CDBG Funded Programs assist home ownership and home repair
The City of Leavenworth is an entitlement city which receives Community Development Block Grant (CDBG) funds from U.S. Department of Housing and Urban Development (HUD). CDBG funds must meet a national objective and stay within the corporate bounds of the City. CDBG funded programs are subject to HUD guidelines. Community Development staff operate and administer the City's CDBG funded programs.
CDBG Home Ownership Program
The City of Leavenworth Home Ownership Program can provide up to $8,000 in CDBG funding for qualified applicants to purchase a home within Leavenworth city limits. Applicants must be within the HUD income limits to qualify.
Leavenworth is comprised of more than 50 percent rental properties. The Home Ownership Program benefits the community by encouraging a long-term investment in Leavenworth and helps low to moderate income families lower their housing costs when purchasing a home. At closing, a lien must be signed stating the buyer will reside in the home and not change title for five years. At the end of the five years, the lien is released and no funds are owed. Throughout the process, the City’s Community Development Coordinator works closely with the purchasing realtor, the lender, and the applicant. Qualifying for the program begins with completing the Home Ownership Program application and calling the Community Development Coordinator to make an appointment for submission. Applications can be located on the City’s website for easy printing or applicants can pick up an application on the 2nd floor of City Hall in the Community Development Department. Applications can also be mailed upon request by calling 913-680-2628. Please see the application for further requirements. Homes are subject to environmental review for qualification.
CDBG Home Repair Program
The City of Leavenworth Home Repair Program can provide up to $13,000 in CDBG funding for minor home repairs to qualified homeowners within Leavenworth city limits. An additional $1,000 could be awarded for radon mitigation when needed. Applicants must be within the HUD income limits to qualify.
The Home Repair Program benefits low to moderate income homeowners with safe, healthy, and sustainable housing. Qualifying minor repairs or replacement may include, but are not limited to, HVAC, roofing, plumbing, electrical and water heater. This program does not replace windows.
At completion of the project, a lien must be signed stating the homeowner will reside in the home and not change title for three years. At the end of the three years, the lien is released and no funds are owed.
