Mayor Michael Bloomberg vowed to make improving New York City schools one of his most prominent goals during his last two years in office, devoting the bulk of his State of the City address Thursday to education. “The work of school reform, as difficult as it can be, is still far from done,” he said. In the speech, given at Morris High School in the Bronx, Bloomberg pitched radical ideas about how to keep great teachers and ferret out ineffective ones. Among the boldest of his suggestions was to give high-performing teachers $20,000-a-year raises. He also said he wants the city to pay student loans up to $25,000 for college graduates who commit to long-term teaching in New York City public schools. Bloomberg also vowed to continue making stricter standards for the teacher tenure

Woman rescued after car plunges into Hudson UPPER WEST SIDE. In what may have been a suicide attempt, a New Jersey woman was rescued after her car careened through a guardrail on the West Side Highway and landed in the Hudson River on Thursday morning. According to reports, the woman skidded off the highway and onto a service road at 96th Street. From there, her car tore through a fence and plunged into the Hudson River. She somehow managed to get out of the car after it hit the water, an FDNY spokesman said. The woman,

Yorker is hoping that a bone marrow drive on Friday will save his life. Dionis Guerrero Baez was studying biochemistry at Hofstra University in 2009 when he was diagnosed with acute lymphoblastic leukemia. He needs a bone marrow transplant, and his mother and two sisters died in a plane crash years ago, leaving him without potential family matches. The bone marrow drive will be Friday at the Morgan Stanley Children’s Hospital of
New York Presbyterian at Broadway and 166th Street from 7 a.m. to noon. Organizers say it only takes participants two cheek swabs, and two minutes, to find out if they are a match. METRO/AB

Parks staffer charged with hate crime Police arrested a New York City Parks Department employee Wednesday night and charged him with committing a disturbing hate crime in December. Bronx resident Fariz Ahmemulic, 28, is accused of hanging a black baby-doll from a metal chain noose in the Parks Department’s Bronx headquarters. Police say Ahmemulic hung the doll in the building’s

Though he is only signed onto “Two and a Half Men” for this season (and despite the gossipy turmoil in his personal life), Ashton Kutcher says he is happy at work on the set of the hit CBS sitcom “Two and a Half Men” and is interested in sticking around. “The deal that we structured for the show was kind of a test. Can we get the show up? Can we get it going?” Kutcher said of the one-year contract he signed to take the lead in “Men” after Charlie Sheen exit-
As for the fate of “HIMYM,” creator Carter Bays says setting an end-date for the series “is not a high priority for us,” though he promises the writers “know what the endgame of the series is” and will plan accordingly so viewers do, eventually, meet Ted’s kids’ mom. “I would imagine, going into the final season, we’d probably hip people to that and let them know, like, ‘OK, we’re coming up on the end,’” he said of the series, which CBS is committed to through at least May 2013. That’s a plan that works for series star Jason Segel. “I’d like to see the story come to its natural end,” the actor said. “I was so relieved when I found out there was an actual plan.”

“Beauty” is just that: a ravishing fairy tale, with every single hand-drawn frame a work of art. So why, then, cut up those delicate frames into 3-D? The answer, of course, is to compete in today’s marketplace. Although the new 3-D sheen lacks the punch it promises, it’s still exciting to see “Beauty and the Beast” return to screens so that parents raised on its romantic charms can share it with their kids. Meryl Streep is so flawless that she makes one of Britain’s most controversial prime ministers completely sympathetic. But let’s face it, she could play Hitler and we’d all be crying for poor Adolf at the end. Known for her stringent economic austerity measures and tough stance against trade unions in the 1980s, Margaret Thatcher has just as many fans as detractors today. But what
Streep and director Phyllida Lloyd present is a woman whose admirable determination transcends her own somewhat mixed political legacy. The story is framed by three days in the life of Thatcher during her retirement years, as she slowly drifts into dementia. She’s tasked with disposing of her deceased husband’s clothes. And in those moments, she’s reminded — very neatly and chronologically, of course — of pivotal moments in her life. True, they’re not exactly reinventing the wheel here, but such a format allows the em-

to really make this the upbeat musical it’s positioned as. Parton and Latifah star as members of the Divinity Church Choir in the poverty-stricken town of Pacashau, Ga. The two divas butt heads on how the choir can win the National Joyful Noise Competition, which would bring the down-andout town hope, inspiration,
yada yada yada. It’s just as cheesy as it sounds. The story is over-the-top dramatic with a number of sad subplots (two deaths, an autistic brother, a father in the military) that just add time, not depth. Parton and Latifah’s immeasurable talents could have been better utilized elsewhere.

Ron Paul wants to curb our freedoms RE: “WHO HERE CARES ABOUT ROMNEY?”: So people want to
know more about Ron Paul and how he is going to cut the deficit and increase our freedoms. Well for starters, he wants to cut or eliminate the FDA, the EPA and OSHA. That means that you will be free to eat tainted food, free to breathe polluted air and free to be killed or injured at the workplace. Women will have the right to be prostitutes, but because he is a conservative Christian, they will not have the freedom to control their own reproductive health. For you college students, Ron Paul would cut federal grants and student loans, so you will be free to drop out of school and get low-paying jobs as unskilled workers.
What is the basis for all these claims that Ron Paul wants to expand our civil liberties? In fact, he wants to end some federal statutes that protect some of our most fundamental rights and give states the ability to deny us these liberties. He wants to strip away power from the fed over our private lives and instead give that power (and then some) to the states. I don’t understand how this is an improvement in my individual civil liberties. Trading federal power over my life for state power over my life strikes me as difference without distinction. While Giants head coach Tom Coughlin’s philosophy stresses a strong running game, many of his offensive players are preparing for a shootout via the air. That wouldn’t be a shock considering Sunday’s divisional round matchup in Green Bay features two of the top five passers in the game today. As staunch a supporter as Coughlin is about the running game, he said he has total faith in Manning and Co. should it come down to that. “He has confidence and his teammates have great confidence in him,” Coughlin said. “And of course I have great confidence in him.” Manning went 23-of-40 for 347 yards, three touchdowns and one interception in the teams’ first meeting and stayed yard-for-yard with Rodgers. “I felt like we held our own that last game. It came down to a few plays and a few miscues that we didn’t come through, so I think if we get into a shootout like we did last time I think we will be OK,” said receiver Victor Cruz. “Everybody is hitting their stride and doing the right things at the right time. When everybody is rolling, healthy and ready to go it is hard to key on one specific person [and] hard to double-team one guy or focus on one guy. In our offense we can hit you from different places and areas of the field and with different personnel. … This offense can be very
