Band to decide on huge solar farm

In an upcoming referendum, members of the Upper Nicola Band will decide on whether or not to move forward with a $30-million solar project proposed for 200 acres of reserve land. If the project is completed, the solar power plant would be the largest installation in Western Canada, said Peter Hilton, a senior executive with the Upper Nicola Band. Before construction can begin, members of the band would have to approve a land designation which would allow the Upper Nicola Development Corporation to enter into a 99-year lease of 400 acres of land on the band’s Quilchena reserve, explained Teri Clayton, the land manager for the Upper Nicola Band. Half of the land would be used to develop a 56,000 panel solar array in partnership with FortisBC, while the other 200 acres would be reserved for future developments. The referendum is set for April 16, and would need a simple majority of voters to approve the designation.

In 2017, the band made a proposal under BC Hydro’s standing offer program to build and operate a 15-megawatt power plant and sell the electricity back to the utility company, said Upper Nicola Band Chief Harvey McLeod. “We looked at solar, we looked at wind, we looked at geothermal. This one here was the best opportunity for the community,” said McLeod of the decision to move forward with a solar farm. The band ultimately decided to partner with FortisBC for the project because of the company’s willingness to build on reserve land, said Hilton.
Among the economic benefits of building on the reserve land would be the ability to hire locally within the band’s membership for construction and maintenance jobs, he added. The band would also collect taxes and lease payments throughout the life of the solar array. But the main motivator of building the array on the reserve was pride. “We’re going to have to the largest solar farm in British Columbia, maybe in Western Canada,” said Hilton. “For us to say that this belongs to us and it’s on our reserve — that to me is probably the biggest reason.” “We are going to be
leading and showing the rest of the province and Canada that we are in harmony with our land and we are demonstrating that. We are all concerned about clean energy, green energy,” said McLeod. “We’re not going to be talking about it, we’re going to be doing it.” A device called a pyranometer has been installed on the land since last fall. The device collects data on the level of solar irradiance on a given site, which helps inform power generation projections for FortisBC. “We’re going to collect about a year of data to verify our solar estimates for the site. So far we’ve
downloaded the few months that we have, and they have confirmed the data that we predicted for the site at this point in time,” said Grant Bierlmeier, a business development director with FortisBC. The Upper Nicola Band plans to hold at least two more information sessions for members ahead of the referendum on April 16. On April 4, the band will host a session at the Upper Nicola Community Health Services building from 5 to 8 p.m. Then on April 9, there will be another information meeting at the Merritt Civic Centre from 6 to 8 p.m.

An independent report released by the B.C. government lauded ministry staff for their handling of the flooding on Nicola Lake in 2017. Water levels in the lake peaked in May at a record breaking 626.97 metres, and high flows along the Nicola River caused localized flooding in Merritt. Outflows from Nicola Lake are managed through partly through the Nicola Dam, but the report noted that other streams meet up with the river downstream of the dam and also contributed to the high flows in Merritt. An evacuation order was issued for a number of homes in the Mill Creek and Upper Nicola areas. “[The water manager] appropriately balanced the effects of

flooding around Nicola Lake with the effects of high flows in the Nicola River downstream of the lake,” stated the report by Associated Environmental Consultants Inc., which examined the actions of water managers and the River Forecast Centre. The review also
provided suggestions to improve the province’s water management responsibilities in the Okanagan and Nicola areas. But while the report suggested adding monitoring stations to Quilchena, Moore and Clapperton Creeks, the actions of local water
managers in the Nicola area were praised. “…[Nicola Lake was] managed professionally and appropriately in 2017, and we have not identified any recommendations that would have resulted in improved outcomes,” stated an excerpt from the report.

Shackan Indian Band picks new chief and council Shackan Indian Band elected their new chief, Jordon Joe on March 17. He will be taking over from Chief Percy Joe, who has occupied the position since 1971. Joe will be accompanied by returning council member Joan Seymour and new council member Mary Angus. Together they have been elected for a three-year term. Heather Fader, executive director of Shackan Indian Band, noted the new chief and council will now consult with the band’s membership for direction. “Typically they have goals and objectives identified by the membership and that’s what they will follow,” said Fader. “The council will review, make decisions and give us direction with what they feel is appropriate.”
The report concluded that a wetterthan-average spring, combined with unusual weather conditions in the previous fall and winter, were the primary drivers behind the severe flooding in the Thompson Okanagan. The review is expected to be rolled into a larger report commissioned by the B.C. government, which will examine both the 2017 freshet and wildfire seasons, stated a press release from the Ministry of Forests, Lands and Natural Resource Operations.

Confused on housing tax Taking ideas from Metro Vancouver and trying to apply them around the TOM FLETCHER province B.C. is a risky business, VIEWS as B.C.’s urban-focused NDP government is finding out. They’re trying to live up to their election rhetoric about solving the urban housing shortage by managing supply and demand. Step one is deploying modular housing, mostly in an effort to get a growing population of urban drug addicts out of tent camps. Their grand election promise to get more than 100,000 new residential units constructed remains far off. It is apparently based on a long-held NDP myth that the government builds housing. It doesn’t, except perhaps for the glorified shelter spaces that proliferated under the previous B.C. government and continue to be rolled out today. In general, property developers and the construction industry build housing, if they can ever get approval from local governments to do so. And in those urban areas with the highest housing costs and lowest rental vacancy rates, the construction industry and skilled trades are already flat out building more to meet the demand. In 2016, the B.C. Liberal government brought in a 15-per-cent additional property transfer tax for foreign buyers of real estate. It was restricted to Metro Vancouver, where mostly in Vancouver and Richmond, Asian buyers were snapping up new condos and high-end houses, pushing real estate beyond the reach of B.C. residents working middle-class jobs. That tax led to a short-term slowdown of prices.

The ceaseless march of automation There are always some casualties when a new form of transportation comes along. In 1830, at the official opening of the world’s first railway, the Liverpool GWYNNE DYER and Manchester The international Railway, a wellSTAGE known British politician, William Huskisson, was struck and killed by a locomotive. He was known to be clumsy and accident-prone, but it still cast a pall over the proceedings. About eighty years later an ancestor of mine was the first person in Newfoundland to be run over and killed by one of those newfangled motor-cars. And now this: on March 19, Elaine Herzberg of Tempe, Arizona became the first person to be struck and killed by an autonomous vehicle. There was a person sitting, hands off, behind the wheel of the ‘self-driving’ car that hit her, because these vehicles are still in the experimental stage. Uber, the company that was running these particular tests, issued the

usual ‘our thoughts are with the victim’s family’ statement and suspended its on-the-road tests in cities throughout the United States. But the halt is only temporary: this technology is unstoppable. It’s also relatively safe, at least compared to vehicles driven by human beings. Around a hundred Americans a day die in traffic accidents, but in developing countries it’s far worse. About four hundred Indians are killed in traffic accidents each day, although there are actually fewer motor vehicles in India (263 million in the U.S., 210 million in India). The widespread use of self-driving vehicles will almost certainly bring down the death rates sharply everywhere, because even if computers can be as stupid as human drivers, they cannot be as impatient or angry or drunk. What the robo-cars, trucks and buses are going to kill in very large numbers is not human beings but jobs. Automation goes in stages. Computers were not very clever in the 1990s, but they were already good enough to run the robotic arms and similar devices that took over the old assembly lines. The computers are much smarter now, and up to the extremely demanding task of driving a vehicle in traffic. There are still bugs in

the programs, but in two or three or five years they will have been fixed and self-driving vehicles will be available for sale to the public. Those at the head of the queue to buy them will be the operators of fleets of vehicles. There are approximately four and a half million driving jobs in the United States: taxidrivers, bus-drivers, delivery van drivers, longdistance truckers. That’s about four per cent of all American jobs, and the driving share of total jobs is around the same in other developed economies. It’s a safe bet that at least half of those jobs will disappear in the next ten years, and they will almost all be gone in fifteen or twenty. The long-term impact of autonomous vehicles on private car ownership will be just as great. A recent KPMG survey of carindustry executives found that 59 per cent of CEOs believe that more than half of today’s car-owners will no longer want to own a car by 2025. Just summon a cheap self-driving taxi whenever you want to go somewhere. It’s a pity about the jobs, but on balance this is change for the better.

A message to the youth of Merritt Editor, Caught the paper this week, and read about Merritt’s response to the rainbow crosswalk, and two things really bothered me. Firstly, the mayor’s comparison of gay folks to the Merritt Centennials makes no sense; gay folks are not a sports team or a business, and I doubt the Centennials have ever been threatened or beaten up for playing hockey. We’re talking about human rights, and there’s no correlation between that and a hockey team. The crosswalk makes a statement about a group of marginalized people who are still finding equal footing with everyone else. Evidently this won’t happen in Merritt any time soon. Second, I read the response about a religious crosswalk, and while I respect the right of anyone to their own beliefs, I’d like to point out that not long ago people were put to death for challenging the church’s position that the Earth was the centre of the universe. Back on point though, I hear the writer’s perspective that everyone should respect that anyone can have their own beliefs, but does the writer not respect that their own beliefs are a source of marginalization against gay people? So how would a religious crosswalk compare in purpose to this rainbow crosswalk? To the young folks of Merritt, hurry up and finish school, and get out there in the world, find your footing and a place that will respect you and stand up for your rights. Like the railway, the future will eventually leave this place behind. I am sorry that you’ve been met with this response and that you have been compared to a hockey team by the mayor, but once you leave this place, you’ll find respect and a safer home. Say no to rehab centre in Merritt Editor, I refer to an article in the Merritt Herald, where the Merritt city council is sending a warning to the owners of all local hotels, motels and taxi companies to do their part to reduce drug trafficking in the community (‘Taxis, motels put on notice by city’ page 3, Feb. 22). I suggest that the business owners and tax payers of Merritt issue a warning to the elected officials of Merritt that they clean up their act first and do the job they are elected to do rather than push the responsibility on to the tax payers of the city. Tax payers, do you know that the City of Merritt supports an organization from Kamloops that is responsible for managing a number of BC Housing units in Merritt. In order to fill these units, this organization is bringing known drug users into the community and providing these individuals with housing to receive funding from the federal and provincial governments. The city and RCMP have been well aware of this situation for well over a year, yet have done nothing to correct the situation. In addition the city has also donated tax funds to this organization. City officials have also lobbied the provincial government to build a drug rehab centre in Merritt, Such a move would only increase the number of drug users in the community and the trafficking of drugs. Citizens of Merritt, let’s do our part and voice our strong opinion of opposition to the elected officials and make them realize that they can be replaced for failure to do their job in protecting the residents of Merritt. Empty home tax a bit of bad policy
Vancouver city council added their own “empty homes tax,” primarily to target Asian investors parking their capital in downtown condos. This is the model for the B.C. NDP’s “speculation tax,” announced in February by Finance Minister Carole James and set to take effect by next year. The idea is to force owners of vacant residences to put them on the long-term rental market, based on the assumption that they are real estate speculators. It will be extended to high-demand urban areas, Metro Vancouver, the regional districts of Fraser Valley, Greater Victoria and Nanaimo, plus the municipalities of Kelowna and West Kelowna. James has been dealing with the fallout ever since. Opposition critics have taken to calling it the “cabin tax,” landing on owners of vacation homes who don’t know how often they have to occupy them to avoid the tax. Nanaimo regional district and West Kelowna were first to demand to get out of this scheme. They argue that new construction investment will simply move down the road across the arbitrary borders to avoid the tax. Both B.C. Liberal leader Andrew
Wilkinson and B.C. Green leader Andrew Weaver are livid. Weaver’s wealthy constituents with Gulf Islands getaways are not amused. Others want to know why Whistler was exempted, but not Parksville. James has put off clarifying the status of vacation homes until later this spring. Wilkinson sees a darker motive. “What the NDP have done is called a speculation tax what is really an asset tax,” Wilkinson said March 7. “What they want to do is slowly chip away at people’s equity in their homes. They’re saying for now it’s secondary homes, but not sure if it’s applying to foreigners only, not sure if it’s applying to Albertans.” Finance ministry officials quickly poured cold water on my news report suggesting Albertans might get a break on their Qualicum Beach or Okanagan retreats. If anyone gets protected, it will be B.C. taxpayers with second homes. Once you get beyond the glass towers of Yaletown, this idea that governments can increase housing supply by force starts to look shakier by the day. MERRITT AIR QUALITY UNHEALTHY Merritt has an air pollution problem that is worse than many other communities in B.C. According to reports from the provincial health ministry, Merritt had fine particle air pollutant levels that put it among the three highest in the province. Houston and Quesnel were the only two communities with higher levels than our own. Dr. Robert Holmes has been familiar with this problem for many years and largely attributes it to beehive burners. He said the Nicola Valley is one of the worst places to have burners as smoke settles in the valley and can’t escape. Winter and summer weather poses a further problem as it creates an inversion and there’s generally no wind to carry it away. When asked how he knows the problem is worse some months than others. Holmes replied, “you can see it.”

School board trustees haven’t given up on the idea to paint a message of inclusion somewhere in the City of Merritt, but will wait for further direction from students at Merritt Secondary School before making their next move. The school board’s meeting on March 14 was the most recent board meeting since city council opted to reject the proposal to paint a pride-inspired crosswalk at an inter-
section near the high school. Though school board chair Gordon Comeau called the city’s decision “disappointing,” he spoke out against the idea of resubmitting the proposal to council during the meeting on March 14. “We respect their decision at this point and they can choose to revisit it as they see fit,” said Steve McNiven, superintendent for School District 58. The idea of painting a crosswalk with the pride-inspired rainbow colours was initially
submitted to the school board for consideration by a group of students from MSS’ Aboriginal Voice group and the school’s pride club. The groups have fundraised in order to help offset the cost of painting and maintaining such a crosswalk, noted trustees at the board meeting. A number of alternate options were presented at the meeting on March 14, including the idea of painting the entrance way to MSS with pride colours. Two Vancouver-based lawyers also offered the stu-
dents space at a parking lot they own in Merritt. But the board will wait until the students themselves have a chance to mull their options and decide where to invest their funds and energy, trustees decided at Wednesday’s meeting. “I’m very pleased to see the board continue to support the students and their want to have a symbol of inclusion and diversity in our community,” said McNiven. “We will take the students lead on what and how they want to see that done.”

The local school board cited creeping numbers and a lack of qualified teachers as the reasons for setting a cap on French immersion enrolment in Merritt at the board meeting on March 14. The district will allow up to 28 students to enter into the French immersion program at Collettville Elementary starting next fall, with a waiting list for any number of kids who sign up past that number. The cap is “really precautionary right now, in the sense that we’re not sure if we’re going to be able to get the staff that’s needed,” said School District 58 superintendent Steve McNiven. With 27 students starting school at Collettville in 2017/18, the school operated one kindergarten class, and one Grade 1/K split. If the school were to sign up more than 28 students, another division would have to be staffed, said McNiven.
French immersion enrolment hasn’t been capped at Collettville before, but an increase in the number of students last year forced the school to open up another class and prompted the school board to consider instituting a cap for the upcoming year. Should the district recruit more French immersion teachers, students beyond the cap could potentially be admitted into the program. But a teacher shortage across the province has made recruitment challenging, explained McNiven. French immersion teacher retention is also an issue for the district. “Often French immersion teachers have a lot of choice and they chose to go elsewhere,” said McNiven. Early enrolment for kindergarten classes ran from Feb. 26 to March 9, and 27 incoming kindergarteners have already registered for French immersion for 2018/19 in Merritt.

Take one look at Wyatt Collins’ artwork and one understands that the 20-year-old artist from the Nicola Valley has a unique eye for colour. A 2016 graduate of Merritt Secondary School, Collins’ work is now on display at the Courthouse Art Gallery in a show called “Wyatt’s World: An
Abstract Expressionists Unique Perspective in Fluid Imagination.” While his eye for colour is undeniable, Collins’ work comes from a different perspective than many other abstract artists. Collins has autism, but when he paints, he demonstrates a “clear focus that allows him to show emotion through his uninhibited brushwork,” to borrow a phrase from the artist’s
bio. Collins started painting in high school art classes and has since started to explore a defined style in abstract expressionism. “He has excelled using fluid form and drip painting techniques in an environment with no limits to size or content,” stated a press release about the show. “Wyatt’s World” also features artwork from Daphne McRae,

Students and families in School District 58 can take advantage of a late bus service running on Tuesdays and Thursdays beginning April 3. The pilot program will support rural and First Nations students, allowing them to participate in after-school activities they may not have access to otherwise. “One of our priori-
ties is to make sure we address any barriers that might be in place for students, either financially or transportation-wise,” explained Steve McNiven, superintendent for School District 58. The program will utilize three buses, servicing three different routes. Each bus will visit Merritt Central Elementary following the conclusion of after-school activities to pick up children and will then do a second

pick-up at Merritt Secondary School. The buses will then go out in three separate directions to get all of the students home safely. “There will be some flexibility on that, depending on who they actually have on that bus each day,” noted McNiven. Years ago there was a late bus that serviced Merritt Secondary School. The revival of a similar program has been “a long time coming”, McNiven said.

MAN IN THE MASK Merritt’s man of mystery is no crime fighter — but he does want to make the world a better place. Twentyyear-old Josiah Rogers began taking his boombox to the pedestrian path near the intersection of Voght Street and River Ranch Road in December, and has spent “about an hour” every day since dancing on the corner. Rogers, an aspiring DJ who uses the stage name Jaguar Raves, typically dances with a Guy Fawkes mask on — though he said he has many different masks he’d like to try out. Drawing inspiration from artists like the Blue Man Group, Rogers said he hopes to bring a smile to people’s faces and inspire more people to take to the streets and dance. New group aims to make seniors’ homes safer Cole Wagner THE MERRITT HERALD
A retired building contractor hopes to put his extra leisure time to good use by volunteering to help seniors install simple safety measures in their homes. Heinz Sandrock aims to bring together skilled tradespeople to help in this endeavour by forming a group which will be known as the “Retired Trades People Association of Merritt.” The goal of the group would be to provide seniors and handicapped people
feel safer in their homes by installing things like grab bars, no slip maps and tub benches. “We’re not trying to compete with contractors,” said Sandrock. “Screwing a bar in the wall so people can hang on. Little things.” Part of the service would include an inspection, where someone from the association would visit a senior’s home to evaluate the hazards in each room. Once the appropriate modifications are selected, someone from the association would
install them free of labour cost. Sandrock’s idea for the group came during his time volunteering with the Meals On Wheels service in Williams Lake. “I saw all kinds of stuff that shouldn’t be there,” said Sandrock. “I said to myself, when you have the chance, maybe you should do something about that. Well the time is now.” For now, Sandrock is looking for tradespeople who are interested in volunteering with the group. Prospective members can call Sandrock at 250-315-7748.

The City of Merritt’s new manager of recreation and facilities doesn’t start work for a couple weeks — but the new hire is already
a familiar face around city hall. Sky McKeown, who served as the fire prevention officer for the Merritt Fire Rescue Department, was selected for the job after a national search for
a new recreation and facilities manager. “Sky proved to be the best candidate,” said Shawn Boven, chief administrative officer for the City of Merritt in a statement. “I am excited for the skill set
that Sky is bringing to us from the fire department.” Even though his new office won’t be far from the fire hall, McKeown said the move is exciting, if not a little bittersweet.

Local multi-sport athlete Bill Brewer received provincial honours at an awards ceremony on March 20, as one of 12 young indigenous athletes selected to receive the Premier’s Award for Aboriginal Youth Excellence in Sport. In November, Brewer was selected to receive the award as one of the Interior region’s recipients. From the 48 regional winners, 12 provincial honourees were selected and invited to attend the awards ceremony held during the opening ceremonies of the Gathering Our Voices Youth Conference at the Sheraton Vancouver Airport hotel in Richmond.

Brewer’s multi-sport talents separated him from the rest of the field, however. While the other 11 awardwinners were selected for their performance in one or two sports, Brewer’s experience in
four sports was noted by the awards committee. Brewer runs track and plays basketball at Merritt Secondary School, snowboards with the Sun Peaks Team and plays lacrosse
in the Nicola Valley. “I am impressed and inspired by the dedication these young athletes have demonstrated to achieve the 2017 Premier’s Award for Aboriginal Youth Excellence in Sport,”
said Premier John Horgan in a statement. “As outstanding athletes and community leaders, this year’s recipients truly represent British Columbia’s best and brightest. We are proud to offer the training and
development support that enables Aboriginal youth to reach this level of accomplishment. Congratulations!” The annual awards honour Aboriginal athletes under 25 years of age who have
achieved excellence in performance sport, are regarded for their leadership qualities, are committed to a higher education, and are recognized as community role models both on and off the field.

After emerging victorious in the battle of Merritt, the Murray GM bantam rec squad was off to Lillooet to compete in the regional championship against the top teams in the Interior from March 17 to 18. The Merritt squad began the regional championships with strong showing against Lillooet, coming away with a 6-2 win. Trying to ride the hot start into their afternoon game, Merritt faced off against played Salmon Arm and ended with a 2-2 tie. On Sunday morning, Merritt played West Kelowna in a hard fought, back and

Merritt’s final game was Monday morning vs. Lumby — the team to beat in the tournament. Merritt played hard but ended up in an 8-2 loss, with Merritt goals from Tryton Bose and Sebastian Myram. Goalie Bryce Garcia was rock solid in goal
for Merritt throughout the weekend. The coaching staff is very proud of the effort put forth by the team this season, and wanted to give a shout out to the parents for their contributions over the season to make this a great year of hockey.

Jason Brian Hahn Oct. 30, 1973 - March 7, 2018
Jason Brian Hahn passed away suddenly doing what he loved, on March 7th, 2018 at the age of 44. He was born in Hope B.C., and though resided in Merritt B.C. for the past 11 years, still called Hope his home. Jason is survived by his devoted, loving wife, Carmen (Kjenstad), of 27 years, son Clayton (20), daughter Mikayla (15), mother Bonnie (Hunter), father Brian (Hahn) and sisters Christon (Livesey) & Celyne (Hahn). Aside from the love of his family, he had many friends who he called family. Those who knew him shared many camping trips sitting around D FDPSÀ UH ZLWK D JRRG FDHVDU DQG D VLGH RI chocolate. He also loved to go ATVing, the more mud the better. He had a passion for truckin’ and wasn’t afraid to work hard, long hours to provide for his family.

Blain Alan Graham Blain was born in Vancouver on August 16, 1959 and spent his very early years living at Douglas Lake Ranch. His family moved to town (Merritt) a few years later so that he and his siblings could attend school. Blain was incredibly charismatic, outgoing and fun loving. He charmed all who knew him and developed many close and lasting friendships in his lifetime. It was his exceptional skill as a people person that allowed him to excel in his profession as a salesman. He started out selling camping spots for Thousand Trails in Chilliwack and worked his way up to selling world class properties for Marriott in Palm Desert, California. Blain was a U.S. resident for more then 30 years, but he always FRQVLGHUHG 0HUULWW WR EH KLV KRPH DQG KLV À QDO ZLVK was to be laid to rest here. He was an avid and gifted sportsman, playing football, basketball, broomball, beach volleyball and softball. He also chose to spend a fair amount of time chasing a golf ball. It was in a local tournament that he hit a hole in one and won a truck! For all his numerous accomplishments, Blain was most proud of his two children Cody and Mackenzie. He battled his cancer diagnosis with a vengeance, so that he could have a bit more time with them. Unfortunately, he lost that battle too soon on January 23, 2018. Blain was predeceased by his parents Ralph and Betty Graham. His is survived by his son Cody, daughter Mackenzie, older brother Barry (Susan), younger sister Bonnie (Lyle) and many, many, many dear friends. Please join his children and family as we celebrate his life on Saturday, May 5, 2018 at 2 pm for a service and tea at the Crossroads Community Church. A reception will be held that same evening at the Grand Pub & Grill - to continue the celebration at one of his favorite places and with some of his favorite people.
