The “predatory” practices of for-profit colleges on Boston students will be the subject of a City Council hearing today. Among those expected to speak today during the hearing is Attorney General Martha Coakley, who yesterday joined 21 other attorneys general in asking Congress to close a loophole in a federal law to prohibit for-profit colleges from deriving more than 90 percent of their revenue from government funding. Since last year, Coakley has been investigating the recruitment and student loan practices of some of the schools including Kaplan Career Institute in Boston and Everest Institute in Brighton and Chelsea, the Globe reported. Also expected to testify is a representative from Empire Beauty Schools, formerly known as Blaine. The schools, many of which

working through an office in Somerville was indicted yesterday for allegedly bilking $200,000 from clients looking to buy homes. Farkhanda “Kandy” Tarar Shah, 61, of Peabody, pleaded not guilty to larceny, fiduciary embezzlement and for being a common and notorious thief, according to the Middlesex district attorney’s office. Shah, who was a licensed mortgage broker and real estate agent, used her clients’ deposit money to pay her own business and personal expenses, authorities said. METRO

Man’s body found floating in waters near Castle Island

The body of a man was found floating in the water near Castle Island in South Boston yesterday morning, and authorities are trying to determine how he died. A passerby at the popular running spot discovered the the man’s body about 7 a.m., according to the Suffolk district attorney’s office. He alerted state police that he saw the body floating near the Sugar Bowl at the edge of Pleasure Bay. State police divers and investigators converged on the area and divers recovered the remains in shallow water just off of the shoreline at about 8:30 a.m., authorities said. Investigators were able to identify the man using items

Facebook stock dipped below $30 yesterday for the first time.
Facebook shares slid below $29 to a new low yesterday as nervous investors fled the company’s shares, concerned about the social network’s long-term business prospects and an initial offering price that proved too rich. Shares of the No. 1 social network fell 10 percent to an all-time low of $28.65, before recovering slightly to $29.01. Since its market debut on May 18, the 8-year-old company has shed approximately $25 billion in value — roughly equivalent to the market capitalization of Morgan Stanley, the lead underwriter of Facebook’s IPO. Wall Street has harbored concerns that Facebook, while boasting nearly a billion users and dominating Internet social-networking, would have difficulty translating its growing presence on smartphones and other mobile devices into revenue. Rivals Google and Apple Inc. are currently more dominant in the mobile arena. “Facebook is in a transition in their business model,” Walter Price, of Wells Fargo said. “It was easy to get the first 5 to 10 percent of an advertising

Opera seen as Facebook fit — but no ‘for sale’ sign OSLO. Facebook is under
pressure to make money from the increasing number of users who access the social networking site from mobiles, making Norway’s Opera a good fit for it, bankers familiar with the technology industry said. Shares in the mobile browser maker soared by as much as 26 percent on yesterday. Tech blogs reported recently that it was in the sights of Facebook, and while bankers said the company had long been up for sale informally, Opera ruled out interest from the likes of Facebook rivals Google and Yahoo. computer programmer pleaded guilty yesterday to stealing software code from the Federal Reserve Bank of New York. Bo Zhang, 33, was accused of illegally copying the software code to an external hard drive, according to a criminal complaint filed in U.S. District Court in Manhattan. The charge was made
public on January 18. Authorities said the software, owned by the U.S. Treasury Department, cost about $9.5 million to develop. “I knowingly stole and converted to my use an item owned by the United States government valued at more than $1,000,” Zhang told U.S. Magistrate Judge Michael Dolinger yesterday.

The percentage of U.S. taxpayers reporting adjusted gross income exceeding $200,000 who paid no U.S. income taxes increased in 2009 to 0.53 percent from 0.51 percent, meaning that one in 189 high-earners avoided taxation, an Internal Revenue Service study found. The filers reported taxexempt interest along with deductible charitable contributions, medical expenses and other items to reduce their taxable income. Some avoid the alternative minimum tax, which was created in 1969 in response to a report that 155 people earned $200,000 and paid nothing in taxes. “High-income returns are more often nontaxable as a result of a combination of reasons — none of which, by itself, would result in nontaxability,” the IRS wrote in a report. The annual report comes

The woman was only able to get the license plate number, which police traced to a rental car that had been hired by Bynes. The woman identified Bynes as the driver using her mug shot from her recent arrest. Bynes is sticking up for herself, though, taking to Twitter to write, “I cant help but laugh at all of you writ-

We talk to the designer about keeping kids looking like, well, kids and the new, tougher image of her main line. Why did you decide to launch a children’s line?
I’ve got two daughters — twins — and they’re always wanting to put my clothes on. They are always walking around in my Louboutins. It’s so funny how girls are very focused early on what they want to wear. And a lot of people have said, ‘Why don’t you do kids?’ because I think our prints naturally translate into cute little dresses. You’re a Park Slope mom. What trends have you noticed?
That place is crazy with children. I think Crocs are finally making their way out. All the kids are wearing these little glitter Toms. They have pink glitter, purple glitter, silver glit-

My girls have only had their hair cut once in their life and it was the tiniest trim. I’m not crazy about little kids looking like adults. I don’t like when they wear clothes that are too forward, like mesh tanks and black pants.

A lot of kids are dying their hair now. Maybe I’m old-fashioned. I actually quite like it but I think there’s something they have to wait for. You gotta have something to aspire to. You're growing your business with new stores all over the country. How do you balance work with being a mom?
It’s nuts. You have to make your kids a priority, like, “All right, it’s a quarter to 6, I’ll be home by 6:30, kids go to bed at 7.� You have to be very rigid, very scheduled, and very productive when you’re at the office. Before I had kids, I’d sit around chatting and go out for lunches — but now when you’re at the office you’re very focused and then you split. Your main line had a tougher feeling for fall. Are you going to continue in that direction?
Absolutely. It comes from a very genuine space. I’m sort of a tomboy. I’m not a high heels wearing, dressy kind of girl. I wanted the collection to sort of come back to its roots, like little dresses with motorcycle jackets and ankle booties. That’s sort of my vibe. For spring it’s a little prettier but more in a way that you have this old vintage shirt that your parents picked up in Paris and you’re wearing it with your jean jacket and your little leather skirt. his year, about 75,000 Americans will be diagnosed with melanoma, the most lethal form of skin cancer, according to the American Cancer Society. Are you taking precautions to make sure you’re not one of them? We spoke with Dr. Jessica Krant, a board-certified dermatologist in New York, to get advice on how you can prevent skin cancer at any age.
Do you suffer from back pain, neck pain, knee pain, hip pain, pain from joint replacement, arthritis or headaches?
Men who are 60 years and older are needed for a two visit study evaluating effects of low testosterone on body fat, muscle, physical function and risk factors for heart disease. If you suffer from pain and are on pain medications you may qualify Financial Compensation Provided.
If you’re in your 20s: Skip the tanning bed. Young ladies into fake-baking are especially at risk for the dreaded disease. “Skin cancer is on the rise among young women, and melanoma is the most common form of cancer among those aged 25 to 29,” Dr. Krant says. Protect yourself. Choose a moisturizer with SPF 30 or higher, and slather it on your face, ears, neck and chest daily. Don’t forget your diet. “Eat a well-balanced diet full of brightly colored fruits and dark green, leafy veggies — these are your natural cancer- and wrinkle-fighters,” she says.
If you’re in your 30s: Visit your derm. Check in for your annual head-to-toe skin cancer screening. “The 30s is when
sun damage starts to show itself more,” says Dr. Krant. Up your sunscreen for those beach days. “Wear SPF 50 or higher when prolonged sun exposure is expected, with enough broad spectrum protection to cover the damage caused by UVA rays since it’s the UVA that is more linked to aging and sun spots.”
If you’re 40 or older: Pick up anti-aging products. “Topical retinoids not only fight wrinkles, but also help regulate healthy cell turnover to prevent DNA damage leading to skin cancer,” Dr. Krant says. Schedule more screenings. If you’ve already been hit with skin cancer, Dr. Krant recommends you get screened twice per year. “Prevention is best, but early detection counts for a lot.”

Label confusion Last year, the FDA asked sunscreen manufacturers to change their labels so that consumers wouldn’t be misled by false claims. The sunscreen manufacturers didn’t meet the June deadline, so the FDA extended the deadline another six months. For the time being, check out these label-reading tips from Dr. Krant. SPF refers only to UVB protection. Look for “broadspectrum” to get UVA protection against aging as well. Select at least SPF 30 or higher, and choose water-resistant if you’ll be active or swimming. The protection level you get only matches the label if you use an entire shot glass’s worth of sunscreen. Reapply every hour or two. Sprays are hard to measure, so apply a full second coat before considering yourself as protected as the label claims. METRO/ME

The van continues to partner with neighborhood health centers and other community-based organizations in the Greater Boston area, serving women who might not have access to a mammogram. The van has served approximately 4,000 women annually. “We knew then that this program had the great potential of saving the lives of many
women who live in and around Dana-Farber’s priority neighborhoods of Roxbury, Mission Hill, Dorchester, Jamaica Plain and Mattapan,” said Anne Levine, vice president of External Affairs at Dana-Farber. “Despite race and ethnicity being associated with greater burden of cancer, we’re pleased that there are no significant differences among race and ethnicity for mammography. We believe that the van has contributed to closing the gap.” To stay current with the latest mammography technology, three years ago Dana-Farber purchased a new van that is equipped with GE Healthcare Senographe Essential® digital mammography system. The Avon Foundation and many other donors contributed to this upgrade which provides better visibility and is more efficient, since no film processing is required. Instead, images are transferred electronically. “The success of this program truly lies with the partnership established with the state and city health departments and with over 40 health centers and community based organizations that have worked with the Mammography van program over the past decade,” says Maureen Akisik, RT (R)(M) (CT) supervisor, Breast Imaging.

By Attorney George Warshaw home inspection turns up conditions needing repair. The Seller agrees to make the repairs but the broker suggests listing the repairs in a separate written “side agreement� and not the purchase and sale agreement. Is that legal?

While it might be legal between the buyer and the seller, what’s wrong with the purchase and sale agreement? Why the need for a separate side agreement? There is a growing tendency among real estate agents to recommend that repairs be stated in a side agreement. The reason is so to keep the lender from learning about it. There is a fear that if disclosed it might cause a delay in closing or problems in getting the loan. “After all, why should the lender care about repairs anyway�? The legal problem with secret side agreements can be summed up in two simple words: “mortgage fraud.� If you’re shifting something from the purchase agreement to a separate side agreement to keep the lender from knowing about it, then it’s something that needs to be disclosed to the lender.
