Crews move quickly to contain wildfire Dara Hill THE MERRITT HERALD

A seven-hectare wildfire that sparked just west of Merritt last Friday (Aug. 3) was quickly held by BC Wildfire crews. The wildfire, which ignited near Highway 8, is believed to have started after a tree fell on power lines in the area. Highway 8 was temporarily closed in both directions as air tankers, helicopters and firefighters battled the blaze on Friday. Considered “held” by BC Wildfire Service later that same afternoon, the fire no longer poses a threat to the residents of Merritt.

Driver involved in weekend police chase also suspect in vehicle and firearm theft Dara Hill THE MERRITT HERALD

An erratic driver who initiated a police chase over the weekend is believed to have also stolen goods from a local residence. Merritt RCMP noticed a grey 1996 Dodge Pickup truck driving recklessly and nearly striking a pedestrian on Voght Street around noon on Saturday. According to Staff Sgt. Lorne Wood, police attempted to stop the vehicle, but the driver fled and was pursued on Highway 8 and then north on Highway 97C. “We figured he was heading towards the festival grounds, so we pushed him out of town,” said Wood. The vehicle was aban-

doned on 8 Mile road, according to Wood, and the subsequent investigation revealed the truck had been stolen out of Penticton. Local RCMP believe the pair then broken into a residence near Highway 97C, stealing a firearm and another vehicle. “We’re still following up on some different forensic evidence. It’s our hope something will come together, and we can charge them.” Despite the assistance of RCMP Air Services and the Police Dog Section, the two suspects have yet to be located. Anyone with information is urged to contact Merritt RCMP at 250-378-3955 or Crime Stoppers at 1-800222-8477.

Local students march in Pride Parade There were a few familiar faces at this year’s Vancouver Pride Parade. Merritt Secondary School (MSS) students in the Pride Club and Aboriginal Voices Group who were denied a rainbow crosswalk earlier this year were invited to march with the Vancouver pride community at this year’s parade. MSS’z Kati Spencer is the Pride Club’s sponsor teacher, and said the experience isn’t one she’ll forget any time soon. “It was amazing knowing there were many people in the crowd who

personally helped get us there, because it costed a lot of money to get us there and they raised it all,” she said. Spencer confirmed nine individuals from Merritt were able to make the trip, including five current MSS students and two former students, one of whom started the pride club. “It was her legacy,” Spencer said. In addition to the parade itself, meeting the drag queens that fundraised for the students to be there, as well as meeting Prime Minister Justin Trudeau, were highlights of the weekend.

Plans are rolling to allow recreational marijuana sales in Merritt. Councillors approved amendments to the bylaw that covers recreational marijuana sales at a regular city council meeting on July 24. The amended bylaw restricts cannabis retail operations to the three commercial zones that currently allow liquor sales in Merritt, and sets a limit of four dispensaries city-wide when recreational cannabis is legalized on Oct. 17. The amendment

also prohibits shops from opening within 150 metres of a park, cemetery or school and within 100 metres of another retail cannabis sales store to avoid clustering. Another buffer of 150 metres was set surrounding White Bear Daycare. “There was a desire, an interpreted desire perhaps, by council to provide some sort of upfront certainty to potential future retail operators so that they would have a rough idea as to where they may be permitted,” explained Mark Brodrick, the city’s planning and development services manager.

However, more certainty was desired by Coun. Linda Brown, who expressed concerns about the incomplete representation of daycares on the list of establishments needing buffers. She noted there are licensed family daycares around town that are not on the map, as well as a child care centre at Nicola Valley Institute of Technology “I think it’s worth our time and effort to get it right in the beginning,” she said, “Rather than looking at one-offs down the road.” Brodrick explained the city ultimately has

the ability to reject a future application regardless, as the province requires consultation for each new store. “Even if a future cannabis retail meets the provisions that we may have now, it can still be rejected,” he said. Mayor Neil Menard said he was keen to move forward with the bylaw amendment as presented at the meeting. “If a daycare or a new school or something comes up and someone wants to open up a dispensary there, our answer is going to be no,” he said.

Tired of waiting in pain Responses are still coming in about my recent column on the B.C. NDP government’s TOM FLETCHER B.C. effort to crack down VIEWS on people paying for their own health care. It seems many people are tired of waiting in pain while Canada maintains its socialist vision in the face of a surging senior population, rapid advances in medical technology and the collapse of the family doctor model. Today’s medical school graduates are reluctant to set up an office and plug into a pay-per-visit system where patients must be run through quickly in order to cover the overhead. Some doctors put up signs warning patients to discuss only one problem per visit, the very opposite of holistic health care. Some take shifts at a walk-in clinic to avoid the 365-day demands of a family practice, in a society where people are taught that the government must solve all problems. The annual rush of influenza-infected people into our overcrowded emergency rooms is but one example. “As a retired family doctor, I despair at anything changing for many more years,” a Vancouver Island reader writes. “I really fear for my grandchildren as the tsunami of grey-haired Canadians overwhelms the resources that our government is willing to commit.” Others cling to the old U.S. comparison. “Tom, why don’t you do Canadians a favour and move to Trump territory,” advises another reader. Fortunately, not everyone is trapped in this blind alley.

100 years since the beginning of the end On Aug. 8, 1918, one hundred years ago on Wednesday, it finally became clear who was going to win the First World War. Nine Canadian and Australian divisions, almost 200,000 GWYNNE DYER men, attacked the The international German trenches STAGE near Amiens, deep in France – and for the first time in the war, the German troops ran away. By the second day of the battle the Germans were resisting fiercely again, but the German commander, General Ludendorff, called it “the black day of the German army.” After that Germany did nothing but retreat, and the armistice was signed only three months later. Yet just a few months before, Germany nearly won the war. The Bolshevik Revolution took Russia out of the war in 1917, and Germany was able to shift half a million troops to western Europe. For the first time it had numerical superiority over the British and French troops, and the great German offen-

sives of spring 1918 tore the old Western Front apart. But the German offensives ran out of steam without permanently splitting the French and British armies, and the war might have ended there, in a draw. Everybody was exhausted by 1918. Half the French army had mutinied in 1917 and was still not fit for combat. British divisions were down to half their strength. Only the Canadians and the Australians still had full-strength divisions (20-25,000 men), and they were very experienced troops by 1918. That’s why they spearheaded almost every attack in the ‘Hundred Days’ offensive that ended the war. But the real reason German morale collapsed was that 10,000 more American troops were landing in France EVERY DAY. The inexperienced American troops didn’t play a starring role in the ‘Hundred Days’, but their presence was decisive. Everybody knew there would be 3 million American soldiers in France by the end of the year, and they’d gain combat experience fast enough. Once Germany’s last-chance offensives of spring 1918 failed, it was bound to lose the war. That’s the real history, and the result was a catastrophic defeat for Germany and a peace treaty so harsh that it laid the foundations for

the rise of Hitler and a second, even worse world war. But change only one decision, and it could all have come out very differently. That decision was taken in January 1917. At that point there seemed no way for Germany to beat the far larger numbers of its enemies on the battlefield, and a German admiral persuaded the government to launch unrestricted submarine attacks on ships bringing supplies to Britain – including ships of neutral countries like the United States. That would bring America into the war, of course, but the admiral promised that Britain would be starved into making peace long before any American troops reached Europe. He was wrong: Britain didn’t starve, and the United States declared war on Germany in April 1917. By mid-1918 US troops were flooding into France, and the game was up. But the first Russian revolution happened just after Germany decided on unrestricted submarine warfare. If that decision had been delayed by only two months, people in Berlin would have known that Russia was probably going to leave the war. Then they would never have taken the desperate gamble that the admiral was urging on them.

Somehow this negates my argument that our system doesn’t know its costs, because Canada is one of the last countries in the world that still funds hospitals in a single block payment. Ottawa enforces this system, with Dix its enthusiastic cop. Extra-billing audits are under way at six private clinics, with the total amounts to be deducted from federal transfer payments to B.C., and

fines plus repayment to be imposed starting this fall. All essential service must be paid by the B.C. Medical Services Plan, soon to be funded by a job-killing payroll tax. The tide may be changing. The German U-boats would never have sunk American ships, the US would have stayed out of the war – and Germany might have won in 1918. That would have been a good thing, because Germany would not have won a huge, decisive victory. It would just have won on points: OK, our spring offensives didn’t succeed, but they came close. Our troops are standing up to your counter-offensive (no masses of American troops to demoralise them). So maybe we should all just quit and go home. After four years and ten million deaths, that would have been hard to do, but continuing the fighting into 1919 or 1920 would have been even harder. With Russia out of the war and America never in, neither side could hope for a decisive victory. They were all terrified of having revolutions like Russia’s if the carnage went on. So stop now. There would have been no ‘peace’ treaty like Versailles that heaped all the blame for the war on one side and made the losers pay the entire cost of it (‘reparations’). Germany would presumably have got its colonies back, but no territory would have changed hands in western Europe. And there probably would not have been a second world war. Hitler came to power because Germany was punished so severely for a ‘war guilt’ that was really a shared responsibility. A ‘no-score draw’, by contrast, could have focussed people’s attention more sharply on the basic lunacy of an international system that fostered such wars. By the turn of a coin we got the 20th century that’s in the history books instead. Too bad. It’s hard to think of a different 20th century that would have been worse. The BC Ambassadors program, which aims to groom future leaders and assist with post-secondary education costs, is on hiatus for the first time in its near 20-year history due to a lack of participation. There were five contestants committed for the 2018 event, but the minimum number needed to make the competition financially viable is eight, so the decision was made to cancel the event, BC Ambassador program co-ordinator Teresa Dares told KTW. She said eight is the preferred minimum number of candidates to have participate in order to fundraise enough money for the program’s bursaries. Dares said youth today have a variety of options to obtain bursaries, which may explain the dwindling interest. “Our program is a bursary program and there’s all sorts of different ways to get bursaries, not just ours,” Dares said, adding that would-be participants may be too busy with other options to put in the amount of work required of the program. The pageant, hosted each August in Merritt, offers men and women ages 17 to 24 who have held an ambassador title in B.C. a chance to win bursaries and develop their leadership skills in a community-oriented competition. The event in the past has drawn contestants from Kamloops and many rural communities throughout the province. Candidates are tasked with delivering speeches, answering impromptu questions and delivering formal presentations highlighting their hometowns. Fraudsters continue to target residents of Merritt. Const. Tracy Dunsmore explained Merritt RCMP have received three reports over the past few days of a male, and in some cases a female as well, selling fake jewellery. “They’ve been up at Extra Foods, they’ve

been down at the Pharmasave parking lot and they are kind of making their rounds around town trying to sell jewellery out of their car.” Dunsmore said local RCMP believe the fraudsters are members of the “Roma Crime Group.” Local police arrested several members of the group back in June for a series of thefts in Merritt.

The tricksters often travel in rental vehicles from out of province, Dunsmore explained, and reports in Merritt describe the group to be driving a late model silver Chrysler sedan with either B.C. or Ontario licence plates. Fingerprints lead police to suspect Dara Hill THE MERRITT HERALD

A local man is facing charges for breaking into a property in Lower Nicola back on July 22. Merritt RCMP detected the suspect’s fingerprints at the scene of one of two homes ransacked earlier this month. “A fingerprint was located, identifying this man. The matter has now been forwarded to Crown counsel to determine a charge,” explained Sgt. Norm Flemming, who described the

suspect as being in his 30s. “He has a history of this kind of activity,” he added. Under law, the thief cannot be named until charges are approved by Crown. Sgt. Flemming told the Herald RCMP are still looking for other suspects. “We never assume that it’s a single person acting alone,” he said. How is N’kwala different from the public school? • Students are coached, supported and are able to receive mastery in both Reading and Math. To receive mastery, students must receive a minimum of 80% on tests. Mastery is the goal for all students. • All students from Kindergarten to Grade 12 receive Nsyilxcen daily. • Class size and student:teacher ratio is smaller. • Students receive one-on-one assistance and/or small group assistance, when required. The Nsyilxcen program also includes culture; students experience and learn about harvesting/gathering food, traditional sites, place names, history, etc. during language and other subject areas from K – Gr 12. How do I know N’kwala provides quality education? N’kwala School is assessed by the First Nations Schools Association and by the Ministry of Education – Independent Schools. The First Nations Schools Association Assessment and Certification Process is a five year cycle. N’kwala School’s last assessment was completed April 2016 with certification granted. The review included “all aspects of school operations, including student achievement data and other outcome measures, survey students, parents, school staff, and other community members to measure their satisfaction with the school’s programs.” Based on the results N’kwala developed a 5 Year School Growth Plan. FNSA supported N’kwala to ensure the Assessment was accurate and precise; plus, FNSA provided support to monitor and implement the School Growth Plan. The Ministry of Education – Independent School’s external evaluation and inspections are conducted at least every 6 years and every two years a monitoring inspection. N’kwala School’s last external evaluation was 2017; certification was granted June, 2017. The MOE(IS) evaluation and inspections ensures that N’kwala School meets and maintains “the legislated standards and requirements for their certificate of group classification under the Independent Schools Act”. N’kwala School is classified as Group 2. Can my child receive the Certificate of Graduation (Dogwood Diploma)? Yes, N’kwala is certified and is able to grant the Dogwood once a student has completed the Graduation Program Requirements. There have been students who have transferred from the public school system on the ‘Evergreen Certificate’. The Evergreen Certificate celebrates the completion of goals met on an educational program (IEP). With the support of the staff and parents, some students have transitioned from the Evergreen to the Dogwood and have completed all grade 12 requirements and graduated with the Dogwood. Are the teachers certified? Yes, all teachers must have at least a Bachelor of Education degree. The language teacher must have at least the DSTC Certificate (Developmental Standard Teaching Certificate). All teachers must have a current BC Teaching Certificate with the BC Ministry of Education. Is N’kwala School able to provide a variety of Grade 10-12 courses? Yes, the high school teacher(s) instruct a variety of Grade 10-12 courses; plus, N’kwala is part of the FNESC-Connected Classrooms. Through Connected Classrooms, students are able to complete a variety of courses including Math 10, Math 11 (Workplace), Science 10, Physics 11, Biology 11 and 12. English First Peoples 11 and 12, and Pre-Calculus 11. In addition, students receive in-class support. Courses are provided depending upon student need for graduation requirements. How does N’kwala School meet my child’s special needs? In addition to support provided by N’kwala staff, FNESC (First Nations Education Steering Committee) provides intensive educational support for students. The Lower Nicola Indian Band (LNIB) has dived into B.C.’s energy sector, as the band announced that its development corporation had reached a deal to purchase Ogilvie Mountain Holdings. The pipeline and right-of-way management services company is based in Hope, and has provided its services to Kinder Morgan and Spectra/Enbridge for nearly 25 years. “This is a real first for us. It’s going to create a lot of opportunity — to build capacity, create jobs and provide training, as well as to forge strong relationships with government, industry and other stakeholders, including neighbouring First Nations groups,” said LNIB Chief Aaron Sumexheltza in a news release. The chief will be taking an active leadership role within Ogilvie Mountain Holdings, the release went on to state. The purchase was made through a limited partnership between the LNIB Development Corporation and a Vancouver-based construction company Infracon.

“We felt that we had a relationship with Infracon for quite a few years already, we have some contracts that we’ve been doing up at Highland Valley Copper for example,” Sumexheltza told the Herald. “It’s an established relationship, they have the relevant expertise, so it just made sense from our perspective to work with them.” The future vision for Ogilvie Mountain Holdings includes expanding its suite of clients and scope of services to include new pipeline construction and capital projects, as well as broadening the service territory, stated Dennis Wilson, president and CEO of Infracon. “We are already in negotiations with new clients and are starting to move further north into the province,” said Wilson. “We look forward to growing the business and providing opportunities in the Nlaka’pamux region for current and future generations.” “Our mandate is to take a proactive, hands-on approach to ensure that our environment is cared for both now and for future generations,” said Sumexheltza.

School might not be in session, but Canada’s high school rodeo athletes don’t take the summer off. Merritt recently hosted the Canadian High School Finals Rodeo at the Nicola Valley rodeo grounds, and while there weren’t any local competitors at this year’s rodeo, there was plenty of action for Merrittonians to take in.

Alberta’s cowboys and cowgirls put on a great show, with Demin Ross and Kendal Pierson taking home the highest individual points title for junior boys and girls respectively. Another Albertan, Wylee Squair, was the top all around cowboy for the senior boys. B.C.’s Fallyn Mills took home the title of allaround senior cowgirl after claiming the title at the B.C. finals in Merritt earlier this summer.

Former Centennials coach returns to the WHL

Having lived out his Paralympic dreams in Pyeongchang last year, former Merritt Centennials coach Luke Pierce is set to return to the WHL. Pierce will be serving as an assistant coach with the Edmonton Oil Kings organization for the upcoming 2018-19 season. The home-grown coach helped Canada’s Paralympic sledge hockey team capture silver at the 2018 Paralympic Winter Games. Prior to that, he served as the head coach for the Kootenay ICE organization in the WHL for two seasons. Pierce spent five years as the head coach and general manager of the

Merritt Centennials — a team he grew up playing for — before making the jump to major junior. “We are thrilled to have Luke join our coaching staff. Luke is a bright hockey mind who will bring a wealth of knowledge to the group,” said Kirt Hill, president of hockey operations and general manager for the Oil Kings. “His past coaching experience in the BCHL, WHL and multiple Hockey Canada programs, plus his ability to communicate and instill work ethic into his players made hiring Luke an easy decision for our group. We are excited to have Luke and his family join our Oil Kings family.”

Merritt Centennials forward Brendan Schneider earned a leaguewide honour after being named the FortisBC Energy Player of the Game 12 times this past season. At the conclusion of the every BCHL game through the regular season and playoffs, one player is recognized for his hustle with the FortisBC Energy Player of the Game. Schneider finished the regular season on a high as he was named a

game star and/or the Energy Player of the Game in five of the last seven contests of the season. A native of Wellesley, Ont., Schneider posted 16 goals and 20 assists for the Cents this season while playing in 57 games and registering 36 penalty minutes. Meanwhile, Cooper Zech, a defenceman for the Wenatchee Wild — the eventual RBC Cup champions — earned five FortisBC awards throughout the playoffs. The Wild eliminated the Cents in four games in the opening round of the BCHL playoffs.

Jim Marshall, the strongest link in our family chain, passed away peacefully on July 30th at the age of 65 with his family by his side. Left with heavy hearts and cherished memories are his wife of 34 years, Cindy, son Benjamin (Melissa) and grandchildren Alexis and Anthony, son Dustin (Alissa), sister Diane Tarry (Bob) of Chase, brother and best friend Harry (Monica) of Parksville, and many nieces and nephews and their families and many long time friends. Jim is predeceased by his mom Betty (1985), his dad Charles (2001), and his sister Clare (2014). Jim also had a second family, his co- workers at Aspen Planer in both Merritt and Vancouver. He was very dedicated to his work and was respected and trusted to make the right choices. Jim’s life revolved around family; he was always there for all of us. Jim found his real calling as the best Grampa to our two beautiful grandchildren, Alexis and Anthony. He would have moved a mountain for them. They were the light in his eyes and the smile in his heart while swimming at the Shuswap, skiing at Sun Peaks and being their number one fan at all of their events. A memorial service will be held at the Merritt Civic &HQWUH RQ 6XQGD\ $XJ DW DP ,Q OLHX RI à RZHUV donations to the Canadian Cancer Society in Jim’s name would be greatly appreciated. In life we loved you dearly, In loss we do the same. It breaks our hearts to see you go, You did not go alone, For part of us went with you The day you left our home. You leave us peaceful memories, Your love is still our guide, And though we cannot see you, You are always at our side. In addition to serving on the Logan Lake Council for 21 years (12 as mayor, 9 as councillor) he was appointed the Director of the Okanagan Mainline Association for 9 years and Director of the Thompson Nicola Regional District for 12 years. In January of 2013 he was awarded the Queen Elizabeth II Diamond Jubilee Medal for his outstanding achievements in public service.
