MTA: Fare and toll hikes to happen in 2015 and 2017 The MTA will increase Metro card and toll fares again in 2015 and 2017 under financial plans released Wednesday. The proposed hikes would address longterm costs including pensions, healthcare for retirees and debt payments, among other costs. Because of the costs, the MTA needs an additional $424 million in 2015 from increased mass transit fares and tolls from MTA bridges and tunnels. Another $469 million from new hikes is necessary in 2017. Even with the increases, the plan predicts a $335 million deficit in 2015 and another $403 deficit in 2017. The four-year plan presented to the MTA board doesn’t provide specifics on hikes. MTA fares previously increased in March, bringing the price of a single subway ride to $2.50. ANNA SANDERS

Thompson leads in mayor runoff poll Election. The poll is the first to focus on what happens in a runoff. Former city comptroller Bill Thompson leads both former congressman Anthony Weiner and City Council Speaker Christine Quinn in a runoff election according to a poll released Wednesday. Of 507 likely Democratic primary voters, Thompson leads 52 to 41 percent in a

Council pushes forward storm bills After superstorm Sandy, the City Council Public Safety committee approved a package of nine bills that would help the city prepare for future storms and other emergencies. July heat kills 8 people in NYC A total of eight people have died of heat exposure due to extreme temperatures in the city this month, according to the New York City Medical Examiner’s Office. A 67-year-old Queens man died of hyperthermia on July 19, when

temperatures reached 96 degrees, The Associated Press reported. The deaths of two Brooklyn women, ages 61 and 82, on July 20 were also caused by hyperthermia. The Medical Examiner’s Office reported earlier that a 78-year-old Brooklyn man died of hyperthermia on July 19

and a 57-year-old Staten Island man died on July 8 when temperatures in the city reached 89 degrees. Details on the other deaths were not released. A spokeswoman for the Medical Examiner’s Office said all the victims had underlying medical problems. LAURA SHIN

It looks like Madison Square Garden will be looking for a new home soon: The long-awaited City Council vote for a 10year permit passed, 47-1. The owners of the Garden had requested an inperpetuity permit, which would have allowed the arena to remain at that location atop Penn Station forever. The Alliance for a New Penn Station, a community group, City Council Speaker Christine Quinn and other elected officials have argued that it is imperative that Penn Station be expanded, which cannot happen unless MSG is relocated. “We need to make sure that Penn Station becomes what we need it to be — a really 21st century grand entrance into the greatest city in the world,” Quinn said before the July 24 vote. The Garden did not respond to a request for comment. MSG owners have balked at a proposal for relocation.

City launches veggie prescription plan In an effort to increase access to healthy foods for New Yorkers at risk of obesity, the city launched a fruit and vegetable “prescription” program. Fugitive Edward Snowden’s hopes of leaving Moscow’s Sheremetyevo International Airport for the first time in a month on Wednesday, July 24, were dashed when he failed to secure permission from Russia to leave. An airport source said Snowden, who is wanted by the United States for revealing details of government intelligence programs, was handed documents by his lawyer which were expected to include a pass to leave the

transit area. But Snowden did not go through passport control and lawyer Anatoly Kucherena, who is assisting him with his request for temporary asylum in Russia until he can reach a state that will shelter him, said the American did not have the pass he needed. I really had no idea about X-Men, about its reach or size or passionate fans. I certainly knew afterwards. Being on a Hollywood set is very different than getting work in Australia. I remember being quite nervous to begin with. When I did my audition, they were already a week into shooting.

Hugh Jackman is a songand-dance man who regularly pops up in stage musicals and, with “Les Miserables,” film musicals, too. But to most, he’s Wolverine, the decidedly un-exuberant, brooding mutant of the X-Men franchise. Having explored his origins in the first solo Wolverine film from 2009, he put back on his claws and his pissy stare for “The Wolverine,” a spin-off that finds his anguished asskicker considering mortality while fighting ninjas, robot samurai and a she-lizard in Japan.

and different. This is darker than 2009’s “X-Men Origins: Wolverine.” It is darker, and I think it should be. Even in the storyline it’s a bit of a rebirth of the character. That character really is incredibly tense; he is darker. If there ever is an argument for an R-rated comic book movie it is probably Wolverine. You seem like a nice guy. And you often play nice, more exuberant characters than Wolverine, who broods and hates everybody. Acting always allows me to explore other parts of myself and the human condition. Wolverine is something difficult for me to get back into because I’ve been playing him on and off for 13 years. [Director] James [Mangold] was on me about being deep and more restrained and really highlighting the moment before he blows his top, and then when he blows his top we earn it.

I heard you were a fan of the Chris Claremont and Frank Miller comic series from the ’80s, on which this was loosely based. I read that during the first “X-Men” [2000] and I always thought that was a great basis for a movie. After 13 years [the producers[ agreed with me. I love the backdrop. To me I want a character who symbolizes the anti-authoritarian. To go into the world of Japan with samurai is really fresh

Mangold makes smaller films, such as “Walk the Line,” and “Kate & Leopold,” in which you starred. What did he bring to this project? It’s the sixth time I played the role, but it was never like that. I felt like he got the best performance out of me and the best out of every actor. He had a huge range here, and he was the same with all of us.

You were known for musicals before you got the role in the very first “X-Men.” How did they come to choose you? It was the luckiest thing that ever happened to me. Seven months before I really got brought in, someone else [Dougray Scott] got the part. When things fell through for [Scott], who was cast in another film, the producers said, “Remember that guy? Let’s bring him back in.” It just so happened that I was in L.A. that week. It was the stars magically aligning.

You won’t want to claw your eyes out Comics spin-off. The second solo Wolverine film is significantly superior to the joyless first.

In “X-Men Origins: Wolverine,” the broodiest franchise member was treated to a joyless backstory machine that ended with the ripped hulk getting shot with an amnesia gun. (Cue jokes about audiences wishing they’d gotten the same treatment.) The bar was set so low that all the inevitable sequel had to achieve was basic watch-

ability. And it has. “The Wolverine,” like its title, is a relatively stripped-down affair — it’s character-driven, whereas its predecessor was about special effects that consumed its lead. Loosely cribbed from Chris Claremont and Frank Miller’s 1982 run, it’s essentially “Wolverine Goes to Japan.” Guiltridden over the death of squeeze Jean Grey (Famke Janssen, who files ghostly cameos), Wolverine/Logan (Hugh Jackman) has once again run off to solitude, this time going Jeremiah Johnson in the woods. He’s nevertheless tracked down and summoned by a wealthy man who he helped to outrun an H-

bomb blast in WWII. Logan then gets caught up in intrigue, which serves as an excuse for a bulky guy with claws protruding from his hands to tussle with yakuza henchmen, ninjas and — why not? — a robot samurai. The director of this film is James Mangold, a serious, patient guy who’s had a bizarre career. (On one side is “Walk the Line” and “3:10 to Yuma,” on the other is “Kate & Leopold” and “Knight and Day.”) He’s not into effects-heavy visual noise. He’s slow and kinetic enough to make a chase scene atop a downtown bullet train have a pleasing speed and shape. “The Wolverine” never

completely loses the character, as the first film did, yet it still loses sight of a genuinely novel story direction. The film starts out as a miserable character study: Every night our hero, his hair grown out like Alan Moore, suffers horrid dreams; every morning he awakes amid a pile of empty whiskey bottles. The film asks why an immortal in so much psychological pain would want to keep living. He’s offered a way out, if a questionable one.

But a summer movie in which a beloved superhero toys with euthanasia isn’t going to happen. This heavy question is soon buried under (admittedly entertaining) fight scenes and a convoluted conspiracy, which also involves the film’s only other mutant: A she-snake (Svetlana Khodchenkova) with a slithery poison tongue. That “The Wolverine” brings heavy issues up at all is appreciated, but it’s a reminder that brainy comics don’t often yield brainy movies.

In “The To Do List,” Aubrey Plaza plays Brandy Clark, a mathlete and shameless grammarian who doesn’t cuss and has graduated high school without ever having gotten to first base. To enter college with some preparation, she sets out on a massive sexual assignment, racking up firsts, such as French-kissing, dry-humping and other activities unprintable in this newspaper. The film, for the fun of it, is set in 1993, which is about when smirking, ironic detachment was at

its peak. It’s a dead, retro tone Plaza, on “Parks and Recreation” and elsewhere, has dusted off and made her own. “The To Do List” fits her persona to a T, for good and ill — for good, because the film doesn’t have a sincere bone in its body, and for ill, because of the same reason. It’s good that Brandy is never going to truly realize such recessive lessons, like that loveless sex is bad. When the film does turn to climactic homilies, they’re patently inauthentic, close to romcom parody. It’s less good that there’s nothing at all on its mind — that it doesn’t appear to believe in anything. That’s not true: It believes that a thin script can be padded out by a cast of talented ringers adlibbing up a storm. It has plenty of those: Bill Hader

It also has Plaza, whose performance is more like a supporting turn anyway. She just goes for yuks, as though unconcerned

about the heavy lifting that comes with playing the lead. The ironic thing about Plaza is that, hilarious as she consistently is, she’s even better when earnest. “Safety Not Guaranteed” found her allowing cracks of real emotion to form in her steely performance style. Sincerity from her is all the more affecting because it’s so utterly unexpected. “The To Do List” is a step back; it’s her shtick as straitjacket. The film is often funny. It’s also frustrating: Its sex jokes are lamely shocking, the direction is amateurish, even for a comedy, and it breaks well past the 90-minute mark — the point where affable time-wasters like this turn into pumpkins.

The Woodman and the Diceman: together at last Woody Allen ick. “Blue Jasmineâ€? is a thrillingly uneasy mix of comedy and drama — with Andrew Dice Clay With a few significant exceptions (“Manhattan,â€? “Hannah and Her Sistersâ€?), Woody Allen has maintained a thick wall separating his dramas from his comedies. One of the most likable things about “Blue Jasmine,â€? his 43 1/3 directorial work, is that it’s never one or the other. The subject is serious, tracking the fall and potential rise of a disgraced Manhattan socialite (Cate Blanchett).

But the tone wavers between drama and (light) comedy — not in a clumsy way but in the manner of a confident master who isn’t always this confident but should be. Blanchett’s Jasmine is first glimpsed talking an old lady’s ear off, first on a plane, then in baggage check. Her yammering only gradually seems like a joke as the sequence wears on. Only afterwards does it become apparent it’s no joke: Jasmine has been presenting a watered-down version of the tragic events periodically glimpsed in flashback, one that turns her into a helpless martyr. Sometimes she talks to no one. The whole film walks that line, between com-

edy and tragedy. After her moneyed husband (Alec Baldwin) is busted for Madoff-like shenanigans, the absolutely broke Jasmine flies — first-class — to the San Francisco tight apartment of her poor sister Ginger (Sally Hawkins). While trying to start anew, first by finding work, then by trying to find another sugar daddy, her ambitious streak rubs off on Ginger, who has a thing for blue-collar palookas, played by Andrew Dice Clay and Bobby Cannavale. That Andrew Dice Clay is a) in a Woody Allen film, b) playing Sally Hawkins’ husband, in scenes opposite Blanchett and Baldwin, and c) rather moving, speaks to “Blue Jasmine�’s bizarre and

weirdly smooth blend of tones. (Louis C.K. later swings by as a randy stereo salesman.) After his own specific, never quite matched breed of neurotic oneliners, Allen’s most eccentric cinematic gift is a knack for deliberate, gradual pacing, wherein he leisurely strolls through a complex, twisty plot. His patience proves hugely rewarding, even when — as in the underrated “Cassandra’s Dream� — the material is second-rate.

The same thing happens here, only the wobbly tone gives it an extra level of excitement. This is Allen’s most ambitious film in ages, if not always his smoothest: The flashbacks can be artlessly integrated, while there’s an undercurrent of distaste for the working class, who are portrayed as babbling grotesques. Of course, there’s also distaste for the wealthy. As it becomes ultimately apparent, there’s no way out for anyone.

Ignore the generic title Crime saga. Director Johnnie To’s “Drug War” is thrilling under its cool exterior. The Hong Kong director Johnnie To is one of cinema’s most prolific, averaging three films a year. The ones that get the most attention overseas tend to be thrillers, but he’s also diverse, just as comfortable churning out romantic comedies and other genre fare. The speed and variance of his work give each film a strange kick. “Drug War,” To’s latest to get exported, has a generic title, but it’s incredibly idiosyncratic, and could only have come from him. The film finds drug lord Timmy Choi (To regular Louis Koo) nabbed by detectives, who are as ruthless and heartless as anyone on the other side of the law. Faced with execution, Choi

proves eager to go turncoat for a cruel detective (Sun Honglei), bringing him closer to a fearsome ring that includes two deafmute brothers. To is a calm and collected filmmaker whose roaming camera movements look at once spontaneous and perfectly considered. There are fewer violent outbursts than in past To films, though the few — including an epic climax where no character is safe — are blood-curdling in their steely efficiency. Scan to Win!

There in spades, however, are To’s other usual, eccentric concerns, and his habit of sneaking bizarre lines of thinking into otherwise lean thrillers. Things don’t get as out-there as in his Johnny Hallydaystarring “Vengeance,” which at one point segues into a left-field homage to “Macbeth”’s Birnam Wood siege. But there are long stretches that ruminate, playfully, on the acting aspect of being undercover, plus a goofy streak that keeps throwing things off.

Fake found footage. ‘Frankenstein’s Army’ is alive. No one’s going to mistake the sights in the fake found footage film “Frankenstein’s Army” for actual found footage. Set amidst a Russian platoon pushing into the German front toward the end of WWII, it’s, for one thing, in English. And it’s in the wrong aspect ratio. Apart from busting out some in-editing imperfections (scratches, the red that comes at the end of reels), the filmmakers clearly did not care for strict verisimilitude. And in a sense, neither should you. Luckily, there’s enough lurid distractions to, well, distract. The film finds a motley crew happening upon a secret underground lair. There, they’re besieged by freaky steam-punk zombie creations: Humanoids with giant metal claws; a dude with an overactive clamp on

his face; cyborgs wielding swastikas. Unlike the fellow mock-found footage opus “Troll Hunter,” “Army” is fast on its feet. This is very much for the fanboys, and its endless scurrying about and dismemberments inevitably prove occasionally monotonous. But even Guillermo del Toro would be in awe of its diverse cast of beasties. MATT PRIGGE

warning, there was no way to prepare for what was in store this year. The show’s producers have always had a knack for finding the most ridiculous and downright inappropriate cast members to entertain their audience three days a week. Turning a 16th-century Chinese novel into a touring show with acrobats, actors, contortionists and an orchestra pit full of Eastern and Western musicians was director Chen ShiZheng’s wild idea. Stuffed into 100 minutes, performed in Mandarin with English subtitles and music by Damon Albarn and Gorillaz, “Monkey: Journey to the West� pays tribute to a book Shi-Zheng discovered when he was 8 years old. That may explain the picaresque, superherocomic aspect of the project, which reads, onstage at the Lincoln Center Festival, like a cross between “The Wizard of Oz� and Cirque du Soleil. More light on the stunning landscapes would be welcome, and the piece is about 15 minutes too long, but it’s a fabulous trip.

Critiquing Cronut copycats The real thing

Still need a Cronut? Dominique Ansel Bakery offers preorders two weeks ahead for orders of six or fewer Cronuts, and one month ahead for orders of more than 50. You can also try your luck with the bakery’s weekly Cronut lottery on Fridays.

Dessert. If you don’t feel like waiting on that insane line, here are some other options. Hardcore pastry devotees have been lining up outside Dominique Ansel Bakery (189 Spring St., 212- 219-2773) as early as 5 a.m. each day for a chance to taste the coveted (and now trademarked!) Cronut. For those of us who don’t want to stand in the sweltering heat for hours or pay $50 on Craigslist for one, there are several reputable shops selling decent fauxnuts.

berry Cronut combines gilded layers of chewy croissant dough with tart blackberry jam, rich cream and blackberry glaze with a light sprinkling of lime zest to play up the subtleties in the other flavors.

The contenders Mille-feuille Bakery Café in Greenwich Village (552 Laguardia Pl., 212-5334698) comes closest to

replicating Ansel’s masterpiece. Chef Olivier Dessyn says he decided to take a stab at the croissantdoughnut combo when his wife wanted to try the real thing. Mille-feuille’s “French doughnut” is smaller and sweeter than the Cronut, and doesn’t hold together as well, which makes it more difficult to cut. But it is a good fix for Cronut cravers, with tender, buttery croissant-like

layers, a chewy exterior and fresh cream filling. The French doughnuts come in chocolate, apple turnover, vanilla bean and raspberry. ChikaLicious (204 E. 10th St., 212-475-0929) has its own drool-inducing take on the croissantdoughnut, but it’s nothing like the Cronut. The Dough’Ssant is an ethereally light pastry that doesn’t have the yeasty density of a Cronut — it’s closer to a flaky cream puff. Blossom Du Jour Bakery’s (259 W. 23rd St., 212-229-2595) vegan croissant-doughnut pastries are a surprise hit. These cinnamon-flavored sweets have no filling and consist of a super-dense, chewy dough. They don’t boast the same buttery delicacy characteristic of Cronuts, but it’s hard to believe these tasty monkey breadlike desserts are vegan.

New York’s newest hot — and cold — dessert is the Frozen S’more, and it’s only available at Dominique Ansel Bakery. At Cafe Serai, inside the Rubin Museum of Art, he commands his small kitchen with a fighter’s mentality. “What I’m doing, not a lot of chefs could do,� Loukzada says. “It’s something to be proud of. This takes patience.� Tucked into a corner of the spacious main floor of the Rubin Museum, the kitchen utilizes mostly electric equipment — both a challenge and badge of honor for Loukzada’s modern take on Himalayan and Indian cuisine. Despite his limitations, Loukzada brings personality and flare, as the artistic environment surrounding him inspires the creativity that he delivers on each plate. For a seasonal dish like the soft-shell crab, semolina — a coarse durum wheat often used in traditional Indian breakfast staples — is used to resemble sand. In a favorite of Loukzada’s, he mixes a savory blend of pepper jack cheese, chili, chipotle and bell peppers inside a dumpling. While he constantly tries to find new ways to modernize Indian fare, every dish has a spice that derives from a culinary journey that started a world away from the Chelsea spot where he typically spends about 80 hours a week. Born and raised in Mumbai, India, Loukzada developed a passion for cooking by learning traditional Indian dishes from his mother and grandmother. The first dish he learned how to make was his mom’s semolina cake. “That was the coolest dish I’ve ever learned,� he says. After coming to the United States in pursuit of

seum’s collection of more than 2,000 works of art, encompassing the cultures of Bhutan, India, Nepal, China, Tibet and Pakistan — the countries that make up the Himalayan region. For the summer, the lighter “K2 Lounge� menu gives museum-goers a chance to snack on naan pizzas or start their meal with the airy Lotus Chicken Liver Mousse, a creamy mixture of chicken liver, eggs and the traditional Indian spice garam masala. Loukzada’s confidence in his dishes is evident in his ability to seem unfazed by the big moments. Last year, he had the distinguished opportunity to serve President Obama dinner at a fundraiser in the museum. But for Loukzada, he takes the most pride in the finer details: the ambiance of the dining room, preparing a strawberry jam that complements his chicken liver mousse and his ongoing quest to find the right balance between traditional Indian cooking and neo-American cuisine. “We’re taking Indian food and completely elevating it,� he says.

Re: ‘Morals gone the way of the dodo bird’ (Metro, July 22) The painful truth is wrong on what you believe to be the facts of the George Zimmerman case. He did not disobey authority, he was heading back to his truck when he was attacked. He did not initiate the fight, Martin threw the first punch and dominated the fight. Martin could hardly be called a “child” either, if you’ve read of his criminal history. There’s a reason the jury found Zimmerman not guilty of murder, hardly anything wrong with coming to that conclusion based on the actual facts.

I still can’t believe that Cory Monteith is gone. This young man had a lot going for him. He was on a hit television show and had a great-looking girlfriend who is also very talented. But, all that was thrown away when he mixed booze with drugs. I guess rehab didn’t help Cory at all. What a loss! I had the opportunity of meeting the cast of “Glee” a few years ago. Giants face camp questions NFL. Wide receiver, defensive end and running back are all on New York’s mind as camp opens. The Giants open training camp July 26, and, like most teams, they have high hopes for a successful season — not to mention a plethora of questions that need answering. The team essentially endured two seasons in one during the 2012 campaign. The defending Super Bowl champions raced out to a 6-2 mark, only to finish 9-7, injury-riddled and out of the playoffs. The seesaw season had highs, like blowing out the 49ers and Packers, and lows, like a combined 67-14 trouncing in back-to-back weeks late in the season in Atlanta and Baltimore. Metro looks at three story lines to watch as

All eyes on Jets’ QB battle NFL. A new era is surfacing in Jets land, but the biggest question still lies with who will be under center. Plenty is on the line for the Jets this preseason, with a new general manager pacing the sidelines and looking to put his stamp on the team and the entire organization. Ahead of his first training camp, the methodical and calculating John Idzik has pieced together a revamped defense, a new-look offensive line and has a true quarterback competition in the making. The team is younger and more athletic than in year’s past. Metro takes a look at the top story lines in Cortland, N.Y., as the Jets open camp July 26.

Ryan on the hot seat After a promising start during his first two years with the Jets, head coach Rex Ryan now must right the ship. His team has missed the playoffs the past two years and his vaunted defense has been

rather ordinary. It is a rather unusual position Ryan finds himself in, with a new general manager perhaps wanting his own man as head coach as opposed to a holdover from the previous regime. A league source tells Metro New York: “Idzik will be looking for a new coach if Rex doesn’t make the playoffs, guaranteed.” But it might not be that easy for the new general manager. Ryan is a popular presence in the locker room and with the team’s fans and owner Woody Johnson.

Receiving line During offseason workouts and minicamp in June, the receiving corps was plagued by bad drops and poor routerunning. The team’s best wide receiver is Santonio Holmes, who might not be ready for Week 1, as he continues to heal from a Lisfranc injury early last season. Jeremy Kerley and Stephen Hill must step up, but Clyde Gates, a former basketball player still adapting to the game, and rookie Zach Rogers also bear watching.
