China Is Opening Up Low-altitude Airspace For General Aviation In 2010, the State Council and the Central Military Commission announced a joint decision to open up part of the country’s low-altitude airspace for the first time, by publishing the Opinions on Deepening the Reform of Low-altitude Airspace Management System. According to the reform, the country‘s low-altitude airspace will be divided into three sections: (1) areas under control (2) areas under surveillance (3) areas where aircraft can fly freely after reporting their flight plan in advance. The reform is being implemented in three phases: 1. Pilot phase, completion by 2011, pilot programmes for low-altitude airspace management system set up in selected areas. 2. Expansion phase, 2011–2015, gradual establishment of national low-altitude airspace management and service system under government supervision, with industry guidance and market operation. 3. Consolidation phase, 2016–2020, further streamlining of low-altitude airspace management system

characterized by refined industry standards and regulations, improved operation efficiency and sound and reliable ground services, resulting in reasonable utilization of low-altitude airspace resources. In 2011, Guangzhou, Changchun, and Hainan airspace control areas were selected to test the new management system. Since 2012, the reform has been expanded to all Northeast and Middle-south China provinces, and 6 sublevel airspace control areas, including Tangshan, Xian, Qingdao, Hangzhou, Ningbo, and Kunming, representing 31.6% of the country’s total inland airspace. By 2015, the low-altitude airspace throughout the entire counry is expected to be open. The city of Zhuhai is at the forefront in terms of China’s general aviation industry, being the home of the AVIC general aircraft manufacturing base and a member of the pilot group of Chinese cities in the development of the reform opening up low altitude airspace. In June 2014, a Cirrus SR20 took off from Zhuhai Airport and completed a round trip after stopovers in Yangjiang, and Luoding, marking the opening of China’s first low-altitude routes.

China‘s civil aviation authorities have estimated that the country will need more than 9,000 aircraft in the general aviation sector by 2020. Related industries, led by the booming general aviation industry, will add a huge market valued at about 60 billion yuan. The Chinese government also said in its 12th Five-Year Plan for 2011-2015 period that it will promote the general aviation industry‘s development, reform the airspace management system and increase the efficiency of the allocation and utilization of airspace resources. Nearly 20 provinces and regions are making plans for the general aviation industry, and 14 of them have put developing the general aviation industry into their 12th Five-Year plans, according to Jin Junhao, an official with the industry regulator, the Civil Aviation Administration of China (CAAC). In addition to the latest products, AERO presents current trends and an innovative supporting program including a variety of high-caliber lectures, symposia and expert meetings. OUTSTANDING LOCATION Zhuhai is one of the most popular destinations in China. The city also enjoys great popularity at the international level.
