DRAMA ON CORBETT LAKE AS PROTESTERS ARRESTED (DEC.) Back in January of this year, fishermen, including a few from the Nicola Valley Fish and Game Club were arrested for trespassing when they crossed over what is said to be private land to get to Corbett Lake to ice fish. The charges were subsequently blocked, but later this year once the lake froze over, six fishermen chose

Norm Flemming, of the Merritt RCMP told the Herald on the morning of the protest. “They are the masters of their own destiny.” The lake is said to be surrounded

by private property, owned by three different groups — the Corbett Lake Lodge, the Douglas Lake Cattle Company, and the Nicola Ranch. The club has been arguing for years that since lakes in British Columbia are public, the privately owned land surrounding it illegally restricts access.

Dec. 15, 2015 Regular Council Meeting recap GENERAL MATTERS - Delegations and Recognitions Shawn Sanders, MTS Maintenance Training Systems Inc. pinning ceremony for Kevin Vilac awarding Kevin his Professional Operators Certificate through the Environmental Operators Certification Program Ms. T. Hadwin, Chief Operating Officer, Gold Country Communities Society made a presentation to Council highlighting the Gold Country initiatives for the upcoming year. Ms. Hadwin also showed Council the Gold Country YouTube Video for their viewing pleasure. UNFINISHED BUSINESS THAT the report from MMM Group titled Phase 1 Central Park Review be received for information; AND THAT the procedures associated with the Requests for Proposal process be reviewed to prevent this situation from happening in the future. THAT Council direct Administration to prepare a Council Policy workshop to review the City’s revitalization tax exemption programs; AND THAT Council direct Administration not to accept further applications for such exemptions until that review is complete. THAT Council direct the Chief Administrative Officer to execute a three-year Tourism and Visitor Information Services Agreement with the Nicola Valley Heritage Society as per the attached proposal. BYLAWS City of Merritt Five Year Financial Plan (20152019) Bylaw Amendment Bylaw No. 2203, 2015 was adopted. City of Merritt Fees and Charges Bylaw Amendment Bylaw No. 2204, 2015 was adopted. NEW BUSINESS THAT the City rescind Resolution #298 dated May 12, 1980 that states: “THAT the letter from Mr. A. Moffat dated May 03rd, 1980 be received and filed and that Mr. Moffat be advised that a lease is not required as the town will provide a bowling green in perpetuity for use by the community” Voting Opposed: Councillor Christopherson THAT the motion that the City separate the Lawn Bowling facility into the lawn bowling green and the building, and lease the bowling green to the Lawn Bowling Club and look for other uses for the building be deferred until Administration can address concerns raised by Council from a previous In-Camera Council meeting.

The Director will shepherd a vital and diverse portfolio of recreation services workers and direct the maintenance of existing buildings and construction of new facilities. The incumbent will advise the CAO, the Council and senior staff on issues and trends in recreation and recreation programming, and ensure facilities are functioning and up-to-date. We are looking for a natural leader who: • has demonstrated integrity, ethics, confidentiality and professionalism in their work in the public and political environment • is engaging and comfortable working with the public, fellow staff and council • is a creative and strategic thinker who applies forethought in all decision-making processes • enjoys the detail work of municipal administration, but doesn’t get mired in it • and most importantly . . . has the drive to lead others to succeed! QUALIFICATIONS AND EXPERIENCE • A bachelor’s degree in recreation management or a directly related field • A solid understanding of municipal recreation services, pool and arena operations, recreation and cultural programming and labour relations in a union environment • Five years of progressively responsible municipal service with at least two years of directly relevant experience • Experience liaising with community groups, cultural organizations and sports groups • Completion of a Local Government Administration education program is desirable • Excellent verbal and written communication skills • Demonstrated technical competence

SUMMARY OF CITY OF MERRITT SNOW REMOVAL POLICY This procedure outlines the responsibility of the City, residents, businesses and contractors as it pertains to snow removal in Merritt. NOTE: For purpose of this procedure “Area 1” is designated by heavy black line and “Area 2” is all remaining streets.. Service Level based on Snow Accumulation: 0 – 5 cm: Area 1 only sanded AS PRIORITY 5 – 20 cm: City streets are graded and sanded in the following time frame: Area 1 – within eight (8) hours Area 2 – within thirty (30) hours Over 20 cm: Exceptional Snowfall – will call out such manpower and equipment as may be available and required to maintain city streets in as passable conditions as possible. Priorities: No.1 Emergency access routes to essential services such as hospital, police, fire, ambulance, City services. Dangerous roadways including hills and intersections. No.2 Schools; No.3 Downtown Business Core; No.4 Highway Commercial properties; No.5 Residential properties Disposal: Residents, businesses and contractors are not permitted to blow or plow snow from private property onto right-of-ways, streets, lanes or walkways. Residents and businesses in areas with City sidewalks adjacent to roads shall be permitted to place snow from the walk on the road. Sidewalk Clearing: Every owner or occupier of residential zoned property shall remove snow or ice from sidewalks or pathways abutting the said property within twenty-four (24) hours of accumulation except for weekends and holidays. Every owner or occupier of real property shall immediately remove snow, ice or rubbish from the roof or other part of a structure adjacent to a highway or pathway or sidewalk where such snow or ice or rubbish presents a hazard to vehicular or pedestrian traffic. Every owner or occupier of commercial or industrial zoned property shall remove snow or ice from sidewalk or pathways abutting the said property by ten (10) a.m. of any day and, as needed, following the accumulation of snow or ice. Complete copies of this procedure can be obtained at City Hall during regular business hours.

4 INDUSTRIAL YARD FIRE OFF NICOLA (OCT.) There were many fires that sparked around Merritt in 2015, but few were watched by as many locals or can compare in size and potential danger as the one that sparked in an industrial building off Nicola Avenue this October. The fire gutted an uninsured building containing multiple mechanical bays, but could have been a lot worse if firefighters weren’t already gathered for a training session at the

time. There were two people inside one of them at the time of the fire, and both escaped the blaze without injury. The fire was a violent one. Explosions from the amount of fuel in the building could be heard coming from the blaze and large flames reached out into the night sky along with smoke and ash.

5 TOLKO SCALES BACK MERRITT MILL (NOV.) An axe was held over the lumber industry in 2015. As lumber prices dwindled and the allowable annual cut via the province’s timber supply review is expected to drop due to pine beetle infestation at some point in the new year. In May, temporary layoffs were reported at the Aspen Planers mill, and in July representatives from Tolko met with city council to inform them of the challenges they were facing. An omen of sorts, Tolko would respond to the conditions of the industry by eliminating

29 full time jobs in its small log production line, effective Nov. 6. The mill went from 229 employees to 200. “With significant reductions in the annual allowable cut coming in the near future, we have had to evaluate and focus our operations to ensure we remain competitive and viable,” said Troy Connolly, general manager B.C. lumber for the company, in a news release. “Decisions such as these are never easy,” said Connolly.

STAGE This year was not like 1919, when three per cent of the world’s population died of influenza, or 1943, when the Second World War was killing a million people each month, or 1983, when we came very close to World War Three (though the public didn’t realise it at the time). For most people, in most places, 2015 has been a pretty good year. Yes, of course, the war in Syria, and millions of refugees, and the downturn in China dragging the world economy down with it, and terrorism here, there and everywhere. And of course, climate change waiting around the corner to drag us all down. But if you are waiting for a year with nothing to worry about, you’ll be waiting a long time. The war in Syria is four years old and still going strong. In late summer it looked for a time as if the Islamist rebels were going to destroy the Syrian army and take over the whole country, but the Russian intervention restored the stalemate. There is even talk of a ceasefire now, so that everybody else can concentrate on fighting Islamic State. There are other wars in the Middle East too, in Iraq (where Islamic State also holds much territory), in Afghanistan (where the Taliban are winning), and in Yemen (where the conservative Arab states have mistaken a tribal quarrel for an Iranian plot and launched a bombing campaign to thwart it). Libya’s internal wars are getting worse, and there is even talk of renewed Western military intervention there.

winter blues. Catching fish through a hole drilled into the ice is a simple affair that can be enjoyed by the whole family. If you haven’t tried it yet you should — its great fun. To that end I will provide you with a few tips that should increase your chances to catch a trout. Fish are most active in the early morning when they search for food. Plan to be out on the ice early; around daybreak seems to be best. Once the angler activity on the ice increases the fish go into hiding. If you don’t possess a

sonar fish finder, a contour map of the lake can help you find the underwater structure fish prefer to use and hang up on. Or, if you’re fishing a lake that you also fish in the summer, you can return to your favourite spots on the lake. Trout are predatory fish and will use the same underwater structures as in summer that will allow them to ambush smaller fish; it is there that you most likely will get a lot of activity — particularly in the mornings and evenings. Trout can be finicky. Just because you had

success with one lure or bait the previous day is no guarantee it will work today. Try different lures and baits in various colours and styles until you get results. Usually I change lures/baits every 20 minutes if I don’t get a hit on my offerings. Some anglers have a tendency to sit in one spot for too long. If a spot doesn’t produce any fish for an hour or so move on to the next spot and drill a new hole. Keep doing that until you find a spot where the fish hang out. Fish are very sensitive to vibrations. Jumping,

running or driving on ice creates heavy vibrations that fish can feel for a considerable distance and it usually sends them off to deeper places in the lake. Before you walk on a frozen body of water observe the safety rules. It is recommended that the ice should be at least four inches thick to walk on and at least ten inches to drive on it. There are many factors that determine the thickness of the ice which can vary over the lake’s surface.

Look for deep cracks on the ice and water on the ice surface — those are usually the weak spots that could break when you step or drive on it. Always attach ice grippers on your boots to prevent slipping and falling on the ice. While we’re on the subject of ice fishing I have to mention a very popular event that is coming up. On Sunday, January 17, 2016 the Nicola Valley Fish and Game Club will hold their annual Ice Fishing Derby out at Mamette Lake. The derby starts at 8:00 a.m. and closes at 2:00 p.m. This is a great family event with many trophy, kids and door prizes to be won. The entry fee is 15 dollars per person. Tickets are available at the Ponderosa Sporting Store and Gun-Fishin’ Store or at the event. Participants must have a valid fishing license and regular fishing regulations apply. As one year ends and another begins, it’s important to take a look back at what we have accomplished in the past and what we hope to achieve in the future. For Merritt it was a busy 2015 with the signing of the First Nations Collaborative Engagement Protocol and Contribution Agreement for the study of the biosolids issue to the comple-

tion of the $1.8 million NVIT Trades Building plus $475,000 in capital funding for the replacement of boilers in two schools (for a complete list of Nicola Valley 2015 achievements visit my website www.jackietegart.ca). While there is still much to do on the biosolids issue, I’m pleased to report that the Principal’s Table had a very productive meeting in late December and work is progressing on the scientific review as well as planning for soil, water and air testing this spring. It is my sincere belief that this work will be completed in 2016 so that Merritt and area residents will be able to debate the merits of this issue based on sound science.

Of course transportation is always an issue in our area and this past year the Ministry of Transportation has completed significant portions of the 2015/2016 Road Improvement Program which is valued at over $44 million in Fraser Nicola. While these works have greatly enhanced road safety, with winter now here, I’m again hearing concerns regarding highway maintenance. That’s why I met with local Highway’s Department officials in late December to discuss ways we can ensure our highways are kept clear and safe. If you have specific issues regarding the condition of our highways, please contact my office and I’ll be sure that information is

included in the maintenance contract renewal process, which will begin in 2016. One final note on roads safety is the installation of the variable speed signs along the Coquihalla. The signs, which will adjust posted speed limits based on road conditions are scheduled to be operational in early 2016. Together we have accomplished much this past year. I am honored to represent you in Victoria, and thank you for the work you do for your communities. I am looking forward to a busy 2016 and wish you all a happy, healthy and prosperous New Year! Refugees are a bigger problem than terrorism From Page 6 There are no wars at all in Asia, which is home to half the human race, and no wars in the Americas either. There is one war in Europe, in eastern Ukraine with heavy Russian involvement, but a ceasefire has greatly reduced (but not entirely stopped) the shooting in the past four months. This is not a picture of world where violence is out of control. The violence is approaching catastrophic levels in parts of the Middle East, but the scattered incidents of Islamist terrorism against non-Muslims elsewhere are relatively small and few in number. Neverheless, they have encouraged the Western media (and several Western leaders) to talk about terrorism as an “existential threat.” That is absurd, but Donald Trump, the leading candidate for the Republican party’s nomination for U.S. president, has proposed that the United States should deal with this “threat” by stopping all Muslims from entering the country. The number of nonMiddle Eastern people who actually died in terrorist attacks in 2015, including the two Paris attacks, the Los Angeles attack, and attacks on tourists in Muslim countries (mostly British in Tunisia and Russians in Egypt) was just over 400. The total population of Russia, the United States, Britain and France is about 600 million, so the risk of being killed by an Islamist terrorist, if you are a citizen of one

of those countries, is one in one-and-a-half million. It is not a crisis. It is just a problem, and fairly far down the list of problems these countries face. The refugees coming out of the Middle East, mainly from Syria, are a much bigger issue, but the main burden of caring for them has fallen on neighbouring Muslim countries, principally Turkey, Lebanon and Jordan. About one million refugees have reached Europe this year, sparking a political panic in the European Union (population 500 million), but the extraordinary generosity of Germany, which has taken in four-fifths of those refugees, more than compensates for the meaner behaviour of other Western countries. In Asia, the Burmese election in November was probably the final step in ending half a century of military rule in that unfortunate country. The long-predicted drop in the Chinese economy’s growth rate seems to be arriving at last (though the regime still denies it), and the question of whether the Communist dictatorship can survive a prolonged period of slow growth is slowly working its way back onto the agenda. So did Africa, despite renewed terrorist attacks in Mali, President Zuma’s boundless corruption in South Africa, and the tail-end of the ebola epidemic in Liberia, Sierra Leone and Guinea – and at least that epidemic spurred the high-speed development of a vaccine that will help to contain future

outbreaks. And what are we to make of North America? Canada finally showed Stephen Harper the door after almost ten years and elected his Liberal antithesis, Justin Trudeau, to the vast relief of practically everybody beyond its borders and a majority within them. Yet in the same year the Jurassic candidate, Donald Trump, emerges as the Republican front-runner for next year’s presidential election in the United States. However, there is a strong argument for saying that Trump’s main appeal to potential voters is that he is not boring. This could be a problem for Hillary Clinton, who for all her sterling virtues is deeply, deeply boring. They have been holding a mock election at Western Illinois University one year before the national election ever since 1975. They have chosen the correct party and even the right candidate every time, including people who were still very dark horses at the time like Jimmy Carter (for the 1976 election) and Barack Obama (for the 2008 election). They held their mock election for next year last month — and the Democrats won. But Hillary Clinton didn’t. The next president, according to the mock election, will be Bernie Sanders. 6 ALLEGED CAR JACKERS APPREHENDED (NOV.) When it comes to a small town like Merritt, a police standoff with a possible gunman isn’t a typical occurrence, but on November 25, that’s exactly what happened. Two people who police say attempted to car jack a man on Lindley Creek Road were taken into custody without incident after a five-hour standoff with police. The incident ended when the RCMP’s emergencyresponse team (ERT) stormed a hotel room, and took a male

Electronic speed signs, that will reduce the legal speed limit when poor weather inhibits driving conditions, are being installed on sections of the Coquihalla, the Trans-Canada and the Sea-to-Sky Highway as part of a pilot project aimed at reducing weather-related crashes. Crews are installing 13 of these signs along a 24-kilometre span of the Coquihalla from Portia Interchange (exit 202) just north of Hope to the former Toll Plaza. Another 18 variable speed signs will be

9 WILDFIRE SPARKS ON HAMILTON HILL (JULY) Wildfires were a dime a dozen in the B.C. Interior this past summer, but a grass fire on Hamilton Hill along Highway 97C just outside of town bought flames closer to home than any other, with smoke that was highly visible from Merritt. The wildfire burnt 45 hectares of land, but was about 90 per cent contained in a day’s time.

Air tankers bombing fire retardant onto the flames and helicopters bucketing water drew crowds of people along the side of Highway 97C to watch firefighters. No structures nearby were threatened. About 50 firefighters worked to extinguish the fire, and was suspected to have been human caused as there had been no recent lightning strikes in that area.

Long-time Merrittonian and community volunteer Millie Mitchell passed away suddenly on the second weekend of March. In the days before her death, Mitchell, 83, was helping organize the picket lines protesting biosolids trucks coming into the Sunshine

Valley. Mitchell and her friend Clara Norgaard drove up the Maka-Murray Forest Service Road, but became stranded. SAR was called, and the two were taken to hospital hours later, but Mitchell did not survive.

GHOSTS MURPHY SHEWCHUK A looking glass TO THE PAST While searching through the Hudson’s Bay Company journals and The Inland Sentinel newspaper looking for information on the Brigade Trails that wound through the Nicola Valley, I came across several references to past New Year’s. Here is an arm-chair look back at the celebrations of the last century or two. In the waning days of the fur traders at Fort Thompson (now Kamloops), the Hudson's Bay Company gave its servants as cheerful a New Year’s Day holiday as possible. In 1854, chief trader Paul Fraser recorded in the company journal: “Dec. 31. Got an oxe shot for the New Year’s.” On Jan. 1 he noted (with complete disregard for punctuation): "Weather cold the men as Customary came to see me they were treated with Grog and Cakes Beef and Flour.” The traditional celebrations also included the local First Nations. In 1859, William Manson wrote: “Dec. 31 - Indians gathering round The Establishment, with the expectation of seeing the White men dance to welcome in the New Year. Jan. l - This morning the men after having fired a Salute

paid me a visit and were welcomed by a glass of Spirits and a cake and received rations for the day of Beef and Flour, many of the Indians also called.” On Jan. 2 he noted: "This evening had a dance which passed off happily and was kept up till daylight Tuesday morning.” The following year, records show that supplies in the company store were more varied: “Gave a regale of Flour Butter Currants Sugar and Chocolate as well as Grog to our men... Gave a dance for the hands of the Fort and a mess of Rice and Beef to the Indians.” By the 1870s, settlers had begun to move into the Nicola Valley. In 1885 — a hard winter — things got a bit lively. There was a rifle match between miners and ranchers at Rockford (near Stump Lake) followed by a ball, with another grand ball held at Quilchena. The increased female population that resulted from the arrival of the settlers made dancing very popular. The Jan. 7, 1910 Merritt Herald headlines read: “EVERY BODY AND SUE WERE THERE At the Masquerade Ball given by the Merritt Athletic Club on New Year’s Eve — A Happy Time and a Happy Crowd.” The next day “GOOD HOCKEY WAS PLAYED Between Nicola Valley Team and one from Kamloops.” Kamloops won by a score of 2-1. There was also news that the Kettle Valley Railway would soon

connect Merritt to Hope. By Jan. 1, 1915, there was good news and sad news. Merritt’s hockey team beat Quilchena 16-6. “The men on the Quilchena Team were fairly good skaters, but a few of them had had little experience with the game.” Another headline read: “Has Brother Killed in Battle: News reached Merritt this week of the death of Frederick Osborne, brother of Mr. George Osborne of this city.” Jan. 1, 1918, saw indifference and excitement. One headline read: “NOBODY WANTS TO BE AN ALDERMAN: City Election is Approaching, but Ratepayers do not Seem to Care.” Ice jams on the Coldwater River were flooding parts of the City after heavy rains. The Sixth Field Company of the Canadian Engineers were recruiting 600 more men to fight the ongoing war. By Jan. 1, 1935, Canada was beginning to recover from “the economic catastrophe which swept over the world in 1929 and 1930,” according to CPR president E.W. Beatty. A Nicola Airman, Flight-Sergeant Harry J. Winney, was included in the King’s New Year Honor List and awarded the Order of the British Empire. The Jan. 4, 1946 issue of the Herald had a story titled “Returned Men Welcomed Home.” First World War vets acted as waiters for a Canadian

Legion supper, “a bountiful affair” serving 59 returning Second World War veterans. On Dec. 31, 1954, the Merritt Volunteer Fire Department hosted a dance. The first newspaper of 1955 reported that “About 300 persons filled the IOOF Hall for the fortieth annual New Year’s Eve Dance. … The gaiety continued from 10:00 p.m. in 1954 until 5:30 a.m. in 1955.” SOMETHING

There can be many reasons for rebound headaches DR. COLIN GAGE Spinal COLUMN Do you suffer from headaches every day despite regularly using a pain reliever? Do they remain the same or even become worse after you take this pain reliever? If you can answer “yes” to either of these questions, you may be suffering from a “rebound headache” due to an overuse of pain-killers (analgesics). The typical sufferer of rebound headache

comes to rely on increasingly frequent and higher doses of painkillers to keep a headache at bay. Over time, headache symptoms grow worse rather than better, despite large amounts of prescription drugs, or off-theshelf pain relievers containing aspirin, acetaminophen, ibuprofen, ketoprofen, or naproxen sodium. Other offenders include sinus medications containing phenylpropanolamine or similar blood vesselconstricting drugs. Daily caffeine intake in the form of coffee, tea, and pain-relief products may contribute to a rebound headache. Drinking three or more cups of coffee, six cups of caffeinecontaining tea or cola

puts a headache patient at risk for a rebound. Anyone at any age or either gender who takes enough headache medication frequently enough is at risk. However, the typical patient with rebound headache is in his or her 30s or 40s, whose headache history began in her teens, with occasional migraine headache. By her twenties, migraine attacks occurred more frequently and — for fear of having a disabling headache — she began to take non-prescription or prescription medication even for her mild headaches. After a while, she finds herself taking pain relievers more than four days each week and may take four to 12 tablets per

day. A rebound headache is typically different in character from the initial chronic headache. Patients usually describe a mildto-moderate, dull, non-throbbing, steady pain often felt in both sides of the forehead, top or back of the head (though rebound may cause a generalized or very focal headache). The headache tends to last from six to 24 hours. Most patients do not have migraine symptoms such as sensitivity to light and sound, nausea, or intensification of pain with mild exertion. In some cases, however, the headache may proceed to trigger a severe migraine episode.

Indeed, rebound headache tends to progress, and, over time, the daily headaches become more migraine-like. As with most headaches, some patients suffer feelings of depression and irritability, sleep disturbance, trouble concentrating or other neurological and/or psychological symptoms. Almost any pain reliever — prescription or non-prescription — can be associated with rebound headache. Some patients with rebound headache take only one type of medication, whereas others take two or more different types. Rebound headache sufferers should be aware that discontinuing medications makes things worse before

they get better. Headaches may increase in intensity within four to six hours of stopping the medication, and peak between 24 and 48 hours. This withdrawal period may last from two to three weeks. I would recommend that you visit your medical doctor before attempting to wean yourself from any medication. In summary, by taking too much medication, you may be actually promoting your headaches rather than curing them. This is why I recommend that the actual cause of the headache be identified and corrected. For example, it is well known that most common headaches are

“tension-type” or “cervicogenic.” This simply means that irritated nerves, joints and tight muscles in the neck are the actual cause of the pain you feel in your head. If this is the case, and other more serious sources of a headache have been ruled out, a series of simple chiropractic treatments may be all that you need. A New Year always seems like a fresh start, so we often reflect on the past year and resolve to do some things differently. Some people abhor New Year’s resolutions because it gives them one more reason to feel like a failure. However, resolutions generally come from a place inside us where we know what we need to do to be a healthier, all around better person.

Decide what you intend to do, and keep visualizing yourself as having already achieved your desire. That voice is too important to be silenced. Instead we must eliminate the concept of failure. One way to do this is to state our goal in terms of intentions. A goal statement without intention is nothing more than a wish. Sense the difference between the statement, “My resolution is to lose twenty pounds,” and, “I intend to lose twenty pounds.” The last statement is much more powerful. Of course this is not just a matter of words. To form an intention is to make a commitment, or agreement

with oneself. It is a decision. Once a firm intention is established, we naturally do the things required to turn the intention into reality. Further, it has been suggested that when we are clear about our intentions, the universe will rearrange itself to bring

about what we have intended. If we do not achieve our goal, it is unlikely that we tried consistently and met with failure. It is more likely that somewhere along the line we stopped trying; perhaps lost sight of our intention. If we have set

tough goals for ourselves, we may have to re-commit on a daily basis. This may be as simple as restating your intention each morning upon arising. So go ahead and listen to that wise voice inside that knows exactly what you need to do. Decide what you intend to do, and keep visualizing yourself as having already achieved your desire.
