Council clears path for housing development on Walters Street

Need for housing ‘overrides’ neighbours’ concerns about losing a view, said Merritt’s mayor. Dara Hill THE MERRITT HERALD

One by one, a steady stream of residents stepped up to the mic at city hall to share their thoughts on a housing development planned for 4010 Walters Street in Merritt. After listening to the public for over an hour, city council voted six to one in favour of making way for the proposed 75-unit residential development at the regular meeting on June 25. Coun. Mike Bhangu, who previ-

ously stated he believes the land should remain zoned for commercial was opposed. Neighbouring residents shared their concerns, which included the potential influx of parking on residential streets in the area as well as a increased traffic. “We believe an additional 100 plus cars trying to exit from Walters [Street] to Voght [Street] will cause long waits as there are no designated turn lanes or traffic lights to mitigate the expected increase,” said Deborah Merrick.

Other concerns raised by residents included a decrease in property values on the Bench, a lack of consultation on the proposed zoning and official community plan changes, the absence of a required crosswalk or traffic light on Voght Street, and the danger of children living near a busy street. Mayor Linda Brown said she would like to look at instituting residential parking permits and putting in a traffic light on Voght Street, something there has “been talk of for a number of years.” “We’ve kind of got that in the to-do over the next little while and maybe that is just going to be pushed up on our agenda because

of this,” she said. “We also need that push button crosswalk for the kids who do cross the street closer to the hospital area. So we’d

like to look at all of those kinds of things.” Others at the public meeting stressed the lack of available housing in Merritt and

work in the trenches of Merritt every singe day,” said Deanna Palmgren.“The proposed housing project for Walters Street is

very much needed for our growing community.” Ultimately, council sided with those looking for more housing in Merritt. “We have to vote with our hearts and this is a tough decision for some. I have empathy for the people that live on Reid [Court] that have had the benefit of a gorgeous view for the last little while and they are going to lose that view,” said Brown. “But I think the need [for housing] overrides their concerns of a view.” It is impossible to make everyone happy, said Coun. Adam Etchart. “Years ago, another applicant had looked at putting a grocery

store there, which was turned down, and a lot of the residents weren’t in agreement with any commercial development then,” said Etchart. “That lot could sit empty for a number of years or we could solve a problem for a number of our residents by providing housing. I think we have to make a wise decision for the greater benefit of the community and provide a solution for a lot of people.” Developer Irfan Sonawala of Tender Bid Supply may now seek a building permit, and hopes to have the project complete — along with his cannabis greenhouse pitched for Logan Lake — by August 2020.

After being acclaimed as the Liberal candidate for Central OkanaganSimilkameen-Nicola, Dr. Mary Ann Murphy said her first goal will be to restore a little respectability to politics. “I’ve become very concerned with the negative, divisive tone of politics and a lot of constituents in the riding are bringing this up as well,” Murphy told the Herald. “Not just the tone, but also the results. A lot of people feel that we haven’t been getting a lot done in this riding, and that a lot of political decisions are not about improving the quality of their lives.” Murphy, who holds a PhD in health and social policy from Brandeis University in Boston, is an associate professor of sociology at the University of British Columbia’s Okanagan campus. VIEWPOINT EDITORIAL

Readership is not a myth You’ve heard of urban legends, right? Like the lady who had a spider bite that turned into TIM SHOULTS a nest of Another eggs that VIEW hatched under her skin, or the tale of the kid that died from drinking cola after swallowing Pop Rocks. How about this one: “Nobody reads newspapers anymore.” Like many urban legends, everybody’s heard it, and some people assume it must be true because they’ve heard it often enough. Well, like Pop Rocks kid and spider-egg woman, it just isn’t so. The debunker in this case is 2019 Newspapers 24/7 study, conducted by News Media Canada, the national organization representing more than 1,100 daily and community news media outlets across the country. This study, the seventh annual one, was conducted in February 2019 across all provinces, in English and French and consists of 800 online interviews. It was designed to explore how Canadians read daily and community newspaper content, on different platforms and at different times during the day. Since the first study back in 2012, there have been shifts in reading by platform but one thing has not changed: Canadians continue to access newspaper content across all the various platforms. In 2012, 85 per cent of Canadians reported that they read newspapers on any platform, over the course of a week and in 2019 that number has climbed to 88 per cent. This also found that 83 per cent of readers are accessing at least some of their newspaper content online.

The international The last two men STAGE standing in the contest to replace Theresa May as leader of the Conservative Party, and therefore Prime Minister of the United Kingdom, are Boris Johnson and Jeremy Hunt. Both of them have now promised to take the UK out of the European Union without an exit deal on Oct. 31 unless the EU bows to their demands. A ‘no-deal’ exit would be an economic catastrophe, for the UK’s foreign trade is currently conducted in accord with the myriad trade deals that the EU has negotiated over the decades on behalf of its members. Crash out and Britain would have NO trade deals in place, even with Europe. Both contenders know that there would be huge economic pain, and still they press on.

On Sunday Jeremy Hunt said he would willingly tell people whose companies went broke after a no-deal Brexit that their sacrifice had been necessary, although he would do so “with a heavy heart.” Boris Johnson simply says “F**k business.” (I am not making this up.)

‘‘

‘So yes, the Conservative Party has become unhinged — even though a perfectly sensible exit deal from the EU already exists.’

Yet these two men belong to the Conservative Party, for almost two centuries ‘the party of business’. Unfortunately, that ship sailed some time ago. The party first became a vehicle for rabid English nationalism, and has now morphed into a secular cult that treats Brexit as the Holy Grail. Conventional calculations of national inter-

est no longer count. A recent YouGov poll found that 63 per cent of Conservative Party members would be willing to see Scotland leave the Union in order to achieve Brexit. Fifty-nine per cent were prepared to see Northern Ireland go too, and more than 60 per cent were willing to accept ‘significant damage to the UK economy’. And it has to be the hardest, most damaging Brexit imaginable. So yes, the Conservative Party has become unhinged — even though a perfectly sensible exit deal from the EU already exists. Theresa May signed it last November. It’s not a great deal — you don’t have much negotiating leverage when you are walking out of a club with 27 other members — but it would preserve Britain’s ability to go on trading at advantageous terms with the rest of the world. However, May could not get her deal through because she has only a tiny majority in parliament, and the extreme Brexit wing of her own party would not vote for it. Johnson and Hunt both vow to junk May’s deal and ‘renegotiate’ a better one, but that truly is infeasible.

They must know this, but they must pretend otherwise because the 160,000 members of the Conservative Party who will decide between them — an overwhelmingly white, male and very prosperous group, average age 57 — believe with an almost religious faith that Johnny Foreigner will always crumble if you shout loudly at him in English.

It is the purest fantasy, and only a madman would want the job that Johnson and Hunt are vying for. As the fantasy collides with reality round about October, all things will become possible: a nodeal Brexit, the collapse of the government, the disintegration of the Conservative Party, a new election, or even a second referendum that sweeps all the nonsense of the past three years away. (56 per cent of British voters say they would now vote ‘Remain’.) Whatever the outcome, this is a delusional and destructive way of doing business. The latest round of gurgling insanity in

Britain was brought about by the collapse of the Conservative vote in the otherwise unimportant elections for the European parliament in May: they came fifth. The Conservatives panicked, rightly concluding that they will be toast in the next UK election if they don’t ‘deliver’ Brexit to their voters beforehand. Hence the defenestration of May and the search for a new leader who can somehow make the delivery before the party has to face the voters again. Brexit now means a no-deal Brexit, since the EU is not going to abandon the existing deal. But the arithmetic in parliament has not

changed either, and parliament has repeatedly rejected a no-deal exit. Johnson and Hunt have therefore both said that they would shut parliament down temporarily, if necessary, to get nodeal through. So much for democracy. You can see how the British got into this mess in terms of cause and effect, but the sheer ignorance, incompetence and cowardice of the political class, and especially of the Conservative Party, is still stunning. It makes Donald Trump’s White House look well run. Gwynne Dyer’s new book is ‘Growing Pains: The Future of Democracy (and Work)’.

But that’s not replacing print readership, it’s supplementing it: the study found more than half of readers access newspaper content from both print and online sources. The study found that readers from all demographics use multiple platforms — print, desktop/laptop computer, phone and tablet — to access newspaper content. Most print reading happens early in the day, while digital reading is more consistent from morning to night. Which brings us to the other urban legend: millenials don’t read news. The research specifically looked at the newspaper reading habits of younger Canadians, and found that 88 per cent of millennials (those born between 1982 and 1999) read newspapers weekly — the same percentage as the overall population. The difference with this generation is how they access newspaper content — primarily through their mobile phones, and when they read — they peak early in the morning and are more consistent throughout the day, while Boomers peak in both the morning and again after dinner when reading news content. And again, just because millennials read mostly on their phones doesn’t mean they’re not reading print as well. The study found more than

half of all millennial newspaper readers also read news in print — from 57 per cent of all phone readers to 66 per cent of all tablet readers. Business decision makers are news junkies, with the highest percentage of readership throughout the day across all platforms, again peaking in the morning and after dinner. “Both print and digital newspaper sources play a unique and distinct role in the lives of Canadians,” says Claude Heimann, the president of Totum Research, which conducted the study. “Readers start their day with the comprehensive and in-depth reporting of a print newspaper, and stay up-to-date on breaking news with digital as the day progresses.” As Bob Cox, the chair of News Media Canada, says: “Given heightened levels of global mistrust, we’re seeing a clear and continued affinity for the reliable reporting that newspapers provide. Newspapers continue to be the go-to source for credible, trusted and independent news, in both print and digital formats.” And unlike an urban legend, that’s something you can rely on. Tim Shoults is Operations Manager of Aberdeen Publishing and a member of the BC and Yukon Community NewsMedia Association board of directors.

Local truck drivers are concerned about potential accidents caused by traffic lights at Hamilton Hill. The Ministry of Highways recently installed four-way traffic lights at the base of the hill where traffic turns off the northbound Coquihalla Highway or proceeds out of the tourist information centre onto Highway 5A. And members of the Nicola Contractors Association, an independent group of loggers and truck drivers, are concerned about the safety of motorists at that intersection. The group recently wrote a letter to Highways Minister Rita Johnston complaining about the placing of the lights and the potential accidents once the lights are operational. “We feel it’s going to be a hazard ,” said the organization’s vice-president Tony Caruso.

Take a seat at Merritt’s first ever ‘chair walk’

FRIENDS & Neighbours Friends & Neighbours Teen fosters play in local parks

Dara Hill THE MERRITT HERALD

Businesses across town will soon showcase unique chairs decorated by local artists as part of Merritt’s first ever chair walk. Fifteen businesses in town will be adorned with the refurbished chairs between July 10 and August 7. Everyone in the community is invited to check out the art pieces, bid on them if they choose, or collect stamps at each of the participating businesses to be entered for draw prizes. All proceeds are set to go towards the Nicola Valley Community Arts Council and the Nicola Valley Community Theatre Society. Organizer Shirley

Reynolds said it’s a project she’s had on her mind for a long time. She seized the opportunity to turn her vision into reality this summer as there is no art walk planned by the Merritt

& District Chamber of Commerce. “I’m trying to reach all demographics. My goal is to engage teenagers, seniors, young families, singles, older families, people who

don’t have great mobility — to all engage in what can happen for our community,” said Reynolds. “We have to make Merritt an interesting place to come to and to stay in.”

COQUIHALLA FILES

Summer construction underway on Highway 5 Cole Wagner THE MERRITT HERALD

Summer road trippers be warned — lane closures on the Coquihalla Highway have begun. Construction crews will be rehabilitating the Carolin Bridge, approximately 25 kilometres north of Hope. Work is expected to continue through the end of October, according to a news release from the ministry of transportation. On Sundays from 8 p.m. until Fridays at 8 a.m., traffic will be reduced to one lane in each direction. An additional counterflow lane will be in place from 8 a.m. Fridays until 8 p.m. Sundays, with the extra lane for northbound traffic on Fridays and Saturdays, and southbound on Sundays. To accommodate the counterflow, the width of the travel lanes will be narrowed from five metres to 3.8 metres.

Drivers can expect delays of up to 30 minutes. The ministry advised travellers to avoid the route during these peak times:

Southbound: Fridays 2 p.m. to 4 p.m.; Sundays 2 p.m. to 6 p.m.; holiday Mondays noon

to 6 p.m. Northbound: Fridays noon to 4 p.m., or 2 p.m. to 8 p.m. on long weekends.

Olivia Schmid, a Grade 11 student from MSS, has been working on her “borrow box” program for a year. Photo contributed Dara Hill THE MERRITT HERALD

One Merritt Secondary School student hopes to see more people playing outside in Merritt this summer. Olivia Schmid has set up three boxes of used sports equipment around town, free for the community to use — and donate to. Inspired by her active upbringing and afternoons spent playing outside, Schmid said it was the memory of her brother hauling gear to the park day after day that ultimately led her to create “borrow boxes” for the community. “He would pack a backpack that would just be filled with all these different things. A baseball mitt, a soccer ball — all this stuff and I just thought ‘There has to be an easier way to do this,’” she said. “They would spend hours at the park, and I just thought that was

mA

the coolest thing.” Residents can find three treasure troves of sports gear in Merritt: in Central Park, near Bench Elementary and beside Diamond Vale Elementary. The project has been a year in the making, as Schmid made plans though the Merritt Smart Step program, sought permission from the City of Merritt and School District 58 and collected donations from the community. The Rotary Club of Merritt donated the boxes to house the gear, and Merritt Printing provided signage. Schmid said she hopes the boxes will still be full of gear a year from now. “I’m hoping it turns out well,” she said. “There are always things that are going to be stolen but I just really hope people have enough respect for the idea behind it and what I am trying to do.”

After operating with gaps in its senior staff team for nearly two years, the City of Merritt now boasts complement of directors. Jim Dinwoodie is officially on the clock as the city’s newest director of development and engineering. Most recently employed at the Town of Osoyoos, Dinwoodie has worked in several communities including Nelson, Fernie and St. Albert, Alta. “Jim had a great balance of experience and knowledge in other communities that made him a good fit for our organization,” said Scott Hildebrand, chief administrative officer for the City of Merritt. Merritt has been out a director of engineering and development since November of 2017, when Sasha Bird went on leave and never returned to the role. With Bird away, the municipality operated without two senior managers, as the city parted

It has been over three years since the city has had a full complement of its management team operating for longer than six months. Hildebrand said having a full team will do good things for Merritt.

“It feels great to finally have a full complement of staff across city departments, and I am looking forward to ramping up our execution and leadership in this community,” said Hildebrand, who noted strategic planning — scheduled for later this month — will set the foundation of the future of Merritt. “Having a full roster will allow us to execute and deliver against these priorities in an effective and efficient manner,” he said.

The Coldwater transit expansion was discussed at a community-to-community meeting between the City of Merritt, the five local First Nations bands and the TNRD on June 10. Photo courtesy of the City of Merritt

Cost of the project will be split between regional district, City of Merritt and Coldwater Band. Dara Hill THE MERRITT HERALD

Buses could be running between Merritt and the Coldwater reserve by 2021. Merritt city council voted in favour of signing a memorandum of understanding (MOU) to indicate to BC Transit the city is still interested in pursuing the Coldwater expansion project — and will

budget accordingly — at a regular meeting on June 25. The next step in the process is to determine anticipated service levels with the Thomspson-Nicola Regional District (TNRD) and Coldwater Indian Band. “The cost of the expansion would be divided between the city, TNRD and Coldwater based on

hours of service,” said Sheila Thiessen, director of finance and IT for the City of Merritt. The city’s share of the expansion is yet to be determined, but will be smaller than the band and the TNRD’s portion, Thiessen wrote. However, the city would still chip in because the expansion would allow for increased service in the Diamond Vale area of Merritt. “Finally there is going to be a good, safe way for [residents] to get back home to

the reserve,” said former councillor Ginny Prowal, noting the dangers associated with hitchhiking. “I think this is a wonderful idea,” said Coun. Mike Bhangu. City and band representatives discussed the project at a community-to-community gathering in Merritt on June 10. The group also discussed the state of the local forestry industry, fire protection and training, new development opportunities in the area and the need for a local detox centre.

Dara Hill THE MERRITT HERALD

Darch Oborne can almost feel the bumps and bends of the trail he hopes will one day link Merritt with Spences Bridge in one direction and Larson Hill in another. The local cyclist and outdoor enthusiast was full of excitement as he explained the Rail Trails project is one step closer to becoming a reality. Oborne and other supporters have formed a society to plan and develop the project, and have received sponsorship from Rotary Club of Merritt to propel the project forward. Citizen-led societies have spearheaded the development of numerous segments of the Kettle Valley Railway (KVR) trail network in B.C., said Oborne. The Merritt group plans to work with the Thompson-Nicola Regional District (TNRD) to develop and mange the trail. David Laird, TNRD’s area ‘M’ director, has been heavily involved in the foundational work already, said Oborne. He added the society and government can each access different pools of funding, giving the project more

stability. Once the trail is developed, Oborne said the society could continue to exist in a supporting role, planning group rides and assisting with maintenance and fundraising. Lloyd Charney, another Rail Trails supporter, was at a regular council meeting on June 25 lobbying for the City of Merritt to push the project forward. “We’ve been working at this now for three years,” said Charney. “But it’s going

nowhere.” In response, mayor Linda Brown — who represents the City of Merritt on the TNRD board — said the group is working hard, but it’s a slow moving process. “TNRD has taken the lead on the KVR trail and they have been working diligently to try and negotiate land tenure with the First Nations,” said Brown, adding it took some groups in Kelowna and Vernon 10 years to get the necessary land tenures in place.

“Rail to Trails have been so successful in so many other parts of the world really, but even just in the Okanagan in the last decade there have been five new trails developed along what were either [Canadian National Railway or Canadian Pacific Railway] rights of way,” said Oborne. He added the trail would pass through land belonging to four First Nations bands, and he would like to see both an English and Indigenous name for the trail.

AQUATIC SPORTS

Merritt swimmers defend their pool Fourteen Otters come away with aggregate medals after a dominant performance at their home meet. Cole Wagner THE MERRITT HERALD

The Otters pressed home pool advantage as the Nicola Valley Aquatic Centre played host to the Merritt swim meet on June 29 and 30. A total of 180 swimmers attended the Merritt meet, 43 of them representing the local swim club. “We wanted to defend our home pool so we had to swim fast this weekend,” said Otters head coach Gabe Lee. “Most swimmers achieved life time bests and we had a large portion receive aggregates for being in the top three of their category over the course of the weekend.” Fourteen Otters took home aggregate medals, and even more achieved lifetime best times in their races, said Lee. And while many Otters looked to improve on their times,

a significant number of ‘Turtles’ swimmers took part in their very first meet. Turtles, or swimmers under six years old, compete in shorter races and are not at risk of being disqualified in their swims. Each Turtle is awarded a prize at the end of the race. “All the Turtles swam very well and had a lot of fun, especially after the race when they got there prizes,” said Otters assistant coach Rahul Chhabra. “The Turtles were definitely the highlight of the swim meet, as they were all so enthusiastic and supportive of their team.” While most Turtles compete in 25 metre races, two locals took part in their first 50 metre race over the weekend. Tenley Post and Skylyn Gregg took part in a medley relay on Saturday. But while the young-

sters competed for fun, the pressure was on for a number of older Otters swimmers. “Abby Thoms went head to head with one of the fastest girls in the province taking time off in nearly every event and coming out on top in numerous races,” said Lee. Paige Asselstine and Kendra Marklund went head to head in nearly every race in the division five girls category. Both Otters swimmers finished in the top three of each event they competed in. Meanwhile, a strong contingent of senior boys helped propel the Otters to the top of the standings, as Delbert Black, Evin Baird, Mathias Redknap, Cameron Parno and Liam Warren all collected aggregate medals for their performances. “It’s very rewarding as a coach seeing the swimmers progress and have fun competing and whether they win or lose, keep levelled heads on their shoulders and move onto the next race or practice,” said Lee.

WEARING THE CROWN Merritt’s mountain biking community welcomed new members to its ‘royal family’ on June 22. Thirtyfive racers from around B.C. and the United States took part in the inaugural Merritt Crown race, which took place over four peaks and riding areas, covering 13,000 vertical feet and 75 miles of trails and roads. Participants had to complete the circuit in under 12 hours, with the fastest male racer, Dave Cleveland, conquering the course in eight hours and 50 minutes. Cleveland’s time knocked nearly three hours off the previous record for men, set by Lennard Pretorius and James Oborne. On the women’s side, nearly 12 hours of racing culminating in a dash to the finish line as Anne St. Claire of Colorado finished only three minutes ahead of Amanda Racher of Salmon Arm. St. Claire finished in 11 hours and 34 minutes. The top Merritt finisher was Andrew Nielsen, who vowed to come back stronger next year. Calgary’s Dennis Smagus, (61 and currently the age group world champion) finished seventh in just under 10 hours. Behind him in 11th was 71-year-old Paul Mier. All funds raised by the event will be used for trail improvements in Merritt.
