UN council seat proof that PH respects human rights: Palace

he Philippines’ recent election to the United Nations Human Rights Council is proof the Duterte administration respects human rights, Malacañang said.

Presidential Spokesperson Salvador Panelo said the country’s reelection to the council for another three-year term is “a recognition that our government respects human rights and will not tolerate abuse by those in authority.” “Getting a seat in the UN Human Rights Council is a repudiation of the critics and detractors on President Duterte’s unrelenting war against illegal drugs,” he said in a statement.

According to Panelo, UN memberstates voted for the Philippines because they recognized illegal drugs as a global problem.

“The Philippines is at the forefront of this gigantic fight and is showing the way how to slay the dragon of destruction,” he said.

The Philippines on Friday won a seat at the United Nations Human Rights Council despite strong opposition from an international human rights group, the

Department of Foreign Affairs (DFA) earlier said.

The Philippines garnered 165 votes of 192 votes cast by member-states, the DFA said in a statement. With the victory, the Philippines will get to serve another threeyear term in the 47-member Council based in Geneva from 2019 to 2021.

Aside from the Philippines, the other member-states elected by the General Assembly were Argentina, Austria, Bahamas, Bahrain, Bangladesh, Bulgaria, Burkina Faso, Cameroon, Czech Republic, Denmark, Eritrea, Fiji, India, Italy, Somalia, Togo, and Uruguay.

The Philippines is serving a fresh threeyear term in the Council after its election in 2015. It is serving as Vice President representing the Asia-Pacific Group, according to the DFA. The Philippines first served in the Council from 2007 to 2009 and then from 2012 to 2014.

Senate repeals SSS law; expands coverage to OFWs

O

verseas Filipino Workers (OFWs) may soon avail of programs offered by the Social Security Systems (SSS), as part of reforms introduced in a Senate bill overhauling the SSS charter.

Senate Bill 1753, or the proposed “Social Security Act of 2018” was approved by the Senate on the third and final reading.

The bill was authored and sponsored by Senator Richard Gordon, chair of the Senate Committee on Government Corporations and Public Enterprises. “The SSS must be given a chance to do what they can for the people because the government could not base its policies on fear but on trusting the people, especially those with tremendous responsibility,” Gordon said.

The bill was also authored by Senate President Vicente Sotto III, Senate President Pro-Tempore Ralph Recto, Senate Majority Leader Juan Miguel Zubiri, Senate Minority Franklin Drilon, along with Senators Loren Legarda, Francis Escudero, Cynthia Villar, Antonio Trillanes IV, Joel Villanueva, Joseph Victor Ejercito, Grace Poe, Sherwin Gatchalian and Nancy Binay. The bill was approved with 20 affirmative votes, zero negative vote and no abstention. Gordon said the bill effectively repeals the 21-year old Social Security Law, or Republic Act 1161, as amended by Republic Act 8282 and expands the power of the SSS to ensure the long-term viability of the said system.

‘Duterte wants Boracay as standard for Philippine resorts’

P

resident Duterte wants the kind of environment compliance now being implemented in Boracay applied to other tourist destinations in the country, Interior Secretary Eduardo Año said.

Año said significant improvements were made in Boracay, including the clearing of obstructions to roads and the easement of the beachfront. He stressed the need for an environmental compliance certificate (ECC) from the Department of Environment and Natural Resources (DENR) before a local government unit or a private entity is allowed to operate an environmentally critical project.

“Sometimes there is a flip side to development as unchecked development takes its toll on the environment. While we encourage the influx of new businesses, local governments should always consider the potential impact of new projects on the environment and to nearby

residents,” Año said.

He cited the tragic environmental degradation of Boracay Island as a classic example of how unregulated development could turn a holiday destination into a cesspool. Presidential Decree 1586, issued on June 11, 1978, said “no person, partnership, or corporation shall undertake or operate any declared environmentally critical project or area without securing first an ECC.” Applications for ECCs are reviewed and granted by the DENR through its Environmental Management Bureau (EMB).

An ECC is issued after a positive review of the project’s application and should indicate that a proposed undertaking will not cause a significant negative impact on the environment. The project proponent must then fulfill the specific measures and conditions indicated in the ECC before and

during the operation of the project and even after the project completion.

An ECC also certifies that the proponent has complied with all the requirements of the Environmental Impact Statement (EIS) system and has committed to implement its approved environmental management plan.

In cases where the DENR-EMB finds that an ECC is not applicable, a Certificate of NonCoverage (CNC) is issued to confirm that the proposed project is not part of the EIS system and poses no environmental threat.

Meanwhile, the Department of Labor and Employment (DOLE) will stop providing financial grants to those affected by the closure of Boracay.

“As the number of application exceeded the funds allocation for the program, priority shall be given to those who were profiled and verified,” said Labor Secretary Silvestre Bello

in an advisory.

He added that the agency would also stop processing new applications from workers whose names are not included in the database of profile for affected formal workers. Immediately after the island’s closure, DOLE reached out to an estimated 18,000 affected workers and offered a grant under its Adjustment Measures Program (AMP). However, only a few affected workers initially availed themselves of the program prompting DOLE to simplify its process.

The financial support component, which is equivalent to 50 percent of the prevailing minimum wage in Region VI or about P4,205, shall be provided monthly for a maximum of six months regardless of the status of affected workers, with the reckoning period starting from the date of the beneficiary’s displacement.

The bill also calls for the improvement of doctor-to-patient ratio, upgrading of hospital bed capacities and equipment as well as establishment of hospitals in remote areas.

co-sponsor of the bill, said the passage of the measure will address once and for all the fragmentation of health care delivery system by providing a framework for the integration of the health system at the level of provinces and highly urbanized cities.

“With the passage of this landmark measure, we deliver a very important piece of legislation to our people,” she said.

“It is also a special victory for the Senate as we celebrate its 102nd anniversary,” Hontiveros added. Senate President Pro Tempore Ralph Recto, meanwhile, noted that the end objective of the bill is to stop Filipino families from being “one sickness away from financial bankruptcy.”

“(What we wanted is) for all of them to have access to affordable and quality health care, that will not only cure them, but above all, prevent them from being sick,” he said in his explanatory statement.

“Ito pong batas na ito ay isang reseta na lulunas sa maraming sakit ng ating sistemang pangkalusugan (This bill is the prescription that will solve the many illnesses plaguing our health system),” Recto said.

On the other hand, Senate Minority Leader Franklin Drilon expressed the minority’s elation over the passage of the

universal health care bill.

“We have crossed party lines to find universality in health care,” he said in his own manifestation speech.

He also took the opportunity to push for the restoration of the PHP30-billion cut in the proposed 2019 of the DOH budget.

“It is both ironic and sad that as we push this legislation, the Department of Budget and Management (DBM) has found it necessary to chop off billions in pesos in our national budget,” he said.

“It is sad to note that we still see the PHP30-billion cut in the DOH budget which puts in danger 15,000 health workers, nurses principally,” Drilon added.

It is for this reason, Drilon said that he introduced an amendment in the UHC bill to make all health personnel permanent.

The amendment was carried and incorporated in the final Senate version.

“The reason is that we cannot succeed in our dream of adequate health care unless we have enough health workers to provide the services so necessary,” he said.

It is also for this reason that the minority would not permit the passage of the DOH budget without the restoration of the PHP30billion cut, he added.

The United Nations Environment Programme has found that the Philippines is one of five countries that produces half of the plastic waste in the oceans.

According to a 2015 study, the Philippines wastes a staggering 6,237,653 kg (6875.84 tons) of plastic per day, of which 81 percent is mismanaged. —GMA News

Senate approves Universal Health Care bill

he Senate passed on third and final reading the landmark Universal Health Care Bill which seeks to guarantee equal access to quality and affordable health services for all Filipinos.

Senate Bill 1896, or the Universal Health care for all Filipinos Act, was approved with a 14-0 vote with no abstention.

The proposed measure seeks to institute reforms in the mandates, responsibilities and jurisdiction of agencies that implement the country’s universal health care program, such as the Department of Health (DOH), Philippine Health Insurance Corporation (PhilHealth) and local government units (LGUs).

Under the bill, all Filipino citizens, including overseas Filipino workers (OFWs) will automatically be enrolled into the PhilHealth, whether as direct contributor (those who have the capacity to pay premiums) or indirect contributor (those sponsored by the government like the indigents, senior citizens, among others).

For indirect contributors, premium subsidy shall be included annually in the General Appropriations Act (GAA).

PhilHealth coverage would also be expanded to include free consultation fees, laboratory tests and other diagnostic services.

Pinoys’ average lifespan will rise to 74 in 2040: study

L

ife expectancy in 2040 is set to rise at least a little in all nations but the rankings will change dramatically, with Spain taking the top spot while China and the United States trade places, researchers said.

With a projected average lifespan of nearly 85.8 years, Spain—currently in 4th place with an average lifespan of 82.9 years—will dethrone Japan, which sits atop the rankings today with a lifespan of 83.7 years, but will drop to 2nd place (85.7 years) in 2040.

In a shift that will be seen by some to reflect a superpower changing-of-the-guard, the world’s two largest economies effectively swap positions compared to 2016: in 2040 the US drops from 43rd to 64th (79.8 years), while China rises from 68th to 39th (81.9 years).

Out of the 195 countries in the study, the Philippines ranked 129th with an average lifespan of 70.2 years in 2016. Life expectancy is forecast to rise by four years to 4.2 in 2040, but the country’s ranking will drop to 132nd place.

For the world as a whole, the researchers’ study projected a five-year gain in lifespan, from 73.8 in 2016 to 77.7 in 2040.

They also forecast more optimistic and pessimistic scenarios, in which life expectancy increases to 81 years in the first case, and essentially stagnates in the second.

“The future of the world’s health is not preordained,” said lead author Kyle Foreman, head of data science at the Institute for Health Metrics and Evaluation (IHME) at the University of Washington.

“But whether we see progress or stagnation depends on how well or poorly health systems address key health drivers.”

Smoking and poor diet The top five “drivers,” or determinants, of

average lifespans two decades from now are all related to so-called “lifestyle” diseases: high blood pressure, being overweight, high blood sugar, along with alcohol and tobacco use.

More generally, the world will see an acceleration of the shift already under way from communicable to non-communicable diseases, along with injuries, as the top cause of premature death.

Ranking a close sixth is air pollution, which scientists estimate claims a million lives a year in China alone.

After Spain and Japan, the countries with the greatest longevity in 2040 are projected to be Singapore (85.4 years), Switzerland (85.2 years), Portugal and Italy (84.5 years), Israel (84.4 years), France (84.2 years), Australia and Luxembourg (84.1 years). The world’s poorest countries in 2018 will continue to fair poorly when it comes to life expectancy, according to the study, published in The Lancet.

"Inequalities will continue to be large,” said IHME director Christopher Murray.

“In a substantial number of countries, too many people will continue earning relatively low incomes, remain poorly educated, and die prematurely.

“But nations could make faster progress by helping people tackle the major risks, especially smoking and poor diet,” he added in a statement.

Tobacco consumption alone claims about seven million lives each year, according to the World Health Organization. In 2016, four of the top ten causes of premature mortality were noncommunicable diseases or injuries. In 2040, that figure is expected to rise to eight-out-of-ten.

Government to impose SRP for rice

T

he government will implement suggested retail prices (SRPs) for rice beginning October 23, Agriculture Secretary Emmanuel Piñol said.

For regular milled imported rice (25 percent brokens), the SRP is P37 per kilo or less. For well-milled imported rice (5 percent brokens), it is P40 per kilo or less.

For regular milled local rice, the SRP is P39. For well-milled local rice, it is P44 or less.

Piñol, who also heads the National Food Authority Council (NFAC), said there would be no SRP for special rice.

“The imported rice will be clearly identified as imported Vietnam, imported Thailand, imported Pakistan, whatever.

And local rice will properly be identified as Philippine local rice,” he said.

“There will be no more use of Sinandomeng, fake Dinorados, no more Super Angelica, no more yummy rice. These are the reforms,” he added. The agriculture chief pointed out that “there is no uniformity in the market,” which prompted the DA to impose SRPs for rice to stop profiteering and bring down prices of the staple. “We will have to rationalize the whole thing and this is for the protection of [the Filipino consumers,” Piñol said. “There is no effect to our farmers.

Actually we work out everything so that the farmers will also be protected,” he added.

A consulting team or council will be

formed so that each sector will be represented in the monitoring of the prices of rice in the market, he said. Piñol expects prices of rice to go down by the end of the month with the start of the local harvest season and the arrival of imported grain.

The Agriculture department will also impose SRPs for chicken and pork starting October 23 as part of the government’s efforts to bring down prices. For chicken, the SRP will be farmgate price with a maximum cap of P50, according to Chester Warren Tan, president of National Federation of Hog Farmers Inc. The standard for pork regular cut will be farm gate price plus P70. SRPs for choice cuts, however, will still be defined.

Farm gate prices are what farmers or livestock growers charge traders before the produce is brought to the market.

“If our farmgate price is low, the consumers will also enjoy a low price because the SRP will be based on the farm gate prices,” Tan said.

Jayson Cainglet, spokesman of the Samahang Industriya ng Agrikultura, said with the imposition of SRP, the agriculture sector would no longer be blamed for inflation.

“Economic managers always look at prices of pork and chicken when it comes to food prices. We want to clarify that inflation is not driven by the farm produce but rather the alleged profiteering of some retailers in our markets,” he said. —Manila Times

Amid inflation, ‘noche buena’ to be costlier

wo-thirds of “noche buena” (Christmas Eve feast) goodies like “queso de bola,” fruit cocktails and pasta cost more as their suggested retail prices (SRPs) have risen, giving no relief to Filipinos who have spent the past months tightening their belts because of soaring inflation.

Only a fourth of the Christmas goodies kept the same price, according to Trade Undersecretary Ruth Castelo, who heads the consumer protection group of the Department of Trade and Industry

The list of the goodies included a few new products that were not covered before by SRP. Asked for comment, Trade Secretary Ramon Lopez said the price increases should not create panic among consumers.

“Those that increased are the high-end brands and only on special products, like premium ham and [queso] de bola, fruit

cocktail and mayonnaise,” Lopez said.

“But basic, regular and mass-based brands of ham [and queso de bola have] no price increases,” he added.

While the DTI assured consumers that new SRPs would remain unchanged until the end of the holiday season, a consumer group led by a former trade official feared this would “set the stage” for even higher prices.

This is because SRPs act more as a guide than a rule, according to Victorio Dimagiba, president of Laban Konsyumer Inc. (LKI).

Noche buena goodies are not considered basic necessities or prime commodities, unlike other manufactured goods covered by the SRP.

Dimagiba said the SRPs of queso de bola increased within the range of P20 to P55, while those of ham across different brands

went up by P5 to P38.75.

Price increase range Based on LKI’s computations, these are the ranges of price increase of the following products as of Oct. 13: fruit cocktail (P2.25 to P10.75), cheese (P1.90 to P18.10), sandwich spread (P0.25 to P9.80), mayonnaise (P0.30 to P25.75), pasta/ spaghetti (P0.85 to P4.50), elbow and salad macaroni (P0.95 to P6.50), spaghetti sauce (P0.20 to P3), creamer (P2 to P6.50) and tomato sauce (P0.25 to P5.501).

Dimagiba, who used to lead the same consumer protection group under the DTI, said manufacturers had historically increased prices in December amid inflation.

The spike this year, however, is significantly higher than that recorded a year ago, giving manufacturers more pressure to push up their prices, according to Dimagiba.

As of September, inflation rose to 6.7 percent compared to a year ago, the highest in nearly a decade. This was largely driven by the 9.7-percent price increase of food and nonalcoholic drinks, according to the Philippine Statistics Authority.

In contrast, inflation grew only 3 percent in the same month last year.

“It was the DTI that set the stage. It set the SRPs higher compared to last year,” Dimagiba said.

Further increase expected

“Inflation will push manufacturers to further increase those items as we enter December,” he added.

Castelo dismissed this, however, noting that the DTI would only consider any new adjustment on the SRPs “after the 2018 Christmas season.” —Inquirer

DFA: Passport appointment available within 2 weeks to a month starting October

A

n appointment for passport processing will now be available within two weeks to one month at most from the previous timeline of two to three months, the Department of Foreign Affairs (DFA) announced.

In a statement, the DFA said such significant reduction of waiting time was due to the DFA’s implementation of electronic payment system for passport application and the opening of 10,000 passport appointment slots at 12 noon and 9 pm from Monday to Saturday, except holidays.

“From the 9,500 passports that were being processed daily in May last year, we have increased our capacity to almost 20,000 passports a day. We endeavor to increase this number to 30,000 by the end of the year,” Foreign Affairs Secretary Alan Peter Cayetano said. Likewise, the increased number of passports processed on a daily basis will also reduce the number of days of passport processing starting October 1.

Starting next month, those who paid a regular processing fee of P590 would be able to secure their passports after 12

instead of 15 working days. Those who paid the express processing fee of P1,200, on the other hand, will receive their passports within six instead of seven working days.

“We made a promise to President [Rodrigo Duterte] and to our kababayan that we will work hard to give them fast, efficient, and secure passport services. Shortening the length of time our kababayan would have to wait before they could receive their passports is part of that promise,” Cayetano said.

He also disclosed that applicants in DFA

Consular Offices outside Metro Manila can receive their passports after 12 working days instead of 20 for regular processing, while those of expedited processing will be able to get their new passport within seven instead of 10 working days The DFA, however, is still working on reducing the waiting time for passport applications filed at Philippine Embassies and Consulates General around the world which takes as much as two months.

“Providing better passport services is at the heart of our work at the DFA,” Cayetano said.

scalp also needs to have the right pH level to stay healthy, so best take in consideration how you cleanse it. “When you burn the scalp, it becomes unbalanced. [It’s] pH level... should be 5.5, but it becomes 4, 1, or 0. Then

You should also check the kind of conditioner you’re getting. “There are two kinds of conditioner: one is for [the] scalp… one is basically for the hair. [If it’s for the hair] you have to start lathering the conditioner from the shaft going downwards. The Philippine Airlines (PAL) and Cebu Pacific (CEB) are also reminding passengers heading to Boracay to ensure they have pre-booked a hotel before flying, to avoid inconvenience.

In an advisory, CEB reminded passengers bound for Caticlan and Kalibo to show proof of confirmed hotel bookings.

This is due to the new requirement for tourists to pre-book in a governmentaccredited hotel before they could fly to the island of Panay.

“We strongly advise guests to check if their chosen hotel or resort has been certified compliant and permitted to operate,” the advisory added.

These hotels and resorts must be compliant with the requirements of the Department of Tourism, Department of Environment and Natural Resources, and the Department of the Interior and Local Government.

Boracay has been closed for tourists for six months since April 26 for the island’s environmental rehabilitation. It is scheduled to re-open on Oct. 26.

PAL also reminded its passengers about the “no booking, no entry” policy in Boracay.

Spokesperson Cielo Villaluna earlier said there will be a verification booth at the Caticlan Airport and Kalibo International Airport.

CEB is set to resume its flights to Caticlan on Oct. 26, while PAL will have its flights to and from Caticlan and Kalibo starting Oct. 28.

sa ka ba sa mga namomroblema dahil bigla na lang nakakarinig ng matining at mala-pitong tunog sa iyong tainga na hindi naman nanggagaling sa iyong paligid?

Ayon sa isang otolaryngologists o doktor sa tainga, ilong at lalamunan, tinatawag ang karanasang iyon na “tinnitus” at maaari raw isa itong babala mula sa utak na may problema sa pandinig ang isang indibidwal.

“May naririnig kayo na perception pero wala naman talagang nagje-generate ng sound. So, saan nanggagaling iyong sound?

Hindi sa tainga ninyo eh, it doesn’t come from there, it comes from your brain,” sabi ni Dr. Paco Abes sa programang “Good Vibes” ng DZMM. “It’s a warning sign from your brain that there might be something wrong with your hearing [Babala ito mula sa iyong utak na maaaring may mali sa iyong pagdinig],” paliwanag ni Abes.

Pero may mga pagkakataon din naman daw na ang tinnitus ay bunga ng mga ugat na malapit sa tainga.

“Minsan kasi ang tinnitus nanggaling kasi sa pagtitibok ng puso, kapag tayo ay may ugat na malalaki na malapit sa tainga,” ani Abes.

“When I see patients with tinnitus na walang physical na pinanggagalingan, kunyari ugat na tumitibok or anything na malapit sa tainga, then most of the time, it is some form of hearing loss.”

Mayroon naman daw mga paraan para magamot ang tinnitus.

Isa na rito ay ang pagtugon sa “hearing loss” o problema sa pandinig, ayon kay Abes.

Ayon pa kay Abes, puwede ring sumailalim sa therapy para matutunang hindi na makarinig ng matining na tunog.

Ipinaliwanag ni Abes na mayroon ding mga kondisyon sa pagdinig na hindi lang pisikal ang gamutan kundi sikolohikal din o may kinalaman sa pag-iisip.

“When it comes to masking the sound, kailangan ma-divert iyong attention mo... na iniisip mo na wala na iyong pito na ‘yon... it’s called cognitive behavioral therapy,” paliwanag ni Abes.

“When it comes to hearing and dizziness, a lot of it when it comes to the treatment is not just physically na titingnan natin, tatanggalin natin ‘yong barriers, gagamutin ka ng gamot.

It also entails psychological treatment.”

Paano ang tamang paglilinis ng tainga?

Maaaring magdulot ng pagkabingi at iba pang mga komplikasyon ang pagpapabaya at maling paglilinis ng tainga.

Sakaling magkamali ng paglilinis at matamaan ang ear drum o ang bahagi ng tainga na tila manipis na tisyu at responsable sa pagdadala ng tunog sa gitnang bahagi ng tainga, maaari itong magkaroon ng bitak o mabutas at magdulot ng problema sa pandinig.

Maaari ring maimpeksiyon ang tainga kung masugatan ito habang nililinis.

Isa sa mga komplikasyong maaaring idulot nito ay ang pagkakaroon ng luga, o ang mala-sipon na likidong dilaw na tumutulo

palabas ng tainga. Kung hindi ito magagamot, mabaho ang amoy nito at puwede rin itong magdulot ng pagkabingi.

Ipinapayo ni Dr. Natividad Almazan, isang eyes, ear, nose, throat specialist, na ang bukana lamang ng tainga ang linisin.

Kumuha ng manipis na tuwalyang basa at saka gamitin ito sa paglilinis sa bukana ng tainga.

Huwag ipasok ang cotton buds, daliri, o iba pang matutulis na bagay bilang panlinis ng tainga dahil, maliban sa puwede nitong matusok ang eardrum, maaari rin nitong maitulak ang earwax paloob. Kung mangyari iyon, mas lalong mahihirapan sa pagtanggal nito dahil sa pagtigas ng namuong earwax Huwag ding maglilinis ng tainga kung may kasama o may taong katabi dahil maaaring masagi ang kamay at matusok ang tainga.

Upang mas mapangalagaan ang pandinig, marapat na kumain ng masustansiyang pagkain.

Iwasan din ang sobrang paggamit ng earphones o headphones nang matagal at nang malakas ang pinatutugtog.

Magsuot ng pamprotekta sa tainga kung kailangang magtrabaho sa mga lugar na maingay o kung makaririnig ng sunod-sunod na paputok.

Maaari rin namang ipaubaya ang paglilinis ng tainga sa doktor upang masigurong ligtas ang pagsasagawa nito.

Condé Nast (CN) Traveler said Siargao emerged the top choice of its readers in Asia in the 2018 Readers’ Choice Awards. The survey asked readers to rank the 30 best islands in the world outside the United States.

It said the survey covered far-flung “stunners” in Southeast Asia to volcanic outcrops in the Mediterranean.

This year, CN Traveler, which revealed the results on Oct. 9, broke down the top islands in the world by region.

The published survey also referred to surfers as the “vanguard” of travelers, scoping out some of the more remote parts of the world for surf breaks before others get there.

“Siargao, the teardrop-shaped Philippine island home to more than 15 separate surf breaks, including the legendary Cloud 9, which counts surfing superstar Kelly Slater and Red Hot Chili Peppers’ Anthony Kiedis among its fans, has been popular for a few years, but our readers, an adventurous sort, have caught on.

There’s enough white sand to go around,” said CN Traveler.

Tourist traffic Ana Nuguid, Department of Tourism (DOT) regional director in Caraga, said the recognition would help push interest among local and foreign tourists to visit the island.

“What Siargao garnered is a huge help in promoting the island destination to the rest of the world,” she said.

“We are still promoting it to other countries and we want to promote it globally, not only in the Philippines. Having [been] named the best island in Asia by one of the top travel publications is a great promotional booster for our regional tourism industry,” Nuguid said.

The DOT recorded 163,245 domestic and foreign visitors in Siargao from January to June this year, an increase of 24.54 percent from 131,079 visitors in the same period last year.

“The sudden… increase in tourist arrivals [this year] is just the beginning,” Nuguid said.

“This is an indication of a trend that more will come in the next few months [and will continue] well into 2019.”

bill filed at the Senate proposes requiring prospective car buyers to show proof of availability of parking space before they can buy a vehicle. Senate Bill No. 201 (Proof of Parking Space Bill) was filed by Senator Sherwin Gatchalian to address the problem of illegal parking which worsens traffic. Those found lying about having a parking space will also be penalized. The bill also aims to ensure that emergency vehicles will have ample space on the roads. Some Filipinos interviewed were not in favor of the bill. “Unfair po. ‘Yung may gustong bumili ng sasakyan ngayon ‘di na makabili kasi walang parking,” said Lovely del Rosario. “Ang tinitira niya ‘yung mga civilian. ‘Yung mga company na nagbebenta ng sasakyan, wala,” said Jonie Serbito. Gatchalian however clarified that the bill does not intend to prevent people from buying vehicles. “Ang intention ng bill hindi para pagbawalan ang pagbili ng sasakyan. You can buy 10 cars, you can buy 20 cars as long as you have 10 parking slots and 20 parking slots of your own,” Gatchalian said. A citizen, Edwin Saclayan, is in favor of the bill, saying, “So it’s about time na merong mag-open niyan. Siguro matagal na dapat ginawa ‘yon.”

Bongga! ‘Trapo’ make it to Oxford English Dictionary

wo more Filipino words were entered into the Oxford English Dictionary last month.

Among the 1,400 words and phrases the dictionary listed in its newest entries are bongga and trapo. Oxford entered bongga, “which means extravagant, flamboyant, impressive, stylish or (more generally) excellent.” Hotdog, a popular Filipino band in the 1970s, used the word in its hit song “Bongga ka ’day,” which narrated the people’s amazement with a woman – apparently rising out of poverty – who donned expensive clothes and coiffed hair upon entering a nightclub. Meanwhile, Oxford defined trapo as “a politician perceived as belonging to a conventional and corrupt ruling class.” The word is short for “‘traditional politician,’ but alludes to the Tagalog trapo (rag), which in turn is borrowed from Spanish,” it added, highlighting the “multilingualism of the Philippines.” Oxford integrated other Filipino words that are related to food – bagoong, bihon, calamansi, carinderia, ensaimada, palay, panciteria, sorbetes and turon. The first Filipino-rooted word to be included in the dictionary was ‘abaca,’ which made it to the OED’s first edition in 1928. ‘Pinoy’ and ‘adobo’ were added in 2006, ‘presidentiable’ and ‘balikbayan’ among those included in 2015, and ‘kilig’ and ‘teleserye in 2016.

52% of Filipinos believe they are poor – SWS

M

ore Filipinos consider themselves as poor, the latest Social Weather Stations (SWS) survey revealed. Based on the survey conducted from September 15 to 23, the SWS found that 52 percent or 12.2 million families believe they are poor. This is a four-point increase from the 48 percent recorded last June. This was the highest recorded self-rated poverty since December 2014 which reported a similar 52 percent. A total increase of 10 percentage points were recorded this year with 42 percent self-rated poverty last March. The polling body also found that among the 12.2 million families who rated themselves as poor, 8 percent are “newly poor” or those who used to be non-poor one to four years ago, and 6 percent are “usually poor”, or those who used to be non-poor five or more years ago. SWS said the nationwide increase in self-rated poverty in the third quarter of 2018 was because of the sharp increases in Balance Luzon and Mindanao.

Diokno: Fuel tax hike suspension to cut jeepney drivers’ subsidy in 2019

B

udget Secretary Benjamin Diokno on October 17, said the fuel subsidy for jeepney drivers will be affected when the second round of higher excise tax on oil is suspended. Jeepney drivers were supposed to receive as much as P20,515 in 2019 under the Pantawid Pasada program, with the expected P2 increase in excise taxes on gasoline and diesel. Asked how much the subsidy would be, the budget chief said it would be computed the “same as the 2018 budget.” This year, drivers received P5,000 for the last 6 months of 2018, with a budget of P977 million. With the suspension of the fuel excise tax hike next year, economic managers said the government stands to lose P41 billion. Because of this, Diokno said spending on noninfrastructure items may be cut. The budget chief gave assurances that expenditures will not be cut “right away” as a team will be created for that. He also said investments on education, health, and social welfare will still be prioritized. Under the Tax Reform for Acceleration and Inclusion (TRAIN) law, excise tax on fuel would be increased from 2018 to 2020. To ease the burden of higher oil prices, the government gave asubsidy to around 179,000 jeepney drivers across the country. The TRAIN law also states that tax increases may be suspended if Dubai crude oil prices average at $80 per barrel for 3 straight months.

Diokno advises consumers not to buy Noche Buena items way ahead of Christmas

udget Secretary Benjamin Diokno said consumers should not buy Christmas food items too early as this behavior creates inflationary pressure. “‘Wag na muna bumili ngayon kasi ‘yung hoarding nakakadagdag ‘yan sa inflation,” Diokno said in a forum in Manila. He then gave the assurance that inflation would slowdown before Christmas. “I’m sure bababa na,” he said.

The Duterte administration’s economic team earlier said that inflation would ease in the fourth quarter of 2018 before settling within the government’s target of 2 to 4 percent next year. “Kaya ‘wag na tayong mag-panic... ‘Wag muna kayo bibili ngayon kasi baka masira pa ‘yan sa Pasko, tsaka you have to refrigerate—dagdag cost pa ‘yan,” Diokno said. Filipinos usually buy Noche Buena products for the traditional Christmas eve dinner. These include pasta, fruit cocktail, ham, tomato sauce, mayonaise, cheese, among others. Inflation clocked in at 6.7 percent in September, driven by higher prices of food and non-alcoholic beverages.

Last month’s inflation print is the fastest in over nine years since it came in at 7.2 percent in February 2009.

Step 1: Register for a BM Online Account

Go to the BM Online System. Fill out the fields under New User, accept the Terms of Service, and click the Sign Me Up button.

Check your email (the account you registered) for a confirmation link from the POEA. Click on the link to active your BM Online account.

Step 2: Log in to the BM Online System

Once you see a notice on the screen that says your account has been activated, you can already sign in. Under Already Registered, enter your email address and password.

After logging in, an OEC Number Verification pop-up will appear. Enter your last issued OEC number.

If you can’t remember it or the system found no records, set an online appointment for securing an OEC.

MMDA to deploy over 3,000 personnel for Undas

he Metro Manila Development Authority (MMDA) will deploy over 3,000 personnel to help maintain order during the observance of All Souls and All Saints Days.

MMDA spokesperson Celine Pialago said these personnel include traffic enforcers and members of their Sidewalk Clearing Operations Group. “Nasa mahigit 3,300 enforcers [ang idi-deploy], at hindi lang ho iyan. Kasama ho diyan ‘yung sidewalk clearing operations group, ‘yung mga magbabantay sa major cemeteries,” she said.

The personnel will be deployed in Manila North Cemetery, Manila South Cemetery, Bagbag Public Cemetery in Quezon City, Loyola Memorial Park and San Juan

Public Cemetery. MMDA will be in charge of traffic rerouting in these cemeteries, Pialago said. Pialago also said a “no absent, no dayoff” policy will be implemented in MMDA days before the All Saints and All Souls Days and during the holidays itself.

“October 27 to 28 no absent, no dayoff policy para sa mga tauhan ng MMDA. Babalik ‘yung policy sa November 1. Magnonormalize yung regular deployment sa November 3,” she said. The MMDA official also said they will assist in inspecting buses and bus terminals in anticipation of the throngs of travelers who will go home to their provinces for the long holiday.

2018 Taiwan Migrant Literature Awards held in Taipei

T

he fifth annual Taiwan Migrant Literature Award ceremony was held at the National Taiwan Museum in Taipei on Sunday, Sept. 30.

The event included a modern contemporary dance performance along with script readings from the winners, including Loso Abdi, Yuli Riswati, and Pratiwi Wulansari, all from Indonesia, also Louie Jean M. Decena from the Philippines.

The opening ceremony itself was choreographed by modern dancer Liu I-chin (劉詣芩), and performed with background music by Chen Tzu-chi.

This year, a former Indonesian migrant worker in Taiwan, Loso Abdi, managed to win the first prize, with his piece of writing which was titled “Tentang Cinta” or “About Love” ( 關於愛). It tells the story of a foreign care worker who takes care of a special child.

It was the second time Loso Abdi won the competition, as he also won first prize

in 2016, with his work entitled “Song of the Waves” (海浪之歌), a short story about a foreign fisherman crew and the ship's captain.

Both of his works have also received the teens choice award. Meanwhile, Melinda M. Babaran, who joined the competition for the first time, wrote “Latay sa Laman” or “Whip Scar on the Flesh” (鞭打的痕跡), which tells about her life experiences and also shares a lovely tale of reconciliation between a daughter and her father who had passed away. She received the jury award for her work.

Another participant from the Philippines, Louie Jean M. Decena, expressed her love for her family in her hometown through her work “Ang Mahiwagang Kahon ni ltay” or “Dad’s Mysterious Box” (爸爸的神祕箱子).

She was inspired to write the story when her father sent a “Balikbayan,” which made her recall her childhood memories. Apparently, Balikbayan is a term for a huge package that is usually sent by Filipino migrant workers to

their family or vice versa. She won the teens’ choice award and also the jury award.

Some other works that were recognized and received awards shared thoughts and stories about the hopes of migrant workers and their relationships with people in Taiwanese society.

Two Indonesian migrant workers in Hong Kong, Yuli Riswati and Pratiwi Mulansari, travelled to Taiwan to receive their awards. Additionally, another award winner from the Philippines was not able to come to the ceremony as she was serving a prison sentence in Taiwan. Her work tells about the difficulties she faced defending her innocence in court, and also about how she was prevented from hiring a lawyer from the Philippines.

Hosted by the Southeast Asia Educational, Scientific and Cultural Association and sponsored by Ministry of Culture, this year’s competition received

a total of 553 submissions in Tagalog, Indonesian, Vietnamese, and Thai, mostly submitted by migrant workers or new immigrants. The competition was open to those who have worked or lived in Taiwan, Hong Kong, Macau, Malaysia, or Singapore.

There were some VIP guests at the event, including Hung Shih-yu (洪世佑), Head of the Taiwan National Museum; Chen Ying-fang (陳 瑩芳), Head of the Ministry of Culture's Public Relations Department; Liao Fu-te (廖福特), CEO of the Taiwan Democracy Foundation; Tung Tzu-hsien (童子賢) CEO of Pegatron Co.; Chen Fang-ming (陳芳明), a professor from NCCU; Juan Shu Ting (阮舒婷) and Juan Ho-an (阮荷安), the Vietnamese judges; the teens' award judges; the representative from the Manila Economic and Cultural Office in Taipei, Carlo L. Aquino; and last but not least, the representative of the Indonesian Economic and Trade Office in Taipei, Adila.

deprived of rest to the point of sleeping only three hours a day for five consecutive days, the report said. Under Taiwan’s laws, foreign crew members are entitled to a minimum of 10 hours rest in a 24-hour period and four days off per month.

The FA also enumerated in its report a list of complaints by crew members on physical abuse inflicted by the Taiwanese skipper and a Filipino chief and problems such as poor medical treatment and sanitation, lack of clean drinking water and life jackets.

In May, the Kaohsiung-based fishing vessel was detained in Cape Town, South Africa until the end of June.

The news was only made public in July when the International Labor Organization (ILO) said the boat was detailed following complaints by the crew that working conditions violated the Work in Fishing Convention, which established basic

standards for work on board ships.

According to the ILO, Fusheng No.11 was the first vessel to be detained since the implementation of the convention in 2017.

In a quick rebuttal to the allegations of mistreatment, the FA said at the time the ship was detained mainly because it was listing to one side and its rescue equipment too old to meet the convention’s requirements, adding that it was released after the problems were addressed.

Early last month, the Environmental Justice Foundation (EJF), a nongovernmental organization based in the United Kingdom, made further allegations about grave abuses and illegal fishing on board the vessel based on interviews it conducted with six Indonesian crew members in August.

In the wake of the EJF findings, the FA launched an investigation into the allegations when the ship arrived in Kaohsiung on Sept.

Fisheries Agency (FA) investigation released confirmed the veracity of recent allegations made against a Taiwanese fishing boat over poor working conditions, prompting the FA to fine the vessel’s owner, provisionally revoke its license, and refer the case to prosecutors over possible human trafficking offenses.

Several gross violations of Taiwan’s laws and regulations relating to the employment of foreign crew members were identified on board Fusheng No.11 (福甡11) when operating in the Atlantic Ocean, Wang Maochen (王茂城), deputy head of the FA Deep Sea Fisheries Division, said at a press conference.

The Taiwan-Asia Exchange Foundation (TAEF), a national think tank focused on the New Southbound Policy, on October 12 signed a memorandum of understanding (MOU) with the Philippines-based Ramon Magsaysay Award Foundation to enhance cooperation and exchange.

TAEF Chairman Michael Hsiao (蕭新煌) and Trustee of the Ramon Magsaysay Award Foundation Maria Cynthia Rose Bautista signed the MOU on the sidelines of the Yushan Forum in Taipei.

The MOU marks the first step by the TAEF to develop links with international think thanks, connect with international NGOs and nurture young leaders in the region, Hsiao said. Discussing upcoming collaborative projects, Hsiao said the TAEF will invite recipients of the Ramon Magsaysay Award to visit Taiwan and promote exchanges between young leaders in the region. The Ramon Magsaysay Award Foundation and the TAEF share the belief that development should engage as many people as possible and not just government or business, Bautista said.

Bautista said she sees potential in the TAEF advancing its engagement initiatives because a people-centric approach under the New Southbound Policy allows it to not only work with governments and businesses, but also embrace civil society and people in different communities.

MECO photo exhibition opens in Taipei

photo exhibition organized by the Manila Economic and Cultural Office (MECO), the Philippines representative office in Taiwan, opened in Taipei (October 13), displaying the 50 best photos selected in a recent competition.

The exhibition, which is being held at the Red House in Ximending until Oct. 21, is the first of its kind in Taiwan, presenting images of the natural landscape, culture and people of the Philippines, according to MECO. Speaking at the opening ceremony, Philippine representative to Taiwan Angelito Tan Banayo said he hoped the exhibition would help attract more Taiwanese tourists to the Philippines.

Ruwen Verdaguer, an employee of Philippine Airlines who won the second prize overall in the MECO photo competition in May, said it took him almost an entire night to capture the perfect shot of the Basco Lighthouse. The photo shows the lighthouse, against a starry sky, on Naidi Hills on the island of Batanes, which Verdaguer said is very close to Taiwan. “It took me almost all night to get that photo,” Verdaguer told CNA, describing himself as someone who is

passionate about photography. Verdaguer, who is in Taiwan with his family for the exhibition, has several other photographs on display at the exhibition, which is aimed at promoting Philippines tourism.

At the ceremony, Verdaguer and the other winners in the competition were presented with prizes in the different categories.

Gov't introduces new online application process for foreign residents

he government has introduced an online residency application system for overseas compatriots and foreign students in order to streamline the application process.

Students and overseas compatriots seeking residency status no longer have to waste time waiting in long lines at the National Immigration Agency. The amount of working days needed to process visa extensions and renewals has also been reduced from five to two, helping to make the procedure a little less

stressful. According to statistics, there are over 51,000 foreign students currently attending school in Taiwan. National Immigration Agency service centers are regularly crowded full of newly arrived students at the start of each semester. It is hoped the change will save students the hassle of queueing up for hours to process visas.

Administrative director of Taiwan’s Office of International Cooperation, Chang Hsun-ming (張訓銘), has expressed happiness at the change. He extended his

gratitude for the help of all those at the Taipei City Service Center, as he will no longer have to personally guide new students through the process each time. The students can, instead, receive their permits quickly and with ease.

Mocha nag-resign na!

Romnick Sarmenta, Harlene Bautista hiwalay na

utual ang naging desisyon ng magasawang Romnick Sarmenta, 46 years old at Harlene Bautista 45 years old, na maghiwalay after almost two decades of being together.

The couple was quick to add na walang third party involved sa kanilang break-up.

Tatlong beses ikinasal sina Harlene at Romnick – civil wedding nu’ng 1999; church wedding noong 2000 at nagkaroon ng renewal of vows noong 2002 sa Las Vegas.

Nagbunga ng limang anak ang kanilang pagmamahalan – sina Abijah, Zeke, Bo, Nirel at Uela.

Humiling sina Harlene at Romnick ng privacy sa kanilang joint statement.

“Romnick and I have five beautiful children, whom we love and treasure very much – we have spent many years together as best friends and partners in everything that we have done,” Harlene said in a statement.

“Even more so in raising our family, we will always be great friends if not the best of friends.

“With the greatest respect and mutual love, wanting nothing but happiness for each other we decided to part ways.

LTFRB approves P10 jeepney fare for November 2018

ommuters will have to pay a minimum fare of P10 come November after the Land Transportation Franchising and Regulatory Board (LTFRB) approved the petition of five transport groups for a fare hike.

In a decision, the LTFRB made permanent the P1 provisional increase granted in July 2018 plus an additional P1, increasing the minimum fare to P10 for commuter jeepneys.

LTFRB chairman Martin Delgra III and board member Ronaldo Corpus signed the decision that would take effect 15 days after publication of the order in a newspaper of general circulation.

Representatives from Delgra’s office refused to comment, noting the document that was leaked remains unofficial as it has yet to be signed by the executive director of the LTFRB.

A statement from his office also warned drivers from charging additional fares while the official copy has yet to be released to the public.

“We request drivers to wait until the LTFRB releases the official document on the fare hike before charging additional fare,” the statement read.

The third board member, Aileen Lizada, dissented. She has not provided an explanation.

LTFRB, however, junked the additional P2 fare increase stated in an amended petition of the petitioners for lack of factual and legal basis.

The petitioners sought an increase of the base fare of commuter jeepneys in the National Capital Region and Regions 3 and 4.

In granting the petition, the LTFRB took into consideration the welfare of jeepney operators and drivers. The petitioners cited the rising prices of fuel and the effects of the tax reform law as the reasons for seeking an increase in the base fare.

“The board has to keep the delicate balance between the rights of the riding public who are mostly dependent on the public transport system vis-a-vis the right of grantees of certificate of public convenience to a reasonable return of investment,” the decision read.

Pasang Masda head Roberto Martin welcomed the increase, as it would translate to additional earnings for their drivers.

In a phone interview, he said their drivers usually earn P300 for being on the road the whole day. “They will definitely earn more money,” said Martin. They expect the new base fare to be effective by the first week of November.Transport group leaders expect drivers to earn at least P500 a day following the fare hike.
