heating systems and switching on their cooling systems. June 20, which marks the first day of summer, is almost here. As the heat continues to climb, El Pasoans will naturally consume more water to run swamp cool AC units, water plants and wash cars that are back from an off-roading adventure. Summertime is an especially important time to remember the restrictions set by the Water Conservation Ordinance, which applies to anyone who uses water from the El Paso Water Utilities supply system and sets forth mandatory year-round restrictions on certain water use activities and prohibits water waste. “In 1991, we launched our conservation program with a major emphasis on educational outreach to s c h o o l s , incentives to change how we use water and enforcement mechanisms to ensure compliance with the city conservation ordinance,” said John Balliew, EPWU president and chief executive officer. “Ultimately, the community stepped up and embraced a conservation culture, which has endured for more than two decades.” ccording to the ordinance, there

Mondays. However, EPWU customers can water their landscapes three days a week, year-round on the following days: • EVEN numbered addresses are
allowed to water Tuesdays, Thursdays, or Saturdays. • ODD numbered addresses are allowed to water Wednesdays, Fridays, or Sundays. • Schools, parks, cemeteries, golf courses and industrial sites are allowed to water Mondays, Wednesdays, or Fridays. • From April 1 through September 30, outdoor watering is only permitted before 10 a.m. or after 6 p.m. on designated days. EPWU customers who wish to change their assigned irrigation days and hours may apply for a variance and demonstrate hardship by contacting the Water Conservation Department at (915) 5945508. A review board will hear each individual case and can approve or deny requests for variances. Variances are typically granted only to customers who, because of age or health, depend on someone else to do yard work, or for those outdated irrigation systems that can't irrigate within the allotted time. restrictions are in effect. In addition, customers should never allow water to run into the street. To request a landscape-watering permit, also contact the Water Conservation Department. As outlined by the Water Conservation Ordinance, residential car washing is only allowed if a bucket or a hand-held hose equipped with a positive shut-off nozzle is used. During a water emergency or Stage 3 drought restrictions, washing of vehicles will only be permitted at commercial establishments approved by EPWU, which are equipped with treatment and recycling systems, and car-washing fundraisers can only be held at commercial car wash establishments.
his is because hand-washing your car at home consumes more water than taking it to a car wash, said Louis Gimler, sales representative with Sun Country Car Wash Systems, a car wash equipment distributor based in El Paso. “The reason for that is because all the water in a car wash is recaptured: it’s either recycled through a reclaim system and reused, or it goes in the city sewer and down the drain and then it’s treated and reused through the city that way,” Gimler said.

According to city ordinance, commercial car washes can use no more than 50 gallons of water to wash each vehicle, or if not water service will not be provided to the business by EPWU. This makes car washes tight on water consumption, Gilmer said. “If you were to go to a do-it-yourself car wash, that car wash puts out 3 to 3.5 gallons a minute versus a garden hose putting out 5 to 7 gallons a
minute,” he said. Water recycling systems used by car washes have improved over the years, with equipment that now cleans “the water faster and actually without any smell to the water,” Gilmer said.

EPWU defines water wasting as: • Watering landscape on the wrong day or time. • Allowing water to flow into a public right of way or a storm water drainage system. • Failure to repair a leak within five working days after the discovery of the leak. • Washing down impervious surfaces, except in emergencies to remove spills of hazardous materials or eliminate dangerous conditions.
