A suspicious looking snooze led to the arrest of a 63-year-old local man for possession of stolen property Oct. 3. Police received a call from staff at the Extra Foods grocery store at about 8 p.m. reporting that there was a strange looking vehicle in the parking lot, RCMP Const. Tracy Dunsmore told the Herald. “It looked like a male was sleeping in the car,� Dunsmore said.

She said police attended the scene and looked up the vehicle’s license plates, which turned out to be stolen from the Lower Mainland. “But the vehicle itself wasn’t attached to the plates,� Dunsmore said. The man was charged with possession of stolen property for the stolen plates, but was able to produce documents showing he owned the vehicle, Dunsmore said. However, the vehicle was uninsured and the man was prohibited from driving, she said. The 63-year-old is scheduled to appear in court in Merritt next month.

The Crown has dropped illegal hunting charges against a Nicola Valley trapper who argued the rules were unclear. The provincial Court Services Online database shows a stay of proceedings has been entered on charges under the Wildlife Act against Kim Robinson. Charges are stayed when there is not a substantial likelihood of conviction. The charges stemmed from an incident in January 2015, when a conservation officer stopped to check on Robinson as he was pulled over on a Nicola Valley backroad. The Crown alleged he targeted a bobcat without a special hunting tag and, instead, used hounds to track the fleeing animal under his trapping licence. New rules state trappers cannot use dogs to pursue fur-bearing animals. While Robinson said the rules are now clear, he argues they’re misguided.

The province is reaching out to residents of British Columbia for input on a new set of rules for biosolids and composting. The government is looking to update the organic matter recycling regulation (OMRR), which has been in effect since 2002, stated a press release from the B.C. government. A policy intentions paper was released Oct. 3, which maps out the government’s new proposed policies for the OMRR. Highlights of the policy intentions paper include new requirements for the management and use of biosolids, with new maximum allowable standards added for chromium and copper content for class A biosolids. The paper also details plans to create a system of reporting, where all land applications of biosolids would need prior approval from the ministry of the environment. This information would then be made available to the public through an online portal. Additionally, all land application plans would require a contingency plan in the event that

sampling and monitoring results suggest non-compliance with the OMRR standards. More standards are proposed to better communicate the presence of biosolids to local First Nations communities — including a requirement that First Nations communities receive 90 days notification for composting facilities, and 30 days notification for any land applications. Findings from the provincial government’s scientific review, including a soil sampling report and literature review, were used in the development of the intentions paper. These reports are available are available on the gov.bc.ca website, and can be accessed by searching for “organic matter recycling regulation.� The public is invited to share their feedback on the paper, which can be viewed alongside the literature review, and soil sampling report on the gov.bc.ca website. “The policies we are proposing will ensure the rules we have in place to protect human health and the environment are based on the latest and best science available,� said Mary Polak, minister of the environment in a press release.

Some residents in the Nicola Valley have expressed vehement opposition to the spreading of biosolids on farmland as fertilizer. In 2015, the anti-biosolids group Friends of the Nicola Valley and local First Nations formed a roadblock on Highway 8 barring BioCentral trucks from bringing in biosolids to its composting facility in Lower Nicola. The proposed changes fail to address the main concerned stressed by people in the Nicola

Valley that each region should deal with its own treated sewage sludge, said Merritt resident and former NDP MLA, Harry Lali. “Why should people take somebody else’s waste?� Lali said, adding that those who are producing it should deal with it at the source as opposed to trucking it to other areas of the province.

Election shakes up LNIB council The Lower Nicola Indian Band (LNIB) membership expressed a vote of confidence in their incumbent chief, as the band elected Aaron Sam for a second consecutive term in an election that saw five brand new members elected to council. Sam was elected with 262 votes, representing about 65 per cent of all the ballots cast. Spence Coutlee was second, with 101 votes. “The people came out and voted, and I’m happy with the results. We have five new councillors, and I’m excited about the new council. We have some experienced councillors, and some new councillors who have never been

councillors before,� said Sam, who was first elected as chief in 2013. While the incumbent walked away with the popular vote for chief, there was significant turnover on council after the election on Oct. 1. Only Nicholas Peterson and Harold Joe retained their seats on the LNIB council, where they will be joined by new councillors William Bose, Joanne Lafferty, Leona Antoine, Lucinda Seward and Lesley Manuel. Former councillor Arthur Dick unsuccessfully challenged Aaron Sam for the position of chief, while Molly Toodlican, Robert Sterling Jr. and Clyde Sam were narrowly edged out of the race for their seats on Oct. 1. Clarence Basil Jr. did not run for re-election.

For Toodlican and Sterling Jr., the margin almost couldn’t have been closer — the two former councillors each received 128 votes, just three votes shy of Peterson’s 131. Antoine received the most votes for councillor, at 176. With women occupying four of the seven seats on council, the Lower Nicola Indian Band will see a balance of power between the sexes with Aaron Sam sitting as chief. “Women are really the backbone — traditionally we are a matriarchal community. Previously we only had one woman on council, with six other councillors and myself. I believe for us to make informed, good decisions, it’s important to have a good representation in terms of gender, as well as age,� said Sam.

The mental toll of Tolko The sudden announcement that the Tolko mill in Merritt would cease operaCole Wagner tions by COLE’S NOTES December — leaving more than 200 employees out of work and affecting a number of associated contractors and trucking companies — was a shock to the community. Weeks after the announcement, reaction from local politicians, city managers, councillors and members of the industry continue to roll in. Merritt’s city council, for example, were preparing for the annual Union of B.C. Municipalities meeting before news of the closure dropped, quickly forcing council to reorganize their priorities heading into the meeting of elected officials. While there wasn’t any major news from the conference regarding government intervention in the mill’s closure, politics can be a slow moving process at the best of times — so the community and those affected will continue to closely monitor the situation for any new developments. It remains to be seen how the closure will affect the rest of the city’s economy, although the outcome almost certainly won’t be positive. But on a more human level, it is particularly important that we understand and appreciate the gravity of the situation for more than 200 workers at the Tolko mill. The sudden news that the mill would be shut down in December, leaving some employees who had been at Tolko for over 30 years out of work, could not only have devastating effects on the local economy, but also on Merritonians’ personal health. More precisely, right here in Merritt, with another championship location in Princeton. The championship begins on Oct. 4 through Oct. 7. Fly fishers from across Canada, the USA and the world will come to Merritt to take part in this prestigious event. Corbett Lake and 7 Half Diamond Ranch Lake will host the first six angling sessions and then the event moves on to designated sections of the Similkameen River. Forty-six competitors, and 45 volunteers will be attending. Between angling competitions there will be discussions to address problems concerning fish conservation, habitat loss, water quality and other environmental problems that adversely affect fish. On Sept. 14 my wife Heidi, my brother Roland and I followed up an invitation to attend a media pre-opening tour of the first Bass Pro Shops in British Columbia in the newly built Tsawwassen Mills mall. Having visited many stores across America of this outdoor retail giant it never fails to impress me how every store is meticulously decorated with murals of local landscapes and displays of local wildlife in a natural setting. Here in B.C. it is no different. Right at the entrance of the 145,000 square foot store you’re greeted by a massive over-

head mural stretching the entire width of the store framed by a natural display of every wild animal species in B.C. I remarked that the entrance looks like the Sistine Chapel of hunters and anglers. Bass Pro Shops is much more than just an outdoor retail store; it is also a recreational and entertainment center with a restaurant, archery shooting range, bowling alley and conference rooms. Oct. 4 was the grand opening with many celebrities from the hunting industry, sports and public life attending. The store had its humble beginnings in 1971 when Johnny Morris, a professional bass angler, became frustrated with the lack of angling equipment at affordable prices. He decided to sell fishing tackle directly from the manufacturer out of his father’s liquor store in Table Rock Lake, Missouri, which still today is the company’s headquarters. Thus, Bass Pro Shops was born and went on to become the world’s leading outdoor retail store with strong connections and support to the local hunting and fishing communities. The biggest news of October, which came as a surprise to many, was the 3.5 billion dollar acquisition of the retailer Cabela’s (another large outdoor store retail chain) by Bass Pro Shops.

Yes, in the big picture they are insuring that those employed at their other mills continue to retain those jobs, but make no mistake the Thorlaksons’ first priority is to increase their personal millions. When the dust settles, Tolko will pay out severance likely totaling in excess of $10 million. What if instead of taking the “easy” route, paying out severance and shuttering the mill, this company instead saw these employees, this mill and this community as more than impending red ink in a balance sheet. Imagine if that same $10 million dollars was instead invested back into community and industry in Merritt. Ten million dollars (and addition-

al investment) could be used to build a state of the art wood products manufacturing facility. For example, in Europe when they started running out of trees for good lumber, IKEA came in and opened plants that now produce millions of tables, chairs, bookshelves, etc. Keeping the economy going. Imagine that. These now displaced workers from Tolko could be employed during the construction of the facility and then put back to work when it’s completed. At the end of the day, we have a city that is contracting. And due to a serious lack of forethought from private industry and governments on all levels, unless there is a paradigm shift from toeing the line of being the Podunk Country Music Capital of Canada, Merritt will be nothing more than a pit stop on the highway to Kelowna in a decade. Last week I was travelling from Princeton to Lytton for a consulting job. I knew I had enough diesel to reach Merritt but soon discovered after I pulled into the Save-On gas station that I had packed all my work material and overnight gear but had left my wallet at home. With insufficient gas to get to either destination — home or work — I went into the gas station to ask if I could have my husband read my credit card info over the phone (I did have photo ID in my purse). The attendant informed me that they required the actual card. At a loss for what to do next I went back to search my truck, purse, luggage for any spare bills or perhaps a debit card stashed in a coat pocket. No luck. I went back into the gas station and asked if there was any way I could borrow some gas and repay on my way back? The sympathetic attendant by the name of Denee looked at me and said, “I’ll spot you $20 of gas.” With that her manager took her aside in the back room. She came out with a red face, but proceeded to put her own debit card in the reader. I asked, “Did they tell you I wouldn’t pay?” She smiled. I gave her my business card and said, “I absolutely will pay you back. You are a kind and generous person to help.” Random acts of kindness are getting rarer and rarer, but I can say that Merritt is lucky to have a person like Denee. We’ve since been in touch by text message and I feel like I’ve made a friend. Thank you Denee! You are one in a million.

What is interesting about Mendolia’s research is that there is also a measurable affect on the mental health of the family of someone who has lost their job. In a community of about 7,000 people, more than 200 people and their families stand to be affected by the mill’s closure — and the research available to us suggests that it would be prudent to prepare for more than just an economic downturn as a result of the closure. Mendolia concludes that while shock income loss is one contributing factor to an unemployed person’s deteriorating mental health, the consequences of losing one’s job also negatively impacts a person’s sense of self-worth. A lack of self-worth, stress from the sudden loss of income, and strained family relations can ultimately lead to depression — even for someone who is normally upbeat. These conclusions seem a little self-evident, but serve as an

important reminder that there is a human cost associated with closing down the Tolko mill, beyond simply balancing the books. Fittingly, this week from Oct. 2 to Oct. 8, is Mental Health Awareness Week in Canada. And while the stigma surrounding people with mental health issues is slowly improving, now seems like a worthwhile time to reinforce the message that anyone can suffer from mental illness — and there are resources available for those who seek them out. Whether it’s through the Merritt Mental Health centre at the Nicola Valley Health Centre on Voght Street, or through one of the program run through Scw’exmx Community Health Services Society, those who are looking for professional help will find it in this region. If I’ve learned anything about this community, it’s that Merrittonians are a resilient, proud group of people. I have no doubt that the local food bank will see an uptick in donations this season, as the community rallies around those affected by the mill’s closure. But, in the immediate aftermath of the Tolko closure, the most important gesture of support this community can provide might be a simple question: “How are you feeling?”

The provincial government continues to grapple with the ongoing opioid crisis, firing their latest salvo against fentanyl with the announcement of plans to create a provincial centre on substance abuse. The aim of the new British Columbia Centre on Substance Abuse (BCCSU) will be to address the overdose crisis by focusing on addiction research, education and providing guidance to local care clinics across the province. “This investment to create the B.C. Centre on Substance Use will save lives and advance overall public health by improving the quality of addictions care, and the scale at which we are able to provide it. By describing best practices and building linkages between treatment and recovery systems, it will help to address many of the health and social challenges associated with untreated addiction facing the health care system in B.C.,” said Dr. Evan Wood, interim director of the BCCSU in a press release on Sept. 28. The Nicola Valley Community Theatre Society (NVCTS) is adding another $100,000 to the pot. NVCTS received the grant money from the provincial government’s Rural Dividend Fund, which will be put towards architectural design costs for the movie theatre and performing arts centre the group trying to erect downtown. The society was notified via email at the beginning of the month that their application to the fund was successful, said NVCTS director Rich Hodson. The $100,000 should help NVCTS check off the phase two box (architecture costs) on its sign located at the corner of Garcia Street and Coutlee Avenue where they hope to one day build the theatre. “I think we can. We’ve got enough money in the bank with the $100,000 to complete that phase now,” Hodson said. Engineering and construction costs are what NVCTS will target next Hodson told the Herald. A single applicant to the Rural Dividend Fund can apply for up to $100,000 for communitydriven projects, but must contribute at least 20 per cent of the total project cost. Individuals and groups can also partner together and apply for up to $500,000, but must contribute 40 per cent of the total project cost. Hodson said NVCTS didn’t apply for the $500,000 option because the group couldn’t find a partner before needing to meet the application deadline. “We had talked to the City [of Merritt], but they didn’t want to partner with us,” Hodson said. The theatre society is still attempting to receive charitable status from the Canada Revenue Agency in order to be able to give tax receipts to donors, which is something members of the group say has been a stumbling block in their fundraising efforts. In the meantime, NVCTS is looking to have the City of Merritt

agree to collect donations and issue tax receipts on their behalf. An agreement is currently being drafted by city staff that will require council approval. The idea of selling the naming rights to the four-theatre

The Merritt RCMP have yet to forward charges to the Crown against a 25-year-old man found inside a medical marijuana dispensary when police raided the storefront last month. “Our investigation is still ongoing,” said RCMP Const. Ryan Dell of the general investigation section (GIS). He told the Herald police are still acquiring evidence and reviewing the file. Creams and candies seized from the storefront are also being tested to determine if they contained a controlled substance. “Drug investigations often take several weeks, sometimes several months before a charge is sworn,” Dell said. Police are expecting to recommend a charge of possession for the purposes of trafficking against the 25-year-old. RCMP Sgt. Norm Flemming told the Herald that police must prove a person had knowledge and consent of the dispensary’s operations when it comes to charging any other individuals in this case. “Whoever was in the building at the time clearly had knowledge of what was being done, what was being sold and what they had there, and [he] was consenting to it because [he] was working there,” Flemming said. “Anybody that wasn’t there at the time that may be associated to [the operation] we would have to prove on reasonable grounds they also had knowledge of what was being done, what was being sold and consented to it.” “If other people are linked to [the dispensary] we hope to find evidence of that,” Dell said. He said this case is a bit more complicated than a typical underground drug operation. “It’s right there out in the public to see and there are some expected changes in the law, so there’s some complications there,” Dell said. The federal Liberal government is expected to legalize recreational marijuana in 2017. Merritt police are not disclosing the amount of marijuana and marijuana paraphernalia that was seized at this point in time. “There was dried marijuana [and] edibles [seized],” Dell said. He said he expects it will be about a month before charges against the 25-year-old found in the store are forwarded to Crown. He confirmed that police stopped people who visited the store and confiscated their purchases in order to collect evidence to justify the raid. “That’s how we get evidence that there’s something inside there that’s not legal.”

Cents and Vees home-and-home this weekend Ian Webster THE MERRITT HERALD

British Columbia Hockey League action this coming weekend sees the Merritt Centennials and the Penticton Vees squaring off in a rare home-and-home series between the two teams. Friday night, the Centennials travel to Penticton to play the league-leading Vees at the South Okanagan Events Centre. Saturday, the Vees are in town for a 7 p.m. puck drop at the Nicola Valley Memorial Arena. The Cents will head to Penticton Friday with either a 3-1 or a 2-2 record from their last four games. They were scheduled to play in Trail against the Smoke Eaters Wednesday night. The results of that game were not available by the time this edition of the Merritt Herald went to press; however, the final score and a complete game summary are available online at merrittherald.com. Following the Centennials’ disappointing showing at the BCHL Bauer Showcase

in Chilliwack on Sept. 22 and 23, the Merritt team has played some excellent hockey. It began with a 5-1 victory in West Kelowna on Sept. 27, followed by a 5-2 win away from home last Friday against the Salmon Arm Silverbacks. A star in both the aforementioned games was the Centennials’ newest player acquisition, 18-year-old forward Zach Risteau from Lakeville, Minn. The diminutive speedster picked up four points (two goals and two assists) playing on a line with fellow Americans Cade Gleekel and Tyler Pietrowski. Merritt netminder Jake Berger was also impressive in the two wins, turning aside 69 of 72 shots sent his way. It was a nice bounce-back pair of performances for the 19-year-old goalie after being pulled in a 7-2 loss to the Prince George Spruce Kings at the Showcase. Saturday night saw the Cents host the Island Division’s Cowichan Valley Capitals. The two teams first met on Sept.

23 at the Showcase, with the Caps prevailing 4-2. In the rematch on the weekend, Merritt was in the driver’s seat for most of the game against Cowichan. The Cents outshot the Caps 15-9 in the first period, and were full value for an early 2-0 lead. The Capitals refused to roll over against their Interior opponents however, and battled back to tie the contest at two apiece and later 3-3. Merritt scorers up

to that point were Tyler Ward (with his teamleading sixth goal), Mike Faulkner and Gleekel. Just when it appeared as though the game was headed to overtime, Cowichan’s pesky forward Max Newton buried the game winner behind Berger with 81 seconds showing on the clock. It was a frustrating loss for a Centennials team that outplayed the opposition most of the night, but was perhaps

guilty of letting the foot off the gas pedal on occasion, allowing the gritty Capitals to stick around. In his post-game interview with Q101 radio’s Voice of the Centennials Mantar Bandhal, Merritt head coach and GM Joe Martin said that he was a little shocked by the final outcome. “It’s disheartening. There was a game to be had early in this one if we had taken it to them.

We kind of sat back and went into a defensive shell. Cowichan’s a simple team, but they do [things] very well.” Martin credited Caps’ starting netminder Lane Michasiw for an outstanding performance in stopping 37 of 40 Merritt shots. “I think that he’s one of the best goalies in this league. He’s an older guy and experienced. I think that he made every save that he could see. He was the backbone of their squad [Saturday night].” Looking ahead to the Trail game played Wednesday night, Martin told Bandhal that there were lessons to be learned from the loss to the Caps and applied to the match-up with the Smokies. An important one was to not allow the opposition to build any momentum following a goal for or against. The Centennials will need to play textbook hockey on the weekend in their series with the

Vees, who look like a powerhouse again this year. Penticton is off to a 7-1 start going into Friday’s game, and has a line-up that looks as good — if not better — than last season. Backstopping the Vees is 20-year-old goaltender Mathew Robson, an off-season acquisition from the Ontario Junior Hockey League. A blue-chip defensive corps features veterans Mitch Meek and David Eccles, along with young 17-year-old Griffin Mendel, who was named this week to the NHL’s watch list. Up front, Penticton is led by a pair of holdovers from last season, Nick Jones and Owen Sillinger, and by 18-yearold newcomers Ty Amonte (son of former NHLer Tony Amonte) and highly-touted Grant Cruickshank. Amonte is slated to attend Boston College next year, while Cruickshank will be off to the University of Wisconsin.

It couldn’t have been a more fitting conclusion to a near-perfect season for motorcycle drag racer Matt Mackay-Smith from Merritt. Competing in his rookie year in the elite Pro-Mod division, the 30-year-old MackaySmith rode to his third straight win this summer on the Canadian Motorcycle Drag Racing Association circuit, and wrapped up a national title at the same time. The victory and overall championship came at the Mission Raceway on Sept. 25 — the fifth and final stop in the 2016 CMDRA series. Mackay-Smith made the final in all five races, earning him the Dennis Mark Memorial Award for the accomplishment. To top it all off, Mackay-Smith qualified number one for the first time this season at Mission, and also set a pair of personal bests — scorching the quarter-mile track in an eyepopping 7.11 seconds, and reaching a top-end speed of 190 miles per hour. Mackay-Smith finished the year with 508 points in the Pro-Mod class, well ahead of sec-

going into Mission. “It took all the pressure and stress away. I went out on Saturday and qualified number one.” In the knockout rounds on Sunday, Mackay-Smith defeated Tony Clizbe from Brooks, Alta. and Edmonton’s Cory Duncan for the win.

Interestingly, in Sunday’s racing, MackaySmith rode a 2,000cc hybrid bike built and owned by veteran racer Gary Christopher from Hope. “It’s a massive bike, and a total one-off,” said Mackay-Smith. “The motor was built from scratch by James Daughtry out of Florida. He just passed away last month. Gary’s goal is to campaign that bike next year and set some Canadian records on it.” In other results, former Merrittonian Derek Rose, 28, had to settle for second-place overall in the final standings of the Superbike division, after getting knocked out in the first round at Mission due to engine problems. Another former Nicola Valley resident, Dale Rose (no relation to Derek), made it to the third round in the Superbike class at Mission, and closed out the year in sixth place in the Canadian standings. Merritt’s Roger Bouchard was the third participant in the Superbike division with a local connection. He finished the year in ninth place in the standings. Bouchard won his second gas shoot-out event of the year at Mission.

The Merritt Tracker Sportswear midget reps tuned up for their annual Thanksgiving tournament with a pair of wins this past weekend. Saturday, the team hosted Salmon Arm and defeated the Jr. Silverbacks 4-2. Merritt scorers were Connor Ouellet, Travis Sterling, Eric Lalonde and Keyton Laupitz. On Sunday, Merritt travelled to 100 Mile House and came away with an 11-1 victory. Tracker marksmen were Lalonde (2), Tyler Mosely (2), Bailey Tomkinson (left, 2), Nick Anscomb, Darian Billy, Travis Simon, Darius Sam and Sterling. Mack Stead and Holden King each picked up a win between the pipes. This weekend’s tournament will see seven visiting teams from outof-town. Merritt plays its preliminary games on Friday at 4:45 p.m., and on Saturday at 9 a.m. and at 1 p.m. All three games are at the Nicola Valley Memorial Arena. ASSISTANT FORESTER - 100 MILE HOUSE, BC Reporting to the Operations Forester, the Assistant Forester will provide support to Norbord’s 100 Mile House Woodlands staff for the delivery of all phases of our woodlands management program. Duties may include assistance with forest planning, information system implementation, timber development, wood procurement, harvesting supervision and silviculture operations. This is an entry level position within our Woodlands Team which, for the right candidate, will provide the development and experience required to advance within Norbord’s Western Woodlands group and deliver on the fibre objectives for the 100 Mile OSB mill. As the ideal candidate you will possess excellent interpersonal, communication, organizational and computer skills. Individuals must be strong self starters and any previous Woodlands experience will be considered an asset. Individuals must be graduates of a recognized technical/degree forestry program and available for relocation and full time employment.

WOODLANDS OPERATIONS SUPERVISOR – 100 MILE HOUSE, BC
