Finding it more financially feasible, Craig had opted to make most house repairs himself. Months of hard work was done to replace his property’s floors and install insulation within the walls. “I have the time and my health allows me to do it right now,” Craig said. “I convinced myself that I would never have to do this again and I pushed through to get a lot of it done but now here we are.”

The City of Merritt has once again faced a rare weather occurrence, setting residents back from recovering while they are still dealing with the impacts of last year’s atmospheric river event. Thunder storms rolled into the Nicola Valley late last week, causing heavy rain fall which led to flash flooding. A number of residents who are still recovering from the previous flood now have to face a new set of damages to their properties brought on by yet another climate disas ter. After months of intensive labour to restore her house, Shirley Bobroske was finally able to move back in to her prop erty the last week of July. With the help of her four kids, the 85 year-old woman was able to bring back her house to a livable condition after it had incurred significant damages from last year’s November floods. “It ruined everything within two feet,” she explained. “My fridge, stove, washer, dryer, hot water tank, were all damaged,” Bobroske has been living in her prop erty on Collett Street for a long time. She has been a resident of Merritt for 75 years. Currently she is living alone, con tinuing to sort out and salvage items that were ravaged by the flood. Unfortunately, when the flash floods first hit on Thursday, August 11, the senior was not prepared. “The flash flood poured directly into my yard and car port, running 10 feet wide and eight inches deep, like a river from across the road,” she described. “It wet everything that was in the car port I was sorting from the eight months of damage that I’ve been trying to cor rect.”Uneven roads had directed the pool of water into Bobroske’s property. The incident happened so quick that it left able adults, much less, seniors without any time to react. “I had to take medication for my heart the night it happened and then I had a bad morning the following day. I couldn’t sleep and I had to take Ativan to calm myself down. I am very upset with all of Thoughthis.” in distress, Bobroske wanted to recognize the City as they were able to respond to her call quickly. With the odds piled up against her once more, this Merritonian has no option but to pick herself back up and start over. “Right now, I’m just sorting things out again, salvaging what I can and throwing things that were ruined out.”

Like the rest of the local residents, Craig was ordered to evacuate from Merritt late last year. He stayed with his daughter in Kamloops initially then lived with his neighbour for a while until he purchased a small trailer that he parked in front of the driveway of his damaged home.“Iwas living in the trailer last year when it was -32 C and that wasn’t a very happy time,” he remembered. “I was going through a bottle of propane a day to heat the place. It’s not something that you’d want to be doing.”

Similar to Bobroske is a seven-year resident of Clarke Avenue. Frank Craig is a retiree who is still reeling from the gut punch last year’s flood threw him. “My crawlspace where my furnace and hot water tank were, got fully flood ed,” he “Thedescribed.waterwent up to a foot on the main floor of my house and destroyed the floors and the insulation behind the walls. I also had to repair the electrical wiring and the plumbing, it was a fairly damaged home.”

Last Thursday’s flash flood, though not as immense was just as damaging as the previous flooding event because most people were taken by surprise. “It definitely caught me off guard,” Craig said. “I had plans to go out that evening but I happened to notice the dark clouds coming up the valley and then I realized it was going to be one of those events and sure enough, it was.” Five feet of water flooded Craig’s basement and destroyed his newly installed insulation. The new hot water tank he acquired was destroyed by flash flood.“Ihadn’t even hooked it up electrical ly, it was only connected to plumbing and has never been used,” Craig explained. “I found it upside down and saturated with water. It wouldn’t be reliable to use anymore so I’ve elected to just replace it again.”Craig had to shovel mud and pump

The Rotary Club of Merritt meets every second Wednesday during the summer, and weekly from September 7 onwards, at the Merritt Legion on Quilchena Avenue. For more information, please contact connect@rotarymerritt. com.

The Rotary Club of Merritt has received recognition from their local Rotary District. The group of BC and Washington state based Rotary clubs awarded Merritt Rotary with the Rotary District 5060 Superstar Award. Received at a recent conference, the club said recog nition for its tireless work is greatly appre ciated.Following the atmospheric river-caused flooding event of November 2021, and the devastation in its wake, the Rotary Club of Merritt began accepting donations to its flood relief fund. Reaching nearly $1 mil lion dollars in total raised funds, the three phases of flood recovery funding made available by Rotary allowed hundreds of affected individuals and families to access much needed support. “It was for a club that went over and above, and over and above, to accom plish something in their community,” said President Leslee Lucy. “Our club worked so hard for the flood victims. To be recognized and rewarded by receiving this award was so gratifying. It was almost overwhelming.” Lucy said she was emotional receiving the award, recognizing the full impact of her Rotary team’s fundraising efforts and dedication to volunteerism. A number of online fundraisers, GoFundMe cam paigns, and a telethon helped the Rotary club raise a whopping $968,000 to aid Merritonians’ recovery as flood waters receded.During the three phases of the fund that saw the monies disbursed, a com mittee of volunteers reviewed hundreds of applications, contacted flood affected families to conduct needs assessments, and coordinated the delivery of the flood recovery checks. While the fund is no longer accepting donations or applications, Lucy and other Rotary members are pleased with the work they have been able to do. Moving for ward, they will continue to raise funds and support other local projects. “It’s not just the check that they got, but it’s the support that goes along with it as well. When you know that amount of money was raised from people’s hard earned money, and knowing you have that much support, it’s got to help out in the misery a bit, I would hope,” she added.

The first day of school was always like a fashion show, especially when I went to school with uniform requirements in the Philippines. First day was one of the few exceptions where we were allowed to wear casual clothes. I remember the night before, when I would stand in front of the mirror, wearing my full outfit, just posing. I get a chuckle out of thinking about it now, but back then it was very crucial that I get the swagger to match the outfit, because how else would my crush buy into the idea that I am a certified fly guy?All kidding aside, back-to-school shopping is really one of the fondest memories I have growing up. It really helped me gain confidence, boosted my creativity, and taught me the idea of image and presentation. Parents should not treat this as a menial task, rather as an opportunity to help develop your child’s self esteem.

Editor, We are excited and pleased to be holding a 2022 Fall Fair after a two-year hiatus due to COVID, fires and floods. Holding the annual Fall Fair is a massive undertaking and would not be possible without the many hours of work by our volunteers. We welcome all. You can volunteer for one hour or more like some of us do. Come on out, meet some new friends and see how the Fair comes together. We anticipate a bigger and better Fall Fair this year with everyone being home for the past two years. There has been an uptick of people learning new skills in gardening, canning, baking, homecrafts, photography, hobbies, etc. We look forward to seeing lots of new faces and many old friends. We would like to thank our dedicated volunteers for soldiering on with our Giant Yard Sales through the pandemic. We have been diligently working toward earning funds for building washroom facility. We have our drawings done, with the help of funding from the TNRD, and they are currently out for bids. Our hope is to have shovels in the ground this fall. We would also like to give a huge shout-out to our community for their support through donations to our yard sales and by showing up on Saturdays purchasing all the treasures we have to offer. We could never do it without them.We would also like to thank our business community for their continued support through donations and special prizes for the fair. Our success depends on their continued support and we are thankful that we live in such a generous community. We are pleased to announce that during COVID we were able to repair the roofs of the exhibition building, poultry barn and jump shed. These repairs were made possible through a CERIP grant from the Ministry of Tourism and funds that we had raised. These repairs were much need and will extend the life of our buildings for many years.

Craig described this incident as a deja-vu, likening it to the atmospheric river event last November. The whole ordeal has been very frustrating for the Merritt local as the flash floods set his progress back from recovery. “I’m just have to continue on,” he said. “I haven’t thought that far ahead so everything will get sorted out as I go.” In speaking with Mayor Linda Brown, she explained that the city’s stormwater infrastructure takes time to fully infil trate, which wasn’t able to happen in Thursday’s thunderstorm as there was significant rainfall over a short period of time. Public work crews and Merritt Fire and Rescue Department responded to calls such as Bobroske’s and the city sent people out to ensure storm drains were operating properly. “With the November 2021 flood in recent memory, we understand how this isolated incident adds to the community’s frustrations, and fears,” said Brown. “Isolated thunderstorms with heavy rain always have the potential to cause problems, and we know from recent experience that they are getting worse. Long-term, we want to make Merritt more resilient to disaster, using and updating as necessary documents like our Integrated Stormwater Master Plan.”

Thursday's flood causes new damages to locals' homes

Photo of Thursday's flash flood along Clarke Avenue. Photo/Frank Craig the water in his basement out once again. In one fell swoop, insulation, he spent months installing, have been ruined and had to be ripped out. “It’s evident that our infrastructure isn’t adequate to handle today’s storms,” said Craig. “It needs to be upgraded badly. There are no storm drains on my end of the street and as I understand it, places that did still weren’t able to con tain the amount water.”

The City of Merritt is currently seek ing funding from Government Ministers to pay for the upgrades to Merritt’s infra structure. The upgrades will prepare the city for natural disasters of all types. “We expect our government to assist, and will continue to make the case for why we need more investment in this beautiful community we get to call home,” said Brown. Lowis added that nomination packag es are available, online and at City Hall, for those interested in running for office. The process for getting on the ballot is outlined in the package, and includes a statement of financial disclosure, appoint ment of campaign representatives, and gathering the support of local electors. The City’s last election was in 2018, and saw less than half of eligible voters cast their ballot. An eligible voter is any one who is a Canadian citizen, 18 years of age or older, and has lived in B.C. for at least six months prior to voting. No voter registration is required for local municipal elections. The City said that eligible residents are urged to not only vote, but consider putting their name for ward for office.

The 2022 BC General Local elec tions are just 60 days away, and will see Merrittonians elect a Mayor and Council to represent them for a four year term in the council chambers. The City of Merritt has released its nomination pack age to become a registered candidate for office, and is encouraging eligible Merittonians to put their name forward. The Local Government Act, a piece of provincial legislation, sets out the parameters for municipal elections across B.C. Municipalities themselves adminis ter the election process, and Director of Corporate services Greg Lowis is taking on the role of Chief Election Officer in this fall’s race. “In my opinion, there’s nothing more important to local democracy than peo ple putting themselves forward to serve as community leaders,” said Lowis. “We have general elections for municipalities every four years in British Columbia, and this is the process by which Merittonians decide who they want speaking for them, and what direction the City should be going in.”

A recent change to B.C.’s educa tion system will see students completing coursework focused on the history, culture, and perspectives of Indigenous peoples before graduation. The BC Ministry of Education, in collaboration with the First Nations Education Steering Committee (FNESC), looks to begin the new require ment for graduation at the beginning of the 2023/24 school year. The new requirement is an effort to ensure Indigenous representation in the education system, a priority set out by the provincial government’s adoption of the Declaration on the Rights of Indigenous Peoples Act in November 2019. The Province said that it engaged, and contin ues to engage, First Nations and education stakeholders on the change in curriculum.

“We are deeply committed to lasting and meaningful reconciliation in B.C. –guided by the United Nations Declaration on the Rights of Indigenous Peoples while working cooperatively with Indigenous Peoples across the province to address the knowledge gaps in our K-12 curricu lum,” said Jennifer Whiteside, Minister of Education.“Thisnew requirement will deepen students’ understanding of the experi ences, cultures, histories and knowledge of Indigenous Peoples. This will help us to understand the truths of our shared his tory, while also building knowledge so all students feel a sense of responsibility for our collective future.”

Students in B.C. will be able to meet the new requirement thought both new and existing courses, all designed to edu cate pupils on Indigenous history and culture, while working as part of a broader Indigenous-specific anti-racism and dis crimination strategy. The strategy, specifi cally designed to reduce bias and racism in the K-12 public school system, was created by the provincial government through col laboration with local First Nations in 2021. Changes to the curriculum also directly address the Truth and Reconciliation Commission’s Call to Action #62, which calls on governments to make a curricu lum on residential schools, treaties, and Aboriginal peoples' historical and contem porary contributions to Canada a manda tory education requirement. Teachers in B.C. are supportive of the change, with the BC Teachers’ Federation (BCTF) also encouraging the government to focus on recruiting a higher number of Indigenous teachers.“The introduction of a First Peoples course requirement is an incredibly impor tant milestone on our shared journey of truth and reconciliation, and something the BCTF has advocated strongly for over many years. It will be important that this policy change be supported by a focused effort to recruit more Indigenous teach ers to ensure truths can be taught from a place of lived experience wherever pos sible throughout B.C.'s public education system,” said Teri Mooring, president of theTheBCTF.implementation timeline for the new Indigenous-focused graduation requirement is expected to be announced in late August of 2022. Examples of language and culture programs that could count for an exter nal credential under the expanded ECP include:First Nations language proficiency; First Nations drumming and/or danc ing;A formal on-the-land learning pro gram;A traditional medicine or traditional foods learning program; First Nations carving and traditional art;Aandtraditional sports program. Some external credentials may count for credit toward required courses for the B.C. Dogwood Diploma (e.g., arts educa tion or applied design, skills, and technolo gies), while others may count as credit toward elective courses for graduation. Certain external credentials can also pro vide credits toward the adult graduation diploma.“The First Nations Education Steering Committee appreciates this important expansion of the External Credentials Program to respect the important work being done by First Nations to promote our students’ language and culture skills and knowledge,” said Tyrone McNeil, president, First Nations Education Steering Committee. “This change is a meaningful part of our ongoing partnership with the Ministry of Education and Child Care to make the B.C. education system more relevant and responsive to our students and our com munities.”Theexpansion of the ECP is the first time there have been significant changes since 2010. However, there have been more recent integration of Indigenous learning to B.C.’s education system. Back in March, the Province made a separate announcement stating that all second ary students must complete Indigenousfocused coursework before they graduate from B.C.’s K-12 education system. This graduation requirement will take effect beginning of school year 2023-2024.

BC External Credentials Program update

There is a required level of depth and rigour, comparable to Grade 10, 11 and 12 courses that programs need to meet to be recognized as external credentials. Programs also need to ensure that a sub ject-matter expert will assess performance to determine students’ achievement and successful completion of the program.

B.C.’s External Credentials Program (ECP) announced that it will be expanding its scope on Friday, July 1. Through the expansion, the province will now recog nize First Nations language and culture programs as external credentials. This opens the possibility for students to earn credits for graduation from these types of programs.AstheMinistry of Education and Child Care now recognize these culture programs, First Nations will be able to create and approve their language and cul tural learning programs that students can use toward graduating. “The ministry is pleased to work in partnership with the First Nations Education Steering Committee to enable students to receive credit toward gradua tion for First Nations language and culture teaching that takes place outside of their regular school program,” said Jennifer Whiteside, Minister of Education and Child Care. “This new external credential option recognizes the valuable learning opportunities that First Nations provide to youth in their communities.”

30 new dual-credit pro grams will be introduced at school districts throughout B.C. Students from Grade 11 and 12 will now have an opportuni ty to earn both high school and post-secondary credits toward careers in early childhood edu cation. The programs will be fund ed by both a $4.1-million pro vincial investment from Budget 2022 and $1.15 million federal funding through the 2021-25 Canada-British Columbia Early Learning and Child Care Agreement. Participating school districts will be offering these programs as partnerships with nearby post-secondary institutions."Earlychildhood educators (ECEs) play a vital role in sup porting the growth and poten tial of our youngest learners in B.C.," said Katrina Chen, Minister of State for Child Care."Investing in the educa tion of ECEs is investing in children, which is why we're expanding the ECE dual-credit program to give more students opportunities to study and work in early learning and child care - a rewarding and in-demand career."Entry into post-secondary training will be more affordable as tuition costs for the courses are covered by the program. Approximately 800 secondary students are expected to enroll in early childhood education dual-credit programs by the end of "There2025.is a strong need for early childhood educators now and in the coming decade, and that's why we are working to give high school students who are interested in a career as an ECE an opportunity to get a head start on their post-secondary studies," said Jennifer Whiteside, Minister of Education and Child Care. "High school students who complete dual-credit courses are more likely to graduate on time and transition to postsecondary education, leading to better career opportunities, while also helping develop our province's workforce in the early childhood education sec tor."It is anticipated that more than 15,000 new licensed child care spaces will be in opera tion by the end of 2022. This will create an estimated 10,000 net new job openings for certi fied ECEs and assistants in the comingAnnedecade.Kang, Minister of Advanced Education and Skills Training, believes that the ECEs will be a big boost in the economy, addressing labour shortages.“Byincreasing the number of people studying to become early childhood educators and increasing parents' ability to find child care, we are support ing parents to return to work or explore education or skills training themselves." The Province’s efforts to improve access to training, professional opportunitiesdevelopmentandbursaries and providing enhanced wages for the ECE sector will be crucial to the province's economic recovery plan. B.C. is commit ted to building a reliable child care service and its 10-year ChildCareBC plan will enable more parents - especially moth ers to pursue work, education and other opportunities. be presented. Just one lapse in concentration—whether reaching for a cup of coffee or adjusting thevolume knob on the stereo— is all it takes for adriver to miss seeing achild dart into the street or abus driver raise the stop sign. Don’t let it happen to you. Always drive with caution in areas with school children and follow these tips:

The club began their season on June 4 with a home opener at the Nicola Valley Rodeo Association grounds. Over 120 kids attended the various events of the first home rodeo Little Britches Merritt hosted since the COVID-19 restrictions were placed.“We have a variety of kids in both the Jr. and Sr. division that have really improved,” said parent volunteer, Tanya Starrs. “Lots of the young kids have started to consistently finish in the top 10 which is quite exciting.”

For the first time in two years, the Love To Dance Academy was able to present a live-audience event at the Merritt Civic Centre. The ‘Dancepiration Day of Dance’ was a very busy and exciting day! The morning session involved 58 medal tests, individu ally performed on stage, in front of fam ily and friends, and evaluated by a studio dance instructor with one external guest judge. Students were then presented with a certificate of completion and a medal for each test. The afternoon session showcased a Love To Dance Academy dance recital where students performed alongside their fellow classmates, from the smallest preschool students to the more advanced and long-time students, including encore performances from students that participated in both the Kamloops Festival of the Performing Arts in March, as well as the Shine Festival in Penticton in May. The recital was very well-attended. Parents, fam ily, friends, and community members enjoyed the opportunity to watch live dance performances in a relaxed and joy ful atmosphere and to applaud the fine results of students' hard work and dedi cation. Many Love To Dance families attended the annual dance achievement and recognition awards and trophy pre sentation, during the evening session. Indeed, students, teachers and par ents alike enjoyed participating in an in-person dance event once again! It was an all around good feeling to have stu dents dancing on stage again, bringing light, joy, energy, excitement, and sparkle into the lives of others. The Merritt Dance Society, as well as the Love To Dance Academy and its students, are grateful to the City of Merritt for their support and kind assistance in hosting the Dancepiration Day of Dance at the CivicTheCentre.opportunity to bring people together again to share the art and ath leticism of dance (not to mention the cuteness factor of watching those teeny people moving to the music in darling costumes) has re-ignited enthusiasm for live performances, and the studio is very much looking forward to presenting a more elaborate concert this coming November, as part of the community's Country Christmas celebrations.

With her recent invitation to become part of the 2022 Singapore Grand Prix officiating crew, Merritt native, Nicki LaChapelle has taken her passion for racing to the highest level, while repre senting Merritt and Canada on a global stage.Itis no question that the International Federation of Automobiles (FIA) is the organizing body for the highest level of motorsport. The abso lute best competition is always found in FIA events, therefore it equally requires the highest calibre of organizers and officiating.Women in Motorsport, a sub-section of FIA, announced that it would be taking in applications for their ‘Woman Officials Exchange Program’ beginning July“It’s1. for empowering women to take power positions within the motorsport world and maximize our abilities,” LaChapelle described the branch. “This is the first time they’ve ever done anything like this. For them to offer an opportunity like this, where they pay for our flights, hotel, food, is huge.” For their next event, the 2022 Singapore Grand Prix, FIA decided to open up the opportunity for 20 applicants, from all over the world, to become a part of the officiating crew, and LaChapelle was able to secure one of the spots. “I get to shadow in the pit lanes, tech inspection areas, race control up in the towers, and with the stewards incase there are rule violations.” she explained. “I’m going to have a partner and they’re going to help me get into everything.” Ever since she was young, LaChapelle, formerly Beverley, has always been involved with the racing community. The Merrittonian has com peted, organized, and affiliated herself with motorsports for over twenty years. The passion developed in 2004 when she came across a rally car while working at the drive through of the, then newly opened, Tim Hortons. “It was the sound and the look of it that made me say ‘this is amazing!”

LaChapelle proceeded to obtain a spectator guide to the Pacific Forest Rally, getting her dad to drive her as she still didn’t have a license yet at the time. “We went to a spectator stage and I’m standing there as the first rally car flew around the corner, completely side ways, shooting gravel, the break rotors were on fire, and turbos popping. It was absolutely ‘redonkulous.”

“It hasn’t really sunk in yet,” she said. “They sent me an email while I was away for two weeks. It seems so surreal, I’m sure closer to the time it’s going to click. I’m flying legitimately as far away around the world as I could get, by myself, going to a country where I don’t speak the language.”

From that experience, LaChapelle was convinced that racing is her calling, saying, “this is what I need to be doing with my life.” She had entered in her first race in 2004, and by 2006 had already orga nized her first event. Currently, LaChapelle resides in Chelsea, Quebec working as a head nurse for the Revera Retirement Home. Though she may be busy with her job and family these days, she still manages to get involved with racing. The mother of two volunteers as a Clerk of the Course at the Calabogie Race Track in Ontario.Shefirst came across the officiating opportunity through Facebook. The President of Women in Motorsports Canada, Leanne Junnila, posted about the Woman Officials Exchange Program on her page. “I immediately looked up when it’s going to open and when can I get my application in,” said LaChapelle. The application process was very detailed. Applicants were required to have an official’s license within the FIA, motorsports experience, and an essay submission discussing why they are the best fit for the role. “They ask all sorts of questions like how much volunteering have you done? What experience do you have? What do you know about Formula 1?” The application is open world wide and thousands of women have sent in their submission with the hopes of becoming part of the crew. Of the 20 selected, LaChapelle is the only one from Canada. She found out that she was accepted while on vacation.

The Singapore Grand Prix is set to take place from SeptemberFriday,30 to Sunday, October 2. LaChapelle will have a very busy week on her plate but she said she is up for the task. “My goal is to drink a lot of Red Bull, get very little sleep, meet as many people as humanly pos sible and sible.”impressiontoamountsotheretakesandpeoplevaluethem,connectionsmakewithtrytobeoftoasmuchasIcanseewherethatme.I’monlyforaweekIhavealimitedoftimemakethebestpos
