Federal government buys pipeline Cole Wagner THE MERRITT HERALD
The federal government has reached an agreement with Kinder Morgan to purchase the company’s Trans Mountain Expansion Project and related pipeline and terminal assets for $4.5 billion, in a deal that is expected to close by the end of the summer. “Our government believes that the commercial agreement we have reached with Kinder Morgan is the best way to protect thousands of good, well-paying jobs while delivering a solid return on investment for Canadians,” said Finance Minister Bill Morneau in a statement on May 29. “This is an investment in Canada’s future.” According to a news release from the ministry of finance, the agreement will “guarantee the resumption of work for the summer construction season.” However, the federal government does not intend to remain as the long term owner of the pipeline, and will look to
sell the project and related assets to investors and new owners “in a way that ensures the project’s construction and operation will proceed in a manner that protects the public interest.” The B.C. government is carrying on with its reference case against the Trans Mountain pipeline expansion, Premier John Horgan told Prime Minister Justin Trudeau in an early-morning phone call Tuesday. Horgan told reporters in Victoria the federal government’s takeover of the project changes the legal situation, but his contentious legal action isn’t aimed at any specific project. It’s about the province’s jurisdiction to regulate bitumen transport by pipeline, rail or road and B.C. lawyers have advised that it can proceed, he said. The federal takeover of the existing line makes the Trudeau government “totally accountable” for risks of a tanker spill, and “allows me to have more candid conversations with the owners of the pipeline,” Horgan said. Andrew Wilkinson said taxpayers will be the owners of the project. “John Horgan picked a fight with Alberta and provoked a constitutional crisis with Ottawa over this project and this is now the embarrassing result,” Wilkinson said. “Horgan and the NDP will continue to play politics with British Columbia’s future, and this time it will cost us billions.” Dan Albas, Conservative MP for Central OkanaganSimilkameen-Nicola, also
expressed skepticism with the deal. “This announcement does not in any way address any of the opposition from the BC NDP government who has stated they remain opposed,” stated Albas in an email to the Herald. “Although I support the Trans Mountain pipeline expansion project, I believe nationalizing a pipeline largely so that the prime minister can control the timeline from a political perspective will only
cost taxpayers billions in increased debt with no actual plan to date as to how the pipeline will actually get built.” Alberta has pledged up to $2 billion towards construction of the project, and work is underway to get construction going, said Premier Rachel Notley, but those funds “would only come into play if required due to unforeseen circumstances.”
Evacuation orders have been lifted in Merritt, outflows from the Nicola Lake dam have been decreased but another issue has started to loom over water supply in the Nicola Valley. “We did a pretty large reduction in outflows on [May 25], just before the weekend,” said Sarah Simon, the hydrologist in charge of operations at the Nicola Lake dam. Flows were reduced again
“Everything seems to be subsiding both upstream and downstream, so that hopefully means a lot of emergency protection works can begin to come out and people can get back into their homes,” said Simon. While outflows from the dam peaked at about 75 cubic metres per second earlier this month, the levels were expected to be down to approximately 30 to 35 cubic metres per second this week. With the help of local arborist Greg Vanosch, the team managed to coax the curious feline into a carrier, and didn’t let the cat out of the bag as rescuers descended from the tree. A dog died after being rescued from a bank on the Coldwater River on May 22. According to Sgt. Norm Flemming with the Merritt RCMP, a
group of volunteers were already on the scene when RCMP arrived, and had removed the 10-year-old Alaskan malamute from the mud. But after a visit with the veterinarian, the decision was made to
put the dog to sleep due to a pre-existing illness. A member of the family who owned the dog reached out to the Herald to explain that the canine was already suffering from some age related health issues before the incident on

Bonds thicker than water Despite the fact that many locals are eager to turn the page on another eventful month in Cole Wagner the Nicola COLE’S NOTES Valley and bid farewell — or, some might say, good riddance — to the soggy month of May, we would be remiss if moved on without recognizing the efforts of countless Merrittonians during a trying time. With the water rising across the Valley and people’s property at risk, our community donated their time and resources to fill sandbags, transport them to and from affected areas and provide snacks, drinks and treats to those working the line. Down in Lower Nicola, when a surging Guichon Creek washed out the 10 Mile bridge and severed the main transport route between the small community and Merritt, community members banded together to make grocery runs, swap resources and check on each other. There was even a group of volunteers who put together a home cooked meal for the road crews working long hours to repair the bridge. With any luck, the worst of the flooding is now behind us. Water levels will begin to drop in the Nicola and Coldwater Rivers, and for many, the long and arduous task of rebuilding begins. Some psychological studies have noted that shared suffering tends to bring members of a group closer together. It turns out “what doesn’t kill you makes you stronger” isn’t far from the truth. It is this thin but meaningful silver lining which comes along with emergency situations — locals are compelled to chip in and help out in any way they can. And in doing so, the community itself grows more cohesive.

So let’s not waste time speculating on the unknowable. Let us just assume that the meeting between Trump and North Korean leader Kim Jong-un actually goes ahead in the end. What would be a good outcome that stays within the bounds of plausibility? One that avoids a nuclear war, obviously, but it’s equally obvious that neither party is going to abandon its nuclear weapons. The United States, as the first country to build nuclear bombs and the only country ever to use them, sees having thousands of them as its birthright and would never consider giving

them up. North Korea’s regime has only a few, but sees them as the only real guarantee of its survival. But that can’t be entirely true, because North Korea had already survived for 57 years before it tested its first nuclear explosive device in 2006.

What served North Korea as deterrence until 2017 was a very big army (twice the size of South Korea’s army PLUS the American troops stationed in South Korea), and the ability to destroy Seoul within a day or two using only conventional artillery and rockets. Seoul’s northern suburbs are only 50 kilometres from the North Korean border, well within the range of many thousands of North Korean artillery pieces, and the metropolitan area is home to half of South Korea’s 50 million people. As the capital, it also contains almost all the government ministries and military headquarters. Not even U.S. nuclear weapons could save it from destruction in a NorthSouth war. So forget about both sides’ nuclear weapons and concentrate on the conventional balance. South Korea has twice North Korea’s population but only half as many soldiers on active service, because Seoul would rather save money and rely on (American-supplied) nuclear deterrence. Now that North Korea has nukes of its own, it too can afford to shrink its army by at least half. In fact, it can’t really afford not to.

OPINION Paying the disaster toll As several parts of the Fraser-Nicola are currently battling flood waters, many of us are concerned with how severe this flood season will be. The recently released report of last year’s flood and wildfire response contains 108 recommendations which aim to further improve safety for British Columbians and outline systematic changes for natural disaster response. Eleven of those recommendations directly relate to how we prepare and manage floods. The government says they are adopting 19 of the report’s recommendations, but has not specified which ones. What Kim could give up From Page 6 Kim Jong-un would gain a lot if the summit actually happens. Just by sitting down with a U.S. president as an equal he would win the kind of international legitimacy that always eluded his father and grandfather. If he also got an American promise not to try to overthrow him and a suspension of U.S. economic sanctions, his success would be complete. But what could he offer the U.S. and South Korea in return? Kim has already unilaterally suspended both nuclear weapons testing and further ballistic missile flight tests in order to attract Trump to the table, but he must come up with some other concessions to get the rest of what he wants. How about a deal that commits him to reduce North Korea’s army to the same size as South Korea’s, and an agreement by both sides to move their artillery at least 50 kilometres back from the inter-Korean border? That sort of deal would save Kim a lot of money without exposing him to any serious risk: it’s his secret police, not the army, that keeps his population in line. South Korea would still have no credible ability to attack the North, and Kim’s own ability to threaten Seoul with a “sea of fire” would evaporate because he would first have to move his

artillery back to the border area along roads totally exposed to U.S. and South Korean air power. This is what successful diplomatic deals actually look like. They are often asymmetric in some details, but they are more or less balanced overall and they give both parties what they really need. What Trump needs is a diplomatic triumph that feeds his ego and maybe gets him the Nobel Peace Prize, while giving him a plausible excuse not to insist on the unattainable goal of eliminating North Korea’s rudimentary nukes and ICBMs. Kim can afford to give him concessions on other military issues, because even a 10 per cent chance that one North Korean ICBM could deliver one nuclear weapon on an American city is deterrent enough to preclude any U.S. attack on North Korea. In return, North Korea gets an end to sanctions and huge savings on its bloated military spending. No promises, but this actually could happen. And if Trump and Kim did get the Nobel Peace Prize for it, so what? It’s meant as a reward for saints, but it works just as well as bait for scoundrels. While it is understood that many of these practices cannot be implemented immediately, many constituents need help now. As a member of a riding that suffered directly from last year’s natural disasters, the lack of a timely action plan to respond

And also thanks to city workers and all the volunteers, that put great effort into stopping what was a disaster for a number of streets in town and their residents from being worse. The efforts of all kept things from becoming something far worse for the city and all those areas near the rivers. Thank you very much

So far, the minister has only dedicated $50 million on prevention and risk reduction over three years. I believe more can be done to prevent a large-scale disaster like the one we saw in 2017. BAND REMAINS AT ROAD BLOCK The Upper Nicola Indian Band road block remains intact. Even though a court injunction that ordered it be taken down was served on the weekend. Band councillor Dan Manuel said “it’s been business as usual since last Wednesday’’ when band members organized their road blockade for the second time. They were served an injunction Friday to take it down and Saturday they received an enforcement notice, Manuel said. That same day an RCMP helicopter from Kamloops circled the area to monitor what was going on beyond the blockade. “They came around and kind of terrorized the kids,” Manuel said.

Two more sexual assault charges have been approved for a local masseur. Michael Jolly, who previously owned A&M Holistic Wellness and ran unsuccessfully for mayor back in 2014, was already charged with four counts of

A provincial court judge has approved a request to have the Crown disclose police records pertaining to an assault case against a Merritt RCMP officer. Sgt. Norm Flemming is facing an assault charge stemming from an incident alleged to have taken place at the Merritt RCMP detachment in May of 2017. In court on Friday via teleconference, judge Dennis Morgan ordered the Crown to disclose police reports to Flemming’s counsel. “I find that the police records sought
by the defence in this application are relevant and would be of importance to this case,” Morgan said via phone, noting there is a reasonable possibility the information sought will assist the accused in making his defence. “Although Crown takes the position that there were no grounds to arrest, and consequently the reasonableness of the force used is irrelevant, that will be an issue for the trial judge to determine and may well be informed by the information sought by the defence,” Morgan said. “Any information that could be of some use to the defence overall, and to the spe-

Council eyes cameras despite privacy concerns

Noting suspects in other municipalities have been caught thanks to surveillance, Baker said you can’t stop crime with cameras but you can hold criminals accountable to their actions. “You can catch the people responsible and they can be punished accordingly,” he said. In addition to holding suspects accountable, surveillance deters people from committing crimes, Coun. Kurt Christopherson said. “All the advice that we’re getting says that we would be up a rocky creek if we keep trying to go for it, but I’m inclined to agree some-

Baker — I think it is a deterrent,” he said. “I don’t want to place the city in a difficult position of doing this because the advice is against it, but I think there is a place for surveillance cameras and if it means that one person is going to be stopped it’s worthwhile.” Coun. Diana Norgaard stressed she wants people to feel safe in the community. “I never feel uncomfortable walking on our streets, but that’s not the same thing for a lot of other people,” she said. “I want them to feel much safer on our streets and if we can do that by providing some cameras, I don’t have a problem with that.”

The City of Merritt anticipates an uphill battle in their efforts to install security cameras in problem spots around town. Despite city staff ’s recommendation not to proceed with the application, council voted in favour of installing security cameras at the Nicola Valley Memorial Arena and the walkway behind Railyard Mall at the May 22 regular city council meeting 6-0. Coun. Linda Brown was not in attendance. Council plans to move forward with their application to install security cameras at the two locations, the latter of which has been a focus for crime prevention over the past several months. “I think we live in a far too liberal society and I don’t see any reason why we shouldn’t be able to have cameras to keep the crime rate and everything down — it’s getting a little ridiculous,” said Coun. Mike Goetz. The process, however, may be easier said than done. The main hurdle the city faces will be having their application approved by the Office of the Information and Privacy Commissioner (OIPC) which, according to a report from Merritt city staff, has taken a firm stance on video surveillance and may not allow the city to install security cameras due to privacy issues. A memo from the OIPC released in February explained surveillance cameras have little or no effect on reducing crime, but pose serious privacy concerns in public places. The city’s report also makes note that an application for security cameras in the downtown area by the City of Terrace was rejected by the OIPC, and the City of Vancouver elected not to pursue the installation of security cameras on Granville
Street because officials didn’t think they’d be able to conduct regular surveillance while complying with privacy laws. Responding to the recommendation to consider less privacyinvasive measures

Merritt RCMP have yet to identify suspects for a recent shooting and a break-in at the Shell gas station. The early morning shooting on Clapperton Avenue on May 18 is still being investigated, and Sgt. Norm Flemming said he’s confident RCMP will eventually piece together the puzzle. “We’re still following up on a couple of tips that have come in, and we’re looking at a number of different avenues for it, but unfortunately nothing that has born us the magic moment where everything comes together,” he said. “So we’re still actively investigating it
and I have faith we’ll get what we need eventually.” Flemming maintains his position that the public don’t need to be concerned for their safety at this time. “I don’t think that we have a general cause for alarm in the community,” he said. “I think this was an isolated incident and as the investigation progresses we’re getting a clearer picture.” Video surveillance footage has provided Merritt RCMP with a glimpse of the suspects of a break-in at the Shell gas station on May 18. However, identifying and tracking down the individuals could be a lengthy process, Flemming explained.
“I’ve reviewed the security video. They had hoodies up and masks on — it’s very, very difficult to identify anyone,” he said. “If the folks are from another part of the province — travelling criminals will often get away with it for a while because nobody knows them.” Flemming said he encourages anyone who may have information regarding these crimes to contact Merritt RCMP at 250378-4262 or Crime Stoppers at 1-800-2228477, noting that all tips are welcome. “It’s those [little] things sometimes that provide the last little piece of the puzzle you needed to put it together,” he said.

By the time this paper lands on doorsteps, the Merritt Secondary School track team will be en route to Langley to compete in the BC High School Track and Field Championships. Thirteen MSS athletes will be on the bus, representing the largest provincials-bound squad Randy Sheldon has coached since restarting the track program at MSS six years ago. “A lot of them are newcomers, so it’s pretty impressive,” said Sheldon. The team will be headed into the provincial meet with momentum, thanks to an excellent — and in some cases, record breaking — performance by MSS ath-

on the podium at the provincial meet, said Sheldon. “They’re both going into provincials ranked in the top five,” he said. Merritt will be well represented across all categories of competition, as two junior girls (Isabelle Heard and Mckenna Hack-
Mortimer) also qualified by placing in the top four in high jump. Brewer’s fourth place finish in long jump at the Okanagan meet ensured that he will compete in multiple events at provincials, while fellow junior Nicolas Willey earned a spot in both the discus
and the shot put events. Rounding out the junior boys, Leif Ellingsen will also compete in the shot put at provincials, as well as the javelin toss. The veteran of the squad, Pattison, will compete in the senior boys triple jump and long jump events as well

The first-ever Merritt Secondary School Ultimate team wrapped their season at an invitational tournament in Surrey last weekend. The team, coached by Shelley Moorhead, was assembled this year after the sport was officially sanctioned by BC School Sports. While a number of teams from across B.C. competed for the provincial banner on May 24 and 25, the MSS squad opted to attend an invitational tournament in Surrey instead. “It was an introduction year for us, and kind of the whole Okanagan,” explained
Moorhead. “Instead of going into Okanagans or playoffs, we decided to go into this invitational in Surrey.” The co-ed team, which consisted of students in Grade 9, 10 and 11, played exhibition matches against teams from Kamloops in preparation for the Surrey tournament. And while the learning curve was steep for the rookie Merritt team, Moorhead said there was consistent improvement in each of the five games contested by the Panthers. “I think the kids really enjoyed it. Huge learning curve but they did fantastic,” she said. The future of Ultimate in the Nicola
Valley will depend on how many students stay interested in the sport, Moorhead noted. “We would have it available for kids to play every year and hopefully if the interest is there, we can go to the Okanagans and play some actual non-exhibition games,” she said. Ultimate is a unique among BC School Sports activities, as the game is played co-ed and without referees — teams are responsible for calling their own violations. Richmond’s RC Palmer Secondary School and Vancouver’s Eric Hamber Secondary School took home firstever BC School Sports banners.

Meanwhile, a host of newcomers will have their first taste of provincial competition, as seven Grade 8 athletes qualified for provincials based on their performance at meets during the track season. Sprinter Mariska Wekking will be featured in both the 100 and 200 metre dash, while Semiah Oppenheim will be at the other end of the distance events, competing in the 1500 metre run. Continuing the trend of Merritt’s dominance in the high jump event, Hannah Howard earned a spot at the provincial meet, as did Cole Jackson. Jackson will also have a chance to test his mettle in the shot put. Cienna WarringtonWright will compete in the girls’ shot put. Avery Warren qualified in the girls’ 80 metre hurdles, and last but not least, Mason Fox will compete in the boys’ javelin throw. Despite his team’s
relative lack of experience, Sheldon said he doesn’t anticipate the young athletes being intimidated by the competition at provincials. “They’ve been exposed to the nice track and the way the officials run the races,” said Sheldon. “They are no strangers to the guns going off and the officials telling them how it works.” Regardless of the end results, Sheldon said the experience of competing on a big stage will be beneficial to the development of the program and the athletes. “They have nothing but a good experience there. The athletes are competitors but they’ll also shake your hand at the end and say good job,” said Sheldon. “A lot of camaraderie there.” The BC High School Track and Field Championships is set to get underway on May 31 and conclude on June 2 at the Mcleod Athletic Park.

Merrittonians have the chance to meet Olympic athlete Mercedes Nicoll while raising funds for the B.C. Children’s Hospital at Merritt’s first annual Royal Bank of Canada (RBC)’s Race for the Kids this
Sunday, June 3, at 9:00 a.m. Starting at Voght Park, runners and walkers alike will embark on their choice of a two or five kilometre jaunt while raising funds to support cancer research and treatment and pediatric mental health initiatives at the B.C. Children’s
Hospital. Local RBC branch manager and race organizer Louise Grenier said she’s excited to host professional snowboarder Mercedes Nicoll — who has four Olympic appearances under her belt — at the event. “We’d love to show her some amazing
support,” she said. “Merritt’s the first community to host these satellite runs, they’ve been held in major cities since 1986 and B.C.’s never had one outside of Vancouver,” she said. As it’s the first run in Merritt, Grenier said this year’s focus is on raising awareness.
“There’s many people here who use the hospital,” she said. “Bringing awareness to the B.C. Children’s hospital is ultimately the first thing we want to be able to do.” The cause hits close to home for client advisor Trisha Inglis, who partnered with Grenier to plan the event. “My niece was born with two holes in her heart and spent a lot of time [at the B.C. Children’s Hospital]. She still has a lot of

issues, so anything I can do to give back to them — that was my inspiration,” she said. “And all the other chil-
dren as well — I know so many people who have had kids that have been there and they’ve helped a lot, so I can’t imagine what we’d do without them.” The organizers said they’re hopeful 50 participants will come out on Sunday, and their sights set on a fundraising goal of $5,000. Finishing just behind Maya, Andee Walker (right, top) earned the all around reserve title riding a 16-year-old mare named Annie. Kolt Alexander, a 10-year-old cowboy from Merritt, took home a commemorative coat as the all around junior boys reserve winner. The Nicola Valley Thunder bantams split a pair of games against a team from the North Okanagan on the weekend. The first half of the home-and-home series was a hard fought affair for the Thunder, who usually have no trouble finding the back of the net. But the vaunted Thunder offense was nowhere to be seen in the first period, and the team found itself down 2-0 at the conclusion of the opening frame. But the Thunder refused to be blanked, and came out with an
explosive start to the middle period with a goal from Jalen McRae, assisted by Cortez Charters and Lucas Schmid. The teams then traded goals mid-way through the period, with North Okanagan scoring first. Schmid had the answer for the Thunder, this time assisted by McRae. But the North Okanagan team restored a two-goal lead before the period expired. A lone goal from McRae in the third wasn’t enough to complete the comeback for the Thunder, who fell 4-3. In the second game of the weekend, this
time contested in the Nicola Valley, the Thunder scorers found a spark early, and never let off the gas pedal. By the end of the second period, three Nicola Valley scorers put up five goals on the opposing side. McRae, Ostyn Fox and Schmid (3) were the scorers, while Carter Shackelly, goaltender Tyson Jarvis, Austyn Streek and Schmid picked up assists on the goals. Jarvis’ shutout bid was spoiled in the third, but the offensive barrage kept coming from the Thunder, as Fox, Shackelly, Charters and Schmid found the back of the net in the final frame. Assists went to
Shackelly and McRae (2) as the game finished 9-1.
Midget
The Thunder midget squad also came away with a 1-1 record after a pair of games against North Okanagan and Penticton. On May 26, the Thunder’s Bill Brewer scored four unassisted goals, but the effort fell short of earning a ‘W’ for the home team. Penticton’s depth played a role, as seven different players scored for the visitors, as the game finished 9-4. But Sunday’s match against North Okanagan was a lower
scoring affair. After a scoreless first period, the Thunder activated their offense for three goals, including two from Sajjin Lali and Connor Kaboni. Brewer, Cody Patterson and Jorden Parr picked up the assists. Heading into the third with a 3-1 lead afforded the Thunder a little breathing room, but the feeling was short-lived as North Okanagan pulled within two in the early going of the final frame. But Lali’s second of the game sealed the deal for the midget Thunder squad, with Payton Fox earning the ‘W’ after a bounce back effort in net.

Albert (Bert) Seymour, passed away peacefully at the Nicola Valley Hospital on May 14, 2018, at the age of 87 years. He is survived by his daughters, Josie (Archie) of Tonasket, USA, Donna (Clay) of Kamloops, Ruby, Louise, sons Wayne (Shona) from Shackan, Jackie from Shackan and grandchildren (too many to name). A funeral service was held on May 18, 2018 at 11:00 AM at Shackan Band Hall, with Reverend Jim White and Bishops Barbara and Gordon Light. Interment was at the Shackan Cemetery. Albert (Bert) Seymour lived most of his life on the Shackan Reserve. He moved around to different places because of his work: Sheets Camp, picking strawberries, Dot Ranch & Nooaitch, while working for the CP Rail. He lost his wife Joyce Adams, June 6, 2016 and he missed her dearly. When Bert’s health began to fail, he moved into the Thompson View Manor in Ashcroft, from October, 2017 to February, 2018. Thank you so much to the staff. Bert became lonely and unhappy so far away from family and friends. He eventually moved into Coquihalla Gillis, mid February 2018. He felt right at home because he was close to family and friends. He became the meet and greet person, sitting by the front entrance of Gillis House. Thank you so much to the staff who started to call him Uncle Bert & Poppa Bert. Thank you to the nurses and doctors at the Nicola Valley Hospital for the care you provided to our dad, poppa and uncle. He had the greatest send off with so many hand drummers during the wake and his funeral. He was ordained First Nations Pastor in the Anglican Parish. Thanks to Reverend Mike Watkinson, Reverend Jim White, Reverend Danny Whitehead, Reverend Terry Neilsen, Reverend Don Krausert and Bishops Barbara and Gordon Light. Joyce Adams, (mom, yaya, aunty) and Bert Seymour, (dad, poppa, uncle) together again. Gone but never forgotten ~ Your children, grandchildren and great grandchildren. Bert believed that all religions have the same creator and that all religions are the same, not one better then another. He welcomed followers of the Bahai faith and Jehovah’s Witness faith into his house. Thank you so much to Joanne Lafferty and Nkixwstn James for the traditional aspect of the wake. Thanks to Rena Jones and Dawn Chypyha from Scw’exmx Community Health.
