EARLY DAYS IN MENLO PARK

The land now known as the City of Menlo Park was originally the home of Ohlone Indians, called by the Spaniards “Coastanoans,” or Coast-dwellers. These local residents lived off the land peacefully, gathering nuts, berries and fish from both the ocean and the bay. Because of the abundance of food there was no need for them to practice agriculture. Evidences of their civilization are still being unearthed on the Filoli estate in Woodside and along San Francisquito Creek. Spanish rule came to this area in 1769 when the exploration party led by Don Gaspar de Portola camped near “El Palo Alto” after their momentous discovery of San Francisco Bay. The colonizing of the Peninsula began after the expedition of Juan Bautista DeAnza passed through Menlo Park on its way to establishing Mission Dolores and the Presidio of San Francisco in 1776. The mission padres, explorers, military personnel, travelers and settlers occupied certain areas, developing and populating the land. As a reward for their contribution to the settling movement, some of these pioneers
were granted huge portions of land by the Spanish and (after 1822) the Mexican governments. The largest land grant on the Peninsula was the “Rancho de las Pulgas,” an area of 35,260 acres, awarded to presidio comandante Don Jose Dario Arguello in 1795 by Governor Diego de Borica, and endorsed in behalf of his son Luis Arguello in 1820 by Pablo Sola, the last Spanish governor of California. It extended north and south from San Mateo Creek to San Francisquito Creek, and east and west from San Francisco Bay to today’s Canada Road in Woodside. The present boundaries of Menlo Park would be within this rancho which became part of the new State of California. The Arguello family obtained legal title to their lands in 1857 and later subdivided them. It was in 1854 that Menlo Park received its official name when two Irishmen, Dennis J. Oliver and D. C. McGlynn, whose wives were sisters, purchased 1,700 acres (some sources say it was 640 acres) bordering County Road, now El Camino Real, and built two houses with a common entrance. Across the drive they erected a huge
wooden gate with tall arches on which the name of their estate was printed in foot-high letters: “Menlo Park”, with the date, August 1854, under it. When the railroad came through in 1863, this station had no name, it was just the end of the line, but it needed a designation. During a discussion about the choice of a name, a railroad official looked over at the gates and decided that “Menlo Park” would be appropriate, and so the name was officially adopted. This station is now California State Landmark No. 955, the oldest California station in continuous operation. San Mateo County became independent of San Francisco County in 1856. A county road had been laid for horse and carriages, wagons and stagecoaches to Belmont and soon was extended to San Jose. This opened the Peninsula to the residents of San Francisco who wished to establish summer residences in the country. Among the first to buy large tracts of land and build their mansions were the Athertons, Hopkinses, Floods, Millses, Donohoes and Feltons. The great estates were largely self-sufficient and most of the workers lived on the premises. The estates had their

EARLY DAYS IN MENLO PARK own cows and milk and butter were produced on the estates. They had their own chickens, other fowl and often hogs, too. The Hopkins estate had its own boarding house for single men, complete with its own barber shop. It manufactured gas for its own heating and lighting use and sold some to neighbors. The service part of old Menlo consisted of two general merchandise stores, two or three blacksmith shops, a couple of livery stables, six or eight saloons, and about three working-man hotels. On March 23, 1874, Menlo Park became the second incorporated city in San Mateo County, although only for a short time. The purpose was to provide a quick way to raise money for road repairs. This incorporation, which included Fair Oaks (later Atherton) and Ravenswood (later East Palo Alto) lasted only until 1876. Churches were founded, schools were opened and businesses were established. The first church in San Mateo County was built by Dennis Martin on his ranch in 1856. It was the only Catholic church between Mission Dolores in San Francisco and Mission Santa Clara until St. Matthew’s Church was built in 1863 and St. Matthew’s Episcopal Church in 1865, both in San Mateo. The Church of the Nativity in Menlo Park was built in 1872. Little occurred to change the rural flavor of the community until the first World War, when, almost overnight, Menlo Park was populated by 43,000 soldiers in
Menlo Park Today Between 1943 and 1946 another military installation, Dibble General Hospital, was built on the old Timothy Hopkins estate to care for the thousands of soldiers injured in the South Pacific in World War II. After the war a post war boom occurred in Menlo Park. Under the leadership of farsighted Charles P. Burgess, the City acquired 29 acres of Dibble General Hospital grounds at a price of $4,000 an acre. On this land a handsome civic center has been erected. Later, Santa Cruz Avenue was widened and improved and gradually became Menlo’s first street. Pioneering steps were taken in zoning control, off-street parking in the business district, establishment of the Administrative-Professional zoning, which attracted such concerns as Stanford Research Institute, Sunset Magazine and the U.S. Geological Survey, and, in 1952, led to the City’s first Master Plan. Menlo Park has continued to grow in many ways to fit the needs of a progressive community, yet it looks back with pride at its past...its beginnings... and hopes to pass on to new generations the goals and ambitions of its pioneer families. training at Camp Fremont, on land which extended from Valparaiso Avenue to San Francisquito Creek, and El Camino Real to the Alameda de las Pulgas, with the Base Hospital and other facilities on Willow Road where the Veterans Administration Medical Center now stands. After the war enough service center activity remained to prompt an effort to reincorporate Menlo Park in 1923 with much the same boundaries as the earlier town. Incorporation planning involving Menlo Park and Atherton culminated in a dramatic race to the County
Courthouse to file differing plans. Atherton representatives arrived only minutes before those from Menlo Park who had wished to include Atherton in their plans. Final incorporation of Menlo Park took place in November 1927.

Since our founding in 1926, the Menlo Park Chamber of Commerce has been the voice of the business community, an advocate for Menlo Park residents, and the source of commercial, social and philanthropic activities. After more than 80 years of serving the community, the Chamber’s Articles of Incorporation remain applicable: promote cooperation of businesses, develop increased civic interest, create a higher standard in business, correct trade abuse, compile information for business advancement and protect members within the scope of the business. Committees & Events Ambassadors Our goodwill Ambassador Team acts as a liaison for the Chamber members. Performing as the public-relations arm of the Chamber, they officially greet new businesses, create goodwill and understanding among Chamber members and the business community, and act as hosts at special events. They also participate in grand re-openings and provide ribbon cuttings for new members. Business Issues & Transportation The committee works to keep members and the community informed about issues that could impact our city. The focus includes fostering and maintaining a strong liaison with local, state and federal government. Transportation, Housing and Land Use are major community issues in which the Chamber has taken an active leadership role. Areas where this is apparent are: Bayfront Expressway and Marsh Road improvements, Caltrain Modernization, Downtown Parking, Highway 101 Pedestrian Bridge, Willow Road Interchange design, Safe Routes to School, Shuttle Programs, the Housing Element and the El Camino Real/Downtown Specific Plan. Golden Acorn Awards For over 35 years, the Chamber has sponsored an awards banquet. During this event we celebrate community achievement and recognize outstanding community volunteers, business people and organizations. Membership Committee The Membership Committee evaluates current programs & services, provides feedback to the Board of Directors and develops collateral materials which will position the Chamber to deliver superior value to its membership. The Ambassadors serve as the external outreach team for this committee.
Summer Block Parties Initiated in 2007, the Block Party team coordinates a downtown community celebration. The event highlights local business and service organizations as they showcase their products and services against an inviting backdrop of plaza dining, musical entertainment and children’s activities. Menlo Summerfest This vibrant, open-air festival of the arts, formerly Connoisseurs’ Marketplace and newly re-branded as Menlo Summerfest, celebrates the best of summer in style with sensational live music on stage and street throughout downtown, a juried show with contemporary fine art and one-of-a-kind crafts by 200 of America’s best artists, entertaining chefs’ demos, artisan specialty food purveyors, festive food and drink with premium wine, microbrews and more!

Menlo Park is a city of beautiful, tree-lined neighborhoods and active commercial districts. Located conveniently between the major metropolitan areas of San Francisco and San Jose, Menlo Park is home to more than 33,000 in its 19 square miles. City Government The City of Menlo Park operates under the council-manager form of government. The City Council appoints the City Manager and City Attorney as well as members of a variety of commissions and committees. include Administrative Services, Community Development, Community Services, Library, Police and Public Works. The City’s resources include a staff of 259 permanent and 200 temporary employees and a general fund budget of $49.3 million. Menlo Park has earned a reputation as a stable and well-run city. Over the past 50 years, the City has had only five city managers. The current city manager, who joined the City in 2012, maintains a positive working relationship between the City Council and staff. In addition to its many attributes, Menlo Park has one of the most beautiful civic center campuses in the Bay Area. Lush landscaping including heritage trees, a running fountain and a duck pond surrounds the City Hall Administration Building. The campus also includes a nine-acre park, recreation facilities and the main Menlo Park library. These civic amenities make the campus a noted destination for City residents, local employees and visitors alike. Conveniently located, the campus is a short walk to the Caltrain depot and Menlo Park’s downtown retail district.

City of Menlo Park, serves as the presiding officer of the City Council and signs enacting ordinances and contracts. The Menlo Park City Council holds meetings Tuesdays at 7 p.m. on a calendar approved each December for the upcoming year. Meetings are held at the City Council Chambers located at 701 Laurel Street. You can subscribe to receive the agendas and minutes by email when they are published. An agenda is posted in advance of the weekly meeting, and past agendas and minutes are filed by the date they were held. If you have questions about an agenda please call the City Clerk at 650-330-6620. Menlo Park’s City Council members serve part-time, retaining their positions in private industry, personal enterprise, business or the professions.

City Commissions and Committees Menlo Park welcomes and encourages residents’ active participation serving on the commissions and committees that act as advisors to the elected City Council. Commissions’ primary roles are to advise the City Council on policy matters, review specific subjects and carry out assignments as directed by the City Council or as prescribed by law. The City Council appoints all commissioners. The City currently has seven active commissions: Bicycle, Environmental Quality, Housing, Library, Parks and Recreation, Planning and Transportation.
City Council The City Council is the City’s five-member governing body, whose members are elected at-large to four-year overlapping terms in general municipal elections. The Mayor and Mayor Pro Tem (vice mayor) are selected to one-year terms by the Council at its first meeting in December of each year. The Mayor, who represents the
City Services City Manager’s Office The City Manager is the chief administrative officer of the city and appointed by the City Council to enact its decisions and policies. The City Manager coordinates the work of all departments and employees, with the exception of the City Attorney. The City Manager’s

Office includes administration, City Clerk, Housing and Economic Development and Environmental Programs. The City Clerk is the local elections official, the custodian for the agency’s public documents and the primary liaison to city commissions and committees. Housing and Economic Development provides assistance to local businesses, developers and housing agencies with the goal to spur economic growth, employment opportunities, housing availability and affordability, new business attraction, existing business retention and infrastructure improvement. This also includes resolving code enforcement and planning issues affecting individual business activity centers. Environmental Programs provides assistance on resource-conserving design strategies, technologies and materials. It also promotes sustainable environmental practices and policies citywide, as well as incentives to encourage businesses to reduce their environmental impact while improving their bottom line, including energy saving programs, rebates and financial incentives. Administrative Services The Administrative Services Department provides overall financial management (accounting and financial reporting, budget and treasury, revenue management, purchasing and accounts payable, risk management, payroll), information technology, employee relations, labor relations, and benefits management. In addition, this department conducts employee recruitment, manages business license registration, organizational development and employee training. Community Development The Community Development Department provides planning, building and housing services. Planning services
include conducting land use studies and application review for residential, commercial and industrial development projects to ensure compliance with the city’s zoning ordinance and related policies. Building services include coordinating “plan check” and “inspection” processes that ensure projects are designed and constructed according to applicable state and local codes. Community Services The Community Services Department offers sports, recreational and cultural programs for children, teens, adults, and seniors in order to meet their physical, educational and cultural needs and to enhance the Menlo Park quality of life. Services are available for all residents, regardless of income level. Community Services facilities include 14 parks, community centers, a senior center, swimming pools, child care centers, gymnasiums and a skate park. Library The Menlo Park Library provides materials and services of popular interest to the community. From its two locations, one in the civic center campus and one located at the Belle Haven Elementary School, the library furnishes a full range of library services. The collection of over 640,000 items includes circulating books, reference materials in both printed and electronic formats, magazines, newspapers, online electronic books and a wide variety of sound and video/DVD recordings. The library has an active Friends of the Library group and a Library Foundation. Menlo Park Library is a member of the Peninsula Library System, a cooperative consortium of all public libraries in San Mateo County. Police The Police Department is responsible for providing safety and security to all members of the community by preserving the public peace, reducing the opportunity to commit crime and delivering a wide variety of police and crime prevention services. The Police Department works in partnership with the community toward the goals of protecting life and property, solving neighborhood problems and enhancing the quality of life in the city through neighborhood watch programs. The Police Department also provides citywide training for disaster preparedness, as well as enforcement and safety education for motorists, bicyclists and pedestrians. The Police Department contains three divisions: administration, investigations and the patrol. Units within the divisions include patrol, K-9, investigations, narcotic enforcement, records, communications, SWAT,

code enforcement, property, parking enforcement, training and administration. Public Works The Public Works Department is responsible for providing efficient and sound infrastructure, facilities and services regarding the construction, repair and maintenance of City streets, sidewalks, curbs, storm drains, trees, buildings and related facilities. The department consists of the City’s capital improvements, engineering, maintenance, transportation and utilities divisions. The department also provides private developments with engineering review to ensure that these projects are constructed according to City specifications. Fire Protection District The Menlo Park Fire Protection District is a separate special district that provides “Excellence in Service” to the communities of Menlo Park, Atherton, East Palo Alto, and certain unincorporated areas of San Mateo County. The Menlo Park Fire District has grown to a district of 93,000 community members, served by seven fire stations within its district boundaries of approximately 29 square miles. The District is proactive in emergency preparedness, risk management, fire and life safety, offering varied community programs. The Community Emergency Response Team (CERT) has trained over 400 residents in basic disaster skills. The District also offers GET READY classes for home preparedness and PET READY to educate for preparedness for pets. The District’s Search and Rescue Programs are known nationally. The Fire District is the sponsoring agency of the Urban Search and Rescue Team (Task Force 3) and the Swift Water Rescue Unit. Deployments include Northridge Earthquake, World Trade Center and Hurricane Katrina.

Menlo Economic Profile Menlo Park is home to a wide range of businesses and distinct economic centers where commercial and industrial activity takes place and where retail sales, transient occupancy, and commercial property tax revenues are generated. These commercial and industrial/research and development districts are located throughout the City. While the downtown district is the center-piece and most visible economic activity center in the City, the industrial/research and development district generates a significant portion of Menlo Park’s retail sales tax revenue and boasts the largest employment sectors. Each of these economic centers are different in land use, size, and location within the City. The composition of revenue generating businesses in each area is also unique.

History Atherton is located on the San Francisco peninsula between the San Francisco Bay and the Pacific Ocean. The Town stretches from the flatlands of the peninsula into the hills to the west, along Highway 280. The Town is bordered by areas of Menlo Park, Redwood City, Woodside, and unincorporated San Mateo County. The Town of Atherton desires, insofar as possible, “to preserve its character as a scenic, rural, thickly-wooded, residential area, with abundant open space.” In 1866, Fair Oaks (Atherton) was a flag stop on the San Francisco-San Jose Railroad line for the convenience of estate owners living north of Menlo Park. The entire area was then called Menlo Park and had originally been part of the Rancho de las Pulgas, covering much of modern day San Mateo County. There were several attempts to incorporate Fair Oaks, one in 1874 and another in 1911. In 1923, Menlo Park wished to incorporate its lands to include the Fair Oaks lands. Fair Oaks property owners soon discovered that in order to maintain their community as a strictly residential area, they would have to incorporate separately. A town near Sacramento had already been named Fair Oaks, so the Town Committee decided to honor Faxton Dean Atherton, one of the first property owners in the southern peninsula, and name the Town for him. Atherton was incorporated on September 12, 1923.
1928, the residents voted to build a Town Hall, which stands today. Early residents envisioned a residential town divided into large parcels that would not contain any businesses. Although the city still maintains its lack of industry, its large land holdings have been subdivided over time. Extensive subdivisions in the 1940’s and 1950’s led to many one-acre plots. Atherton is still a “plain of oaks”. Native live oaks, white oaks, bays, redwoods, cedars, pines and other ornamental trees cover the six square miles of town. There are approximately 50 miles of roads “designed primarily as scenic routes rather than for speed of travel.” Beautiful foliage, elegant gardens and heritage trees dominate this quiet residential community.
The town government was established with Edward E. Eyre as the first mayor. In

Holbrook-Palmer Park, a 22-acre park left to the town in 1958 by Olive HolbrookPalmer, offers recreational programs and has facilities for functions. The Menlo Circus Club is a private club with stables and a riding ring located within the town. The town of Atherton operates under a council-manager form of government. The five-member elected council serves for four years. The council is responsible for appointing a clerk, full-time engineer, and town manager. They administer the council’s ordinances and policies. The council also appoints a town attorney and town planner, as part-time consultant. The council meetings are scheduled every third Wednesday each month. History Portola Valley, California, sits in a peaceful valley astride the San Andreas Fault. Since incorporation in 1964, development has been slow and the town has kept a rural ambiance reminiscent of days gone by. The origins of the modern town of Portola Valley are in the little logging town of Searsville that stood along Sand Hill Road from the 1850s until 1891. It offered services for the men who came to cut the redwoods for the post gold rush building boom. By the dawn of the twentieth century, the redwoods were mostly gone, Searsville had been abandoned, and a reservoir, known today as Searsville Lake, had been created. The area became a place of small farms and large estates. Immigrants from Ireland, Portugal, Croatia, Italy, China, the Philippines, Chile, and Germany joined the Californios to raise strawberries, herd cattle and cut firewood. The large landowners came from San Francisco to escape the summer fog. A few were year round residents. Extensive residential development did not begin until after World War II, and by the early 1960s, many residents had become alarmed by increasing pressures for housing and business expansion. Therefore, in 1964, they voted to incorporate in order to have local control over development. The goals were to preserve the beauty of the land, to foster low-density housing, to keep government costs low by having a
cadre of volunteers, and to limit services to those necessary for local residents. In the view of many, a good balance between modern development and pastoral quiet exists in the community today. Nineteen hundred acres of permanent open space exist within the town. Residents continue to treasure the town’s environmental and historic heritage, its excellent public schools and its town government staffed by a multitude of volunteers.

MENLO’S LANDMARKS Barron-Latham-Hopkins Gate Lodge (1864) 555 Ravenswood Avenue Also known as the Gatehouse, this is the oldest structure in Menlo Park and the only gatehouse still in existence in California. It was built as a part of an elaborate 280 acre estate in 1864 by leading capitalist William Eustace Barron. The Gatehouse, being the sole surviving structure from the estate, was placed on the Historic National Registry August 28, 1986. British Bankers Club (1926) 1090 El Camino Real This federal style building was somewhat unique in size and structure for its day. Originally built as the American Trust Bank, it later housed the city hall, library and police station, and currently awaits a renovation as a new restaurant. This iconic building stands proudly at the corner of Menlo Center, a popular gathering place in Menlo Park. Church of the Nativity (1872) 210 Oak Grove Avenue This Victorian Gothic revival church was built at the corner of Middlefield and Ringwood in 1872, relocated to Santa Cruz Avenue in 1877, and moved again to its present location in 1878. Church of the Nativity was placed on the National Register of Historic Places in 1980.

Civic Center (1943) 701 Laurel Street The Menlo Park Civic Center, designed by Kingsford Jones and Associates with landscape architect Arthur Cobbledick, was built in stages beginning with the library in 1957, followed by a police station and recreation center, and ending with the administration building and council chambers in 1970. It is currently the location of the administration/police department and recreation buildings, council chambers, child care center and library. Clock Tower (1987) Merrill Street The Clock Tower was donated to the City of Menlo Park by a private citizen and local developer, Tom Ford. The stand-alone clock tower was designed adjacent to the railroad station and is a focal point for downtown Menlo Park. Fremont Park (1938) Corner of Santa Cruz Avenue and University Drive Named in honor of Major General John C. Fremont, Camp Fremont was established July 18, 1917, by the War Department to train the soldiers for the Western Front. Encompassing 25,000 acres, it was the largest training camp west of Mississippi. The main part of the base stretched from El Camino Real to Alameda de las Pulgas and from Valparaiso Ave to the San Francisquito Creek. Menlo Park was

chosen as a training facility because of the similarity of its terrain to the battlefields of France. The park, donated by a private citizen to the city, contains several war memorials. Menlo Center (1989) 1010 El Camino Real Located at the heart of Menlo Park, adjacent to Santa Cruz Avenue, Menlo Center has been serving the community as a gathering place since its development in 1989. In the scenic plaza set off of El Camino Real, families and friends can enjoy a cup of coffee or break open a new paperback. Railroad Station (1867) 1100 Merrill Street The Menlo Park Railroad Station is the oldest station in California still in use. The original structure was built in 1863, the present building in 1867. The Menlo Park Railroad Station was dedicated as California Registered Historic Landmark #955 on July 4, 1983. Saint Patrick Seminary (1898) 320 Middlefield Road The Charles Devlin-designed, red brick complex of French Second Empire styling was originally situated on 86 acres on the east side of Middlefield Road. Once the Ravenswood Property of I.C. Woods, it was donated to the San Francisco Archdiocese. St. Patrick’s ordained its first priests in 1900.

How Do You Get Around Town? Traffic contributes more than forty percent of the global warming carbon emissions in Menlo Park, releasing air pollution and causing more than a little frustration over gridlock. Here are some ideas to help you lighten your driving and move Menlo Park to be vibrant, green and healthy!
When you need to drive, lighten your impact:
Try an alternative to driving: Walk, bike, ride a scooter or skate to local destinations and you can replace a trip to the gym and a stop at the gas station. Riding a bike 20 miles a week instead of driving a car that gets 20 miles per gallon, can reduce your carbon footprint by more than 1,000 pounds in a year. If your work allows it, try working from home one day a week. Telecommuting is another great option to cut down on commuter miles.
• Try carpooling, which saves on fuel costs, parking fees, and tolls. Connect through Carma, Zimride or any car sharing app. • Make your next car electric or a hybrid, and save fuel and money. Just by upgrading to a vehicle that gets 10 mpg better mileage, you can save up to 4,000 pounds of carbon and $400 on fuel each year.
