I
n 2008, the number of organisations accredited under various schemes of the Singapore Accreditation Council (SAC) continued to grow. Last year, 28 new conformity assessment bodies were accredited, bringing the total to 298, an
increase of 10% over the previous year. A significant milestone in 2008 was the development of a Five - Year Plan from 2009 to 2013. The plan was developed with inputs from industry, after a review of the SAC’s role as the national accreditation body. It took into account globalisation and changes in the economic landscape and charted new strategies for the SAC

The SAC has also extended its Accreditation Scheme for Product Certification to cover the certification of Ready Mixed Concrete (RMC) producers in April 2009. This new programme supports the Building and Construction Authority (BCA) in implementing regulations to enhance the safety of buildings. A pilot programme has been initiated with three certification bodies and six RMC producers participating. Recognition of SAC accreditation has been growing in recent years. This is evident in the confidence and acceptance of regulatory agencies which use SAC accreditation to support their regulatory functions. SAC accreditation is used in 86% of regulated areas by 19 regulators and associations in Singapore. The latest regulatory acceptance is from the Casino Regulatory Authority (CRA) and the Maritime and Port Authority of Singapore (MPA) to support the development of the gaming and port industries respectively. To prepare for the opening of the two Integrated Resorts in Singapore, the CRA requires gaming machines to be tested by laboratories accredited by the SAC or our Mutual Recognition Arrangements (MRAs) partners. Similarly, the MPA requires all bunker surveyors to be accredited by the SAC. This is to enhance Singapore’s position

as a key bunkering hub. Through accreditation, MPA aims to improve the quality and reliability of bunkering services in Singapore. Strong international ties forged by the SAC have also helped our enterprises to overcome technical barriers to trade. For example, the US Consumer Product Safety Commission introduced a new legislation in September 2008. It requires toy imports into US to be tested by laboratories accredited by ILAC MRA members. The SAC’s membership in ILAC has minimised the impact of this legislation on Singapore enterprises. To facilitate market access, the SAC maintains MRAs with over 50 economies. The SAC is an active member of Asia Pacific Laboratory Accreditation Cooperation (APLAC), International Laboratory Accreditation Cooperation (ILAC), Pacific Accreditation Cooperation (PAC) and International Accreditation Forum (IAF). The SAC successfully hosted the APLAC General Assembly and Technical Meetings in December 2008. Over 100 overseas participants attended the meetings. In conjunction with the meeting, the SAC also organised a half-day industry seminar on the accreditation regime in key markets such as the US, European Union and China. The SAC will continue to strengthen our ties with regional and international fora for conformity assessment and participate actively in their activities. To meet the growing needs of industry and to support regulators, the SAC has embarked on several new initiatives. These include the development of accreditation schemes for testing Gaming Equipment and for certification of Business Continuity Management (BCM) System. The BCM system is especially timely as the world is in the grips of the current H1N1 flu pandemic and we need to minimise any disruptions to businesses. A key factor contributing to the SAC’s achievements as one of the region’s leading accreditation bodies is the support of some 400 volunteers and stakeholders. I would like to express my appreciation to them for their contributions and commitment to the national accreditation programme. Finally, I would like to acknowledge the good work and professionalism of the SAC Secretariat, and the Council and Technical Committee members. I look forward to close collaborations with my fellow Council members who have been newly appointed in April 2009 to face the new challenges of SAC as an evolving organisation whilst maintaining and enhancing our services as we bring SAC to the next phase of our journey towards excellence. INTRODUCTION he Singapore Accreditation Council (SAC) was formed in 1996 to carry out independent accreditation of conformity assessment bodies in Singapore. It is the national authority for the accreditation of conformity assessment body and operates under the aegis of SPRING Singapore. It aims to strengthen Singapore’s technical infrastructure for conformity assessments as well as raise Singapore’s standing in forging mutual recognition agreements (MRAs) with our economic partners and promoting trade.

The SAC operates in accordance with the relevant international standards and requirements, maintains integrity and impartiality and takes into account public interest. The SAC is the designated Singapore representative in regional and international fora on accreditation and related conformity assessment activities. It works closely with government agencies on MRAs with regional and international bodies to facilitate trade for Singapore. It is managed by SPRING Singapore, a statutory board under the Ministry of Trade and Industry. SAC accredited certificates are widely recognised by regulators and industry. SAC is a signatory to various regional and international mutual recognition arrangements (MRAs). This means that SAC accredited certificates are accepted by many of Singapore’s trading partners in the Asia Pacific region as well as globally. You can have greater confidence when you use the services of certification bodies that have been accredited by the SAC. These certification bodies have been thoroughly assessed by SAC to meet internationally recognised standards for their competence. They are also periodically monitored to ensure that they continue to comply with standards. A company which has been certified by an accredited certification body will be issued a certificate which will bear both the SAC and the respective certification body’s marks. This shows that the company has implemented a system that meets international/national standards to provide reliable products and services. Not all certification bodies are SAC accredited and accreditation may only be for specific services rendered by the certification bodies. So always ask for the SAC accredited certificate and look for the SAC accreditation mark on the certificate. KEEPING CERTIFICATION ACTIVITIES IN SINGAPORE UP TO STANDARD
Why be accredited? Increase Confidence SAC accreditation is an endorsement of the certification body’s competence, credibility, independence and integrity in carrying out its services. SAC accredited certificates are widely recognised by regulators and industry. Users, therefore, can have greater confidence when they engage the services of SAC accredited certification bodies. These certification bodies have been thoroughly assessed by SAC to meet internationally recognised standards for their competence. They are also periodically monitored to ensure that they continue to comply with standards. International Recognition As a member of the Multilateral Recognition Arrangement (MRA) for Quality Management System and Product of both the Pacific Accreditation Cooperation (PAC) and the International Accreditation Forum (IAF), certificates issued by SAC accredited certification bodies are recognised worldwide by MLA members covering 41 economies. Accreditation criteria Depending on the certification scheme to be accredited, certification bodies must meet specific international/national standards and SAC requirements, as appropriate. These are: • ISO/IEC 17021, Conformity Assessment - Requirements for Bodies Providing Audit and Certification of Management Systems • ISO/TS 22003, Food Safety Management Systems – Requirements for Bodies Providing Audit and Certification of Food Safety Management systems • ISO/IEC Guide 65, General Requirements for Bodies Operating Product Certification Systems and IAF Guidance • SAC HACCP Document No 1 – Requirements for HACCP Auditing Methodology and Criteria for Auditors • SAC CT 02 – SAC Criteria for Certification Bodies Auditors (OSHMS) • SAC CT 04 – SAC Criteria for Certification Bodies (Good Distribution Practice for Medical Devices) • SAC CT 05 – SAC Criteria for Certification Bodies (Ready-Mixed Concrete) The certification bodies will be assessed based on their independence, integrity and technical competence. Management system certification bodies must demonstrate their ability to audit organisations’ management systems against the requirements of the international/national standards, i.e. ISO 9001, ISO 14001, ISO 22000 or SS 506: Part 1 and/or Part 3, HSA TS-01 or SAC HACCP Doc 2. Product certification bodies must also have the capability to assess product compliance to national or international standards. Application for accreditation is open to all certification bodies. aboratory Accreditation is a formal recognition of the technical competence and the effective management process of a laboratory and its staff.
Accreditation is applicable to all types of laboratories conducting tests, calibrations and measurements in a wide spectrum of fields. The areas of accreditation currently offered by SAC include calibration & measurement, chemical & biological, civil engineering, electrical, environmental, mechanical testing, medical, medical imaging and nondestructive testing.

WHAT IS LABORATORY ACCREDITATION?
Why you should use a SAC-accredited laboratory? Gain assurance of competence Using an accredited laboratory for your testing and calibration services allow you to have a peace of mind that the competence of the laboratory engaged for testing of your products, has been assessed in accordance with international standards. The accredited laboratory having met the relevant standards are subjected to regular surveillance visits to ensure compliance. Minimise your risk A SAC-accredited laboratory is assessed to have the technical competency in performance of the testing and calibration services. The staff are trained and experienced and the laboratory operates an effective management system. Hence, you can be assured that your product is competently tested and avoid the risk of retesting and re-work of your products. Gain customers buy-in and new business Increasingly, accreditation is accepted by users and specifiers. The use of an accredited laboratory in the testing of your product will help you improve your company’s image and increase customer buy-in. Accreditation criteria Laboratories are accredited based on an international standard, ISO/IEC 17025 − General Requirements for the Competence of Testing and Calibration Laboratories or ISO 15189 − Particular Requirements for Quality and Competence (for medical testing laboratories and medical imaging facilities). Besides these international standards, there are also specific technical notes which the laboratory needs to comply with, depending on the area of testing and calibration. Accreditation is given for specific tests and calibrations in specific fields. It is not a blanket accreditation of all laboratory testing activities undertaken by the accredited laboratories. WHAT IS INSPECTION ACCREDITATION?
I
nspection accreditation is a formal recognition of the competence of the inspection body and its inspectors. Accredited inspection bodies with their scope of accreditation are listed in the SAC website.
Accreditation is applicable to all types of inspection bodies, ranging from a one-man operation to in-house inspection services in manufacturing companies to independent third-party inspection bodies. The areas of inspection currently offered by SAC include pressure vessels and lifting equipment, motor vehicles, structural steel work and cargo inspection.
Accreditation Scheme for Inspection Bodies
Why you should use a SAC-accredited inspection body? Gain new business Increasingly, specifiers and users are stipulating the use of accredited services, which is most notably in the public sector. Hence, engaging a SAC accredited inspection body will help you to gain acceptance of your products and services, resulting in greater competitiveness and market access. Reduce costs While the cost of engaging a SAC-accredited inspection body might be higher, it is eventually more cost-effective as properly-inspected products and services are more reliable, leading to reduced downtime and avoiding unnecessary cost for re-work or re-inspection. Minimise your risk A SAC-accredited inspection body is assessed to have the technical competency in performing the accredited inspection activities and that its inspectors are trained and experienced. Hence, you can be assured that your company is in good hands. Accreditation criteria Inspection bodies are accredited based on the international standard, ISO/IEC 17020: 1998 General Requirement for the Operation of Various Types of Bodies Performing Inspection. An accredited inspection body is deemed to have met the required standards of quality, performance, technical competence and professional judgement. Besides this international standard, there are also specific technical notes which the inspection body needs to comply with, depending on the area of inspection. The accreditation of an inspection body is granted for a specific scope of inspection activities. It is not a blanket accreditation of all inspection activities undertaken by the inspection body. pon receiving the application, the SAC will assign suitably qualified assessors to assess the applicant’s compliance with the respective international standards. Below are the international standards which applicants need to comply with, depending on the nature of the conformity assessment activities.

a) ISO/IEC 17021 – Requirements for Bodies Providing Audit and Certification of Management Systems b) ISO/IEC Guide 65 – General Requirements for Bodies Operating Product Certification Systems and IAF Guidance c) ISO/IEC 17025 – General Requirements for the Competence of Testing and Calibration Laboratories d) ISO/IEC 17020 – General Criteria for the Operation of Various Types of Bodies Performing Inspection e) ISO 15189 – Medical Laboratories – Particular Requirements for Quality and Competence The assessment consists of document review, assessment at the conformity assessment body’s office and on-site witnessing or demonstration of auditing/testing/ inspection activities. Accreditation is recommended after the applicant has met the accreditation requirements. A certificate of accreditation is then awarded by the SAC for specific scopes. The flow of the accreditation process is shown in Figure 1. Routine Annual Surveillance and Re-assessment Routine annual surveillance is conducted after the award of accreditation to ensure continual compliance with accreditation requirements. Accreditation is valid for a specific period which ranges from 2 to 4 years depending on the schemes, after which a full re-assessment is required for the renewal of accreditation.

WORLDWIDE RECOGNITION AND ACCEPTANCE
T
he SAC works closely with other accreditation bodies to establish and maintain the Mutual Recognition Arrangements (MRAs) which help to facilitate regional and international trade for Singapore. MRAs play an important role in building confidence of the competence and capabilities of an international network of accredited conformity assessment bodies. Hence, they serve as a global passport for products or services to gain access to international market without the need for re-testing, reinspection and re-certification.
SAC Mutual Recognition Arrangements
The SAC is a signatory to various international organisations including ILAC (International Laboratory Accreditation Co-operation), IAF (International Accreditation Forum), Asia Pacific Laboratory Accreditation Cooperation (APLAC), European Cooperation for Accreditation (EA) and Pacific Accreditation Cooperation (PAC). Countries which are signatories of the MRAs recognise that their partners’ conformity assessment bodies operate in an equivalent way and that they deliver equivalent accreditations, providing the same level of competence and confidence. Therefore, test or inspection reports or certificates issued by the SAC-accredited body are recognised by the MRA partners as equivalent to those issued by their own accredited bodies. The SAC’s mark on your test and inspection reports and certificates ensures that you enjoy the benefits of the MRAs. How can enterprises benefit from MRAs? The SAC's signatory status in the MRAs is a global passport for enterprises in Singapore. This means there is no need for duplicative testing or calibration of goods that are exported to the other MRA member countries. Moreover, government agencies now rely more on the results from accredited facilities and those of the MRA partners, as they recognise the credibility of accreditation programmes that are based on internationally-recognised standards. These government agencies need a fair and meaningful basis to identify qualified providers. Therefore, enterprises can gain a competitive advantage through accreditation. How do MRAs work? A MRA is based on the results of intensive peer evaluation of its signatories. An accreditation body in a MRA must meet and abide by the requirements in ISO/IEC 17011 - Conformity assessment - General Requirements for accreditation bodies accrediting conformity assessment bodies. It must also ensure that the conformity assessment bodies that it accredits conform to relevant standards such as ISO/IEC 17025 for laboratories, ISO 15189 for medical laboratories, ISO/IEC 17020 for inspection bodies and ISO/IEC 17021 or Guide 65 for certification bodies. What makes a MRA sound and reliable? Signatories to regional and international MRAs are subject to regular and stringent multi-national peer evaluations. The purpose of these routine on-site evaluations is to verify the signatories' continual conformance with the internationally-accepted criteria (ISO/IEC 17011 and applicable guidance documents). These peer evaluations ensure consistent, harmonised accreditation practices and facilitate the exchange of information and experience among the signatories. Who are the SAC’s MRA partners? Since 1997, SAC has signed MRAs with: • Asia Pacific Laboratory Accreditation Cooperation (APLAC) - for Testing & Calibration (29 members) and Inspection (12 members), • European Cooperation for Accreditation (EA) for Testing and Calibration (30 members), • International Laboratory Accreditation Cooperation (ILAC) for Testing and Calibration (65 members), • International Accreditation Forum (IAF) for Quality Management System (40 members) and Product Certification (33 members), and • Pacific Accreditation Cooperation (PAC) for Quality Management System (15 members) and Product Certification (10 members).

How to recognise accredited reports and certificates? Once a Conformity Assessment Body (CAB) is accredited, it is allowed the use of the accreditation mark of the accreditation body. The accredited body can only refer to its accreditation for those conformity assessment activities specified in the scope of the accreditation. In addition, an accredited body may also use the ILAC-MRA or IAF-MLA marks to show that it is accredited by a signatory member of the ILAC or IAF. An SAC-accredited CAB is allowed to display one of the following marks as proof of accreditation. Endorsed reports or accredited certificates carry the SAC Mark, along with the accreditation number. Examples are given below:
In addition, an endorsed test or inspection report will include the following statement: “The results reported herein have been performed in accordance with the laboratory’s or inspection body’s terms of accreditation under the Accreditation Scheme for Laboratories or Inspection Bodies of the Singapore Accreditation Council.”

The Singapore Accreditation Council (SAC) is the national accreditation body in Singapore. It is managed by SPRING Singapore, a statutory board under the Ministry of Trade and Industry. SAC endorsed reports are widely recognised by regulators and industry. SAC is a signatory to various regional and international mutual recognition arrangements (MRAs). This means that SAC endorsed reports are accepted by many of Singapore’s trading partners in the Asia Pacific region as well as globally. You can have greater confidence when you use the testing, measurement or inspection services of companies that have been accredited by the SAC. These companies have met internationally recognized standards for technical competence and produce reliable test data and inspection reports. They are also periodically monitored to ensure that they continue to comply with standards. Not all laboratories and inspection bodies are SAC accredited and accreditation may only be for specific services rendered by the companies. So always ask for the SAC endorsed reports and look for the SAC accreditation mark on the reports. The accreditation status of companies and their scope of accreditation are available at SAC’s website at www.sac-accreditation.gov.sg. Congratulations for choosing a SAC accredited company! Singapore GLP Compliance Programme SPRING is the Good Laboratory Practice (GLP) Monitoring Authority in Singapore. We manage the GLP Compliance Programme to ensure that registered facilities performing non-clinical safety testing in Singapore comply with the Organisation for Economic Co-operation and Development (OECD) Principles of Good Laboratory Practice. The programme is a quality system that assesses a research facility’s processes and conditions in which laboratory studies are planned, performed, monitored, recorded, reported and archived. The GLP programme enables Singapore enterprises’ research laboratories to gain acceptance for their environmental health and safety data in OECD countries. It therefore reduces duplicative testing thus shortening time-to-market for new products. It also provides assurance to both local and overseas regulators that the data from the registered research laboratories is a true reflection of the results obtained from the studies. This helps Singapore companies to gain greater access to international markets. With Singapore’s entry as a member of the OECD Mutual Acceptance of Data (MAD) framework in 2009, studies conducted in Singapore under GLP compliant conditions will be accepted in more than 30 OECD member countries. The National Measurement Centre The National Metrology Centre (NMC) under the Agency for Science, Technology and Research (A*STAR), is an integral part of the standards and conformance infrastructure in Singapore. The NMC plays an important role in maintaining the national measurement standards and upgrading these standards according to industry needs (see Figure 1). Equipped with a multi-disciplinary team of experienced scientists and engineers who conduct dimensional, electromagnetic, mechanical, optical radiation and temperature measurements, the NMC helps industry by providing calibration services, training and consultancy as well as carrying out development projects that require specialised measurement expertise. The NMC participates actively in international comparisons of measurement standards with other national metrology institutes (NMIs) so as to ensure that Singapore’s measurement standards are compatible and consistent with the International System of Units (SI). Singapore is signatory to the mutual recognition arrangement (MRA) on measurement coordinated by the International Bureau of Weights and Measures (BIPM), in which more than 60 economies are signatories. Under the arrangement, signatories recognise the validity of the calibration and measurement certificates issued by participating NMIs who meet the MRA requirements for maintaining a quality system and demonstrating a certain level of technical competency. The Singapore Accreditation Council organises training courses to assist the industries in understanding and applying laboratory accreditation requirements and criteria based on ISO/IEC 17025, General requirements for the competence of testing and calibration laboratories. Courses are normally conducted twice a year. The trainer is engaged from an overseas accreditation body, whom has vast experience in laboratory accreditation requirements. Case study is part of the training course to encourage active participation and peer learning. Certificate of Attendance is issued under SPRING Singapore.
