NYC Build it Back aids homes hit by Sandy Moving on. The new program helps New Yorkers buy or rebuild their houses damaged by the storm. When Sandy reached Staten Island last October, the storm surge slammed into Patricia Dresch’s Tottenville home, ripping the house from its foundation and killing her husband and 13-year-old daughter. Dresch has since been living in the rectory of her local church, but, as the first beneficiary of NYC Build it Back, she will soon move into a new home. “I’m saying goodbye to something that I lived on for 30 years and now I’m able to move on to something, to start a new chapter in my life,” Dresch said Thursday, when city officials announced her home was the first acquisition from Build it Back. Through the program, the city bought Dresch’s old home and the proceeds of the sale will help her purchase a new one. “It is a great tragedy and we can’t forget that, but we just have to go on,” Mayor Michael Bloomberg said. More than 23,500 New Yorkers and 5,000 Staten Islanders have registered so far with the program, which is funded using a portion of $1.77 billion in Sandy aid from the federal

Park Slope stunned by death of boy Heartsick. A 12-year-old was killed in a traffic accident near Prospect Park. The death of a 12-year-old boy struck by a van while playing near Prospect Park Tuesday night has shocked the Park Slope community and prompted renewed calls for increasing street safety. Sammy Cohen-Eckstein, 12, was playing near his home on Prospect Park West when his ball rolled into the street around 5:15 p.m., police said. Running into the street to retrieve the ball, CohenEckstein was struck by a white van. He was taken to Methodist Hospital but could not be saved. The van’s driver remained at the scene, and no arrests were made. Cynthia Greenberg, the president of Kolot Chayeinu, Cohen-Eckstein’s synagogue, expressed sorrow for the family’s loss. “Our hearts and prayers go out to them and all who knew and loved

Federal fight

Shutdown will only impact NYC Marathon starting line, officials say The race will go on. The government shutdown will only impact the starting line of the New York City Marathon, officials stressed Thursday. “We will find a ways to run the marathon,” Mayor Michael Bloomberg assured Thursday. The Nov. 3 race, which was canceled last year after superstorm Sandy, usually begins in the federally-run Fort Wadsworth Park on Staten Island. The government shutdown shuttered the park just weeks before some

48,000 runners are expected to take part in the race. But Washington gridlock will only alter the marathon’s starting line, race organizers said. The race will still start from Staten Island. “Regardless of the federal government’s status on race day, the marathon will proceed and the starting location will not change,” a New York Road Runners spokesperson said in a statement. It’s unclear what the contingency plans are and how the Road Runners plans to relocate security, volunteers and runners from the park. “We’re discussing that now,” Staten Island Borough President James Molinaro said. Study says Chinatown is steadily shrinking Changes. The vibrant community is being transformed as the neighborhood becomes more gentrified. Chinatown is shrinking, a new report suggests. Fueled by gentrification, the Asian population and the number of family households in Chinatown and the Lower East Side have decreased in the last decade, according a report by the Asian American Legal Defense and Education Fund. “Chinatowns have provided the city’s immigrants with support networks and affordable housing for over a century,” Bethany Li, staff attorney at AALDEF, said. “Gentrification and ongoing redevelopment projects, however, threaten to destroy the sustainability of these once-thriving immigrant communities.” The report, released Wednesday, details displacement of Asian Americans from Chinatowns in New York City, Boston and Philadelphia using Census data. family population retreats, young urban professions — also known as yuppies — are take over the vibrant neighborhood. The number of people living in Chinatown in non-family households increased a whopping 21.4 percent in just a decade. The report also points out that there has been a noticeable increase in high-end clothing stores and restaurants, as well as the emergence of several non-Asian restaurants, in traditional Chinatown boundaries. Relaxed rent regulation and Chinatown’s designation as a Business Improvement District in 2011 are largely to blame for this gentrification,

AALDEF said. “The gentrification that threatens to transform these areas is not just the natural result of market forces or the general evolution of these cities,” Li said. “They are a very direct result of local policies of neglect, demolition and redevelopment that local governments have perpetuated for decades.” The report recommends that the city needs to reinforce existing low-income housing, as apposed to simply designating a portion of units as such in new developments.

Tom Hanks has faced plenty of acting challenges over the course of his career. But the tiny, enclosed lifeboat used in “Captain Phillips” definitely stands out for him. “I’m not a particularly claustrophobic person, but it was a very small space,” he says. “Environmentally, it does a lot of the work for you. It’s a very uncomfortable space. It smells horrible. The air is bad. It’s hot. And you are right on top of each other. There’s a lot of places to bonk your head and crack your knee. We all did that. Everybody had all sorts of scars.” Hanks stars in the film as the titular Capt. Phillips, whose cargo ship was famously hijacked by Somali pirates in 2009, and he insists those less-than-ideal working conditions were actually a huge help. “[Di-

rector] Paul [Greengrass] sets up an environment that is very realistic, and I can’t imagine doing it any other way,” Hanks says. “There’s ways that may have been more pleasant but for everything we needed to go through as actors, that tiny, hot, cramped place with only two little windows on it was a great advantage for us.” The film’s crew did try to make the cramped environment at least a little more tolerable, but to no avail. “At one point, they built rubber seats for some of the fight scenes,” Hanks remembers, but “literally the rubber seats flapped around. So, we said, ‘Guys, we don’t think rubber seats are going to work.’ So they took those out. We had a little bit of matting on the steel deck of the floor. But, by and large, it’s a tiny space and it got pretty physical in there sometimes.” But really — and Hanks can’t stress this enough — nothing compared to the smell in the replica lifeboat. “It stank horribly. It was stuffy and small,” he says. “But the actual lifeboat smells even worse because it reeks of diesel fumes, and we had some vomit in there at some point. That’s always fun. It was really filthy by the time we got out of there.”

‘It’s all relative’ While Hanks has racked up plenty of heroic roles — some based on true stories — he regrets to report that very little of that heroism has rubbed off. “I’m just a guy who’s got a pretty good gig pretending to be other people,” he says. “‘Hero’ is almost like a branded term now. It’s bandied about all the time. In the end, heroes are ones who voluntarily walk into

the unknown and try to do the right thing. It’s all relative. Sometimes it’s deathdefying and sometimes it’s just living up to one’s responsibility.” Of course, how can Hanks get away with thinking of himself as a hero when even the guy he’s playing this time out won’t accept the label? “Richard Phillips doesn’t view himself a hero. He was a guy who sat there and waited for the heroes to show up,

which is different,” Hanks says. “We all have times in our lives where we can either be a hero, a villain or a coward and I just hope that I’m a coward as little as possible, and hopefully never a villain. On the occasions when I have to be, I would hope to be able to do the heroic thing, but I’ve never been tested in any way, shape or form — other than facing down members of the fourth estate.”

All’s bad that ends badly Destined to become a classroom time-killer for teachers uncomfortable with the nudity in Franco Zeffirelli’s 1968 film and wary of Baz Luhrmann’s 1996 anachronistic spin, director Carlo Carlei’s “Romeo & Juliet” is a curiously flat, passionless take on Shakespeare’s tale of star-crossed lovers. Absent the youthful ardor that’s made the play a rite of passage for generations of heartsick teens, this is a stuffy, old-fashioned production shot on distractingly spotless sets. It lumbers along in search of a reason to exist. “Downton Abbey” scribe Julian Fellowes has taken a red pen to the text, in an abridgment that alternates between streamlining and butchery, sometimes during the same scene. While crashing a costume ball, hotheaded young Romeo (Douglas Booth) falls head over heels for the innocent Juliet (Hailee Steinfeld), and their forbidden romance spins inevitably toward tragedy. But you’re not going to find much of a spark between these secret lovers. British TV actor Booth preens through the paces like a male model, typically content to let his bee-stung

She rushes through her lines as if trying to get them over with as quickly as possible — shocking, considering how deftly

she handled the Charles Portis tongue-twisters in her breakout picture. Paul Giamatti fares the best as Friar Lawrence, aiding and abetting these crazy kids and their clandestine marriage with an impish twinkle and a bushy beard that would make the Boston Red Sox proud. He is alone in savoring Shakespeare’s poetry, effortlessly emphasizing the iambic pentameter while the rest of the cast flattens their dialogue into sometimes jarringly contemporary conversational rhythms. This whole affair feels like much ado about nothing.

“Machete Kills,” the notquite-asked-for sequel to an underperforming franchise starter, is more of the same, only a little more spirited and a lot more inexplicably sci-fi. Gratuitous “Star Wars” references are de rigueur in nerd movies, but usually not in trash

cinema that tries to set a record for the most decapitations. It also features a lot more of Machete himself, the ex-Federale badass designed by director Robert Rodriguez for nearseptuagenarian Danny Trejo. Rodriguez throws one insanity after another

his way: a douchebag president (Carlos Estevez, aka Charlie Sheen), a schizo revolutionary (Demian Bichir), a mad scientist (Mel Gibson, having fun). It’s impressive and tiring, but with a bit more craft (or a bit less) it might be on to something. MATT PRIGGE

Thrillers based on true stories run into a conceptual snag: How can you milk suspense out of a story whose ending is already known? Merchant mariner Richard Phillips, the subject of the new “Captain Phillips,” was not killed when he was kidnapped by Somali pirates in 2009. But this is a film by Paul Greengrass, the maker of the middle two, superior “Bourne” pictures. His cameras are always off the tripods; his editors are constantly moving to the next shot. The first half gives Greengrass lots of meat to chew on. A cargo ship bound for Kenya draws the attention of impoverished Somali fishermen carrying

automatic weapons. The cargo ship crew members are somewhat reluctant to fight pirates on their small salaries, but they manage to thwart the invaders — but not before the pirates capture Phillips, taking him captive on a lifeboat. In a way it seems like a parody of a Greengrass film: His cameras shake and the music swells but the narrative is stuck in neutral for a good hourplus-change. It’s all herkyjerked up with nowhere to go. But there’s a sly intelligence to the film — a critique of how the most powerful nation in the world, with all of its forces, can be undone by a few dudes with guns. The pirates are types — the token hothead, the token nice kid in over his head — but they aren’t faceless. They’re introduced as poor, desperate men, but not as stock victims. The script (by Billy Ray)

doesn’t go too far in humanizing the “villains,” or in demonizing the Navy, though they have to resort to duplicity to get the job done. But it carries a theme running through Greengrass’ films, from the “Bourne” movies to “United 93”: America might may look impressive, but it’s often an illusion, masking bureaucratic incompetence or worse.

The Jets set a franchise record for penalties in a Week 3 win over the Bills. Those 0-4 Steelers It has been a horrible start to the season for the Steelers as they’ve done everything counter to their principles. The Steelers are usually a tough, physical team who run the ball

well but they are the second-worst rushing team in the league with just 58 yards per game. They’re also woeful in stopping the run, at No. 25 in the NFL in run defense.

It’s a trap! Monday night’s Jets win was necessary to make a statement. But with the Patriots ahead in Week 7, this Sunday is setting up to be a classic trap game against a winless Steelers team. It would be easy to overlook Pittsburgh and chalk this up as an easy win.
