Evolution of fair housing celebrating 50 years L

ook up “fair housing” in an older dictionary and it will say, “see open housing.” “Open Housing” is then defined as “the elimination of racial discrimination in the sale and rental of private housing.” The road to fair housing has been long and arduous, originally involving only a biracial approach, although time and great effort have brought many changes. In the 18th Century, the issue of property rights was addressed by a constitutional amendment. However, property included slaves who, conversely, were not afforded the right to own property. Women and U.S. citizens of other nationalities were likewise excluded. The 19th Century saw the passage of the Emancipation Proclamation in 1863 and the 13th Amendment in 1865 forbidding slavery. The 14th Amendment and Civil Rights Act followed in 1865 granting citizenship to former slaves and all others born in the U.S. or naturalized here and included the right to own property. Adverse legal decisions and racially slanted acts prevailed to deny said rights. Attempts to claim and enjoy the granted rights were unsuccessful at the time but were not in vain. The citizens had laid the groundwork for the privileges we now enjoy. Subsequent faith housing acts in the 1930s through the present came into being with continued struggles for rights. The National Housing Act was passed in 1934 and established the Federal Housing Administration (FHA), the purpose of which was to aid lower income families to obtain needed funds to build new or repair current homes. The act was amended in 1954, after much delay, and created extensive public housing. In 1964, the Civil Rights Act was signed into law. After much civil unrest and public demands, the Civil Rights Act was followed by the Fair Housing Act of 1968. Citizens were then protected from unfair treatment in sales and rentals of homes. Further protection included in the law was in the area of home financing. An amendment to the 1968 law was passed in 1974

to forbid discrimination based on gender. Subsequent amendments to the aforementioned law included protection of those residents with disabilities and further encompassed familial status and service animals as protected classes. Following a Supreme Court case in Texas in 2015, the emphasis in fair housing changes from a purely preventive approach toward abuse to affirmative solutions, though abuse prevention is still paramount. The effort today is to provide opportunities previously unattainable. Today’s trends allow families to improve their living conditions easier than ever before. Children can attend better schools, an opportunity that can pay high dividends far into the future, and the future of society at large. Today, the U.S. Department of Justice is charged with enforcement

of the Fair Housing laws, and violation incurs stiff penalties. While the concept of fair housing has not reached its full potential, a series of laws, amendments and executive orders have produced changes and brought us closer to the goal. The month of April is designated as Fair Housing Month. In 2018, the National Association of Realtors and many other organizations affiliated with Real Estate are celebrating the 50th anniversary of the Fair Housing Act. NAR has included education and political action into its celebration. Additionally, the Fair Housing Alliance is commemorating this anniversary with a series of meetings and discussions through the year that cover topics relating to policy and enforcement. The goal is to “Make Every Neighborhood a Place of Opportunity.”

ccomplishing a do-it-yourself home repair or renovation can elicit feelings of pride. DIY projects can be cost-effective and completed on homeowners’ unique time schedules. Although people can do many repairs themselves, using the wrong tools or equipment, or having insufficient knowledge of the task at hand, can increase the risk of injury. The home security resource A Secure Life says that more than 18,000 Americans die every year from injuries that take place in the home. Unintentional injuries can be traced to many factors, but making repairs around the house can contribute to accident risk. Falls, electrical shocks, broken glass, carpentry tools, and carrying overly heavy loads repeatedly result in injury, The Home Depot says. Recognizing these potential hazards and always employing safe tactics can help keep DIYers stay healthy. • Ladder safety: A fall from even a few feet can cause severe injuries and even death. Ladders should always be put on a level, stable surface. Individuals should not climb higher than the second rung on a step ladder or the third rung on an extension ladder. • Tools: Every tool has the potential to cause injury. This injury risk increases when tools are not used properly. Before a tool is used, it’s important to read the instructions.

• Wear protective gloves: Gloves can help protect against burns, electrocution, slippery grip, and even deep cuts or finger amputation when using sharp tools. Gloves also are essential when handling broken glass. • Power tools: Power tools have momentum and torque behind them to make fast work of various jobs. If using power tools, DIYers should ensure they are the right tools for the job, not something that is handy or a quick fix. Power tools should only be used if a person can devote attention to the task and stay focused. That means never consuming alcohol, drugs or medications that can impair function when using power tools. • Working with electricity: An electric shock occurs when a person is exposed to a source of electricity and the charge runs through the body.
