New York officials want the federal government to help fund a Penn Station resiliency project, which would make sure commuters aren’t stranded if another storm hits. / GETTY IMAGES

Penn Station tops NY resiliency plan Upgrade. New York is asking for federal assistance to pay for transit resiliency projects. New York State wants to make sure that the hundreds of thousands of people who use Penn Station every day aren’t stranded when the next storm hits New York City. The state is asking the federal government for most of the roughly $4.9 billion officials say New York needs to better prepare the region’s transit infrastructure. Gov. Andrew Cuomo’s office, with the Port Authority, released a list of 32 priorities, topped by

New York’s plans to bolster Penn Station’s resiliency. The Federal Transit Administration has already committed $3 billion in grants to pay for resiliency projects in areas affected by Superstorm Sandy. The state hopes to get some of those funds for its projects. The plan for Penn Station would cost $516 million, with about $387 million eligible for federal funding. Planned improvements include ensuring that the state has an alternative for Metro-North riders in case of any failures along lines between Manhattan and Connecticut. “These projects build on the state’s commitment to transforming our infrastructure, transportation networks, energy supply and coastal protections to

Investigation

Report: Avonte’s mom warned teacher he was a ‘runner’ Avonte Oquendo’s mother warned his teacher that her son was a “runner” and to keep an eye on him at all times, a new report revealed Thursday. The 14-year-old autistic boy vanished

from school in October. His remains were found along the East River in January. Vanessa Fontaine wrote the note to Avonte’s teacher, Julie Murray, who also had the mother fill out a form in which she repeated the warning. “Safety concerns — Please make sure you keep an eye out he likes to run,” Fontaine wrote on the form, which Murray sent to parents without the school’s

knowledge. “Need 1-1 supervisor will leave the building.” The report by the Department of Education’s special commissioner of investigation found that administrators at Avonte’s school were never alerted to the form or the note. As a result, Avonte never received the attention his mother asked for before he ran from his Long Island City school on Oct. 4.

The report confirmed the principal of the Riverview School for special education students didn’t have immediate access to the building’s security footage or implement a “soft lockdown” when Avonte disappeared. Security footage eventually showed Avonte leaving the cafeteria unattended and exiting the building through a door left open. A school worker closed it minutes later. CHESTER JESUS SORIA

New York City population hits new high

Woman killed by SUV in the East Village

If New York City’s streets and trains seem more crowded, it’s because they are. Every borough has seen a bump in numbers, according to an estimate of the city’s population as of July 2013 released by the U.S. Census Bureau on Thursday. More than 8.4 million people are calling the city home these days, a 2.8 percent spike since the 2010 Census. City officials attribute the growth to people continuing to move into and staying in the city, as well as a “surplus of births over deaths. The ever-popular borough of Brooklyn saw the most dramatic jump, with an almost 3.5 percent rise since 2010. A woman died Thursday after an sport utility vehicle struck her as she crossed a street near Cooper Square in the East Village. Police said Lisa Julian, 47, was crossing Astor Place about 6:20 a.m. when she was hit by a white Ford Explorer that was heading south on

Cooper Square. The driver, who was identified as a 58-yearold man, stayed at the scene while police and emergency workers responded to the call. Julian was rushed to Beth Israel Hospital, where she was pronounced dead. Julian lived about seven blocks from where she was hit. The investigation into the crash is ongoing. CHESTER JESUS SORIA

Christie’s internal investigation clears him in ‘Bridgegate’ Opponents. The Democratic National Committee criticized the report as an “expensive sham.” An investigation commissioned by New Jersey Gov. Chris Christie cleared the potential Republican presidential contender on Thursday of wrongdoing in the “Bridgegate” scandal and blamed senior staffers for orchestrating the massive traffic jam. The internal review was conducted by a law firm hired by Christie, whose top staffers have been accused of planning the traffic tie-up at the George Washington Bridge in September 2013 as political payback after Mayor Mark

between David Wildstein, a Christie appointee to the Port Authority of New York and New Jersey, which oversees the bridge, and Christie’s press secretary after the scandal broke in December, in which Wildstein said he had informed the governor of the closings as they were occurring. REUTERS

These doctors lend a hand outside the office White coat. Meet local physicians pioneering healthy living initiatives. Two New York City doctors are putting their spare time into two community ventures. Dr. Roberta Marongiu, a researcher and instructor in neurological surgery at Weill Cornell Medical College, is about to publish a paper on her research into Parkinson’s disease. As yet, Parkinson’s — which affects motor function, cognition and has psychological effects such as depression — is incurable. Though Marongiu is excited about her research, the time it takes from publishing a paper to

implementing treatment is long, which doesn’t help patients suffering now. Having heard about the benefits of a non-contact boxing program used as supplemental therapy for Parkinson’s patients, she spearheaded Rock Steady Boxing classes at Gleason’s Gym in DUMBO, Brooklyn. “The research in the lab focuses on a cure for the future — Rock Steady Boxing focuses on assisting those suffering from Parkinson’s in the present,” says Marongiu. The program is already proven to slow the disease and, in some cases, even reverse progression. “The results are amazing,” she says. “Boxing’s an intense cardio workout that constantly changes, so muscles don’t get a chance to adapt. It requires coor-

dination and balance and helps with the motor functions. ... The social aspect helps with depression and anxiety, and patients feel like they are fighting back.” At Lenox Hill Hospital, Dr. Robert Graham often trades his lab coat for an apron. The associate program director of the internal medicine residency program and director of integrative health and therapies teaches medical interns and residents to cook. It’s all part of the philanthropic Fare Wellness program he launched in 2012 with his wife, Julie, a health coach and yoga instructor. The goal is for doctors to learn to live, cook and eat by example, empowering them to become role models and teachers for their patients. “By teaching doctors

JESUS CHRIST

SUPERSTAR

Jennifer Connelly (second from the left) and family prepare their ark in “Noah.” / PARAMOUNT PICTURES

Got God? Hollywood has called 2014 the “Year of the Bible Movie.” But is it for real? And why did it take so long? According to a Gallup poll, 78 percent of the United States identifies as Christian. And yet Christians are not a group to whom Hollywood specifically caters. For the last 30 years, religious-themed films — even films that address religion in any way, shape or form — have been almost exclusively the purview of small production companies, who shill directly to churches, religious groups and specific parts of the country (read: not cities). That seems to be changing — sort of. Friday brings “Noah,” a $130 million spectacular starring Russell Crowe as the man spared from the Great Flood in Genesis. It is a major film from a major studio (Paramount), with name stars (Jennifer Connelly, Emma Watson) and made on a scale comparable to the Biblical epics, like “The Ten Commandments,” that dominated screens in the 1950s and ’60s. It’s not alone. “Noah” is the second Bible film of the year, after “Son of God,” to be distributed by a major studio. (There was also the independently released “God’s Not Dead,” which placed just ahead of “300: Rise of an Empire” at

last weekend’s box office.) More are coming (see sidebar to your left). Indeed, Hollywood players have described 2014 as the “Year of the Bible Movie.” Many may wonder why it’s taken Hollywood so long. In 2004 — after a drought that began in the 1970s — the marketplace was stunned by the success of “The Passion of the Christ,” Mel Gibson’s hard-R depiction of the crucifixion. It grossed $370 million, plus another $240 in other countries. Since then, there have been some attempts at kowtowing to the faithful, — but few major attempts, till now. According to Chris Stone, founder of the online community Faith Cash is king If Hollywood has always aimed for mass appeal, things are now more complicated. “They’re facing a marketplace that is much more segmented and is demanding specialty products,” Stone says. Among those segments is the faith-driven. •

“Hollywood is in the business of providing commercial art, meaning they’re trying to make money,” Stone says. “If you provide a movie for which a community has an affinity, it will support it. Profit is the reward you receive for giving people what they want.”

By the numbers

78%

Stone argues that Christians can’t be treated as one big demographic. Of the 78 percent of U.S. citizens who are Christians, most say faith informs their lives in “some way” — they may pray, read the Bible or go to church — but casually. Only 15 percent of Americans are “faith-driven,” in that everything they do is informed by their religion.

Driven Consumer — which seeks to develop a dialogue with companies for faithful consumers — the studios weren’t avoiding the issue. “I don’t think there was any fear,” Stone says. “I think they lacked the expertise to produce them well. I think they have the same challenges targeting to women and targeting to African-Americans and targeting to Hispanic people.” Then again, “Noah” isn’t just another “The Greatest Story Ever Told.” It’s a weird, highly personal product that never uses the word “God” (they say “The Creator”), features rock monsters and has Russell Crowe’s Noah anguishing over the burden weighing down his shoulders. And this winter’s “Exodus” is made by Ridley Scott, an atheist. This new rush to sell movies to the faithful may be a cynical bum rush for money. But it might even be more interesting for non-churchgoers. MATT PRIGGE @mattprigge

More than most, filmmaker David Ayer is drawn to evil. His breakthrough screenplay was for “Training Day,” whose villain (Denzel Washington) oozed charisma yet was remorseless in his swaggering depravity. Ayer’s new “Sabotage” goes farther: It boasts an entire team of crooked DEA vets, and they’re all obnoxious, unpleasant, unlikable jerks. You probably can’t wait for them to shut up or even die horrible, needlessly bloody deaths. And so, the film obliges you. Very loosely modeled on “And Then There Were None” — albeit with a few more shocking, inane twists — it finds an elite team, led by a stone gargoyle (Arnold Schwarzenegger), getting wiped out one by one. Everyone assumes the killers are the cartel from whom they just stole millions. But what if it’s someone else? The actual mystery is muddled — little more than just an excuse to

stage gory demises. The agents (including Sam Worthington and Mireille Enos, as the group’s token tough chick) give the film its unusual life. Ayer doesn’t sugarcoat them: They’re all awful hotheads, each driven totally insane by spending years deep undercover. Scene after scene finds them hanging out, pushing each other around, seeing who can fit as many F-bombs into each otherwise artless utterance.

They’re not a fun group to be around, but that’s the point. There’s a strange, seriously twisted integrity to the film. It seems ambivalent over its nasty characters, at once repelled and respectful. Ayer’s camera pushes uncomfortably close in on them, whether they’re in action or knocking back cheap whiskey at a strip club and running their mouths. It’s weirdly admirable, even while it’s a drag to watch. MATT PRIGGE

Wait, this movie has rock monsters? God movie. “Noah” is alternately silly, not silly enough and, a few times, right on the money. We need to talk about the rock monsters. They’re not mentioned in the ads for “Noah.” They are actually in Genesis, referred to as “giants” (who presumably didn’t fit into the ark). But in “Black Swan” director Darren Aronofsky’s weirdo $130 million production, starring Russell Crowe, they’re promoted to a major role. If you’ve ever wondered how a nice family was able to erect a massive vessel, this has an answer: They were helped by lumbering rock monsters. The rock monsters are both silly and endearing, which also describes “Noah,” but only to a point. This is a deeply personal Bible movie. It’s not a soothing bedtime story. It understands — in a way even it ultimately can’t deal with — the gravity of what is essentially a tale of genocide. There’s a scene where Noah and his saved family sit inside the ark, trying to ignore the shrieks and cries for help from those still not submerged. But this isn’t a revisionist Bible movie. Aronofsky doubles down on the fan-

tastical. God doesn’t talk; this isn’t the famous Bill Cosby routine. He isn’t even called “God,” but “The Creator,” and Noah gets his messages in vivid, horrifying dreams. These segments play to Aronofsky’s strengths as a stylist who designs his movies in bold images, shot by shot. What doesn’t play to his strengths is a story that’s been beefed up from three Bible chapters to include such fat as Noah’s sons scrambling to get wives before takeoff and a hammy bad guy (Ray Winstone) who leads an assault on the ark. But he does well with Noah’s anguish at doing’s The Creator’s bidding. Jennifer Connelly, as Mrs.

Noah, is mostly wasted, but she tears into one screamy speech, where she informs her husband that by following all of God’s orders, he may lose the love of those closest to him. Crowe plays Noah as introspective, sometimes terrifyingly so, but here you can catch a glimmer of anguish in the back of his eye — as though he’s just fully realized the severity of his task. Such moments are rare in “Noah,” but when they occur, a bloated, humorless but still goofy production seems briefly worth it. MATT PRIGGE @mattprigge

Franco: I shouldn’t be on LiLo’s list All of the men on Lindsay Lohan’s alleged “hit list” have kept mum since news came out that she scribbled the names of everyone in Hollywood she’s been in gland-to-gland combat with. Until now. James Franco is refuting he’s ever done the deed with LiLo. In the past, he did say she’s come onto him, but that’s as far as things went.

Mase caught in a holy war

Surprisingly, we were able to find a picture of Mase from this year.

Rapping preacher Mase, the baby-faced protege of Puff Daddy (yes, it’s back to Puff Daddy) who rose to fame in the late ’90s spitting lyrics on “Mo Money Mo Problems,” is now catching heat from his church congregation because apparently, he’s back to rapping about some unholy things. Two years after “Mo Money” came out, Mase retired to serve God, claiming rap was “not

real.” What’s unreal is that people still want to hear Mase songs. He’s been rapping here and there for quite some time, but now about a man bragging about sleeping with an engaged woman. Earlier this year, Mase secretly filed for divorce from his wife — whom he wrote a book with about successful marriage. But a month later, he rescinded the papers. Puffy, your help may be needed again.

LBJ. From ‘Breaking Bad’ to Broadway In a season full of exciting plays, “All the Way,” starring Bryan Cranston, is one of the quieter ones. Written by Robert Schenkkan, the new play opened March 8 and opens on the sudden presidential inheritance of Lyndon B. Johnson, followed by his turbulent campaign to officially inherit the title in the next election year. Of course we all know what happens — but this history play isn’t about the outcome. It’s all about the process of getting there. LBJ buffs will surely delight in Cranston’s shrewd and glib representation of the iconic Southern Democrat. Others may gain a new outlook on the charged political landscape of 1964 — in the midst of civil rights uprisings and escalating global tension, pre-Vietnam. Staged simply but plotted exhaustively, the show may wear out audience members who fail to plan for three hours of men

in suits bickering (with one intermission). If you marathoned all of Season 2 of “House of Cards” in its first weekend, this may be up your alley. Otherwise, you might be glad to have seen it, especially with the impressive Cranston at the helm, but you may hesitate before preordering tickets to the upcoming sequel. What, you thought the story stopped there? In ’64, LBJ was just getting started. T. MICHELLE MURPHY

Showing ‘Resolution’ Arts. The New York Photo Festival opens this weekend. Each new year comes with resolutions for a better self. Sensing the opportunity, the New York Photo Festival sent out a call to artists for those oaths represented photographically, according to each one’s concept of the idea. By the end of January, about 300 submissions were received, from which 21 finalists were selected by two judges: John Berthot, founder of Focus Consulting Services, and Daniel Power, founder and CEO of powerHouse Books. The work of all finalists goes on display at the powerHouse Arena in DUMBO beginning this weekend. Unlike many art shows in crowded New York City, space is not an issue. The exhibition area on the

arena floor covers 5,000 square feet and is capped by 24-foot ceilings. Power considers the lofty space a definite plus. “Whenever you view an exhibition in a large gallery or museum, the massive height of the exhibition hall or arena makes the artwork that much grander. Raising the sights of “Resolution attendees also fits perfectly into the larger mission of the New York Photo Festival. Founded in 2008 by Daniel Power and Frank Evers, CEO of Institute and the president of Evergreen Pictures, the event not only serves as an American counterpart to European photo festivals like Les Rencontres d’Arles, PhotoEspana and Visa pour l’Image, but as a laboratory

Power hopes the artists’ determination serves as an inspiration as well. “They are pushing their own boundaries, and that is impressive to witness. At the very least, the exhibition resurrects the resolutions of years past and blows new life into them.

to discover and develop the future of photography. As Power hoped, the photos of “Resolution mirror the artists. “The project is an effort to have artists think about their moment in time, he explains. “We want to know what defines you and what you aspire to. Looking at the photos, the answer can seem elusive, whether in the If you go

Cole is reported to have a net worth of £8 million, yet she applied for and received a U.K. government-mandated grant for £200,000, from the Innovation in Giving fund set up by the Cabinet office’s Minister for Civil Society. Frankly, her website is not working. The money could have been better spent on real programs devoted to education, nutrition or mental health. Report: Sanchez heads to Eagles NFL. The former Jets quarterback is now officially on the Eagles. After a brief delay, Mark Sanchez has reportedly inked a deal with Philadelphia to become the backup to Nick Foles. Sanchez waited to take a physical, but was cleared by Eagles doctors Thursday morning. Eagles head coach Chip Kelly spoke about Sanchez, a free agent after being released by the Jets last week, at the owners meetings on Wednesday. “I think Mark is a very, very good athlete,” Kelly said. “He’s started 60plus games in this league. He’s got great experience. There’s a lot of positive qualities to him.”

Sanchez’s physical was especially critical to his signing because of last season’s shoulder surgery. / GETTY IMAGES By the numbers

Releasing Mark Sanchez saved the Jets $8.5 million in cap space. They used about $5 million of that space to sign Michael Vick.

The Jets cut Sanchez on the same day they signed former Eagles backup Michael Vick to a one-year contract. He’ll compete with Geno Smith as starter. MARK OSBORNE @MetroNYSports

Ravens star Ray Rice was indicted on thirddegree assault charges Thursday after being arrested for a domestic dispute last month in Atlantic City, N.J. The charge carries a maximum of five years in jail. METRO

Another talented freshman is forgoing the rest of his college career to enter June’s NBA Draft. Syracuse point guard Tyler Ennis declared for the draft Thursday, one day after Kansas freshman Joel Embiid did the same. Freshmen Andrew Wiggins and Jabari Parker are expected to soon follow. Garden party gets going NCAA. Four teams have made the trip to MSG for the East Regional, but only one will leave with a Final Four ticket. The Garden is sold out for this weekend’s East Regionals, so unless you have a spare $1,000 to plunk down on tickets, you’ll probably be watching from home. But the good news is, you’ll have two very good games to watch — better than Thursday on paper.
