City staff have pegged 2020 as the year to make Voght Street less congested and more safe for drivers, cyclists and pedestrians alike. “There is going to be some significant work and some significant input that is going to come from the public as well as the council on what Voght Street needs to look like,” said Scott Hildebrand, CAO with the City of Merritt. “We need to keep in mind that this is the main entrance into our community, and we need
to make sure it’s effective, it’s efficient and — most importantly — safe.” Included in the list of priorities is a traffic signal at the intersection of Grimmett Street and Voght Street, put forward by Mayor Linda Brown. “We’ve talked about it previously but because we didn’t have a CAO it missed the budget this year. Voght Street is getting absolutely loaded with traffic and we are aware of that.” Council unanimously voted in favour of the proposal to research options for a proposed traffic signal at a regular

In partnership with the community policing office and the RCMP, the city has also invested in a mobile speed sign that counts traffic volume and documents the average speed. Residents may have spotted the speed sign already, as it has been put to the test on busy roads including Menzies Street, Reid Avenue and Voght Street. “We will work with the RCMP to monitor closely and to also think of other ways to start calming traffic and making sure we are safe,” said Hildebrand.
Despite recent rains, the provincial government says drought conditions are worsening in the Nicola Valley, which has prompted the City of Merritt to impose watering restrictions for locals.

A 27-year-old Merritt man will spend 45 days in prison after he pleaded guilty to breaking into a business on Coutlee Avenue. Calvin Dunn was identified through video surveillance steal-
ing several items from a local business on July 25. Shortly after he committed the crime, Dunn was arrested near the Railyard Mall and held in custody for a court appearance, where he pleaded guilty. Dunn’s theft is just one of six break and
enters Merritt RCMP have responded to over the past week. Approximately $10,000 worth of personal belongings were stolen from a residence on the 1600 block of Hill Street on July 28. The house was left unlocked and unattended after two male occupants had a party and left the residence for the remainder of the evening, along with their guests. The next day the
pair noticed several pieces of clothing were missing from the home, including Gucci leather belts, shoes and a silver Rolex watch with a rose-coloured face. The culprits also stole a gold chain from the resident’s unlocked vehicle. Anyone with information is urged to contact Merritt RCMP at 250-378-4262 or Crime Stoppers at 1-800-222-8477. In an effort to ensure the safety of everyone in town this weekend, Merritt RCMP urge Rockin’ River attendees to make sure they are sober before they hit the road. Officers plan to conduct road checks throughout the weekend, said Staff Sgt. Lorne Wood, including Monday when attendees are expected to leave the festival grounds. Despite warnings from police last year, as many as 10 drivers were ticketed for impaired driving during an RCMP blitz. It’s a tally Wood does not want to see repeated this year. “If you are planning on getting intoxicated please ensure you give yourself enough time to sober up before driving,” said Wood. “We want everyone to have a safe and enjoyable time at the music fest.”

River set to be rockin’ Once again, some of the biggest stars in country music are set to arrive in Merritt this weekCole Wagner end for the COLE’S NOTES Rockin’ River Music Festival. As per usual, locals can expect the city’s population to briefly swell as tens of thousands of music fans descend on the Nicola Valley. Any stores that sell camping gear, booze or groceries will certainly welcome the influx of business generated by the festival — in the past, one store owner has told me this is the second busiest time of the year in Merritt (behind the holidays). This will be the fourth time I’ve been in Merritt during the Rockin’ River festival, and I can confidently say the experience has become bigger and better with each passing year. Kenny Hess and his team have spent years cultivating a different image for the Rockin’ River festival in Merritt than its somewhat notorious predecessor. The emphasis on maintaining a family-friendly atmosphere, with free tickets provided to locals for the Thursday night shows, have certainly helped in that regard. It remains to be seen if having Live Nation come on board as a managing partner with the festival will change any of the culture that Hess worked to create — my hope would be that the spirit of the festival remains intact for years to come. Love it or hate it, Merritt has staked much of its identity and tourism draw on country music. Without a major festival like Rockin’ River to draw headlining acts to town, the legitimacy of Merritt’ title of Country Music Capital of Canada could be called into question. But for now — and especially for this weekend — we reign supreme. Yee-haw.

One was a debate at the American Association for the Advancement of Science convention in 2015 about whether ‘Active SETI’ was a good idea. Should we advertise our existence and publish our address to the cosmos, or is that just asking for trouble? Many of the scientists present backed a declaration that a “worldwide scientific, political and humanitarian discussion must occur before any message is sent.” The other major event of 2015 was the launch of Russian-Israeli tech billionaire Yuri Milner’s ten-year Breakthrough Listen project, which is buying thousands of hours of time on the world’s most powerful radio telescopes to search over a million stars for artificial radio or laser signals. This is ‘Passive SETI,’ and there’s certainly no harm in just looking for signs of the existence of other civilizations elsewhere in the galaxy. There is “no bigger question in science,” said the late Prof. Stephen Hawking, who was an adviser to the project. But if you find such a civilization, an enormous debate will immediately erupt over whether we should reply or not. Hawking thought not.

The Breakthrough Listen project has been up and running for several years now, and last month it announced that it has so far examined 1,000 star systems within 160 light years of Earth but detected no transmissions from alien civilizations. However, even if there were ten thousand civilizations in the galaxy, the probability that one of them would be within 160 light years of us is very low. ‘ Moreover, they would have to be using a very powerful signal aimed specifically at us to be detected at that range. Old television programs do not travel across the galaxy intact. (Sorry, Galaxy Quest.) In fact, it is remarkably quiet out there, but that doesn’t necessarily mean that there are no other civilizations in our corner of the galaxy. There is a rival hypothesis which suggests that there may indeed be one or more civilizations in our galactic neighbourhood, but that they are observing radio silence. Why? Because they know or at least suspect that there is something big and bad and dangerous lurking out there in the dark, and they do not want to attract its attention.

Imagining a response Important to recognize historical roots of B.C. before one is necessary to the editor

As British Columbians celebrate B.C. Day on Aug. 5, it is important to be reminded what it means, how we got here and what lays ahead. How many are planning a long weekend BBQ , an extra day camping or an afternoon at the beach knowing that in 1974, Dave Barrett established B.C. Day to honour B.C. pioneers. We should also be reminded that long before Europeans arrived almost 300 years ago, First Nations peoples occupied and flourished in the pristine wilderness of what is now British Columbia, including the Okanagan. Fast forward to Aug. 2, 1858 and Westminster Parliament’s proclamation of the Crown Colony of British Columbia. As a province rich with natural resources we never looked back. The truth is, we are extensions of our past with values learned that help guide our future and passed on to future generations. I believe profoundly the most important challenge we face is climate change and the impact on future generations. That is not to dismiss many other important issues we face, but our potential extinction as a species must be our paramount concern. With the pending federal election we celebrate B.C. Day knowing we must send a message to Ottawa that will take on the challenges of climate change but with the spirit and fervour of our indigenous people’s affinity to Canada’s natural history. I will celebrate B.C. Day with my eyes on what my grandchildren will inherit knowing that the morning after the next federal election there is so much work for all of us to do. It traces the calamitous consequences over four hundred years of an alien contact scenario, initiated by well-meaning human beings, that goes desperately wrong. Nothing in the science we know makes this hypothesis plausible. Interstellar travel is virtually impossible, and neither trade nor conquest would be profitable at interstellar distances even if it did somehow became possible. The energy required and the time taken would simply be too great.

Or so we assume, but our current level of scientific knowledge is probably not the last word on the subject. We still have much to learn even about the basic physics of the universe — the nature and role of ‘dark matter’ and ‘dark energy’, for example — and distance alone might not be enough to protect us from any ill-intentioned BEMs with a sufficiently high level of technology. So Dominik is right: we do need to have an international discussion about whether we should make our existence known, should the intensified SETI research yield a positive result. And it would be wise to have it before the media circus that would erupt if we actually found a message. Another of Milner’s programs, Breakthrough Message, is working on what kind of answer we might send, but its remit is clear. POLICE PRESENCE EXCESSIVE AT BIKER RALLY After receiving feedback from bikers over the last two weeks about last month’s Great Canadian Bike Rally, organizer Mike Fairfield said the police presence was excessive. “We’ve just been inundated with complaints about the policing,” he said. “There needs to be something more appropriate for a community event like this.” He said no complaints were lodged last year about the force, but he was concerned more officers would be present this year. “Without our knowledge, they went ahead and did that and it, unfortunately, turned a lot of people away,” he said, citing general discrimination against bikers. After the event, police identified four biker gangs that were in town, including a Hells Angels vendor.

Thanks in part to a handy testing device and crew of ASK Wellness staff, attendees were safer than ever at this year’s Bass Coast festival. “The numbers are in and we feel this is the most successful year for Bass Coast Festival harm reduction yet,” according to the Bass Coast website. For the first time in the festival’s 11-year run, ASK Wellness Society was brought on board to expand drug-checking services on site, a service Bass Coast first implemented last year. Staff tested a grand total of 680 drug samples during this year’s event. “The festival circuits throughout the province have ebbed and flowed over the years but one of the most consistent issues is the safety of festivalgoers who choose to use substances,” said Bob Hughes, executive director of the ASK Wellness Society. Knowledge is power when it comes to substance use, said Hughes. “Our hope is that by identifying contaminants in a substance people may rethink the decision to consume it,” said Hughes. “In my mind it is an effort to swim up river before drugs are consumed and to basically have that conversation around dose, choice of drug, why you are using.” The intent is not to shame people into not using drugs, Hughes added. “But I think information is power and drug checking has the

The tally of potential cannabis retail stores in Merritt has climbed to four after city council approved a second pair of applications — but unlike earlier applications, the councillors did not rule unanimously. After a tight vote, both My Buddies at 3320 River Ranch Road and Opal Cannabis at 1999 Voght Street were given the green light by council at a regular meeting on July 23. The two shops now join Hive Cannabis and Quilchena Cannabis — approved by council earlier this year — as Merritt shops in line for provincial approval. While Hive Cannabis and Quilchena Cannabis both received unanimous support from council when they were approved in February, councillors expressed more reservations with the most recent applications. Council voted 5-2 in favour of My Buddies. Councillors Adam Etchart and Kurt Christopherson were opposed. Two members of the public shared their thoughts with the city on My Buddies’ application during the public

Both letters were from residents who live near the proposed store on River Ranch Road. “Many of their concerns were around traffic to that proposed area, which continues to be a concern, and whether or not there is going to be a left turn into that site,” said Sean Smith, the city’s director of corporate services. Concerns regarding the hours of operation and exterior lighting were also expressed. “I can say in talking with the applicant and raising some of these concerns they do seem very committed to working with the neighbouring citizens,” said Smith. “We recognize that there are residents who are concerned and these are residents
who will be affected by this proposed development. But considering the zoning and the fact that it is property that has been sitting empty for some time now, staff does recommend with proceeding with making a recommendation to the province.” Opal Cannabis was the second application on the table, which council approved 4-3. Coun. Melvina White joined Coun. Etchart and Coun. Christopherson in opposition. Three letters were received from the public in response to Opal’s application. Key concerns included negative health effects of cannabis, negative effect on property values and a desire to see Merritt’s downtown grow in a

Si l’Office estime qu’il convient de tenir une audience publique, il fixera une date et un lieu convenables pour l’audience et publiera par la suite un avis d’audience dans au moins un numéro d’une publication à grand tirage dans la région où se trouvent les terrains acquis ou que l’on se propose d’acquérir. L’Office fera également parvenir un avis d’audience publique à chacune des personnes qui aura déposé une déclaration d’opposition écrite auprès de l’Office. L’audience publique se tiendra dans la région dans laquelle sont situés les terrains auxquels se rapporte la déclaration. L’Office, ou une personne autorisée par l’Office, se réserve le droit d’effectuer une inspection, comme l’Office le juge nécessaire, des terrains acquis ou que l’on se propose d’acquérir ou encore touchés par la construction du Projet d’expansion de Trans Mountain. Si l’Office juge qu’une audience publique est requise, l’Office permettra à chacune des personnes qui auront déposé une déclaration d’opposition écrite conforme aux exigences de présenter des observations; l’Office se réserve par ailleurs le droit de permettre à toute autre personne intéressée de présenter des observations devant lui, comme l’Office le juge indiqué. L’Office tiendra compte de l’ensemble des déclarations d’opposition écrites et des observations présentées au cours de l’audience publique afin de déterminer, d’une part, le meilleur tracé possible pour l’oléoduc et, d’autre part, les méthodes et le calendrier les plus propices à la construction du Projet d’expansion de Trans Mountain. L’Office peut assortir toute approbation des conditions qu’il juge indiquées. L’Office transmettra, motifs à l’appui, une copie de toute décision d’approbation ou de refus d’approbation des plan, profil et livre de renvoi relatifs à une section ou partie du Projet d’expansion de Trans Mountain rendue après l’audience publique au ministre et à chacune des personnes qui lui aura présenté des observations. L’Office peut fixer à la somme qu’il juge raisonnable les frais entraînés par la présentation d’observations au cours d’une pareille audience publique; ce montant sera versé sans délai à la personne par Trans Mountain. They may not have their high school diplomas yet, but make no mistake — these rodeo athletes know how to compete. The finest young cowboys and cowgirls from across Western Canada flocked to Merritt from July 27 to 29 for the Canadian High School Finals Rodeo. Five local athletes were among the competitors vying for the title of Canadian champion across a wide variety of rodeo events, from barrel racing to team roping. Only the top 10 athletes from Friday and Saturday had the chance to ride for a Canadian title on Sunday. The Merritt team —
perhaps fuelled by the hometown crowd — had an impressive run throughout the weekend, with four of five athletes competing on championship Sunday. Jalen McRae finished second overall in junior boys goat tying, as the reserve champion in the event. Meanwhile, Maya Starrs rode her horse Loki to a second-overall finish in junior barrel racing. Starrs’ blazing fast times put her second only to Alberta’s Aubrey Ross. Bryce Garcia and Tryton Bose — Merritt’s only senior athletes at the Finals — finished seventh overall in team roping. River Anderson gave it her all in junior girls goat tying, but ultimately did not qualify for the short go round on Sunday.

CITY CHAMPIONS The City Furniture team was crowned ‘A’ division champions for the third year in a row, following the wrapup tournament for the Merritt slo-pitch league. WEBSTER LANDS ON THE PODIUM For the second straight year, former Merritt resident Robyn Webster (right) has won the bronze medal in the senior women’s pole vault at the Canadian Track and Field Championships. The 2019 Nationals and World Championship Trials were held this past weekend in Montreal. Webster, a graduate of Merritt Secondary School in 2006, jumped a lifetime best of 4.06 metres to finish third behind winner and current Canadian record-holder Alysha Newman and second-place Kelsie Ahbe, both from Ontario. Competing for the Edmonton International Track Club, Webster had first-attempt clearances at 3.71m, 3.86m, 3.96m and 4.06m before going out with three misses at 4.16 metres. Newman, who has a new national record pending at 4.77m, won the Canadian championships with a jump of 4.56 metres. Newman will represent Canada at this year’s World Track and Field Championships, slated for the city of Doha in Qatar from Sept. 28 to Oct. 6. Photo contributed

Show ‘n Shine still going strong at 25 Dara Hill THE MERRITT HERALD
A scramble to find enough registration forms for all the car owners hoping to show off their vehicles in the Nicola Valley was the only speed bump faced by organizers of Merritt’s 25th annual antique car show. It was an event not to be missed, as over 150 classic hot rods, customs and muscle cars took over the town on July 28 for the Nicola Valley Cruisers 25th annual Show ‘n Shine. “Our goal this year was to have a bigger show to celebrate our 25th and it definitely happened,” said Susan Roline, president of Nicola Valley Cruisers. “Nothing went wrong — everything was perfect.”
Car owners brought their shining stars from across B.C., Alberta, Saskatchewan, and even California, as returning favourites were joined by vehicles new to town this year. “There were definitely a lot of new cars we hadn’t seen before in Merritt, so that always provides additional interest to the spectators — they aren’t just coming out and seeing the same old, same old,” said Roline. Del Basaraba from Kamloops took home two top finishers following the event, as his 1932 Ford 18 pickup was awarded best vintage and his 1932 Ford B pickup earned the mayor’s choice award. Sharon Boyes
Sharon Sue (Counts) Boyes died peacefully in Merritt on July 29, 2019 at the age of 76. She was born on January 12, 1943, at Chico Springs Hospital in beautiful Paradise Valley, Montana to Kester and Blanche Counts and grew up on her father’s homestead, the Snowy Range Ranch. She met the love of her life, Merle Boyes, while both were working in a Vancouver office. They married on September 22, 1963, in Vancouver, British Columbia. Together they raised four children and were deeply involved with their church fellowship. In 2000, they retired to Merritt to make a new home in a drier climate. Sharon will be remembered for her kind heart, her fondness for dominoes, and her abundant hospitality toward her many friends and family members. Her pastor once said that a meal at Sharon’s place could be one of the highlights of your life. She is survived by her two sisters (Barbara Prather and Jean Cole), her four children (Virginia Will, Jeannette Orr, David Boyes, and Nathan Boyes), and her six grandchildren (Jessica Darling, Danielle Goveia, Aaron Boyes, Matthew Orr, Kaitlynn Boyes, and Austin Boyes). In lieu of flowers, donations may be made to Epilepsy Canada (https://www.epilepsy.ca/).
