Violence is grim offshoot of subway fare evasion Turnstile justice. More than 70 people per day have been arrested for jumping the turnstile in 2014. Every weekday, an average 5.5 million New Yorkers ride one of 21 subway routes. Another 2.6 million use the 305 bus routes around the five boroughs. And while the sounds of swiping cards and the clunks of the turnstile gears are routine for most city straphangers, a handful of riders continue to skip that daily transaction. Every year, the New York Police Department reports thousands of fare evasions between both the subway and bus system across the city. For officials, the immediate issue is the $2.50 the city is shorted with every fare jump. The bigger problem is what happens when those small infractions grow into bigger ones. “We have proven time and again that those who evade lawful payment of the fare show a high propensity for committing other crimes within the transit system,” said NYPD Transit Chief Bureau Joseph Fox. As of late March, police arrested 7,127 individuals for fare evasion within the subway system in 2014 — a 2.3 percent drop from this time last year.

their share of fare evaders. This time last year, the NYPD said it arrested 87 riders attempting to skip the bus lines. In the last three months, cops have made 209 evasion arrests on buses.
Last week, Officer Karl Kautzsch caught a 16-yearold male who dodged the fare at Aqueduct Racetrack station. The teen punched the officer in the face. Earlier in March, another transit bureau officer stopped a couple after they jumped the turnstile at the Parkchester subway stop in the Bronx. The male suspect allegedly punched the officer while the woman reportedly jumped on his back and knocked the of-
ficer to the floor. In late February, rookie NYPD Officer James Li was shot in his leg after he attempted to stop two men from jumping on a bus. The accused shooter, Rashun Robinson, was caught and was found to have an out-of-state warrant for selling drugs. “When I was chief of police [the first time], we began to focus on fare evasion,” NYPD Police Commissioner William Bratton
told reporters after the young officer was shot in the leg. “And what did we find? One out of every seven people were wanted on a warrant.” City Councilwoman Debi Rose, of Staten Island, has introduced a bill that would track fare evasion arrests and summonses by subway and bus lines. Rose explained that the information the bill requires is vital to make public transit safer and reduce fare evasions, which the MTA estimated in 2012 cost the agency around $100 million in revenue. “It’s about transparency,” Rose added. “We need to know what we’re dealing with so we can better come up with solutions.” CHESTER SORIA @chestersoria

De Blasio quizzed the kids while reading them “The Very Hungry Caterpillar,” and received delighted, shouted answers. Soon, the mayor later announced, more children will have access to pre-K classes in city public schools. With funding secured in the state budget, officials said Wednesday that city schools will add more than 4,200 full-day prekindergarten seats for the fall. Parents can already
apply for the seats, which span 140 schools in the five boroughs. Only about 20,000 kids are currently enrolled in full-day pre-K citywide, de Blasio said. The new public school seats are part of the city’s plan to increase that number to 53,000 by September. Additional pre-K spots will be provided by community-based organizations later this spring. The fragrance is meant to celebrate spring and “fresh new beginnings,” with notes of freesia, lily of the valley, pink pepper oil, peony, Bulgarian rose oil, orange flower and iris absolutes, lychee and white musk. The perfume is the latest in a series by Bond No. 9 evoking the city,
including Wall Street, Chinatown and Central Park. But unlike those scents, the Hudson Yards fragrance honors “a new beginning that hasn’t even begun yet,” according to the downtown perfumery’s website. Delivery man shot and killed on Staten Island Police are investigating after a food delivery man was shot in the head on a Staten Island
street on Tuesday. Officers responding to the call found the victim, in his 50s, in front of 244 Grandview Ave. at 9 p.m., police said. No arrests have been made, police said. LAURA SHIN

Measles virus spreads to the Lower East Side Vaccination. The latest cases of the disease were all in Lower Manhattan. A measles outbreak in New York City has grown to 25 confirmed cases, including three new cases on the Lower East Side, the Health Department announced Tuesday. A total of 12 children and 13 adults have contracted the disease since February. The previous cases were reported in northern Manhattan, the Bronx and Brooklyn. Health officials are urging all New Yorkers to ensure that they are vaccinated, including young children ages 12 months and older. Measles is a highly contagious disease that spreads easily through

The question of whether a fragile Picasso painting in New York City’s Four Seasons restaurant will crumble if taken down to allow repairs to the wall it hangs on went to a state court judge on Wednesday. The dispute between the restaurant’s landlord and the painting’s owner takes place in a grand setting: the Seagram Building, the influential masterpiece of International Style corporate architecture designed by Mies van der Rohe. Aby Rosen, the real estate developer who has owned the Seagram Building since 2000, wants the Picasso taken down from its prominent mount amid the rich and powerful who dine at the Four Seasons on the skyscraper’s ground floor. Without repairs, the painting itself is in jeopardy, he contends.

The conservancy, which won a temporary injunction a few days before Rosen’s movers were due to arrive in February, said Rosen is exaggerating the wall’s condition out of a dislike for the painting. State officials said that 70 percent of those who enrolled before March 1 had no coverage when they applied for health care through the NY State of Health exchange. The state reported receiving 1,217,493 applications; 865,487 have already been accepted for coverage. “Under the leadership of [Gov. 18-year-old dad stabbed to death A man died from a stab wound after police found him in his Brooklyn apartment on Tuesday. Shooting at Fort Hood base in Texas
A gunman opened fire at Fort Hood on Wednesday, killing multiple people and injuring a dozen or more at the U.S. Army base in central Texas that was the scene of another deadly shooting rampage in 2009, officials said. The shooter, a male soldier, was dead of a selfinflicted gunshot wound, according to Rep. Michael McCaul of Texas in an interview with CNN. Amazon makes $99 Fire TV set-top box to rival Apple Amazon.com Inc. unveiled a $99 video streaming device called Fire TV that the e-commerce company promised would be more powerful and easier to use than rival services by Apple Inc., Google Inc. and Roku. Amazon is a latecomer to the settop TV market that is dominated by the Apple TV. Amazon customers have a large appetite for film and TV, but many already own similar devices, analysts said. Fire TV, which is available on Amazon. com, can access Netflix, Hulu and other providers of streaming video content. It also provides a more prominent showcase for Amazon Prime Video as well as its growing slate of original television shows and video games from Amazon Studios. “It’s the easiest place to watch Netflix,”

Thousands of firefighters mourn comrade killed on job Thousands of firefighters from across the country lined the streets of a Boston suburb Wednesday to grieve for one of two firefighters who died battling a blaze in a downtown apartment building. Seventeen firefighters were injured from among some 150 who responded. None of the tenants were hurt. A line of uniformed firefighters, including one with a white bandage around much of his head, saluted as the body was carried into the church. Celeb spotlight. Are Justin Bieber and Selena Gomez totally toxic? First there was Bennifer, then there was Brangelina and today there is Jelena. Justin Bieber, 20, and Selena Gomez, 21, make up one of the worldâ&#x20AC;&#x2122;s most talked-about on-and-off couples (Chris Brown and Rihanna make up the other). But are they simply two lovebirds having a young, flighty romance or is their relationship more dangerous than that? We asked Dr. Sherrie Campbell, psychologist and author of â&#x20AC;&#x153;Loving Yourself: The Mastery of Being Your Own Person,â&#x20AC;? about why she thinks their relationship looks like toxic trouble.
What are some traits of a toxic relationship? One person is dominant and one is passive. Justin is dominant and has all the control. Itâ&#x20AC;&#x2122;s typically the male and the woman waits around clinging onto any hope that heâ&#x20AC;&#x2122;ll be with her. I see this in domestic violence cases all the time, where the woman is staying and afraid to go and she thinks heâ&#x20AC;&#x2122;s going to change. People can hold onto this for years and years.

People in Hollywood arenâ&#x20AC;&#x2122;t always making the best decisions about who can support them. Selena says everyoneâ&#x20AC;&#x2122;s telling her who to be, but she just wants to be herself. Indulgence. Is this $250 burger from Beer & Buns worth its price? When we found out that Beer & Buns â&#x20AC;&#x201D; a new Murray Hill restaurant in the St. Giles Premier Hotel â&#x20AC;&#x201D; had a $250 burger on the menu, we did our intrepid work as journalists to taste-test it for you. The Indulgence Burger is, well, a delicious indulgence. Chef Wisit Panpinyo first creates the ground beef from a Kobe steak of ribeye and sirloin. On a housemade sourdough bun, he layers foie gras, caviar and secret sauce, and a slice of heirloom tomato and microgreens. Adding pancetta is optional. Bonus: Your order comes with a T-shirt, fries, a side dish and beer. Thereâ&#x20AC;&#x2122;s no cheese on the burger, but noneâ&#x20AC;&#x2122;s needed â&#x20AC;&#x201D; â&#x20AC;&#x153;itâ&#x20AC;&#x2122;s melty enough,â&#x20AC;? said one reviewer at our table. Indeed, the patty stands up on its own: â&#x20AC;&#x153;You can taste that the meat is quality,â&#x20AC;? added another. Even our vegetarian
have to give the restaurant a dayâ&#x20AC;&#x2122;s notice so Chef Panpinyo can gather the ingredients. So far only a couple have been sold, he told us on Friday, but with dinner service starting this week, heâ&#x20AC;&#x2122;s thinking that number will go up. So, worth it? Maybe. It tastes pretty divine, and considering that this burger was originally set to cost $1,000, $250 appears to be a bargain. But to us, $100 would seem like a fairer price tag. If youâ&#x20AC;&#x2122;re in the market for something a little less expensive, the restaurant also has a number of sliders that are tasty â&#x20AC;&#x201D; maybe not as tasty as a $250 burger, but really, what is?

And they probably get to deduct their lobbying efforts from the base cost while making life miserable for sick people. They should be restricted to making money off people who can afford to give it away. Sell them those Cadillac policies. Expanding Medicare is one way to go.

Letter writer Maria Termini is so correct, the high cost associated with today’s health insurance still makes it unaffordable for most people. I don’t care how low the premium is, should you have a procedure done, your co-pay and deductible will be as much as $600. So people who could not afford insurance before, because it cost too much, will be upset when they find out that if you want to use it, it will cost more in copays than your premium every month.
