Merritt’s persistent problem

Since 2011, Merritt has seen some of the highest rates of domestic abuse in the region. Michael Potestio THE MERRITT HERALD

Police statistics for the Southeast District show an alarming trend in Merritt that local police are trying to curb in 2018. Between 2011 and 2014 Merritt’s domestic dispute files were the highest in the Southeast District, with a rate of about eight domestic violence files per 1,000 people. In 2011 that number was 8.61, followed by 9.18 in 2012, 7.13 in 2013 and 7.19 in 2014. In 2015 Merritt ranked second in the Southeast District with a rate of 6.66 domestic violence files per 1,000. Southeast District covers 29 B.C. towns from the Alberta border to the east to Hope on the west, and from the Okanagan in the south up to Vavenby in the north. “We consistently rank in the top three,” Dunsmore told the Herald. Dunsmore said that while they don’t have the district’s 2016 and 2017 stats yet, police expect the numbers to be similar as they have not seen a noticeable change in reported domestic violence calls. The population of Merritt was pegged at 7,139 people in the 2016 census, and Dunsmore said Merritt police rack up about 75 domestic violence charges every year. These district numbers, however, only scratch the surface as Southeast District only

compiles files that result in police laying charges. “Anything that doesn’t result in charges or is just a verbal instance — they don’t count,” Dunsmore said. Statistics compiled by the Merritt RCMP itself do take into account the unfounded calls making their numbers a bit higher. “We would include numbers where there may not be charges, but there’s evidence of domestic violence, we just don’t have enough evidence to charge somebody in those cases,” Dunsmore told the Herald.

‘‘

‘We probably are investigating one or two sexual assaults a week in the community.’ — CONST. TRACY DUNSMORE MERRITT RCMP

Merritt RCMP’s numbers have consistently been above 150 files per year for the past five years, but have seen a bit of a decline the last two years after climbing to a five-year high in 2015. In 2013, police responded to 158 domestic disputes, 195 in 2014 and 218 in 2015. In 2016, Merritt police saw 185 files and

167 in 2017 according to Merritt RCMP statistics. Dunsmore said she thinks alcohol abuse plays a factor in why Merritt’s numbers are so high, noting many of the domestic dispute files she sees are alcohol related. “It seems to be an accepted norm in the community,” she said. Dunsmore said the majority of the abused in the statistics are women, and neither the detachment’s, nor Southeast District’s numbers, account for the number of sexual assaults police deal with. “We probably are investigating one or two sexual assaults a week in the community,” Dunsmore told the Herald. In response to the high numbers, the Merritt RCMP and its integrated case assessment team (ICAT) is now working on a public awareness campaign. “We’re looking at doing a community meeting here in April probably to discuss what some of the needs are, what some of the gaps are and what are some programming that we can possibly put into effect,” Dunsmore told the Herald. ICAT shares information and discusses files with women who are at high risk of violence and try to deal with them within the community,” Dunsmore told the Herald. Making people aware of the number of agencies Merritt has to offer people in need of help is key, Dunsmore said, adding that people don’t need to be referred to these programs.

VIEWPOINT EDITORIAL

Crossed on crosswalks Though I now call Merritt home, I come from the oncesleepy city of Maple Ridge. Cole Wagner I moved COLE’S NOTES up to Merritt in 2016, and not a moment too soon, because in the summer of that same year, Maple Ridge’s city council thought it would be a good idea to paint a crosswalk in the downtown area with the rainbow colours of the pride flag. Since then, madness has ruled the streets. What was thought of (at the time) as a nice gesture of acceptance towards a marginalized group opened a loophole wherein all crossings were up for grabs; now the streets are lined with all kinds of wacky community group-inspired crosswalks. People wander streets aimlessly, unsure of what constitutes a legal crossing anymore. City hall is paralyzed by a constant backlog of requests to repaint intersections. Thankfully, the powers of bureaucracy saved the City of Merritt from suffering a similar dye-induced descent into chromatic chaos at the council meeting on Feb. 27, when city council voted against granting permission to School District 58 to pursue their own pride-inspired crosswalk. To be absolutely clear (and to remove my tongue which has been lodged firmly in my cheek in the preceding paragraphs), the reasons for rejecting the crosswalk redesign had nothing to do with cost; the money to cover the rainbow crossing would have had to come from School District’s coffers. Nor was there any debate as to whether the LGBTQ+ community deserved a show of support.

LETTERS to the editor More than a rainbow Editor, As a parent of one of the students interviewed on the Merritt Secondary School rainbow crosswalk proposal, I am extremely proud of all three students who demonstrated leadership and composure as they shared their strong voices provincially. This school year, the RCMP have attended a substantial number of calls at MSS, for issues including uttering threats and physical violence between students. As a parent, I am concerned for the safety and well being of my children. Violence is an issue. For a section of our community who historically have been

criminalized, pathologized, and stigmatized for their identity, a lack of inclusion maintains structural violence. Inclusion is an attitude, expressed through our conversations, treatment of others, and physical environment. The opportunity to shape the landscape of Merritt in order to express our attitudes is powerful, in that it can facilitate the ways we relate to one another as community members. The student’s rainbow crosswalk proposal reflects the attitudes of pro-kindness, prosupport, pro-belonging, and pro-community, initiated in hopes of a more tolerant and safer school environment. As a family, we are looking forward to city council’s reconsideration and support for this proposal. Karen Lara Merritt

Starting to wonder about Merritt Editor, I agree with Terry Cullen’s letter that Merritt should cater to truck drivers. The first time I heard about Merritt’s bylaw about truck parking in town I was absolutely furious. My first reaction was if I owned a trucking company that was to make deliveries into Merritt, where they are not wanted, I would charge a hefty surcharge for such deliveries, or even better, just refuse to come to Merritt at all. You, Mr. Mayor and your council, would be responsible to find a way to get products into Merritt. Adding a hefty surcharge could and would cause businesses to close in this small community. Truckers have as much right to come into town to do deliveries, get fuel, park, rest, eat, and by the way spend their very hard earned money in our community as anybody else. What’s next buses? Motor homes? I am starting to wonder if we picked the right place to retire to and be proud of to call home. Jo Valliers-Jorgensen Merritt

OPINION LETTERS

Set the right precedent

to the editor

RE: City of Merritt should cater to trucks

From Page 6

Editor, Good for you Terry — how can any city stop trucks from coming in. They are the backbone to our country. They not only supply fuel for our vehicles, groceries to all our stores, fill every other store. As a matter of fact, I even haul our vehicles in. Time you went back to horse and buggy. Oh dear — can’t do that either, the truckers haul the lumber in to build your buggies and haul the horses to pull it. What would our country be without them. They also eat in our restaurants, and use our motels. How many truckers live here and pay taxes. I know my daughter does and she is a trucker. Are you stopping the truckers from cleaning the snow and maintenance on our city roads? Sure looks like it. I come from a long line of truckers and still have relatives out there putting the miles on and they stop in Merritt not only to visit but to spend money in our stores. Any signs put up to stop the truckers should be taken down. I am with you Terry — anyone against truckers, there is no room in my yard for them. Char McCormack Lower Nicola

Colourful crosswalks could boost town spirit Editor, I listened to the news report about Merritt city council not approving the school district’s request to paint a rainbow crosswalk in front of the high school. What flimsy arguments were given for the refusal! The message of a rainbow crosswalk is one of acceptance and inclusion for all people and shouldn’t this be a message we are promoting? Frankly I think they should paint all off the school crosswalks in rainbow colours so that our upcoming generations learn the message of inclusion from an early age. Obviously they are our hope because the majority of this council showed they are too staid and set in their ways. And frankly, if other groups wanted to paint a crosswalk to bring attention I say go for it. Colourful crosswalks would be more attention getting and would certainly show some town spirit! Ruth Tolerton Nicola Valley

Does religion also have a place on crosswalks? Editor, I’m writing as one of the Merrittonians who appreciated city council turning down the request for a rainbow crosswalk. Instead of tying up city council on something that is not really their jurisdiction to decide (whose moral viewpoint should be supported by tax-payers), I invite anyone who is disappointed with the city’s decision to meet with me to find out why the original proposal is not as all-inclusive as initially suggested. To help with that, let me describe the cross-walk I would love to see in Merritt if tax-payers are going to start funding such things. My cross-walk would be just that, a cross making a bridge from one side of the road to the other. This would represent the way Jesus Christ has bridged the deadly gap between humanity and God. The railing painted down one side of this bridge would be made of the words, “For God so loved the world that he gave his one and only Son so that whoever believes in him shall not perish but have eternal life.” The railing down the other side would be made of the words, “Jesus Christ is the way, the truth, and the life, and no one comes to the Father except through him because there is no other name under heaven given to men by which we must be saved.” Perhaps that makes clear why city council should not pick sides on such issues, and why we should find ways to get together on our own and see if we can understand each other as all-inclusively as has been suggested. Monte Vigh Merritt

Councillor Linda Brown rightly called attention to the fact that queer folks are disproportionately at risk of mental health issues and suicide. No, the reason the city will not allow the School District to move ahead with a pride crosswalk — first proposed by Merritt Secondary School students — is that council is worried that other groups might want a crosswalk too. “What if the Merritt Centennials decided they wanted a crosswalk outside the arena in red, white and black? What if Rotary Club wanted a crosswalk outside of Rotary Park with whatever their colours are? I’m a bit worried it might open a Pandora’s box with this,” said Merritt Mayor Neil Menard. Putting aside the fact being a part of the LGBTQ+ community would be fundamentally different than being a member of a local service club; I’m not sure I follow how encouraging community groups to take an interest in sprucing up the city’s streets is necessarily a bad thing. And to the credit of Coun. Mike Goetz, I’m not the only one who thought the mayor had hit upon a great idea. Why not allow the Centennials to put together a crosswalk outside the Nicola Valley Memorial Arena? Not only are they the longest continually running franchise in the BCHL, the team is already used in enough promotional materials published by the City of Merritt to justify putting

their signature colours into our infrastructure. The only knock I see on that idea is that it should have been done before the team’s 45th anniversary, which was celebrated this season. I guess there’s always 50. And Rotary? Sure! Let’s not forget that the club already has their name affixed to one of the most prominent public spaces in town. Why not allow the club to pay for the cost of adding the Rotary Wheel to the border of a crosswalk near Rotary Park? The town could truly embrace this idea to give different areas of the city a much needed facelift. Of course, the issue becomes one of space — there are only so many crosswalks to go around, who would decide which club is deserving of the honour of up keeping a legally mandated piece of city infrastructure? If only there was some elected body of local citizens whose job it was to read through applications from various community stakeholders and decide — on behalf of the city — which applications would best suit Merritt’s needs. Coun. Kurt Christopherson mused that the pride crosswalk might set “a precedent for every other group in town that wants a sidewalk painted.” We could only hope that would be the case. Council’s decision was likely not the one that the students who first proposed the idea were hoping for. But at least they learned a valuable lesson about how sometimes, even adults miss the forest for the trees.

HOUSEWIFE BRAVES FLAMES TO SAVE THREE CHILDREN A frantic housewife braved intense heat and billowing flames to pluck her three young children from the inferno of her blazing home at Dodddng sub-division Tuesday afternoon. Mrs. Tina Rodman managed to get all three children out unscathed. But she and the stunned onlookers were powerless to prevent the house and everything in it burning to the ground because: the sub-division is beyond the jurisdiction of Merritt fire brigade; the forest rangers’ suppression camp nearby is only manned during the summer; nobody seemed to know where the local fire hose was housed; the fire hose itself is old and perished and, in any case, there is no water nearby. Norman Rochnan surveyed the still blazing ruin of his home and said: “I am ruined, but thank God none of my family was hurt.”

RCMP: Awareness key to curbing domestic abuse From Page 3 The high number of domestic disputes, however, could be an indication that awareness is in fact spreading and more people are reporting domestic violence than in the past, Dunsmore explained. “We want people calling in and reporting, but we also want the follow through,” Dunsmore said. Unfortunately, police often see a high rate of recidivism when it comes to their work on domestic violence, she added. “It’s because of the situation people see themselves in,” she said. “Sometimes it’s something that’s gone on for years, sometimes it’s a one-time incident, so when people are intrenched in that it’s hard for them to get out of that mindset.” Domestic violence is a complicated issue, with victims having to consider other factors such as money, children and not having anywhere else to go — which often keeps someone trapped in an abusive relationship.

“That’s why we want to make sure the information is out there,” Dunsmore said, adding that the RCMP can offer a transition home and access to funding to help people escape abusive relationships. There are a multitude of local agen-

cies that offer support to people at risk of domestic violence including Scw’exmx Community Health, the Conayt Friendship Society and Nicola Family Therapy said Dunsmore. “If you are somebody or know somebody that suffers from

violence in a relationship, or [are] trying to help family members, if you’re a male who’s in that type of community then you can go to any of these agencies and look for what’s available for you to get counselling, to get service or training,” Dunsmore said.

NICOLA VALLEY NEWS ROAD WORK

City waiting on pipeline funds A sidewalk proposed for the east side of Voght Street, which would also serve as flood mitigation, won’t be moving forward unless Kinder Morgan follows through on a funding commitment it made to the City of Merritt as part of its Trans Mountain oil pipeline expansion. In 2015, the company pledged $420,000 to the City of Merritt as part of its Community Benefits Program, which is available to communities along the pipeline route to offset the effects of the expansion. A $50,000 piece of that funding was earmarked for a scholarship for Merritt students interested in the trades, but the other $370,000 is going to the city to extend a sidewalk along Voght Street from where it ends at Lions Memorial Park. As the pipeline project remains in limbo die to court challenges and opposition form the B.C. government, the city is still waiting on the money to begin the project. “That sidewalk ends at Lions [Memorial] Park, so it would be curb, gutter, sidewalk where that ends and wrap-

ping around the corner to the pedestrian crossing,” Boven told the Herald. The road wraps around a low lying area of the Nicola River, and adding a raised sidewalk would negate having to place sandbags along the bank of the river

in the event of springtime flooding, Boven told the Herald. “What we would do is we’d raise that corner so we would never have to sandbag it again,” Boven said, adding that it would likely be raised about three feet.

City aims to reduce truck traffic with signage The City of Merritt’s police committee believes more signs will help keep oversized commercial vehicles from causing traffic in the Bench area of town. The committee aims to get a new sign in place by the May long weekend, warning drivers of oversized commercial vehicles they

are not permitted to park in town unless they are making deliveries. Chief administrative officer Shawn Boven has been working with the Ministry of Transportation and Infrastructure to determine the details of the sign, which be placed to the right of the southbound off ramp of the Coquihalla Highway that merges onto Voght Street. It will most likely

say “all trucks must turn left” or “no right turn.” There are currently other signs on that street stating trucks over three axles are prohibited, but the police committee is of the opinion that these signs are located past the point of no return for truckers. The sign won’t need council’s approval, and the city would be on the

hook for the full cost of the sign, which won’t be an expensive item, Boven told the Herald. “Typically signs [are] not in the thousands, it may be a few hundred dollars.” Truckers parking their rigs in town has led to traffic congestion in the Bench area at times, said Merritt Mayor Neil Menard, who chairs the police committee.

POLICE FILES

Young girl reports suspicious encounter The incident occurred near the corner of Coldwater Avenue and Garcia Street. Cole Wagner/Herald Cole Wagner THE MERRITT HERALD

An 11-year-old girl was shaken by an encounter with a suspicious looking man on Garcia Street on March 3. Merritt RCMP are keeping an eye out for a Caucasian male who looks to be approximately 35 years old, after the man repeatedly asked the young girl if

she wanted a ride home. “She told him multiple times that she didn’t. He continued to harass her, asking her if she wanted a ride, said he’d take her all the way home,” said RCMP Const. Tracy Dunsmore. The man was driving a silver four door Honda vehicle as he approached the girl on Garcia Street near the Merritt Public Library

around 4 p.m. The girl described the man as having blondish hair and blue eyes, added Dunsmore. “We’ll be looking for any vehicles that match the description,” she said. “We’re just looking to locate or talk to that person and see what was on their mind.” Anyone who has experienced similar issues is asked to notify the Merritt RCMP.

Pedestrian killed in vehicle accident

Voght Street was closed to traffic for several hours as RCMP and the BC Coroner’s Service investigated the scene of a fatal accident. Cole Wagner/Herald Cole Wagner THE MERRITT HERALD

Crown counsel has yet to lay any criminal charges after an elderly woman was struck by a vehicle at the intersection of Granite Avenue and Voght Street on March 2 and later succumbed to her injuries. The 92-year-old

woman was crossing Voght Street near the Merritt post office when she was struck by a pick up truck at approximately 11 a.m., stated a press release from the Merritt RCMP. The driver of the truck remained at the scene of the accident and co-operated with police.

The BC Coroner’s Service and the Merritt RCMP collected witness statements records of the circumstances leading up to the accident, which will be forwarded to Crown counsel who has the authority to lay any criminal charges, said RCMP Const. Tracy Dunsmore.

BCHL PLAYOFFS

Centennials besieged by Wenatchee offense

SERIES COMES HOME The Merritt Centennials returned to the Nicola Valley Memorial Arena in desperate need of a few wins in their playoff series against the Wenatchee Wild. After dropping the opening two games in Wenatchee by scores of 2-0 and 6-4, the Cents put on a valiant effort in front of the home town crowd on March 6, but their comeback came up just short as the team fell 5-4. Results from game four on Wednesday evening were unavailable as of press time. Head online to merrittherald.com for full results from the Cents’ playoff run. Photos courtesy of Ian Webster

(Top) Cents’ goalies have been under siege throughout the first three games of the series, as Merritt has been outshot a combined 133-59 by Wenatchee. (Middle) A pre-game presentation was made to the Culbertson family from BCHL commissioner John Grisdale. A long time Centennials billet family, the Culbertsons’ home was gutted by a fire on Feb. 24, and a variety of BCHL teams have chipped in to help provide the family with some funds to rebuild their lives. MINOR HOCKEY REPORT Cole Wagner THE MERRITT HERALD

Peewee Rec The Joco Transport peewee rec team from Merritt played four games in three days in a gruelling playoff battle which saw them end two straight games in ties before dropping a pair to close out their season. In the first game on March 2, the Merritt squad faced off against Lillooet in a low scoring affair. Simon Cisco started the scoring early in the first period, with the assist going to Brysen Pinyon. But Lillooet answered with one of their own only six minutes later. Merritt regained the lead in the second on a goal from Colton Ferris, assisted by Rae Bassett. But Lillooet dug deep to even things up in the third, as Joey John found the back of the net for the second time in the game, knotting the game at 2-2, which is where it would end. The team’s next game on March 3 followed a similar script, with Merritt mounting a 2-1 lead after the first period on goals from Ella McKeown (assisted by Gregory Miller) and Isaac Asselstine. But the Thompson Cariboo team found their legs in the second and tied up the game 2-2. Jacob King tended to the net during both games. But King failed to get run support in the third playoff game on March 4. Though Simon Cisco notched his second of the playoffs in the first, that was all the offense the team could muster. Clearwater put up two goals in each period en route to a 6-1 win. Forced to regroup quickly, Merritt was under the gun in their fourth and final playoff game which took place only hours after their game against Clearwater. Pinyon and Cisco scored for Merritt, with Cisco adding an assist on Pinyon’s goal. But 100 Mile House came to play, dropping nine goals on a besieged Jacob King. Bantam Rec Merritt’s Alpha Design team benefited from the hometown advantage against Ashcroft in their first game of the playoffs on March 2, win-

ning 2-1. Jayden Etchart scored with the assist going to Graycin Nicholls. Cameron Nicholls notched the second goal with the assist going to Jayden Etchart. The next morning, the team played against 100 Mile House, winning by a definitive score of 11-1. C. Nicholls exploded for five goals with the assists going to Zach Dixon, Beau Paterson, Connor Kaboni and Bianca Cavaliere. G. Nicholls scored two goals with an assist going to Connor Ashley. Meanwhile Etchart and Taylor Nicholls added unassisted goals. The scoring was rounded out by Kylie Johnny assisted by T. Nicholls and Dixon scored with Blake Klassen assisting. It was a double header on March 3, as the team faced off against Chase in the afternoon, coming out with a 9-3 win. Cavaliere got a hat trick with an assist going to Ashley. Dixon scored two goals with the lone assist going to Dayton Gregg and T. Nicholls. Single goals went to Etchart, Ashley and Gregg with all three goals assisted by G. Nicholls. C. Nicholls also scored with Ashley assisting. On Sunday morning it was a tighter affair, as the team came away with a 6-5 win over Lillooet. Dixon scored two goals with the one being assisted by Reese Paterson and Blake Klassen and the other goal being assisted by T. Nicholls. Cortez Charters scored with Klassen assisting, Cavaliere scored with the assists going to Dixon and C. Nicholls. G. Nicholls scored the game tying goal with 2:54 left to play, assisted by Gregg, and then followed it up with the game winning goal with 20 seconds left. The goal was assisted by T. Nicholls. It was an all-Merritt affair on Sunday afternoon, as the Alpha Design played their rivals from Murray GM. Dixon had an unassisted goal, and then assisted on a goal from T. Nicholls. Bianca Cavaliere tied it up with Etchart and Paterson providing the assists. G. Nicholls once again scored the game winning goal assisted by Paterson and T. Nicholls with 2:25 left in the third. This weekend, the Alpha Design and Murray GM teams will be back in action in a best-ofthree series will go on to play a best of three series.
