Is curfew illegal? Council doesn’t care City Council’s Committee on Public Safety gave preliminary approval this afternoon to a stricter curfew bill that would limit hours and increase fines for parents, despite testimony from the state ACLU calling the legislation unconstitutional.

“If it is passed, it will invite litigation,” said attorney Mary Catherine Roper of the ACLU. “Who gets stopped has clearly been demonstrated by statistics. The police of this city do not have the best record of even-handed enforcement of the law.”

Police busted an alleged prostitution ring Tuesday that was being run out of a popular South Philadelphia Mummers club. After receiving a tip in September that people renting the Downtowners Fancy Brigade on Snyder Avenue near Second Street was bringing in prostitutes every second Tuesday of the month for sex parties, an undercover officer stationed there last night was solicited by 10 women. Police then responded at 7:30 p.m. and found women in various states of undress performing sex acts on the first and second floors of the club. Neighbors expressed shock at the allegations yesterday. “Whatever it was, it was pretty damn quiet. I know the brigade’s gotta make money somehow, but it’s a hell of a way to do it,” said Rich Gusovius, 73, a member of the Saturnalians Fancy Brigade for 35 years. “Expenses are way up, but it’s a hell of a routine to pull.” Police said that the hall was being rented and that there was no evidence to support that the club was aware of the activity, despite the fact that those arrested included the Downtowners’ financial secretary and steward. ‘Potter’s’ Quidditch hits Chestnut Hill It was inevitable that someone would try to play Quidditch. A wildly popular sport among the wizard and witchcraft students at Hogwarts in the “Harry Potter” books, it has obvious allure to fantasy geeks who have neither magical nor athletic abilities in the real world. But while there will be Potter heads at Saturday’s Brotherly Love Cup Quidditch Tournament, plenty of the players descending on Chestnut Hill College are athletes more interested in developing their skills in a challenging game that combines aspects of lacrosse and dodgeball. “I’m actually not a Har-

ry Potter fan — I maybe got through the first chapter of the first book,” admits Caroline Stutz, a senior math major at Chestnut Hill who plays both a catcher and a beater on the school’s team. “Others do play for the novelty, but Quidditch for me comes down to the sport of it, the team aspect of it.”

Chasers These players pass the Quaffle (a large ball) up the field in an attempt to toss it through the other team’s three hoops. Beaters Armed with paddle-like bats, these players protect their teammates from large balls called Bludgers that are intended to knock them off their brooms. Snitch At Hogwarts, the snitch is a magical winged ball that flies through the game and is worth a ton of points if caught. This weekend, volunteers will be the snitches.

Now in its second year, the tournament will include 12 college and community Quidditch teams, all of which have unique styles but adhere to regulations established by the IQA (yes, there’s an International Quidditch Association). One of the most important rules is that players must remain on their broomsticks at all times. “For first-time players, it’s really funny to watch them adjust to trying to dodge balls with a broom between their legs,” says Stutz. “But you get used to it — everyone has their own way.” MONICA WEYMOUTH

Andy Bernard always seemed like a loveable loser at Dunder Mifflin. Who knew that after four years of pushing paper on NBC’s best-rated comedy, “The Office,” Ed Helms and his character would rise to the top, replacing Steve Carell’s Michael Scott as regional manager? Helms and one of the show’s creators and stars, Paul Lieberstein (aka hapless HR manager Toby Flenderson) recently spoke about the transition. There were rumors that you’d bring in new talent. How did you arrive at the decision to promote from within?

Lieberstein: The natural question was, should we continue after Steve Carell leaves? The answer was clear when we said, “Our cast is amazing and we don’t need anybody else.” We still want to watch our cast. Were members of the cast vying for that spot? Helms: There was a lot of in-

Not only do robots box, but one particularly downtrodden robot boxer is rehabilitated by a down-on-his-luck promoter (Jackman). ‘Ides of March’ George Clooney directs and stars in this political thriller based on the celebrated Broadway play “Farragut North.” It’s about an ambitious political strategist (Ryan Gosling) who finds his integrity challenged by a cynical electoral system during the Democratic primaries. Backs will be stabbed — very, very nice-looking backs at that.

Find your balance “The first and most important tip is to make your cocktail balanced,” says Mautone. “What I mean is if you use too much lemon juice and not enough simple syrup or agave, the

drink is going to taste highly acidic and it won’t feel refreshing — it’ll bother your stomach. It’s really about the right balance of alcoholic strength, acidity and sweetness.” And although there’s no exact ratio, Mautone imparted to us an old saying for a classic recipe: Two parts strong (that’s alcohol) one part weak (which would be a cordial or something similar) one part sour (lemon or lime juice) and one part sweet (simple syrup or agave). “Try to follow the recipe as close as possible and adjust according to your needs,” he says. Trends Savory herbs: “One of my favorite trends is the use of savory herbs in cocktail-making. It’s something I’ve been doing for a long time, and I’m glad to see it take hold — whether it’s the use of sage, rosemary, thyme,” says Mautone. Wood-aging cocktails: “This a minitrend we’re working on. You take a cocktail like the Negroni and put it into a small barrel and let it sit for a couple of days and then serve it at a party.”

Play up flavors Margaritas aren’t the only drinks deserving of salt. “Take a thin slice of cucumber and float it on top of your drink and sprinkle it with some smoked salt. Then it will gently infuse and flavor the drink without being overpowering.”

Eagles remain optimistic despite disappointing start The Eagles insist no one is panicking. Yet one player, Jason Avant, felt the need to organize a players-only meeting yesterday before practice. The message: Remain calm. “We had four bad games,� linebacker Jamar Chaney said. “At the end of the day, we don’t think none of those four teams was better than us.�

Andy Reid maintained his one-game-at-a-time philosophy and shot down rumors that they are looking for a defensive consultant. “Nobody. Zero. Nothing,� Reid said. And nobody in the locker room is criticizing Reid. There are even some faint whispers of playoffs and NFC East titles. The dream season isn’t officially a nightmare just yet.

“We’re going to keep working and, when it’s all said and done, we’re going to be in the playoffs,� Chaney said. “We’re going to do our thing, so we’re not worrying about that.� “I still think we have just a good a chance of going to the playoffs right now [compared to two weeks ago],� center Jason Kelce said. “We’re still 0-1 in the division, so we still got the divi-
