NICOLA VALLEY NEWS OPIOID CRISIS

Carfentanil detected in overdose Michael Potestio THE MERRITT HERALD

Local police have confirmed that the potent opioid carfentanil has been a factor in a number of recent overdoses in Merritt, including one which resulted in the death of a male earlier this summer. The drug, which is said to be 100 times more toxic than fentanyl, was responsible for the overdose death of Merritt man back on July 19, RCMP Const. Tracy Dunsmore told the Herald. “In two overdose instances in Merritt it has been confirmed by our lab that carfentanil has been found in drugs,” said Dunsmore. “In one instance it was [this] overdose death, and the carfentanil was found in heroin that was used. In another instance there were no deaths, but there were overdoses, several people were taken to hospital and carfentanil was found in the drugs that they had taken.” Police aren’t releasing further details surrounding these files due to jurisdictional limitations, Dunsmore told the Herald. The carfentanil-related fatality was the third drug overdose death reported by police this year. RCMP confirmed a fourth death earlier this month. A woman was rushed to the hospital on Aug. 12,

where she died after having overdosed on a yet-to-be-determined drug. The BC Coroners Service (BCCS) is investigating both deaths, Dunsmore said. Prior to this, police had reported just two other, fentanylrelated, drug overdose deaths that occurred earlier in the year. There have been four overdose deaths this year, matching the number Merritt RCMP reported in all of 2016. All four of last year’s fatal drug overdoses involved fentanyl as well. Dunsmore said police are aware of a possible fifth drug overdose death that also may have occurred at the end of July, but that has yet to be confirmed. She said police don’t attend all the drug overdoses that BC Ambulance responds to. In the spring, the Interior Health Authority (IHA) issued a press release stating that carfentanil was likely present in illicit drugs being sold in communities within the region. Local police told the Herald at the time that they presumed carfentanil to be present in Merritt. Carfentanil is a synthetic opioid similar to fentanyl normally used as a sedative for large animals like elephants. One or two

this week merrittherald.com

Just two grains of carentanil can be enough to lead to death. Kamloops This Week file photo

grains the size of salt grains can be fatal to humans, according to the IHA. “We’ve confirmed that carfentanil has been found in several instances in drugs by local people that have consumed those drugs,” said Dunsmore, adding that the public needs to be aware of the drug’s presence in town and ensure they take the proper precautions. “There is no reliable way for

people to know with certainty if fentanyl, carfentanil or other potentially toxic components are in illegal drugs,” stated a press release from the IHA. “People who use drugs are advised to abstain when possible, or to take measures to prevent overdose. Overdoses caused by carfentanil require larger quantities of naloxone and are more likely to be lethal,” the press release went on to state.

Brush fire contained at Nooaitch

A wildfire burning 23 kilometres west of Merritt off Highway 8 has been fully contained by firefighters. A dozen firefighters and a water tender battled the blaze, which ignited on Aug. 16. With the fire contained as of Tuesday afternoon, firefighters remained on patrol to extinguish any remaining hot spots, said Emilie Begin, a fire information officer with the Kamloops Fire Centre. A number of structures were

located near where the fire was burning, but quick work from firefighters ensured that the fire couldn’t spread fast enough to damage any buildings in the area, Begin said. She said firefighters are fairly certain the fire will not escape the containment lines they have set up around it. “It may still have some hot spots, but the size will not move and the perimeter will stay the same,” said Begin. The blaze grew to an estimated 6.2 hectares in size and is suspected to have been human caused.

Traffic stop ends with drug bust Michael Potestio THE MERRITT HERALD

Merritt RCMP arrested a young male and seized more than 70 grams of cocaine, meth and heroin, along with a quantity of cash, last Sunday. The local man was arrested for possession with the purpose of trafficking on Aug. 13 during a traffic stop conducted by Central Interior Traffic Services, said RCMP Const. Ryan Dell.

The traffic stop was the culmination of an ongoing police investigation. “It was a joint effort between traffic services and the Merritt detachment,” said Dell. “It was a nice haul by traffic services,” he added. VIEWPOINT EDITORIAL

A confluence of crazy “Fires, floods, crazy cold and snow, earthquakes.... what’s next? Plague of locusts?” That was Cole Wagner the way one COLE’S NOTES Herald reader summed up the string of wild weather events in the Nicola Valley since the start of the year. And those that had a chance to camp at any of the local lakes this summer might argue that the plague of locusts — or more accurately, mosquitoes — did descend upon the region in a biblical fashion. Only months removed from flooding across the Interior, residents of the Nicola Valley are now being urged to reduce their water usage as the Thompson-Okanagan region is experiencing drought conditions. Though the skies have been blue for about a week, the haze from wildfire smoke could roll back in any day. Earlier this week, B.C. surpassed a million hectares burned as a result of this year’s forest fires — the single worst year on record since the province started keeping these records in the 1950s. And yes — there was an earthquake. A magnitude 2.9 quake was detected about 60 kilometres southeast of town towards Princeton on Friday evening. Factor in a rare solar eclipse earlier this week, and one might be forgiven for thinking that natural phenomena were showing signs of a coming apocalypse. While it is tempting to draw a connecting line through all of this as a series of escalating, supernatural events — presumably ending with a meteor strike obliterating the Nicola Valley around October — I prefer to keep my imagination in check with a healthy dose of context.

Attacks call for proportional response London in March: five dead. Stockholm in April: another five dead. Manchester in May: 22 dead. London again in June, this time on London Bridge: eight dead. Barcelona in GWYNNE DYER August: fourteen The international dead. Five massSTAGE casualty terrorist attacks in Europe in six months, and all but one (Manchester) carried out using rental trucks. Is it safe to go to Europe anymore? No, of course not. It isn’t safe to live anywhere. You can get killed by a vehicle driven by a non-terrorist, or by falling down the stairs, or even by drowning in the bath. Indeed, you are far likelier to die from any of those causes than from terrorist attacks no matter where you live in the world. But in those other cases your death will not be “news.” The only part of the world where Islamist terrorism really is a serious threat to people’s lives is the greater Middle East (including Pakistan). There is a kind of civil war between modernisers and cultural conservatives going

on in many Muslim-majority countries, and the terrorist threat to ordinary citizens’ lives is ten or twenty times higher than it is in the West. But even there it is far smaller than it looks. What makes the “terrorist threat” look big in the West is the natural human tendency to be fascinated by violence. The mass media know their audience, and they cannot resist catering to this appetite: that’s why thousands of fictional characters die violently on television and in movies every week. Violence in real life is even more interesting — especially if there is some possibility, however remote, that it might affect the viewer. So the media reflexively, instinctively inflate the threat, and to people who don’t understand statistics (i.e. almost everybody), terrorism starts to look like a very big deal. There is no way to avoid this without imposing official controls on media coverage, and it’s not worth paying that price, so we’ll just have to live with the media’s hype. We will also have to live with the terrorism itself, even though it’s generally considered to be political suicide to say this in public. That’s why Donald Trump thought he could discredit London’s Muslim mayor, Sadiq Khan, after the London Bridge attack by tweeting “At least 7 dead and 48 wounded in terror attack

Reporter Michael Potestio reporter@ merrittherald.com

RANITE AVE., PO BOX 9, MERRITT, B.C. PHONE (250) 378-4241

and Mayor of London says there is ‘no reason to be alarmed!’” Trump was deliberately distorting the mayor’s message: Sadiq Khan had actually told Londoners not to be alarmed by “an increased police presence.” But Khan wouldn’t have been wrong if he had told them not get their knickers in a twist because of the occasional terrorist attack. Like most Londoners, he really knows that the attacks will continue for quite a while, and that they are not going to do a lot of damage. After all, it’s obvious that we’re not going to run out of Islamist extremists any time soon, and that the security services cannot prevent wannabe terrorists from getting their hands on trucks or vans (or knives). So there will probably be lots more low-tech terrorist attacks over the next decade. Don’t panic. The entire European Union has lost just 62 killed in terrorist attacks so far this year, which is about one person in every eight million. The loss ratio is even lower in the United States: eleven killed in four terrorist attacks so far this year. Four times as many Americans are killed every day in ordinary murders.

OPINION LETTER

From the Herald archives: Aug. 24, 1977

to the editor

War records show errors in last week’s column Editor; The inimitable Henry Castillou (“Merritt a century ago,” page 2, Aug. 17) did many things across a lifetime of achievement and adventure. But he did not “sign up,” or volunteer, for First World War military service, either “when World War 1 broke out” or later, and he never “climbed to the rank of Captain in the Royal Flying Corps.” He was “drafted under [the] Military Service Act, 1917,” to quote some of the heading on the first page of his military service file. (The date on that page is Nov. 21, 1917, more than three years after the commencement of hostilities.) At discharge, in the fall of 1919, his rank was sergeant, although an entry in his service file says he was, from June 30 of that year, “entitled to wear Badges of Rank of 2nd Lieut.[enant] in the RAF,” or the Royal Air Force. I write, of course, in hopes that publication of this information may forestall subsequent circulation of erroneous information. But I write equally to alert Herald readers to one of the treasures of the Great War centenary observation, the publication on the Internet by Library and Archives Canada of digitized copies of the service records of the nearly 620,000 men and women who served in the Canadian military during the First World War.

FOG HAMPERS SEARCH FOR J.J. JOHNSTON On July 1, 2017, Canada will celebrated its sesquicentennial — or 150th — anniversary. Onehundred-and-fifty years worth of history is a lot to remember — so each week in 2017, the Herald will run this special section to remind you of the remarkable accomplishments, important historical figures, and maybe even a few fun facts you might not have known about our country. On Aug. 24, 2001:

Michael Sasges, Merritt, B.C.

Entertaining the idea of the coming apocalypse From Page 6 Heavy snowfall in the winter, coupled with a cooler spring led to a large snowpack holding late into the season in B.C.’s Interior. That kicked off a monthslong flood watch in the region, as swollen rivers overwhelmed farmer’s fields, backyards and shorelines across the region, leaving standing pools of water ripe for mosquitoes to lay their eggs in. A hairpin turn on the weather in late spring helped set the stage for where we are today — in the

midst of a level three drought in the Coldwater and Nicola basins, with Merritt sitting at a “very high” fire danger rating. And the record breaking fire season? No doubt spurred on by a number of lightning storms sparking very dry trees. But existing research from prior years suggests that as many as 40 per cent of all B.C. wildfires are caused by humans — and this year looks to be no different. When you hear reports of residents setting off fireworks in Williams Lake, apparently in celebration of their return to town following the end

of an evacuation order; it’s safe to assume the fire season is as much a result of divine punishment as it is typical human stupidity. I’ve been assured by a seismologist that a magnitude 2.9 earthquake — the strongest in the region since 2004 — poses no danger to the Nicola Valley. So go ahead, try to enjoy the remainder of the summer without worrying about the next disaster set to level Merritt. Although you’ll have to forgive me if you catch me nervously glancing at the sky every now and then.

Dirty tactics: dirt cheap From Page 6 So the right response to low-tech terrorism in every Western country is to keep calm and carry on, even knowing that the attacks will probably continue until the present generation of jihadis ages out. (Generational turn-over is what really ends most ideological

fashions). In the meantime, the priority is not to turn against Muslim communities in the West — because it’s wrong to blame millions of people for the actions of a few hundred gullible, attention-seeking young men, but also because that’s exactly what the Islamic State propagan-

dists want people in the West to do. Ten or fifteen years ago, Islamist attacks on Western countries had a specific strategic goal: to lure the West into invading Muslim countries, thereby radicalizing the local populations and driving them into the arms of the Islamist revolutionaries. The

ultimate goal of those revolutionaries was to gain power in their own countries, not to “bring the West to its knees” or some such drivel. That game is pretty much played out now: the Islamists cannot hope to sucker the West into doing any more large-scale invasions. So why carry on encourag-

Efforts to locate missing Merritt pilot J. J. Johnston and his passenger Lee Shanko of Barriere have been hampererd by bad weather in the search area, according to recent reports. Fog made flying difficult yesterday, August 23, forcing postponement of search activities. To date, military and civilian aircraft have scoured almost 85,000 square miles of rugged and heavily treed country since the Cessna 175 and its two occupants were reported missing on Saturday, August 13. J. J. and Mr. Shanko were en route to Kamloops from Edmonton when they failed to make a scheduled fueling stop in Hinton, Alberta.

NICOLA VALLEY NEWS HIGHWAY FILES

Hit and run leaves family on the shoulder Michael Potestio THE MERRITT HERALD

An Alberta woman is hoping a witness can help her track down the driver of a semi truck involved in an alleged hit-and-run collision on the Coquihalla last weekend. Jackie Carmichael told KTW she was driving home to Jasper from the Lower Mainland on Sunday when she got a flat tire and pulled over just after 1 p.m. Carmichael said she was with her two children, ages 11 and 13, stopped well on the shoulder about 30 kilometres south of Merritt. “We were waiting for BCAA to change

the flat,” she said. “We were outside of the vehicle, which is a blessing.” Carmichael said a semi crashed into her SUV and kept going. “He stopped at the top of the hill,” she said, describing the back of the trailer as silver or grey. “The fellow did get out. But then he got back in his vehicle and left.” Carmichael said she reported the incident to Merritt RCMP, and she believes other drivers would have witnessed the crash. “They haven’t found the person,” she said. “But there was a lot of traffic that day.”

can provide police with more information, it’s unlikely police will be able to track down the drive, Flemming told the Herald. Anyone with infor-

mation about the incident can call Merritt RCMP at 250-3784262. -With files from Kamloops This Week

Ten kilometres of wildlife exclusion fencing will be added to existing fencing along Highway 5. Photo courtesy of the B.C. government

The B.C. government aims to cut down on the number of accidents involving wildlife on the Coquihalla Highway with a plan to install 10 kilometres of additional fencing along the route. The new wildlife-exclusion fencing will be constructed from the Kane Valley Overpass to Rusty Pitt, approximately 22 kilometres south of Merritt, stated a press release from the Ministry of Transportation on Aug. 18. A spokesperson from the ministry clarified that the fencing would be brand new — not designed to replace fencing lost due to forest fires in the region. The newly announced 10 kilometre section adds to more than 160 kilometres of wildlife-exclusion fencing which already exists on the Coquihalla Highway. The fencing works by funnelling animals through existing underpasses allowing them safe movement underneath the highway. Data from B.C.’s wildlife accident reporting system suggests that Highway 5 is among the more dangerous routes for wildlife in B.C.’s southern Interior region, as 152 deer and 7 moose were killed in accidents on the route in 2012.

Construction costs mounting at local school Michael Potestio THE MERRITT HERALD

space. He also noted the building will not be any bigger as a result of these upgrades. “All of the decisions we’ve made is going to make the building a better building going forward,” said Tourand. The original $8.9 million cost was split between the provincial

and federal governments, with the feds chipping in the lion’s share: $6.9 million. Tourand said NVIT may have to contribute some of its own funds into the project when all is said and done. All the work should be complete by the end of next April, he added.

Construction on the new building at the Nicola Valley Institute of Technology began this spring, while costs for the project have already increased by nearly $1 million. Michael Potestio/Herald

The price tag on the Nicola Valley Institute of Technology’s (NVIT) new Centre of Excellence in Sustainability building has increased by nearly $1 million. “There’s a few [upgrades] that drove the cost up from the initial $8.9 million that we were fortunately able to find funding for,” said NVIT president Ken Tourand. The 20,000 square foot expansion is being funded by provincial and federal funds, and is the largest capital investment for the postsecondary institution in the past 15 years, said Tourand. It will house a fullsize gymnasium, lab space and a culinary program once complete. The Centre of Excellence in Sustainability will be powered by the very technologies students in the environmental resources technology program are studying. The project, which broke ground this past spring, will now cost approximately $10 million after the post secondary institution decided to make some equipment upgrades and pave the parking lot. “Originally in the budget, we weren’t going to pave the parking lot, we’re now going to pave it,” said Tourand. He said the major cost increase came when NVIT learned it would need to install a commercial kitchen in order to meet the standards of the Industry Training Authority, which dictates the requirements to operate a culinary program. “We didn’t realize it was going to be up to the standards of ITA, which requires a full commercial kitchen,” said Tourand. “We thought we would be able to put in a home ec[onomics] lab that

you’d find in a high school, and we’ve now realized that in order to offer the culinary arts program, we would need a full commercial kitchen and that drove up the cost quite a bit.” Tourand said there were other additional equipment upgrades made for the geothermal field in the lab

VICTORIOUS VETERANS The Invictus Games — a seven day international sporting event geared towards wounded, sick or injured veterans — are set to take place in Toronto this fall. Before the games kickoff, organizers are in the midst of a cross-country tour which will bring the official games flag from one coast to another. The tour made a stop in Merritt this week, where one flag bearer (and Canadian Armed Forces veteran) Sheldon Barker (left) passed the flag to Barb Watson (right). Cole Wagner/Herald

NICOLA VALLEY NEWS CITY BUSINESS

Council approves loan authorization bylaw, fire hall expansion headed to public vote Michael Potestio THE MERRITT HERALD

City council has approved the first three readings of a loan authorization bylaw that will enable the City of Merritt to secure $2.2 million to expand the firehall. Council voted 5-2 in

favour of taking out the 25-year loan with the Municipal Finance Authority (MFA) at a meeting on Tuesday. Only councillors Mike Goetz and Dave Baker voted in opposition. The bylaw will enable the city to borrow the full

ers reside in a trailer on the fire hall property. Council is now required to take this bylaw through the alternative approval process, but that won’t happen right away. The city will first submit the borrowing bylaw to the provincial inspector of

municipalities, which will likely take four to six weeks to approve, said director of finance Shiela Thiessen. After that the city will reach out to the electorate via the alternative approval process, which will consist of a 30-day window for all those who oppose the bor-

Judging from the first three days of training camp leading up to the Merritt Centennials’ first exhibition game against the Salmon Arm Silverbacks on Wednesday night, Merritt head coach and GM Joe Martin, along

with assistants Matt Samson and Brandon Shaw, have their work cut out for them in whittling down the numbers to a final roster limit of 23 players by the opening night of the BCHL regular season on Sept. 8. The score of Wednesday night’s game was not available at press time.

It was the first outing of a busy pre-season schedule that sees the Cents take to the ice five times against league opponents in a span of just 10 days. The result of Wednesday’s matchup was not known by press time. The Cents’ coaching triumvirate has definitely done its homework in assembling a talented bunch of recruits to complement the nine returning veterans from last year’s Merritt team. That talent was on full display Monday and Tuesday nights in a pair of spirited intra-squad games at the Nicola Valley Memorial Arena that were open to the public. Team Red won both encounters with Team White, by scores of 6-1 and 6-3, although the lineups each night for both sides changed considerably. “Tuesday’s game was definitely an improvement over the first night, which is to be expected,” said Martin. In Monday’s scrimmage, Team Red got a pair of goals from Matt Kopperud (Denver,

Colo.), as well as singles from Mitch Gove (Summerland), Gideon Cooper (Ridgefield, Conn.), Ashton Stockie (Stratford, Ont.) and Quebec City’s Mathieu Gosselin. Team White’s lone tally came from defenseman Joey Berkopec (Oakville, Ont.). Picking up assists on Monday were Gage Goncalves (Mission) with two, Campbell Jackson (Los Angeles), Blake Sidoni (Trail), Frazer Dodd (Hazelton), Alex Bourhas (Montreal), Christian Sabin (New Hudson, Mich.) and Cooper. Team Red goaltenders were Vincent Duplessis (Montreal) and Jonathan Holloway (New Westminster), while Jordan Naylor (Aldergrove) and Cale Dolan (Surrey) were between the pipes for Team White. Berkopec and Gosselin figured into the scoring for Team Red on Tuesday night, along with Cents’ veteran Henry Cleghorn (two goals), Auston Ghirardelli (Santa Rosa, Calif.) and Jack Keough

The competition has been intense at the Merritt Centennials’ training camp, currently underway at the Nicola Valley Memorial Arena. Close to 60 players are in attendance. (Above) Monday and Tuesday of this week featured a pair of Red-White scrimmages. The first exhibition game was on Wednesday night versus the Salmon Arm Silverbacks. Ian Webster/Herald

(Mount Pearl, Nfld.). Replying for Team White were Jack Vincent (Madison, Wisc.), Mitch Ledyard (Port Coquitlam) and Sidoni. Drawing assists Tuesday were Gosselin, McKullen Astill (Norway), Gove, Goncalves, Jake Berry (Brookfield, Wisc.), Cents’ returnee Rylan Van Unen, Sam Miller (Milwaukee, Wisc.), Vincent, Cooper,

Wenatchee Wild join BCHL’s Interior division The British Columbia Hockey League’s youngest franchise, the Wenatchee Wild, has moved into the league’s Interior division for the 2017-18 season, following its first two years in the Mainland division. The Wild will join the Merritt Centennials, Penticton Vees, Salmon Arm Silverbacks, Trail Smoke Eaters, Vernon Vipers and West Kelowna Warriors in arguably the best junior A division in Canada, if not in all of North America. After seven seasons

in the North American Hockey League, the Wild made the move to the BCHL in 2015. The team has enjoyed considerable success in its first two seasons playing north of the border. In 2015-16, the Wild

finished second in the Mainland division with a 34-16-4-4 record. A year later, they improved their record to 45-9-4-0, good for first place in both their division and the league overall. Both seasons saw the Wild lose out to the Chilliwack Chiefs in the second round of the playoffs. The Wild play out of the 4,300-seat Town Toyota Center in Wenatchee, Wash. The Merritt Centennials will play the Wild a total of six teams during the regular season.

Ghirardelli and Sean Donaldson (Burnaby). Team Red netminders were Duplessis and Dolan, while veteran Jake Berger went the full 60 minutes for Team White. As is evident from their places of origin, Martin and his team of coaches and scouts have scoured the continent — the planet for that matter — in search of good players. The young

invitees come from as far north as Yellowknife, as far south as California, and as far east as Norway. Could Hawaii or Japan be next? “You take every phone call, and you do as much as you can to find out about every player,” said Martin. “It’s a lot of work.”

SPORTS AGILITY DOGS

Nicola Valley canines achieve paws-itive results

The Nicola Valley was once again well-represented at the Canadian Agility Championships. This year’s event was held Aug. 4 to 6 at the Thunderbird Show Park in Langley. In attendance were Quilchena’s Robin Brodie and her collie-cross, Peso, along with Merritt’s Val McDonald (with her toy poodle Kirby) and Susan Chutter (with her two golden retrievers, Lua and Bella). In the 10” Special class, Brodie and Peso had four top-10 finishes in placing fourth overall out of a field of 25 entries from across Canada. McDonald and Kirby had one topthree finish en route to 10th place overall in the 6” Veteran class. There were 23 entries. Chutter’s best finish with Lua was a fourth-place in the 16” Veteran DD class out of a field 29 entries. The pair finished 13th overall. In a very competitive 16” Special class of 44 entries, Chutter and Bella recorded a pair of top-10 finishes en route to placing 22nd overall.

Brodie and Chutter have competed at Nationals before. This was McDonald’s first time. All three handlers and their fourlegged charges are members of the Iron Mountain K-9 Agility Centre, which is run by national-level instructor Maureen Sanderson.

Centennials’ prospects come from across the continent and around the globe From Page 16 Martin credits his entire coaching and scouting staff, along with the club’s director of hockey operations Brian Barrett, with doing the necessary work to get the best possible players to training camp. “I like a lot of what I see. We won’t really know if all the pieces are in place, however, until we see the players in action in some exhibition games.” Merritt fans can enjoy the talent on display at home this Saturday at 7 p.m., when the Cents’ host the West Kelowna Warriors, and again on Friday, Sept. 1 when the Chilliwack Chiefs come to town. Camp recruit Jake Berry is the son of former Merritt

Centennial Fred Berry, who played one season with the Cents (1973-74) — the team’s first season in Merritt after the franchise moved to the Interior from White Rock. Berry won the BCJHL scoring title that season with 60 goals and 136 points in 60 games. Berry played the next two seasons with the New Westminster Bruins, and helped them win the Memorial Cup in 1976, scoring 59 goals and adding 87 assists. An NHL draft pick of the Detroit Red Wings in 1976 (third round, 40th overall), Berry played 11 seasons of professional hockey, primarily with the Milwaukee Admirals of the International Hockey League.

A couple of prospects from the Montreal area have looked good so far in training camp — forward Alex Bourhas (above) and goaltender Vincent Duplessis (right). Also skating at camp for conditioning purposes is former Centennial Reece Willcox (left). The defenseman played two seasons in Merritt (2010-12) before earning a scholarship to Cornell University, and being selected by the Philadelphia Flyers in the 2012 NHL draft. Ian Webster/Herald
