Bus companies may have to learn their ABCs. The U.S. Senate passed Sen. Charles Schumer’s bus bill on Wednesday, which would require curbside buses to display safety letter grades, among other new provisions. The legislation would affect all bus companies in the nation, like Greyhound, Megabus and Fung Wah. Schumer proposed the legislation last year in response to a litany of fatal crashes involving discount buses, including a Bronx crash that killed 15. “The Senate gets an ‘A’ for passing this crucial bill that will finally alert passengers about bus companies’ safety records before they buy a ticket,” Schumer said Thursday, adding that New York City’s restaurant letter grading system inspired him to write the bill. Some transportation ex-
perts applauded the legislation. “Having more information empowers riders and customers to make the best decision for themselves,” said Ya-Ting Liu, the public transit campaign manager at advocacy group Transportation Alternatives. The Coalition of Port Authority Carriers, which includes bus carriers Adirondack Trailways and Peter Pan, also backs Schumer’s bill.
What’s in the bill? The bill was pushed through as part of the Surface Transportation Bill, an extensive transportation and infrastructure bill. Schumer originally proposed the legislation last year in response to

Safety in numbers A study last year by the National Transportation Safety Board revealed these bus industry statistics: Curbside carriers with 10 or fewer buses and carriers who have been in business for 10 years or less have higher accident rates and higher roadside inspection violation rates. The fatal accident rate for curbside carriers from January 2005 to March 2011 was seven times that of conventional bus operations: 1.4 fatal accidents per 100 vehicles for curbside carriers compared with 0.2 fatal accidents per 100 vehicles for conventional scheduled carriers.

Kelly’s ‘failure to answer’ questions draws Council ire

Police Commissioner Ray Kelly said yesterday the NYPD’s budget will increase by millions of dollars for the fiscal year of 2013 — but some lawmakers claim he wouldn’t explain why. Kelly presented a proposed budget for the counterterrorism and intelligence divisions of the police department at a City Council budget hearing. The proposed increase would bring the counterterrorism division’s budget from $29.5 million in fiscal year 2012 to $47.4 million for fiscal year 2013, according to numbers given by Park Slope Councilman Brad Lander. Kelly also submitted a proposed increase for the intelligence division, which Lander said would be a $15 million increase from fiscal year 2009, bringing that budget to $60 million. Lander lashed out over what he said was Kelly’s lack of transparency and failure to explain the figures when asked. “Commissioner Kelly asks us to trust him that NYPD officers are following the law, but he either could not or would not tell us what the NYPD is spending our money on,” Lander said. “This is at a time when resources for patrol officers, afterschool programs, and summer jobs have all been decreased

BROOKLYN. Cops rescued a baby that was given away soon after its birth. An NYPD spokesman said that around 6:30 p.m. Wednesday, a woman, 55, flagged down officers and told them that the baby was given to her by a 27-year-old who came to her door. The baby, which reportedly had its umbilical cord still attached, was in stable condition. Shoshannah Muhammad, the 27-yearold, was charged with reckless endangerment, the spokesman said. To be, or not to be, a tax? That is the question in this month’s U.S. Supreme Court case testing the validity of President Barack Obama’s controversial health care system overhaul. At issue is the money that Americans will have to pay starting in 2014 to the Internal Revenue Service if they fail to obtain medical insurance. During his 2008 campaign, Obama promised not to raise taxes on families earning less than $250,000. That’s the same income bracket where a lot of people lack health insurance. So, as president, Obama and

s the Republican party waging a “War on Women,” and if so, are they winning it? The answers to these questions depend on whether you perceive the nasty legislative battle over the Obama administration’s health care mandate as one over religious liberty or women’s reproductive health. Leading Republican presidential candidates Mitt Romney and Rick Santorum say the president is trampling religious freedom by forcing employers to comply with a national health care law requiring insurers to provide contraceptive services for women. A Bloomberg poll released Wednesday reports that 62 percent of respondents think otherwise. (The poll also indicated that Democrats aren’t actually benefiting from the debate.) So just what are Republican legislators doing? Following the failure to pass the controversial Blunt Amendment — which would have allowed employers to opt out of providing contraception coverage if it violated their beliefs, like, for instance, devout mysoginists — national lawmakers largely abandoned the issue, if not the rhetoric. But at least nine Republican-led states aren’t ready to move on, pro-

hat began with fallout over the Komen foundation’s now-rescinded decision to unfund Planned Parenthood and led to the Virginia invasive ultrasound bill (imposing barriers on a woman’s choice to abort) segued effortlessly into the character assassination of Sandra Fluke — which has now devolved into attacks over the student activist’s “rich socialist boyfriend” and a vacation that apparently included some alcohol consumption. Then on Thursday, the story grew to envelop a Senate fight over the Violence Against Women Act, which provides funding to investi-
gate domestic violence, passed with bipartisan consensus in 1994. Conservative activist Phyllis Schlafly says the law led to “divorce, breakup of marriage and hatred of men.” Republican Sen. Lisa Murkowski cautioned her party that it was “at risk of being successfully painted as anti-woman,” The New York Times reported.
I
t’s hard not to connect the dots. Republicans accuse Democrats of political point-scoring; Senate Minority Leader Mitch McConnell said Dems were “manufacturing fights” over the Women Act. (Murkowski disagreed. “This is too important an issue for women and men and families that we not address it,” she said.) McConnell’s argument isn’t, of course, unimaginable — U.S. politics seem to be a no-holds-barred arena. But why are Republican legislators playing into this narrative? Maybe it’s because, despite outrage, they think they’re the ones winning all the points. Ramesh Ponnuru of the National Review certainly thinks so: “The issue is likely to help Republicans in the fall, if they can keep their wits about them,” he writes. Boss by Southwest In a disarmingly funny and candid keynote address on Thursday, Bruce Springsteen talked about the state of modern music and shared a heartfelt history of his own journey. For more than an hour, he detailed personal politics, imparted words of wisdom for young musicians, discussed a host of artists across all genres that he felt indebted to (from the Sex Pistols to Elvis) and even revealed that he still plays guitar in the mirror. “Don’t you?” he asked the amused crowd of 3,000. “C’mon! You’ve gotta check out your moves!”

Jimmy Cliff One of reggae’s founding fathers seemed to be challenging himself to tone down his set on Wednesday night. Accompanied by only an acoustic guitarist and a drummer, the singer wore a simple red shirt and backwards baseball cap, and for much of the set, strummed a right-handed acoustic guitar that looked enormous on him in the lefthanded position. Though the arrangement was basic, Cliff’s performance was anything but. The 63-year-old Jamaican’s high, elastic voice still sounds so sweet and strong. His set was filled with songs that spanned his career and almost served as a testament that his catalog should be required listening for any self-respecting songwriter. When he belted out “Many Rivers to Cross,” it was a true moment of transcendence; when he updated his anti-war song, “Vietnam,” by changing

Bands with buzz The long lines for shows at SXSW can be a good resource for what to see next. And with many bands performing multiple times, you can always find out what’s worth the wait. Here are the ones who have been earning enough rave reviews that I’m going to try to check them out this weekend: Santigold, Alabama Shakes, I Am Oak, Henry Clay People, John Fullbright, Capsula, The Ettes, Dent May and JD McPherson.
the chorus to “Afghanistan,” it was a poignant reminder that although the place where we’re fighting is different, the situation remains the same. The only complaint with this set was that he finished on a song called “One More,” where he engaged the audience in a frenzied call-and-response that continued after he left the stage. With a title like “One More” and that kind of reaction from the crowd, one would think it was an obvious reason to come back for an encore. But no such luck.
Cotton Jones Mostly centered around the warm voice of singer Michael Nau, Cotton Jones is a six-piece from Maryland. From the stage of a bar called Swan Dive, Nau announced at one point that the band had a few more songs left. But after turning in a performance of “Somehow to Keep It Going” from the band’s 2010
Fiona Apple Kicking off NPR’s showcase, Fiona Apple made it easy to forget this was the same musician who had an infamous onstage meltdown in 2005. Vacillating between a low croon and a hoarse primal scream, she spent most of the set hunched forward with her arms at her side, as if she were possessed by her songs. Her band expertly executed the loud-to-soft and

soft-to-loud dynamic shifts that Apple’s songs demand. There were even a few times when the band wandered into jam-band territory. But where that can sometimes feel frivolous, when anchored by a truly commanding singer like Apple, it works. She ended the set with a seething rendition of her 1996 breakout hit, “Criminal.” If Apple truly did “need to be redeemed,” she certainly was on this night. album, “Tall Hours in the Glowstream,” he must have realized that it wouldn’t be possible to top it, so he said, “I guess that was our last song.” Instead of feeling like a bow of defeat or an excuse of time constraints, it felt like an acknowledgment that magic had happened in the way the sing-along chorus of “Come on, baby let the river roll” resounded.

The big-screen comic adaptation of ’80s TV hit “21 Jump Street� is anything but consistent. Oddly enough, it still sort of works. Led by “Superbad� star Jonah Hill and Channing Tatum (also currently seen in “The Vow�), this adventure of two bumbling cops reliving high school as undercover narcs combines slapstick with shootouts and car chases in what amounts to one extravagant but groundless gag fest. While a handful of jokes and cameos refer to the old series, the film’s laughs still play big, broad and immodestly bold. STEVE GOW

In this subtitled telenovela spoof, Will Ferrell stars as Armando Alvarez — just go with it, OK? — a good-natured ranch hand on his father’s property in Mexico. After his brother Raul (Luna) returns home with enough money to save the father’s estate from financial ruin, plus a beautiful
new fiancee (Rodriguez), Armando learns the truth behind his sibling’s new fortune: He’s in business with the country’s dreaded drug lord, La Onza (Garcia Bernal). Armando must man up in order to protect who and what he values most in his life. Ferrell gets kudos for his acting (extra for doing so in Spanish!), which is always good for laughs. The inclusion of Luna and Bernal — two of

Mexico’s biggest stars — is a treat, and newcomer Rodriguez is spot-on in this setting, considering her background is in Spanish-language soaps. Though this isn’t on par with Ferrell classics like “Anchorman� and “Old School,� it has its moments. or the duration of his new movie, “Casa de Mi Padre,” Will Ferrell speaks only in Spanish — the entire movie is subtitled. Fittingly clad in a powder blue country Western shirt (“It’s got a little bit of a Dallas Cowboy cheerleader feel to it,” he says), he spoke with us about his career, his kids and his famous rear end. You have a nude scene in this film, and this is the second time that you’re showing moviegoers your butt. What is it about your tush that you think audiences can’t get enough of?
Honestly, I just was serving the script, No. 1. But No. 2, I think it’s a funny-looking butt. It’s a comedy butt. It was just a great opportunity to make fun of the stereotypical passion scene. Also, on a deeper level, we’re so body-image conscious — why not show that we all have normal-looking bodies? It’s kind of a way to just go, it’s not that big a deal. Your character, Armando, steps out of the shadows and finds his machismo in this film. Can you pinpoint a time in your life when you really came into your own?
That’s a tough question only because I don’t sit back and reflect in that way of like, “Yeah, I really came into my own.” I don’t know what that moment would have been. I think if you’re doing comedy, I don’t know if you ever really reach that feeling of like, “I’ve got it down.” I think there’s always a place of fear within you where you’re like, “God, I hope this works.” Getting on “Saturday Night Live” maybe was a little moment of that, but then you have to prove yourself on “Saturday Night Live.” Then you leave the show and you test your waters in the movie world, and this business is getting harder and harder.

I just don’t have the impulse to be like, “Do you wanna watch one of daddy’s movies?” I waited for them to bring up “Elf.” If they’re like, “I heard about this one thing you did, can I see it?” I’m like, “Yeah, OK, we can watch it.” But I never wanted to be like, “Look at me.” This movie is being described as “Anchorman”-meets-telenovela. How would Ron Burgundy fare in this world?
Probably horribly, because there’s no way Burgundy knows any other languages. He’d pretend that he knows Spanish and just immediately get in some awkward, horrible, compromising position where he gets shot. Yeah, I don’t think he’d do well. MEREDITH ENGEL

Here are the basics: The New York City St. Patrick’s Day Parade will take place this Saturday, beginning at 11 a.m., on Fifth Avenue around 44th Street. It will end around 2 p.m. or 3 p.m. at 79th Street. The drink and food specials at city bars and restaurants, however, will be a little more open-ended — geographically as well as gastromonically. Here are just a few deals that are going down:

But when you are auditioning for one of the most powerful brands in the entire universe, a brand that has billions of dollars at their disposal to make sure nothing happens to tarnish their reputation, you should probably be up front with anything that might bite you on the butt later.
