Inflows to Nicola Lake may have already peaked, but the risk of further flooding in Merritt remains high. Cole Wagner THE MERRITT HERALD
Inflows into Nicola Lake peaked on May 11, and has been dropping significantly over the past few days, explained Sarah Simon, a hydrologist in charge of the Nicola Lake dam. Over the course of the weekend, inflows to the lake began dropping from 110 cubic metres per second to 95 cubic metres per second by Sunday. “That’s a pretty aggressive drop in inflows,” said Simon. Still, more water is flowing into the lake than out of it, which means the outflow from the dam will remain at the current levels for at least the near future. “We are currently releasing 75 [cubic] metres per second from the dam, so there’s still a pretty large gap between those two,” said Simon. “So we won’t start to see the lake stabilizing or dropping until our outflows are larger than our inflows.” Until the lake begins to drop, Simon said it’s unlikely that the outflows from the dam will be changed. CURBSIDE RECYCLING The City of Merritt was recently advised by the TNRD, that some curbside recycling containers were contaminated with items that are not permitted in the recycling containers, such as yard waste i.e. leaves, twigs etc. this contaminated the entire bin container load. Items that are not accepted also include, glass, hazardous waste, plastic bags and overwrap, dishes and cookware, paint, form packaging, garden hoses, scrap metal and toys. The TNRD can charge a penalty of $50.00 per metric tonne for contaminated loads. These penalties could result in an increase to garbage fees for residents. Please be cognizant and do not contaminate your curbside recycling container with materials that are not permitted. The City and the TNRD appreciates your cooperation.

BC Wildfire Service put its new recruits to the test this month in Merritt. Three weeklong camps designed to teach recruits the fundamentals of fighting forest fires took place at the provincial training centre in May. Chief fire information officer Kevin Skrepnek said the BC Wildfire Service trains roughly 200 new firefighters each year, supporting a provincial wildfire fighting force of over 1,000 people. It’s no easy feat to earn one of those spots, Skrepnek explained “This year we had somewhere in the neighbourhood of 1,500 applications, so it’s very, very competitive,” he said. “The folks who
come to Merritt have already gone through quite a bit of rigour just to earn a spot at bootcamp.” The camp, a mixture of classroom instruction and physically demanding fieldwork, pushes the recruits to their limits. Nelson native John Johnson, one of the new recruits at the bootcamp, admitted he was in for a shock on day one. “I had no idea what to expect when I came here,” he said. “The first day I got bagged pretty hard, dragging hose and digging guard. I knew I was in for a good week after that.” Despite the hard work, Johnson said he wouldn’t take any of it back. “No regrets — it’s been a great experience,” he said. Avoiding the blame game If there was one mom who went unappreciated in Merritt on Sunday, it was definitely Cole Wagner Mother COLE’S NOTES Nature. Rising water on the Nicola River prompted the city to issue more evacuation orders to some residents in the Nicola River floodplain. Others remained on evacuation alert — allowed to stay in their homes and watch the water slowly creep towards their front door (or in other cases, up through the basement). When the threat of flood water poses a risk to a person’s family, or threatens the sanctity of their home, you can forgive a little irritability that comes along with the question on everyone’s mind: How did we get here (again)? How can we say that this year’s flood season is “unprecedented,” when people’s backs are still sore from sandbagging last year? The somewhat unsatisfying answer is that the weather is an unpredictable and fickle beast. Human nature dictates that in times of crisis, people want to know who is responsible. And blame naturally follows. But the reality is that hydrologist and dam operators did the best they could have to prepare for this year’s freshet season. Both Nicola Lake and Mamit Lake were drained down to the point where they might have been mistaken for rather large puddles, not major bodies of water. And it still flooded. So while cursing the sun is one viable option, pointing fingers is not. Those hands would be better used to fill sandbags instead. After all, it’s Mother Nature’s world out there — we’re all just living in it.

A second chance for Malaysia Mahathir Mohamad was always a curious character. He was prime minister of Malaysia for 22 years, and although he did not enrich himself many of his GWYNNE DYER cronies did very well The international from corrupt pracSTAGE tices that he did little to curb. He was a ruthless authoritarian who had his own deputy prime minister, Anwar Ibrahim, jailed on a trumped-up charge of sodomy when Anwar called for economic and political reforms in 1998. But he preserved Malaysia’s basic democratic institutions when ethnic resentments threatened to overwhelm them, and he left the country in good shape economically when he retired at the age of 75 in 2001. It’s unlikely that he ever imagined he would be returning to power at the age of 92. Like Mahathir, his successors in office came from the United Malays National Organization, a party claiming to represent the Malay half of the population that has dominated every ruling coalition since 1957.

He criticized them from time to time, but he remained a loyal member of UMNO until the flagrant corruption of the last prime minister, Najib Razak, drove him to quit the party in 2016. Najib’s thievery was big and brazen. $4.5 billion disappeared from a state investment vehicle called 1 Malaysian Development Berhad (1MDB) on his watch, and $700 million of it ended up in his bank account. (He said that it was a gift from a friend in the Middle East.) Many other people in his government also got large sums of money, but only Najib bought a hundred-metre yacht complete with helicopter pad and movie theatre. The theft began shortly after Najib won the 2008 election, and by the 2013 election so many Malaysians were aware that something was seriously wrong that the opposition coalition, led by Anwar Ibrahim (who had been released from jail in 2004), got a majority of the votes. It didn’t win the election, however, because Malaysia’s first-past-the-post election rules gave Najib’s coalition more seats. By now the U.S. Department of Justice and the FBI were going after $1.7 billion of 1MBD money that had been spent or hidden in the United States — “The Malaysian people were defrauded on an enormous scale,” said Deputy

FBI Director Andrew McCabe — but Najib just carried on as before. When Anwar Ibrahim’s support continued to grow, Najib had him arrested, tried on another sodomy charge, and jailed for five years in 2015. The following year Mahathir Mohamad quit the ruling party because he was “embarrassed” by the corruption, and popular protests began in the streets of Kuala Lumpur. Najib didn’t even blink. Last year Najib dismissed his own deputy and the attorney-general for making critical comments about the scandal, and in January the new attorney-general he appointed declared him free of any guilt over the affair. That was when Mahathir Mohamad’s patience ran out, and he declared that he would lead the opposition coalition against Najib in the 2018 election. He promised that he would immediately get a royal pardon for Anwar Ibrahim if he won, and would hand over the government to Anwar within two years. Although nobody quite trusted him, enough voted for him anyway, and the Malay-dominated coalition led by Najib lost power for the first time in the country’s history.

Leave Fido out of your road trip Editor, Just a note to the people of Merritt. Please don’t leave you dogs in the car with windows rolled up. It is very hot out there. The last two weeks I have been up town and seen dogs in cars with windows rolled up in parking lots at brand name big stores. Bylaw officers should patrol these lots and fine people who do this disturbing act. Would you leave your child in a car too? Let’s grow up people. This is not a joke. Leave your dogs at home where they belong. Driving with dogs running around inside a vehicle should be treated the same as using a cell phone when driving. B.C. has new ambitious climate goal, but still no plan to reach it B.C. Environment Minister George Heyman has unveiled the NDP- TOM FLETCHER Green gov- B.C. ernment’s VIEWS brave new greenhouse gas emission reduction targets, without giving any real hint of how these will succeed where decades of previous targets have not. The old targets from the Gordon Campbell government were based on 2007 emissions, announced as B.C. adopted Canada’s first significant carbon tax on fuels in 2008. They were a 33 per cent reduction by 2020, and a breath-taking 80 per cent by 2050. Former premier Christy Clark acknowledged a couple of years ago that the first target wasn’t going to be met, as her government worked overtime to develop a liquefied natural gas export industry. Heyman formalized that in legislation presented last week. The new target is a 40 per cent reduction by 2030, based on 2007 levels. The 2050 target of 80 per cent less carbon dioxide and equivalent gases remains, looking about as achievable now as it did when it was set a decade ago. To make it, barring some sort of technological miracle, much of B.C. will be back to using horses and buggies, if not depopulated. Reporters had a brief hallway scrum with Heyman to ask about the strategy. I’ve been following this stuff since Canada signed on to the failed Kyoto Protocol in 1992, and the political soft-shoe dance hasn’t changed much. Reporter: Aren’t these pretty ambitious targets, minister? Heyman: “They are ambitious, and we’ll be detailing over the next months particular measures, whether it’s in transportation, whether it’s in energy savings, in buildings and homes, whether it’s reductions in emissions in industry, about how we propose to bring those down. Reporter: What’s different now
from 10 years ago? Heyman: “We’re building a plan. We expect to work with all industries to see how we’re going to meet the reductions they need to make overall. What we certainly don’t want to do is disadvantage any industry in B.C.” Reporter: Do these new targets take into account your latest incentives for LNG Canada? Heyman: “We have to see how we can meet an overall industrial emission reduction target, and where any increase in certain industries would fit into that. Our government was very clear to the proponent that we’re setting targets and it all had to fit.” Translation: Building a plan means there still isn’t one. Not disadvantaging B.C. industries is a fabrication. Powdered cement is already being imported from the U.S. and China. So how far are we from reducing B.C. emissions by a third, as 2020 approaches? I wish I could tell you, but neither the federal or provincial government is very forthcoming with that information. The most recent data I could find from either source is from 2015, showing a modest reduction between 2005 and 2015. The previous B.C. government provided some emission tracking data as the carbon tax started going up in small steps. It showed a big drop-off after 2008, which everyone except then-environment minister Terry Lake acknowledged was a result of a world-wide recession and financial crisis that ground investment and construction to a halt. The B.C. economy was ticking along pretty well in 2007, lots of cars and trucks being bought, lots of construction and so on. Nothing like today, however, with population up substantially and concrete highrise construction everywhere you look in major urban centres. Our gasoline prices are at record highs, and despite that I’m pretty sure our greenhouse gas emissions are too. The only real plan so far is to keep raising taxes until emissions fall. DUMP PROBLEMS WILL BE COSTLY Problems at the Lower Nicola landfill site are becoming worse and regional district co-ordinator Fred Hart says it’s “getting to the point of being ludicrous.” Last night someone broke into the dump site and set fire to the landfill, Hart reported. Contractors arriving at the site this morning immediately notified police and the regional district and then began the lengthy job of trying to extinguish the blaze. “We’ve had constant dumping outside the gates of the dump almost every day,” Hart said. “It’s at the point now where we’re going to have to hire more people to take care of the site. “There’s going to be some pretty big bills to pay there.”

She said she’s ready for long days on the fire line. “I knew there were a lot more men in the program, but I love challenges and pushing myself to the limit,” she said. Each of the weeklong camps culminates in a field day — the recruits’ last chance to prove themselves in the bush. “The field day is kind of the culmination. Up until that it’s kind of a mix between classroom and field stuff, but they basically run through a full-day scenario of the life cycle of a fire,” Skrepnek said. According to Skrepnek, they can be deployed across the province within days. “In terms of where
they could be working, we have bases right from Fort Nelson to Cranbrook to the Island — right across the board,” Skrepnek said. There’s a lot for participants to take in at the training camp, but the lessons have just begun for these new firefighters, Curns explained. “We give them the foundation here, but there’s always new things to do,” she said. “They’ll learn a lot this week but they’ll continue to learn whether they’re with us for two years, five years or 10 years or more.”

Council rejects development on Pine Street Dara Hill THE MERRITT HERALD
The City of Merritt nixed a rezoning application for 1330 Pine Street at the city council meeting on May 8, but developers say it’s “far from over.” Real estate agent Georgia Clement presented her case to move forward with the application to build 20 single-unit homes on four acres of agricultural land in Collettville at the meeting. One of her goals, she said, was to remind council of their duty to act fairly and in the interests of the entire community. She said Coun. Diana Norgaard and Coun. Ginny Prowal already made their decision to oppose the development before first and second reading. She added the two councillors have influenced the opinions of other councillors and should remove themselves from further voting on the application. “Unfortunately two of the councillors before us have failed in carrying out that duty. At

the meeting on April 17, both councillors Prowal and Norgaard stated publicly that they are against this rezoning,” she said. “Both councillors Norgaard and Prowal should respectfully recuse themselves from the vote this evening due to the bias evident in their on the record comments at the last meeting.” At that point in her presentation, Mayor Neil Menard stepped in. “Miss Clement, just hang on here. You’re overstepping a little bit in reference to some of the councillors and I
think it’s a bit unfair,” he said. “The thing we’re talking about here is that bylaw and moving it forward, so I would ask you to speak to that and your reasons why it should be done, not taking on any of the councillors and or trying to point fingers for not supporting something.” In response, Clement said she’s dealing with a legal issue in pursuit of a fair and unbiased process with the city. “I think that when we come to these meetings and we give you our options and our applications, that we
just expect to be treated fairly and not to have predetermined decisions handed to us before we’ve had a chance to give anybody the information,” she said. In an unspoken part of her speech later emailed to the Herald, Clement wrote that Norgaard’s and Prowal’s comments may require the rezoning to be heard by a court in order to get a fair unbiased decision. “Our lawyer will be in touch with the City of Merritt to determine a way to go forward and whether there will be a Public Hearing, or there will be a Court decision,” it reads. Coun. Brown was the only member of council to vote in favour of bringing the rezoning application to a first reading, and the motion was defeated. Public applause followed the termination of the motion.

Hearing produces no solution to route issue Dara Hill THE MERRITT HERALD
Despite a 13-hour hearing in Merritt to determine the best route for the Trans Mountain pipeline expansion project, Kinder Morgan Canada and the Coldwater Indian Band are at a stalemate. As a decision was not reached on May 10, both Kinder Morgan Canada and Coldwater are to file their final arguments to the National Energy Board (NEB) in writing. According to an NEB representative, these final submissions are expected by May 22, and the panel will then take two to three months to make their decision as to whether or not Kinder Morgan has proposed the best possible route for the expansion. The proposed route for the Trans Mountain expansion project, which would see the

Chief Lee Spahan noted the risk of contamination to the band’s sole water source can’t be understated. “Water is life — water is sacred. Without water, nothing can survive and that’s why
we need to protect it for now and for the future generations,” he told the Herald last month. The NEB, in its review of the Trans Mountain project, acknowledged there was a lack of consultation done by Kinder Morgan with the Coldwater band on the subject of the groundwater aquifer. As one of the 157 conditions
for approval, the NEB required that a hydrogeological study to be completed by Kinder Morgan to evaluate aquifer characteristics, the risks the route poses to the aquifer and how the company will address those risks. Chief Spahan said the work has yet to begin.

Data from a geological study involving Highland Valley Copper mine near Logan Lake could lead to a faster way to identify mineral deposits in B.C. Genomic sequencing — technology traditionally used in the medical industry to detect DNA — is an emerging science in the mining sector.
At HVC and two other mines in the province, genomic sequencing is being used to try to detect changes in the micro-organisms living in soils over bodies of ore, thanks to funding from Geoscience BC. “We are now talking about using biology to discover buried mineral deposits,” Bruce Madu, Geoscience BC vice-president of minerals and mining, told KTW at this year’s
Kamloops Exploration Group mining conference in Kamloops. Soil samples collected from HVC and mines on Vancouver Island and in the Cariboo have been stored at the University of British Columbia and are being processed, Madu said. Results are expected sometime in the summer or early fall, he said.

“A positive result from Highland Valley Copper would be that there are specific species of organisms that show up overtop of a mineral deposit,” he said. “A negative result would be that it’s the same species overtop the ore body as it is some distance away from the ore body.” If a pattern exists over the already identified ore deposits at these active mines, the technology could prove to be a successful way of detecting new mineral sites. “This is medical technology used to develop the human genome, commercialized,” Madu said. The next step would be to continue testing, Madu said. “The idea would be that we complete the research and develop the methodologies so the [mining] sector can adopt it and use it them-
selves,” Madu said. He said sequencing equipment has become much cheaper than it was 10 years and is smaller in size. “Literally, it’s gone from machines the size of rooms down to hand-held units that can allow you to analyze samples for small fractions of a dollar per sample,” Madu said. The mining industry traditionally uses chemistry to detect potential mineral deposits, but that process can take several months, Madu said, noting the emerging technology in genomic sequencing could prove to provide real-time results. “I think one of the benefits will be with the portable technology that is now being developed. You may be able to analyze samples in the field,” Madu said. “We don’t know if it’s going to work, but it certainly seems to be quite promising.”

British Columbia is the largest producer of copper, and second-largest producer of silver, in Canada. As we transition to electric vehicles, solar panels and wind turbines, those minerals will be even more essential. The average two-megawatt wind turbine contains five tonnes of copper and 230 tonnes of steel, and electric cars require up to four times more copper than conventional vehicles. Panthers crowned as West Zone champions Cole Wagner THE MERRITT HERALD
The Merritt Secondary School Panthers put on a record-breaking performance at the West Zone Track and Field Championships on May 9, en route to being named the overall points champions at the meet. The Panthers prevailed over their rivals from Kamloops and Barriere to claim the title, with 411 points to Brock Middle School’s 375. Westsyde Secondary was third with 278 points. A strong performance by the girls helped power the MSS team to such a great finish. Grade 8 Mariska Wekking had an especially productive day, coming home with three gold medals in the 100 metre dash, 200 metre
dash and long jump events. Not to be outdone, several Panthers etched their names in the record books. Brody Pattison (high jump), Cienna Warrington -Wright (shot put), Isabelle Heard (high jump) and the junior boys relay team (Mason Hintz, Spencer Nagata, Cole Jackson and Jay Peralta) set new meet records during the championships in Kamloops. “As a team we simply had a great day with some extraordinary showings by some of our members,” said head coach Randy Sheldon. For many of the athletes, the West Zone meet serves as the first step towards earning a spot at the provincial championship meet, beginning on May 31.

The Merritt Otters are reviving an old program with a new twist. Starting on May 22, the local swim club will be bringing back the “Ought to be an Otter”
program, which encourages locals to give water sports a try — free of charge. This year, the club will be offering free water polo practices to kids between the ages of 8 to 18 — no experience necessary.
The free program will run until the end of May, giving participants the opportunity to try out the game at five sessions: Tuesday nights from 7:30 to 8:30 p.m., Thursday nights from 7:30 to 9 p.m., and on Monday morning from
7:30 to 8:30 a.m. Water polo is a relatively new offering for the Merritt Otters. The club fielded its inaugural team last season as the only water polo team in the Okanagan. Otters head coach Gabe Lee explained

A local cyclist aims to spread the joy of travelling on two wheels by hosting a “bike-packing” course on May 24. “Really, bike-packing is just backpacking on a bicycle,” said Darch Oborne, who will be teaching the course. “You can go so much farther, so much faster — and have a lot more fun.” The course will run in time for participants to celebrate International Bike Travel Weekend on June 2 and 3. Oborne plans to invite the participants of the course on a short
overnight trip, leaving from Breathe Bikes on June 2 and returning on June 3. The ride will be about two hours long, before breaking for camp in the evening. “I’m bullish on biking and I’m bullish on Merritt,” said Oborne. “That’s what it’s all about, coming to Merritt and enjoying yourself.” The course and the trip is designed for beginners, with no “elaborate or expensive gear required,” said Oborne. Sandra Leigh Harrison Berg It is with shattered hearts that her family announces the unexpected passing of Sandra Leigh Harrison Berg on Monday, April 30, 2018 at the age of 70 years after a short, yet valiant, battle with cancer. Sandi was born in Cumberland, Vancouver Island, British Columbia on September 30, 1947. She was the third child of Estella Mae Brankston and D’Arcy Weir Harrison. She is predeceased by her parents, her stepson Randy (Debbie) and her beloved husband, Loren. Almost from the beginning, Sandi had a light which shone beyond her circle. She was active, athletic, musical, outrageously funny and completely captivating. She liked to say that she was the original sufferer of MCS (Middle Child Syndrome) and was very quick to lean on that condition as an excuse for any sort of behaviour her parents found unacceptable. To her siblings delight, she could cry on command – a very useful talent when faced with any sort of parental wrath. To say she had a handle on “dramaâ€? is so understated that those who loved her simply grin and shrug!! Sandi’s humour and direct way of dealing with things hid a tender and overwhelmingly loving heart. She spent her adult life nurturing not only her own kids, but also those that others could not or would not protect. She preached endlessly on the need for love and loyalty to family. For her, family – whether blood or chosen – was above all else. Everywhere she went, she was accompanied by a small army of kids, all of whom were sheltered within her care. A visit to her home was an adventure. She seemed not to notice the commotion – it was, after all, the sound of family. Intent on surrounding herself with those she loved, 6DQGL SXUFKDVHG D Ă€VKLQJ UHVRUW ZKLFK VKH FDOOHG “Family Tiesâ€?. She said, “Just come up here and hang out – this place is for you!â€? It became the centre of her universe and will forever be her Happy Place. Sandi leaves so many behind who will mourn her loss deeply – her siblings Pauline (Joe), Norma, Maureen (Rob) and Philip; her children Tam (April), Jody (Bruno), Danielle (Kyle), Justin (Tara), Tara and Shane (Sara); her grandchildren Tori, Amanda, Natasha, Rylee, David, Bodhi, Todd, Ryan, Kyler, Bryson, Carsen and Mylah; numerous nieces and nephews; the dozens of sheltered RQHV ZKR FRQWLQXH WR VWD\ LQ WRXFK DQG WKH Ă€YH who remained in her care to the end – Barbara, Richard, Lillian, Blaze and Amadeus. Cards of Thanks Willie was born January 27, 1933 in Renton, Scotland. He spent his younger years in Scotland and in his mid-twenties immigrated to Canada (British Columbia) looking for a better life for his young family. Willie worked as a welder in the shipyards of Vancouver until his retirement in 1993. Shortly after his retirement, Willie moved to Nicola Lake (Merritt) with his wife Moira, where he enjoyed fishing, gardening and going on long walks with his wife and his dogs. One of his many passions was soccer, he loved the game and was a lifelong Rangers FC fan and spent many years playing and coaching sharing this love of the game with others. Willie is survived by his loving family: wife Moira; daughter Eleanor and son David (Lynn) and many family and friends in Vancouver and Scotland. He was our Husband, Dad, Brother, Uncle and friend and will always hold a special place in our hearts. We will cherish the memories we have of Willie.

INDIAN BAND ECONOMIC DEVELOPMENT COORDINATOR The Coldwater Indian Band has an immediate and exciting opportunity for a temporary full time (Fiscal Year end) Economic Development Coordinator and reports to the Coldwater Indian Band Administrator. The Economic Development Coordinator is responsible for assisting the Band Administrator in the overall CED initiatives of the Coldwater Indian Band. Work with Lands Department to develop the bands designated Industrial Area. The individual will also assist the band membership with Economic Development applications for funding, feasibility studies, gaining employment, & training, Managing Economic Development Initiatives through grant funding, etc. The individual will also assist the band with the management other Coldwater Indian Band companies, Ltd’s and Economic Development interests. The individual will also assist by applying for Grants and other funding to assist with these initiatives as well as for the band membership seeking gainful employment.
