New designs to protect post-Sandy NYC unveiled Barrier. The 10 designs incorporate ideas to keep the city safe from future storms. Ten proposed designs for improving the tri-state region’s resiliency postSuperstorm Sandy were released on Thursday night, giving residents a glimpse at what New York City’s communities that are the most vulnerable to extreme weather could look like. Responding to a call for “innovative planning and design” that would promote resiliency in Sandy’s aftermath, more than 140 submissions were whittled down to 10 designs. “There’s no question: Superstorm Sandy made clear just how vulnerable we are when it comes to climate change,” Mayor Bill

de Blasio said. One proposal called the Big U is described as a “protective system around Manhattan” that wraps from West 57th Street down to Battery Park and back up to East 42nd Street. The Coast Guard Battery Building at the island’s southernmost end would turn into a maritime museum or educational site. Another design would install barriers called breakwaters along Staten Island’s South Shore that, instead of just serving as sea walls, would also serve as habitats for local sea life. The conceptualizations were borne of Rebuild by Design, a joint venture from the Hurricane Sandy Rebuilding Task Force and U.S. Department of Housing and Urban Development that launched last summer. A 45-year-old man died Wednesday night after his head hit subway infrastructure as he rode atop a 6 train in the Bronx, police said. The subway surfer, whose named was not yet released, struck the overhead object at about 10:15 p.m. while riding a northbound train on elevated track from the Whitlock Avenue station

to the Elder Avenue station in Soundview, according to police and fire department officials. The man suffered severe head trauma and was pronounced dead at the scene. Witnesses told police the man was walking between cars before he climbed to the roof of the train, an NYPD spokesman said. It wasn’t immediately clear what the man hit,

but that it was likely a piece of subway infrastructure. “This the dumbest thing anyone could possibly do,” Metropolitan Transportation Authority spokesman Kevin Ortiz said of the incident. Another 45-year-old subway surfer died while riding a 6 train in Manhattan last October. ANNA SANDERS

Court upholds NYC ban on worship services in schools Religion. The ruling determines that the city regulation was constitutional. A federal appeals court on Thursday ruled that a New York City regulation banning religious worship services inside school buildings after hours was constitutional.

In a 2-1 decision, the 2nd U.S. Circuit Court of Appeals said the New York City Board of Education’s regulation, created so the city would not be perceived as endorsing religious activity in a public forum, “was consistent with its constitutional duties.” The rule prohibits school buildings from being used for religious worship services or as a house of worship, but the city al-

In the case, the Bronx Household of Faith, a con-

servative Congregational church, said the city’s regulation violated its constitutional right to exercise religion free from government interference. Queens Library announces reforms The Queens Public Library said on Thursday it had adopted several reforms, including the creation of an audit committee. The reforms come amid a scandal surrounding the high salary and

spending of the library’s president and CEO. Thomas Galente collected a $390,000 salary while also moonlighting as a consultant, the New York Daily News reported. Drugs. Cops in NY to carry heroin antidote Cops around New York State will start carrying a heroin antidote powerful enough to reverse the effects of an overdose. Attorney General Eric Schneiderman unveiled the program on Thursday with a $5 million price tag, which will be funded through money recovered

from criminal and civil seizures. Across the state, more than 2,000 New Yorkers died of opioid overdoses in 2011. “Heroin is destroying our communities, and it’s time we looked at broader solutions to fight back,” Schneiderman said. CHESTER JESUS SORIA

Infections originated in Chinatown fish markets.

The number of New Yorkers suffering from a rare skin infection doubled within the last month, according to the city’s Health Department. On Thursday, the city said there have been 66 reported cases of the infection, which was predominantly found to affect those who handled live or raw seafood in the Manhattan, Brooklyn or Queens Chinatowns. The Health Department’s earliest report about the outbreak was in early March, when there were only 30 reported

cases. However, officials said on Thursday that most of the recent cases likely sought medical attention for existing conditions after the department released more information on the outbreak. “Most people seem to have been infected last fall, with a few having reported that their symptoms started more recently,” a spokesperson with the agency said. VLADIMIR PUTIN’S POLL VAULTING Scarcely was the news out before the Kremlin was unfurling banners, hiring a deejay and ordering pizzas for the party. At least that is what I imagine. After all, it’s a good day when the American public declares your leader not the worst person ever. It sounds like an April Fools’ prank, but a new poll from Quinnipiac University found that most Americans do not think Vladimir Putin is as bad as Hitler. Granted it was close, with just 51 percent nixing the Putin-Hitler equivalency, and almost a quarter endorsing it. And, in a sad comment on the state of education, one in five said they don’t know enough about World War II to have an opinion. Still, this must be a relief to the Russian president. His crew steamed into Ukraine, copped the Crimean peninsula like a dropped wallet and, aside from some economic harrumphing from the international community, that was pretty much it. But back to this Hitler thing. Despite the vote in Putin’s favor, it’s probably not good to have your name booted around in such a poll. Far better for

There aren’t any studies proving facial gymnastics’ effectiveness, but Pez’s homespun wisdom says that, like skin, over time muscle fibers loosen and stretch. Doctor Marco Harmaty, a plastic surgeon and assistant professor of surgery at Mount Sinai’s Icahn School of Medicine, questions the plan’s effectiveness. “It doesn’t have any science behind it, so it’s hard to make a case for it,” he says. “It’s counter to the methods of cosmetic surgery and Botox, which is a multi-billion dollar industry worldwide. Stretching out the skin and making muscles stronger and deeper could actually cause skin to wrinkle.” But he isn’t opposed to the exercises altogether. “I tried some myself and it relaxes muscles, and makes you more at ease. That instantly gives a more rejuvenated look.” He says the effects are short-term, but that “you’re possibly increasing blood flow to give a bit of a lift.” “Overall, it’s harmless, but wrinkling up your skin probably causes wrinkles,” he adds.

SANSA STARK NEEDS TO HEAR A GOOD JOKE After giving fans time to grieve for those who were brutally slain at the end of Season 3, “Game of Thrones” is back for another round. Actress Sophie Turner, who plays Sansa Stark, says that fans should expect more of the same: more blood, more trauma and more lies as the fight for the Iron Throne continues.

The lemon cake recipe — Sansa’s favorite — is really popular. I hate them. And last season I was eating lemon cakes in this one scene and we had to do 10 setups. I counted and I ate just over 50 cakes. Mini ones, but I felt so fat and I hate them. So annoying.

I feel like she’d kill the therapist. If anyone asked her how she was feeling she’d explode. Damn, I feel so sorry for her.

I’m afraid not. I don’t blame you. The writing is tiny. I’m always Wikipedia-ing it to get a sense of what’s going to happen. More misery, that’s what’s going to happen. Have you ever searched for yourself on Wikipedia? I would never do that. Although I did do that once to prove that I was 16 when I was on a train and wanted a child ticket. That was the first and the only time I ever did that, by the way. Sansa always looks so depressed. Does that not

make you sad? At first I couldn’t master how to cry and draw that emotion so I just used my personal life. My grandma was really ill at the time and so I started thinking about her, but it just got me really down. And then I realized that you actually have to act and pretend you’re in the situation. So how do you do it now if you can’t think of your grandma? Her story is so sad that every time something s—y happens, I feel like crying anyway. I’m a broken woman. What would she need to genuinely belly laugh? Someone should fart because that’s undeniably funny. If Joffrey farted on the Iron Throne! Joffrey is as repulsive and disturbing as ever — don’t you sometimes want to punch him? I do. He’s so creepy. But you love to hate him. Is he a good kisser at least? I guess — he wasn’t bad! I was 14 when it happened. It was an innocent peck. I’ll let you know when I have a full-blown snog. Who would you want that to be with? There are a lot of fine young men on the show. Homecoming. “I Love College” rapper Asher Roth is back. After five years, Asher Roth — best known for the hit “I Love College” — is set to release his second full-length album, “RetroHash.” Roth’s first album, “Asleep in the Bread Aisle,” was released in 2009 under the Island Def Jam record label. This second album, however, is largely selfreleased. “It was just a matter of finding the right home,” Roth says. “No worrying about the marketplace or any trying to get into the head of the consumer that the business tries to do. Just really concentrating on making dope music.” After being mostly absent from the rap scene for five years, Roth says he is excited to release a new album. But he has put out four mixtapes and stresses that there was never a lull in his creativity. Roth says “RetroHash”

is evidence of his maturation. Living in L.A. helped him grow up and gave his album a feeling of renewal. “It’s different, man,” Roth says. “It’s just me being who I am, very freedom-oriented. I’m really excited to share this with the world, let them know who I am.” The album, he says, was made in a very laidback manner. “It was the way it was supposed to be, man. No sitting around, A&Rs checking me saying, ‘You need to do this, you need to do that.’ It was literally hanging out in the living room, recording vocals in the living room.” The album got its title, an anagram for Asher Roth, after his girlfriend emailed him a list of anagrams as a joke. “It was just one of those things that was meant to be,” says Roth. “[We were] nearing completion of the album and the vibe. Making heads or tails of ‘Red Vienna’ Theater. MTC’s latest boasts the return of Nina Arianda onstage. Nina Arianda was Broadway’s newest “it” girl from her first night onstage in Manhattan Theatre Club’s “Venus In Fur” — even before she took home the 2012 Tony Award for her portrayal of a seductive actress with an audition and an agenda. Whatever her next move would be, Arianda would have to choose it carefully, of course; the favor of critics is harder to court than a cocky director

at a casting call. David Grimm’s “Tales from Red Vienna,” offBroadway at New York City Center, turned out to be Arianda’s next theater project. To her merit, it underscores her dedication to new works and her loyalty to MTC. However, there’s room to criticize her risk in choosing a play that was, even after opening, still deciding what it wanted to be. The play follows the fall of a socialite whose husband dies in World War I, leaving her penniless. Desperate, she turns to prostitution to make ends meet. While the decision puts a few dollars in her pockets,

it could cost her standing in society. When one man — a pesky socialist, as luck would have it, and a journalist, whichever’s worse — comes along with the potential to reveal her, a bartered affair begins. One can see the paral-

lels between “Venus” and “Vienna” that might have attracted the burgeoning starlet: In both, she gets to play a sexually empowered woman who is wrestling against patriarchal constructs. They’re meaty, memorable roles that keep

their player center stage — and dressed flatteringly; Anita Yavich’s costumes elevate the widowed Helena to regality, tastefully reminding us of her happier past. But the newer play’s messages are clumsy, taking on more meaningfulness than the work can successfully execute. The other actors share in doubt or misunderstanding of the script, making new and incompatible choices in every scene. More focus on the writing — maybe one solid workshop — might have uncovered the show’s cracks and given the team time to mortar them. Instead, after a last-ditch plot twist that further clouds the characters’ motives, the play simply chooses an end that

doesn’t require it to choose an end. We get there on beautifully detailed sets by the great John Lee Beatty, even if the large pieces (a fraying parlor and romantic mausoleum) do box in the action and underutilize the broad and deep Stage 1. Besides which, changing them back and forth seems to require an intermission, as the play inexplicably has two. So “Red Vienna” seems to be a vehicle better suited for a greener Nina Arianda. She clearly saw its promising seeds, for lack of fertile ground. But at least this seemingly quixotic pick wasn’t predictable: The theater community will have to stay on its toes, wondering what stage’s reigning “one to watch” will be doing next. If you go

tic romp had the end-ofthe-world plot hatched by grim, angry aliens, and which one by Robert Redford? The “Captain America� wing has a problem the others don’t: Captain America is boring. That’s not to say Chris Evans, the actor playing him, is dull; he gives Steve Rogers a dry wit that makes him more than an invincible supersoldier who can almost certainly never be stopped. Here he gets a mighty foe: the mysterious Winter Soldier — we can’t tell you who it is without spoiling the film. But the best this baddie can do is be roughly Captain America’s equal, meaning our hero is still never really in harm’s way. This time Cap, now firmly in the present, has to fight an agency that’s moving — in a bit of hesitant topicality — toward a surveillance state. (Its biggest cheerleader is embodied by Redford, playing oily for the first time since

“Indecent Proposal.�) Circumstances orchestrate for our hero to go into hiding, aided by the Black Widow (Scarlett Johansson) and eventually the winged Falcon (Anthony Mackie). Directors Anthony and Joe Russo are “Community� veterans who keep things funny and charac-

ter-driven. But they’re still at the behest of a corporate beast. They’re nice enough to give us a pair of intense action scenes that put major supporting characters in the line of possible death. The whiff of danger adds enough spice to a series that should have crapped out by now.

Sci-fi art film. Scarlett Johansson is mesmerizing as a killer alien hottie in ‘Under the Skin’ “Under the Skin� is an art house “Species,� with Scarlett Johannson as a seductive killer alien trolling for horny bros. That’s a glib way of putting it, but director Jonathan Glazer (“Sexy Beast,� “Birth�) wants to play with our expectations, even as he’s beating his film into a strange shape. He lifts from Kubrick, Ingmar Bergman, Jordan Belson, Claire Denis, Nicolas Roeg and more, but the end product still feels unique. Credited only as “The Girl,� Johansson’s character cruises around town in a van, stopping to ask directions of young men. Those who get in, hoping for a night with a ScarJo lookalike, wind up immersed in tar-black fluid. Some, but not all, of these pickups are real: Johansson really did drive

around Glasgow, hitting on men while disguised in a black wig and using a not bad British accent. When she’s not doing these scenes, she’s mesmerizingly impenetrable. She’s not a blank, but you scan her face for any feeling when she watches two people drown in the ocean, doing nothing. “Under the Skin� sometimes feels like it should be more elusive, but the moment you try to lock it down it slips away from you, going off into weirder territory. It’s spacey and hypnotic, and it plays with, not ignores, its star’s popularity. Johansson is relaxed, yet creepily distant. You get the sense of a consciousness that is legitimately alien, one alien to her and us. Her character, Johansson and the film are always just out of touch. MATT PRIGGE

We spoke to a tanned and suited Heidi Klum on Wednesday as she plugged her new Dr. Scholl’s DreamWalk insole line in New York City. After wearing heels for more than 20 years, she told us she was happy to find something that actually makes her comfortable in her upto-7-inch sky-high shoes. (Whew! There! We let her have her plug.) We hope Heidi’s got boatloads of those insoles, because she has a basement full of shoes. “I’ve collected some very nice shoes and don’t want to get rid of them,” she said. “Otherwise, they will get mad!” Mmhmm. Moving on. Klum told us she’s “doing very good” despite a recent breakup with her bodyguard Martin Kristen and her 2012 divorce from her hubby of nearly seven years, Seal. Best family vacation ever for Scottish girl James Franco should give Anthony Weiner a call for advice. The actor was caught red-handed trying to hook up with an underage girl. It’s clear he knew about her jailbait status: Franco sent Lucy Clode, 17, a direct message on Instagram asking, “You’re 18?” When she wrote back “nearly 18,” he even asked her when her birthday was. Franco met Clode outside of his play “Of Mice and Men,” where she asked him to pose for a selfie with her. She captured a video of him telling her, “You gotta tag me.” She did, and he promptly direct-messaged Clode, who is visiting New York from a town called Dollar in Scotland. During the conversation, Franco asks Clode how long she is staying in New York and if she has a boyfriend. It escalates from there. In the texts, Franco asks, “Can I see you?”and “You’re single?” Most incriminating, he asks her, “Should I rent a room?” Clode shared the texts with a friend who quickly

Obamacare is positive Re: ‘Americans want care, not highway robbery’ (Metro, April 3) The recent letters saying that health insurers make huge profits of 20 percent and are complaining because it’s not their usual 30 percent are ridiculous. Their average profit margin is around 4.5 percent, a fact that can easily be looked up online. This is on the low end of the spectrum as far as corporate profits are concerned. As for expanding government insurance such as Medicare (because the government does not have a profit motive like the evil insurance companies), private insurance’s administrative costs run about 5 percent less than what it costs the government per enrollee. In short, insurance com-

pany profits are not much of a medical cost driver, and those same insurance companies administer claims far more efficiently than the government does. LEGER DOUZABLE The defensive lineman has finally found a home with the Jets, and the team and fans have head coach Rex Ryan to thank for keeping him onboard.

‘I LOVE PLAYING FOR REX’ Jets defensive end Leger Douzable feels he has found a home after four stops in seven seasons. A free agent signing last year, Douzable came in and impressed from the edge position. He turned his 2013 success into a oneyear contract to extend his stay in New York. He spoke with us about his new contract, a future in television and playing for Rex Ryan. Before you signed with the Jets, was this the place you wanted to play or did you want to test the waters for other offers? They offered awhile back. I entertained a little bit but I knew where I wanted to be. I wanted to be in New York. Me and [linebacker] Calvin [Pace], we talked a lot in the offseason and him coming back — he told me he really wanted to come back. Having [defensive] line coach [Karl] Dunbar and Rex there

another year helped me in making that decision. How much of a factor in staying was continuing your television career post-playing days? You’re the first person to ask me and that had a major impact on me coming back. What better market to be in to work on your craft for after football than New York City? I did some work with SNY last year and I plan on doing some more work with them this offseason. That was a piece of the pie for me coming

back, definitely. You’ve spoken in the past about playing for Rex Ryan. How much did it mean to you that he was coming back for another season? Did that impact your decision at all? After I called my mom, that was the next person I called. Him coming back was major for me coming back. Playing for Rex was great. He was a great coach and a great person, period. He got a bad rep from some in the media. He’s a guy you will go to war

Players always seem to sing his praises. His energy. He comes to work with a lot of energy every day. When we come to a game, we know exactly what we’re going to do. The guy preps like no other. It’s great to play with a guy like that, he wears his emotions on his sleeves but you know that he cares. You come into work every day, you’re ecstatic to work because of his energy.

Jackson: Knicks will be tough out in playos

The exodus continues at St. John’s. The school announced Thursday sophomore Chris Obekpa will be leaving the program and exploring transfer opportunities. “We wish Chris good luck as he moves toward his next opportunity,� said head coach Steve Lavin. The 6-foot-9 Obekpa isn’t polished on the offensive end, but is one of the top defensive players in the country. He averaged 3.8 points, 4.8 rebounds and 2.9 blocks per game last season. JaKarr Sampson announced last month he will enter the NBA Draft. Also, Max Hooper will leave the program after graduating in three years to play elsewhere. METRO

The Knicks just snuck into the final spot in the playoffs Wednesday night, but new president Phil Jackson is already talking tough. Jackson met with reporters at practice on Thursday and told the media no one will want to meet the Knicks in the playoffs — should they qualify. “Well, with J.R.
