Philippines unveils new ‘fun, interactive’ travel website
T
he Philippine government, through the Department of Tourism (DOT), launched on (October 8) its newest tourism website featuring an interactive design that allows users to explore all Philippine tourist destinations with just a click. The website (https://philippines. travel), unveiled at the HUB: Make Lab in Escolta, Manila is essentially a one-stop-shop where visitors can learn about all Philippine regions, plan and book their travel with DOTaccredited tourism establishments. “We are bringing to both foreign and local travelers our 7,641 islands at the tip of their fingers and it starts with a mission to integrate our beautiful destinations, the fun activities, and all the products that our
wonderful country can offer through the aid of the internet,” DOT Assistant Secretary Howard Lance Uyking said during the launch. “Everything is now is online and in pursuit of the sustainable tourism industry, this website will help us bridge tourists, the business sector and local stakeholders in a more interactive and tourist-friendly manner,” he added. Among the website’s fun features is the Philippines’ virtual map that gives the user a sneak peek on what to see in a particular region or province. To further capture the spirit of the national tourism slogan, the website also uses DOT’s custom-made font for “It’s More Fun in the Philippines” campaign called “Barabara”. Visiting the website, you see that the
user experience is personalized according to a tourist’s travel behaviors, with three main tabs, namely, “See & Do”, “Where to Go”, and “Events & Festival”. Under the “See & Do” tab, users have the following options to choose from: Dive, Nature, Sun and Beach, Adventure, Food and Hospitality, and Events and Culture-- six tourism products the Philippines is known for. In the “Where to Go” tab, tourists who are still planning their trip, on the other hand, can get a DOT-recommended itinerary template based on the Philippine destination they are eyeing to visit. Under this tab, tourists can get routes going to the sites and choices of DOT-accredited accommodation for their stay.
Meanwhile, the “Events & Festivals” tab allows visitors to check out the hundreds of fiestas held in the country throughout the year. The page shows the dates, location and routes, and essential information about the occasion. As he vowed to “continuously improve and enhance the site’s design”, Uyking said the DOT will eventually add the option to change the website’s language starting from the Philippines’ top tourist markets. The present version of the website hosts an actual travel booking system, which redirects users to the DOT’s official partner Guide to the Philippines (guidetothephilippines.ph) where tourists can choose from more than 500 best value travel products. —PNA

The DOT identified dive tourism as one of the key areas in the National Tourism Development Plan 2016-2022 that can positively affect industry growth in terms of increased visitor count, extended length of stay, and higher tourism revenue, among others. he Philippines has secured two major awards at the 2019 World Travel Awards for Asia and Oceania held in Phu Quoc Island, Vietnam on October 12, 2019. adalas bang namamanhid, nangangalay, o nag-iinit ang iyong mga kamay at paa? Madalas ka bang makaramdam ng unusual tingling sensation, na parang tinutusok ng maraming karayom? Bago mo isiping simpleng pamimintig o pangangalay lamang ito, magpa-check up ka. Baka kasi meron kang peripheral neuropathy, a disease that arises when your nerves are damaged by toxins, physical trauma, diabetes, genetics, and Vitamin B deficiency. Ilan sa mga kumplikasyon ng karamdamang ito ay burns, skin trauma, at infections. And to help you determine if you have neuropathy, Dr. Digna Almeida, Medical Affairs Expert and Leader at Procter & Gamble Philippines (P&G) breaks down the nitty-gritty of this disease. Narito ang mga dapat mong malaman. What Causes Neuropathy? One of the most common causes of neuropathy is exposure to toxins. Kasama rito ang mga products that we take in by mouth, gaya ng alcoholic beverages and cigarettes. Dr. Almedia explains, “One (cause) is exposure to toxins. “Now with our lifestyle, we commonly indulge in alcohol, smoking, and other chemical exposure. So these are toxins that can damage our nerves.” Industrial chemicals and heavy metals like lead and mercury are also included on the list. Besides toxins,
diabetes mellitus or type 2 diabetes can also cause neuropathy. “We have to highlight this because this is a very, very common cause of neuropathy,” says Dr. Almedia. “Among diabetics, the premise of neuropathy can go as high as thirty to sixty percent.” So kung ikaw ay may diabetes, you are more likely to develop neuropathy dahil sa madalas na uncontrolled o mataas na blood sugar. Another cause of neuropathy is physical trauma or pressure on the nerves. For example, you are a tennis player or you work with your laptop or your computers or even sometimes when you wash the dishes.” Physical injuries from vehicular accidents or sports and even prolonged irregular poses during your daily commute can cause physical trauma that can lead to neuropathy. Aniya, “What do you mean by idiopathic? We don’t know. It’s unknown. “So sometimes you have nerve damage, but you cannot identify what is causing the nerve damage.” What are the signs of neuropathy? Kumpara sa ibang sakit, hindi madaling ma-detect if you have neuropathy because for some, the symptoms can be considered normal. But according to Dr. Almeida, it shouldn’t be left untreated. So paano mo malalaman kung mayroon kang neuropathy or nerve disorder? Sabi ng doktora, “We can feel burning sensations in the feet. Iyong para bang mainit iyong paa lang natin. “So it’s just the feet. It’s not all over the body.” Another symptom is feeling unusually
hot or cold when, in fact, the temperature of your surroundings is not. Sabi ni Dr. Almeida, ang tawag daw dito ay “changes in temperature sensation.” Aniya, “Iyong isa mainit, (pero) iyong (isang tao) naman normal.” Tingling sensation in your hands and feet is also a sign that you have neuropathy. “Feeling of ants crawling,” Dr. Almedia explains. “So parang may mga gumagapang pero wala naman. So nakakapraning.” Nakakaranas ka rin ng numbness o minsan, pakiramdam mo nakasuot ka ng gloves kahit hindi naman. It would then give you a hard time accomplishing tasks, such as pouring milk into an empty glass. Pangangawit o pangangalay, skin inflammation, cardiovascular problems, confusion, and depression are also signs of neuropathy. “And then hypersensitivity,” Dr. Almedia adds. “This is (in) the more advanced stage of neuropathy. “So for some, when you touch someone, it’s just normal. Manila Water, Maynilad barred from passing on penalties to consumers: regulator
M
anila Water and Maynilad are prohibited from passing on to consumers any financial penalties imposed by courts as stipulated in their concession agreements, a regulator said. The Supreme Court earlier imposed a P921.5 million fine for each distributor for violation of the Clean Water Act over their alleged failure to put up sewage lines and treatment facilities. “The agency reassures the public that financial penalties imposed by the SC may not be passed on to consumers. It is clearly provided for in the concession agreement,” Metropolitan Waterworks and Sewerage System (MWSS) chief regulator Patrick Ty told reporters. The SC’s decision last August also held the MWSS “jointly and severely liable” for the violation. Pangilinanled Maynilad, denied reports the it would raise water rates by 780-percent following the penalty. WSS Chief Regulator Patrick Ty assures the public that fines on water concessionaires imposed by the Supreme Court may not be passed on to consumers: It is clearly provided for in the concession agreement. Some “prudent and efficient expenses” incurred to complete water sewerage projects, however, may be passed to consumers but only after the rate rebasing in 2022. This means tariff adjustments, if any, will happen as early as January 2023, Ty said.

Matapos ang polio, dengue: paglobo ng kaso ng diphtheria tinututukan
M
atapos ang pagdami ng kaso ng dengue at ang pagbabalik ng sakit na polio, nakaalerto ngayon ang Department of Health sa pagkalat ng diphtheria sa ilang parte ng bansa. Kasunod ito ng pagkakaroon ng hinihinalang diphtheria sa ilang rehiyon, gayundin ang pagpanaw ng isang 10 anyos na bata sa Maynila dahil umano sa nasabing sakit. Sa tala ng DOH - Cordillera Administrative Region, tumaas ng 2,800 porsiyento ang hinihinalang kaso ng diphtheria sa rehiyon nitong 2019. Mula noong Enero 1 hanggang Setyembre 14, 2018, nakapagtala lang ng isang hinihinalang kaso ng diphtheria ang CAR. Pero sa kaparehong panahon ngayong 2019, mayroon nang 29 na hinihinalang kaso ng diphtheria na naitala sa rehiyon. Ayon kay Health spokesperson Eric Domingo, mataas ang mortality rate ng
diphtheria at isa sa tatlong dinadapuan ng diphtheria ay namamatay. Kabilang sa mga sintomas ng diphtheria ang lagnat, hirap sa paghinga, ubo, at sipon na parang barado ang ilong. Karaniwang natatamaan ng nabanggit na sakit ang mga bata. “Very rare po kasi ang diphtheria sa Pilipinas. Every year we get about 140 to 150 cases a year. Mataas po ang mortality rate nya kasi medyo mabilis po ang progreso ng sakit na ito,” ani Domingo. Mainam na magsuot ng face mask para hindi mahawa sa sakit, ayon kay Domingo. mga puti-puting namumuo sa lalamunan ng pasyente. Pero kapag dumami pa ang pseudomembrane, maaaring magdulot ito ng pamamaga o “bullneck” at dapat nang isugod sa ospital ang pasyente. Mahihirapan na kasing huminga ang pasyente at kailangan nang butasan ang lalamunan at lagyan ito ng tubo (tracheostomy) na makakaalalay sa paghinga nito. Maaaring ikamatay ng pasyente kapag hindi agad naagapan ang diphtheria. Mas malakas ang tsansang magkaroon ng diphtheria ang mga walang bakuna para sa sakit, lalo na ang mga bata, ayon kay De Guzman. Pagpapabakuna ang pangunahing solusyon para maiwasan ang diphtheria, dagdag ni De Guzman. Sabi ni Dr. Almeida, you should address neuropathy as early as possible “because otherwise, if there is 50 percent damage, then that already would not be treatable.” She stresses, ‘So ibig sabihin, we need to have early diagnosis in order to be treated.” How should you treat neuropathy? Unang-una, Dr. Almeida recommends living a healthy lifestyle that includes avoiding smoking cigarettes and drinking too much alcohol. “We maintain a healthy lifestyle and regular exercise. We have to have a balanced diet. “As I said earlier, (avoid) iyong alchohol, smoking. Eat nutritious food. Because they have an affinity and influence in the nervous tissue, they can protect the nerves and nourish the nerves. “B1 we call it thiamine. It strengthens the nerves because it provides energy to the nerve cells. It plays a role in the nerve impulse by keeping the nerve protein healthy. “And then you have B6. B6 plays a role in the catabolism of carbohydrates and proteins. “Very important function of this, it helps form fats and proteins that help in neurotransmitter (the body’s chemical messengers). “For B12 or cobalamin, it protects the nerve cells and restores damaged nerves.” Dr. Almedia recommends that you take these B1, B6, and B12 altogether, as “the combination of all these makes it more effective.” r. Soon in Boracay: Ban on nudity, skimpy wear

udity and wearing “extremely skimpy” swimsuits in public areas may soon be prohibited on Boracay Island. The municipal council of Malay in Aklan province, where the world famous Boracay beaches are located, is mulling over an amendment to municipal ordinances to include a ban on public nudity. “We will be discussing possible measures but among those is to amend existing ordinances or pass a new one,” Councilor Maylyn AguirreGraf told the Inquirer. The planned measure was prompted by the controversial wearing of an extremely skimpy swimsuit by a Taiwanese tourist on Boracay beach. The tourist wore a “microkini,” which barely covered her private parts. She drew various reactions when her photographs went viral on social media. The tourist, who was with her boyfriend, was asked to report to the Boracay police. They left the island after she paid a P2,500 fine. But the imposition of the fine also raised

questions as there was no existing ordinance prohibiting nudity or the wearing of skimpy attire on the beach or other public areas on the 1,032-hectare island. Instead, the police issued a citation ticket against the Taiwanese woman for violating a provision of a 2013 ordinance that prohibits photographers from “taking lewd and/or excessively erotic pictures.” According to some residents, the ordinance covers only photographers, and not tourists. It’s best we declare Boracay a monastery so they can ban tight shorts and skimpy bikinis,” said the expatriate, who asked not to be identified to avoid antagonizing local officials.

Boracay reclaims Top Asian Island in Conde Nast Traveler’s Readers Choice Awards
oracay Island in the Philippines has reclaimed its No. 1 spot on the Top Islands in Asia list of the Condé Nast Traveler (CNT) 2019 Readers’ Choice Awards. The 2019 CNT Awards released in October named the world-famous foursquare island of Boracay its top pick in Asia in a dominant showing of the Philippine islands on the list, with Cebu and Visayas Islands at No. 2 spot, and Palawan in 4th rank. The Philippines’ top island destinations were named among the Top 30 best islands in the world listed by region, representing the top 15 percent choices of a record 600,000 registered voters in the 32nd annual Readers’ Choice Awards survey. Boracay is described by CNT writer Valerie Marino as an island that is “as close to a
tropical idyll as you’ll find in Southeast Asia, with gentle coastlines and madefor-Instagram sunsets.” CNT recommends White Beach as “Boracay’s main draw, with powdery white sand and shallow azure water ideal for swimming and snorkeling.” CNT notes how Boracay was reopened in October 2018 after being closed for a 6-month rehabilitation to curb the impact of overcrowding and unregulated development. Prior to its closing, Boracay was voted CNT’s World’s Best Island in 2016 and 2017, and remained on the Top Asian Islands list in 2018. Boracay’s continuing efforts at addressing overtourism was hailed by in a recent feature by viral vlogger Nas Daily. Cebu and Visayas Islands was voted No. 2 Best Asian Island for travelers for its

CNT notes that “Cebu draws nearly 2 million travelers annually for its pristine beaches and diving off the island’s northern coast” and recommends the Kawasan Falls. Cebu was also named among Travel and Leisure’s 2019 World’s Best Islands. Palawan, the perennial World Best Island choice for CNT readers took the 4th spot in this year’s survey. CNT recommends Palawan’s “otherworldly Puerto Princesa Subterranean River, a UNESCO World
Heritage Site worth the trip alone.” Puerto Princesa, one of the world’s longest underground rivers, offers five miles through a subterranean cave system with guided boat tours taking visitors down a portion of the waterway, “where karsts— natural rock formations created by dissolving limestone—loom in every direction.” CNT also lists the many offerings of the archipelagic province, among them, El Nido and its blue lagoon, in the Bacuit Archipelago. El Nido beaches were also named in the 2019 Trip Advisor Asia’s Best list. Have a strategy to pay off your debts
Does thinking about how much you owe feel overwhelming? You may have read our firsthand accounts of how ordinary Filipinos managed to get themselves out of financial hardship and emerge debt-free but the first step is to take action by finding a strategy that works for you. From tackling debts with the highest interest rates first and identifying which outstanding credit card bill you should pay more than the minimum amount to putting aside your 13th-month pay or income tax refunds towards paying down your debt, not every strategy out there suits you. Removing easy access to spending your available cash such as deleting your credit card information online, or freeing up some cash by selling unwanted items and even making small changes to your monthly spending habits are among the steps anyone can start practising now to save more money towards debt repayment. Eliminating discretionary spending can put the brakes somewhat on burning a hole in your finances but you will need a clear strategy to make real inroads in clearing your debt faster.
Comparing repayment strategies
Here are some common strategies that can be effective in controlling your debts.
1. The ‘snowball’ method: The often quoted “snowball” method asks you to pay down the account with the smallest balance first. Once that’s done, move on to your next smallest balance. Like a tiny snowball rolling down a mountain, it gains momentum and grows in size so when you pay off smaller debts quickly, the amount of money you have to
pay subsequent debts ‘snowballs’ with each loan paid off. This method requires you to keep the other repayments on debts to the minimum required until the current debt you are focused on clearing is paid off, including using any savings from your monthly expenses to pay towards this account. This cycle continues “snowballing” until you’ve paid off all your debts.
2. The ‘snowflake’ method: The approach is based on the debtor making small debt repayments more frequently to eventually make a bigger impression on reducing your overall debts but you still need to make sure your monthly payments cover the minimum amount due on each debt. This approach requires you to have the discipline to ensure that any extra income you receive will be put towards paying your debts. These small “snowflake” payments are aimed at instilling the idea that small consistent steps can produce big gains in reaching your debt-free goal. For most salaried employees or those working multiple jobs, it might be more manageable on your finance to make frequent smaller payments instead of one large monthly deduction.
3. The ‘avalanche’ method: Another popular strategy entails paying off the highest interest rate debt first, working your way through until the lowest interest rate debt on your list. The difference here is prioritizing your debts according to their interest rate. By repaying as much money as feasible for the debt with the highest interest rate, one will minimise the total amount of interest payable for the loans in its entirety. It certainly makes sound financial sense to reduce the total amount paid towards servicing debt and certainly serves as a good foundation for better personal financial health. As we highlighted previously, the best method to pay off your debt really depends on you. Our hiya factor is also a reason why most Filipinos stay dormant when it comes to growing their money. Instead of exploring different investment opportunities, they stick to usual methods like setting up a sari-sari store, hiding their cash at home, etc. Don’t let your shyness get the best of you. Speak up, educate yourself, and achieve the life you want.

Move over, Superman. For Filipinos, Batman is the strongest superhero ever. Why? Because we tend to entrust literally anything to the caped crusader, apparently. Ever caught yourself saying “Bahala na si Batman!” every time you’re making a crucial decision? That’s you being dismissive of your future. That’s a negative Filipino trait that needs correcting. Successful individuals never relied on others—let alone fictional characters—to get where they are. They always plan for everything and they take their time in making financial decisions. Stop leaving everything to fate and take control of your own life. Leave your bahala na attitude behind and start taking responsibility for your actions. You’ll thank yourself for doing so.
And what’s the source of Filipino Time, you ask? It’s one of our enduring negative Filipino traits: the mañana habit. It’s a shortened version of “mamaya na,” a phrase we usually say when we have things to do. Basically, Filipinos are expert procrastinators that they once again made a national identity out of it. It’s so obviously wrong yet so hard to correct. The country’s weather isn’t helping either. When it’s too hot outside, we tend to stay at home and chill. When it’s raining outside, we tend to stay at home and chill as well. Add to the fact that smartphones distract us on a regular basis and we got ourselves a generation of slackers. Not really a good Filipino trait to have if you want to succeed in life. Despite being a poor country, other nations consider the Philippines one of the happiest countries in the world. Why? Because we have way too many feasts and celebrations. Provinces have their monthly fiestas dedicated to their patron saints, while cities spend way too much on extravagant parties. It’s good to celebrate, as long as you can afford it. Our propensity for celebration tends to make us overspend, even on occasions that don’t really warrant a big feast. Birthdays, for instance, becomes a contained fiesta when we overblow our budget on extravagant outings and lavish

short 150-meter stroll at the bare edge of Hualien’s coastline, has become the most recent addition to eastern Taiwan’s long list of panoramic spots. The skywalk is split into two parts. The first half of the walk is an ancient trail strengthened and widened by cement. Yet, the second half is even more impressive featuring a 30-meter long tempered glassbottomed section. Below, the crashing waves 50-meters underneath the footpath are a reminder of just how powerful this pristine ocean actually is. The walk was built following the mountain cliff and was the only path for Taiwan indigenous tribes Amis, Kavalan and Sakizaya to reach outside. Because the cliff is so steep, legend has it that the location’s another name “Qinbuzhizi” (親不知子斷 崖), literally “cliff of the unaware child,” originates from an unfortunate story of two local farmers who lost their son after he fell into the sea below. Ever since the Provincial Highway 11 in eastern Taiwan, also known as HualienTaitung Coastal Highway, was built, along with Xinji Tunnel which deep within the mountain to connect Xinshe and Jiqi tribes, the used important yet scary “Qinbuzhizi” path began to wane and was closed on 1971. Not until July 2017, the Fengbin Skywalk had finally been renovated and opened to the public, and the unbelievable scenes through Taiwan’s first and only skywalk is a resounding must. They toyed with other ideas like building angels’ houses, “but being a fan of The Lord of the Rings led me to build this Hobbit Farmville.” Their long-term vision is to have a village with different structures and a hotel, too. “We foresee this for people to spend the night and enjoy the whole rural experience. Primarily we want to promote agri-tourism and everything that comes with it,” Marcel said. Star City will be closed for a year after huge fire

he Star City management announced that the iconic amusement park would be closed for a year after it was hit by fire dealt P1 billion in damage to the amusement park. The blaze that ignited at 12:22 a.m. on Wednesday (Oct. 2) lasted for 14 hours before it was put out. Atty. Rudolph Steve Juralbal, vice president for legal affairs of the Elizalde Group of Companies, said, “We’re targeting reopening about October next year. It’s necessary because the importation of rides takes time and the set-up of the park also.” Pasay City Fire Marshal Superintendent Paul Pili said the fire alarm was raised to Task Force Bravo around 2:25 a.m., meaning that they already requested more fire trucks from other stations. Fortunately, the fire did not reach the main entrance lobby of the amusement park. Investigators are pointing to electrical overload and possible arson as the main culprits, although the park’s management

he continuous spread of African swine fever (ASF) in the country could dampen this year’s Christmas festivities as local government restrictions as well as pork production cutbacks may lead to shortage of Christmas hams, especially in the provinces. After the Department of Agriculture (DA) confirmed new cases of ASF in Quezon City and received possible reports of more incidents of the disease in Bulacan and Pampanga, 69 percent of the country’s provinces — the majority of which are in the Visayas and Mindanao — have banned the shipment of pork and pork products from ASF-infested areas. Over the weekend, processed pork products bound for the Visayas and Mindanao were shipped back to Luzon amid ASF jitters, escalating worries that there won’t be enough Christmas hams and other pork-based products in these regions. “While Cebu and Cagayan de Oro have their own ham production capabilities, their total production will not be able to supply the needs of the regions unless the ban on Luzonproduced pork-based processed meats is rationalized,” the Philippine Association of Meat Processors Inc. (Pampi) said. As such, a temporary oversupply is expected to hit Luzon while prices of the

Public holidays in the Association of South East Asian Nations (ASEAN) average 15 holidays only per year,” he said in his explanatory note. PLDT, Globe landline numbers change to 8-digit from 7
I
n case you missed it, every person with a landline number in Metro Manila now has to dial an ~*extra*~ digit whenever they make a call. This change was implemented on October 6, 2019. On October 27, 2017, the National Telecommunications Commission (NTC) issued Memorandum Order No. 10-10-2017. This required two of the country’s leading telecommunications entities—PLDT and Globe—to “address the insufficient number of assignable exchange codes.”
The NTC assigned each Public Telecommunications Entity (PTE) operating within the local exchange area “02” their own identifier. For PLDT, it’s “8.” For Globe, it’s “7.” For Bayan, it’s “3.” Let’s use PLDT as an example. This means, if your PLDT landline number is 123-4567, your *new* digits are: (8)123-4567. What if a relative from the province wants to call, how do they reach you? They’ll have to do the usual national

Redesigned P5, new P20 coins unveiled in December

he Bangko Sentral ng Pilipinas (BSP) said the redesigned P5 and new P20 coins will be released in circulation early next year after the ceremonial unveiling in December. The BSP said the enhanced P5 New Generation Currency coin will be more distinct from other denominations in the NGC Coin Series. Lawmakers pushed for the recall of the new P5 coin design as consumers were confused because of its similarity with the P1 coin. However, the BSP clarified that the P5 coins are thicker and heavier compared to
the P1 coins. Another major difference is the face of revolutionary leader Andres Bonifacio in the P5 coins. The BSP said changes in the soon to be released redesigned P5 coins were based on studies on the design, security features and specifications of the new coin. It said official photographs and specifications of the new coins will be presented by BSP Governor Benjamin Diokno during the launch. A study conducted by the University of the Philippines revealed that the P20 banknote is the most-used denomination for payments across the country.
Because of this, the P20 bills are easily rendered unfit for circulation and returned to the BSP for replacement. “As such, the issuance of a coin in lieu of a banknote is more cost efficient in terms of currency production in the long run,” the BSP said. Nevertheless, the central bank added that the latest addition to the NGC Coin Series would retain major elements of the P20 banknote. The design and features of the new coin shall make it easily distinguishable from the other denominations in the NGC Coin Series. It clarified the new P20 coin would coexist with the P20 bill as legal tender. The
P20 banknote will be gradually removed from circulation through natural attrition. “The lifespan of a coin when re-circulated is more than 10 to 15 years compared to banknotes, which is less than one year,” BSP Assistant Governor Dahlia Luna said. Apart from the P20 bill, the new generation currency series released in 2010 include the P50, P100, P200, P500 and P1,000 banknotes, while the new generation currency coin series released in 2018 include the one-sentimo, five-sentimo, 25-sentimo, one-peso, five-peso and 10-peso coins. —Philstar
About to miss your flight? Cebu Pacific offers flexible rebooking

ebu Pacific on (October 16) launched CEB Flexi, the country’s first flight addon that allows passengers to rebook until 2 hours before departure for a fee. CEB Flexi aims to address “pain points” of passengers who miss their flights due to emergencies, failed visa and leave applications, traffic or bad weather, Cebu Pacific vice president for Marketing and Customer Experience Candice Iyog said. Passengers, especially those with advanced bookings availed during Piso fare events, can take advantage of the feature, she said. “Every time we have a super seat sale, we
received this feedback from our customers... so we said how can we give passengers more control over their booking so that when they are booking for 12 months in advance they can have a little more comfort with making that booking,” Iyog said. When availed during booking as an addon, passengers will be able to rebook their flights up to 2 times and until 2 hours before departure for a minimal fee, the country’s largest carrier said. Starting Oct. 22, CEB Flexi will be available as an add-on when booking flights online or through the mobile app for P499 to

BSP Governor Benjamin Diokno likewise affirmed the identification purpose of the national ID, where it replaces the two government-issued ID requirements for
opening a bank account under existing KYC rules. “That would be very helpful for most of our en banc because as you know, farmers don’t usually have a passport or driver’s license, so now in this, PhilID is all you need to open an account,” Diokno noted. Under Republic Act 11055, also known as the Philippine Identification System Act, the presentation of a PhilID is sufficient proof of identity for transacting business with private entities. Upon authentication, the ID can be used to open bank accounts and other financial transactions, among other services that require proof of identity. The national ID also forms an important
part of the digital financial inclusion agenda for the BSP, where it provides an opportunity to include people in the financial system who are unable to open a formal account due to the lack of an acceptable ID. The MOA between the BSP and the PSA involves the printing of 116 million blank ID cards for the central bank, with the PSA tasked to collect the personal information that will be included in the IDs. The national ID will contain the name, sex, date and place of birth, blood type, and address of an individual, along with biometric data that includes a front-facing photograph, a full set of fingerprints, and an iris scan. —PNA

Young Filipino Gymnast Carlos Yulo is the Philippines’ first World Champion

or the first time ever, the Philippine national anthem was played in the world gymnastics stage after Filipino teen gymnast Carlos Edriel Yulo made a historic mark of winning the Philippines’ first ever world championship gold in gymnastics. The 19-year-old trailblazer bagged a gold medal in the men’s floor exercise of the 2019 World Artistic Gymnastic Championships late Saturday, 12 October, in Stuttgart, Germany just a few days after claiming his ticket to the 2020 Tokyo Olympics. Carlos was the second Filipino to secure a berth in the said Olympics after pole-vaulter EJ Obiena. The young gymnast topped the competition with a score of 15.300, besting Israel’s Artem Dolgopyat (15.200) and China’s Ruoteng Xiao (14.933). The shy kid turned celebrated teen gymnast’s name has been making rounds not only in the national newsstands but also beyond the Philippine shores because “Caloy”, as he is fondly called, is also the first Southeast Asian male gymnast to capture a gold in the world championships. Babaran will be presented with the Choice Award at the 6th Taiwan Literature Award for Migrants award ceremony for a poem titled “Kapirasong Papel,” which is written from a man’s perspective about facing his wife who has been having an affair while working abroad. The inspiration for “Kapirasong Papel” came about one day when she was in her dormitory and heard a woman scream at her husband on the telephone because he was having an affair while the woman
was working abroad in Taiwan, Babaran said. But when she started composing the article, she changed the story to the wife committing the affair while overseas, while the husband was at home looking after their family and children, Babaran said. Babaran said she got the inspiration from her father, who did not betray the marriage and instead concentrated on taking care of the children while her mother was working overseas. The part in “Kapirasong Papel” that touched her the most was that when the husband discovers his wife’s affair, he is on the verge of losing control, but eventually calms down when he hears his child’s
voice, Babaran said. Babaran, who lives in Taoyuan, works in a semiconductor factory and has been in Taiwan for 12 years. Prior to this year’s award, Babaran won the Jury Award at the 5th Taiwan Literature Award for Migrants in 2018 for an article titled “Latay sa Laman,” in which she expresses her love for her father. The award ceremony for the 6th Taiwan Literature Award for Migrants will be held Sunday at the Alishan National Forest Recreation Area in Chiayi County. OFW groups hit PhilHealth rate hike
A
dvocates of migrant workers deplored new government rules that would exact up to P50,000 from overseas Filipino workers (OFWs) even before they leave the country. Former Labor Undersecretary Susan Ople said the implementing rules of the government’s health care program requires that all land-based OFWs pay their premiums to the state-run Philippine Health Insurance Corp. (PhilHealth) before they are issued overseas employment certificates (OECs). But Ople said that OECs were conceived “to identify and protect OFWs who followed government-prescribed rules on overseas employment.” “It was never meant to be used by other agencies as a collection tool,” said Ople, daughter of deceased former Sen. Blas F. Ople who dispatched the country’s
first official overseas contract workers in the 1970s when he was labor minister. “The salaries of our domestic workers abroad have been stagnant for more than a decade,” said Ople, who heads the Blas F. Ople Policy Center. ‘Undue’ imposition “Asking them to pay that much considering that they will be away from the country for at least two years would cause undue burden given their vulnerable status and work conditions,” Ople said. Another OFW advocate, foreign employment specialist Emmanuel Geslani, asked how aspiring OFWs could even pay for increased PhilHealth premiums when they have yet to earn anything. Where will they get money? “Where will they get the money? If
this is enforced, obviously the agencies will shoulder that payment… which is objectionable to the [recruitment] industry,” he said. Health Secretary Francisco Duque III and other health officials signed the new rules on (October 10), only weeks after anomalies at the PhilHealth were uncovered. The anomalies remain unresolved. Under the new rules, the premium rate for OFWs was also changed from an annual fixed rate of P2,400 salary-based rate to a salary-based rate. This means that by next year, OFWs would be subjected to the 3-percent premium rate, similarly imposed on professionals and workers in the formal sector. At an income floor of P10,000 and ceiling of P60,000, an OFW should pay between P3,600 to P21,600 annually. Reaching the stars in 5 years

By 2025, the premium rate will increase to 5 percent and the income ceiling will be raised to P100,000. At that rate, the annual premium will be between P6,000 and P50,000, depending on one’s income. The new rules also now require that OFWs submit an “acceptable proof of actual income” and if they fail to do so, they will be charged with the rate based on the income ceiling. Current PhilHealth rules state that premiums can be “paid in advance for two years to five years, or depending on the duration of the employment contract with the overseas employer.” Easier to be undocumented “This makes leaving as tourist workers more enticing to avoid all these predeparture expenses,” Ople said. Based on Philippine Overseas Employment Association data, the deployment of new hires has slowed down from 582,816 in 2016 to 420,639 last year. The number of rehired workers has also slumped from over a million in 2016 to just a little over 600,000 last year. Ople noted though that despite the decline, remittances have remained steady. “What does this mean? Two things: there are more workers leaving through the backdoor and we are no longer as competitive compared to other laborsending countries since it is getting more expensive to hire Filipinos,” she said. While both Ople and Geslani recognize the importance of social protection, they stressed that the rates shouldn’t be “astronomical” that it becomes a burden to workers.
DOH tip: ‘True generics’ cheaper than ‘branded generics’

ere’s a tip from the Department of Health: Filipinos are starting to favor cheaper generic medicines over branded ones, but can save more by buying “true generics” over “branded generics.” “Innovators” who develop first-of-its-kind drugs get 20 years to sell these exclusively and cover costs for their research and development, noted Dr. Anna Melissa Guerrero, program manager of DOH’s pharmaceutical division. After the 20-year period, other pharmaceutical firms can make copies of the drugs, known as “generics.” “Branded generics”, which have cornered 52 percent of the drug market share, are usually produced by big pharmaceutical firms and have advertisements, making them pricier than “true generics” that have no brand name and only comprise 6 percent of the market, she said. “May choice kayo, either bumili kayo ng pinakamurang generic, branded generic or iyong pinakamahal na branded,” Guerrero told radio DZMM. Tao lamang sa mga nilalang ng Diyos ang may kamalayan na siya ay mamamatay. Hindi nga lamang niya alam kung kailan. Walang Tsonggo, aso, pusa, baboy o kalabaw na naghahanda sa kanilang pagkamatay o naglibing man nang kanilang kauri. Sinabi ni Adrian Rogers, isang mangangaral, na kung hindi ka handang mamatay, hindi ka handang mabuhay. Ang nakakatatawa pa raw ay ang mga tao ay mas interesado malaman ang kanilang pinagmulan (Origin of Species) kaysa sa kanyang patutunguhan (Destiny of the Species). Ang kaluluwa ay mananatiling buhay matapos ilibing ang bangkay ng tao sa lupa. Kailangan alamin kung saan patutungo ang kaluluwa mo. Limang minuto matapos kang mamatay, magdidilim ang lahat. Ang mga mahal mo sa buhay ay mag-iiyakan at hindi mo na maririnig. Hindi ka na maabot pa nang bulungan at usapan sa tabi mo. Pero, saan, saan patutungo ang iyong spirito at kaluluwa limang minuto matapos kang mamatay? Wala nang panahon magsisi pa. Wala nang paraan para makabalik pa limang minuto matapos kang mamatay. Mahaba ang walang hanggan. Tunay na mahaba ito. Kaya kawawa ang kaluluwa kung nagkamali ito limang minuto matapos mamatay. Ipinahayag ni Jesu Cristo, Bugtong na Anak ng Diyos ang katotohanan tungkol patutungunhan ng kaluluwa sa pamamagitan ng paghahambing sa dalawang taong namatay mula sa Biblia (Luke 16:19-31). Ang mayaman ay kumakain araw-araw ng masasarap, nagdadamit ng magagara at nabibili ang gusto. Samantalang ang mahirap, bahagya na makatikim ng masustansiyang pagkanin. Ang maging mayaman ay hindi naman sinasabing masama o kasumpa sumpa ng Panginoon Diyos. Puede yumaman ang tao at mapagpala ng kayaman. Maraming pinagpala at mayaman sa storya ng Biblia gaya ni Abraham, Haring David, at iba pa. Subalit kapag yumaman, ang tagubilin ay huwag mong italaga ang iyong puso sa kayamanan kundi sa nagpala at nagbigay sa iyo ng kayamanan na walang iba kundi ang Diyos. Hindi ka nagkaroon ng yaman kung hindi ka binigyan ng talino, abilidad at opportunidad upang makamtan mo ito. Ang turo ng Panginoon ay tulungan ng mga mayaman ang mga hikaos sa buhay, hindi alipustahin o lalong idiin pa sa kahirapan. Marami ang interesado sa lifestyle ng mga mayaman. Laging nakatala sa mga babasahin at facebook ang kanyang pigura. Sinusundan ng marami ang kanyang ginagawa, isinusuot, kinakain, uri ng sasakyan at iba pang bagay. Sa storya ni Jesus, ang mahirap naman ay namumulot ng mumo na nahuhulog sa hapag ng mayaman. May mga mayaman, ayaw man lamang limusan o bigyan ng makakain ang mga kapos palad gaya sa storya. Para sa kanila, walang ambisyon at batugan ang mga mahihirap kaya sila mahirap. Hindi daw dapat bigyan ng ano man para magbanat ng buto. Sa isip nila, dapat lamang sa mahirap ang kalalagayan nila. Maaaring tutuo sa ilan ito subalit mag-ingat sa akala sapagkat maraming dahilan kung bakit nasadlak sa gayon ang ibang tao. Kailangan rin matanto nang mga mayaman na sa biyaya lamang din ng Diyos kaya sila umunlad sa buhay. Puedeng bawiin ng Diyos ang kanilang kayamanan. Tutuo na hindi rin gusto ng Diyos na malagay sa kahirapan ang tao. Binigyan ng Diyos ang bawat isa nang kakayanan, talino, abilidad at opportunidad upang mapa-unlad ang sariling kalagayan kung magsisikap. Gaya halimbawa ni Manny Pacquiao na mula sa pagiging mahirap ay naging Bilyonaryo. Ginamit niya ang kinaloob ng Diyos sa kanya at nanatiling umaasa sa Diyos sa kabila ng kanyang kayamanan ngayon. So, sa kuwento ni Jesus, inihambing ang kalagayan ng dalawang tao sa daigdig.

Nagulat lamang ako sapagkat nakita ko siya dito. Nakatakdang sunduin ko siya tatlong araw mula ngayon sa kanilang probinsiya sa Davao duon sa Pilipinas.” Oo, tutuong lahat tayo ay mamamatay. Malimit ang mga mayaman kapag namatay ay nakahimlay sa magarang kabaong, napapaligiran ng mga mahalimuyak na bulaklak at maliwanag na ilawan. Binibisita ng maraming tao at mga nagbibigay ng parangal. Sinasabi ng mga tao, “siya ay mabuti at matuwid na tao.” Subalit pakatandaan. Sinabi ng Biblia,” Ayon sa nasusulat, walang matuwid, wala kahit isa.” Sa mata ng tao, may matuwid na tao. Sa mata ng Diyos, walang matuwid sapagkat ang lahat ay nagkasala (Roma 3:23). Bilangin mo ang nagawa mong kasalanan mula ng ikaw ay ipanganak. Mga kasalanan mo sa isip, sa salita at gawa. Iyan ang patutuo na tama ang Diyos. Walang matuwid ano man ang iyong kalalagayan sa buhay, natapos o titulo. Presidente ka man, pari, madre, pastor, janitor, guro o ano man. Sinabi ng Biblia, ang kabayaran ng kasalanan ay kamatayan (Roma 6:23). Kaya nga namamatay ang lahat ng tao. Kaya mayaman o mahirap, kinikilala o hindi, mamatay at huhukuman ng Diyos (Hebreo 9:27). Sa kuwento ni Jesus, ang mahirap ay namatay. Sa panahon nuon, kapag namatay ang isang mahirap, ibang beses, itinatapon na lamang sa tambakan ng mga basura. Hindi na inililibing. Ganito ang pagkapahayag, “Sa gitna ng kanyang pagdurusa sa daigdig ng mga patay, natanaw ng mayaman si Lazaro sa piling ni Abraham. Kaya’t sumigaw siya, ‘Amang Abraham, maawa po kayo sa akin. Utusan po ninyo si Lazaro na isawsaw sa tubig ang dulo ng kanyang daliri at basain ang aking dila, dahil ako’y naghihirap sa apoy na ito.” Pansinin na may malay ang kaluluwa sa kabilang buhay, sa daigdig ng mga patay. Nakararamdam (nagdurusa sa apoy). Nakakakita sapagkat natanaw ng mayaman ang mahirap sa piling ni Abraham. Nakapangungusap sapagkat nagsalita kay Abraham. Tinugon ni Abraham ang paki-usap ng mayaman, “Anak, alalahanin mong nagpakasasa ka sa buhay noong ikaw ay nasa lupa, at si Lazaro naman ay nagtiis ng kahirapan.” Maliwanag na may koneksyon ang uri ng ating buhay sa lupa duon sa kabilang buhay. Maalala ng tao ang lahat ng mga ginawa niya sa lupa duon sa kabilang buhay. Tandaan na hindi napa-impiyerno ang mayaman dahil mayaman siya kundi sa inasal at inugali niya nuong nabubuhay pa siya sa lupa. Nagpakasasa ang mayaman ng walang habas. Samakatuwid, naging idol niya ang kanyang
kayaman at ipinalit na niya ito sa Diyos. Ang kayamanan niya ang naging dios niya at pag-asa imbes na nagpasakop sa kalooban ng Diyos. Iyon ang kasalanan niya kung kaya duon siya sa impiyerno napatungo. Ano man ang estado o kalagayan mo sa lupa, huhukuman ka ng Diyos sa iyong pagkilala o hindi pagkilala sa Diyos. Sa kuwento ni Jesus, inihayag ang pinatunguhan ng mahirap. Ganito ang sabi ni Abraham, “Subalit ngayon ay inaaliw siya rito.” Ang mga naapi o ang mga nagdalamhati sa buhay sa lupa na kumikilala at tumatawag sa Diyos ay pinangakuan ng Diyos. Ganito ang pahayag ng Biblia sa Mateo 5:3-4, “Pinagpala ang mga taong walang inaasahan kundi ang Diyos, sapagkat kabilang sila sa kaharian ng langit. Pinagpala ang mga nagdadalamhati, sapagkat aaliwin sila ng Diyos.” Oo, aaliwin ng Diyos ang mga taong ang tanging pag-asa ay ang Diyos dito sa lupa duon sa kabilang buhay. Mga taong nanalig ng lubos sa Diyos lamang kay Jesus (Juan 3:16). Puede ang isang mayamang tao sa lupa ay tumungo sa tahanan ng Diyos kung ang pag-asa niya ay nasa Diyos din at hindi sa kaniyang kayaman. Sila ay tiyak na kasamang aaliwin ng Diyos sa langit. Puedeng mangyari na ang ibang mahirap ay tumungo din sa impiyerno kung ayaw manalig nito kay Jesus habang buhay pa sa lupa. Hiwalay ang kalalagyan at patutunguhan ng dalawang uri ng taong ito. Ganito ang sabi ni Abraham sa mayamang nagpakasasa sa lupa, “Bukod dito, may malaking bangin sa pagitan natin, kaya’t ang mga naririto ay hindi makakapunta diyan at ang mga naririyan ay hindi makakapunta rito.” Oo, may bangin na naghihiwalay sa mga kaluluwa sa impiyerno at mga kaluluwang nasa kaharian ng Diyos. Hindi makakatawid ang nasa impiyerno sa langit at ang nasa langit naman ay hindi makakatawid tungo sa impiyerno ayon sa pahayag ni Jesus. Kaibigan, sa lupa hindi pareho o hindi balansado ang kalalagayan ng tao. Subalit matapos mamatay ang tao, itutuwid ng Diyos ang lahat. Ibabalanse ng Diyos ang lahat. Sa tutuo lang, inumpishan na ni Jesus na mabalanse sa lupa ang patutunguhang landas ng bawat isang tao bago mamatay. Dahil nga patungo ang lahat sa impiyerno gawa nga na walang taong matuwid sa lupa, kinusa ng Diyos na ihandog ang Bugtong na Anak na si Jesus. Ito ay upang Siya ang magbayad nang kasalanan nang sanlibutan sa pamamagitan ng pagkamatay niya sa krus. Ang sinumang magsisisi at ilalagay ang pag-asa kay Jesus Cristo ng buong puso habang buhay pa sa lupa ay makatitiyak na susunduin at idadala sa kaharian ng Diyos kapag namatay (Juan 14:1-3). Ang mananatiling magtitiwala sa sariling lakas, talino, katanyagan, kayamanan o sa ibang nilalang at hindi kay Jesus ay makatitiyak na sa impiyerno patutungo (Juan 3:16). Kaya kaibigan, saan mo isinasalig ang iyong kaluluwa habang buhay ka pa sa lupa ngayon? Binibigyan ka pa nang pagkakataon upang ituwid ang iyong relasyon sa Diyos ngayon. Gawin mong tutuo ang magsisi sa pagiging makasalanan at manalig ka kay Jesus na iyong Tagapagligtas at Panginoon ngayon na. undreds of Filipinos gathered in New Taipei for a beauty pageant that featured women of Ilocano lineage, over the age of 40. The Ilocanos are one of the largest ethnolinguistic groups in the Philippines and trace their origins to the provinces along the northwestern seaboard of Luzon. At the pageant, dubbed “Search for Fashionista De Senora,” 13 contestants between the ages of 42 and 63 appeared on stage at a community center in fashion gowns and were judged on elegance, appearance, and presentation. The competition in New Taipei’s Tucheng District was part of the celebrations to mark the 6th anniversary of the Taiwan Sorority of the Confederation of Ilocano Association, Inc., Samahang Ilokano (CIASI). “The focus of the anniversary celebrations this year is to show the beauty of older women, who can compete onstage just like younger ones,” said Marie Grace Pastor, a trustee on the CIASI sonority board. The event, attended by about 600 Filipinos, also honored older women for their service to the Ilocano community, she said. Most of the competitors did not have a chance to participate in such activities when they were younger, as they had to work hard to provide for their families, Pastor said. The beauty pageant was won by
Geraldine G. Domingo, who works in Taipei’s Neihu District as a caregiver and has been supporting her children and parents. “I feel I am successful because since I have been working in Taiwan, my daughter has graduated from university in the Philippines with a degree in engineering,” she said. “My son is also now a manager at a bank.” The celebrations were attended by Filipino community leaders and officials, including Nelson Palaris, assistant director for notarials at the Manila Economic Culture Office in Taipei. In an address at the ceremony, Palaris said the Ilocanos are an influential group in the Philippine community in Taiwan. “Ilocanos are also Filipinos, they must cradle not only Ilocanos but also all Filipinos, especially those who are in distress,” said Palaris, who is also of Ilocano heritage. “Promote love, promote peace, and promote unity.” The celebrations also included dance performances and other cultural presentations. Since CIASI was established in 1975, the membership of the CIASI sorority and fraternity around the world has grown to over 1 million, with more than 421 chapters, according to CIASI International Sorority President Jacqueline Reyes. The CIASI Sorority Taiwan, founded in Oct. 2013, has about 170 members, according to Pastor. —China Post
FDA rejects rumor that noodles have harmful additives
T
he Food and Drug Administration (FDA) rejected an online rumor that instant noodles contained harmful preservatives, saying that the products do not contain any preservatives. During typhoon days when most stores are closed, many Taiwanese tend to eat instant noodles or canned foods that are easy to prepare and have a long shelf life, the agency said. However, online posts claiming that preservatives in these foods could be harmful to health, or could cause “mummification” have caused concern among the public, it said. However, the concerns are unfounded, as the packaging process of the products does not require the use of preservatives, the agency said. Instant noodles are prepared by removing all water from the products by flash-frying or hot air drying, it added. The lack of water significantly reduces the chances of microorganisms growing on the noodles, the agency said.
The method of removing water to preserve food is also used in many dried vegetable, fruit and meat products, it said. A combination of processes, including sterilization and heating foods to high temperatures, is used in canning to kill microorganisms, it added. Candied or salted foods are prepared using osmosis to replace their water content with sugar or salt, which slows the reproduction of microorganisms, it said. As the growth of microorganisms is affected by temperature, packaging plants can extend the shelf life of food products by heating them to high temperatures or freezing them, the agency said. For example, fresh milk undergoes high-temperature treatment, or pasteurization, to kill microorganisms, it said. However, consumers must still pay attention to packaging to ensure all food safety information is provided and that the product has not expired, the agency said. —Taipei Times

group of Taiwanese employers of migrant caregivers called on the government to establish a review mechanism to disqualify workers who are unfit to perform their jobs. Chien Li-jen (簡麗貞), a member of the Taiwan Foreign Workers and Employers Group, which advocates for employers’ rights, said her group receives 20 to 30 phone calls a day from people complaining about foreign caregivers they have hired. According to Chien, many of the complaints came because the caregivers allegedly performed poorly, particularly after learning that they have to care for critically ill patients in need of full-time attention. Chien cited one case in New Taipei City in May when a caregiver allegedly left a person who uses a wheelchair in the sun for two hours while she played on her cellphone. The patient nearly died from cardiac arrest. The caregiver later filed to transfer to another employer, a request that was granted by the New Taipei City Department of Labor, even though the department had been informed of the incident and the original employer’s concerns that the worker was not fit for the job, Chien said. According to the Ministry of Labor, the caregiver said that her employer did not give her enough food and forced her to assume a heavy workload, which is why she applied to change employers. The ministry approved her request because the original employer did not provide sufficient evidence to support their accusation. Chien said the decision only reinforced her belief that the labor policy protects migrant workers at the expense of their

There is no review mechanism to weed out caregivers who are unfit to care for others, Chien said, adding that once a migrant caregiver files for a transfer to another employer, that person must find a new job before their former employer can hire a replacement. Such policies are unfriendly toward families who have relatives who need care day and night, Chien said, adding that the authorities need to change the rules. The group also suggested that the government limit a migrant worker’s ability to change employers to three times in three years — the standard length of a migrant worker’s contract — as opposed to the unlimited number of transfers currently allowed. The ministry said it would revoke a migrant worker’s right to work in Taiwan and ask them to leave the country if local governments or judicial agencies deem the worker to have seriously violated the country’s laws. The ministry did not respond directly to the group’s appeals. —Taipei Times
Taiwan eyes 500,000 tourists from PHL: official

aiwan is eyeing half a million Filipino visitors at the end of 2019 amid increasing travel exchanges between Manila and Taipei in recent years. From January 1 to August 31 this year, more than 330,000 Filipino tourists visited Taiwan, representing an increase of 14% over the same period last year, Taipei’s representative to Manila Peiyung Hsu said. The increase in Filipino visitors to Taiwan was mainly due to the visa exemption policy implemented by Taipei for the Philippines in 2017. “Our target is 500,000 by the end of this year, and I urge all of you to take advantage of our program giving Filipinos two-week visa-free entry into Taiwan,” said Hsu, Taiwan’s de-facto envoy to the Philippines, at a diplomatic reception Thursday night. Manila and Taipei have no formal diplomatic ties in deference to the OneChina Policy. Taiwan is represented by the Tawan Economic and Cultural Office, which acts as its embassy in the Philippines. Taiwan is a self-ruling democratic island which separated from mainland China in 1949. In recent years, the Philippines and Taiwan have launched a number of visa
liberalization measures which have resulted in a rapid increase of visitors. The visa-free privilege, Hsu said, is a reflection of Taiwan’s goodwill and friendship towards all Filipinos and aims to build stronger bilateral relations and closer people-to-people connectivity. “You probably already know about Taiwan’s delicious food, beautiful scenery, plentiful shopping, and friendly people. Taiwan launches Asia’s first shared scooter service

sia’s first scooter-sharing brand was launched in Taiwan by WeMo Scooter in 2016. Today, more than 200,000 people rent scooters each month. When WeMo Scooter went online, only 200 scooters were provided. Compared with today’s 3,000 vehicles available in Taipei and New Taipei, WeMo Scooter estimates that by the end of the year, there will be around 8,000 scooters to supply the demand of 6 million people. WeMo Scooter has also recently provided a new “All you can eat” service for members. Meanwhile, competing electric scooter brand, Gogoro, has also launched its “GoShare” service last month, with 1,000 scooters already available in Taoyuan. The most appealing feature of the new service is its AI face ID function, which can shorten the registration process to a mere 3 minutes. In addition, the related app is able to recommend the best rides for users, enriching their experiences. Taiwan girl becomes colorblind due to excessive phone use
A
16-year-old girl from Kaohsiung, surnamed Liu, became colorblind during her summer vacation due to excessive use of her phone, local media reported on Monday. According to Dr. Hung Chi-ting, her continuous exposure to blue light damaged some cells in her eyes and led to “red-green color blindness.” “It’s the first case in the world,” Hung said to the Chinese-language Liberty Times. Liu is fortunate enough that she started her medical treatment at an early-phase, Hung said, adding that she has healed completely from her condition. According to local media, Liu spent more than 10 hours a day on her smartphone. She often used her phone in the dark during her summer break. Liu started her medical treatment in September after realizing that she couldn’t distinguish the traffic lights anymore, almost causing an accident while crossing the street. Another concern was that Liu gradually lost her ability to see in the dark. “I didn’t know the light was red. A relative, who pulled me back when I intended to cross the street, asked me why I was recklessly crossing the street at a red light,” Liu said. Following her treatment, Hung recommended spending less than 5 hours a day on your smartphone, suggesting taking 10-minute breaks every thirty minutes.
Shilin Night Market hit by another rip-off complaint

aiwanese netizens were buzzing with discussion and negative talk about Taipei’s Shilin Night Market (士林 夜市), after a woman reported that she was ripped off when buying grilled beef cubes. In a posted message on the Web site Baoliao Gongshe, the woman said she visited Shilin Night Market and ordered two portions of grilled beef cubes, which cost her NT$600. “The vendor did Officers inspecting grilled beef stall in Shilin Night not put up a price list, and I ordered two Market. (Photo from Taipei City Government) portions, thinking the price would be around NT$200, which was what I paid for grilled beef cubes at other similar vendors. But I was shocked when the proprietor told me to pay NT$600,” the woman said. “I had this item at other places, so I thought it would be the same prices as others, a small portion for NT$100 and a large portion for NT$200. That was why I did not ask for the price beforehand,” she added. “As the food was already prepared and done with, I reluctantly paid the money... But I did not enjoy eating the beef cubes, due to feeling that I was cheated,” she said. One person wrote, “Maybe it was the way you dressed, the vendor thinks you were a tourist.” Another person on the site said, “It is a hard lesson to learn, but do not buy from any night market vendors who do not list prices, they always rip you off.” Other comments included: “I also had a bad experience there, so I advise people not to go to Shilin Night Market,” and “most Taiwanese people do not go for food at the major city night markets, and the vendors now target foreign tourists with deceitful practices and overcharging.” It was more bad publicity for Shilin Night Market, after news that an employee at a game shop flashed a knife in front of an Australian man, allegedly due to a misunderstanding. This year and in the past, there have been numerous reports of tourists being ripped off when buying cut fruit at night markets. Due to these reports, this once-popular Taipei attraction has earned a bad reputation and is described as being a “tourist trap” by international visitors and bloggers. —Taipei Times

Filipinos amused at Tagalog ‘please keep quiet’ sign in N. Taiwan
F
ilipinos are getting a big chuckle out of a sign spotted inside a bus in northern Taiwan, which admonishes Filipino passengers in Tagalog to not make noise. A photo of the sign inside a bus first appeared on the Filipino migrant worker Facebook page Mga Pasyalan Sa Taiwan on Monday (Oct. 14) and was quickly shared that same day on website OFW Buddy and Facebook page Siklab PINOY SA Taiwan before being shared the next day PINOY Refresher. The posts drew many comments from Filipino migrant workers, who were amused at the sign’s contents and the fact that only Tagalog was present, as opposed to Mandarin and the languages of other major migrant worker nationalities, such as Indonesian and Vietnamese. The full text of the sign reads “Pakisuyo: Huwag Maingay!” which in Tagalog means “Please: don’t be noisy!” Another photo on the page showed a Chinese version below the Tagalog sign, which read “Please keep quiet when inside the bus” (車內請保持安靜). The photos were taken by Ariel Abalos, who lamented on Mga Pasyalan Sa Taiwan: “Reminder to all Filipinos here in Taiwan. Sadly, there are Filipino words and a Chinese translation written inside the bus.” Abalos told Taiwan News that the photos were taken on Sunday evening (Oct. 13) at 7 p.m. as he rode the bus from the Taoyuan High Speed Rail Station to Taoyuan’s Zhongli District. Abalos is a 27-year-old Philippine national who works in quality control at a Taiwanese factory in Taoyuan’s Luzhu District. He says that he has lived in Taiwan for two years and that he has never noticed Filipino passengers being particularly loud on the bus. The website OFW Buddy suggested that the sign indicates “(Taiwanese) notice our behavior in terms of being noisy in public.” OFW Buddy then advised Filipinos taking the bus to “please, minimize your voice.”

Taiwan’s police bust telecom fraud ring targeting migrant workers
P
olice have busted a telecom fraud ring that tricked migrant workers into handing over their personal information and used it to register for phone numbers, which they then sold to other telecom fraud operations to scam victims of money, the Central Investigation Bureau (CIB) said at a press conference on (October 18). A total of 12 suspects, including eight Vietnamese migrants and spouses, were arrested in raids that took place in several cities in Taiwan on (October 16) and (October 17), the CIB said. The CIB’s Telecom Investigation Corps Deputy Commander Lin Ming-chun (林明俊) said the suspects sent Vietnamese sales agents to locations frequented by migrant workers on weekends, where they obtained the victims’ personal information by offering to help them register for a mobile phone number free of charge. Because many migrant workers are unfamiliar with the application process and do not speak the local language, they often rely on middlemen to help them apply for phone and internet service, Lin said. In this case, however, the suspects allegedly used the migrants’ personal information to apply for phone numbers for the purpose of selling them to telecom fraud organizations. Telecom fraudsters prefer to use phone numbers that cannot be traced back to them
to make calls to trick people into transferring money to them. Some of the victims who received phone calls from the fraudsters using the phone numbers registered under the migrants’ names reported the numbers to the police. Lin said that by analyzing the database of the phone numbers reported to the 165 Anti-Fraud and Internet Scam Hotline, police discovered a large proportion of recent telecom fraud activity came from numbers that were registered to migrant workers. Following an investigation, police launched a series of raids on Wednesday and Thursday, arresting the 12 suspects in Taoyuan, Taichung, Tainan, and Chiayi cities. The suspects are expected to face charges of forgery and fraud, and will be turned over to district prosecutors following interrogation, Lin said. Police said the migrant workers did actually get a phone number from the middlemen, but the fraud ring’s members would use the migrants’ personal details to apply for additional phone numbers with other telecoms providers, and those extra numbers were the ones that were sold and used to make the calls. It’s not yet clear how many people were scammed using these phone numbers and how much money was tricked from them. The case is under further investigation. —Focus Taiwan

DOLE warns jobseekers against impostor social media accounts

he Department of Labor and Employment on Sunday warned Filipinos against social media pages and accounts pretending to be Labor department employees and offering job opportunities locally and abroad. DOLE said its Information and Publication Service received a report from a jobseeker claiming she discussed a local job opportunity with a man who claimed to work at the department and who introduced himself as Arthur Villena. The jobseeker said she got the details from a Facebook page called “DOLE Job Assis-
tance-Local and Abroad.” The page was said to have used the Labor department’s official logo, training documentation, and a photo of former Labor Secretary Rosalinda Baldoz. The page was also said to have posted offers across four continents. Job positions include nurses, caregivers, managers, restaurant staff and more. A Facebook page that bears the same name and elements mentioned is still active. It lacks the standard blue verification badge and provides an external link different from DOLE’s official website address. The jobseeker who reported to DOLE

Filipino photographer Marlon Villaverde from Lucban, Quezon has won the 2019 EyeEm Awards (photojournalist category) for his “Mahal na Senyor” or “Image of the dead Christ” photo. EyeEm Awards is considered the world’s biggest photography competition, joined this year by about a million photographers from several parts of the world.
