STAFF SHORTAGE

Merritt and Logan Lake RCMP to Online share resources this summer this week

Both detachments continue to struggle with low head count.

merrittherald.com

Dara Hill THE MERRITT HERALD

Police officers may spend more time travelling the highway between Merritt and Logan Lake this summer. Due to ongoing staffing shortages, officers will be asked to float from one detachment to the other, depending on where police presence is most necessary on any given day, said RCMP spokesperson Dawn Roberts. However, residents in Logan Lake have raised concerns about the potential drop in coverage in their community, and held a meeting last week to share their thoughts with police. Roberts stressed there will be no noticeable change in policing coverage in either location. “We are not planning on moving any resources out of Logan Lake or moving any resources out of Merritt in a permanent capacity,” said Roberts. “We are just trying to find a way to balance the resources that we currently have.” Officers in both communities have often assisted each other in the past, said Roberts. “Before it may have been on a more ‘as and when needed’ basis. Now it’s just that we are going to make it more focused,”

she said. “I don’t think it’s very well advertised how often members from Merritt do come up to Logan Lake,” said Merritt Staff Sgt. Lorne Wood. Merritt RCMP Const. Ryan Dell has been working in Logan Lake full time since February, filling in as detachment commander while the position is vacant. He will remain in the position until it is filled, said Roberts. But Merritt’s detachment pays a price for the transfer, said Wood. “With the summertime coming and I’m also running with seven people short, I basically said to the [provincial RCMP] ‘We are at point where we need to come up with a plan to share resources or I’ve got to pull Const. Dell [from Logan Lake],’”

‘Everyone obviously is concerned about the enforcement and dwindling resources.’ — Logan Lake CAO Randy Lambright

A group of approximately 100 residents joined Logan Lake’s mayor and council for a community meeting with Logan Lake and Merritt RCMP members on June 19. Mayor Robin Smith was the first to share her

Community members also shared concerns that the “temporary solution” of sharing personnel between the two detachments could end up permanent. Any permanent policing changes would require thorough consultation,

said Roberts. “It’s a great to know that the community cares. We understand that we play an important role,” Roberts said. “Having the opportunity to address the community at the public meeting to be able to address what our plan with mayor and council [is] as well was important. We are happy to continue that discussion.” “Everyone obviously is concerned about the enforcement and dwindling resources,” said Logan Lake CAO Randy Lambright. “But I think everybody recognizes [the RCMP] are responding to the resource issues at the provincial level — whether they are dwindling resources or lack of resources — and wants to work with them and support them and see what solutions there are.”

NICOLA VALLEY NEWS EMERGENCY PREPAREDNESS

Local farmer touts tool to track livestock during evacuations During the 2017 wildfire season, the Premises ID program performed 130 emergency registrations for livestock owners impacted by evacuation orders, thereby greatly improving their chances

Small scale meat producers left in the dark during times of crisis. Dara Hill THE MERRITT HERALD

Hauling livestock off farmland in the face of flood or fire is no easy feat, and a real concern for at least one Nicola Valley farmer. Julia Smith is the co-founder of Blue Sky Ranch — a pig farm nestled in the Nicola Valley. Smith was forced to scramble together an evacuation plan for the ranch when the wildfire season took hold in the summer of 2017. “We were just starting to think about ‘What would we do? Where would we go?’ We have a lot of pigs — I can’t just open the gate, nobody wants that,” said Smith, who noted she can only fit around 12 half-grown pigs in one of her trailers. Smith is advocating for livestock producers across the province to sign up for the B.C. government’s Premises ID program — a tracking system aimed at reconnecting farmers with their livestock when natural disasters

strike. “While Premises ID was originally designed for animal health traceability, we have found through recent fires and floods that it is helpful for any emergency regarding livestock,” said Kevin Boon, general manager of the B.C. Cattlemen’s Association. “You just register and if there is an evacuation notice and you need to get your animals out, the government — keeping in mind they have to help everybody — will do their best to help you,” Smith said. Another benefit of

the program is it gives farmers better odds of getting back onto their property to check on their livestock during an evacuation order, said Smith. The fear of not being allowed to go back and check on their animals often leads farmers to disobey evacuation orders, said Smith. “Whereas people with a Premises ID number may be allowed to go back in,” said Smith. “You’re much more likely to be able to go back and check on your animals, water them, feed them.”

Narratives on the pipeline Last week, the Prime Minister made what many view as a difficult politiDAN ALBAS cal deciView from the sion; to once again HILL approve the construction of the Trans Mountain pipeline expansion project. The total expected cost of the expansion and acquisition is now estimated to be around $14 billion. The Prime Minister indicated that construction would begin during this year’s summer construction schedule and has not announced how the $14 billion will be repaid. The day before this announcement was made the Liberals also tabled a motion to “declare that Canada is in a national climate emergency”. For the record, a resolution of the House is defined as a “declaration of opinion or purpose; it does not require that any action be taken, nor is it binding.” The Conservatives proposed amendments to the motion that called on the government to acknowledge that it is not on track to hit its Paris emission reduction targets and also to recognize that climate change is a global problem. Although the Conservative amendments were supported by the Green Party, they were voted down by the Liberal majority, who ultimately passed the original motion with the Conservatives opposed. From those who are strongly opposed to the Trans Mountain pipeline project, I am already hearing outrage that the prime minister would approve this $14 billion oil pipeline project the day after declaring a national climate emergency in Canada.

Monsoons arriving too late in India The monsoon rains are finally arriving in central and northern India, but they are two weeks late. It started raining in Mumbai on Monday, and it should be raining in GWYNNE DYER Delhi by Friday, but The international it will have come STAGE too late for many people, especially farmers. For some parts of the country, it has been 200 days without rain. Late May and early June are always brutal in northern India, as the heat builds up and the humidity rises. This year, with the monsoon so delayed, it has been particularly bad, with the temperature hitting 48 degrees C in Delhi last week – the hottest June day on record – and 50 degrees in Rajasthan. And countrywide rainfall for this year is down 37 per cent. The heat and drought don’t just cause discomfort. After a few years of late or poor monsoons the level of the groundwater drops and wells run dry. This year hundreds, perhaps thousands of villages have been tem-

‘Food production is falling, people are dying and unfortunately, it’s only going to get worse.’

The Indian government has just created a new Ministry of Water Power to tackle water conservation and management (better late than never), but it can’t solve the problem. Food production is falling, people are dying, and unfortunately it’s only going to get worse. It’s impossible to say how many people have died because of this year’s late monsoon, because India generally only counts people

who make it to hospital before they die (and not always even then.) But the single state of Bihar reported 184 deaths by the middle of last week. A more plausible measure of mortality comes from Europe, where they compare overall mortality in normal times with mortality during a heatwave, and (quite reasonably) assume that the difference is mostly due to the heat deaths. In the record 2003 heatwave in Europe, when temperatures were slightly lower that they have been in northern India this month, an estimated 35,000-70,000 people died. So how many premature deaths from heat were there really in India this month? Probably tens of thousands. And how much food production will be lost this year? Again, you cannot calculate it directly, but I can give you an informed guess. About a dozen years ago I was interviewing Dr Jyoti Parikh, the director of IRADe, a well-known think-tank in New Delhi. Out of the blue, she mentioned that her organization had got the World Bank contract to forecast how much agricultural production India

to year, of course, but worldwide the last four years have been the four warmest since 1880, when global records become available. Since 2004, India has experienced 11 of its 15 warmest recorded years. The frequency and duration of heat waves in India has increased and is predicted to continue increasing. Global heating isn’t coming. It’s here. It’s not just India, of course. The British Meteorological Office says there is a 10 per cent chance that the average global tem-

perature will exceed +1.5 degrees at least once in the next five years. (That’s the Paris climate change agreement’s ‘never-exceed’ target.) At the current rate of greenhouse gas emissions, it’s going to take a major miracle to avoid hitting +2 degrees within fifteen years. At that level significant numbers of people will be dying of the heat every year, and much bigger numbers will be starving as food production fails, especially in the tropical and sub-tropical parts of the world. But don’t

feel left out if you live in the more temperate parts of the planet. The wildfires have already started again in Canada and California, with predictions that they may be even worse than last year. And Europe is getting ready for a heat wave, starting around Friday, that will bring temperatures above 40 degrees to much of the continent. Nobody gets off free.

NICOLA VALLEY NEWS CITY BUSINESS

Council to consider removing cannabis cap Dara Hill THE MERRITT HERALD

A fourth cannabis retail application has city council wondering if the current limit of four shops in town is necessary. Opal Cannabis has their sights set on opening at 1999 Voght Street in Merritt — one of eight shops the company hopes to open across B.C. It marks the fourth retail cannabis application to land on staff ’s desk at city hall. While none of the prospective businesses are operational yet, if all were given the green light no other cannabis stores would be permitted in Merritt under the current cap of four shops set by council last July. Council chose to open the application up for public feedback at a regular meeting on June 25. Residents will have from June 27 to July 18 to provide their thoughts, in writing. Opal Cannabis has

pegged November to open their doors, and plans to operate from Monday to Saturday from 10 a.m. to 8 p.m. and Sunday from 11 a.m. to 7 p.m. Company representatives estimate the shop will provide eight direct in-store jobs, and at least another 15 indirect jobs in the form of construction and design, maintenance and janitorial staff. Quilchena Cannabis Company and Hive Cannabis have both been approved by council but await a decision from the province, and My Buddies is currently undergoing public consultation before council decides whether to put their stamp of approval on the application. “The previous council estimated that [four] was the approximate number of retail cannabis stores that the City of Merritt could bear,” wrote the city’s director or corporate services Sean Smith in

a report to council. “At that time we really didn’t know what the number could have been or should have been,” said Mayor Brown, noting the decision was loosely based on the number of liquor stores currently present in Merritt. Council chose to reconsider the cannabis cap at the June 25 meeting by a 6-1 vote. Councillor Mike Bhangu was opposed. “If we must, we should experiment

with what we have and see what happens,” said Bhangu. “We must avoid building a Titanic and hitting an iceberg. If anything, let’s leave it as is and see what happens.” Other councillors expressed their willingness to look at removing the cap and letting the businesses “weed each other out,” citing the fact that the city does not regulate the number of any other type of business. “I strongly believe

there is no need for a cap. It’s a business like any other, it’s legal, it’s viable,” said Coun. Travis Fehr.

NICOLA VALLEY NEWS

SCHOOL DISTRICT NO. 58 (NICOLA-SIMILKAMEEN)

RECYCLING RULES

Logan Lake contamination among worst in B.C. Dara Hill THE MERRITT HERALD

The District of Logan Lake will begin inspecting curbside blue bins after learning the community’s recycling is some of the worst in the province. Since joining the Recycle BC program to secure an end market for the district’s recycling in April, district staff have learned Logan Lake is far from making the three per cent contamination cut-off enforced by the provincial recycling program. “The district has contamination levels of 30 per cent in our recycled materials, which are some of the worst contamination levels in B.C.,” a statement issued by the district reads.

Penalties in the range of $40,000 per year are on the horizon if the community’s recycling habits don’t shape up, the statement continues. “Fines will have to be funded through substantial utility rate increases unless we can work together to correct our recycling behaviour.” In an effort to hold the public accountable, public works staff will immediately begin inspecting each blue bin before collection, just as was done in Merritt when city staff were notified the community’s recycling didn’t make the grade. If there is any contamination, the bin will not be col-

lected and a feedback notice will be provided. After three warnings, fines may be issued. Redirecting staff to monitor recycling is a concern for the district’s CAO Randy Lambright, who said it takes away from progress on other important projects. “That’s the disappointing thing about it,” said Lambright. “In addition to having a 30 per cent contamination rate — that is a significant number and a disappointment in and of itself — but then to have to redirect resources means we are not able to take care of those other major projects or maintenance.” Lambright said he

hopes the blue bin inspection program does the trick. “If we continue to find contamination we may need to find some form of long-term fix, some form of enforcement. That may be contracting the work out or hiring additional staff to be able to enforce,” he said. “Either way it is going to cost money.” For a list of what can and cannot be placed in curbside recycling bins in Logan Lake, visit the district website or stop by the public works yard or city hall for a hand-out. “We are hopeful that people take action and be more responsible in how they recycle,” said Lambright.

SCHOOL BOARD MEETING DATES Regular Meetings of the Board of Education will be held as follows: September 18, 2019 - Merritt October 16, 2019 – Princeton November 13, 2019 – Merritt December 11, 2019 – Princeton January 15, 2020 - Merritt February 12, 2020 – Princeton March 11, 2020 – Merritt April 15, 2020 – Princeton May 13, 2020 – Merritt June 10, 2020 – Princeton Meetings begin at 6:00 p.m. and are held in MERRITT at the School Board Office (1550 Chapman Street) PRINCETON at Princeton Secondary School (201 Old Merritt Road)

Farms look to stay in the loop From Page 5 While most commercial producers have registered for a Premises ID, many small producers don’t even know the program exists, said Smith. Smith is working on raising the profile of the program through the Small Scale Meat Producers Association (SSMPA)— a group she founded last year. It is relatively easy for government officials to reach large-scale producers in times of crisis, said Smith. But having access to Premises ID and getting involved with groups like the SSMPA will help smaller farmers stay informed moving forward, she explained. To learn more or to register for the program, visit the B.C. government website.

Good Luck! Dr. Paul Comartin and the staff at Cascade Dental Care would like to wish the best of luck to Dr. Smith and his family on their new adventures. ELECTION 2019

Greens name federal candidate in Merritt riding Cole Wagner THE MERRITT HERALD

Robert Mellalieu said he is ready to deliver some inconvenient truths to voters during the 2019 federal election campaign. The Green Party of Canada candidate for Central OkanaganSimilkameen-Nicola, Mellalieu told the Herald he plans to make climate change the central issue of the campaign — despite his hunch that discussions about the longterm effects of climate may not be the most popular topic for voters. “Without the climate getting sorted out, all the other issues kind of don’t matter,” he said. “Somebody should have told us a long time ago that we are going to have to make some changes.” But it is not all doom and gloom when

Robert Mellalieu Green candidate

it comes to the climate, said Mellalieu, adding that there is a big opportunity in Canada to embrace renewable energy projects. It is a message that Mellalieu has practiced before on the political stage. He served as the Green Party candidate for Central OkanaganSimilkameen-Nicola in 2015, garnering four per cent of the vote to finish fourth. He also ran in the 2017 provincial election as the

Green candidate for the West Kelowna riding, where he finished third behind former B.C. Premier Christy Clark. Mellalieu has his sights set higher this time around. “I’m running with the intention of winning the seat,” he said, noting that Green candidates have had a recent run of electoral success in Canada. Earlier this year, the Greens won enough seats to form the Official Opposition in Prince Edward Island, while Paul Manly won a byelection in Nanaimo-Ladysmith, making him the second Green MP with a seat in the House of Commons. Owning his own computer support business has afforded Mellalieu the flexibility to pursue his other passions — fishing on the Coquihalla Lakes

and volunteering with organizations like Rotary and the Greater Westside Board of Trade. “I like to be really involved in the community so I’ve designed my life that way,” he said. “I run my own business, I make my own hours and I can give back to the community. The 2019 federal election is set for Oct. 21. Conservative MP Dan Albas has already announced his intentions to run for a third term. The NDP selected Joan Phillip, a Penticton Indian Band councillor, while the newly formed People’s Party of Canada selected Allan Duncan as their inaugural candidate. Dr. Mary Ann Murphy, a professor at UBCO, was acclaimed as the Liberal candidate on June 20.

More Canadian teens are using e-cigarettes than ever before, according to a recent study published in the British Medical Journal. The study, led by professor David Hammond of the University of Waterloo, found that among Canadians 16 to 19 years old, the percentage who vaped at least once within the past 30 days increased from 8 to 14 per cent from 2017 to 2018. Chronic users (those who vaped 15 or more of the past 30 days) increased from 2 per cent in 2017 to 3 per cent the following year, according to the study. In response to the study, the Canadian Cancer Society (CCS) issued a report calling for “immediate government action to address a significant and troubling increase in youth vaping in Canada.” “E-cigarettes are supposed to be for adult

smokers who have been unable to quit,” CCS’ senior policy analyst Rob Cunningham wrote. “Given the progress that has been made to reduce youth smoking, we must avoid a new generation of teenagers becoming addicted to nicotine through vaping products.” Efforts have been underway in School District 58 to educate students on the risks associated with vaping. The district adopted a policy in 2018 stating students and staff cannot use a vape kit or bring them on to school property, including

inside district vehicles or at school sponsored events. SD 58’s health promoting schools co-ordinator Shelley Cressy-Hassel has also been busy circulating resources for educators, staff and parents on the effects of vaping, she told the school board at a meeting on June 12. It can sometimes prove challenging to bring in workshops to Merritt and Princeton, Cressy-Hassel admitted. “Sometimes I think in our rural areas we get forgotten a little bit,” she said. Cressy-Hassel took

matters into her own hands this past year and organized information sessions on vaping, cannabis and tobacco for Grade 7 and some Grade 6 students across the district. “Those partnerships are certainly there so we can get more resources into our schools and hopefully more learning opportunities as well,” said superintendent Steve McNiven. “Lots of work in progress.”

NICOLA VALLEY NEWS

Councillors opt to let market 1) 2 weekend party zone passes decide 2) 2 - 4 day general admission passes From Page 8

“We don’t put a cap on businesses that sell cigarettes, alcohol or fast food so why cannabis? And to be frank I don’t think it’s even worth staff ’s time to even prepare a report on this. I appreciate their diligence but I really think there are better things they could be working on.

Just let the market dictate how this pans out — that’s the way it works for every business.” Other councillors were keen to learn more about what other communities are doing and to consult with local RCMP before coming to a decision. “I have to ask the question, why Merritt?” said Coun. Melvina

4th Meridian Art & Vintage White. In response, Smith said the interest from cannabis companies is not specific to Merritt, as “every single community that is allowing them is getting them.” “It’s definitely not a ‘Why Merritt’ question — there are hundreds and hundreds and hundreds of applications across B.C.,” he said.

JUNIOR HOCKEY

Centennials make off season adds Cole Wagner THE MERRITT HERALD

The season opener might still be months away for the Merritt Centennials, but the team is beginning to take on a new look under the leadership of first year head coach Barry Wolff. The organization announced Derek Sweet-Coulter as the latest offseason acquisition, filling the role of assistant coach left vacant by the departure of Brandon Shaw. Sweet-Coulter joins the Merritt club a year after being named coach of the year in the Superior International Junior Hockey League. He led the Red Lake Miners to 79 points in 2018/19, the best regular season record in franchise history.

He spent four years with the Red Lake club before moving to the BCHL for this upcoming season. SweetCoulter will also take on the responsibility of assistant GM for the Cents.

“We would like to thank all the applicants that applied for the assistant coach position, we had several qualified coaches apply. Derek’s professionalism, passion, and experience was something that we felt would be a strong asset to our assistant coach and assistant gen-

eral manager position,” said Wolff in a news release. The Centennials welcomed another new addition in early June, as the organization acquired 2000-born forward Chase Nameth from the Chilliwack Chiefs. Nameth, who stands six feet tall and weighs 185 pounds, suited up for 44 regular season games last year for the Chiefs, tallying a goal and two assists. He played his midget hockey in his hometown of Regina with the Pat Canadians Midget AAA program, where he had 47 points (20 goals, 27 assists) in 43 games. “Nameth is a hard nosed forward that will add offensive depth, high end grit and has a great compete level,” said Wolff.

Two week tournament ends with a coronation Cole Wagner THE MERRITT HERALD

Isaiah Lansdowne has been crowned king of the court in Merritt. Lansdowne earned the right to be called Merritt’s tennis champion after going undefeated during a two week round robin tennis tournament hosted by the Merritt Tennis Club. He defeated four other competitors to claim the title. Bhavinder Bansi finished second, while Patrick Farmer claimed third place.

“Congratulations and thanks to all the very good players who participated and made this a successful tournament,” said Diane Quinn, secretary for the Merritt & District Tennis Club. Local players had a chance to take part in some less pressure-filled games on June 22, as the club hosted a one day fun tournament. Participants drew names out of a hat to determine their mixed doubles partners, explained Quinn. “Many of the matches were very close and exciting to

watch,” she said. Harbans Sandhu and partner Barb Scapinello took top spot over three other teams. Next up for the club is the Invitational tournament, set for July 6 and 7. Quinn said she expects out of town competitors at the two-day event, with men’s and women’s doubles going on July 6. Mixed doubles will take over the court on July 7. A $20 fee covers registration and a lunch at the golf clubhouse. For more information, contact Quinn at 378-4501.
