School board sees COVID-19 case - Merritt declares local emergency Jake Courtepatte MERRITT HERALD

A member of the operations department for School District No. 58 has tested positive for COVID-19. Superintendent of Schools Stephen McNiven confirmed the news on Sunday, and that the person has the full support of the district. “To the best of our knowledge, the staff member’s work, during first signs of illness, was limited and did not involve schools or classrooms; and therefore, the scope of contact at that time for the School District was also limited. We are working closely with Interior Health and following all appropriate protocols.” The news is just one of a flurry of reports to come out around Merritt since Friday, including Mayor Linda Brown declaring a State of Local Emergency on Monday evening. “This is not a measure that we take lightly, but we feel it is warranted

given the gravity of this situation,” said Mayor Brown in a statement released on Monday. “We are in complete support of the measures the Province is implementing, but as a municipality we must retain the ability to take swift action, should a necessary situation arise.” Mayor Brown said she has heard concerns from the local townspeople, including the running of tour buses through Merritt. She assured the public that tour busses will not be stopping in Merritt except to get fuel. Tuesday saw the move towards limiting public exposure by the City shutting all services except for those deemed essential, which means all City of Merritt services will cease except for a certain few, including 24-hour fire and policing, wastewater and garbage collection, and communications. There have been no new deaths to report yet this week, with B.C.’s number sitting at 13. Dr. Bonnie Henry, the Provincial Health Minister, said the Province has released a mobile app for residents

to keep up to date with the latest B.C. news and updated totals. Mayor Brown added, “There are a hundred other things I would like to tell residents right now, but I will be brief. I know that people are scared. You are scared for your health, your familyand friends, your jobs, and the economy. So long as we support each other, we will get through this.” “I plead with residents

to follow all directives coming from our health officials, and to whatever degree your circumstances permit, please limit your contact with others.” City Council voted unanimously to apply for the Province of B.C.’s Community Emergency Preparedness Fund-Evacuation Route Planning grant at Tuesday’s online Council meeting, in case of any possible future emergency needs.

The Game On Sports Bar and Grill decided to follow suit with restaurants and pubs across the country by temporarily closing down to help stop the spread of COVID-19. But Game On, like other food service venues, was suddenly faced with the loss of fresh produce and ingredients that will not keep until the Ministry of Health declares it is safe to reopen. Rather than throw all of these items out, or letting them rot and go to waste, owner Jim Cooley decided to give everything that could not be frozen away to the community. “We gave away all produce, vegetables and food we could not, or did not, want to freeze,” Cooley explained. “I gave it to staff, friends, seniors and community members. I reached out to a few

people in need, and ones I knew would give to seniors that I know. I don’t believe it was a huge deal, I just wanted to give food away rather than throw it away.” Game On closed its doors on March 17. Cooley has said that reopening will be like starting all over again. “It will be like starting a new business when we open again, because we need to purchase all of the fresh items and perishables.” But at the moment there is no question that the reopening will happen, hopefully sooner rather than later. Across the highway, Game On’s fellow sports bar and restaurant, Boston Pizza, is facing similar challenges, although they have decided to remain open for take-out and delivery, as currently permitted by BC’s Provincial Health Officer. Owners Leanne Dixon,

her husband Gary Dixon and General Manager Christine McDonald decided to take this difficulty in business and turn it into a positive for the community. On Saturday, March 21 an assortment of groceries were bagged at the store and offered to anyone that needed them. “If you know someone that is having difficulties leaving their home for any reason or haven’t been able to purchase them at the shops, we have made up some small bags of food to give away,” Dixon posted on Facebook. Dixon told the Herald that the restaurant is required to make a minimum order from their supplier in order to bring food in to prepare, and that minimum order is more than what can be used at this time. “It’s at a loss to us, but to stay open we need to make that food order,” Dixon said.

“So, making lemonade out of lemons, giving back to the community that supports us by donating what we can for free. And those that can afford to still order take out and delivery help to balance this unpredictable and risky cycle. We had about 30 bags filled with a variety of items. Veggies, fruit, bread and milk, and seven families received ribs to make dinner last night for their homes. Depending on if we can manage to stay open or not, we will do this weekly with food that we cannot sell.” The restaurant is also offering family-style meals of pasta and salad, pizzas, and ribs and chicken parm that can be preordered and frozen for use later, at a reduced price. “We saw a way of turning our hardship moment into something better and worthy,” said Dixon. “We just wanted to help and support where, and as we can.”

HEARTS OF MERRITT Local businesswoman Ashly Davy, Co-owner of Merritt Lumber Sales, saw a social media post from Prince George suggesting people put up hearts in their windows so that others in the neighbourhood practicing social distancing would be able to see them, in a show of solidarity and support. Believing it was a great idea for her own community of Merritt, Davy put some hearts up in her own window and has been encouraging others to do the same. “I first posted this in Merritt,” said Davy. “I saw other communities were doing it and thought it was such an excellent idea.” Others have now joined in, with some even putting teddy bears in their windows as an adaptation of the plot of the 1989 Michael Rosen children’s book “We’re Going on a Bear Hunt”. Davy said some are adding to their hearts as time goes on, marking the amount of days spent in isolation or quarantine. “Lots of people are adding a new heart each day they are social distancing and staying at home,” said Davy. Davy hopes to see the trend continue to grow for as long as the crisis continues, which could be some time now that Merritt has declared a local state of emergency, and all non-essential businesses have been ordered to close and their employees stay home. “We have to do things in this trying time that have some positive vibes to them amidst all the negatives and people being scared,” Davy said. Financial help upcoming DAN ALBAS VIEW FROM THE HILL When I first wrote on the novel coronavirus (COVID-19) three weeks ago there were 33 confirmed cases of COVID-19 in Canada with 20 in Ontario, 12 in British Columbia and one in Quebec. One death as a result of the disease had also been recorded in B.C. There have now been seven COVID-19 deaths in B.C. One of the health challenges is, for a variety of different reasons, the tests for the virus are all at maximum capacity. This means that as more capacity is added to increase the tests, numbers may continue to rise substantially. At the same time, the Province of B.C. has declared a state of emergency with the City of Vancouver also proposing similar measures. The reason why a state of emergency is called is to allow authorities to have more abilities to fight the spread of the virus. This week in Ottawa, the Prime Minister announced up to $87 billion in financial assistance to help mitigate the financial impacts that COVID-19 will inflict upon Canadians. The measures are vast but

include temporarily increasing the Canada Child Benefit & GST credits, EI entitlements for those who would not normally qualify and a labour payroll subsidy of 10% to small business owners. Other measures include deferring the due date for individuals on personal income taxes. The return filing due date will be deferred until June 1, 2020. In addition there will be a reduction in the required minimum withdrawals from Registered Retirement Income Funds (RRIFs) by 25% for 2020. The Government also proposed twao new benefits. First, the Emergency Care Benefitwhich will allow for people directly impacted by COVID-19 to receive up to $900 dollars every two weeks for a maximum of 15 weeks. This is to support workers, including the self employed, that find themselves in quarantine, looking after a family member such as an elderly parent or those parents with children requiring care due to school closures and are

unable to earn employment income irrespective if they qualify for EI or not. The second is the Emergency Support Benefit and is for Canadians who lose their job or face reduced hours and are not eligible for EI. Unfortunately we do not know more, other than they have proposed 5 billion to fund this new benefit and at this time I cannot provide constituents more details. Both of these new benefits will be available for application only through the internet via a CRA My Account, My Service Canada Account or through a yet to be disclosed toll free number. This approach may pose positives and negatives. The Prime Minister himself has suggested Canadians should stay home wherever possible in order to reduce exposure to the virus. But on the other hand I am already hearing frustrations that the toll-free numbers for existing programs often result with citizens unable to get through.

OPINION TEGART: Staying safe and informed as we face COVID-19 As you know we are facing an unprecedented health crisis that is spilling over to the rest of society as schools close, businesses are temporarily shutting doors and life JACKIE TEGART is drastically changing. VIEW FROM LEGISLATURE However the reality is that through this hardship we all have an important role to play in combating COVID19. We have to do everything that we can, whether we are in high-risk groups or not, to prevent infection and avoid spreading the virus. Those most vulnerable - those with compro-

mised immunity and senior citizens - are counting on every single one of us to do our part as a community. As we all begin to enact social distancing and isolating ourselves as best as possible, we need to make sure we’re looking out for one another and checking in on those who need us most. Please make a point of checking in with your friends, family, and neighbours, at a safe distance, during this difficult time. Phone calls and facetime are a great option too. Use calm, common sense over the following weeks. Panic shopping and overstocking negatively effects the very people who are at most risk. Canada may have closed its borders to non-residents, but our trade and commerce remain open

and running so there is no need to hoard. Supply lines are very much intact. Misinformation is also something that can cause panic and anxiety. Please continue to consult reliable sources like the B.C. Centre for Disease Control, and the World Health Organization can be counted upon for the most accurate and up-to-date information on COVID19. I want to assure you all that we are working closely with all members of government in order to provide a constructive approach while we all work to fight this virus. This is a time for all elected officials to ensure that the people of this province are able to stay safe, healthy and supported during these challenging times.

The doctors’ warning must be heeded. We need to act now to prevent a catastrophic number of preventable deaths.. At our current rate of spread,

our hospitals will be overwhelmed in a few weeks without drastic action. We must slow the community spread of COVID-19 in B.C…. A community lockdown may seem drastic, but experiences throughout the rest of the world clearly demonstrate how critical it is to act decisively and urgently. MERRITT BOY PLAYS FOR TOP TEAM Thirteen year old Grant Mulvey of Merritt, B.C. was recently selected to play for the Northern Okanagan Championship Hockey Team in the Bantam Division. The team is the North Kamloops Kinsmen Bantams and they are currently involved in a tournament with six outside teams, from Calgary, Prince George, St. John’s, Vernon, Richmond, and North Kamloops. NICOLA AGRICULTURE: Farming a lifelong passion for Miller’s Farm Morgan Hampton LOCAL JOURNALISM INITIATIVE REPORTER

Ellen Miller and her husband Kent were no strangers to a farming lifestyle when they moved to Merritt four years ago in 2016, and opened up shop on Miller’s farm on Hwy 8 in Lower Nicola. “I was born and raised on a dairy farm in the Fraser Valley,” said Miller. “My husband, Kent has been working on farms since he was 14. We love farm life and working with the animals. All of our married life we have been in a farm environment with chickens, cows, horses, bees and growing vegetables.” When it was time to relocate from the hustle and bustle of the Lower Mainland, the Millers chose Merritt as the place for their ideal new homestead. Being nearer to family and allowing their great grandchildren to experience the farm life was a dream come true for the Millers and their family.

“We decided to retire and move to Merritt to be closer to our daughter and family,” explained Miller. “It only made sense to get acreage and continue on with the farming, albeit a small but satisfying farm. We have 3 great grandchildren that love to come to the farm and it gives me great pleasure seeing the excitement on their faces when Grandad takes them for a ride on the tractor or they get to go see the animals in the barn.” Although initially Miller rejected the idea of goats, they are now one of her favourite animals and there are more than 20 on the farm. I hated goats because of their eyes, until I got some of my own,” said Miller. “Now I absolutely love them. They each have a different personality. Each spring is filled with bouncing baby sheep and goats in the field. We keep most of the females and sell the boys

once they are about 6 months to a year old. The majority of the herd of goats are Boer, a lovely friendly breed of goat and generally good mothers.” Despite the many joys of farming, it isn’t without its hardships. “Every winter is long, packing water in the freezing temperatures, and feeding hay,” Miller explained. “The first winter we were here in Merritt, on New Years Eve it was -32 degrees, and we had a set of twin goats laying in a tub with hay on my heated front room floor. My friends roll their eyes when they hear of things we do, but have learned to understand my passion for farming.” Maintaining a commercial garden, which the husband-wife team did for their first three years on the farm, has also become a challenge, and this year they will only be producing for themselves. Their animals and apiary, however, will still be going strong in the

2020 season. “My husband’s passion is keeping bees,” said Miller. “We have operated an apiary for roughly 40 years. He did a lot of crop pollination while in the Fraser Valley but since moving here, he has concentrated on honey production and offering a Beekeeping course each spring. Town parks seeing temporary closures

The City of Merritt has determined it is in the interest of public safety to close city parks and playgrounds in the wake of the COVID-19 outbreak. Merritt is by no means the first municipality to take this action, as the Lower Mainland has shuttered their parks and the province has closed BC Provincial Parks. As of 8:00 am on

March 20, Central Park, Rotary Park and Fairley Park have been closed to the public, and anyone continuing to use these facilities does so at their own risk. According to a press release from the City of Merritt, “High touch surfaces, including playground equipment, can increase the potential for virus transmission. During this time the City of Merritt invites residents to enjoy park trails and open spaces, ensuring social distancing is maintained. At this time the Skatepark and theMulti-Use Sports Box will remain open.” For up to date information regarding COVID-19, you can visit the City of Merritt website.

The Canadian Hockey League officially put an end to its season over the weekend, cancelling the annual Memorial Cup event that was to be played in Kelowna. The decision to put the season on pause came down on March 12 due to the ongoing pandemic, though a recent news release from the league has stated that the season is over. “These are unprecedented times in our

leagues, it will be the first time that a team isn’t hoisting a Memorial Cup at the end of the season,” said Bruce Hamilton, Owner, President and General Manager of the Kelowna Rockets. “We had a lot of discussions within our leagues and with the CHL over the past weeks. It was a tough decision to cancel the Memorial Cup, but with the uncertainty right now, we feel that it is the right one.” The event was scheduled to go down

Merritt Secondary School athlete Drew Kanigan took plenty of steps to the top of the podium in the recent high school gymnastics provincial championship, earning four gold medals through the tournament. His results included: - 1st, paralell bars - 1st, high bar - 1st, floor - 1st, pummel horse Such extraordinary finishes earned Kanigan billing as the top overall senior male athlete. He also took home over $4,000 in bursary money. Two more finishes in other events at the third and sixth positions earned the elite athlete the overall title.
