SC affirms junking of PCSO plunder case vs Arroyo

oting 11-4, the Supreme Court (SC) on April 18 ruled with finality and affirmed its earlier decision to dismiss the plunder case against Pampanga Rep. Gloria Macapagal-Arroyo, former president. The 11 justices gave their final nod to clear Arroyo from the plunder case in connection with her alleged misuse of the intelligence funds of the Philippine Charity Sweepstakes Office and dismissed the government’s appeal for lack of merit. The same decision led to her release from detention at the Veterans’ Memorial Medical Center in Quezon City in July 2016. The plunder case stemmed from charges filed by the Office of the Ombudsman for Arroyo’s alleged diversion of P366 million in the PCSO’s intelligence funds for personal gain between 2008 and 2010. This case was also investigated by the Senate blue ribbon committee. Arroyo had been under hospital arrest since 2012 because of the plunder case. However, after the SC ordered her immediate release, she left her hospital detention by July 21, 2016 and returned to work at the House of Representatives.

What happens when a Philippine flight is overbooked?

Under the Philippines’ air passenger bill of rights, carriers must “do everything to negotiate” and get excess passengers off the flight, said Eldric Peredo, chief of the air operating rights division of the Civil Aeronautics Board. Overbooking is a “normal practice” which airlines base on the travel history of a specific route, which includes no-shows at the airport, Peredo told ANC. Here is what can happen in case of an overbooked flight, according to Peredo: — Airlines will negotiate with some passengers to convince them to give up their seat voluntarily. “If that takes sky high prices, I don’t know, its up to them,” Peredo said. — Full service carriers can offer more to their passengers. “We should not expect too much of low cost carriers. But what are passengers entitled to when their flight doesn’t leave on time? According to the joint DOTC-DTI Air Passenger Bill of Rights, passengers are entitled to basic rights upon purchase of ticket and upon arrival at the airport. If a flight is delayed at least three hours after the estimated time of departure, whether or not the cause is attributable to the carrier, passengers are entitled to refreshments or meals, free phone calls, text or e-mails, and first aid. Passengers also have the right to rebook or refund the ticket, and to be endorsed to another carrier. If a passenger encounters terminal delay of at least six hours after the estimated time of departure for causes attributable to the carrier, passengers are entitled to additional compensation equivalent to at least the value of the sector delayed. It is also within the passengers’ rights to still board the flight if it takes place more than six hours after the estimated time of departure and the affected passenger has not opted to rebook and/or refund. Another scenario that some unlucky passengers face is tarmac delay, which entails sitting inside the aircraft with seat belts fastened. ‘Country still safe for tourists’

She added the Department of Tourism (DOT) would focus on the number of foreigners coming into the country rather than those who have cancelled their trips due to the adverse travel advisories. A number of foreign governments had issued advisories against traveling to Central Visayas in particular, citing the threat of the Abu Sayyaf. Additional travel advisories were issued even after government forces foiled a planned attack of the Abu Sayyaf in Bohol, killing a top bandit leader and some of his men. Malacañang said tourists’ interest in the Philippines “continues to surge” despite the travel warnings and recent incidents involving terrorist groups. “As f ar as we can, we have done our due diligence regarding the matter. MECO and Tony

or more than a decade, when you needed assistance or information from Taipei, you would always remember Antonio Basilio. Tony was synonymous with MECO (Manila Economic Cultural Office) in Taipei. In a sense he was always present and omniscient as far as the visiting delegations and VIPs from Manila were concerned. Tony has served our country with distinction throughout his postings in London, Geneva, Beijing, Jeddah and Washington DC. His career with MECO alone spans a period of 15 years and it would be fair to say that there are few people in the Philippines who know and understand Taiwan as well as he does. During his tenure, as MECO resident representative, people to people exchanges and the scope of relations were broadened over the years as reflected by the 26 MOUs he signed and participated in negotiations including in the areas of trade and investments, agriculture and fisheries, science and technology, health, antidrug and anti-money laundering, mutual legal assistance among others – all while delicately keeping within the confines of our “One-China Policy.” As t he head of MECO, he was conferred the award of “Outstanding Foreign Representative Office” by the prestigious General Chamber of Commerce of the ROC. In 2008, MECO achieved ISO 9001 certification and as far as I can recall, MECO is the only mission/embassy of the Philippines which succeeded in attaining ISO certification. Furthermore, in 2015, Tony initiated the development of an electronic visa system, which gave MECO the capability to issue an

This was the culmination of his effort to improve the customer experience for visa application, which he shortened from three days to 24 hours when he first arrived to issuing them on the same day even while enhancing security features. Tony was also popular with the Filipino community in Taiwan for enhancing MECO’s outreach to them. He spearheaded the federation of the many Filipino community organizations into a central coordinating body and helped establish the Ugnayan Center in Taipei where OFWs can socialize or learn new skills. One of his quiet achievements was in successfully appealing the commutation of the death penalty imposed on an unfortunate Filipina convicted of murder to imprisonment. But it is in the area of managing conflicts and in resolving complex issues that he excelled as a diplomat for the Philippines.

His time in Taiwan was the most turbulent period in the history of Philippine-Taiwan relations. Incidents such as the shooting death of a fisherman in Batan island; the repatriation of 14 Taiwanese citizens to China on charges of committing cybercrimes against mainland Chinese citizens in 2011. More recently the 2013 Balintang Channel incident where a Taiwanese fishing boat was fired upon by a pursuing Philippine Coast Guard vessel resulting in the death of the boat’s captain. In this last particular incident, sanctions were imposed and all exchanges were brought to a standstill. It was his experience and network of contacts (particularly his personal rapport with the Taiwanese foreign minister) that allowed for a mutually agreeable solution to be reached, ending the protracted negotiations thus restoring relations. Clearly as a diplomat, he should be rated outstanding, meaning he exceeded the requirements of the job at all times and deserves to be acknowledged. Ironically, it was Taiwan that conferred on him the Order of Brilliant Star, Grand Cordon, Taiwan’s highest civilian decoration. Since its inception in 1941, he is only the seventh recipient of the decoration for those who served as diplomats/representatives to Taiwan. Among foreign nationals conferred were Vaclav Havel of the Czech Republic, Prime Minster Yoshiro Mori of Japan and US Secretary of Defense Donald Rumsfeld. Despite his accomplishments, Tony has remained humble and unassuming in demeanor. He is a role model, which should be emulated by the young foreign service officers of today. —Philstar

Taiwan sets up Manila investment desk

aiwan’s Ministry of Economic Affairs established a “Taiwan Desk” at the Taipei Economic and Cultural Office (TECO) in the Philippines on April 18, to help Taiwanese business people invest in the Southeast Asian country. The desk, with services in English, Mandarin, Taiwanese Hokkien and the Filipino language (Tagalog), will provide professional consultations on legal, tax, labor, and environmental protection affairs. The launch ceremony was co-hosted by Taiwan’s representative to the Philippines Gary Lin and Nick Ni, head of the economic division of TECO in the Philippines, in Makati City. On the same day, about 50 representatives from 30 Philippine companies attended the 2017 Taiwan Green and Photovoltaic Industry Seminar, organized by Taiwan External Trade Development Council (TAITRA), in Manila Hotel. Chu Cheng-nan, an expert from the Green Energy and Environment Research Laboratories at the Industrial Technology Research Institute (ITRI), said Taiwan is working towards 20 percent of its total energy needs being provided by green energy, mainly solar and wind energy by 2025. To meet that target the nation needs to work with other countries, he said. Taiwan’s production of silicon wafer solar cells is estimated to be the second largest in the world, Chu said, and some of those companies have invested in the Philippines. In 2016, Taiwan was the Philippines’ eighth largest trade partner and invested US$32.82 million in the country, making it Manila’s 12th largest source of investment. In 2016, gross domestic product (GDP) in the Philippines grew 6.9 percent, up from 5.8 percent the previous year, while the Philippine government expects 6.5-7.5 percent growth in 2017.

Higit sa mamahaling hiyas

agdagsaan ang mga tao sa lahat ng dako mula sa silangang Amerika at sa lahat ng parte ng mundo sa California nuong 1848 upang humukay ng ginto. Ito ang tinawag na “Gold Rush.” Nang ma-diskubre ni John Sutter ang ginto sa mga batis ng California, ninais niyang pigilin ang pagkalat ng balita ngunit napalathala ito sa buong daigdig kung kaya’t nagdagsaan ang mga taong gustong makinabang sa pagmimina nito. Hindi lamang galing mula sa Amerika kundi mula sa mga mamamayan sa Europa, Tsina at Asia. Ang balita ay hindi na kailangan hukayin ang ginto sapagkat nakalantad ito sa mga batis at gilid ng ilog. Kailangan lamang na salain at ihiwalay ang dumi. Sa tutuo lamang, ang pinagkunan ng pangalan ng California ay galing sa dalawang salita ng mga Indian, “Kali” (Ginto) at “Forniya” (Gusto mo ba?). Bihira nuon ang babae sa lugar ng minahan subalit may ilang babaing asawa ng minero nanirahan na rin duon. Hirap na ang mga minero sapagkat halos ubos na ang mga napupulot na ginto sa dami ng mga nagmimina. Nagtayo ng isang maliit na karinderya ang isang asawa ng minero sa lokasyon at madaling lumaki ito. Mas nagdala ito ng malaking hanap buhay sa mag-asawa kaysa sa pagmimina ng ginto. Natanto nang minero na mas higit na mamahaling hiyas kaysa sa ginto ang kanyang butihing maybahay. Sinabi ng Biblia, “Mahirap makakita ng mabuting asawa, higit sa mamahaling alahas ang kanyang halaga” (Kawikaan 31:10). May nagsabi na ang mga ina ay ang backbone ng sibilisasyon. Tutuo ito sapagkat ang mga ina ang nagluwal, nagdala, nag-aruga hanggang sa paglaki ng isang anak. Maraming naging matagumpay na tao gawa ng klase ng ina mayroon sila. Halimbawa ay si Teodora Alonso ang ina ni Jose Rizal na naging pambansang bayani ng Pilipinas. Si Coretta Scott King, ang asawa ni Martin Luther King Jr. na naging matagumpay na Civil Rights mover. Si Sarah na ina ni Isaac at lola ni Jacob na siyang naging ama ng bansang Israel. Si Elizabeth na naging ina ni Juan Bautista, ang napiling baptizer ng Panginoong Jesu Cristo. Tutuo na may mahalagang papel ang mga ama ng tahanan

subalit hindi maikaka-ila ang inpluensiya ng ina sa buhay ng anak. Ayon sa pag-aaral ni Dr. Adam Tomison, kapag ang ina ay may kriminal na record at ang ama ay malinis o walang record, 33% ang tsansa na makagawa ng krimen ang anak na lalaki. Kung ang ama at ina ay may kriminal na record, tataas ang tsansa ng 67% na makagagawa ng krimen ang anak na lalaki. Ang bawat ina kung gayon ay kinakailangang magkaruon ng matuwid na huwaran. Walang kuwestyon na lahat ng ina ay nais maitatag na maging maganda at mabuti ang kanilang mga anak. Subalit marami ay tsamba tsamba kung magpalaki ng anak. Walang tiyak na huwaran kung paano talaga gagawin ito. Lalo pa sa dami ngayon ng masamang hamon sa mundo. Paano maging ina na mahigit pa sa mamahaling Hiyas? Nagbigay ang Biblia ng ilang tanda ng isang higit pa sa Hiyas na ina mula sa Biblia, Mga Kawikaan 31. Ganito ang pahayag mula sa sinulat ni Haring Solomon, hari na pinatalino ng Diyos. Ang ina ay magiging higit pa sa Hiyas kung.... Maging Matulungin Sa Asawa Masipag o hindi ang lalaking asawa, ang babae ay magiging higit pa sahiyas kung magsisikap na tulungan ang asawa sa pagtataguyod ng kanilang relasyon at mga anak. Imbes na nagger o mahilig manisi nang asawa, kanyang tutulungang punuin o iresolba ang ano mang kakulangan ng asawa. Imbes na maging “hysterical” o “historical” kapag may problema, kalmado niyang haharapin at aayusin ang mga hamon hinaharap sa buhay. Ganito ang nasusulat, “ Pinaglilingkuran niya ang asawa habang sila’y nabubuhay, pawang kabutihan ang ginagawa at di kasamaan” (v.12). Ang ilang sa mga kabutihan gawa niya ay “Wala siyang tigil sa paggawa, hindi na halos nagpapahinga...” (v.13). Ibig sabihin, ginagamit niya ang panahon upang maka suporta sa pangangailangan ng asawa at pamilya. Inihalintulad pa nga sila sa isang barko nangangalakal. “Tulad ng isang barkong puno ng kalakal, siya ay nag-uuwi ng pagkain mula sa malayong lugar” (v.14). “Bago pa sumikat ang araw ay inihahanda na ang pagkain ng buo niyang sambahayan, pati na ang gawain ng mga katulong sa bahay” (v.15). “Sa kanya’y mahalaga ang bawat ginagawa, hanggang hatinggabi’y makikitang nagtitiyaga” (v.18). Lahat ng ito ay nakikita ng mga anak habang lumalaki at nagiging huwaran. Nagbibigay pa ng katuwaan at kasiyahan. Ito ang nagpapalusog sa kaisipan, emosyon at katawan ng mga anak at asawa. Ang ina ay magiging higit pa sa Hiyas kung.... Magiging Maingat Sa Katawan. May mga ina na masipag, matulungin sa asawa, mabait ngunit pabaya sa sariling kalu-

sugan. Hindi magagampanan ng isang ina ang tungkulin sa pamilya at asawa na mabuti kung pabaya ito sa sariling kalusugan. Magiging masasakitin ang kanyang pamilya. It makes sense na mahalaga na “educated” siya sa bagay ng kalusugan. Kung malusog siya, matutupad ang pangangalaga sa asawa at mga anak. Kaya nga ganito ang pahayag ng Biblia, “Gayunma’y naiingatan ang kamay at katawan upang matupad ang lahat ng kanyang tungkulin araw-araw” (v.17). “Hindi siya nag-aalala dumating man ang tagginaw, pagkat ang sambahayan niya’y may makapal na kasuotan” (v.21). “Gumagawa siya ng makakapal na sapin sa higaan at damit na pinong lino ang sinusuot niya” (v.22). Nauunawaan ng isang Hiyas na asawa at ina kung ano ang kailangan upang mapangalagaan ang pangangatawan ng kanyang asawa at mga anak. Pinag-aaralan at pinaghahandaan niyang maging malusog ang sambahayan. Ang ina ay magiging higit pa sa Hiyas kung....

Maitataguyod Ang Dangal Sa Lipunan. Sa unang pagkakataon sa historya ng pre-dominantly white na Los Angeles City, California, ay naging mayor ang isang anak ng black slave. Si Tom Bradley ay nahalal nuong 1973 at nanatili sa posisyon hanggang 1993. Sa kanyang panunumpa bilang mayor, nagpasalamat siya una sa Diyos at sa kanyang ina na si Crenner Bradley. Ang kanyang ina ay single parent at isang maid. Pinalaki niya si Tom Bradley na may takot sa Diyos. Naalala ni Tom na saan man sila mapadako nuong siya ay maliit pa, binibihisan siya ng ina niya tuwing Linggo upang sumamba. Sinasabi ng kanyang ina, “Tom, you may not have a human father, but you have a heavenly Father who watches over you.” Dahil sa pagka-uliran ng ina ng tahanan, naitaguyod ang pangalan ng kanilang pamilya sa lipunan. Mula sa pagiging humble slave, naging famous mayor si Tom. Sa tutuo lang, ipinangalan pa ang Los Angeles airport kay Tom. Nakakamit ang dangal sa lipunan kapag itinataguyod ng ina sa Diyos ang sambahayan. Sinabi ng Biblia tungkol sa ulirang ina, “Ang mga salita niya ay puspos ng karunungan at ang turo niya ay pawang katapatan”(v.26). “Sinusubaybayan niyang mabuti ang kanyang sambahayan at hindi tumitigil sa paggawa araw-araw” (v.27). “Iginagalang siya ng kanyang mga anak at pinupuri ng kanyang kabiyak” (v.28). Iyan ang naging patutuo ng ina ni Tom Bradley, Kaya nga sinabi pa ng Biblia, “Maraming babae na mabuting asawa, ngunit sa kanila’y nakahihigit ka” (v.29). Hindi pa huli kung nais mong itaguyod ang dangal ng pamilya sa lipunan. Itatag mo sila sa karunungan ng Diyos. Ang ina ay magiging higit pa sa Hiyas kung....

Magiging Matulungin Sa Mga Nangangailangan. Si Mother Theresa ay naging kilala sa Calcutta, India at sa mundo gawa ng kanyang pagtulong sa mga dukha (poorest of the poor). Siya ay 4 na talampakan at 11 dali ang taas at 100 pounds ngunit binubuhat niya ang mga may sakit. Ang aking dalawang anak na babae na ngayon ay mga ina na rin ay kamakailan nagtayo ng food feeding outreach sa isang siyudad sa Visayas sa Pilipinas na tinamaan ng kalamidad. Pinapakain nila ang mga kapos palad na mga bata at tinuturan ng Salita ng Diyos. Nakuha nila ito sa kanilang ina na may gayon din puso. Sinabi ng Biblia na ang huwarang ina ay , “Matulungin siya sa mahirap, at sa nangangailanga’y bukás ang palad”(v.20) Nauunawaan niya ang mga taong kapos palad lalo na ang may mga kapansanan at walang kakayanang umangat o iangat ang sarili sa buhay. Bukas ang palad niya sa mga taong nasa gayong kalalagayan. Hindi lahat ay may malaking pagkukunan ngunit sa maliit na paraan ay puedeng tumulong sa nangangailang ang sino man. Ang ina ay magiging higit pa sa Hiyas kung....

Magiging Tutuo Ang Pagkilala Sa Diyos. Maraming sa mga ina na nagpapaganda at nag-aayos ng sarili. Gumagastos ng malaki upang mapanatili ang kanilang pigura. Hindi masama ang gawin ito at nararapat din naman ngunit kung mas pinahahalagahan ito kaysa sa pag-aayos ng relasyon sa Diyos, hindi malayong magka problema sapagkat sinabi ng Biblia, “Mandaraya ang pang-akit at kumukupas ang ganda, ngunit ang babaing gumagalang at sumusunod kay Yahweh ay pararangalan” (v.30). Mabuting unahin ang pagsasa-ayos ng buhay ayon sa kalooban ng Panginoong Diyos. Kamakailan lamang ay ipinagdiwang natin ang sakripisyong ginawa ni Jesus sa krus (Holy Week). Inihandog ni Jesu Cristo ang buhay upang bigyan ng kapangyarihan ang sino mang sasampalataya sa Kanya na maipatupad ang pagiging huwarang ina. Kung isusuko ng ina ang kanyang sarili kay Jesu Cristo gaya ni Crenner Bradley at itataguyod ang pamilya sa mga katuruan ni Jesus, tiyak magiging higit pa siya sa isang mamahaling Hiyas! US troubled by increasing extrajudicial killings in Philippines

he United States said it was troubled by the growing number of extrajudicial killings in Philippine President Rodrigo Duterte’s war on drugs and called on Manila to stick to its commitment to investigate them. Close to 9,000 people, mostly drug users and small-time dealers, have been killed since Duterte took office almost 10 months ago and promised an unrelenting campaign to rid the Philippines of illicit narcotics. Police say about a third of the victims were shot by officers in self-defense. Human rights groups believe many of the remaining

two thirds were killed by paid assassins cooperating with the police or by police themselves, disguised as vigilantes. The government and police reject that. Patrick Murphy, the U.S. deputy assistant secretary of state for Southeast Asia, said the United States shared Manila’s objective of eliminating the scourge of illicit drugs and wanted to help. “We are urging the Philippines to follow up on its commitment to investigate extrajudicial killings whether they are committed by law enforcement, or of a vigilante nature,” he said.

Earlier, Duterte’s office rejected allegations by two senior police officers in a Reuters report that police received cash rewards for executing drug suspects, while the most high-profile critic of the president backed the officers’ claims. Duterte was infuriated by US expressions of concern about extrajudicial killings after he took office last year and threatened to sever the long-standing US defense alliance. Duterte spoke positively about Trump, a fellow populist, after the US presidential election in November, although his anti-US rhetoric continued.

Rules revised to lower broker service fees for migrant workers

regulation has recently been revised to lower the amount of service fees that brokers in Taiwan can charge foreign migrant workers after they have worked in the country for more than two years. According to the amended “Standards for FeeCharging Items and Amounts of the Private Employment Services Institution,” which was announced by the Ministry of Labor on April 6, brokers should not charge migrant workers

more than NT$1,500 (US$49) per month in service fees from their third year onward. The revision came after an amendment to the Employment Service Act cleared the Legislative Yuan on Oct. 21 last year and went into effect on Nov. 5. The amendment removed a provision that required migrant workers who have worked in Taiwan for three years -- the longest contract allowed -- to leave the

country for at least one day if they want to be re-hired. It means that foreign migrant workers can be re-hired without having to leave Taiwan every three years, saving them travel time and expenses, as well as brokerage and regulation fees. Until now, brokers have been allowed to charge migrant workers up to NT$1,800 per month in the first year of their contract, up to NT$1,700 per month in the second year, and

to sign deal on protection of OFW kids

hree government agencies are set to ink a joint memorandum of agreement (MOA) on March 30 at The Ritz Hotel at Garden Oases, Obrero St., Davao City to collaborate in providing protection to the children of Overseas Filipino Workers (OFWs). Overseas Workers Welfare Administration (Owwa) Regional Director Eduardo Bellido on March 27, said Owwa, Department of Social Welfare and Development (DSWD) and the Department of Justice (DOJ) will step up their effort to boost their campaign in addressing the plight of the families and children of the OFWs who were left behind while they are working abroad in search for greener pastures to provide for their family a better life. “The MOA will provide a strategic component to further enhance the campaign and coordination among government agencies to provide welfare assistance, prevention, and remedial mechanism against child abuse and exploitation, particularly on the children of OFWs,” Bellido said. Pursuant to the joint agreement, there will be a seminar for the protection of children left behind by the OFWs. “It aims to heighten awareness on the issue and problems concerning children left behind by the OFWs, identify appropriate intervention to ensure protection of children left behind, intensify child protection campaign on violence against children, and establish convergence program with Owwa, DSWD, DOJ and LGUs (local government units),” Bellido said. Last year, the two-year-old son of Erlinda Cagalitan, an OFW, was mauled to death by his guardian Sarah Jane Alcain and her husband Ronilo Alcain in Lacson village, Calinan, Davao City on November 12. This is just an example of the case that Owwa wanted to address so that there will be no more children will die and will be abused while their parents are away. The event, meanwhile, will be attended by Owwa administrator Hans Leo Cacdac and Deputy Administrator for operations Brigido Dulay who are among the honored guests of the event together with DOJ Regional Prosecutor Janet Grace Dalisay-Fabrero and DSWD Regional Director Mercedita Jabagat. He however pointed out that on the national ID system the OFWs wanted to be implemented to hasten government transactions, there was a bill already filed in Congress. Duterte also said a Consular office will be established in Al-Khobar region to serve OFWs in the Eastern part of Saudi Arabia, who had to endure about 400 kilometers of travel by car to process documents at the Philippine Embassy here or at the Consulate in Jeddah. “Give me three months,” he said.

OFWs exempt from paying airport fees

anila International Airport Authority general manager Ed Monreal on Monday announced his agency would start on April 30 implementing a new policy exempting overseas Filipino workers from paying terminal fee. Under the agreement signed by the airport authority with air carriers, OFW exemption shall be recognized at any point of sale in the Philippines or abroad beginning April 30. “As they buy their ticket, one has to state or declare that he is an OFW for exemption to be recognized. The selling agent may or may not ask for a proof of entitlement during transaction. If no proof is shown during transaction, the passenger should be able to present one during check-in at NAIA where same shall be validated,” said Monreal. On July 31, on the other hand, air carriers will start honoring OFW exemptions at any point of sale for tickets purchased online, through telephone and mobile applications. Among other validation measures that may be adopted by the air carriers, a passenger may be asked to show his proof of entitlement upon check-in at the Ninoy Aquino International Airport.

Even the proof of entitlement has been expanded under the new agreement to include documents under the Balik Manggagawa exemption namely valid employment contract or recent payslip, among others. Previously, only the Overseas Employment Certificate was honored as proof of entitlement. Owing to the one year validity of airline tickets, the airport authority shall retain refund counters at the NAIA Terminals until April 2018. Beyond that date, refund may be done at the MIAA Collection Division in the MIAA administration building along MIA Road. Monreal clarified that refund had no expiration and might be done through a representative provided proper authorization would be present. “This is a dream come true for all of us and a fulfillment of a promise by President Rodrigo Duterte to look after the welfare of our dear OFWs,” said Monreal. Last month, all 40 airline companies operating at the country’s premier international airport signed an agreement with MIAA and the Department of Transportation to exempt OFWs from paying the P550 terminal fee.

MOTC proposes foreigners pay extra for Taiwan Rail tourist routes

he minister of Taiwan’s Ministry of Transportation and Communications Ho Chen Tan proposed to charge foreigners taking tourist rail routes to visit scenic areas in the country to pay higher train ticket fares in the future. The suggestion is part of MOTC proposal to change Taiwan Rail ticket pricing system by charging different rates for various rail routes, and introduce new compartment rates. As part of the new rail infrastructure upgrade, the MOTC is considering amending the Railway Act, and charge ticket prices based on operation costs and rail functions, said Ho Chen. Taiwan Rail trains ticket prices have remained stagnant for 20 years made the rail line rather unprofitable, ticket prices reach nearly only 50 percent of operation costs, said Ho Chen. The High Speed Rail for instance charges NT$4.39 (US$0.14) per kilometer (km), but the Taiwan Rail’s fastest train Tze-Chiang Limited Express charges nearly half the rate of NT$2.27 per km. The current Taiwan Rail pricing scheme is inflexible where the express train is charged a single price depending on the distance it covers. It was a rare occurrence that Taiwan Rail reported its first profitable fiscal year in 2016, due to fewer retiring employees resulting in lowered pension payments, reduced debt, and better management of its urban commuting lines, explained the minister. The ministry is evaluating whether to make new price adjustments in Taiwan Rail pricing system in the next three months, and said price hikes would be gradual for common commuters of the rail line. The minister recommended Taiwan Rail introduce business and tourism compartments that will be charged more expensive rates than average compartments. The ministry is also considering to make international visitors pay a premium ticket price compared to domestic passengers if they take tourism rail lines that pass through

If rail lines are to be viewed as a public infrastructure and public service by the people, who are demanding to decrease price differences among different rail systems, then the ministry might consider subsidizing light rail lines and metro lines in the future, said Ho Chen. The MOTC and Taiwan’s local governments should discuss how to price different rail lines in accordance to its function. In contrast, the Taiwan High Speed Rail Company will be transformed from a private company to a state-owned company in the near future, which could lead to potential ticket price cuts in the future, but will require further evaluation and discussions, said Ho Chen. —Taiwan News

Taiwan eying cooperation with Philippines on South China Sea

resident Tsai Ing-wen has appealed for closer cooperation with the Philippines on several issues, including the South China Sea, after Manila seemed to push Taipei into further diplomatic isolation earlier this month. Tsai expressed her hope that Taiwan and the Philippines could work together on trade, disaster prevention and the South China Sea during a meeting with former Philippine President Fidel Ramos in Taipei. The president warmly welcomed Ramos, who has visited Taiwan yearly since 2009, and thanked him for supporting the strengthening of Taiwan-Philippines ties and advising the Philippine government on the development of relations, according to a Presidential Office statement.

During the meeting, Tsai pitched her New Southbound Policy targeted at strengthening Taiwan’s relations with countries in Southeast and South Asia, saying that there was growth in both bilateral trade and Philippine visitors to Taiwan in 2016. She also hoped for deepening bilateral exchanges at all levels and closer trade relations in view of the geographical proximity between Taiwan and the Philippines. Relations could be advanced, Tsai suggested, by signing an economic cooperation agreement, cooperating more closely on visa streamlining, education and disaster prevention and holding a dialogue on South China Sea cooperation. That may be a difficult wish list to achieve, however, especially when it comes

to the South China Sea. A Philippines Department of Foreign Affairs spokesman said earlier this month that all member states of the Association of Southeast Asian Nations (ASEAN) adhere to the “one China” policy. As a result, the spokesman said, regarding Taiwan’s claims in the South China Sea, the ASEAN sees China as the representative in negotiations concerning those claims. The Philippines, ASEAN’s rotating chair for this year, is playing the leading role in organizing a series of ASEAN meetings in 2017, including those for talks aimed at crafting a framework for a code of conduct in the South China Sea. The Philippine Department of Foreign Affairs has said that under the current international situation, it will be difficult for Taiwan to join

the negotiations or dialogue. The 89-year-old Ramos, in Taiwan in a private capacity, is being accompanied by a delegation of Taiwanese businesspeople based in the Philippines on a four-day visit. Ramos, who was president from 1992 to 1998, was appointed by Philippine President Rodrigo Duterte after his inauguration in June 2016 as special envoy for the South China Sea to manage diplomatic relations with China, foreign media has reported. Ramos backed Duterte during the presidential election campaign but has become one of his critics since his inauguration, saying there was “too much unilateralism” in his administration, especially on law enforcement and security issues, according to reports. —Focus Taiwan

Immigrants and Migrants to remove Article 3’s “good moral character” requirement from the Nationality Act. The alliance urged the government to change the “no criminal record” requirement to “no criminal cases record that can be proved by an absence of a police criminal record.” The public cannot accept the idea that they should be punished for such minor offenses, while foreigners or new immigrants with a record of such offenses can apply for ROC citizenship, the officials said. They quoted naturalization laws of other countries, such as Canada, South Korea, Singapore and Australia, as requiring applicants for naturalization to “have good moral character” so that once they become citizens they will not adversely impact national security and social norms.

In the US, they said, people who fail to pay for their children’s education or those who are charged with drunk and disorderly behavior or with using illegal drugs are considered as “not demonstrating good moral character.” They said that in Japan, drunk driving, unintentional crimes and theft are also listed as behaviors “not showing good moral character.” The ministry has invited academics and experts to discuss how to define what kinds of people have “not demonstrated good moral character.” During two rounds of discussions, on March 15 and on Monday, participants said that after taking into account new immigrants’ rights and citizens’ perceptions about new immigrants, they would recommend listing only “serious” minor offenses as “not demonstrating good

moral character” — such as offenses in which indictment has been confirmed, but delayed, or offenses for which prison terms, fines or delayed execution of the sentence have been handed down. Also to be considered as “serious” minor offenses are use of hallucinogenic drugs, engaging in gang fights, failure to live up to legal obligations to support a spouse or dependent children, habitual domestic violence and seriously damaging public interest. Ministry officials said these offenders would be observed for two to three years, after which, if they do not repeat their offenses, they would be permitted to resubmit their applications for naturalization. “This is a policy that takes into account both the applicant’s rights and the national interest,” they said. —Taipei Times

A study by the University of California, Los Angeles found that “managing the volume of their possessions is so severe that it elevates stress hormone levels for many mothers.” You can also teach your kids to be productive this summer by enlisting their help in disposing of your clutter. Imagine how much they can make from junk: A kilo of plastic bottles (PET bottles used for soda or mineral water) can fetch P22, equivalent to text load. If there are old non-working appliances, they can look forward to more. An old electric fan can sell from P80-100 while refrigerators can go from P600-700. Depending on the amount of junk you have, you can make up to P1,000 or even more from recyclables alone. Here are eight common items that you can dispose of, hopefully for some cash. 1. Clothes. Check out your closet to find the clothes that no longer fit, or those you haven’t worn for a long time. There are many places where you can sell these clothes. There are online sites and online garage sales where you can post photos of these. You can also take them to community garage sales, or better yet, organize one of your own. Brand new or unworn shirts with tags can be sold for P300-500, depending on the brand, while well-worn ones can still fetch around P100-P200. 2. Shoes. It’s a good idea to sell shoes that you don’t wear, not only because these take

up space, but also because over time, shoes that are stored tend to get brittle. Leather may peel off, the heels may come off, or the whole shoe can just disintegrate once worn. Online sites as well as garage sales are good places to dispose of these shoes. 3. Bags. Just like shoes, bags aren’t meant to last forever. If you store them, you may find that they have lost their shape, or that the leather has peeled off, or that the color has faded. You may also wish to check out the old school bags of your children, which may simply be in storage. You can find buyers for these online, as well as in stores selling second hand items. You can even fetch a pretty price for old designer bags that you may no longer want or need. Branded designer bags that cost around $1,000 when bought brand new can fetch from P10,00-P15,000 second hand. 4. Fragrances. Perfumes, colognes, and fragrances are actually perishable items. After a few years, these fragrances begin to lose or change their smell and may even begin to discolor. If you have an unopened bottle of perfume, or a bottle that you have hardly used, then go scout for buyers for these. Sell these for a fraction of how much they currently sell in department stores. 5. Books. Find old text books and sell these to students who would rather buy second hand books than new ones. Free up some space in your home and haul off these old books to book resellers who would be all too happy to buy them from you. 6. Gadgets and appliances. Check out your home for all the devices that you

do not have much use of, or which you have replaced with newer models. This can be your smartphone, coffee maker, blender, mixer, or hairdryer. Used smartphones can fetch from P1,500 to P8,000, depending on the model. A second hand coffee maker can fetch from P300-400. Boxes are usually sold by weight. Also gather old newspapers and magazines, as well as reports or documents from long ago that no longer have any purpose. Newsprint and book paper are both bought by recyclers, with newspapers going at around P1,59 per kilo or P12 per stack at most junk shops, magazines at P3 per ,stack and cardboard at P1 per kilo. Not bad for being able to clean out your house. 8. Sports equipment. Sports equipment have a huge second-hand market that you may wish to tap for your old equipment. Empty your cabinets of old golf drivers and clubs tennis and badminton rackets, baseball bats, bikes, weights, all sorts of balls, etc. Equally popular are sports clothes – from wet suits to golfing gloves to helmets to exercise outfits. You’ll find takers for your stuff online. Taiwan to grant Filipinos visa-free entry in June

ilipinos will be granted visa-free entry to Taiwan starting June this year, in a move meant to encourage more tourists from other Asian regions to visit the island. According to a Taiwanese news website, Taiwan’s Ministry of Foreign Affairs (MOFA) announced that Philippine nationals would be granted visa-free stays on the island for a period of up to 30 days. The ministry said that this move would be on trial basis for one year from June 1 this year to July 31, 2018, the Taiwan media outfit reported. Taiwan also extended its 30-day visa exemption for citizens of Thailand and Brunei to one year. Multiple-entry visa privileges meanwhile will be extended to nationals of India, Indonesia, Vietnam, Myanmar, Cambodia and Laos. This move by Taiwan is part of its government’s “New Southbound Policy” which aims to establish closer trade and economic ties with south and southeast Asian nations, the website said. Taiwan saw a surge in its number of visitors since it offered citizens of these south and southeast Asian nations visa-free entry, it said. Based on Taiwanese government data, the number of tourists from these countries climbed to 68,000, a 42.8 percent increase. This growth was the biggest in four years.

Maquinit hot spring is the only known salt water hot spring in the Philippines and in Asia. The hotspring is about 25 minutes from the center of Coron and is located between a hill and the sea that is as blue as sapphire, with shores lined up with mangroves and floating bamboo cottages. Boats used for touring may dock right near the mangroves after the island hopping activity of the tourists or the tourists may also choose to hire a tricycle to reach the hot spring.

side from the famous ship wrecks, Coron also has world class bodies of water that serves as eye candies for tourists. Kayangan Lake, one of Coron's primary attractions, is one of the two lakes located in the municipality and is dubbed as the “cleanest lake in the Philippines”. It's crystalline waters are nestled into the mountain walls and has moonscape-like underwater view. It is surrounded by a karst scenery of limestone cliffs guarded and maintained by members of the Tagbanua community who live in the area. To reach this natural beauty, touists will have to take a ten to fifteen minute climb with approximately 300 steps towards the inland lake. For landscape photographers, there is a view deck overlooking the lagoon midway through the steep uphill climb. For those who easily get tired and does not like the idea of climbing 300 steps, a 30 – 40 step detour in Barracuda Lake can be used to get to Kayangan Lake. Kayangan Lake's water is composed of 70% freshwater and 30% salt water. Tourists may choose as to whether they will swim or snorkel or just float around using a life jacket. For most tourists, the twin lagoons are one of the “must-see” destinations in the Coron Island Hopping Tour where they are given the chance to explore the area and enjoy the sceneries and the fresh and salt water that meet in the lagoons' waters. The first of the two lagoons is the docking site for boats that carry tourists who are touring in the area while the second one is hidden and is only accessible through a small rift underneath the rocks, during high tides however, a ladder over the rock is used to get to the second lagoon. The meeting of the fresh water and the salt water cause the waters in the lagoons to get blurry. Aside from the appearance of the water, the temperature of the waters in the lagoons also alternate between warm to cold when the cold fresh water meets the warm sea water. Most tourists who come to the areas choose to relax in the area by just taking a life jacket and float and drift in the lagoon.

The most famous islands that are included in the Calamianes Island hopping are located in Gutob Bay in the western part of the Calamianes. These islands include Calumbuyan Island that has the most beautiful coral reef, right from the softest to the hardest ones, among all the islands in the Calamianes. Malcapuya Island is also another environmental beauty. An island that is worth an hour and a half boat ride but is however visited by people mostly during day trips with times that are usually limited. It may be far from the main Coron island but Malcapuya island is really close to other islands included in the Calamianes group such as Banana Island that is famous for its short strip of white sand beach, and the Bulog Island that is known for its short sandbar that is visible during low tides. Other islands included in the Gutob Bay are Malajon island, also known as Black Island for its caves. Another is Talampulan Island with its fishing village that is better known as Panlaitan. There are also the North and South Cay and the Debutonay Island which all possess wondrous eyecandies that would surely make the tourists' visit in the islands worthwhile.

In Coron, it’s not difficult to find someone advertising an island hopping tour. This is a great way to explore the area, but most tours are an all day event and they may be expensive. If it’s in your budget, make sure the tour includes stops to Banana Island and Malcapuya Island. For those who stay on Coron, checkout Banol Beach. One of the island’s biggest and most visited beaches, you can go parasailing, rent a jet ski, or relax with an umbrella drink.

Rent a Motorbike

One of the more exciting ways to explore the island is by motorbike. In town, you can find several places to rent a motorbike. They charge per hour, so it can get expensive, but it’s well worth the money. Coron’s roads only cover parts of the island; the rest can be best navigated on a bike. Before you head out to explore the island, plan out your route on a map. Some of the trails are in bad shape, so don’t take any chances. If you stay on the main streets, you should be fine. While this may not be your preferred mode of transportation, it’s a great way to see the waterfalls, forests, and farms.

Inter-agency, updated OFW database needed

dministration (Owwa) recommends strong data linkages of concerned government agencies with regards Overseas Filipino Workers (OFWs) to better implement reintegration programs and assistance by the government. Owwa-Davao Regional Director Eduardo Bellido, during the reintegration consultation at Grand Regal Hotel last April 20, said the government should have a collective data about the basic information of the returning migrants, most especially the skills they have, the reasons why they went back to the Philippines, and what type of help they needed to be provided of. “We need to understand the main

characteristics of the returnees and what influenced their decision to come back,” he said. One of the challenges Owwa sees regarding the government’s reaching out to the returning OFWs and their families is the government’s lack of mechanisms for systematic collection of data. According to the National Reintegration Center for OFWs, there are no detailed and updated data of how many OFWs exactly are working abroad. Bellido said that the short-sightedness and the shortened planning of the government is also one contributing factor why the interventions initiated by government

are oftentimes only limited to livelihood assistance. “What we need is a long-range planning in terms of providing reintegration interventions to our returning workers. When an OFW comes home, we tell them to do a livelihood project because that’s the only available option to go into. But if we have a long-range planning about intervention, we can respond appropriately to the needs of the OFWs,” he added. He also acknowledged that not all returning OFWs are fit to run a business. For this, he suggested that the data the different government agencies would come up with should contain the skills acquired abroad by

the OFW which they might be able to use here in the country for local employment. “Not all returning OFWs can be businessmen. Let’s admit the fact that they are not cut out as entrepreneurs. Others can be into local employment. But we cannot force them to engage in entrepreneurial endeavor which they are not cut out for,” he said. Bellido also suggested that there should be an inventory of skills of OFWs to better implement job-matching for local employment in coordination with the Public Employment Service Office. Bellido recommends this can be achieved through household surveys for data banking. —Sunstar

ycoon Enrique Razon’s International Container Terminal Services Inc. (ICTSI) and the Department of Transportation launched on Friday the country’s first roll-on/roll-off barge terminal. In a disclosure to the Philippine Stock Exchange, ICTSI said that the terminal in Tanza, Cavite was launched through wholly-owned subsidiary Cavite Gateway Terminal in partnership with the Department of Transportation. “In line with the Department of Transportation’s national transport Enrique Razon plan, Cavite Gateway will facilitate off-the-road seaborne transport of containers between the Port of Manila and Cavite and service industrial locators in the Cavite area,” ICTSI noted. The terminal has an annual capacity of 115,000 twenty-foot equivalent units (TEUs), which is equivalent to 140,000 fewer truck trips on city roads each year, the company said. “The terminal will be integrated with other major Luzon port facilities for more cost-effective and time-bound access to the Cavite market,” it added.
