Taxis, motels put on notice by city Michael Potestio THE MERRITT HERALD
Merritt city council is sending a warning to the owners of all local hotels, motels and taxi companies to do their part to reduce drug trafficking in the community. “We’ve got a drug issue in town and we just want all the hotels and some of the businesses that deal with these people to know that if they are they should stop and if not then something’s going to happen,” Merritt Mayor Neil Menard told the Herald. At its Feb. 13 meeting, council unanimously approved two letters penned by Menard on behalf of the police committee asking that “each owner increase their efforts to ensure that their establishment is not knowingly or unknowingly used for this purpose.” The letters warn that charges for service calls or the rescinding of business licenses could follow if the issue at an offending business is not resolved. RCMP Staff Sgt. Sheila White said owners of motels and taxi companies haven’t necessarily been unco-operative with police over the years, but the letters serve as the first formal request to these businesses to watch for drug traffickers in her six years as detachment commander in Merritt. “This letter that was sent out by the police committee gives them a heads up that our expectations and the community’s expectations to keep drugs out of our community is very high and
we’re just asking for their help in doing that,” White told the Herald. “Our police are having a tough time keeping up with the drug dealers that come into town for a short period of time,” said Coun. Dave Baker, who sits own Merritt’s police committee. Baker said Merritt RCMP have informed them of certain establishments in town that have had issues with drug trafficking and the committee has been looking at the best way to inform them this won’t be tolerated. Drug trafficking is a big issue in Merritt, said White, who liaises with the police committee. “A lot of our drug issues come from people that come in to our community and rent motel rooms and do their drug trafficking out of those rooms,” said White. “That’s a common theme that we have.” One issue police have with busting these drug operations is traffickers becoming aware of police monitoring and changing motels before Mounties can get a warrant. “It’s very difficult to get a search warrant in time because we need so much information before a search warrant will be authorized by the judiciary,” White said. “That’s another reason why the letter went out — it’s not just one hotel [or] motel.” White said she hopes this letter will encourage hotel owners to call police if and when they suspect drug trafficking to be going on at their businesses. An anonymous tip can be made by
calling Crimestoppers at 1-800222-8477. Police hope owners of the local taxi companies will do the same when it comes to the role their type of businesses have been known to play in the drug trade. “Sometimes the taxi drivers pick up fares and … the fare that they have in their vehicle is actually delivering drugs or going to pick up drugs from different places — not just residences,” said White. “If it happens often enough with the same group of people, then it’s very good odds they’re doing something nefarious.” White said this is part of what
is known as a dial-a-dope operation. “It’s very common throughout the country actually,” said White, adding that a drug trafficker will take a cab to deliver the drug to someone at a particular location, sometimes not even exiting the vehicle to make the transaction. “It’s just like ordering a pizza … and our taxi companies are being used in this way,” White said. When it comes to recognizing drug trafficking activity, White said taxi drivers should be wary of repeat fares making short trips to no particular location.

Good neighbour bylaw pursued Disaster budget
After approving the letters warning hotels and taxi companies to help clean up potential drug trafficking at their businesses, Coun. Dave Baker made a notice of motion requesting staff look into a cost recovery program for repeated first responder calls to residences similar to Kamloops’ good neighbour bylaw. His motion will come up for discussion at the next council meeting. Kamloops city council passed a bylaw which would deems a property a nuisance if RCMP or other emergency services are called to it more than twice in 24 hours or three times in a year, with the goal of tackling rental
properties causing repeated disturbances and making neighbours feel unsafe. Once that threshold is passed, the city has the power to charge the property owner for officers, vehicles and other personnel dispatched to the scene. Merritt’s police committee discussed the idea of implementing a similar bylaw at a meeting in January, but Baker told the Herald it wasn’t exactly what they were looking for to deal with these problem businesses. Merritt has a good neighbour policy, but implementing a bylaw like the one in Kamloops would put a little more teeth into it, Baker told the Herald.

The BC River Forecast Centre is expecting high flows down the Nicola River this spring, but Merritt receiving any substantial flooding will depend on the weather. Dave Campbell, head of the BC River Forecast Centre, said flows in the Nicola River are expected to be about 155 per cent of normal this spring, but how fast the snow melts will determine if 2018 is another significant flood year. “If you can draw it out over a long period then we won’t see flooding, but if it gets compressed [over a short period of time] or you add more water from rainfall then that can cause problems,” Campbell said. The Nicola basin’s snowpack is a little more than a third higher this year than it was at the same time last year, Campbell said. As of Feb. 1, the

entire watershed is sitting at approximately 120 per cent of normal for this time of year, Campbell said. “That’s something we’re watching pretty closely — starting to end up in that 120 per cent [range] is where we start to get a little more worried as we get into April,” he said. “I think the fact that we’re on that trajectory right now is definitely something to be watching.” One measurement
from the Coldwater side of the basin sits at about 143 per cent of normal while the one flowing into Nicola Lake sits at 102 per cent. Campbell said the depth of water in the snow is in the 240 millimetre range at higher elevations for the Nicola basin. Last year that number was about 130 mm. Last spring the Merritt area experienced a large flood
due to a fast snowmelt combined with rain, but the snowpack itself was fairly modest until the end of the winter. “Really it was the weather driving that,” Campbell said. “The snow tells us a little bit that [the] risk may be higher, but really it comes down to that weather piece as we get into late April, May [and] into June.” With the snowpack already higher than last year, if there is a repeat

of 2017’s springtime weather conditions, the flooding could be worse this year. “That’s not necessarily what we’re expecting, but that’s a scenario that could play out,” Campbell said. The numbers at the moment for the Nicola watershed are based on just two measurements, Campbell said, adding that in March and April there will be more data collected to provide a clearer picture. “There’s probably at least another four or five that are within or very close to the watershed that get measured later,” Campbell said. “That’ll beef up those numbers.”

Subsidies settle in B.C. A year ago, this column described the Justin Trudeau government’s plan to borrow TOM FLETCHER and spend B.C. close to $1 VIEWS billion on an “innovation and skills plan” to create “superclusters.” B.C. got its own supercluster last week, part of a nation-wide network announced by federal Innovation Minister Navdeep Bains. Ours is the Digital Technology Supercluster, getting an undisclosed share of the $950 million set aside in the 2017 federal budget. What are superclusters, you may ask. They’re like the innovation clusters announced in the 2016 federal budget, only bigger. According to Bains, their job is to “supercharge Canada’s regional innovation ecosystems and build Canada as a global centre for innovation.” The B.C. one in particular is “a made-in-Canada Silicon Valley that will create tens of thousands of jobs.” It’s not all tax dollars. TELUS, Microsoft, Teck, Canfor and other corporations have committed $500 million, along with most of B.C.’s post-secondary institutions, led by UBC. Bruce Ralston, B.C.’s Minister of Jobs, Trade and Technology, was thrilled to announce B.C.’s “winning bid” for a share of the federal cash. But of course, in the Ottawa style, there were no losing bids. No questions about Putin’s re-election Why wait another month to report on the Russian election (March 18) when we can wrap it up right now? The real question is what happens after that, because he will be 72 by the end of his next term and will not legally be allowed to run for president again. Putin doesn’t take chances, so he has barred opposition leader Alexei Navalny from standing in the election by having the obedient courts convict him of fraud on a trumpedup charge. Not that Navalny ever threatened to beat Putin, who is genuinely popular in Russia, but none of the other presidential candidates in this election are even serious contenders. Their only function is to make the election look legitimate. First up is Ksenia Sobchak, a former TV ‘reality’ show host whose wealth and establish-

ment links (her father Anatoly was the mayor of St. Petersburg and Putin’s political mentor) have earned her the mocking title of ‘Russia’s Paris Hilton.’ She’s liberal, pro-gay, all the things that Putin isn’t, but she is nevertheless seen as his preferred opponent, and not to be taken seriously.

Certainly the youthful Communist candidate, Pavel Grudinin, the boss of a former collective farm enterprise called Lenin State Farm, is not to be taken seriously. Neither is Vladimir Zhirinovsky, a raving ultra-nationalist caricature of a man. Putin will win in a walk — and yet Russia is a modern, well-edu-

cated country with a democratic constitution. It must one day take charge of its own affairs, but when and how? Russia is in an unending political holding pattern, forever circling the destination of democracy but unable to land. It’s easy to explain how it got into this dead-end, much harder to see how it gets out of it. The collapse of more than 70 years of Communist dictatorship in 1987-91 left most Russians in a state of shock. The young felt liberated, the older generation was apprehensive, but nobody quite knew what to do next. The first and last truly competitive elections were held in that period, but by the mid-1990s the oligarchs (mostly ex-Communists) were back in the saddle. The oligarchs had ‘privatised’ the formerly state-owned economy into their own pockets (with a little help from the local mafia), and they had co-opted President Boris Yeltsin as their front-man. Freely elected and once popular for his dramatic defence of democracy in the attempted Communist come-back coup of 1991, Yeltsin was a drunken and corrupt wreck of a man by the time of the 1996 election.

Ottawa’s ‘innovation’ budget bulging From Page 6 This so-called innovation bureaucracy is on top of Canada’s regional economic development programs. Stephen Harper’s Conservatives railed against political slush funds like the Atlantic Canada Opportunities Agency, and then when he got into government, he set up Western Economic Development Canada to even things up. Now we have supercluster blobs of icing on the business subsidy cake. The newly created Protein Industries Canada web page illustrates how contrived this whole thing is. “Outcomes from this cluster will be a new range of plant-derived foods, ingredients and feedstuffs of superior quality, commanding market premiums.” Feedstuffs? Only in Canada, eh? Perhaps these buzzwords and subsidies mean that shoppers will be able to find Canadianmade mustard at their local supermarket, considering
the Canadian prairies are the largest mustard seed producer in the world. From French’s to Grey Poupon, our finished product is mostly made in the U.S. by multi-nationals. Back to B.C., where Microsoft and other hightech giants have set up branch plants in Vancouver, or bought startups. It’s a natural extension of the original Silicon Valley, which has always extended to the Seattle area, home of Microsoft, Amazon and others. It’s similar to the “Hollywood North” movie business. Same time zone, attractive climate, great scenery, oh, and whopping government subsidies. Why don’t more investors, high tech or otherwise, set up shop in B.C.? Is it a lack of subsidies and “innovation” programs by governments? The B.C. government has just appointed an “innovation commissioner” to go with the “innovation advisor” appointed last year

by former premier Christy Clark, to try to induce entrepreneurial activity here. When the Trudeau government announced the “superclusters” plan last year, they acknowledged that one of Ottawa’s biggest problems was too many “innovation” programs — an astonishing 140 of them.
The 2017 budget promised to review and simplify them. I’ve searched for news that this has occurred, and I couldn’t find any. What we have instead is more layers, at the federal and provincial level. And what else has the new B.C. government done to attract risk-taking entre-

Reviving the democratic experiment From Page 6 He ‘won’ that election thanks to massive Western and particularly U.S. intervention in support of their favoured candidate (the traffic goes both ways), but his mismanagement of the economy wiped out the savings of most Russians and brought democracy itself into disrepute. Down to this day many Russians associate the word ‘democracy’ with the lawless and violent chaos of the ‘90s. Putin, Yeltsin’s chosen successor, has maintained his popularity through 18 years in power because he has provided Russians with what they wanted above all: a fair degree of stability and predictability in
their lives. Living standards for most Russians are probably still below what they were in late Soviet times, but they were slowly but steadily rising from their 1990s nadir until the collapse of oil prices three years ago. Putin’s foreign adventures (Georgia, Crimea, eastern Ukraine) are essentially defensive from a Russian point of view. Countries that were once part of the Russian empire and the Soviet Union are known as the ‘Near Abroad,’ where different rules of conduct supposedly apply, but Western fears of a Russian military ambitions against NATO countries are largely self-serving myths peddled by Western militaryindustrial-political complexes. In fact, Russia is far too weak eco-
nomically and too fragile politically to embark on a military confrontation with any of the major powers. Putin is a deeply cautious man whose conservatism have given Russia a desperately needed respite from continuous and ruinous political upheavals. He is for all practical purposes a dictator, of course, although by Russian historical standards a fairly non-violent one. And he has always meticulously observed the constitutional rules, even leaving the presidency and serving as prime minister in 2008-12 in order to comply with the ban on more than two consecutive presidential terms. It sometimes feels like Putin, for all his faults, sees himself as a caretaker leader until Russia is strong
and stable enough to try democracy again. He has certainly been careful to leave the entire legal structure of democracy in place, although he manipulates it ruthlessly for his own short-term purposes. And the great unanswered question is: how would a post-Putin Russia revive the democratic experiment it embarked on in 1989-91, in the face of certain opposition from the oligarchs who benefit so greatly from current arrangements? We may find out in the 2024 election, when Putin again comes up against the two-term limit. Gwynne Dyer is an independent journalist whose articles are published in 45 countries.

And from what he heard in Esquimalt, he knows there’s going to be a fresh batch of lobster. “We talked to a guy who’s from over there and he said on that week it should be prime lobster time.’’ The foursome, also included second Tom Rodgers and lead Ken Moyes.

The City of Merritt stands to gain more in tax revenue this year — even without raising rates. “The secret’s out, its good news for Merritt,” director of finance Sheila Thiessen told council at a budget meeting held Feb. 6. If rates are not increased this year, the City of Merritt still expects to collect an additional $125,000 in taxes over last year. Despite seeing some reductions — the bulk of which stems from the shutdown of the Tolko sawmill — the municipality is coming out ahead thanks to revenue from other assessment classes. “We did lose some of the assessment base for the mill in heavy industry, but we’ve had

incredible growth. Our real estate market’s been booming,” Thiessen told council, noting there was a record number of transactions last year. Property assessments were expected to drop after the Tolko sawmill closed in December of 2016, but there was an unexpected increase in real estate values and growth in new construc-
tion that offset the loss for 2018. The City of Merritt is expected to collect an estimated $8,273,473 in taxes this year from its seven tax classes. Residential properties are forecasted to make up about 45 per cent of the tax base in 2018, collecting a total of approximately $3,750,000. Business
class will collect about third of the tax base to the tune of about $2,640,000, according to stats from the finance department. Last year, taxation made up 40 per cent of the city’s revenue sources, which was the largest piece of the pie followed by grants at 30 per cent and user fees at 18 per cent.

The Canadian Country Music Heritage Society (CCMHS) wants the City of Merritt to put a little TLC into the Country Music Capital of Canada — in particular, the log archway it gifted the municipality years ago. “We put it up and turned it over to the city [about] 15
years ago,” CCMHS president Ron Sanders told the Herald. “It could easily be improved [and] embellished — maybe some lights.” Sanders brought the idea to city council’s attention at a recent committee of the whole meeting. “It’s kind of decrepit,” he told council. “It’s a major entrance in to the city and I think it should be looked after
properly if it’s going to represent the city.” “We are looking at it, but we’re going to wait until the weather’s right and if it needs to have some maintenance work done on it then we’ll do it,” mayor Neil Menard told the Herald. Chief administrative officer Shawn Boven said staff have not received any direction on this request from council to date.

According to police quarterly reports crack cocaine is the “primary drug of choice” circulating in Merritt and fentanyl, heroin and crystal meth are all readily available. Menard mentioned at the meeting that while this activity doesn’t transpire at all of the local motels and taxi companies, there are some where it does and “it’s time to, for a lack of a better term, for the city and this council to get a little tougher on that situation.”

Ministry closely monitors VSA performance From Page 3 The mayor’s comments come after two fatal crashes were recorded in a matter of weeks on the Coquihalla Highway. In one crash on Feb. 3, an SUV was stopped on the side of the highway when it was struck from behind by a semi truck, killing a woman who was seated in the rear of the vehicle. Then, on Feb. 11, another man was killed after being struck by a vehicle as he exited his car to render assistance to other drivers involved in a crash. In the latter crash, RCMP cited road conditions and speed as factors in the accident. “Number one, safety is our main concern for the travelling public,” said Menard. “I don’t think VSA is living up to their contract and doing what they are supposed to do before the storm, because they
usually know when one is coming, and what they need to do to prepare the highways.” There are a number of metrics that the Ministry of Transportation uses to measure the performance of companies contracted to maintain the highways in a given region, said Trent Folk, district transportation manager for the Thompson-Nicola District. In order to make sure contractors like VSA Highway Maintenance is meeting the specifications outlined in their contract, the ministry deploys operations staff to monitor the performance of the contractor while they are out on the roads. All maintenance contractors are required by the ministry to have outlined plans for quality management, he explained. “In addition to the

Objective: The Family Circles Coordinator provides preventative support and maintenance programs to preserve families where possible. The Family Circles Coordinator will bring all relevant parties together to promote cooperative planning and decision making to rebuild family support networks. This position will provide strong leadership in advocating the rights and jurisdiction of family units and will develop positive working relationships with community groups, agencies and societies.
Objective: Navigators deliver self-management support to participants via coaching and wellness planning. Participant-centered support is facilitated by an Integrated Wellness Plan. Navigators work with participants to set goals in all domains in their life and relationships, identify wellness team members (including peer supports, therapists, traditional healers/ helpers/teachers or family) to help meet the goals, set a realistic time frame, and support individual in achieving or adapting their goals.
