State of Emergency declared in BC After many citizens and politicians called for weeks for a State of Emergency to be declared, one was announced on July 20.

Mike Farnworth, Minister of Public Safety and Solicitor General, declared a province wide State of Emergency which will come into effect at midnight tonight and will remain in place for 14 days, and may be extended or rescinded as necessary. A development proposal for a vacant land parcel at 3350 Voght St. will be going to Public Hearing on July 27. The development, which was given approval by council with a mixed Medium Density Residential (R7) and Residential Modular Home (R4) Zoning which would see townhouses front Voght St. and the remainder of the property as a modular home community. However, the developer and Spayum Holdings LLP, the property owner, have had difficulty finding a partner willing to develop the site with both townhomes and modular homes. For that reason, they have submitted a rezoning application to have the property zoned entirely R4, and this application will be considered by council following the Public Hearing. According to Gerry Melenka, a Professional Planner with Kamloops based True Consulting, which is working alongside Spayum on the development, this rezoning will, “…allow for a complete modular home community, See ‘DEVELOPER’ Page 5

ALBAS: An affront to democracy In the Nicola Valley, we have many small family run farms and small business operations. In the event the same family farm or small business is sold to a stranger the difference is considered a capital gain. Both dividends and capital gains are taxable. The difference is that generally capital gains are taxed at lower rate. So, if you sell your family farm to a family member, you are penalized for doing so. Bill C-208 proposes to amend the Income Tax Act so that the same tax rate should apply when selling an operation to a family member as would apply when selling to a third party. Unfortunately PM Trudeau, the Finance Minister, the Liberal cabinet and majority of the Liberal caucus all voted against this bill. Fortunately, all members of the Conservative, the NDP, Bloc Québécois, Green MPs and some Liberals voted for this bill allowing it to pass third reading. Despite this bill now becoming law, the government is refusing to immediately implement the bill. The serious concern here is that the legislation has already been passed into law. It is my view that the Prime Minister believes by delaying this bill until after a federal election, if the Liberal Government receives a majority, they can overturn it. Kudos to the depot Editor, I just want to give kudos to Gwen at the recycling depot and the facility itself. I was throwing my bottles and plastics in the large containers, and when I went back to my car, I thought, “where are my keys?” She went through all of the large containers, paper, plastic,

everything, and found them. I wanted to give her something, and she said “no no no.” So I just want to give her recognition and that wonderful facility. The attitude of the people that work out there, they are so helpful. Merina Merritt, BC

BACKYARD ASTRONOMER: Embracing summer nights Known as “The Backyard Astronomer”, Gary Boyle is an astronomy educator, guest speaker and monthly columnist for the Royal Astronomical Society of Canada. It was this time last year that Comet Neowise graced our skies and allowed the world to gaze upon the heavens following its nightly glide amongst the stars. Not since Comet Hale-Bopp in 1997 has a comet been as bright. These mountains of rock and ice are usually small, faint targets only a telescope can reveal. July 2020 belonged to Neowise with its long dust tail easily visible in the bright moonlight. It was a time that we all needed a distraction from COVID19. Nature has a way of helping to relieve stress and anxiety. Although there are no predicted bright comets visible for the near future, the night sky is a never-ending stage to view celestial objects with a telescope, binoculars or just the naked eye. The easiest is of course the moon. This is a great time to see the “ghostly” unlit portion of the moon called Earthshine of the Da Vinci Glow. This setting is a prime photography moment for DSLR cameras on a tripod. But the moon is a fantastic sight in any telescope, especially along the dividing line of its day and night side. The two gas giants of the solar system are now above the southeast horizon well before midnight local time. Saturn and its majestic rings rise around 10 p.m. with much brighter Jupiter and its Galilean moons appearing about an hour later. Words cannot describe seeing these in a telescope. Also, take advantage of nights the moon is absent from the sky to see the heart of our Milky Way Galaxy. Visible from the countryside, away from all light sources, this band of light is the collective glow of billions of distant stars. It stretches from the right side of the “teapot” in the constellation Sagittarius in the south to overhead running through Cygnus the Swan, dubbed the ”Northern Cross” and continues through the iconic “W” of Cassiopeia the Queen. Binoculars can reveal a treasure trove of star clusters along the Milky Way along with a few star-forming regions. Hundreds of stars are can be seen at a glance. Astronomers now consider that every star has at least one planet orbiting it. A tiny fraction of these exoplanets are earth-sized and reside far enough from the sun for water (if it has) to stay liquid. This could be an indication that life might exist on that distant world, too far for us to travel to. Over the next couple of months take advantage of experiencing nature whenever and wherever possible. Embrace the summer night for all it has to offer. Till next time, clear skies.

Unity Cannabis a hot topic at City Council meeting Both the public and business owners were fired up to give their opinions on the possible new pot shop, both positive and negative.

Jake Courtepatte NEWSROOM@MERRITTHERALD.COM Scenes rarely seen within the chambers of a City Council unfolded at the July 20 regular Council meeting in Merritt, over a cannabis shop looking to set up in the Adelphi building. Over a dozen members of the public showed up to voice their opinions on Unity Cannabis, a Williams Lake-based pot shop that is the first owned by an indian band in BC. Among those who came to speak were the owners and managers of the Adelphi, the owner of Quilchena Cannabis, and electronically, Chief of Williams Lake First Nation Willie Sellars. Just under one month ago on June 22, the consideration was first put before Council to recommend the business license to the Liquor & Cannabis Regulation Branch, with public consultation having been undergone. The response at the time was overwhelmingly negative, caus-

ing Council to defer the decision to this Tuesday’s meeting, allowing for more public consultation. Since then, over 300 pages of input from the public had also been received by City staff, both for and against. Those opposed to the idea argued reasons such as a lack of variety in downtown core businesses, as well as the fact that the band looking to open shop was out of town, though Mayor Linda Brown said that although they are free to, no local bands have approached the City about an application. Those that have voiced that they are for the development indicated reasons such as the beautification of the Adelphi building that would occur with new business. Cannabis shop approved by Council From Page 8 store is located just 290 metres away, and while Merritt no longer has a cap on the number of cannabis shop licenses that are granted, many communities are looking at increasing the spaces between similar stores. “To me, it doesn’t seem like the rules are being applied fairly,” said Hagen. “I’m not going to hash out competition and all that, I know that has already been considered, but I believe you guys should at the very least be asking for a variance to this application.” Chief Sellars acknowledged the issue of the proximity to a competing business, noting that the location is compliant with the proximity requirements. The motion was passed by a count of 4-3 to give

support to a license being granted to the business, with Mayor Brown giving her approval, as well as Councillors Luck, Christopherson, and Fehr. The passing prompted banging on the locked door from fellow Quilchena Cannabis owner April Hagen, who after being let back into the room, interrupted Council proceedings by announcing that a lawsuit would be brought to the City. Hagen also appeared to be upset that Mayor Brown was incorrect in stating that Quilchena Cannabis was a chain store. “You said that Quilchena Cannabis owns six other locations, we do not own six other locations, we own our one location on Quilchena Avenue, that

we put our heart and soul into.” The threat was then made of a lawsuit over the project’s approval, though details of any upcoming lawsuit are unknown at this time. “We moved our family to Merritt to join the rest of our family members that have been upstanding community members and business owners in this town.” Mayor Brown then shut down the speech from the business owner, saying that it was not appropriate to have the conversation in the middle of a Council meeting, and that she was welcome to speak with herself and staff the following day. Fall Fair building getting facelift New youth centre

T

he Fall Fair building, which has served the community for four decades from its position overlooking the Fair and Rodeo Grounds at 319 Lindley Creek Rd. is undergoing some much needed repairs. Thanks to several grants provided by various levels of government, as well as the Herculean fundraising efforts of many volunteers over the years, the Fall Fair Building will soon be sporting a new roof and proper washroom facilities, a project considered vital to modernize the site. “Right now, we’re working on the roof,” said Susan Thompson, Treasurer of the Nicola Valley Fall Fair Association. “We got a government grant for $65,000 for that, plus we had to put in some funds. We’re also working on building the washroom facilities, we’re raising funds for that as well.” In addition to the grant for $65,000 the Fall Fair Association also contributed $40,000 to the project, which is being completed by Salish Mountain Installations. “Because of the way lumber has gone up we had to change our plans a little bit,” explained Thompson. “We were just going to do the big building, but because plywood (cost) more than tripled, we had to change it to do a different kind of roof. So, now we’re going to do the chicken barn and the shed as well, so that will be all of the Fall Fair Buildings that have new roofs on them.” This excludes the horse stalls, which do not need a new roof at this time. The new roof will be a definite improvement over the current roof, which has developed several leaks. “It had holes everywhere, and every time it rained, we’d have to put out ten buckets,” said Thompson. “The building is 40 years old, and

that’s the life of a metal roof, apparently. So, I guess it’s a natural thing… it did live its life, it was a 40-year roof. It was time.” While there is no firmly established timeline for the washroom projects, the Association is putting out a request for proposals and plans for the new facilities. The new washrooms, which will replace the serviceable but somewhat outdated outhouses, will be funded by a grant of $130,000 from the Thompson Nicola Regional District (TNRD), $7,500 in Grant-in-Aid from the City of Merritt, and money which has been raised by the Fall Fair Association through various fundraisers, such as their well-known ‘Giant Yard Sale’. $65,000 has already been spent bringing water and sewer pipes in from the street to be connected to the new washrooms. “It’s not a cheap proposal,” said Thompson, who said that upgrading the facilities would offer them more opportunities for both building use and income. “In the future we could have a wedding there. I mean, do you want to go outside in your wedding dress and climb into an outhouse? We’ll have more ability to rent our building out to larger groups, with decent washroom facilities. And the City has indicated to us that if they had a disaster, they would like to use the building if we had proper facilities. That may be in their plan.” Although the Fall Fair will not be happening this year due to the COVID19 pandemic, the work will continue to update the site and turn it into a place where the community can gather for more than just the annual exhibition of baked goods, home grown produce and handicrafts. “That’s what we’re hoping for, that we’ll have more rental opportunities when we’re done,” said Thompson. “We do get lots of requests for weddings and large group events, but we just don’t have the facilities for it right now.”

Scw’exmx Child and Family Services, along with Scw’exmx Community Health Services Society held a soft launch on July 16 of the new Youth Centre, which will soon open its doors at 1802 Chapman St., the former location of the HUB International Insurance broker. Attendees were treated to a BBQ with snacks, drinks, hotdogs and hamburgers as well as welcomed to tour the new facility and find out what programs would be available for the rest of the summer, such as a canoe camp. On hand were Scw’exmx’s youth workers, who will oversee the new centre, and

some of the youth summer workers. “We’ve got a bunch of boys and girls wellness kits for kids that are on the streets,” said youth worker Darlene Rodominski. Much of the overhaul took place during the COVID-19 pandemic, without fanfare, although there have already been a handful of events held at the centre. “We’ve had some events here while the school was open and it’s been well received,” said Rodominski. “The teenagers said this is exactly what Merritt needs, and they were very excited about it. We’re hoping to do this throughout the week, but also in the evenings to bring some of the youth off the streets and in somewhere safe.” Rodominski said that there is a significant number of homeless and at-risk youth in Merritt, and the goal of the Youth Centre is to give them a place to be, to relax and have fun alongside their peers. In addition to the wellness kits, which will be handed out monthly, Rodominski hopes to bring in a nurse who can educate the youth on sexual and reproductive health and address any health concerns that they may have. “We’re going to have boys’ and girls’ groups as well, and get them out on the land, get them out doing some fun stuff, maybe take them to the movies,” said Rodominski. “Just to have them excited about something so they know there’s more than just hanging out on the street, there’s more than just sitting at home gaming out. So, they can get out and find there’s bigger and better things out there.” Youth workers will also discuss jobs and potential career paths or education options with those interested, and help them to achieve personal improvements or necessities, such as getting their driver’s license. Rodominski has been a youth worker for eleven years, and her co-worker, Lucy Henry, has more than 20 years of experience. The Youth Centre will be open to Merrittonians between the ages of 13 and 18, with schedules for younger teen groups and older teen groups to be announced when the centre officially opens.

Last year, in lieu of a show, the NVCCCA hosted a Cruise, similar to a parade, which welcomed classic car owners to drive a pre-determined route through Merritt for spectators. Many car clubs in BC will once again be hosting a Cruise instead of a show, or have cancelled their events entirely. Also on hand this year will be the Nicola Valley Farmers’ Market (NVFM). “This year we’re partnering with the NVFM, they’ll come out on the Sunday as well and set up on the show site,” said Roline. “This is the first time that

GOLF TALK: Merritt’s Sloan earns a T-31st finish

Jake Courtepatte NEWSROOM@MERRITTHERALD.COM With only four events remaining in the PGA Tour season, Roger Sloan is on the outside looking in. The Merrittonian was able to gain a few points in the FedEx Cup playoff race over last weekend, finishing tied for 31st at the Barbasol Championship in Kentucky, a secondary event to the British Open played at the same time. The finish earned Sloan a payout of $20,475. Sunday’s final round earned him a significant portion of that cheque, when he managed to go

bogey-less on the back nine holes while also managing a pair of birdies and an eagle. Sloan has now made three cuts in a row this month, after a 71st place finish at the John Deere Classic and a 21st place finish at the Rocket Mortgage Classic. So far, the golfer has earned a purse of just over half a million dollars through the 2021 PGA Tour season. The top 125 point producers at the end of each PGA season punch their ticket to the FedEx Cup playoffs. Sloan currently sits in the 147th position with 293 points, 87 points away from the 125th spot.

A recent grant by the Thompson-Nicola Regional District of $130,000 has made the lease a possibility, sharing the facility with the lawn bowling club by constructing four pickle ball courts. “With the dissolving of the Lawn Bowling Executive and limited play over the past couple years, this was a largely underutilized property,” said Sky McKeown, Director of Recreation & Facilities. McKeown spoke to the remaining members of the lawn bowling club around this time last year, who expressed their

desire to share the facility due to dwindling numbers and the COVID19 pandemic. “This group has kept the building in phenomenal shape...even to this day, they are caring for that property.” Councillor Travis Fehr expressed his gratitude to the Lawn Bowling Executive for the care that they have given the property. “I just wanted to say thank you to them, for handing off part of it to a new and upcoming activity that will help our community...I think that there was not enough to do in Merritt, so it’s great to see new things that people enjoy being added.” The ‘rent’ works out to $1 per year. McKeown said that it is his hope that the club will take the opportunity to sublease the property to other organiza-

tions within town for different events and things such as annual general meetings, at no or little cost. “It is a small facility, however it has been in the past a facility that has been rented out that assisted the owning club with things like

upkeep.” The lease will put the pickle ball club in responsibility for any utility bills and the general upkeep of the building. The pickle ball courts are expected to be completed in August of this year. McKeown added that there

are plenty of ‘avenues’ that can be taken with the new lease. “Maybe bringing high school kids in, elementary school kids, and planting the seed early for them. Council was all in favour of going forward with the lease.

At a recent Nicola Valley Arts Gallery show, Body Art: Living Art of Tattoo & Body Adornment, one of the feature artists was Brian Wheeler of Sin on Skin Tattoos, a Merritt-based tattoo shop which operates out of Wheeler’s home at 1230 Hicks Ave. Some people are fortunate enough when pursuing a career to find a perfect match. A passion that can become a nine-to-five job and cost you none of your enthusiasm along the way. This is how it was for Wheeler, who always knew he was an artist, and that body art

would become his preferred medium. “I have always been an artist, and spent a lot of time hanging around tattoo shops watching the artists work,” said Wheeler. “After a while I caught on and began tattooing.” Eventually, Wheeler knew he wanted to take the plunge and become a full-time tattoo artist, something his wife, Jenny, supported wholeheartedly. However, the pair wanted to ensure their expenses were kept to a minimum and that Wheeler, a family man, wouldn’t be giving up time with his children

in order to pursue his dream. “When we decided we wanted to open a tattoo shop 15 years ago, our children were young, so we added on to our home and built a private studio,” explained Wheeler, a lifelong Merrittonian who never entertained the notion of opening a shop anywhere else. “This allowed me to be a stay-athome dad, which was quite rewarding in itself. It also helps me keep my prices down, due to the lack of monthly overhead expenses that most shops incur.” In the hopes of bettering his art,

and providing his customers with the best possible experience, Wheeler has pursued his training under many prestigious tattoo artists who are well known in the world of ink. “Throughout my career I have had the privilege to train under some of the masters in the industry such as Shane O’Neill, Bob Tyrell, Kat Von D, BJ Betts, Corey Miller, Mike DeVries, and many more talented professionals,” said Wheeler. “Tattooing has given me many opportunities and for that, I’m grateful.” That being said, there is more to Wheeler’s life than work. “When not tattooing, I camp and travel the world, and ride my Harley,” said Wheeler, who has also branched into digital art. “I’m drawing digital images of hot-rods and bikes and selling them. It’s a hobby that I would like to see turn into a

revenue producing venture. I do my own drawings or draw your ride.” Some of these digital art creations were on display at the Body Art show, and continue to fuel Wheeler’s designs, each of which are completely unique. “My favourite part of tattooing is creative freedom, making art that becomes a part of someone,” Wheeler explained. “I love the smiles at the end when my customer is jazzed about their new ink. I have no favourite tattoo; I feel like that’s like picking your favourite child! I am lucky to be someone who truly loves his job, and would do it even if I didn’t have to. I have formed many lifelong friendships throughout the years that can be directly linked to tattooing.” To give back to his customers, many of whom travel from all over BC and Alberta to return to his studio, Wheeler offers

a ‘Spin and Win’ promotion every year throughout the month of August. Customers spin a large wheel that Wheeler built for a chance to receive a discount on their tattoo work. “On it are 16 spots, every single spot has a $10$60 tattoo credit for your next visit,” Wheeler explained. “Every customer in August spins,

Summary of Organizational Responsibilities: The Director is responsible for the planning, development, and project management for: construction or repair of public buildings, earth structure (above ground and below ground), powerhouses, roads, bridges, canals and systems related to water distribution and sanitation. The Director also must manage, update and implement all policies pertaining to maintenance and repairs of the Band’s public properties, plan and manage capital construction projects and to provide related policy analysis for the Band Council. Duties and tasks • Assists in the evacuation of endangered persons from hazardous locales • Connects and lays hose lines operates hose nozzles and other re extinguishing appliances in an efcient manner to reduce water or other damage raises, lowers and climbs ladders • Uses hand and power tools makes forcible entry into buildings opens up walls and other structures • Enters burning buildings or other locations • Protects property through salvage and clean-up operations by using salvage covers, brooms, mops, shovels and similar equipment • Replaces broken or ruptured sprinkler heads to prevent unnecessary water damage Required knowledge, skills and abilities • Completion of Grade 12 • Completion of one or two years of additional post-secondary education, apprenticeship or equivalent • Preferred, successful completion of an approved reghter training program and National Fire Protection Association (NFPA) 1001 Level 1 and 2 Certication • Class 3, 4 and/or 5 British Columbia driver’s licence with airbrake endorsement • Must be medically and physically t and meet vision and hearing standards • Must pass a criminal record check • CPR Level “C” and Occupational First Aid Level 3 or First Responder Level 3 Other qualications that may be benecial include: • Volunteer reghter experience • Other work experience related to reghting (such as building construction, mechanical experience, driving large or emergency vehicles, forest reghting, diving, rst aid and paramedical experience) • An ability to swim and related life-saving certicates • • Knowledge of cultural burning and non claustrophobic.
