Backcountry closures implemented for wildfire season recovery Over half a million hectares, mostly within the Thompson Okanagan region, have been put on motor vehicle restrictions.

Jake Courtepatte NEWSROOM@MERRITTHERALD.COM

T

he Ministry of Forests, Lands, and Natural Resource Operations has announced 15 new motor-vehicle closures within the Province of BC, mostly within the Thompson Okanagan area. Maps of the affected areas, which cover approximately 536,000 hectares, can be found on the Government of BC website. Within the Thompson Okanagan region, the areas of White Rock Lake, Lytton Creek/George Road, July Mountain, Mowhokam Creek, Mckay Creek, Tremont Creek, Sparks Lake, Two Mile Road, Hunakwa Lake, Momich Lake, Underdown Creek, Thomas Creek, Garrison Lake and Bunting Road have all been affected by the order. Severe wildfire damage from the 2021 fire season in 14 areas of the Thompson Okanagan and one area in

the Kootenays has caused the closures under the Motor Vehicle Prohibition Regulation of the Wildlife Act. Under the Act, all forest service roads except those identified in green on the maps are prohibited to motor vehicles, as well as on all recreation trails and trail networks. Public roads, defined as roads maintained by the Ministry of Transportation and Infrastructure, are not included in the closure, nor is private property. The Act applies to all motorized vehicles, including automobiles, trucks, motorcycles, motorhomes, electric bikes and all types of off-road recreational vehicles, wheeled or tracked, including snowmobiles. The closures do not affect access for commercial activities. Hunting is permitted, as is non-motorized recreation, like on foot, horseback, or bicycle. The 2021 wildfire season burned more than 550,000 hectares of habitat in the Thompson Okanagan region,

severely displacing wildlife and destroying vegetation. Unregulated public access, according to a release from the Ministry, could have negative effects on sensitive burned ecosystems, including increased soil compaction, increased spread of invasive species and accelerated erosion of wildfire-charred soils, which impacts aquatic ecosystems and fish habitat. Some exceptions to these prohibitions will be provided to ensure that thoroughfares remain open and access to private property is not affected. It is unknown how long the closures will remain in effect, though a goal has been put in place. “Although there is no ‘sunset clause’ in the Motor Vehicle Prohibition Regulation, the intent is to repeal or replace these closures in approximately 18 months,” said Nigel McInnis, Media Relations with the Ministry. Patrolling will be enhanced to enforce the public’s compliance with these restrictions.

NICOLA VALLEY NEWS

Logan Lake hires new CAO, Director of Corporate Affairs The District of Logan Lake has hired a permanent Chief Administrative Officer.

T

he District of Logan Lake has a new Chief Administrative Officer, with Wade Archambault taking over the duties from interim CAO Randy Diehl. An internal hire, Archambault has been the Director of Public Works and Recreation for Logan Lake for the past year. Prior to taking that position, he worked for the City of Kamloops in the Utilities Department, and using his Bachelor of Science Degree in Chemistry from Thompson Rivers University,

has been teaching trades at the school on a part-time basis for the past 15 years. He believes that the transition to the CAO position will be aided by his previous knowledge of the district’s governing system and staff. “I know all the staff and I am very impressed by their dedication to the community and their level of professionalism.” In taking on a position that has seen a carousel of civil servants in recent years, Archambault said his primary goals are to provide stability for staff

and Council following a tumultuous year of staff changes and the (Tremont Creek) firestorm. Interim CAO Diehl has been handling the position’s duties since the departure of former CAO Anne Yanciw, who stepped down after just six months. Prior to that, the position was held by Randy Lambright for approximately five years, leaving last fall for reasons unknown. Diehl said that while he is sad to leave the District of Logan Lake, he is “confident” in the new staff. His interim role was the second time since his retirement in 2012 that he had filled in as an

interim CAO, previously filling in for a few months with the ThompsonNicola Regional District in 2020 after the controversial departure of Sukh Gill. A press release from the District of Logan Lake noted that for the next year, Archambault will be working with Council to renew their Strategic Plan initiatives. Archambault is married with four children. He will officially take over the title effective Nov. 1. Alongside Archambault’s appointment was that of Laurel Grimm as the new Director of Corporate Affairs for the district, a

The new hires were chosen by Council and Administration out of a pool of

over 25 applicants for each position. Within the month, the District hopes to also fill the

role of By-Law Enforcement Officer, and is currently vetting applicants.

VIEWPOINT

GOVERNMENT

ALBAS: Recall delay causing problems It was in an October of 2018 MP Report that I referenced concerns on news that Statistics Canada was demandDAN ALBAS ing access to VIEW FROM Canadians’ THE HILL personal banking information without their consent. At that time, PM Trudeau made it clear that he supported having access to this personal financial information. The PM also stated that Statistics Canada was actively engaged with the Office of the Privacy Commissioner in that data gathering effort. We later discovered that the Privacy Commissioner had no idea Statistics Canada wanted this data from 500,000 Canadian households. Fortunately, this plan was halted. I bring this up because an Ottawabased journalism outlet “Blacklock’s Reporter” has just revealed, through an access to information request, that the Canadian Mortgage and Housing Corporation has been involved in a data gathering effort again involving your personal financial records. The report further states that, once again, the Privacy Commissioner was never consulted. When this similar situation occurred in 2018, Parliament was in session and we, as the Official Opposition, were able to ask questions. Unfortunately, we learned recently that the Prime Minister does not intend to recall Parliament until Nov. 22. This leads to my question for this week: Do you believe two months to recall Parliament after an election is a reasonable period of time or should this occur within a shorter time frame? I can be reached at Dan.Albas@parl. gc.ca or call toll free 1-800-665-8711.

Sewing shop a ‘hidden gem’ Editor, If you have not yet stopped by to visit Merritt Sew Valley, you should do so right away. This new store is owned and operated by Simon Ho and Florence Au who have recently moved to Merritt.

Simon sells and services sewing machines and he also custom prints T-shirts and bags. Florence is a seamstress and does an amazing job of replacing zippers and creating purses, bags and other items. I think she even gives sewing lessons too. The store is located right across Voght Street from Baillie House and is a hidden gem

in Merritt. If you are starting your Christmas shopping and looking for something really special, make sure to check out Merritt Sew Valley. It’s well worth a visit! Catherine Wayne Merritt, BC

A thank-you from the thrift shop Editor, We wish to thank all the donors to the can tab fund. We really appreciate all of the people who have dropped off can tabs at the thrift shop. To date, we have purchased six or seven wheelchairs for Nicola Valley Health Care and Gillis House. It is hard to believe that a pickup load can purchase a wheelchair. We would also like to thank all of the people who have donated small soaps, shampoos, etc. for the Merritt Moms and Families. They are more than grateful for the donations. Donations of can tabs, soap, etc. can be dropped off at the thrift shop. We wish to thank Wilf Klassen for his many can tabs trips to Kamloops. We now have June McLeod to take this project over for us. Many thanks to June McLeod. June’s phone number is 250-378-5225, or you can drop your tabs or soaps off at the Merritt thrift shop. Thank you for your support.

POLICE FILES

Thief caught in the act A Merritt man has been charged for break and enter with intent after he was caught by local tow yard employees after breaking into their tow yard. On August 16, 2021, Merritt RCMP front line officers responded to a 911 call from a local tow yard on Nicola Avenue after a man broke into the yard and was confronted by tow yard employees. The man attempted to flee on foot, was tackled to the ground by the employees and held until police arrived.

www.merrittherald.com

“We want to encourage the public to call 911 immediately when you see someone committing a criminal act” say Sgt. Josh Roda, “Thankfully this situation ended well, no one was injured and the suspect was safely taken into custody”. On October 21, 2021, Mr. Kyle McIsaac was charged with one count of Break and Enter with Intent. He is set to appear in Merritt Provincial Court on November 16, 2021.

SCIDES, school district board office set to move in 2023 Jake Courtepatte NEWSROOM@MERRITTHERALD.COM

The offices of School District 58 are set to have a new home in the near future. A number of public consultations by the district has developed into a Long Range Facility Plan, details of which were unveiled in the October board meeting. “Sometimes that includes making sure that buildings are in a state that allows for safety, for learning, for increased enrolment perhaps,” said SD58 Superintendent Steve McNiven. “...and sometimes that also means taking a look at buildings that may not be in use right now for ongoing learning purposes. So the Ministry of Education supports districts in having Long Range Facility Plans in place, and they’re an important part of the operation plans that districts are expected to have.” Perhaps chief among the details of the proposed plan is the relocation of the Merritt board office, the Merritt maintenance shops, and the Community Learning Centre, which composes of SCIDES, all to the Coquihalla Middle School by 2023. Based on the feedback that was received from the public, the stakeholders, and from operations staff, the decision was made

to delay the original goal of 2022 for one year. Also within the plan is the sale of a number of unused lots by the district, including a vacant lot near Nicola Canford Elementary in Lower Nicola. “The lot in question has never been in use for any particular school facility, and the board believes it’s in the best interest of both the district and the community to seek Ministry approval for its sale,” said McNiven. The board will also be seeking approval from the Ministry for the sale of the Brookmere Elementary School and Teacherage site. Consultation between the district and the community also resulted in the decision to enter into discussions with the Town of Princeton for the potential sale of the Riverside Community Centre, located on Old Hedley Rd. McNiven said that in conversation with town representatives, they expressed that they are “looking forward” to those conversations. No decision has been made to sell the former Princeton School Board Office at this time.

Stabilization of Ten Mile Slide complete Morgan Hampton REPORTER@MERRITTHERALD.COM

F

or decades, slide activity along Hwy 99 posed safety concerns and created delays for travellers. Most notorious for instability was the Ten Mile Slide, located 17 kms north of Lillooet and on the main route of travel between Lillooet and Kamloops. The $60 million project to improve Hwy 99 took place in stages beginning in 2018, and the province has recently announced that stabilization work on the Ten Mile Slide site is now complete. To stabilize the slope, 148 composite piles were installed below the highway which will help to support the road and prevent further movement. 276 soil anchors were placed above the highway and the road was then reconstructed to two lanes. Approximately 40 local workers were hired to help construct the project, which is located on the Xaxli’p’s Fountain Indian Reserve. “As a result of the collaborative work between the Province and Xaxli’p on this geotechnically complex project, the Ten Mile slope is now stable with a safe, twolane highway open through the site,” said Rob Fleming, Minister of Transportation

and Infrastructure. “I thank Xaxli’p, area residents, commercial drivers and others for their patience as we worked to ensure safer and more reliable travel through the area for years to come.” Xaxli’p and the province worked collaboratively throughout the project to achieve a satisfactory result for all parties and to adequately address concerns and requests for improvement dating back to the mid 1990s. “Xaxli’p Chief and Council are very pleased that the Ten Mile Slide Stabilization Project has come to a completion,” said Xaxli’p Chief Colleen Jacob. “It has been a long process dating back decades, as current and previous Xaxli’p leadership worked with the ministry to identify a more long-term solution to the ongoing movement of this large tunnel earthflow. It is our intent that this has greatly improved the safety and reliability of the road for all, including Xaxli’p, all surrounding St’at’imc and Lillooet communities, and the many travellers who access this route. We would like to extend our thanks to all the workers of Xaxli’p Development Corporation, Flatiron, local businesses

and the ministry, who have helped to ensure the safety of the people through the construction.” Hwy 99 runs from the Canada-United States border in Surrey to the junction of Hwy 97 near Cache Creek and serves as an important corridor for both industry and tourism, vital to the local and regional economy. “The load restriction, now lifted, will significantly lessen the impact economically for the transport of goods in and out of our area,” said Lillooet Mayor

Peter Busse. “This was a very significant technical project with a leading-edge design, and we were most fortunate that the chosen contractors were of the calibre.” Some minor ground settlement is still expected to occur, and for that reason the gravel surface will remain for roughly two years until the site is fully settled, at which time the highway will be paved, providing a safe, reliable, two-lane highway.

Interior Savings volunteers pitch in at Baillie House Morgan Hampton REPORTER@MERRITTHERALD.COM Volunteers from the local Interior Savings Credit Union and Insurance Office descended on the Baillie House on the afternoon of Oct. 21 to volunteer their time as part of the annual Day of Difference, which falls on International Credit Union Day. Twelve individuals from the credit union branch and four from the insurance

office pitched in to help tidy the gardens, rake leaves in the yard, dust down the Visitors’ Centre and wash windows at the historic property. “The Baillie House is an important hub in the community, used for local events and to welcome visitors to the community,” said Tami DeSimone of the Merritt Branch. “Our team

has volunteered there in past and really enjoyed it. Staff enjoy the day of being out in the community volunteering. It was missed last year due to the pandemic and Provincial Health Orders, and we are looking for-

ward to being out and about again this year.” Most volunteers at the Baillie House are seniors, so having a crew pitch in with some of the more demanding physical tasks is helpful. “We really appreciate that,

that they come and do that for us,” said Baillie House Manager, Sandy Curnow, who is pleased that the property will be ready for winter by the time the Interior Savings volunteers are done for the day.

As worthy as our local nonprofits are, rather than provide one lump sum in one place, Bhangu hopes to help more individual Merrittonians and “try something different.”

Councillor Bhangu will be out and about in the community on Oct. 29, 30 and 31, handing out cards - with one caveat. “If you see me and you’re able to share with me something that you like about the City of Merritt, you’ll get a gift card.”

Darius Sam recounts his recent completion of the Moab 240 in Utah, and what’s on the plate for the runner for next year. Jake Courtepatte NEWSROOM@MERRITTHERALD.COM Despite his rigorous training and past experiences, Darius Sam’s latest endeavour was almost too much to handle. It was around the 167-mile mark of the Moab 240, a single-loop footrace of 240+ miles through the tough Utah terrain, when Sam thought that he would be throwing in the towel. He was running on fumes, after days of no sleep. He was determined that he was on his last few steps. “We can get pretty high out here (in Merritt), but I knew the elevation there was gonna pose me with a challenge. Getting up about 10,000 feet, I’ve never done that before. Breathing gets a lot harder, your heart rate goes up, you start burning a lot more calories.” He was just rolling into the most nearby aid station. He laid down on a wool blanket on the ground, warming pack over his stomach, and finally got around five hours rest, after more than 70 hours awake. “I said I’m done. This is over.” That’s when the second wind hit. A fellow British Columbian inspired Sam to keep going. He motivated the young Merrittonian to get up, turn off his alarm, and get back on his feet. “When I woke up, everything changed. It’s like my mind reset, I went that last 70 miles and passed, like 50 people. I don’t know what happened, it’s just one of those things that I can’t explain.” It was just before 9:30a.m. Mountain Time on Oct. 12 when Sam crossed the finish line, four days, three hours, and 28 minutes after taking off from the same location, over one week from the time he pulled into Moab and found himself a place to park where he could rest his head. “I got set up in this tiny little parking

lot, this hidden gem in Moab. I was the only one there for days, but then as soon as the race day came, everybody piled into this parking lot.” Sam admitted that, despite his past athletic accomplishments, including his road run in the summer of 2020 that brought in a six-figure amount for the Nicola Valley Food Bank, this latest feat was on a level that he had never reached before. “The night before, I was just nervous. I’d never done anything like this in my life, I’ve never even raced a 100-miler in my life. So I didn’t really know what to expect.” Other than a restless night, Sam was fully prepared for his journey - everything was laid out the night before. The realization that the moment was here, one year in the making, seemed to have come in an interaction Sam had with a race official at the starting line the next morning. “She reminded me, ‘you’re the youngest person that’s ever going to have done this. See you at the finish line. “It’s just the constant reminders of how tough this actually is.” With competitors converging from across the globe, many from Europe, Sam got to know his fellow ultrarunners along the journey. He entered into a pact with the second-youngest runner on the course, hailing from Houston, Texas, that they would stick together for the first 100 miles. “Just to be able to put our minds together, and find the little footholes, and things to hold onto.” Throughout his training, Sam had his coach by his side. In Utah, however, he was running solo - something he said he found quite tough, in an environment he had never experienced before. “If I was ever going to do it again, I’d probably bring a crew and pacers. Being

by myself was tough. I messed everything up... like I put my drop bags in the wrong places.” Sam recalled nearly reaching the top of a big climb around Mile 120. He had a drop bag at the location around 9,000 feet in the air, containing simply a t-shirt and shorts, at around 1a.m., with the mercury at about -7 degrees celsius. A whiteout storm even hit on the final evening, forcing Sam to use his cell phone light to see in front of him after his headlamp died. Meanwhile, he watched fellow competitors, who may have been a little more ‘seasoned’ in the running game than the 21-year old Sam, hopping into state-ofthe-art Sprinter vans to rest and recover. “I just had no idea what I was getting myself into...I had never done more than a 100-miler. I was just kind of feeling it out.” In Sam’s mind, this experimentation

had no goal pace. Though, he says in the future, he’s sure there will be. “I didn’t even have a watch on. I was just focused on getting from aid station to aid station, I didn’t even know what time it was. The sun came up, the sun went down, and that’s it.” So, what’s next for the intrepid athlete? The ultrarunner’s Mecca - the Tor des Geants, a footrace of approximately 215 miles through the Aosta Valley of Italy. Just last week, Sam completed his prerace signup for the event in Sept. 2022. “This race is way different from what I just did. You go through the Alps. It’s got 90,000 feet of elevation.” To put that number into context - the elevation gain for the Moab 240 was around 29,000 feet. A monumental challenge for the runner, but since he burst onto the ultrarunning scene in 2020, he has been up to the task.

Doreen Chutter

January 11, 1931 ~ September 22, 2021 While we who remain are filled with grief and a huge sense of loss at Mom’s passing, she was ready tto be re-united with her life long parrtner. Dad first held Mom in his arms when she was a baby, he was eight. At nineteen Mom was invited to Langdale where the flame was kindled and shone until Dad passed away almost ten years ago. Their journey took them from Vancouver to living in Paris then Toronto before purchasing the ranch in 1977 with son David near Merritt. The ranch served as a rallying point for family and friends. For Mom life was all about family. She set the bar high….be the best at whatever you do. The Anglican church was her north star….she lived its teachings. We never heard our parents argue or raise their voices. To daughter Kathleen and sons David and Geoff, she provided that mix of winning spirit, drive and unfailing love. She was our inspiration, our rock. She leaves eleven adoring grandchildren: Paul, Eric, Ted, Kerry, Jane, Stuart, Julie, Mark, Emily, Brant and Luke. Mom couldn’t imagine a more beautiful life and we couldn’t imagine a more perfect Mom.

He is survived by his loving wife Linda, stepchildren Jamie (Michelle) Nicholson of Maple Ridge, Bill Willey of Coquitlam, Kelly (Rob) Nicholson of Alberta, his muchcherished granddaughter Kass (Alex) Goodyer, Kait and Michael Nicholson, Kierra and Skylar Willey, Julian, Kierra and Trelane Wuzinski, sister and brother, Emily (Glenn) Hamilton (nee Venator) John Venator as well as numerous cousins, nieces, and nephews in Ontario. George came to BC for a visit from Ontario and after discovering river rafting, he never left. He spent all the time he could with buddies at Kumsheen, while working with highways in Lytton. George saw the beauty of nature in everything, if he saw it for the first time or the 100th time. Kids were always drawn to him, and he taught them all about nature in a way they understood. He will be missed forever by those who had the pleasure to know him. A Celebration of Life will take place in the Spring at Kumsheen Rafting. Memorial Donations may be made to Wilderness Committee. Arrangements entrusted to Alternatives Funeral & Cremation Services 250-554-2324 Condolences may be expressed to the family from www.myalternatives.ca

Position: Cook

February 20, 1951 ~ October 18, 2021 Cary Eric Funk passed away C peeacefully in Merritt, BC on October 18 8, 2021 at the age of 70 years. He H will be lovingly remembered by his brothers Eugene Funk, Mark Funk, and sisters i Cindy Ci d Chaplin Ch li (Gerry) (G and Erica Funk. He is predeceased by brothers Patrick and Greg, father Eric and mother Ann. Cary was born in Peace River Alberta on February 20, 1951 with his 4 brothers and a sister. He spent 15 years on the farm. The adventures were endless. The family traveled the summer of 1966 looking for a better life and settled on Merritt. He went to school at MSS where he had a few passions, one being in the Rocky Mountain Air Cadets and the other was being on the wrestling team. In 1968 he won the 191 lbs division at the British Columbia wrestling competition. He had qualified for the Canadian meet, but due to a staph infection, he was not able to show his talents and had the first of many obstacles to conquer in the next 52 years of his life. After spending a year in Vancouver Hospital, he came home to a new baby sister and managed to complete his grades 11 and 12 in one year. Even though he was in a wheelchair, using arm crutches he walked up to receive his diploma, even though the doctors told his parents he’d be better off in a care home. From there he moved to Vancouver on his own and took business management. He worked as DJ at a radio station, then at the Royal Bank. In 1975 he moved back to Merritt to start up the Merritt Funk Brothers Drilling Company with his two brothers. He then worked for Kengard Distance Learning Centre (SCIDES). After retiring he had many hobbies, photography, fishing, hunting and in the later years gardening. The list was never ending and he was always learning new things, often self taught. Family was very important to him and he knew the family history better than anyone. Many came seeking advice and he always had an ear just to listen. He will be missed by all! A Celebration of Life will be held on a later date. On-line condolences may be expressed at www. MerrittFuneralChapel.com Service arrangements entrusted to Merritt Funeral Champel
