VISION FOR MENLO PARK WHERE TRADITION MEETS INNOVATION
The City of Menlo Park is an inviting community of trees, parks, quiet neighborhoods and active business areas with a rich historic past and a promising future. Since its first incorporation in 1874 to the present day, the goal of its founding families continues to be passed on to new generations, to make Menlo Park a place for all to live, work and prosper. Menlo Park is a community in which residents, businesses and employees experience the benefit of interaction and planning for the future. The city relies heavily on community involvement to determine and update all aspects of its development planning and implementation from start to finish. In 1952, Menlo Park adopted it first General Plan, or Master Plan as it was then called, to guide future development. The City’s second General Plan, adopted in 1966, was based on policy recommendations made by a 100+ member citizens’ committee. Menlo Park continues that tradition by engaging businesses, property owners and the community in developing a shared vision for Menlo Park. The multiyear El Camino Real/Downtown Specific Plan, adopted in 2012, and ConnectMenlo, adopted in 2016, continue to reflect successful outcomes from extensive community involvement to create consensus, build relationships and establish direction. Each embraces the vision for a live/work/play environment while

maintaining the character and values that the City has historically embraced. Mixed-use developments, which combine offices, retail and housing, are part of the plan to enable people to live near where they work and play. More residential areas will be added adjacent to employment centers, particularly downtown, near the train station and along Bayfront Expressway. Two notable mixed-use projects under construction are Station 1300 and Middle Plaza, which will create vibrancy in our downtown and add additional living spaces within easy walking distance of the train station. Daytime office workers and evening and weekend apartment population will bring new customers to downtown, restaurants and retail. Menlo Park is a robust part of Silicon Valley. While rooted in history and tradition, it has become a center for innovation; a mecca for venture capitalists; home to Facebook and its vast social media presence; and a hub for biotechnology. Menlo Park continues to grow in many ways to fit the needs of a progressive community yet looks back with pride at its past and its beginnings; all while passing on to new generations the goals and ambitions of its pioneer families.

The Menlo Park Chamber of Commerce is an independent, nonprofit, voluntary association of business people working to strengthen the local economy, promote the community and advocate the interests of business. The organization is comprised of small businesses, retailers, hotels, restaurants, nonprofit organizations, educational and health care institutions, major corporations, professionals, individuals and many other types of businesses. Since our founding in 1926, the Menlo Park Chamber of Commerce has been the voice of the business community, an advocate for Menlo Park residents, and the source of commercial, social and philanthropic activities. GOLDEN ACORN AWARDS
Our goodwill Ambassador team acts as a liaison for the Chamber members. Performing as the public-relations arm of the Chamber, they officially greet new businesses, create goodwill and understanding among Chamber members and the business community, and act as hosts at special events. They also participate in grand reopenings and provide ribbon cuttings for new members.
For over 40 years, the Chamber has sponsored a community awards celebration. During this event we celebrate local achievement and recognize outstanding community volunteers, business people and organizations.
BUSINESS ISSUES & TRANSPORTATION
The committee works to keep members and the community informed about issues that could impact our city. The focus includes fostering and maintaining a strong liaison with local, state and federal government. Transportation, housing and land use are major community issues in which the Chamber has taken an active leadership role. Areas where this is apparent are: Bayfront Expressway and Marsh Road improvements, Caltrain modernization, downtown parking, Highway 101 Pedestrian Bridge, Willow Road Interchange, Safe Routes to School, Shuttle Programs, Housing Element, El Camino Real/ Downtown Specific Plan and the General Plan Update. CHAMBER BUSINESS ALLIANCE
The Chamber Business Alliance (CBA) is a business-specific, Chamber member only, networking group that meets twice monthly. The CBA goal is to build trusted business relationships amongst the members through networking, presentations, shared leads and referrals. Members share ideas, strengthen skills and provide mutual support.
MEMBERSHIP COMMITTEE
The Membership Committee evaluates current programs and services, provides feedback to the board of directors and develops collateral materials which will position the Chamber to deliver superior value to its membership. The Ambassadors serve as the external outreach team for this committee. MENLO SUMMER FEST
This vibrant, open-air festival of the arts, formerly known as Connoisseurs’ Marketplace, now rebranded as Menlo Summer Fest, celebrates the best of summer in style with sensational live music onstage and at multiple street locations downtown. Included in this arts festival is a juried show with contemporary fine art and one-ofa-kind crafts by 200 of America's best artists, artisan specialty food purveyors, and festive food and drink with premium wine, microbrews and more! SUMMER BLOCK PARTY
Initiated in 2007, the Block Party team coordinates this downtown community celebration. The event highlights local business and service organizations as they showcase their products and services against an inviting backdrop of plaza dining, musical entertainment and children’s activities.

CITY OF MENLO PARK Menlo Park is a city of beautiful, tree-lined neighborhoods and active commercial districts. Located conveniently between the major metropolitan areas of San Francisco and San Jose, Menlo Park is home to a little over 33,000 residents in its 19 square miles. The stunning natural surroundings of the city afford views of the San Francisco Bay to the east and the Pacific Coastal Range to the west. Menlo Park’s climate is moderate to warm, with an average of 265 sunny days a year. Menlo Park’s residents reflect a range of backgrounds and interests and tend to be well educated and actively engaged in community life. Excellent public and private schools serve its many young families, while residents of all ages enjoy the numerous city parks and recreational facilities. The city’s proximity to Stanford University and Menlo College provide a multitude of academic, cultural and athletic event opportunities. Menlo Park is a General Law City under the State of California and operates under the council-manager form of government. The City Council appoints the city manager and city attorney, as well as members of a variety of commissions and committees. The city is organized into operating departments, all reporting to the city manager, including administrative services, city manager’s office, community development, community services, library, police and public works.

In addition to its many other attributes, Menlo Park has one of the most beautiful civic center campuses in the Bay Area. Lush landscaping, including heritage trees, a running fountain and a duck pond, surround the city hall/administration building. The campus also includes a 9-acre park, recreation facilities and the main library. These civic amenities make the campus a noted destination for residents, local employees and visitors. Conveniently located, the campus is a short walk to the Menlo Park Caltrain Station and Menlo Park’s downtown retail district. CITY COUNCIL
The Menlo Park City Council holds meetings at 7 p.m. Tuesdays on a calendar approved each December for the upcoming year. Meetings are held at the City Council’s chambers, 701 Laurel Street.You can subscribe to receive the agendas and minutes by email. An agenda is posted in advance of the weekly meeting and past agendas and minutes are filed according to the dates they were held. If you have questions about an agenda, please call the city clerk at 650-330-6620. Menlo Park’s city council members serve part time, retaining their positions in private industry, personal enterprise, business or the professions. CITY COMMISSIONS AND COMMITTEES
Menlo Park welcomes and encourages residents’ active participation serving on the commissions and committees that act as advisers to the elected City Council. Commissions’ primary roles are to advise the City Council on policy matters, review specific subjects and carry out assignments as directed by the City Council or as prescribed by law. The City Council appoints all commissioners. The city currently has seven active commissions: Planning, Complete Streets, Environmental Quality, Housing, Library, and Parks and Recreation. CITY SERVICES City Manager’s Office
The city manager is the chief administrative officer of the city and is appointed by the City Council to enact its decisions and policies. The city manager coordinates the work of all departments and employees, with the exception of the city attorney. The city manager’s office includes City Administration, the Office of the City Clerk, the Office of Housing and Economic Development, and the Office of Sustainability. The city clerk is the local elections official, the custodian for the agency’s public documents and the primary liaison to city commissions and committees. The city clerk’s office is responsible for the coordination, production and posting of the City Council’s agendas and packets, including information and materials reviewed by the City Council in preparation for public meetings. The city clerk ensures public access to agenda materials and understanding of the process for making public comments and participating in public meetings. The city clerk is also the custodian of a wide range of official documents and permanent city records, including: contracts, agreements, recorded documents, minutes, resolutions and ordinances. The clerk is responsible for responding to requests for public information under the California Public Records Act. The city clerk is also the primary liaison to City

Council-appointed commissions/committees serving as advisory bodies to the City Council. Additionally, the city clerk is the local elections official, responsible for posting legal notices and processing candidate filings, campaign reports and financial disclosures. The Office of Housing and Economic Development manages the city’s affordable-housing programs, encompassing belowmarket-rate housing, purchase-assistance loans and affordablehousing units in new developments. Recent housing-development activities will soon bring new affordable units to the community. In addition, this office addresses business needs and provides opportunities for business success, including identifying new businesses enhancing the community and the city’s economic health. Acting as a business concierge, staff helps obtain expeditious, thorough and effective development approvals. This includes outreach to local businesses, referrals to state and federal programs, strategic planning for expansion approval, marketing and networking opportunities. The staff collaborates with numerous economic development associations, communitybased organizations and state and federal resources to market Civic Center

commercial and industrial development projects to ensure compliance with the city’s zoning-ordinance and related policies. Building services include coordinating plan check and inspection processes, which ensure projects are designed and constructed according to applicable state and local codes. COMMUNITY SERVICES
The Community Services Department provides recreation programs, social services and facilities enriching the lives of Menlo Park and other area residents. The department’s goals are supporting healthy lifestyles, helping people learn new things and providing opportunities to connect with one another as a community. Community Services includes activities in 10 different facilities totaling 130,000 square feet, featuring a stateof-the-art gymnastics center, an award-winning gymnasium, two recreation centers, two child care centers, two after-school programs, two community pools and a senior center. Additionally, this department hosts citywide special events, a summer concert series and programs at the local performing arts center. LIBRARY
Menlo Park as an attractive location for businesses. This office also staffs the Sister Cities Committee, responsible for promoting international goodwill, respect and cooperation by facilitating cultural, education and economic exchanges. The Office of Sustainability promotes environmental consciousness through awareness and education. Menlo Park’s sustainability efforts protect natural resources through developing and implementing progressive environmental-quality policies, programs and projects related to energy and water conservation, air and water pollution prevention, sustainable building design and climate action planning. The office also oversees stormwater permit compliance, recycling and solidwaste reduction programs, as well as heritage-tree ordinance appeals. ADMINISTRATIVE SERVICES
The Administrative Services Department provides overall financial management (accounting and financial reporting, budget and treasury, revenue management, purchasing and accounts payable, risk management and payroll), information technology, employee relations, labor relations and benefits management. In addition, this department conducts employee recruitment and manages business-license registration, organizational development and employee training. COMMUNITY DEVELOPMENT
The Community Development Department is responsible for ensuring a sustainable and vibrant community that supports economic well-being and a high quality of life for residents, businesses and visitors. This department comprises the planning and building divisions. Planning services include conducting land-use studies and application review for residential, 12 | MENLO PARK CHAMBER OF COMMERCE
The Menlo Park Library is the community’s focal point for information, learning and culture. The library is equally accessible to people of all interests and ages, ready to help develop and apply new knowledge. The library includes a main central library, the Belle Haven Branch Library and a robust virtual library available 24/7 through the library’s website. The library provides borrower services, public information and specialized services for children, teens, adults and recent immigrants. The library is in the top 7 percent for circulation per capita among all 181 public libraries in California. The library is a member of the Peninsula Library System, a cooperative consortium of all public libraries in San Mateo County. POLICE
The Police Department is responsible for providing safety and security to all members of the community by preserving the public peace, reducing the opportunity to commit crime and delivering a wide variety of police and crime prevention services. The Police Department works in partnership with the community toward the goals of protecting life and property, solving neighborhood problems and enhancing the quality of life in the city through extensive outreach and neighborhood Arrillaga Family Recreation Center
watch programs. The Police Department also provides citywide training for disaster preparedness, as well as enforcement and safety education for motorists, bicyclists and pedestrians. The Police Department contains an administration, investigations, communications and patrol division. Units within the divisions include patrol, K-9, investigations, narcotic enforcement, records, dispatch, SWAT, code enforcement, property and evidence, parking enforcement, training and administration. PUBLIC WORKS
The Public Works Department is responsible for building and maintaining the city’s infrastructure and facilities, and for providing street, sidewalk, water, stormwater, parks, trees and transportation services. The department protects the city’s investments in infrastructure and public facilities to ensure the health and safety of the community in an efficient, sustainable and cost-effective manner. FIRE PROTECTION DISTRICT
The Menlo Park Fire Protection District is a separate special district that provides “Excellence in Service” to the communities of Menlo Park, Atherton, East Palo Alto, and certain unincorporated areas of San Mateo County. The Menlo Park Fire District has grown to a district of 95,000 community residents, served by seven fire stations within its district boundaries of approximately 29 square miles. The District is proactive in emergency preparedness, risk management, fire and life safety, offering varied community programs. The District’s Community Crisis Management Program and Community Emergency Response Team (CERT) have trained over 400 residents in disaster response skills in its CERT BASIC class. The District also offers GET READY classes for personal and home preparedness and NEIGHBORHOOD READY classes to educate residents about disaster response with their neighbors. The District’s Search and Rescue Programs are known nationally. The Fire District is the sponsoring agency of the Urban Search and Rescue Team (Task Force 3) and the Swift Water Rescue Unit, which have been deployed on many occasion to assist in national large-scale disasters.

COMMUNITY CRISIS MANAGEMENT

With CERT (Community Emergency Response Team) as its foundation, the Menlo Fire District’s Community Crisis Management Program brings together all levels of community disaster response volunteers to form an integrated, resilient and effective emergency response capability upon which our community officials and professional first responders can rely. Classes include personal earthquake preparedness, neighborhood organization, firefighting, first aid and medical triage, search and rescue, damage assessment, gas and electric control, traffic & crowd management, emergency communications, pet preparedness, flood response, wildfire, drone operations and firefighter rehabilitation. All classes taught by professional responders and experienced CERT volunteers with practical, hands-on learning and activities. Yearly Community Emergency Drills are conducted in East Palo Alto, Menlo Park and Atherton so that residents can practice emergency response skills in a live community disaster simulation. 2018-2019 COMMUNITY GUIDE |

Menlo Park is home to a wide range of businesses and distinct economic centers where commercial and industrial activity takes place and where retail sales, transient occupancy and commercial property tax revenues are generated. These commercial and industrial/research and development districts are located throughout the city. While the downtown district is the centerpiece and most visible economic activity center in the city, the industrial/ research and development district generates a significant portion of Menlo Park’s retail sales tax revenue and boasts the largest employment sectors. Each of these economic centers are different in land use, size and location within the city. The composition of revenue generating businesses in each area is also unique.

Holbrook-Palmer Park
TOWN OF ATHERTON Atherton is a residential town located on the San Francisco Peninsula between the San Francisco Bay and the Pacific Ocean. The town stretches from the flatlands of the peninsula into the hills to the west, along Highway 280. It is bordered by areas of Menlo Park, Redwood City, Woodside and unincorporated San Mateo County. The Town of Atherton desires, insofar as possible, “to preserve its character as a scenic, rural, thicklywooded, residential area, with abundant open space.” In 1866, Fair Oaks (Atherton) was a flag stop on the San Francisco-San Jose Railroad line for the convenience of estate owners living north of Menlo Park. The entire area was then called Menlo Park and had originally been part of the Rancho de las Pulgas, covering much of modern day San Mateo County. There were several attempts to incorporate Fair Oaks, one in 1874 and another in 1911. In 1923, Menlo Park wished to incorporate its lands to include the Fair Oaks lands. Fair Oaks property owners soon discovered that to maintain their community as a strictly residential area, they would have to incorporate separately. A town near Sacramento had already been named Fair Oaks, so the town committee decided to honor Faxton Dean Atherton, one of the first property owners in the southern peninsula, and name the town for him.Atherton was incorporated on September 12, 1923. 16 | MENLO PARK CHAMBER OF COMMERCE
The town government was established with Edward E. Eyre as the first mayor. In 1928, the residents voted to build a town hall, which still stands. Early residents envisioned a residential town divided into large parcels that would not contain any businesses. Although the city still maintains its lack of industry, its large land holdings have been subdivided over time. Extensive subdivisions in the 1940s and 1950s led to many 1-acre plots. Atherton is still a “plain of oaks.” Native live oaks, white oaks, bays, redwoods, cedars, pines and other ornamental trees cover the 6 square miles of town. There are approximately 50 miles of roads “designed primarily as scenic routes rather than for speed of travel.” Beautiful foliage, elegant gardens and heritage trees dominate this quiet residential community. Holbrook-Palmer Park was left to the town in 1958 by Olive Holbrook-Palmer. The park offers recreational programs, has facilities for functions and features a ball field, tennis courts, and walking trails stretching across 22 acres. The Menlo Circus Club is a private club with stables and a beautiful equestrian center, where members can train and ride their horses. The town of Atherton operates under a council-manager form of government. The five-member elected council serves for four years. The council is responsible for appointing a clerk, full-time engineer and town manager. They administer the
council’s ordinances and policies. The council also appoints a town attorney and town planner, as a part-time consultant. The council meetings are scheduled every third Wednesday each month.

TOWN OF PORTOLA VALLEY Portola Valley, California, sits in a peaceful valley astride the San Andreas Fault. Since its incorporation in 1964, the town has kept a rural ambiance reminiscent of times past. By the 20th century, the area was comprised of small farms and large estates. Immigrants from Ireland, Portugal, Croatia, Italy, China, the Philippines, Chile and Germany joined the Californios to raise strawberries, herd cattle and cut firewood. The large landowners came from San Francisco to escape the summer fog. A few were year-round residents. Extensive residential development did not begin until after World War II, and by the early 1960s many residents had become alarmed by increasing pressures for housing and business expansion. Therefore in 1964, the residents voted to incorporate, to have local control over development. The goals were to preserve the beauty of the land, to foster lowdensity housing, to keep government costs low by having a cadre of volunteers, and to limit services to those necessary for local residents. Today, there is a good balance between modern development and pastoral quiet in the community. Nineteen hundred acres of permanent open space exists within the town. Residents continue to treasure the town’s environmental and historic heritage, its excellent public schools and its town government staffed
by a multitude of volunteers. One of the founding goals of Portola Valley was to keep costs low by having a government run, as much as possible, by volunteers. This spirit of volunteerism continues, with many thousands of hours being donated to town service every year. All members of the Town Council, commissions and committees serve without pay or benefits of any kind. Portola Valley has had a long-standing commitment to sustainability, long before the term was commonly known. Since its incorporation in 1964, the town has implemented myriad efforts to ensure protection of open space, view sheds, scenic corridors, and the night sky from light pollution. Portola Valley requires subservience of the built environment to the natural environment. Portola Valley has also passed landscaping rules to protect water resources and built a town campus to the highest environmental standards. Portola Valley is one of the first municipalities in the United States to default to providing its residents with 100 percent clean, renewable power. Portola Valley has a variety of events for residents and visitors to enjoy. There are classes, adult and children’s sporting leagues, educational events and inspiring cultural events. Barron-Latham-Hopkins Gate Lodge (1864)
555 Ravenswood Avenue Also known as the Gatehouse, this is the oldest structure in Menlo Park and the only gatehouse still in existence in California. It was built as a part of an elaborate 280-acre estate in 1864 by leading capitalist William Eustace Barron. The Gatehouse, being the sole surviving structure from the estate, was placed on the National Register of Historic Places in 1986.

701 Laurel Street The Menlo Park Civic Center, designed by Kingsford Jones and Associates with landscape architect Arthur Cobbledick, was built in stages beginning with the library in 1957, followed by a police station and recreation center and ending with the administration building and council chambers in 1970. It is currently the location of the administration and police departments, recreation buildings, council chambers, child care center and library.

Merrill Street The Clock Tower’s construction was a result of a generous donation from local developer, Tom Ford and the persistence of Menlo Park city council member, Peg Gunn. The standalone clock tower was designed adjacent to the railroad station and is a focal point for downtown Menlo Park.
Fremont Park (1938)
Corner of Santa Cruz Avenue and University Drive Named in honor of Major General John C. Fremont, Camp Fremont was established July 18, 1917, by the War Department to train the soldiers for the Western Front. Encompassing 25,000 acres, it was the largest training camp west of the Mississippi. The main part of the base stretched from El Camino Real to Alameda de las Pulgas and from Valparaiso Avenue to the San Francisquito Creek. Menlo Park was chosen as a training facility because of the similarity of its terrain to the battlefields of France. The park, donated by a private citizen to the city, contains several war memorials.

1010 El Camino Real Located at the heart of Menlo Park, adjacent to Santa Cruz Avenue, Menlo Center has been serving the community as a gathering place since its development in 1989. In the scenic plaza off El Camino Real, families and friends can enjoy a cup of coffee, read a good book or just chat.

320 Middlefield Road The Charles Devlin-designed, red brick complex of French Second Empire styling was originally situated on 86 acres on the east side of Middlefield Road. Once the Ravenswood Property of I.C. Woods, it was donated to the San Francisco Archdiocese. St. Patrick’s ordained its first priests in 1900 and today is a seminary and university.
1100 Merrill Street The Menlo Park Railroad Station is the oldest station in California still in use. The original structure was built in 1863, the present building in 1867. Traffic contributes more than 40 percent of the global warming carbon emissions in Menlo Park, releasing air pollution and causing more than a little frustration over gridlock. Here are some ideas to help you lighten your driving and move Menlo Park to be vibrant, green and healthy!
Try an alternative to driving: Walk, bike, ride a scooter or skate to local destinations and you can replace a trip to the gym and a stop at the gas station.
