President Duterte signs executive order on ‘endo’
resident Rodrigo Duterte signed here on Labor Day an executive order (EO) that prohibits illegal labor contracting but still allows some forms of contractualization, a scheme used by employers to avoid regularizing workers. The EO dismayed labor groups and got some members of the business community worried. The President, whose campaign promise was to end contractualization and “endo,’’ acknowledged that a more comprehensive action on contractualization had to be done by revisiting the Labor Code, which he described as “outdated.” Endo, or end of contract, refers to a contractualization scheme that offers short-term and unprotected temporary work arrangements. Section 2 of the EO bans “illegal contracting and subcontracting” when undertaken to circumvent workers’ right to security of tenure, self-organization and collective bargaining, and peaceful concerted activities. Labor Secretary Silvestre Bello III told reporters that other forms of contractualization — like seasonal or projectbased jobs of janitors and maintenance workers that can be outsourced — were still permitted. The EO also provides that the labor secretary may declare specific activities that can be contracted out in consultation with the National Tripartite Industrial Peace Council. It was Bello who read the entire EO before the President’s speech. “I remain firm in my

commitment to put an end to endo and illegal contractualization. However, I believe that in order to implement an effective and lasting solution to the problems brought about by contractualization, Congress needs to enact a law amending the Labor Code,” he said in his speech after he signed the EO. The President signed the EO in front of thousands of job applicants and local officials in the IEC Pavilion in Barangay Mabolo here. He said he didn’t answer questions regarding the EO before, despite a clamor from labor groups, because he had wanted to sign it on Labor Day to make it more “memorable.” The President also ordered the Department of Labor and Employment to submit to his office a list of all companies engaged in or suspected to be engaged in labor-only contracting. ‘Cabo’ days numbered “To all noncompliant and abusive employers under the so-called cabo, who are engaging in labor contracting, your days are numbered,” he said. “I have warned you before and I warn you again, I’ll cut off your heads. That’s not right. Stop endo and illegal contractualization,” he added. The President said he would see to it that laws ere strictly enforced. “The government will not rest until we end this shameful labor practice,” he said. The order also mandated the labor secretary to inspect establishments to check compliance
with all labor laws, including provisions in the EO. While it’s a step in the right direction, the President’s EO has no real bearing on existing labor policy, said Sen. Joel Villanueva, chair of the Senate labor, employment and human resources development committee. But at least, “the President reiterated his call to end endo and illegal contractualization,” Villanueva said in a statement. Senate President Aquilino Pimentel III told reporters that legislating a new labor law would be a priority at the resumption of Congress on May 15. “[It will] focus on ending illegal contractualization,” he said. Some businessmen had reservations with the EO but nevertheless said they would just have to “live with it.” The Employers Confederation of the Philippines (Ecop) and the Philippine Chamber of Commerce and Industry (PCCI) said they were worried over the definition of some terms in the EO. They found the definition of “security of tenure” and the possible loose or abused rules of engagement in the enforcement of certain prohibitions “worrisome.” “(The) government though must be credited in its serious and sincere effort to craft an EO that meets the expectation of both labor and capital,” they said. The labor department’s office in Central Visayas is making a list of companies engaged in laboronly contracting in Cebu as well as in Siquijor, Negros Oriental and Bohol provinces. —Inquirer
Duterte signs EO increasing compensation benefits of employees with disabilities
P
resident Rodrigo Duterte signed Executive Order (EO) No. 54, increasing the disability compensation benefits of private employees’ across the board. According to the EO signed May 8, a P1,150 increase in monthly disability benefits has been approved. This would apply to all permanent disability pensioners and qualified beneficiaries in the public sector, effective January 2017. The allowance of carers of permanent disability pensioners from both the private and public sectors have also been raised from P575 to P1,000 per month.
The following were also included in the EO: lThe Social Security System (SSS) shall continue to implement the minimum Employees’ Compensation (EC) monthly disability and survivorship pension in the private sector, which should not be less than ₱2,000. lThe SSS shall continue to grant the entitlement of primary beneficiaries of deceased permanent total disability (PTD) pensioners in the private sector from 80 percent to 100 percent of the PTD pensioner’s monthly pension. The EO said there was a need to “continually improve benefits under the Employees Compensation Program to make them more responsive to the welfare and development needs of occupationally disabled workers.” EO 54 shall take effect immediately upon publication in a newspaper of general circulation.

Duterte in world’s most powerful list

President Rodrigo Duterte was ranked 69th in Forbes magazine's latest list of The World's Most Powerful People - a catalog of the 75 most influential men and women in the world.
fter being called a strongman, President Rodrigo Duterte was included in the list of the most powerful people in the world by Forbes magazine, which cited his tough stance on illegal drugs and his “raw and vulgar” rhetoric. The Philippine leader ranked 69th among 75 people on the list. On its website, Forbes said the list selected one person out of every 100 million “whose actions mean the most.” Forbes cited Duterte’s war on drugs that “has already resulted in the killing of thousands of people across the archipelago country” in its brief profile of the Philippine leader. “Duterte’s raw and vulgar vocabulary keeps him in the headlines: He called (then US president Barrack) Obama ‘son of a whore’ and has used homophobic slurs to describe opponents,” Forbes said. In Malacañang, Palace spokesman Harry Roque welcomed Duterte’s inclusion in the
list but reiterated the President’s statement that “the true source of power is the people.” “The Presidency, in the mind of PRRD (President Rodrigo Roa Duterte) begins and ends with public trust where real power emanates,” Roque said in a statement. “As Chief Executive for almost two years, he has faithfully served our people by promoting the interests of the Filipino people and the Filipino nation first. The anti-drug war, the pursuit of an independent foreign policy, the pro-poor policies and programs of the Duterte administration among others are reflective of the current government’s advancing the welfare of the greatest number of our countrymen,” he added. This is the second time the Philippine president made it to the list. Duterte ranked 70th in 2017. On the top of the list is Duterte’s ally, Chinese President Xi Jinping, followed by Russian President Vladimir Putin, US President Donald Trump and German Chancellor Angela Merkel.
Putin and Duterte were on the cover of TIME magazine as strongmen. The magazine noted that Xi broke Putin’s streak on the list after being featured in the top spot for four consecutive years. Completing the Top 10 of the most powerful people are Amazon Chief Executive Officer Jeff Bezos, Pope Francis, Microsoft founder Bill Gates, Saudi Arabia Crown Prince Mohammad Bin Salman Al Saud, Indian Prime Minister Narendra Modi, and Google co-founder Larry Page. Forbes said in coming up with the list and ranking, “we considered hundreds of candidates from various walks of life all around the globe, and measured their power along four dimensions.” A panel of editors from Forbes ranks the candidates and scores are averaged into the individual rankings. “This year’s list comes at a time of rapid and profound change, and represents our best guess about who will matter in the year to come,” Forbes said. —Manila Times

There are no bogus appointments as applicants now have to pay before an appointment is confirmed,” the DFA said. “The time applicants spend at DFA has been reduced considerably, with ePayment decreasing the usual processing time,” it added. Once it is finalized, it will be implemented
in all consular offices beginning with DFA Aseana, according to DFA. Foreign Affairs Secretary Alan Peter Cayetano announced the ePayment scheme in December last year, touting it as one of the efforts by the department to make passport application more convenient for the public.

TRAIN law may be reviewed due to rising prices
T
he House of Representatives is open to reviewing the controversial Tax Reform for Acceleration and Inclusion (TRAIN) law in view of rising prices of products and services. “We are open to that. I think a review is needed because what is involved here is the health of the economy,” Quirino Rep. Dakila Cua, who chairs the committee on ways and means, told reporters. He said he was confident that President Duterte’s economic managers and the Bangko Sentral ng Pilipinas are doing what they can to stabilize prices. “So, let’s wait and see. In the meantime, let’s review the situation and the law. If there’s merit to the proposal to suspend it, why not?” he said. Cua, however, said he would not agree to the proposed suspension of the law while the House is reviewing it. “No, I think we should be reviewing first, and not be drastic about suspending it. Anytime we suspend that, it will have economic implications. The national coffers would be affected. So it would be very irresponsible to do that,” he added. Cua pointed out that those who are seeking the suspension or repeal of the so-called tax reform law should present “compelling reasons” to convince lawmakers to support their proposal.

Boracay houses demolished
ogie Ascaño came home from work, finding four rooms of his house demolished by a team supervised by the Department of Environment and Natural Resources (DENR). The team also tore down three houses built in a mangrove area in Manoc-Manoc, one of three villages on Boracay Island. “We need to clear the mangrove forests because these structures and those residing here contribute to the water pollution,” said lawyer Richard Favila, head of the Community Environment and Natural Resources Office in Boracay. Ascaño’s house was among the 85 structures identified by the DENR as illegally occupying Wetland No. 6, one of the nine wetlands being cleared of structures by the DENR on the resort island for rehabilitation. Ascaño built a nine-room house on rented land. He paid P2,500 per month to Arleen Gelito, who claims to own the land. Rooms are rented out to boarders, mostly workers, on the island. Ascaño acknowledged that he had no legal right to stay in the mangrove forest but pleaded for time to move to a relocation area.
He cited a statement attributed to Environment Secretary Roy Cimatu, assuring residents of forest lands that they would not be evicted until a relocation area has been found. “Right from the start, we were only asking for relocation,” Ascaño said. “We are willing to demolish our houses,” he said as the demolition team continued to tear down his house. Ricardo Lara Jr., a carpenter, rented a 3.6-meter by 3-meter land from Gelito since 2006, and built rooms for his family—a wife and six children. “We were doubtful on the ownership of the land but it’s cheaper to build rooms than rent,” he said. He rented a room for P2,500 monthly from 2006 to 2013, but now pays P1,000 in monthly land rent. “We admit that it’s a violation,” he said. He, too, pleaded for a relocation area. “We already have no work and we will also lose our home,” he said. by an FLA was illegal and those who rented the land could be held liable. He added that only residents living in forest land would be provided relocation sites but not their boarders. The complainants alleged Lapid violated Section 3 of the Anti-Graft and Corrupt Practices Act (R.A. 3019) when the Philippine Tourism Agency (now TIEZA) that he headed, on April 21, 2009, went into a joint venture with MWCI to operate, manage and maintain the sewerage systems of Boracay. MWCI and PTA created BIWC through their joint venture agreement. According to the complaint, the P300 million total annual capital of BIWC was split 80-20 percent between MWCI and PTA (later, TIEZA) favoring MWCI, a private company.

In an interview, Puyat said she has sent a letter to the Commission on Audit (COA) requesting for a third party investigation not only into the projects of the Tourism Promotions Board (TPB) but all ongoing projects of the department. Puyat said she asked the COA to step in after she discovered that “hundreds of millions” were spent questionably during the time of former tourism secretary Wanda Tulfo-Teo. “Nabibigla lang ako dahil everyday may nadi-discover ako, so parang nakakalungkot lang, kasi ang laki-laki ng pera ng pinag-uusapan, hindi lang one million, two million kundi hundreds of millions (I am just shocked because everyday I discover something, so I feel sad because we are talking about huge amounts of money, not just one million, two million but hundreds of millions),” Puyat said. During Teo’s tenure, Puyat said she discovered some fashion shows abroad and events hosted by close friends of the former tourism secretary were funded by the Department of Tourism (DOT). that the officials appointed during the time of Teo submitted their letters of resignation last Friday afternoon. Teo, who was reportedly fired, said she resigned amid the controversy involving the P60-million advertisements of the DOT placed in her brother’s television show. Puyat’s first memorandum as new DOT chief was to ask the department’s top officials to submit their courtesy resignation. Former tourism assistant secretary and spokesman Ricky Alegre was the first among the officials to step down. Alegre was appointed to the position on Sept. 5, 2016. The other assistant secretaries of the DOT were Maria Lourdes Japson, Daniel Mercado, Eden Josephine David and Arlene Mancao while the undersecretaries were Kat de Castro, Alma Rita Jimenez, Marco Bautista and Pompee La Viña. La Viña was appointed only last April 24. Puyat refused to comment when asked for potential candidates for the vacant positions, but she previously endorsed Art Boncato to be her undersecretary for regions’ affairs. She also said she will retain Benito Bengzon, undersecretary for tourism development planning because of his experience, and wants him to become the department spokesman, replacing Alegre. —Philstar

OFW lawmaker hails ‘vastly superior’ deal with Kuwait
A
CTS-OFW (Overseas Filipino Worker) Representative Aniceto Bertiz III hailed the adoption of a new pact between the Philippines and Kuwait that “offers far greater protection to Filipino domestic workers.” “The signed MOA (memorandum of agreement) is vastly superior to the draft memorandum of understanding (MOU) that we earlier rejected,” Bertiz said. “Our sense is, the Kuwaiti government signed the better deal on account of President (Rodrigo) Duterte’s tough and uncompromising stance in safeguarding the rights and welfare of our domestic workers,” Bertiz said. In the MOA, Bertiz said the Kuwaiti government agreed to “take legal measures
against erring employers” and to “provide legal assistance” to domestic workers concerning labor contract violations by employers. He said the Kuwaiti government also agreed to “provide a mechanism of inspection and monitoring of the level of care offered to domestic workers through official authorities in Kuwait.” The Kuwaiti government agreed to “establish a mechanism, which shall provide 24-hour assistance to domestic workers,” and to “ensure that aggrieved workers shall have access to the services” of the emirate’s Department of Domestic Labor, Bertiz said. In the MOA, the lawmaker said the Kuwaiti government also conceded that the passports of Filipinos are Philippine government property, and agreed to forbid
employers from seizing the passports of their workers. Bertiz congratulated Foreign Affairs Secretary Alan Peter Cayetano, Labor Secretary Silvestre Bello III and Presidential Adviser on Overseas Filipino Workers Abdullah Mama-o for their team work in reaching a deal with Kuwait. Upon their return to Manila, the three officials are expected to brief members of Congress on the MOA, he said. Bertiz said it was now up to the President whether he would partially lift the total ban on the deployment of Filipino workers to Kuwait. “The President has the option to partially lift the deployment ban with respect to Filipino professionals and other skilled
workers who are seldom mistreated because they are difficult to replace. In a way, these workers are protected by their proficiencies,” Bertiz said. The President has the option to keep the deployment ban on domestic workers, while the two governments are working out and putting in place the specific mechanisms to enforce the MOA, according to Bertiz. “The situation of domestic workers is different. They are far more susceptible, especially because they live with their employers,” Bertiz said. Bertiz urged the governments as well as the recruitment sectors of both the Philippines and Kuwait to take advantage of the MOA to work closer in order to advance highly ethical recruitment practices. —SunStar

There are currently 33 different functional identification cards issued by the various government agencies. However, many women in South Korea and the Philippines have demanded a full apology accompanied by official government compensation. Former Senator Edgardo Angara passes away

ormer senator Edgardo Angara has passed away at the age of 83, his son Sen. Sonny Angara confirmed on May 13. “Sad to say my father former Sen Edgardo Javier Angara passed on from this life this morning at the age of 83, from an apparent heart attack.” The older Angara earned his Bachelor of Laws degree in 1958 from the University of the Philippines (UP), where he later served as president from 1981 to 1987. He also took up Master of Laws at the University of Michigan in the United States. Angara’s public career began when he became a delegate in the 1971
Constitutional Convention, where he authored constitutional provisions such as the protection of public domain from undue exploitation by developers. He was a senator from 1987 to 1998, serving as Senate president from 1993 until 1995. Angara was the lead proponent of the Free High School Act, the Government Assistance To Students and Teachers In Private Education Act, the Magna Carta for Health Workers, and the Breastfeeding Law, among others. Under former president Joseph Estrada, Angara led the Agriculture department from 1999 until 2001, and had a brief stint as
Executive Secretary in 2001. Angara returned to the Senate in 2001 until he ended his fourth term in 2013. On May 2017, he was appointed by President Rodrigo Duterte as the country’s special envoy to the European Union. Duterte appoints former Senate President Angara as special envoy to the EU He was also president of the Philippine Bar Association in 1975, president of the Integrated Bar of the Philippines in 1979, and founding president of the ASEAN Law Association in 1980. “Mr. Angara’s contribution to nation-building was immense and his name will always be prominent in
the pages of our country’s modern political history. He will be missed,” Presidential Spokesperson Harry Roque said in a statement. The Angara family is still ironing out funeral arrangements for their patriarch, Sen. Angara said.

Sereno to file motion for reconsideration
O
usted Chief Justice Maria Lourdes Sereno said she would file a motion for reconsideration seeking to overturn the decision of the Supreme Court (SC) to remove her from power. “Magfa-file ako ng motion for reconsideration, ang linaw linaw nun sa dissents. I will continue to contest what is a very clearly unconstitutional position. Ang linaw linaw nun sa dissents na unconstitutional, illegal and in fact judicial seppuku... kung baga suicide,” Sereno said in an interview on State of the Nation with Jessica Soho. With this move, Sereno admitted that she is hoping for a reversal of the decision of the High Court. “Ang nature ng motion for reconsideration is recognition that decisions can always be reversed. Meron talagang mga reversals ‘yan kaya nga right ‘yan eh. There have been many many instances of reversals. Why should I deny that it can happen? It can happen,” Sereno said.
“You always hope, you cannot give up hoping for this country. Dapat talaga... that’s how everyone fights for rights for this country, you continue to keep on hoping and fighting and you never give up,” she added. Voting 8-6, the High Tribunal has granted the quo warranto petition filed by Solicitor General Jose Calida against Sereno which questioned the validity of the latter’s appointment in 2012 over alleged lack of integrity on the grounds of missing declaration of assets and liabilities. Hindi daw ugma ang mga pampublikong silid aralan na gamitin tuwing tag-init sapagkat para mo nang isinalang ang mga estuyante at mga guro sa pugon. Marami pa rin na iniiwasang sakit sa panahon ng tag-init gaya ng sore eyes, stomach ache, dengue at iba pa. Panahon din ito na makapahinga at maka-relax ang mga mag-aaral at guro. Hindi pa maliwanag ang magiging resulta ng mga panukalang iniharap sa bagay na ito habang isinusulat ito. Ano man ang mga panukalang pagbabago sa edukasyon, isa lamang ang tiyak na hindi mababago para sa mga nakakaraming Filipino. Igagapang nila na mapag-aral ang mga anak sapagkat para sa kanila, ito lamang ang maipapamana sa mga anak. Ito lamang makapagbibigay ng mabuting kinabukasan at maghahanda sa anak sa mga haharaping hamon sa buhay. Ang Biblia ang textbook na prescribed ng Diyos para sa edukasyon ng tao sa esprituwal at praktikal na pamumuhay. Ganito ang pahayag ni Haring Solomon tungkol sa Salita ng Diyos, “....Sa pamamagitan nito, ang tao’y magtatamo ng karunungan at pang-unawa sa mga salitang puno ng aral sa buhay. Itinuturo nito ang matuwid na paraan ng pamumuhay, katuwiran, katarungan, at katapatan. Mabibigyan nito ng talino ang mga walang karanasan, at ang mga kabataa’y matuturuang magpasya nang tama. Sa pamamagitan nito, lalong tatalino ang matalino at magiging dalubhasa ang kakaunti ang kaalaman. Sa gayon, lubos nilang mauunawaan ang mga kawikaan, gayon din ang palaisipan ng mga marurunong” (Kawikaan 1:1-6). Bakit sa palagay ninyo ang U.S. ang pinaka-makapangyarihan bansa ngayon? Nauwi sa kawasakan ang Asia kasama na ang Pilipinas nuong 1940’s gawa ng ambisyon ng Hapon na masakop ang mga bansa dito. Sumuko ang Hapon ng bagsakan ng dalawang bomba atomika sa dalawang bayan nila. Gumuho rin ang gobyerno ng Union of Soviet Socialist Republic (USSR) nuong Disyembre 26,1991 matapos itayo ang bansa sa komunismo batay sa pilosopya ni Karl Marx nuong 1917. Ang bawat nakikinig ng aking salita ngunit hindi naman nagsasagawa ng mga ito ay maitutulad naman sa isang taong hangal na nagtayo ng kanyang bahay sa buhanginan. Umulan nang malakas, bumaha at binayo ng malakas na hangin ang bahay. Ito ay bumagsak at lubusang nawasak.” Natural lamang na kung mahina ang pundasyon ng bahay, madaling babagsak ito lalo na kung malambot ang lupang pinagtirikan. Sinasabi ni Jesus na ang tumatayo sa kanyang salita, ay nagtitirik ng buhay sa matatag na pundasyon. Ang tumatayo sa salita o turo ng mga tao lamang ay mahina, madaling guguho at patungo sa kapahamakan. Ikaw, kangino nakatatag ang iyong buhay? Sa Salita ng Diyos o sa pilosopya ng tao? Sino ang iyong pundasyon? Sino ang pundasyon ng bayang Pilipinas? Panukala na...
ISAPUSO ANG SALITA NG DIYOS. Ganito ang pahayag ng Diyos kay Moises para sa Israel “Pakinggan mo, O Israel: ang Panginoon nating Diyos ay iisang Panginoon; at iibigin mo ang Panginoon mong Diyos ng iyong buong puso, at ng iyong buong kaluluwa, at ng iyong buong lakas. Ang mga salitang ito na aking iniuutos sa iyo sa araw na ito ay ilalagay mo sa iyong puso; at iyong ituturo nang buong sikap sa iyong mga anak, at iyong sasabihin sa kanila kapag ikaw ay nakaupo sa iyong bahay, kapag ikaw ay lumalakad sa daan, at kapag ikaw ay nahihiga, at kapag ikaw ay bumabangon” (Deuteronomo 6:4-7). Paano ilalagay sa puso ang Salita ng Diyos? Gaya ng pagkain pangkatawan, isusubo (babasahin), ngunguyain (pagbubulayan, reflect or meditate), lulununin ( tunawin, digest). Kapag natunaw ang pagkain sa tiyan, sasama ito sa dugo at ihahatid sa buong katawan at magbibigay ng pisikal na lakas sa tao. Gayun din naman kapag kinain, nginuya at nilulon ang Salita ng Diyos sa puso, magbibigay ito ng spirituwal na lakas sa buhay. Ang pagkain ng kaluluwa ng tao ay ang Salita ng Diyos. Kaya nga sinabi ni Jesus, “‘Hindi lamang sa tinapay nabubuhay ang tao, kundi sa bawat salitang nagmumula sa bibig ng Diyos ” (Mateo 4:4). Ano ang kinakain ng iyong kaluluwa? Panukala na..... Mabuti ang mga panukala ng mga lider ng bansa tungkol sa edukasyon ng mga mamamayan. Mabuti rin ang hangad at panukala ng mga magulang na pag-aralin ang mga anak. Ngunit huwag na kalimutan ang mga panukala ng Diyos sa edukasyon. Unahin gawin pundasyon ang Salita ng Diyos sa buhay. Ipasapuso ang Salita ng Diyos sa sarili. Ipamuhay ito upang makamtan ang makatotohanang talino at pag-unlad sa buhay at maging ligtas sa lahat ng kapahamakan. contributions increase in past years—thanks to improved collection from members. It was able to collect P156 billion in contributions last year, a 10.6 percent increase from P144 billion in 2016. Including other benefits such as death, disability, maternity, sickness and funeral benefits the monthly disbursement is close to P16 billion, or nearly equivalent to the monthly contributions collected by the fund. AirAsia executive says TRAIN 2 to kill aviation industry

he removal of tax incentives of companies under the planned second package of the comprehensive tax reform program will hurt the aviation industry given the rising costs of fuel worldwide, a top official of budget carrier AirAsia Philippines said. “’Wag lang nila ituloy ‘yung pinaplano nilang TRAIN 2 which will remove our tax incentives. I hope they don’t do that,” Philippines AirAsia chief executive officer Dexter Comendador said in an interview. “It will make the domestic airlines — not only us but all the others: PAL, Cebu Pac — less competitive with our peers in the international market,” he explained. Under the planned second package of the Tax Reform for Acceleration and Inclusion (TRAIN), the government will lower the corporate income tax (CIT) and modernize fiscal incentives. In the proposal submitted by the Department of Finance (DOF) to Congress in January, the government wants to lower the CIT rate from 30 percent to 25 percent, and limit tax perks. “Everything will be taxed — spare parts, fuel will be highly taxed. ‘Yun ang primarily kasi ‘yung ang biggest expense eh. Opposition congressmen are seeking the suspension of the law while it is being reviewed, while the Makabayan bloc of seven party-list representatives wants it repealed. “The law is detrimental to majority of the Filipino people. What is needed now is not just a mere review or suspension of TRAIN. The situation necessitates its repeal,” Bayan Muna party-list Rep. Carlos Zarate, the bloc’s de facto leader, said. He said his group is seeking the repeal of the law’s “anti-poor and anti-people provisions so as to lessen the burden of consumers, because they are the ones bearing the brunt of the TRAIN.” “They don’t even feel the supposed 6.8 percent growth of the economy,” Zarate said, referring to the rate of economic expansion in the first quarter reported by administration officials. What is MEDplus and what does it cover? The Supplemental Medical Assistance Program for OFWs—or MEDplus for short— provides a one-time financial assistance of up to PHP 50,000 to OWWA and PhilHealth members who are diagnosed of or hospitalized due to a dreaded disease while staying in the Philippines or working abroad. This OWWA program covers medical and surgical procedures for dreaded diseases, including the following: l Liver diseases l Chronic kidney disease l Ischemic heart disease l Chronic obstructive pulmonary disease Although its benefits are comparable to an OFW health insurance, MEDplus is not a health maintenance organization (HMO) per se, according to OWWA. It serves as a supplement to an OFW’s PhilHealth benefits. How OFWs Can Apply for MEDplus To avail of this OWWA financial assistance, submit the following documents to the nearest OWWA Regional Office: l Filled out MEDplus application form l One passport-size photo l Proof of OWWA membership contribution l PhilHealth Benefit Payment Notice l Notarized Special Power of Attorney (if a family member makes the claim on the OFW’s behalf) A waiver that the information to be accessed from PhilHealth is for MEDplus purposes only OWWA takes three days

OFW Health Insurance Plans PhilHealth benefits and OWWA’s MEDplus help ease your financial burden when you need to pay your hospital bills. But you can’t rely solely on these government agencies. It takes time to receive your reimbursement from PhilHealth, and OWWA’s financial assistance is minimal compared to your total medical expenses. Their coverage may also be not as extensive as that of health insurance providers in the Philippines. You need to have a back-up for when you get sick or hospitalized. Before it’s too late, get yourself an OFW health insurance plan that will get you covered even when you come back home and stay for good. Some insurance firms offer health insurance products that cater specifically to OFWs. For example, AXA Philippines’s Health Exentials is an OFW health insurance plan that provides PHP 5 million worth of medical benefits, covering 35 critical illnesses, including cancer, stroke, and heart disease. Another insurance company in the Philippines, BPI-Philam, has a unit-linked health and life insurance plan called the Critical Care Max that provides medical reimbursement and hospital confinement benefits. 6 things you can do to delay skin aging: Japanese skin expert

ou cannot stop time, but there are things you can do to delay your skin from aging. In an exclusive interview with GMA News Online, Japanese skin expert and master trainer of facial salon Miss Esthe, Chiharu Nagano and salon director Chinky Gabas gave tips on how to have a younger-looking skin. It has always been a difficult for Filipinos to maintain a regular skincare routine, but these simple steps will ultimately save your face from the sagging, dryness, oiliness and aging.
1. Use cleanser instead of soap for your face Gabas said that in the six months they have been running Miss Esthe, they have observed that most Filipinos’ skin problems are acne, dryness and blackheads. By analyzing the skin’s age and troubles through a survey, Nagano said, the biggest mistake Filipinos commit is in using the wrong product, such as using a normal soap, to clean their face. Nagano further explained that soap only cleans the dirt on the first layer of skin, leaving more dirt and makeup in the deeper layers. It is this that causes acne, blackheads and other skin problems. Nagano and Gabas both agree that a cleanser does a better job in removing impurities up to the skin’s third layer.
2. Use sunscreen You’d think in a tropical country like the
Philippines, it would be SOP to use sunscreen. But Nagano said skipping this is yet another mistake Filipinos are guilty of. Sun exposure can cause a lot of harm to your skin: It can damage the collagen and enlarge the pores, which then causes it to sag. So dab some on before you head out and expose yourself to harmful UV rays.
3. Drink 1.5 to 2 liters of water a day Drinking water will not only clear up your skin, it will also save it from drying. Apart from its skin benefits, it will also dehydrate your body and flush the toxins off your body, and as such Nagano suggests drinking at least 1.5 to 2 liters of water a day. 4. Be in bed and asleep during golden time And golden time would be between 10:00pm to 2:00am. Sleeping at least 7-8 hours a day is something everyone already knows, but if you want to have a younger looking skin, Nagano suggests that you should be asleep between 10:00pm to 2:00am. The 4-hour period is a “golden time” when regenerative
sleep happens and your body goes through hormone changes at this period.
5. Start caring for your skin at a young age If you’ve always wondered why the skin of Japanese always look so glowing, almost poreless, it’s because they start taking care of their skin very early — as in 20-years-old early. Nagano said it’s better to start have a proper skincare routine at a younger age than to try and catch up with time later on. Consider this preventive maintenance.
6. Seek professionals and experts Before doing anything, it’s important to consult doctors and skincare experts first. They are, after all, the ones who can and will determine the type of treatment and products

he Philippines will not host the Miss Universe pageant this year, Tourism Secretary Bernadette Romulo-Puyat said. Puyat revealed the Philippines will not push through with plans of hosting the high profile beauty pageant due to budget constraints. Puyat said Department of Tourism (DOT) officials had decided not to host the beauty pageant following discussions about programs and projects of the DOT. “Although we really thought about it but we decided that the budget lacks a bit,” Puyat said in Filipino over dzMM. Apart from budget constraints, Puyat emphasized it might be too soon to host the pageant again since the Philippines was host of the 2016 pageant, held in early 2017“We’ll focus on other things first,” she said. Asked if plans to host will push through if the private sector will sponsor the event, Puyat said it still won’t work out since the government will still have to shoulder some expenses like security. The tourism chief said there also needs to be enough reason to host the pageant. “It was nice before because Pia (Wurtzbach) was Miss Universe, and then it was held in the Philippines after. Maybe if the Philippines wins another Miss Universe, so

It’s official: Iglesia ni Cristo breaks 3 Guinness World Records

he charity walk held by the Iglesia ni Cristo (INC) Sunday (May 6) where over 1.5 million members participated has officially set three new Guinness World Records. Adam Brown, official adjudicator and representative of Guinness World Records, announced that the event dubbed “Worldwide walk to fight poverty” has broken the records for largest human sentence, largest charity walk at a single venue and largest human mosaic. For the first record, a total of 23,235 participants lined up to form the sentence “Proud to be a member of Iglesia ni Cristo,” beating previous record-holder India, which had 16,550 participants that formed the sentence “You can you will” in 2016. The event also beat the record for largest charity walk, set during a similar charity event by INC in 2014 and held in 129 sites across 16 countries in 24 hours with 519,221 participants. Producer Coreen Jimenez agreed that this latest recognition came as a “pleasant surprise.” “I always consider awards as a nice bonus, but winning the Audience Choice trophy was something else. OFW band lands record deal for ‘hugot’ song

hrough a “hugot” song, four OFWs based in the United Arab Emirates have landed a record deal with a major label in the Philippines. “The song is about wanting someone so bad but couldn’t have her even though you know that she wants you too. Parang ganyang hugot!” said Mark Legaspi, guitarist of Gatilyo, referring to their single “Bagyo.” The group has then performed the song during the concert of a Philippine-based hard rock group at the Club Epic, Capitol Hotel in Dubai in April 2017. “We performed ‘Bagyo’ during Kjwan’s concert last year, and I guess or would like to believe that Joel Ellorin [band manager of Kjwan] kinda liked it kasi of all the songs we performed, he’s the one who wanted to release the song as our first single,” he
recounted. Ellorin then shared the single to the executives of the Warner Music Philippines and representatives of the Radio Manila, a local concert promoter in the Philippines. The band got signed in January and went on a two-week promo touron February 9-16. “It was a really quick tour. We played a series of back-to-back gigs with our rock heroes Kjwan, Razorback, Chicosci, Mayonnaise, Wilabaliw, and Fastpitch at the Saguijo Café, Route 196, and 70s Bistro,” Legaspi said. Aside from gigs in the Philippines, the band — Legaspi, David Ojeda, guitarist; Axel Florida, drummer; and Clyden Bonifacio, bassist — was also invited to several local radio stations. “We started out in 2015 as a collaboration of musicians from different independent bands: I from the 3rd rail as a vocalist, David from the
nationalities in a charity walk. He said the number of participants from over 300 other sites across 18 time zones would still be verified. The Guinness representative added that the passports of those who participated in the event would be checked for the most nationalities in a charity record. Edwil Zabala, INC spokesman, explained that although more members participated in the charity walk, only those whose wristbands have been deposited in the drop boxes at the end of the finish line were counted for the world record. “Some might have not finished the walk or kept the wristband as a souvenir. So only those who surrendered their wristbands were counted,” he said. Those who participated in the 1.6-kilometer charity walk assembled at around 6 a.m. at the Cultural Center of the Philippines in Pasay City. The 2014 charity walk was held to raise funds for the victims of Super Typhoon Yolanda. wo Filipino movies bagged awards at the 51st WorldFest-Houston International Film Festival, held recently in the United States. Ralston Jover’s “Bomba” won the Gold Remi Award in the Theatrical Feature Productions-Foreign category, while Zig Dulay’s “Bagahe” likewise scored the Gold Remi Award in the Crime and Drama section. Jover told the Inquirer: “I’m very happy for this new validation. I am hoping for more relevant stories to tackle in my films.” Dulay remarked that, with this film, he was allowed to share our story and culture as a people, which were then praised and recognized by foreign jurors. He related that the organizers had gone through roughly 4,500 entries in the festival. “To be part of the competition is a big deal, but to win a Gold Remi is an even bigger prize.” According to Dulay, our countrymen in Texas were just as proud of their achievements as their peers and friends back home. “I cannot measure the happiness I felt for the warm welcome they gave me in Houston. That they made me feel that I was part of their family was a bigger honor than the golden trophy.” The annual competition, which was founded by the International Film Society in 1961, is the third oldest cinema competition in North America—following San Francisco and New York. The fest aims to recognize “creative excellence in film and video, and validate the brilliance [of artists] and promote cultural tourism.”

Laws should protect foreign workers
T
he US Department of State on April 20 issued its Country Reports on Human Rights Practices for 2017. Every year, Taiwan is found to be particularly weak on two human rights issues, and somewhat weak on a few other. In the 2016 report, domestic violence and the exploitation of foreign workers were the worst problems, while corruption and the exploitation of foreign workers top the 2017 report. The lack of protection for foreign workers has made the list for two consecutive years. “Labor laws [in Taiwan] do not cover domestic workers, leaving them vulnerable to labor exploitation,” the latest report says, adding that forced labor often “occurred in such sectors as domestic services, fishing, farming, manufacturing and construction,” and “especially when serving as crew members on Taiwan-flagged fishing vessels.” On the one hand, the government is promoting its New Southbound Policy, but on the other hand, it is ignoring the plight of Southeast Asian workers in Taiwan. It is counting on their labor, but despite emphasizing human rights, it is ignoring the human rights of migrant workers and new immigrants. The current government is paying
far less attention to these groups than the previous administration. I have long served as a National Immigration Agency committee member, where I am tasked with supervising the government to ensure that foreign workers in the nation enjoy gender equality and that cultural diversity is fully respected. Former president Ma Ying-jeou’s administration established a Coordination Meeting on Immigration Affairs to coordinate affairs across governmental bodies. Of the 10 non-governmental members among the 29 committee members, I am the only academic. In the past, the meeting was chaired by thenpremier Mao Chi-kuo, who placed great emphasis on the task and convened meetings four times a year to discuss concrete issues. As the meetings were hosted by the premier, the deputy convener would fully communicate with other members to ensure that the topics for discussion were well-prepared before the meetings. At the meetings, government departments and agencies mainly sent their heads and deputy heads, and deputy local government heads serving on the committee appeared in person. As a result, decisions were made with great efficiency. Since President Tsai Ing-wen assumed
office, the importance of the coordination meeting has been quietly played down. Instead of the premier, a minister without portfolio now convenes the meeting, and only two meetings have been held over the past two years. Most departments and agencies now only send directors, and local governments are represented by city or county councilors, diminishing the significance of the meetings. In terms of the agenda, there was only an administrative report regarding measures to empower new immigrants under the New Southbound Policy presented by the Ministry of the Interior in the first meeting. Despite the government’s promotion of the New Southbound Policy, there has been no follow-up to that report. One committee member suggested that a Council of New Immigrants be established under the Executive Yuan and be modeled on the Council of Indigenous Peoples, but the proposal was shelved without thorough discussion. The population of new immigrants now exceeds the Aboriginal population, with the total close to 1 million if their children are included. There are 600,000 foreign workers in Taiwan, performing jobs most Taiwanese are
unwilling to do. They are our good friends and support the Taiwanese economy and Taiwanese families, yet they face difficulties in terms of living, working, family, education and religious belief. Not even their basic religious needs are met. The worst human rights problem in the 2017 report — domestic violence — is also highly relevant to new immigrants. The proportion of new immigrant women who face domestic violence is strikingly high. Last year, there were 1,540 cases of domestic violence involving spouses from China, Hong Kong and Macau, and another 1,652 cases involving spouses from other countries. The reported number of such cases is much higher than the number of marriages in each group. There is also a potentially large number of unreported cases due to the limited channels of help available to foreign spouses. Other governments are well aware of the US’ Country Reports on Human Rights Practices. The Taiwanese government is promoting the New Southbound Policy with great fanfare, but the question remains whether Southeast Asian governments will be happy to support and cooperate with Taiwan after they have seen this report. —Taipei Times

Hsu Shu-hua urged the government to take effective measures to address the issue quickly at a time when it has been pushing its New Southbound Policy to deepen and advance relations with countries in Southeast Asia, Australia, New Zealand and India. According to the legislator, 864 migrant workers have died in Taiwan in the last six years, which translates into a death rate of 0.28 per thousand -- much higher than 0.17
per thousand in Japan. But she said it is worth noting that the number of Taiwan’s migrant workers is only half that of Japan’s. Tsai Meng-liang, deputy director-general of the MOL’s Workforce Development Agency, said the investigation can be launched in a month at the earliest and will first target businesses with over 30 migrant workers or those for which there have been complaints of mismanagement. —Focus Taiwan

NIA warns migrant workers of deportation for riding bikes drunk
T
he Tainan branch of the National Immigration Agency (NIA) warned migrant workers on Friday not to operate any vehicle, including bicycles, while under the influence of alcohol, as they can easily be deported after being caught in the act. The more aggressive policy reflects a recent change in how Taiwan’s courts are handling violations of the law committed by migrant workers, according to the NIA. In a statement, the office said a Vietnamese woman who worked at a factory in Tainan was
caught in April riding an electric bicycle while intoxicated, which is illegal in Taiwan even if licenses are not required for bikes. She was sentenced to two months in jail or could alternatively pay a fine for the offense, the statement said. Though the Vietnamese woman thought that paying the fine would be the end of the case, the court sent a notice of her conviction to the Ministry of Labor (MOL), which canceled her work permit. Once her work permit was canceled, the
NIA also had to suspend her resident permit, and she was forced to leave the country within a month of the court’s decision. According to a NIA source, it has recently become a common practice for the courts to send notices of legal violations of migrant workers to the MOL, which results in them ultimately being forced to leave the country because they no longer have valid permits to be in Taiwan. Previously, courts did not alert ministries to the legal violations, enabling migrant
workers to continue to work in Taiwan after doing time or paying the fine, the NIA source told CNA. A total of 56 migrant workers in Tainan were deported for drunk driving or bike riding last year, and 27 have been deported for the same violations in the first four months of 2018 alone, the MOL’s Tainan branch noted. There is no available data for Taiwan as a whole, as the Tainan branch was the first to take the initiative to begin recording these cases.
Taiwan Taoyuan International Airport finished fifth as “Best Airport for Layovers,” where Doha Hamad International Airport in Qatar snatched the main prize. The number of travelers heading from the United States to Asia has been growing fast, with an increase of 9 percent in 2016 compared with 2015, the Central News Agency reported. Two Taiwanese airlines also receive a mention, EVA as No.4 in the category “Best Premium-Economy Class” and China Airlines as No.8 on the same list.
A total of 522,000 Americans visited Taiwan in 2016, an amount placing Taiwan in 7th place equal with South Korea as a favorite Asian destination for U.S. travelers. Thailand came out first with 561,000 and Hong Kong second with 548,000 Americans visiting, according to the CNA report. The Taiwanese Tourism Bureau office in Los Angeles, where the awards will be handed out later on Thursday, said Taipei City could serve as a first stop for tourists wanting to visit the whole country. The capital was a place to enjoy culture
and cuisine, with mountains and sea within a short distance, the Tourism Bureau said. Visitors could take the train down the eastern side of the island to Yilan, Hualien and Taitung to see a Pacific coastline different from the one on the U.S. West Coast. A “Formosa Mid-Summer Festival” program will emphasize light ocean travel, sports and Taiwanese cuisine, including a focus on mango ice cream in Tainan and cactus ice cream on the Penghu Islands, the Tourism Bureau’s Los Angeles office said.
Taipei City wins Global Traveler award for Best Leisure Destination in Asia

said. Each year, Global Traveler Magazine organizes a survey to select the best in leisure travel, from cruise companies and airports to destinations for weekend trips and adventure. In the 2018 survey, Taipei finished first in the category “Best Leisure Destination in Asia,” ahead of the Thai island of Phuket at No.2 and Singapore at No.3.

ASEAN migrant workers get training for jobs back home
M
ore than 60 migrant workers joined a program in Taipei that offers vocational training in making Taiwanese trademark dishes and drinks such as beef noodles and bubble tea, to help them prepare for life after they return to their home countries. The program, titled the Global Workers’ Upskill Center program, is now in its second year. In its first year, it offered baking and e-commerce courses. This year, the program has expanded to cooking and hairdressing. Karen Hsu, secretary-general of the Global Workers’ Organization in Taiwan, the chief organizer of the program, told CNA that the initiative is designed to help migrant
workers expand their skill sets. According to Hsu, Taiwanese companies are keen to expand their business in Association of Southeast Asian Nation countries but they lack talent that has both Taiwanese experience while at the same time a deep knowledge of local markets. Meanwhile, migrant workers are also in desperate need of learning new skills to prepare for life after they have concluded their work in Taiwan, Hsu said. Offering these courses will help migrant workers to start micro businesses, or partner with Taiwanese businesses in their home countries following their return home, according to Hsu.
Hsing Wen-fei, principal of Kainan High School of Commerce and Industry, which offers teachers and facilities for the program, said the project, sponsored by the Indonesian representative office in Taiwan, started with Indonesian migrant workers only. Having achieved success in its first year, Hsing said that this year’s program has expanded to workers from the Philippines and Vietnam. The program originally offered 10-week courses, but as some employers would not allow their workers to attend such a long program, they decided this year to condense the course into three-and-a-half days, held from 10 a.m. to 4 p.m. on Sundays, according
Taiwan to welcome overseas students, migrants as mid-level labor
T
he Cabinet unveiled measures to allow young migrant workers and international students to stay in Taiwan as medium-skilled workers to help combat a manpower shortage and the country’s declining birth rate. According to a draft economic immigration bill, the measure is aimed at retaining overseas students who receive high school or vocational school degrees in Taiwan and migrant workers with six years of work experience in Taiwan to meet demand for medium-skilled labor. International students enrolled in specific education programs, such as the Overseas Youth Vocational Training School or Industry-University Cooperation Courses designed for youth from Southeast Asian and South Asian countries are also eligible. If the bill passes the Legislature as proposed, Hong Kong and Macau residents who meet the criteria can also apply to work in Taiwan as a mid-level skilled worker. “Taiwan has long opened its job market to professional talent as well as migrant workers in the manufacturing, construction, social welfare and household sectors, but not to mid-level skilled workers,” National Development Council Minister Chen Mei-ling
said at a press conference. As of August last year, Taiwan’s industrial and service sectors had a manpower shortfall of 218,000 employees, 55 percent of whom, or 120,000 people, were characterized as medium-skilled jobs, Chen said. Mid-level skilled workers range from professional and technical assistants to machine operators, drivers, and skilled assembly line workers. Under the proposal, foreign mid-level skilled workers must be paid a minimum monthly salary of NT$41,393 (US$1,379) in the industrial sector and NT$32,000 in the social welfare sector so that it does not affect employment opportunities for Taiwanese workers, she said. According to the council, the average monthly earnings -- including both regular salary and irregular earnings such as overtime pay and bonuses -- of similar medium-skilled Taiwanese employees in the manufacturing sector and in the long-term care industry are NT$39,000 a month and NT$30,457 a month, respectively. Chen said the relatively higher wage thresholds for migrant skilled workers would prevent foreign workers from taking jobs from Taiwanese workers, but are still low
enough to draw interest from local employers because of the many positions that remain unfilled. For basic low-level migrant workers, local employers currently pay somewhere between NT$24,000 and NT$31,000 per month in salary and employment stability fund contributions for manufacturing workers or up to NT$19,000 for caregivers, the council said. The bill also includes regulations for migrant skilled workers to apply for permanent residency, naturalization, and dependent visas for their family. Bringing in mid-level skilled workers is not only essential to meeting the needs of industry to upgrade but also to offset the aging of Taiwan’s population, Chen said. The number of births in the first quarter of the year was down several thousand from the same period of last year, said Chen, and Taiwan’s population growth rate will begin to turn negative in 2025 if the trend continues. The government is also planning to try to attract foreign medium-skilled workers to Taiwan, especially those who have been employed by overseas Taiwanese enterprises, but it will first assess the possible socioeconomic effects, she said. —Focus Taiwan
Taiwanese women brag on LINE about not giving domestic workers vacation
M
essages posted on social media have surfaced showing Taiwanese female employers bragging about not giving their domestic caregivers vacation leave. On Sunday (May 13) the administrator of the Taiwanese Facebook Community Kens Talking uploaded screenshots of a conversation on the social media app LINE among Taiwanese women bragging about how little in the way of vacation they give their foreign domestic caregivers, the vast majority of whom are women from Southeast Asian countries. The thread starts with a Taiwanese woman asking her female friends how many days a month they give to their domestic caregivers. It appears that she wants their
domestic worker to care for her children, which is strictly illegal (they are only supposed to care for the elderly), and that her father-in-law does not believe that the caregiver needs to be given any days off. The first woman to respond says that they only give their caregiver one day off per month. The second woman to respond says they they do not formally give their caregiver time off, but if they want to take leave, they need to request to do so in advance. In the next screenshot, a woman brags that in the 10 months they have employed their domestic worker, the person has only received one day off, which was for their birthday. The next woman brags that their caregiver has been working for them for six
months without a single break. She speculates that because the worker is unfamiliar with her surroundings, she does not dare to go out and therefore has not asked for leave. The last woman asks how she can apply for a domestic caregiver. Currently, Taiwan’s labor laws requiring one day off per week of work do not apply to domestic caregivers. However, the country offices of foreign workers in Taiwan usually provide contracts to employers which include a stipulation that the caregivers be given one day off per week of work. Foreign domestic caregivers who fear that they are being exploited can call the 1955 Counseling and Protection Hotline. —Taiwan News

Taiwan to post new representative in the Philippines after WHA The Ministry of Foreign Affairs (MOFA) will post the director-general of its Department of International Organizations, Michael Hsu, in the Philippines after the World Health Assembly in late May, reports said. While pressure from China has made Taiwan’s participation in the May 21-26 World Health Organization event in Geneva, Switzerland, more and more unlikely, the issue still remains at the top of the agenda for the MOFA department, meaning that Hsu won’t be able to move to Manila until June, the Central News Agency reported. The current representative in the Philippines, Gary Lin, is retiring. Since 2016, Taiwan has been conducting a “New Southbound Policy” which focuses on the nations of South and Southeast Asia, including the Philippines. Hsu already served in Manila as the representative office’s deputy chief, and he also worked as a diplomat in South Africa, New York, Washington, D.C. and Tuvalu, CNA reported.
Taoyuan rolls out travel package for new immigrants

aoyuan has introduced new travel packages showcasing scenic spots and local festivals to give new immigrants a glimpse of the city’s beauty and culture, Mayor Cheng Wen-tsan said. One of the major industrial and commercial areas in northern Taiwan, Taoyuan is home to some 110,000 migrant workers and 58,000 foreign spouses, and it came up with the measure in line with a central government policy to form closer ties with Southeast Asia, Cheng said in a radio interview. For a fee of NT$600 (about US$20) for a single-day trip, participants will be able to tour major tourist attractions in Taoyuan and take part in local festivals to enjoy the city’s culture, he said. According to Lu Chung-hao, head of the Taoyuan Association of Travel Agents, it will first target those from the Philippines, Vietnam, Thailand and Indonesia. Montano: Teo pushed for P80 million payment to ‘Buhay Carinderia’

Free WiFi now available throughout Taipei
ree WiFi access is now available on all trains and in all stations of the Taipei Metro that spans Taipei and New Taipei City, the Taipei Rapid Transit Corp. (TRTC) announced on May 18. Commuters can now access the free service on the 219 trains and in the 117 stations, as well as each stop of the Maokong Gondola, the Taipei Children’s Amusement Park, the metro malls and the Taipei Arena, TRTC said in a statement. Work on the WiFi service has been ongoing since July 2017. WiFi became available in all 117 stations last December and has now been
strengthened to include the trains, with a broadband line service of 6M for downloads and 2M for uploads -- double what they used to be.
