by TERRENCE DWYER As Fort Dodgers were welcoming the 21st century, David Flattery, a Fort Dodger with deep roots in the local community and extensive experience in the financial world, was recruited to lead a new banking venture — CSBank.

The vision from the very beginning was to offer a full range of banking services with a highly personalized, customer-focused touch.

“We offer the same products and services as other banks,” Flattery,

photos by HANS MADSEN who has been the market president at CSBank since it opened its doors in March 2000, said. “The key is how they are delivered. ... We want to know our customers. We want to engage with our customers and create that friendly atmosphere when you walk in here. In the way we deliver, we want to be special.”

That welcoming approach is evident to anyone who enters the bank.

“When you walk in here people

know you by name,” Flattery said.

“They get to know you. We try to create that friendly atmosphere when you walk in so people are comfortable.”

There are also neighborly touches like freshly baked cookies that underline the bank’s customer-centered approach.

While the bank offers the Internet banking options that are now common in the industry, its personnel also stand ready to assist patrons

“We can personalize that service,” Flattery said, explaining that when help is needed, at CSBank it is provided by human beings who understand that some aspects of Internet banking can be intimidating until the process of using this very convenient service is mastered.

As CSBank is about to commence its 15th year in operation locally, it is by just about any measure a success story.

The bank’s nearly $147 million in assets as of Dec. 31, 2013, are solid evidence of financial strength.

Flattery said it has developed a diverse and well-balanced presence in the local banking marketplace.

“About a third of our bank is ag, a third commercial and a third consumer,” he said.

Flattery said the recruitment of a talented team of professionals who combine banking knowledge with a strong commitment to Fort Dodge and Webster County played a key

role in making CSBank prosper.

“We focus on the community,” he said. “You hear that all the time, but we really do. We really promote our people to get involved in the community.”

Flattery, who has been a member of the Fort Dodge City Council since 2008, illustrates that civic involvement. So too does Executive Vice President Matt Wagner who is a member of the Fort Dodge Community School District Board of Education. Assistant Vice President Shelley Bair is a member of the City Council in Duncombe.

“We’ve got people involved in 4H and a lot of them are involved in the churches,” Flattery said, noting that such participation is the norm rather than the exception for CSBank staff members.

Flattery is bullish about CSBank’s future.

“We’d like to expand our services,” he said.

Flattery said the biggest challenge his industry faces in the years just ahead is learning to cope with a revised federal regulatory environ-

ment. The financial crisis just before the 2008 presidential election led to demands in the years that followed for more oversight by the federal government of banks and related entities.

“The Dodd-Frank bill has really put some regulatory pressures on us,” he said.

Because Flattery is both a leader in the local financial community and has been a member of the City Council for six years, he is uniquely positioned to evaluate the town’s economic prospects in the years just ahead.

This community leader is highly optimistic about the area’s potential for positive growth.

“It is improving, but we’ve got a long ways to go,” Flattery said.

“The agricultural environment has been very good up until now. ... For the most part the financial condition of farmers is strong. ... We would really have some challenges if we didn’t have this Ag Park. It has really made a difference.”

He said private sector and governmental leaders in Fort Dodge

have done a good job of readying the community for a bright tomorrow.

“I say Fort Dodge ... is staged as well as anybody of our size,” Flattery said. “We’ve got to have jobs. That’s why the Ag Park gives added value to the products we grow here locally.”

Meet David Flattery Flattery has spent much of his life in Fort Dodge. He graduated from St. Edmond Catholic High School in 1977. Then it was on to Iowa State University where he majored in agricultural business with a minor in marketing and received a B.S. degree in 1982. He was active in sports and at one point contemplated pursuing a professional baseball career.

The financial world has been his career focus from the start. After college, Flattery worked for the International Harvester Credit Corp. before having the opportunity to return to Fort Dodge to be part of the team at United Central Bank.

He worked there for about 10 years and then became affiliated with First American Bank, where he spent five years before becoming the founding market president for

CSBank.

Flattery said the nature of banking is a good fit for him.

“I’m a service-oriented guy,” he said. “Banks provide service. I like math and financials.”

Being able to pursue a banking career in a community like Fort Dodge has also been very much in sync with Flattery’s lifestyle preferences.

“I’ve always been family oriented,” he said. “I wanted to go back to a community where I could raise my family and still have a career that I could enjoy.”

Flattery and his wife, Debbie, a 1978 graduate of St. Edmond, have five children, four sons and one daughter. Andy Flattery, 29, is with the Bank of Montreal in Kansas City. Tim Flattery, 27, is selling commercial insurance in West Des Moines. Joey Flattery, 23, just graduated from Kansas State and is employed by the Detroit Tigers. He is a pitcher. Neil Flattery, 20, is a sophomore at the University of Iowa majoring in accounting.

About CSBank What has become a highly suc-

cessful, full-service bank got under way in March 2000 at a temporary, rented home in the Dave Jones Real Estate office, 1609 Central Ave. It grew fast and by November 2001 was housed at its present location — 130 N. 29th St. For a time, business was conducted from a trailer while a 3,600-square-foot, state-of-the-art bank facility was constructed.

In the bank’s early days the focus was on mortgage lending, but Flattery told a Messenger reporter in February 2001 that the plan was to build a full-service bank capable of meeting the needs of a diverse clientele.

That goal has been substantially realized.

Flattery said friendly, highly personalized service helps attract and keep customers. He said his team members take pride in finding ways to show clients that not only is their business appreciated, but they also are valued acquaintances.

He said the bank’s size and the absence of an impersonal bureaucracy in some faraway town also are strong selling points.

“The decisions really are here,” he said.

“Anything basically to do with accounting except auditing,” he said reflecting on the scope of the enterprise. “On the accounting side we will do a normal profit and loss for your business. We will do accounts payable, accounts receivable. Payroll. Pretty much any-

thing to do with accounting.”

The firm also does tax returns for both individuals and businesses.

Brand, who also farms, said his involvement with the accounting world started out as a seasonal job 26 years ago.

“I went to work for a business called Black and Jorgensen,” he

After working for Black and Jorgensen for seven years, Brand had the opportunity to buy the company. He did so in 1995 and rechristened the enterprise Quality Bookkeeping & Tax Service. The following year he moved the firm to its present location in the heart of downtown Fort Dodge.

“It’s an excellent location for us,” he said. “It’s been great for our customers. It’s been great for my employees. ... It’s a visible location.

We have good parking.”

The client mix is a cross-section of the community.

“I like to say that I specialize in farm tax returns,” Brand said.

“Obviously, that comes natural to me. That would be approximately 20 percent of our taxes. And the balance of it would be anything from small businesses to rental properties, individual taxes, corporate taxes. We do a few trusts.”

Because he is part of their world, Brand said he finds providing tax and financial services to farmers especially attractive.

“I know the questions to ask them that someone else may not think of,” he said. “I can relate to them because we talk the same language.”

He said he draws business from a broad geographic area, but the majority of the individuals and businesses he assists are from Webster County and the adjacent counties.

Many of Brand’s clients have used his services for many years.

“You acquire a client and if you treat them fairly and do good work they’ll be back to see you,” he said.

Satisfied customers are also at the heart of Brand’s marketing strategy, because they are an important source of referrals, he said.

“It’s pretty much 100 percent,” he said, reflecting on the importance of referrals to acquiring new clients.

While Brand’s first love is farming, he said he also has a lifelong love of and talent for working with numbers.

“Numbers are really easy for me,” he said.

The computer software available today might make it possible some people to handle tax and accounting issues themselves. Even so, Brand said most people prefer to have professional help because doing these tasks isn’t something they regard as a good use of their time or talents.

He said his advice to people who might be tempted to tackle these tasks themselves reflects that analysis.

“Do what you do best and let us provide the services on the side that you don’t enjoy,” Brand said.

After more than a quarter century in the accounting and tax world, Brand said he enjoys working with the numbers, but something more important has kept him in this field.

“It’s the people,” he said. “The

interaction with the people and making up a plan and then seeing it come to fruition — seeing it happen. ... It’s been successful and it’s been enjoyable. … One of the biggest advantages I would say of this business is I’ve gotten to meet a lot of really nice people — my customers.”

For anyone who might be in the market for a bookkeeping or tax service, Brand has a straightforward message.

“We look out for what is in the customer’s best interest,” he said.

“We’re not into breaking rules. The IRS does have rules and you follow them. ... I think we are experienced, personal and not overpriced.”

Brand said the success of Quality Bookkeeping & Tax Service is attributable to quality services and the hard work and dedication of his staff.

“I feel fortunate to have very good employees,” he said. “I’m able to farm and have this business because of my employees.”

Service fits nicely with farming.

“Between now and April 15, we will be busy,” he said. “It works out really nice for me because on April 16, I start planting corn. The two seasons match up very well for me.”

Meet Rick Brand Brand grew up on a farm near Somers. He graduated from Cedar Valley High School in 1978. Then it was on to Iowa State University where he studied agricultural business and earned a Bachelor of Science degree in 1984. Brand began farming while at ISU. “I started farming in 1982 while attending Iowa State,” he said. “I graduated from college in 1984 because I was going part time while I was farming. ... I rented a farm when I was going to college.

Since then, I rent ground and I own ground.”

Today Brand farms about 2,000 acres in addition to being at the helm of Quality Bookkeeping & Tax Service.

“This was originally a winter job that when I bought the business

turned into a year-round job,” he said. “I spend more and more time in here today. Farming has become less physically demanding so it takes a lot less time.”

Brand has also undertaken key industry and community leadership roles.

He was on the board of directors of Farmers Cooperative Co. from 1994-2006. Brand was FC president for four years and on the Executive Board for eight years.

From 2009-2013, Brand served on the Prairie Valley School board.

Since 2009, he has been on the board of directors of Land O’Lakes Cooperative. He currently chairs the Audit Committee and is a member of the Executive Committee.

Brand and his wife, Maureen Brand, have been married for 27 years. They have three children.

Whitney Francis, 23, is married, lives in Ankeny and works for Wells Fargo Bank in Des Moines.

Olivia Brand, 19, is a student at ISU preparing for a career in elementary education. Nolan, 14, is a freshman at Prairie Valley.

Families and communities have a symbiotic relationship in that families, as part of the community, collectively create the cultural, social, political, and economic infrastructure of the community from which families draw invaluable support.

Very much like their built environment, families construct a complex social and cultural system that makes their survival more likely and their lives easier.

Studies by the Search Institute have identified 40 concrete, positive experiences and qualities — “developmental assets”— that have a tremendous influence on helping young people to grow into healthy, productive and caring individuals.

The research by the Search Institute shows that having a healthy, stable and loving family is the foundation to raising happy, healthy and successful children. It is the most important element in instilling a positive value system in children and developing children that have healthy self-esteem and the developmental assets they need to become productive and successful adults.

Families need supportive communities to provide social ties, enhance health, teach values, and develop assets in children and youths. When living in a supportive community, a family can grow to its full potential and provide the best environment for children to grow into healthy, caring adults. And the act of bonding together in a community not only makes our physical and economic life possible in today’s world, it gives us the social interaction we need to produce optimum physical and mental health. A variety of studies over the years have shown that for health and well-being we need strong personal relationships and social ties with family and community.

The Fort Dodge Community

Foundation and United Way is committed to helping our youths reach their full potential academically and developmentally. The long-term success of our community will be determined by our effectiveness in supporting the positive growth and development of our youths. Many of them will be our future work force, citizens and parents. We know that communities with strong families will the ones that thrive in the decades ahead, and those that don’t will find themselves constantly fighting the social ills and struggles that accompany poverty and broken families.

Today, there are still many families that are struggling financially.

Many of these families are under a great deal of stress. Poverty can take a toll on families, often leading to the disintegration of the family unit. Many children in our community and county are now living in homes with only one parent, usually a mother. Often times, mom is working at a low paying job and is doing what she can to make ends meet, while raising one to three or more children. It is a daunting task.

These families aren’t looking for a hand-out, but sometimes a helping hand is welcomed and can make a huge difference in their lives.

The Fort Dodge Community Foundation and United Way supports a wide range of programs and organizations that are dedicated to helping families become more stable and self-sufficient. Below are nine areas of support that the Fort Dodge Community Foundation and United Way is focused on in trying to help build strong families.

Emergency-Crisis Fund — Provides emergency financial assistance to families with children to help them deal with a financial crisis that may prevent them from having some of life’s most basic necessities such as housing, food,

clothing or emergency medical care.

Resource and Referral — Serves as Fort Dodge and Webster County’s key source of integrated information that connects people and families with vital services available in our community.

Wheels for Health — Covers costs for uninsured, low income families who need assistance to travel to Iowa City, Rochester or Des Moines to receive critical medical services.

Wheels for Work — Covers costs associated with the Wheels for Work program. Donated cars are reconditioned and given to qualified families who have no personal transportation which creates obstacles for keeping a job and meeting family needs.

Bridging the Gap Fund — Provides families with children with donated used furniture, beds, household items, etc. to help disadvantaged families live in a more stable home environment.

Children’s Homelessness — Provides support for families with children that are homeless or on the verge of becoming homeless.

Fighting Hunger — Financial support is provided to programs that help families who struggle to provide nutritious food for their children.

Positive Parenting — Provides support for programs and services that are designed to improve parenting and enhance the quality of parenting in our community.

VITA Program — Provides lower income families with free tax preparation services and helps families receive their eligible tax refunds as well as earned income tax credits for those that qualify.

by ANN WAYNAR Adult basic education coordinator Iowa Central Community College The Adult Education and Literacy Program at Iowa Central Community College began in 1967 with the mission of assisting adults to become literate, to obtain knowledge and skills necessary for employment and self-sufficiency, and to complete secondary school education. The program was funded by the federal government under the Workforce Investment Act, Title II, Adult Education and Family Literacy Act and local Iowa Central funds.

Classes are offered at no cost to adult students for the High School Equivalency Diploma, basic education and literacy, and English language learning.

2014 brings a wave of change to Adult Education and Literacy in the state of Iowa. A historic bill in the 2013 Iowa Legislature provides first time funding for the AEL program across the state. State funding was implemented at a strategic time when federal dollars had been dwindling over a 10 year period. This timely funding is a building block for adults to start on career paths for skilled jobs in the state and for the state to grow a qualified skilled work force. It is a win-win situation for undereducated adults and economic growth in Iowa.

At Iowa Central, this additional funding translates into increased class availability and additional technology and instructors. Classes are offered at the three Iowa Central locations in Fort Dodge, Storm Lake, and Webster City and in Jefferson for High School Equivalency Diploma (HSED) preparation and English Language Learning.

Classrooms have been updated with new computers and computer labs providing access to additional online learning such as I-pathways, an

HSED study program and Rosetta Stone online learning for English proficiency. According to state sta-

The other significant change in Adult Education and Literacy is a different format for High School Equivalency Testing. Since World War II, GED Testing Service has offered the official test for the High School Equivalency Diploma. This test has been updated about every 10 years to reflect academic skills of a high school graduate. As the closeout of the 2002 GED format approached in 2013, other testing services began offering High School Equivalency Tests. After taking bids from three vendors, the Iowa Department of Education decided to implement Educational Testing Service’s HiSET assessment (High School Equivalency Test) for the same High School Equivalency Diploma issued by Iowa.

Educational Testing Services other tests such as ACT, GRE, TOEFL, and Praxis are well known nationally recognized standardized assessments.

Similar to the past GED test, the 2014 HiSET (High School Equivalency Test) is comprised of five sub-tests in the areas of math, writing, reading, science, and social

studies. The most obvious change is the computer-based format which requires students to register and complete the test in an online format through Iowa Central’s campus testing centers.

The HiSET exam advantages that give students the best chance to succeed on test day are three-fold: 1. More flexible. The HiSET exam can be taken in multiple formats and multiple languages, and it provides a number of accommodations for test takers with disabilities and health-related needs.

2. More accessible. Testers will have more test center options, so they can choose the one that’s most convenient.

3. More affordable. Not only does the HiSET exam cost less than the GED test, but testers get more for their money — two free retakes with a purchase of a battery (all five subtests) for $50.

Once testers pass the HiSET exam, they will have the valuable Iowa state-issued credential needed to advance a career or continue with education.

High School Equivalency Diploma (HSED) and English Language Learning classes are still available at no cost at all Iowa Central campuses.
