Merritt’s director of corporate services is hopeful the community’s recycling habits will shape up in the coming weeks. Following the first two weeks of a month-long inspection program to ensure the city adheres to Recycle BC’s requirements, Smith said there is still quite a bit of work left to do. A good number of curbside bins were left uncollected in the first week, he said, with a note for the home owner indicating what was incorrectly placed into their bin. He noted that contamination rates appear to have improved in the second week of inspections. “Really the recycling requirements themselves didn’t change, what has changed is the degree to which the city is required to adhere to those recycling requirements. There was a little bit more flexibility before,” said Smith. “There are a lot of

people who are upset and I understand that, because it is going to be a learning curve for the citizens but it is a learning curve for the city as well.” On the first day of dropping off Merritt’s recycling with Recycle BC, the city learned the community’s contamination rate was 20 per cent, exceeding the program’s three per cent contamination cap. "We were told in no uncertain words that [the

city’s current rate of] contamination just wasn’t going to be acceptable going forward — that the city would be fined $2,500 for each instance, and that if it continued we wouldn’t be able to continue with this opportunity to participate in the recycling program,” said Smith. “So for the city this is really all about making sure we can work with the citizens to produce a clean recycling stream. Because if we want to have the privilege to

recycle, we need to make sure that what we have collectively is clean and marketable.” The city will continue providing feedback to citizens whose recycling bins don’t make the grade — and leaving those bins to be corrected — for the next two weeks. “In one sense I am not upset that it has generated a lot of conversation around recycling. It is unfortunate that it has been as chaotic and frus-

trating for people as it has, but I’m hopeful with four weeks that will be sufficient,” said Smith. “If not, we really do not want to go the route of fining people, because this is ultimately a service for citizens and it’s something we rely on everybody’s good faith and willingness to participate in.” For a list of what can and cannot be placed in curbside recycling bins in Merritt, visit the city’s website: www.merritt.ca.

Driver caught going 240 km/h on Coquihalla Highway

A driver caught going 240 kilometres per hour on the Coquihalla Highway blamed his speed on a malfunctioning accelerator in his vehicle, after being pulled over by the RCMP on May 12. “The traffic services officer was conducting speed laser enforcement when he visu-

ally estimated the speed of an oncoming vehicle at over 200 kilometres per hour,” stated a news release from the RCMP. “The officer confirmed the vehicle’s speed at 240 km/h in the posted 120 km/h zone using a laser speed measuring device.” The driver was issued

a $483 ticket for excessive speed (which carries three penalty points), and had his vehicle impounded for seven days. The officer also issued a mandatory level 1 inspection notice on the vehicle, due to the “obvious safety concern with the accelerator pedal,” according to the news release.

B.C.’s local government organization says it was blindsided by a provincial policy change that declared all cannabis production in the Agricultural Land Reserve as farm use.

2019 Property Tax Notices in the Mail The City of Merritt 2019 Property Tax Notices were mailed out on May 21st and payments are due by 4:30pm on Tuesday July 2, 2019. Please call us at (250) 378-4224 if you do not receive your Property Tax Notice before June 7th. Your property tax notice included a flyer outlining how to apply online for your Home Owner Grant through the City of Merritt website (www.merritt.ca). To complete the online application you will need your property roll number and the access code that are printed on the top right portion of your property tax notice. The flyer also includes information on the financial institutions that accept payment of the City of Merritt property taxes through their online banking sites. If you are paying your property taxes at City Hall, and you didn’t file your Home Owner Grant online, please ensure you have completed your home owner grant application on the bottom of the tax notice prior to meeting with one of our tax clerks. The City accepts cash, cheque and debit for the payment of property taxes. Credit cards are not accepted. City staff plan to carry on with flood preparations despite being left off the list of recipients of the latest wave of provincial funding. “We received notification that we were not eligible,” said Sheila Thiessen, the city’s director of finance and IT, who noted the Community Emergency Preparedness Fund was “heavily oversubscribed.” Other than that, the reasons to leave Merritt off the list remain a mystery, said mayor Linda Brown. “We have no idea why we didn’t get the funding. Whether it was a technical error, I don’t know,” said Brown. “They don’t tell you why they don’t put you on the approved list.” Thiessen said she isn’t letting the setback halt planning efforts at city hall, and staff will look at other funding sources to prepare for future floods. “We may use internal surpluses or gas tax, so I will be taking some reports to council on that,” she said. “With the water levels it looks like we are okay this year but we still want to

have a design in place and we are working towards that so we can apply for some grant infrastructure funding in the fall.” “I’m not prepared to look at reserves, I want to look at grants first,” said Brown. “We have to fix it. There’s no saying it won’t get done — it has to get done.” Plans are in place to line the banks of Nicola River from the Voght Street corner where the road intersects with the river down to the golf course with rip rap this year, said Brown. “Other than that we have to look for more

grants and other ways to fund what we are going to do. Maybe what we need to do is get a bigger project out there and look at it with federal funding – I have no idea, I’m just throwing it out there as a potential possibility,” she said. “But we have to do something — the residents who live around the river need to feel that security.” “There is no doubt that Merritt and the area around Merritt have to be a priority,” said Fraser-Nicola MLA Jackie Tegart. “My understanding is that the city was encouraged to apply again at the next intake [of flood funding],” Tegart said. “I certainly know if the program

Death of the mechanics Since I first received my learners permit at the tender age of 16, I have only ever owned Cole Wagner one car. COLE’S NOTES For the past eleven years, the tan coloured ‘95 Nissan Maxima has taken me everywhere from high school graduation to my first paying job, and on countless trips up and down the Coquihalla Highway. By the time I took over sole operation of the vehicle in 2008, the Maxima was old enough to be a surly teenager. But thanks to my dad’s mechanical skill, the car ran smoothly, with no sign of wear despite the 300,000+ kilometres etched into the odometer. Of course, there were features of the car that aged more gracefully than others. I didn’t find much use for the multiple ashtrays. The oncepremium leather seats had seen better days. There was a period of time where only a select few people in the world knew how to jiggle the keys properly to start the car — and I am not proud to admit that I once broke off a key in the ignition in frustration after a particularly trying day. In the same time frame since I started driving, I have owned eight different phones. My first phone, a nigh-on indestructible flip phone handed down from my older brother, met a spectacular end, as it was ejected from my pocket during a roller coast ride in Disneyland. There was no coming back from that. But ever since I made the switch over to a smart phone, the pace at which I’ve had to replace broken phones has picked up exponentially.

Picking sides in the European elections The best way of describing what just happened in the European Union elections is to say that the choices are getting clearer — and a lot of people are realizing which GWYNNE DYER side they are on. The international The elections to STAGE the EU Parliament held last week in 28 European countries — including the United Kingdom, since three years after the Brexit referendum it still hasn’t managed to leave — was the second-biggest democratic exercise in the world. Only India’s elections are bigger. 400 million Europeans were eligible to vote, and half of them actually did. The choice before them, in most member countries, was ‘less EU’ or ‘more EU.’ Should the European Union become the semi-detached ‘Europe of the Fatherlands’ that the nationalists and the populists demand, or continue to work on creating joint institutions (like the euro common currency) that bring the members closer together? There will never be a single answer to that

question, but the two sides are sorting themselves out and you can now get a feel for the way things are going. The hard-line nationalists took 30 per cent of the vote in Italy (the Lega), 32 per cent in the UK (the Brexit Party), 45 per cent in Poland (the Law and Justice Party), and 52 per cent of the votes in Viktor Orban’s ‘illiberal democracy’ in Hungary. Yet, apart from the Brexit Party, they are no longer trying to leave the EU. Populist demagogues in other EU countries — who five years ago were advocating a ‘Frexit’ in France, a ‘Nexit’ in the Netherlands, and so on — have watched the tragicomic megashambles of Britain’s attempted Brexit and decided that the wiser course is to stay in the EU and try to dominate it from within. They made some headway in this election, but they still control only 112 of the European Parliament’s 750 seats. It’s not even certain that they can all come together as a single bloc: France’s National Rally, for example, is seen by some other far-right parties in the EU as too pro-Russian and encumbered by a history of anti-Semitism. If this is a tidal wave, it’s a fairly small one. There was another, slightly bigger tsunami on the ‘more EU’ side of the argument, mainly

because the Greens did so well, coming second in Germany and third in France. Strongly pro-EU liberal parties did well too — notably the Liberal Democrats in the UK, who came second there — and together they have added more seats on that side of the argument than the nationalists did on the other extreme. The real value of this election is that it offers a reality check on the burning question of the day: is Trumpism really going to sweep Europe like it swept America? The answer is no — or at least, not so much. Nationalist parties that strike authoritarian postures and flirt with racist, anti-immigrant and anti-Muslim themes did well in some eastern European countries (although they have few immigrants and almost no Muslims). But in western Europe only one populist party, Italy’s Lega, improved on its last showing. OPINION ‘Right to repair’ gaining traction From Page 6 Unlike my old flip phone, none of these phones were sent to tech-Valhalla at Mach four — their ends were much more mundane. Most of the time, after a little wear and tear, the phones stop charging reliably. Inevitably, the screen will go black, entering some kind of purgatory state where the phone occasionally beeps or buzzes, but is otherwise dead to the world. And while my rate of burning through phones might be alarming to some, the reality is that I’m not alone — studies in the U.S. have shown that, on average, people are

upgrading their phones every 22 months. Imagine if every time my 25-year-old car ran into a mechanical issue, I was forced to replace it, instead of repairing it. It’s an idea that seems ludicrous, even to those of us who are equipped with an extremely rudimentary knowledge of automobile mechanics. But yet, that’s the reality we live in when it comes to smart phones. If the screen on my phone breaks, I’m left with very few options other than sending the device back to the manufacturer for a prohibitively expensive repair job, which would leave me phoneless for a period

of time. Better just to buy a new phone entirely, especially if you’re renewing a contract. It doesn’t have to be this way, according to OpenMedia, a non-profit advocacy group which lobbies for digital rights and consumer protection when it comes to tech. The organization has collected more than 11,000 signatures on a petition urging the federal government to pass “right to repair” legislation. In essence, right to repair laws would mandate that manufacturers make tools, parts and repair manuals available to the general public. This would

ing history. It would be best for everyone if people could repair their phones, rather than leaving around lifeless husks imprinted with all of our digital secrets. Almost as an aside, prolific smartphone destroyers such as myself aren’t the only people who stand to benefit from right to repair legislation Farmers face the same issue when confronted with modern day tractor repairs. Though the new John Deer equipment is state of the art, a breakdown often results in a trip to the local dealership because the required diagnostic software is

kept out of the hands of consumers by the manufacturer. Though I remain mostly useless when it comes to car repair, working on the old Maxima alongside my dad (and later, YouTube videos) helped me appreciate the technology contained in a 25 year old car, not to mention the patience of a father watching his son struggle with a socket wrench. Right to repair is good for consumers, good for the environment, and good for a future generation of tinkerers, mechanics and engineers. In short, it is an easy win for savvy politicians.

mind about it. However, the EU election was treated by almost all British voters as an informal referendum on Brexit, and it’s now pretty clear what would happen in a real one. B.C.’s Ombudsperson Jay Chalke called for better oversight of RCMP-run municipal jails – including the one in Merritt — after receiving disturbing complaints from people detained in municipal lockup facilities. Chalke said he has received a number of complaints regarding guard misconduct from people detained in communities policed on contract with the RCMP, including two recent reports from different women from undisclosed locations. The first woman said she was denied menstrual products and access to a shower while she was menstruating

behind bars. Another woman who identified herself as an immigrant and victim of domestic assault said she experienced an attempted strip search and assault by a male guard. However, there is no organization with the legal authority required to investigate these complaints, as the guards are civilian employees or contractors of the municipality — not RCMP officers or employees. “These allegations were not verified or investigated because there is no independent body able to investigate them,” Chalke said in a news release. Merritt is included in the list of communities with lockup facilities monitored by guards

And then the second thing is ‘Who needs to be at the

table?’ And that discussion needs to happen,” said Fraser-Nicola MLA Jackie Tegart. “From what I understand certainly it will include provincial government and local government, and perhaps the local detachment to talk about what is going on and how do we assure the public that we have a solution to this.” Merritt RCMP Staff Sgt. Construction postponed on cannabis facility A B.C.-based cannabis company will continue rolling along with plans to construct a 25,000 square foot medical marijuana greenhouse in Logan Lake despite a recent bump in the road. MedFlora Pharmaceutical Inc. aimed to break ground this spring, but new

regulatory hurdles are standing in the way of rezoning the vacant property at 184 Apex Drive. “It has been delayed here slightly due to changes in Health Canada’s requirements,” said Randy Lambright, Logan Lake’s chief administrative officer. “We are still going through the rezoning process, but the appli-

cant had to submit a whole bunch of other applications and information back to Health Canada because they changed their requirements.” The company is working through the administrative hurdles, Lambright said. “In talking with the proponents their goal is still get in front of council in the second or third quarter for a

rezoning application,” he said. “And then if council chooses to approve, the proponent’s goal would then be to start hopefully construction from their perspective by the end of the year.” The greenhouse has potential economic benefits to the community, Lambright said, including the ability to provide 100 full-time jobs.

Grasslands education program set to grow Organizers hope to develop easy-touse curriculum for teachers and the public. Dara Hill THE MERRITT HERALD

More elementary students are learning firsthand about grasslands conservation in the Nicola Valley than in years past, and local educators are keen to keep the momentum going. Grade 4 to 6 students from three of Merritt Central Elementary’s classes got their hands dirty exploring the Laurie Guichon Memorial Grasslands Interpretive Site during an actionpacked field trip on May 21. Erica Martindale — a student support services teacher at Merritt Central — played a major role in organizing the event for the second year in a row. She said a number of different partners came together to make the event possible, including the Nicola Watershed Community Round Table (NWCRT), the Grasslands Conservation Council of British Columbia (GCC), the ThompsonNicola Regional District (TNRD), the Ministry of Forests and

the Nicola Naturalists Society. Martindale said she was pleased to have three times the amount of kids out exploring the grasslands this year than the last, and she hopes to see the program continue to grow. “Hands-on, experiential learning makes it more meaningful for kids,” Martindale said when asked what makes the outing so special. “So now they are understanding why we have to be careful where we go. And they are understanding the purposes between all the different plants, microorganisms and ecosystems and how it all contributes.” NWCRT’s Kate Anderson — who also spearheaded the excursion — said the volunteer team behind the initiative is eager to develop an easy-to-use curriculum for teachers so they can take their students out to the grasslands site at any time. She would like to have a package at the library to help guide the public through the site as well, she said. The field trip on May 21 was broken

Local firefighters put their skills to the test

With the clock ticking and the pressure mounting, a group of Merritt firefighters pulled hoses, dragged bodies and raced up three flights of stairs on Sunday, clad in full gear as they put their skills to the test. Fortunately, no lives were on the line. The five-man Merritt team was competing in the FireFit championships in Kamloops, an event which allows firefighters from across the country to hone their lifesaving skills in a series of different events. Local firefighters Brent Manning, Catlin King, Tyler Steel, Brett Roulston and Robert Croasdale represented the Merritt Fire Rescue Department, each rookies to FireFit competi-

tion. “As soon as it got offered — when it was coming to Kamloops — there were a couple individuals who were kind of thinking it might be a fun idea to put a team together,” said King. Both King and Steel have been with the fire department for about a year, while Manning was the veteran on the team with over five years of experience. Croasdale and Roulston are both members of Merritt’s Work Experience Program at the local fire hall. But a lack of experience in FireFit competitions didn’t slow down the team, as they breezed through their first head-to-head elimination match with a time of 1:41.48. The FireFit relay race is a gruelling test of firefighters’ tech-

niques and fitness, requiring members to take on a variety of tasks. The race begins with a three-storey stair climb, where firefighters must lug a bundle of hose weighing 42 pounds to the top of a structure. There, a second team member will pull a hose, using a hand over hand motion, to the top of the structure. After the hose has been hoisted, a team member must descend the structure, hitting every stair on the way down, and passing a flashlight (serving as the relay baton) to a new team member. That team member will then use a nine pound sledgehammer to move a beam across the course, simulating a forcible entry to a structure. The next competitor must then run 140 feet around fire hydrant obstacles before passing the flashlight to another team member.

That firefighter must drag a fully charged hose 75 feet before activating the water and spraying a designated target. The final event requires a competitor to pull a 165 pound rescue dummy backwards for 100 feet to the finish line.

SPOTS SECURED A rodeo in Deadman Creek offered senior rodeo athletes one final chance to earn enough points to qualify for the BC High School Finals. Merritt’s Troy Holmes and his partner Patrick Bennett punched their tickets in team roping with a third place finish on Sunday. Meanwhile, Vanessa Michel picked up two fourth place finishes in goat tying to secure her spot at the B.C. finals. Bryce Garcia finished up the weekend as the top all-around cowboy, after finishing second in tie down roping on Saturday and sixth on Sunday. Finally, the team of Tryton Bose and Bryce Garcia finished first in team roping on Sunday to go along with a third place finish on Saturday. “All these events are exactly what we do in our day to day training,” said King. While the competition in Kamloops was a regional event, successful teams can move on to compete in Canadian nationals, and then the World finals. The Merritt team

ultimately bowed out of the competition in the second round, despite managing to shave off 12 seconds from their time in the opening round. “Being a rookie team and our first time competing, it was quite amazing to see that we can put out a product

that competes with the best,” said King. While the competitive aspect of the event is a draw, King said the emphasis on technical excellence and fitness is the real benefit of FireFit events. “We are all supposed to be fire fit, and fire ready,” he said.

ULTIMATE TEAM Some members of Merritt Secondary School’s ultimate frisbee team played their final game for the Panthers on May 26, during a senior invitational tournament in Surrey. The team played through a rainstorm on Saturday, winning one game and dropping two. Sunday’s final match saw the team taking on GW Graham from Chilliwack.
