Former Grasslands site approved for rezoning Merritt City Council has given their approval for the land to be rezoned as only Residential Modular Home.

Morgan Hampton REPORTER@MERRITTHERALD.COM A development at 3350 Voght St. the site of the former Grasslands Hotel, was once again brought before council for parcel rezoning following a Public Hearing. The property was rezoned to Medium Density (R7) and Residential Modular Home (R4) in October of 2020 with the intention of having townhouses facing Voght St. with a modular home community at the rear of the property. The owner of the land, Spayum Holdings LLC, expressed difficulties with finding a developer who would be willing to undertake a project that would include both townhouses and modular homes and requested that the zoning be changed to simply Residential Modular Home. Both representatives of Spayum Holdings LLC and True Consulting, who has partnered with Spayum on the development, spoke to council following a lengthy presentation about the proposed changes. During the Public Hearing, Mayor and council heard overwhelmingly positive comments from Merrittonians, who were strongly in support of the modular homes, as opposed to the mixed density of townhouses and modular homes. A resident of Parker Dr. whose property overlooks the development site spoke in favour of the zoning change. “We feel very comfortable, and have from the beginning, that a quality modular home park village on this property would be the best fit for our existing communities and for new people coming to Merritt,” said the resident, who also spoke about traffic concerns in the area that would be alleviated by the installation of a traffic circle, which would partially occupy the

The developers have gone out of their way to make a project that will make Merritt proud. Providing proper zoning for this property will contribute to a bountiful development for your community, while refusing the rezoning will likely lead to a stall in the property and a weed infested eyesore that we’ve been accustomed to for the last 14 or 15 years.” He also spoke to the potential tax revenue of the property, which is situated along Merritt’s main thoroughfare. “This property has the potential to return over $1 million to the City in taxes in ten short years with the development,” the resident speculated. “As it currently sits, you’d collect about $30,000.” The General Manager of the Lower

Nicola Indian Band (LNIB) Development Corp. also spoke in favour of the project, which is a joint effort between the five Indigenous bands in the Nicola Valley, who together own Spayum Holdings LLC. “To see five First Nations group come together to collaborate on one project is outstanding, for a lot of different reasons, so I’m really optimistic about the outcome of this and I sincerely hope it goes through.” The only point of concern came from a resident along Burgess Ave. who requested that a fence be constructed along the future path that would run along the property escarpment, bordering the backyards of Burgess Ave. homes. This, he said, would deter people from accessing Burgess Ave. properties and prevent theft, as well as limiting erosion. Morgan Hampton & Jake Courtepatte MERRITT HERALD Students Annie Baek and Katie Klassen have been awarded $1,000 by Mayor and Council at the last two regular council meetings. In March of this year, council voted unanimously to establish two scholarships, which would provide $1,000 each to two local grade 12 graduates who planned to continue their education at a post-secondary institution. During this, the inaugural year of the annual scholarship, Baek and Klassen were selected as recipi-

ents. Baek was on hand to receive her scholarship as well as a letter from the City at the July 20 meeting, while Klassen accepted hers at the July 27 meeting. Mayor Linda Brown initially suggested the awards after realizing that while a number of community organizations provided scholarships to exceptional Nicola Valley students, the City did not. “Preference is given to students who have shown leadership in youth or civic activities, or have volunteered in the com-

munity,” Mayor Brown informed council during the first presentation. “Annie is an outstanding student and community volunteer who graduated in June from MSS. She will be continuing her educational career at the University of Toronto in the fall in a mechanical engineering program. We’re very proud of Annie’s accomplishments and wish her all the best as she continues in her educational career.” After posing for a photo with Mayor and council, Miss Baek thanked them for the award. “We know

you’ll do us proud,” said Mayor Brown. When it was time for Klassen to receiver her scholarship one week later, Mayor Brown called the graduate “an outstanding student and community volunteer.” Klassen plans to pursue a career in the field of medicine, beginning at Thompson Rivers University in the Bachelor of Science program, before hoping to transfer to the British Columbia Institute of Technology for their radiology program. She ultimately wants to specialize in sonography.

Mayor Brown, who spent her career in the field of health, said that these positions are usually very difficult to fill. “I really commend you for going into that kind of field. Who knows, maybe she will come back to Merritt someday.”

Councillor Mike Bhangu was the only one on council to have reservations about the development model. “I like the layout, I like the design, I like how the developer and public worked well together, I’m just not comfortable with a lease ownership model and for that reason I can’t move forward with this,” said Bhangu. “But outside of that, I think it’s wonderful to have a developer and the public work together to present something to us.” The Zoning Amendment Bylaw was carried 6 – 1, with only councillor Bhangu opposed. Although it is difficult for the developer to put a definite price on the modular homes due to fluctuations in the cost of building materials, such as lumber, it is likely the homes will be in the $400,000 to $450,000 range, with a monthly lease fee of $500 that would also cover services such as water and sewer.

ALBAS: some border certainty This week I will give Prime Minister Trudeau some well deserved credit. The DAN ALBAS Federal VIEW FROM Government announced: THE HILL “August 9, 2021, Canada plans to begin allowing entry to American citizens and permanent residents, who are currently residing in the United States, and have been fully vaccinated at least 14 days prior to entering Canada for non-essential travel.” These fully vaccinated travelers will also not have to quarantine upon arrival in Canada, provided they comply with the required pre-entry COVID-19 molecular test with a negative result. The Federal Government also announced they intend to expand this relaxing of restrictions to fully vaccinated international visitors on September 7th, with the same criteria for pre-entry with a COVID-19 molecular test and a negative result. Why do I commend the Prime Minister for this announcement? It is not because it means the border will be re-opening. The reason I commend the Prime Minister is that providing clear dates and criteria in turn helps create certainty. Many small businesses here in the Okanagan, to some extent, depend on visits from US citizens. Over the past months there has been a growing frustration as many receive calls for bookings, orders and/or reservations, leaving small business owners in a challenging See ‘CLEAR’ Page 7 situation of

FAITH COLUMN: A gospel for the Olympians One of the favourite clichés, used mostly by political leaders promising election goodies, is: “Make NARAYAN MITRA no mistake.” You Gotta Have I, too, FAITH have some of my own such catch-all statements, one of which could confidently be asserted as: “Make no mistake, Christianity is not just for the weak but satisfies both the weak and the strong.” Two great Olympic events have just started in Tokyo. It’s in the second event though, the Para Olympics, that the contestants pride themselves in their ‘real’ strength, almost to the point of their invincibility. Many easily despise and discard a faith that speaks of strengthening the weak and lifting up the fallen. Haven’t many of us have heard such snide remarks as: “I don’t need Christianity. It’s a crutch only for the weaklings?” Perhaps we have grown so accustomed to the crutches of our society that we hardly recognize them for what they are. • The mad quest for intimacy to still the ever-present pain of loneliness. • The activism with which we fill our lives because we dare not stop and ask who we are and where we are

going. • The dependence on alcohol and drugs because of the pressures around and within us has got to be too great. • The attempt to prop up our lives with material things. Other props are less obvious, but just as much crutches for the weak – power over other people, fame, wealth and beauty. There seems no end to the props people use as they go limping through life. Is Christianity another crutch? In one sense, it is. It is for people who do not pretend they are invincible but know they have got something broken within themselves. Our world, our lives are fractured by greed and lust, by cruelty and selfishness. Christianity is unashamedly a ‘religion’ of rescue. That is why so many self-satisfied people steer clear of it. Set side by side the two estimates of human nature, we think we have hearts of gold. But over three thousand years ago, Prophet Jeremiah said: “The heart is deceitful above all things and desperately corrupt.” Which evaluation is closer to the mark? How does God react to all this? By pretending it does not matter? Of course it matters. The evil in our lives spoils our characters, ruins relationships, and

of her nunnery to love the helpless and the homeless, the poorest of the poor, on the streets of Kolkata; Alexander Solzhenitsyn, rotting in the Gulag and surrendering his whole intellect and being to Jesus, gains the strength to challenge a totalitarian regime on behalf of human dignity and freedom; George Foreman, former world heavy weight boxing champion, whose scarred face turned full of the love of Christ, might mutter gently in our ears: “What was that I heard you say, that Christianity is a crutch for the weak?” They are just some examples among millions who have thrown away the pathetic crutches with which they used to limp along the road of life. They have come for healing to the seasoned wood of the cross and they have been transformed. If we think Christianity is a crutch for the weak, let us make sure our accusation is not a smoke screen to deny our own inadequacies. Let us make sure that it is not an excuse to evade the claims that the living God has on our lives. His remedy is radical, but very effective. However, it must also be pointed out that the announcement made by the Prime Minister only applies to US citizens coming to Canada. Unfortunately, the Federal Government did not coordinate this re-opening with the United States, so Canadian citizens will not be in a situation to receive reciprocal approval for non-essential travel at the US border. Strangely, when the Prime Minister was directly asked if he had contacted President Biden to advocate for a reciprocal treatment for Canadians at the US border by a reporter at a news conference earlier this week, the PM refused to answer the question. That leads to my question this week: Should the border re-opening have been coordinated on a reciprocal basis or do you support the current approach by the Prime Minister? alienates us from Him. Moreover it has an uncanny grip on all of us. Which of us does not long to be free of the moral weakness which pulls us down? The Christian good news is that God has acted to restore the situation. He has come to this world to show us what He is really like, to show us how we could live life at its best. And that isn’t all. He came to build a bridge over the troubled waters of our alienation and selfishness. He came to construct a path back to Himself. And He did this, against all human logic, by dying for us. It is, therefore, a radical reshaping of human nature that Christ offers. He liberates us from the shackles of the past and sets us free to be the people we were intended to be. He enables us to make the contribution toward other people and society at large. We know what is the right thing to do, but we don’t get around to do them because of our unhealed self-centredness. The wood of Jesus’ cross is like a splint for our fractured lives. But that splint is applied with the intention of effecting a cure to enable us to stand, walk, and run. LIGHTNING SPARKS FOREST FIRE NEAR MERRITT A forest fire burned 70 acres of timber in the upper Coldwater Valley on July 25, 1977, according to Merritt B.C. forest Service sources. Approximately 20 people - including several volunteers - battled the blaze, believed to have been caused by a lightning strike. Warm weather and little precipitation have forced the fire hazard rating in Merritt’s Ranger District to high.

Miss Tourism pays Merritt a visit Morgan Hampton REPORTER@MERRITTHERALD.COM

M

iss Tourism World Canada had a whirlwind tour of Merritt on July 23, stopping in at several local businesses, restaurants, tourist attractions and even making time for a chat with Mayor Linda Brown at City Hall. The Herald caught up with Samantha Sewell, a pre-school teacher originally from Vernon, at the Nicola Valley Museum and Archives and asked her what her impression of Merritt had been

so far. “It’s very exciting, it’s larger than what I thought it was,” said Sewell. “I feel like a lot of people think that Merritt, BC, you just drive through it, so I was very excited to be invited here, and so far, there have been amazing opportunities for inclusive tourism.” Sewell’s second stop of the day was Moon Shadows Campground on Neilson St. where she was excited to be able to communicate freely. “When I was

viduals who have no disabilities, individuals that have communication challenges like myself.” Sewell has apraxia, a motor

speech disorder that affects a person’s ability to make correct and accurate movements when speaking, which can hamper effective communication. Because of this, Sewell was bullied as a child and even verbally abused by a teacher who separated her from her classmates and told her that she was retarded. Because of this, Sewell is a champion for people with disabilities, particularly in tourism. July 23 is Sewell’s first day in Merritt, and with several more hours of her Nicola Valley tour

to go, she was reluctant to name her favourite part. “That is so difficult… I think some of the highlights were meeting the individual at Moon Shadows, being able to sign with her, and also seeing the mammoth tusk was unbelievable,” Sewell said, referencing the impressive mammoth tusk on display at the Museum. “I’ve never seen a mammoth tusk before!” Sewell’s entire visit will be chronicled on video and available on her website samsewell. com as well as on Experience Nicola Valley.

mpty Keg Brew House at 2190 Voght St. will be running a little greener in the future, following the roof top installation of 20 solar panels on July 27. Kyle Hall, owner of Empty Keg, was on hand alongside a crane from Alpha Design and a crew from Merrittbased SEI (Solar Energy Innovations). Despite the smoky skies there were smiles all around for the roughly one hour it took to get the panels properly situated. “We’re really proud that Kyle (Hall) took us on as one of our first projects this summer,” said Eric Little, CFO of SEI.

“We’d like to broadcast to the city of Merritt that we’re ready to install more projects.” SEI specializes in making solar power accessible and viable, offering complete system deliveries and installs to even the most remote locations. SEI has also partnered with NVIT on their Renewable Energy Technology program, and two program students are currently working full time with SEI. “SEI is a supplier of solar equipment to Finning, and are pleased to be a fabricator and designer of our unique solar products - such as the one used at the Empty Keg,” said Little. “A fully pre-wired system that can be quickly lifted onto a flat rooftop or on the ground, reduc-

Two and a half years later, some closure comes after a fire burned down the Murray Church. Jake Courtepatte NEWSROOM@ MERRITTHERALD.COM A Merritt man has pled guilty to a string of arsons in local churches in January of 2019. August David Caprian appeared before a judge for his sentencing on July 23, 2021, where he pled guilty to three counts of arson and one count of break and

enter with intent. Caprian was arrested as a suspect in the crimes, including the burning of the historic Murray Church to the ground, shortly after they were committed on January 11 of 2019. He was released on bail on January 20. The Shulus Catholic Church, as well as the Crossroads Church, were the other

buildings hit by arson that night. Caprian received a 24-month Conditional Sentence Order.

Pair of Merritt men hit with drug charges A successful search warrant at a suspected drug house on Granite Avenue in December has led

to charges. On July 23, charges were approved against Braeden Shane Drake for four counts of possession of a controlled substance for the purpose of trafficking and one count of commit offence with a firearm. Ernest Frank Loos was also charged with three counts of possession.

The Merritt Centennials are one of 72 amateur sports leagues or teams to receive support from the provincial government through a new grant program. Announced on July 27 from the home of the Surrey Eagles BCHL club by Minister of Sport Melanie Mark, a total of $11-million in one-time grants will be distributed across the province. The top 125 players at the end of the season automatically secure their tour cards for the following year. Due to darkness suspending round one on Thursday, Sloan finished off his last two holes of the round on Friday morning, opening the tournament with an impressive 64. Round two saw Sloan continue his success with an opening hole birdie on a par four, Adding another on the par five sixth hole after two-putting from close to 80 feet. It wasn’t until the final hole that Sloan recorded his first bogey of the tournament, finding the drink while trying to reach the green on the par five in

two shots. He recorded a six on the hole to fall to a tie for the lead, though fellow Canadian Adam Hadwin passed him in the final stretch of the day. Sloan was able to solidify his fourth cut made in a row. Round three on Saturday saw more of a subdued Sloan on the course, managing to shoot one under par. He was able to string together some birdies, though was hit hard by a double bogey on the par four tenth hole. It was once again a double bogey that knocked Sloan out of contention in the final round, finding bunker trouble on the par three thirteenth hole. With only two events left in the season, Sloan now sits in the 137th spot in the rankings, twelve spots out of an automatic berth in the 2022 PGA season. The 34-year old is yet to win on the PGA Tour - his last professional win came on the Web.com Tour in 2014, when he won the Nova Scotia Open.

Tyson Galloway and Logan Stankoven of Kamloops lived the dream on Saturday. “I’m on a high right now,” said Galloway, a 6-foot-3, 220-pound defenceman who toils for the Calgary Hitmen in the WHL. “I’m living on a cloud.”

The Dallas Stars picked Kamloops Blazers’ forward Stankoven in Round 2 (47th overall) and the St. Louis Blues nabbed Galloway in Round 5 (145th overall) of the NHL Draft. Stankoven and Galloway have been playing with or against each other since they first laced skates in the Kamloops Minor Hockey Association. Galloway’s name might ring a bell to Merritt Centennial season ticket

holders - he laced up for the Cents for 27 games in 2019-20, before being called up by the Hitmen during the season. During that time, the big blue liner

managed two goals and three assists. Galloway was elated to be drafted by the Blues. Perhaps only his mother, Lisa, was more jazzed.

“She was jumping up and down and shed a few tears, for sure,” said Galloway, who had nine points, including four goals, in 17 WHL games last season. “The last 24 hours have been pretty surreal. I’m just kind of letting it all sink in.” Former Medicine Hat Tigers’ director of player personnel Carter Sears, now a scout for the Blues, welcomed Galloway to St. Louis. “He said, ‘I couldn’t grab you in the WHL Bantam Draft with Medicine Hat, so I was going to make sure I could get you today in the NHL Draft,’” said Galloway,

For now, they’re just two buddies living the dream. “We grew up basically on every team together,” Galloway said. “It was honestly so special that we got to enjoy the day together. It’s unreal.”

One need only hop online and browse the many pages and ‘pins’ of Pinterest, or the multitude of shops on the popular handmade boutique of Etsy to find that kid and baby fashions have taken on a life of their own, becoming increasingly fun and creative. Merritt has its very own funky fashion creator in BananaBelle, a shop of exclusively handmade offerings for babies, children and adults, all made by owner operator Julia Bennett. “I handcraft all of my items, I even sew all of my own flowers, everything is done 100% by

hand,” said Bennett. “I make tutus for any size newborn to adult, magic wand and hair bow sets, magic wand and bow tie sets for boys, bowties, bracelets, custom party badges for birthdays, baby showers, bachelorette parties and more.” Bennett, a West Kelowna transplant, originally pursued her love of handmade creations in her hometown. “Me and my mom started in 2011 at Farmers’ Markets in Kelowna making silk flower fascinators,” said Bennett. Fascinators are a hat alternative that are usually large and lavishly

decorative, attached to a band or a clip. These were made popular in recent years by the women of the Royal Family, particularly the uber-stylish Kate Middleton, Duchess of Cambridge, who can often be seen pairing her outfits with a fascinator while out and about on official Royal duties or while enjoying an afternoon watching a tennis match or horse race. In 2015, Bennett made the move to Merritt, a place she has called home ever since. “My family moved here, my mom, so I moved to join her,” explained Bennett.

When she changed locations, Bennett also changed up her handcrafted offerings. “I started off making hair accessories with my mom, then I saw some dresses online and got interested in making those too, it has been a way for me to use my creativity.” A creative outlet is important for Bennett, who has always felt most at home when she can put her hands and mind to a project or the arts, or both. “I love performing arts and being outside most of all,” said Bennett. “I love to sing, enjoy cooking, baking, and painting. I grew up spending a lot of time at the beach and with my big family, I am the youngest of seven siblings. I also have a large extended family.” Family remains important to Bennett, who juggles her handcrafting business with the demands of being a full-time mother. “I am a single mom and bunny mom,” said Bennett. “I have different varieties of bunnies,

I have a Holland lop, New Zealand red and a Jersey Wooly/Lionhead Dwarf mix. I’ve always loved bunnies since I was a kid, we had them as pets.” No doubt the bunnies are as much an enjoyment to Bennett’s daughter, for whom the business is named, as they are to Bennett herself. Not to mention the part time gig of modelling her mom’s creations for photos on the BananaBelle Facbeook page and soon to be launched Shopify website. “I enjoy making the new bows I started making this year the most, called Twisty Bows,” said Bennett of her creations. “I’m always looking for new bow folding techniques. A few favorite projects were a tropicalthemed dress with Hawaiian flowers, and a mother and daughter tutu set in pink and white. I also really love making sparkler bows, this is my own creation I came up with about four years ago.” You can find Julia set up with her BananaBelle

Judy passed away peacefully on July 15, 2021, in Kelowna, BC at the age of 77. Judy was passionate about her family and extremely proud of her four grandchildren. She loved animals and especially her pet kitties. Over the years she had many hobbies including flower gardening, trying new recipes, and discovering collectibles. Her collection of thousands of ceramic cats is legendary. She was generous, fun-loving, and will be dearly missed by all. She is lovingly remembered by her sons Daniel (Heather Stevens) and Darren (Nina Bianco); by her grandchildren Brianna, Toren, Kalen, and Solaya; her siblings Lorne (Rose) Lube and Roy (Pat) Lube; and by her extended family and dear friends in West Kelowna, Northern BC, and Merritt.
