Police tape adorns the door to Merritt’s first medical marijuana dispensary, and one person has been arrested with charges to be recommended against him. Just before 1 p.m. on Tuesday (Sept. 6) members of the Merritt RCMP’s general investigation section executed a warrant at the Merritt Compassion Society on Quilchena Avenue, seizing a yet to be determined amount of dried marijuana and marijuana paraphernalia. Const. Tracy Dunsmore said officers were on scene into the evening, seizing and documenting the contents of the store. A 25-year-old male from Kamloops, whom was the only employee in the building at the time, was arrested. Charges of possession for the purposes of trafficking are being recommended to Crown counsel against him but no charges have been officially laid at this time. RCMP Sgt. Norm Flemming told the Herald that police must prove a person had knowledge and consent of the dispensary’s operations when it comes to charging any other individuals. “Whoever was in the building at the time clearly had knowledge of what was being done, what was being sold and what they had there, and [he] was consenting to it because [he] was working there,” Flemming said. “Anybody that wasn’t there at the time that may be associated to [the operation] we would have to prove that on reasonable grounds they also had knowledge of what was being done,

The list of candidates running in the upcoming Lower Nicola Indian Band election, which takes places in just three weeks, has been set. Three men are running for Chief, including incumbent Aaron Sam, who is coming off his first three-year term. Spence Coutlee and current councillor Arthur Dick will also take aim at the position of Chief. There are 22 people running for one of the seven councillor positions as well, including five of the seven current members of council. Dick is in the

A forest fire burning about two kilometres south of Lytton has been stunted by firefighters, allowing the ThompsonNicola Regional District to lift the evacuation alert for the area on Sept. 6. “The size is the same, it’s 532 hectares, but is contained to 75 per cent, which is the maximum anticipated containment for this fire,” said Max Birkner, information officer with the Kamloops Fire Centre. At this point, the crews will remain on scene to manage the fire while it burns out, added Birkner. “[Firefighters] are demobilizing some equipment, they’re still putting in some guard where needed. They’re also receiving pretty good weather, so they’re just patrolling, doing IR [infrared] scans, and also letting it burn out,” said Birkner. While the evacuation alert was lifted on Sept. 6, an evacuation order for the area — issued by the TNRD and the Lytton First Nation — had been lifted on Sept. 2.

“First, an area goes on evacuation alert. At that point, people are told that they have to be ready to leave, within a certain amount of time if the fire gets worse,” explained Birkner. “When there is an evacuation order, that’s when there is actually an order given from BC Wildfire Service that recommends people leave their homes.” Forty-nine firefighters, one helicopter, a water truck, and 12 support staff are still on scene to continue containment efforts. The cause of the fire is still under investigation, said Birkner.

School zones monitored Merritt RCMP plan to keep a keen eye on motorists passing through school zones this week now that summer vacation has officially ended. Const. Tracy Dunsmore said police are reminding the public to watch out for students making their way to and from school during the week. “We’ll be out doing traffic stops, or speed watch [volunteers will be] going around to different schools as well,” she said. Dunsmore said there have only been a few incidences where people have been hit by vehicles

She said Central Elementary School, located near downtown, has had issues in the past with parking and the Tolko mill being close by. “[The mill] tends to get out right at the same time as the kids [are] getting out of school, so [the school’s] done a lot of work letting the parents be aware, and talking to us and setting up road checks to make sure that people leaving work are careful when they go by the school,” Dunsmore said.

Earning my rodeo spurs I’ve only been in Merritt for four months, but with the way my rodeo career is Cole Wagner progressing COLE’S NOTES so far, I’d expect to see my name next to Ty Pozzobon’s on the Pro Bull Riding circuit within the year. A couple weeks ago, I had the pleasure of attending my very first rodeo — the Nicola Valley Ranch Rodeo — where it occurred to me that it takes a very special breed of human to get on one of those buckin’ broncs. So when I was approached about riding a bull in the businessman’s bull riding challenge at the Nicola Valley Pro Rodeo on the Labour Day weekend, you might understand this city slicker’s immediate hesitation. But when I arrived at the grounds on Saturday, I was reassured by a couple factors. Most prominently, the crowd of children who were riding the — yes, mechanical — bull without incident gave me some hope that I, as an able-bodied young man, might survive the challenge. Second, I learned that my competition in the challenge was just as green as I was at the sport of bull riding, despite his prairie upbringing. (Sorry Dave, didn’t mean to sell you out in the paper). Lastly, I can hardly ever resist the opportunity to make a fool of myself in front of a crowd of people. So, on Saturday at around 2:30 p.m., I stared down my competition from our crosstown media rivals Q101, and Carrie Ware and Co. Accounting, donned my borrowed cowboy hat, and dutifully hopped on the bull to try to win my spurs. To make a short story long, the Herald came away with the win, and

Brazil forges ahead without Rousseff On Tuesday (Sept. 6), former Brazilian president Dilma Rousseff left the presidential palace in Brasilia and boarded a plane for her adopted home city of Porto Alegre. The BRICS began as a collection of large, fast-growing countries in the poorer parts of the world that Jim O’Neill of Goldman Sachs identified as emerging global powers in 2001: Brazil, Russia, India and China. (South Africa and the capital S were added in 2010.) The BRICS even started holding annual summits, although they were rarely more than orgies of self-congratulation. Nobody enjoyed their new status more than the Brazilians, but it was always an illusion. China and India, with 1.3 billion people each, were indisputably great powers. Russia

was a recovering great power, not a new one. But Brazil, like South Africa, was an imposter, lacking the critical combination of population, resources and industry that entitles a country to a place in the first rank. Brazil was a fairly plausible imposter during the years of the great boom in commodity prices, but for the past two years it has been in deep economic trouble. It was Dilma Rousseff ’s misfortune to win the 2014 presidential election just as the bottom dropped out of the country’s economic “miracle.” Her predecessor as president, Luiz Inacio “Lula” da Silva, exploited the boom to build a modest welfare state that lifted 50 million Brazilians out of poverty. Rousseff struggled to maintain those gains in the midst of Brazil’s worst recession since the 1930s — the economy shrank by almost four per cent last year — and became the least popular president in Brazilian history. Her unpopularity, plus a huge corruption scandal that implicated some members of her Workers’ Party (though not herself personally), created the atmosphere in which it became possible for the Brazilian Congress to impeach her. She describes it as a “constitutional coup” designed to remove an elected left-wing government from power, and she is quite right.

Rousseff was not impeached for corruption. She was found guilty of window-dressing government accounts before the last election, in order to minimise the impact of the collapse in Brazil’s export earnings on her spending promises. It was a petty misdemeanour for which she received a grave punishment at the hands of a Congress full of people who have committed actual crimes. It is universally acknowledged that the Brazilian Congress is one of the most corrupt legislatures on the planet. Fifty-eight per cent of the members are currently under investigation for involvement in the “Lava Jato” (car wash) scandal, in which they allegedly got kickbacks on contracts with the huge, state-owned Petrobras oil monopoly. Few of these people are associated with Rousseff, since the Workers Party holds less than one-tenth of the seats in Congress and depends on coalitions for a majority. A cynic might say that that’s why Rousseff has supported federal prosecutors who are investigating Lava Jato — but the same cynic would also have to acknowledge that one of the motives for impeaching Rousseff is to shut the investigation down.

The crooks are back in charge From Page 6 Indeed, the majority leader in the Senate, Romero Juca, was secretly recorded discussing precisely that goal — and he is a close political ally of Michel Temer, Rousseff ’s former vice-president (from another party), one of the leaders of the campaign against her, and now her successor as president. President Temer himself has been accused of skimming $300,000 off a nuclear-energy contract, so it shouldn’t be too long before some kind of amnesty is cobbled together for everybody who faces indictment in the Lava Jato case.

Under Temer, a centre-right politician, it also shouldn’t be long before austerity measures begin to cut into the increased spending on education and welfare that has transformed the lot of the Brazilian poor since the turn of the century. Money is scarcer now, of course, but there are other possible ways of coping with it than just imposing more sacrifices on the poor. So what kind of Brazil emerges from this sorry story? It will be a much diminished country in wealth, in reputation, and in international influence, and the social and economic gulf between the rich and the rest will widen once again. None of the BRICS, apart from India, is doing very well at the moment: Russia’s oil income has

collapsed, China’s claims of continuing economic growth are deeply suspect, and South Africa’s economic growth last year was 0.5 percent. As Warren Buffet once said, it’s only when the tide goes out that you find out who’s been swimming naked. Everybody, it turns out. What’s especially sad about Brazil is that it really did use its boom to rescue a generation of the very poor from misery, and was starting to address the extreme corruption of its political system as well. Store had no license From Page 6 Back in April, the federal Liberal government announced it would introduce legislation to legalize marijuana for recreational purposes in the spring of 2017. The Merritt Compassion Society had been operating without a business license since it opened at the beginning of August, and was receiving fines from the city’s bylaw officer for doing so. Back in August, City of Merritt corporate officer, Melisa Miles said she informed the operators of the business the city would not issue a business license to any medical marijuana dispensaries. Miles said the city has fined the business $1,100, issuing 11 fines of $100 each. She said the city hopes to recoup that money, noting they could decide to take the business to court.

Police have confirmed the sudden death of a paraplegic man found dead at his home in August was the result of a drug overdose linked to the potent opioid fentanyl. A toxicology report showed the 39-year-old Merritt man had ingested a mix of fentanyl and cocaine, RCMP Sgt. Norm Flemming told the Herald. “Any sudden death becomes a coroner’s case [when] the cause of death is uncertain,” Flemming said. The man was found deceased at his Quilchena Avenue home at approxi-

mately 6:30 a.m. by a friend on Sunday, Aug. 21. The man was found dead and out of his wheelchair in the doorway of his home. He was known to leave his chair and go out on his porch to smoke, Flemming said. “And in this instance he was on his way back in and I assume that’s when the overdose took over and he was never able to complete pulling himself back into the house,” Flemming said. He said the man was clearly deceased and there were no attempts at reviving him. There was no sign of a struggle, no outward sign of any external means of a cause of

death, Flemming said. The man lived alone and had a history of drug use. “Unfortunately, it’s another situation where we have an individual with an issue surrounding addiction and that lifestyle does not come without its fair share of risk, and in this case he opted to take a narcotic, which had too much fentanyl in it and it caused him to pass away as a result,” Flemming said. This drug overdose death is the fourth so far this year in Merritt. Back in March, two people died from fentanyl-related overdoses. Recently, police confirmed an overdose death of a 40-year-old man back in May also involved fentanyl.

The Merritt Centennials have released their schedule of games for the 2016-17 BCHL regular season. Once again, the Cents’ 58-game schedule features 29 home games and 29 away games, although two of those games will be played at the fifth-annual BCHL Showcase in Chilliwack. Merritt’s home game at this year’s Showcase is against the Prince George Spruce Kings at 7:30 a.m. on Thursday, Sept. 22. Their away game is at 3 p.m. on Friday, Sept. 23 versus the Cowichan Valley Capitals. The Centennials’ season kicks off Friday, Sept. 9 in Prince George, while their official home opener is on Friday, Sept. 16 when they entertain the Trail Smoke Eaters in the front half of a home-and-home series. Merritt plays four of its five Interior Division rivals (Penticton, Salmon Arm, Trail and West Kelowna) seven times and Vernon six times. They play all other BCHL teams in the Coastal and Island Divisions twice — once at home and once away — except for Prince George and Cowichan Valley who they play a total of three times. Of the 28 Cents’ games actually played at the Nicola Valley Memorial Arena, 20 are on either Friday or Saturday, four are on Sunday, three on Wednesday and one on Tuesday. The Centennials’ longest home stand is a whopping six games, stretching from Jan. 21 to Feb. 7. They also have a four-game home stand in the first half of October. The Cents have two five-game road trips (or to be more accurate, five away games in a row) — from Set. 17

to 30 and from Oct. 28 to Nov. 6. For the second year in a row, Merritt’s busiest month is October with an even dozen games (seven home, five away), followed by February with 11, November and January with 10 each, December with eight and September with seven. Merritt has no fewer than six Friday-Saturday home-and-home series with Interior division rivals. There are several notable Cents’ home games that should be circled on the calendar:

On the eve of the 2016-17 BCHL regular season, there’s a certain air of optimism around town when it comes to the prospects of this year’s Merritt Centennials hockey team. For the first time in many years, the local Jr. A squad went through the pre-season undefeated, achieving a 4-0-1 record in their five games against Interior opponents. This past weekend, the Cents took both ends of a home-and-home series with the Royal Bank Cup champion West Kelowna Warriors,

winning 5-2 on the road Friday, and 6-3 at home on Saturday. The pair of threegoal victories over the Warriors followed earlier 3-0 and 5-2 exhibition wins against the Vernon Vipers and a 5-5 tie with the Salmon Arm Silverbacks. Goaltenders Colten Lancaster and Daniel Paul were the difference makers in the Cents’ win on Friday at Royal LePage Place. The veteran and the rookie combined for a 42-save effort versus a West Kelowna squad that dominated play for extended periods of time and displayed plenty of speed.

A few showers during Saturday’s performance failed to take the luster off a great weekend of action and fun at the 58th annual Nicola Valley Pro Rodeo. The stars didn’t disappoint, as some of the best cowboys and cowgirls on the planet did their thing in timed and points events such as bareback and saddle bronc riding, steer wrestling, tie-down and team roping, ladies barrel racing and bull riding. Spurred on (pun intended) by Merritt’s own Get Down Rodeo Clown Jayson Charters, enthusiastic crowds of rodeo fanatics and firsttimers alike cheered on the courageous participants — who hailed from as far away as Abilene, Tex. and Granton, Ont. — as they battled for a pay cheque and valuable points towards the Canadian Finals Rodeo in Edmonton in October. Nicola Valley 4H Club members shine at Summer Sizzler Looking for a good reason to join your Nicola Valley 4H Club? Here is a great one. The camps are incredible! This summer, five of our horse division members — including myself — took part in the Salmon Arm Summer Sizzler, a week-long horse riding clinic and show. The host facility, the Salmon Arm Fall Fair, accommodated the attending horses in covered stables, and the lessons took OLIVIA SCHMID place in three large riding 4H arenas. The Sizzler is an amazHOOFBEATS ing camp that will push you to progress to the next level in your riding. National level coaches work with riders from across different ages and abilities in small groups during twicedaily, hour-long sessions. The 80-plus riders and horses in attendance this year were challenged to do their best, sometimes work outside their comfort zones, and improve every time they stepped into the arena. The Sizzler was more than just arena work. There were plenty of other hands-on activities during the day, like a scavenger hunt, safety school, ground work lessons and events to do with your horses. I had the pleasure to be in a group with my fellow 4H members and friends from the Nicola Valley. They were Lexus Thomas, Amy Gunn, Niah Prowal, and Megan Dunsmore. Our group’s coach, Becky Perkins, is the owner of Woodcreek Equestrian Center in Salmon Arm. She was outstanding! Having a coach of her level made us test ourselves and our horses. Becky’s experiences eventing at the professional level, and training in Europe with Matt Ryan, an Olympic equestrian gold medallist, showed in her approach to coaching and in her pushing us to perform at a higher level every time we entered the ring. The last day of the Summer Sizzler was a show day, where we could demonstrate our new abilities on our horses. Our 4H girls sure did great. We stayed up late working on our horses, which reflected in our performance at the show. With four classes to show and an open trail course, we had a busy day. The showmanship award went to Olivia Schmid on her 13-year-old quarter horse, Gunner. Next we had English equitation. Amy Gunn, on her 14-year-old quarter horse, Tommy, took that class. The English pleasure class requires demonstrating how easy and pleasurable your horse is to ride. Hannah, a 16.3 hand Hanoverian mare and Megan Dunsmore won first. All 80 participants were tested on their ability to take their horse through a trail course. Lexus Thomas showed us how great a team she is with her Morgan quarter horse, Arizona, navigating the difficult course with ease and grace. Lastly, there was the jump course class we all had been working to master during the lesson stage over the week. The pair of Niah Prowal and Demi, her Friesian quarter horse, took jump course honours.

The Merritt 4H horse crew did very well over the week, learning new horsemanship skills and challenging themselves to reach new goals. None of which would have been possible without our leaders, parents, and coaches: Hope Thomas, Shannon Dunn, Judy Martin, and the aforementioned coach Becky Perkins. Helen Yvonne Schneider passed away peacefully at Vernon Jubilee Hospital September 2nd, 2016 at the age of 79. She will be lovingly remembered by her brother Bob Maclean (and Yvonne), sons David (wife Maggie) and Mark (wife Sharalee) and daughter Leonie (husband Gordie). Yvonne, as she was known to all of us, will be remembered by many friends and family. She had eight grandchildren and 11 great-grandchildren. Her companion and love was her cat, Tuxedo. The last ten years Yvonne was blind but that did not stop her from visiting the library, doctor’s ofÀce or supermarket. A special thank you to those that helped her: Pearl, Linda, Marilyn, Dorine, as well as all of the nurses and doctors. In her past, she enjoyed plants, the spiritual, a good story and crafts. She was a talented lamp shade designer and creator, creating lamp shades for different businesses and customers. She will be greatly missed by all. O’HANLEY, Elmer A. After 90 years, 9 children, 57 years of marriage and immeasurable impact on so many people, Elmer died peacefully August 31 in Queen Elizabeth Hospital in Charlottetown, PEI after a brief stay. His wife Bernice (MacPhee) and five of his children were able to be at his bedside. In the days preceding his death, a dozen or more family members gathered in his room to talk, laugh and tell countless stories filled with irreverent Celtic humour. No somber faces nor maudlin whispers for him – the outstanding hospital staff were so accommodating. He couldn’t speak to join in but was fully aware, and could nod in agreement or shake his head in denial; even let out a breathless laugh. The memories of his send-off will be treasured by all who had the privilege to attend. He lived his life on his own terms and he seems to have directed his death in the same way. Elmer is predeceased by daughter, Kathleen (Dave Coutu); survived by wife Bernice (MacPhee); children Brendan (Michelle), Claire (Rick) Sabiston, James (Annette), Eileen, Maureen (Rick Doucette), Alanna, Sheila and Dan (Bekah); grandchildren Ryan, Liam, Cailin, Miranda, Darin, Adam, Noah and Lily. He touched many lives both in his early years in PEI, and after moving to BC where he raised his family. He was giving of his time and loved to dole out advice, often unsolicited; a prankster and storyteller, Elmer couldn’t pass up a good argument or glass of scotch. A Memorial Mass will be held on Saturday, September 17th at 11am at Sacred Heart Roman Catholic Church, with luncheon to follow. No flowers please; contributions may be made to the Laurie Guichon Memorial Grasslands Interpretive Site.

Brian James CORRIGALL

On August 29, 2016 Brian James Corrigall, entered into rest at the age of 77, in the biggest city he ever lived in, Logan Lake, BC. He will be sadly missed by his loving wife of 53 years Eileen Corrigall, son Andy (Rose) Corrigall, his granddaughter Hannah, his brother Pat Corrigall, his sister Kathy Elliott, the coffee shop gang and many more friends and family. Brian was born February 18, 1939 to James and Ruby Corrigall. He grew up in Pine Lodge, Quebec where he learned to love all things outdoors. Fishing and hunting were his passion. Brian and Eileen were married in 1963 and started a life together in Norway Bay, Quebec, where Brian worked at nearby Hilton Mines. In 1977 the entire family moved to Logan Lake, BC when work brought them to Lornex Mine, and he worked there until he retired in 1999. Brian was always helping others and never turned anyone down that needed help or asked for a favour. He served his community for many years with a number of different volunteer organizations. A Memorial Service will be held at the Logan Lake Community Church located at 311 Opal Drive, Logan Lake, BC at 1:00 pm on Saturday September 10, 2016.
