200-plus migrant workers, led by the Migrant Empowerment Network in Taiwan (MENT), staged the demonstration in front of the Ministry of Labor (MOL), ahead of May 1, International Workers’ Day. Traffic in Taipei’s main administrative area was diverted as the workers spread a large quilt on the road, while their demands for the abolition of the private brokerage system were blared from loudspeakers on a truck. “Government-to-government direct hiring,” was the call on the loudspeakers, a demand that accompanied the call for the abolishment of broker fees written on the quilt. At the rally, MENT said the Taiwan government for many years has been bringing in migrant workers but has not provided them with proper services and protections. As a result, what started as a public service has become a profit-making business for private brokers, charged MENT, which is a coalition of organizations that advocate for migrant worker rights.
MENT cited the example of a migrant worker who was defrauded of NT$55,000 (US$1,778) by brokers who promised to find him a new job when his contract ended last September. At his new job, he later discovered that he was listed as an “unaccounted migrant worker,” MENT said, adding that it was an example of how brokers control the fate of migrant workers because of their monopoly of the market. There have been many similar cases over the years, which is why it is imperative that the current brokerage system be abolished, MENT said. If the Taiwan government does not take responsibility to provide the necessary employment services and replace the brokerage system, migrant workers will constantly find themselves in trouble, MENT said. In response, the labor ministry said private brokers are not the only option for the hiring of migrant workers. It said employers can also refer its Direct Hiring Service Center (DHSC) for assistance. According to the DHSC website, the DHSC was set up in December 2007 to “provide employers with multiple employment methods for hiring foreign workers and to alleviate the burden of foreign workers coming to Taiwan.” —Focus Taiwan

he first 10 cubic meters consumed by customers of Manila Water Company Inc. will be waived in June while “severely affected” customers will receive a P2,197.97 rebate, following the water supply shortage that’s been plaguing the East Zone concession area since March. In a press conference, the Metropolitan Waterworks and Sewerage System (MWSS) said all customers of Manila Water on record as of March 31, 2019, will have charges for the first 10 cubic meters consumed waived. “There’s going to be a minimum rebate — 10 cubic meters for all customers. This is because all of the Manila Water customers were affected, so that’s going to be the minimum rebate for everyone,” said MWSS chief regulator Patrick Lester Ty. “That amount will be depending on your classification whether you are residential, semi-commercial, commercial, industrial. Even a household of bulk connections will be considered as one account,” he added.
Aside from the blanket rebate, Ty said that some 140,000 accounts of Manila Water that were severely affected by the supply shortage will also be given additional rebates. “Those that were severely affected customers of Manila Water... we have awarded them a rebate in the amount of P2,197.94. This is going to be credited to their billing statement,” he said. “Those severely affected accounts from barangays which experienced no water for 24 hours for seven consecutive days or broken starting March 6 to March 31, these are those that will be considered as severely affected.” According to Ty, the additional rebates for severely affected customers will act like an overpayment, which can be used as credit until it is fully utilized. “It’s similar to an overpayment. You can even use this amount if you have an unpaid balance with Manila Water. You can credit this to that amount, you can apply this to all your bills including previous unpaid
balances,” he said. “This amount of P2,197.94 rebate was identified based on the list of 45 barangays released by Manila Water when the concessionaire offered a one-time bill waiver program last April,” he added. Initial investigations of the MWSS found that the water availability in the concession area of Manila Water spiralled down to 71% on March 7, when what it dubbed as “massive service interruptions” were experienced by customers following operational adjustments implemented by the private concessionaire to protect the level at the La Mesa dam, which has already hit its critical level of 69 meters as of March. The MWSS last month slapped a P1.134 billion fine on Manila Water — P534 million as fines and another P600 million to finance a new water source for the company. “The entire amount of the penalty of the P534 million rebate is actually given. All of it will be given to the public, to the consumers, and not a single cent will be kept by the MWSS,” said Ty. Manila Water in March said
that scheduled water interruptions will go on throughout the entire summer, citing the low water levels in dams. The Ayala-led company in the same month announced it would implement a one-time bill waiver scheme covering customers affected by the recent water service interruptions. Ferdinand dela Cruz, Manila Water President and CEO, earlier apologized for the recent water supply issues experienced by the customers of the company, as the La Mesa Reserve breached its critical level of 69 meters which prevented the company from meeting the demand of 150 million liters per day from the reservoir. The Zobel de Ayala brothers, Manila Water chairman Fernando Zobel de Ayala and vice chairman Jaime Augusto Zobel de Ayala, also took responsibility for the water interruptions. Taiwan becomes first Asian country to legalize same-sex marriage

aiwan made history on May 17 as the first country in Asia to legalize samesex marriage, after most lawmakers of the ruling Democratic Progressive Party (DPP) voted to pass a Cabinet-sponsored bill that gives gay couples the right to get married.The bill, titled Enforcement Act of Judicial Yuan Interpretation No. 748, cleared the legislative floor at 3:30 p.m. on Friday (May 17). The new law will take effect May 24, allowing two persons of the same gender, aged 18 or older, to register a marriage, with at least two witnesses signing the registration document. Either partner in the marriage will be allowed to adopt the biological children of the other, under the law. However, nonbiological children who had been adopted by one partner before the marriage cannot be adopted by the other partner, it states. The New Power Party (NPP) caucus had submitted a motion to amend Article 20 of the

Cabinet’s bill to make possible the adoption of one partner’s non-biological children by the other, but it was not put to a vote after lawmakers passed the Cabinet’s version of the article on adoptions. On the issue of same-sex transnational marriages, lawmakers voted 84-6 against an NPP motion to amend the Cabinet’s bill to allow transnational same-sex couples from any country to get married in Taiwan. The NPP motion sought to exempt such couples from regulations stipulated in the Act Governing the Choice of Law in Civil Matters Involving Foreign Elements, which state that the marriage of a transnational couple is governed by the laws of their respective countries. Under that act, even with the legalization of same-sex marriage in Taiwan, a Taiwanese national would not be able to enter into a legally recognized union with a partner from a country where gay marriage is not legal. —China Post
Taipei named best leisure destination in Asia
aipei has won the Leisure Lifestyle Award hosted by U.S. Global Traveler magazine as the “best leisure destination in Asia” in 2019, according to a Tourism Bureau official stationed in Los Angeles. This is the second consecutive year Taipei has topped the annual survey in the magazine — the only monthly publication for business and leisure luxury travelers, said Brad Shih, director of the Los Angeles office of Taiwan’s Tourism Bureau. Taipei finished first in the “Best leisure destination in Asia” category, edging out Seoul, Singapore, Tokyo, the Thai island of Phuket, Hong Kong, Bangkok, Ho Chi Minh City, Osaka and Bali in descending order. “Taipei won the honor for the second time this year, an indication that the city has
captured the heart of mainstream travelers. Taipei welcomes more people to visit and get to know Taiwan better,” Shih said. Taipei, the capital of Taiwan, is usually the first place visited by foreign visitors who come to the country. Global Traveler readers, board members, and experienced staff made nominations in each category. From these, Global Traveler’s Advisory Board selected the winners. The Advisory Board is made up of welltraveled executives from a broad range of industries. Taiwan has also been nominated to compete in the “Destination with the Highest Client Satisfaction, Asia/South Pacific” Wave Awards sponsored by Los Angeles-based TravelAge West magazine, the Tourism Bureau said. The winner of the prize will be announced on June 13.

Filipino summer basketball league kicks off in Taipei

he Taiwan chapter of the Confederation of Ilocano Association, Inc. (CIASI), or Samahang Ilocano, a Filipino organization that aims to help its compatriots in different countries, kicked off its 2019 summer basketball league tournament in Taipei (May 19). The CIASI Taiwan Basketball League 2019, which follows on from the last time the tournament was held in April 2016 in Taipei, features 17 men’s teams. Rheden Delumen, national chairman of CIASI’s Taiwan chapter, which has 13 sub-chapters with approximately 700 members in the country, said the basketball teams are made up of members of Taiwan’s Filipino migrant worker community and is aimed at creating unity, sportsmanship and respect. With the knowledge that sometimes overseas Filipino workers (OFWs) have to face challenges while abroad, such as trying to keep physically and mentally fit, in addition to fighting homesickness, Delumen said the tournament will help by uniting
OFWs in Taiwan. It gives Filipino migrant workers the opportunity to meet and play sports against each other in a friendly and competitive manner, Delumen pointed out. In addition to the players, during the opening ceremony, each basketball team also had a “muse” -- a female who represented each team.
