These terrorists had six more bombs in their car and they were on their way to Times Square,” McCaul said. The law enforcement officials and experts were asked by committee members what lessons they learned and how the communication during the response and manhunt could have been improved. FY 2015. Walsh debuts $2.7 billion budget plan Mayor Marty Walsh is proposing a $2.7 billion budget plan that would increase city spending by 4.5 percent in the 2015 fiscal year, an increase of $118.2 million. He also unveiled a 5-year, $1.9 billion capital plan that officials said identifies 319 new and continuing projects, and

Mistaken ID. DA drops charges against man in North End sex assault Prosecutors have dropped charges against a 26-year-old man who was arrested after the victim of a North End assault claimed he was her attacker. The Suffolk district attorney’s office said on Wednesday that prosecutors filed court documents to end proceedings against Ross Currier, who was arrested last month for the Feb. 15 attack. The woman, in her 20s, told police she was entering her North End apartment when a man pushed his way in behind her, assaulted her and took a photo of her with his phone before fleeing. Last month the victim called police to report that she saw her attacker playing basketball. That man was Currier, who lives in the North End, authorities said. The victim told police that she was between 90 and 95 percent certain that Currier was her attacker, giving police probable cause to arrest him.

Alibi holds up The charges were dropped after authorities investigated the alibi Currier provided to police, which was independently verified, and after an examination of his phone records. •

His lawyer had said at the time of Currier’s arrest that the victim made a mistake in identity and Currier was with his fiancee the night of the attack.
When Currier was released following his arrest, he was ordered to wear a GPS monitoring device. A similar attack took place March 16, and Currier’s GPS device showed he did not commit that attack. The investigation into the two attacks remains open, the district attorney’s office said.
Bank gets incredible, edible, donated eggs Tens of thousands of eggs were donated to the Greater Boston Food Bank on Wednesday as part of the Feeding America effort. Dunkin’ Donuts and America’s Egg Farmers donated 81,900 eggs to the food bank, which was one of eight across the country to receive a large gift. Boston will collaborate with the Blue Cross Blue Shield of Massachusetts Foundation on a study of the capacity of addiction and recovery services in the city, Mayor Marty Walsh announced on Wednesday. The city is also creating the first ever Office of Recovery Services, a group that will be comprised of experts to assist with the study, which is slated for completion this year. Despite significant and historic health care reform in the state, Walsh said, treatment for mental health and substance abuse disorders remains challenging in terms of access, capacity and cost. “I think we can all agree that the current system is complex, overburdened and in need of reform,” he said. T will hold public hearings ahead of proposed fare hike Mass transit. How do you feel about having to pay more? Two years after raising the cost of riding the MBTA by an average of 23 percent, the transit agency is planning another fare hike, and the T wants to hear from riders about the issue. Before fares increase by 5 percent on July 1, transit users will have the chance to attend seven public meetings throughout the remainder of April in Boston, Newton, Medford, Lynn and Braintree. The meetings will focus on the T’s proposal to increase the cost of a monthly subway pass from $70 to $75, and increase singleride fares on the bus, subway, commuter rail and boat by between 5 and 50 cents. The first meetings are set to happen in Braintree and Boston on April 16, and the last one is scheduled in Medford on April 30. Stabbing. High-schooler wielding knife injures 21 people in Pa. school A 16-year-old student wielding two knives went on a stabbing rampage in the hallways of a Pittsburgh-area high school Wednesday, injuring 21 people, about half of them seriously, officials said. The attacker, identified as Alex Hribal by police, moved stealthily through Franklin Regional High School, stabbing his victims in the torso and slashing arms and faces before anyone realized what was happening, students and officials said. Some of the injured taken to nearby hospitals were in critical condition, doctors said. The student reportedly will be charged as an adult. Students described a scene of panic, with the school hastily evacuated after a fire alarm was pulled. The unidentified sophomore suspected in the attack was in police custody, said Tom Seefeld, the chief of police in Murrysville, Pa. The attacker, described by a classmate as a quiet
person who kept to himself, started his rampage about 7:13 a.m., going along the hallways to several classrooms at the school in Murrysville, about 20 miles east of Pittsburgh, officials said. An armed security officer subdued and arrested the suspect with help from the principal, Seefeld said. A total of 21 people, most of them 14 to 17 years old, were transported to area hospitals, four by medical helicopter. Several had lifethreatening injuries, with nine in critical condition, hospital officials said. Pennsylvania Gov. Tom Corbett said he had ordered state police to help local law enforcement respond to the incident. The FBI also said it had deployed agents to work with local law enforcement. “As a parent and grandparent, I can think of nothing more distressing than senseless violence against children,� Corbett said. Toyota to recall nearly 6.5 million vehicles Toyota Motor Corporation, in its second-largest recall ever, said on Wednesday it would call back 6.39 million vehicles globally after uncovering five

I’m 20 years younger than her and our bodies don’t even compare. Excuse me while I cry at my desk. The “Veep” star, who has continued to find success long after the days of “Seinfeld” and “The New Adventures of Old Christine,” last made the cover in 1998. Now, she wears only the words of the Constitution painted on her back. However, it’s signed by John Hancock, who only put his, well, John Hancock, on the Declaration of Independence. We’re willing to look past this Rolling Stone snafu since it’s such a hot cover. The unnecessary signature is only about an inch above her perfectly placed lower back dimples. Again, crying at my desk.

Reality show couple Teresa and Joe Giudice have been living large, but according to documents obtained by TMZ, they don’t have much cash to their names. Apparently they have almost zero equity in the three homes they own, one of which is worth $1.7 million. Their three lavish rides — a Maserati, Escalade and a Ford 350 — also have no equity in them. Neither do their Sea-Doo boat, Kawasaki four-wheeler and go-carts. The couple, who could face serious prison time for fraud, don’t even have enough cash to pay their creditors. Cyrus Beene, the White House Chief of Staff on ABC’s hit drama “Scandal,� is rarely happy and usually on the brink of cardiac arrest. But Jeff Perry, the actor who plays Beene with great skill and heart, is, he says, “grinning until it hurts� over the chance to portray a character “written with depth, complexity and dichotomy by Shonda [Rhimes].� It’s something he says he hasn’t had enough of since his days performing with the prestigious Steppenwolf Theatre Company in Chicago, which he co-founded. That’s the beautiful thing about Shonda and the writers’ creation: the level of sympathy and empathy they create for people who have done hideous things. Our brains love to conveniently forget [things like], “Oh, that’s right, Cyrus had that girl killed!�
Is the amount of online interaction you have with fans reminiscent at all of the live-theater experience? It is. And it feels unique in television and history, this level of while-it’s-happening conversation, with 70,000 people talking to each other at once. At first it was absolutely disorienting to me. But then, slowly, I really started to dig it. And yes, it feels like when I was in 88 seats and we had our 300 subscribers, and we had a dialogue with them and got to know them. It’s a little village. And I believe this rabid conversation — between people digging the show and the artists — kept us on the air.
How do you see Cyrus spending his summer? Being warned by anyone who even slightly cares about him not to have another heart attack. Jeff, though, is going fishing, metaphorically at least. Here’s how it works: Women recommend single men in their life to other single women online. Jess and Ken met on a now-defunct website similar to the one the couple now runs with their business partner, Adele Tongish. The dating world is nothing new for her and Ken; they co-founded HurryDate, which organizes speed-dating events, in 2001 and sold the company several years later. “This cuts through the noise of online dating and provides you with a true and honest way to meet people in their most genuine form,” Ken says of the Boston-based company. Rather than dealing with the “dating fatigue” that comes from sorting through an overflowing inbox of emails from potential suitors, women can cut through the chaff by connecting with another woman who cares about the guy she posted.

He reveals, “Women put a guy’s photo up that portrays his true and accurate personality.” Tongish posted a photo with
Ken’s “big goofy smile and a pumpkin — that’s the real me,” he says. Ken thinks that photo communicated his personality better than anything he would have chosen to post himself. Over their 10-year career, the Hold Steady have strategically amassed a catalogue of songs often centered on a recurring group of characters. Craig Finn introduced listeners to tragic heroes and fallen friends caught up in the partying lifestyle, formed from the amalgamation of acquaintances and fictional figures. His spoken delivery embraced witty double entendres, juxtaposing modern jargon with scholarly diction as he portrayed the ups and downs of the down-andouts. And somehow, he always seemed to stay positive. With their recent release, “Teeth Dreams,” the band’s sixth studio album and the first on their own Washington Square label, Finn’s songs seem to have naturally evolved from the post-adolescent party to the inevitable adult hangover. These are cautionary tales and proof that yesterday’s kicks become tomorrow’s bruises. “It’s definitely the darkest Hold Steady record,” says Finn. “While the others had been especially hopeful and maybe positive and optimistic, this one may hold back on that optimism a bit. place or anything, I was just fascinated with anxiety and the idea of mental health and the way we treat it nowadays and the way we deal with our neuroses.” With such a repertoire of decadent characters, Finn says that his narrative had to change and that those wandering from the straight-and-narrow will inevitably fall. “We started the band 10 years ago, and for the past 10 years I’ve known a lot of people close to me that have struggled with substance abuse and mental health issues,” he says. “I’m 42. When you’re 32 you might still be going along and having a good time, but at some point it starts to drag you down. ... [Now] I’m trying to write characters that are a little older.
I think that’s a challenge, and it always has been. Rock ‘n’ roll is often about a teenager and a convertible. ... It’s 50 and 60 years old now, so it doesn’t have to be. Great artists like Bruce Springsteen and Neil Young have written great songs about adults.” If their message seems heavy, their instrumentation is even heavier — any somber sentiment quickly finds solace by leaning against the towering guitar solos that were hinted at before, but are now realized in skyscraping realities. ‘A no-brainer’ bill Deer Tick are opening for the Hold Steady on this tour. “I’m surprised it hasn’t happened before,” says Deer Tick singer John McCauley, calling the pairing a “no-brainer.” The two bands have so much in common that they collaborated for a split 7-inch single that will be on sale at the show. And not unlike the Hold Steady, Deer Tick have matured with their latest album, “Negativity.” McCauley says he’s OK with that, because one mature album can’t dispel a lifetime of rock ‘n’ roll. “In one way it’s kind of mature,

A BAR THAT ALMOST DOESN’T SOUND LEGAL While you won’t find me celebrating the opening of many chain restaurants in this space, in the case of Legal Seafood’s new Legal Crossing, or LX for short, (which is how you know it’s cool), I’ll make an exception. That’s mostly because the company has done a good job of introducing populist demographics to progressive drinking concepts over the years. Much of that credit goes to longtime Boston bar staple Patrick Sullivan, the company’s executive director of bar operations. The new spot “looks a little different, feels different, and acts a little different than a Legal Sea Foods, for sure,� Sullivan says of the bar, open until 2 a.m., seven nights a week. In fact, you might not know you’d wandered into a Legals if you weren’t paying attention. Set directly across from the Paramount Theater, which casts twinkling lights in the reflection of the gleaming surface inside, it has the vaguely sophisticated feel of an upscale Downtown Crossing-style bar; it feels like drinking inside an oversized humidor. Better still for my purposes, the bartenders seem exceptionally enthusiastic about

the cocktail menu, always a good sign. Too many bars with money get someone to write up a list then abandon it to undertrained staff. Here they’re singing the praises of their tikithemed, down and stirred and cheeky neighborhood-inspired cocktails. With many of the drinks
you’ll have to ask about the specific ingredients before ordering. “Cold tea late night tradition. watch your wallet. delicious & fun beer cooler� reads one that’s a nod to the old Chinatown tradition. It’s made with Allagash White, Deep Eddy sweet tea, Meletti amaro, Pierre Ferrand Dry Curacao, lemon and sugar and is served in a stainless steel tea pot. That drink, like many of the others, wink at the old Combat Zone era and some of its historic tiki bars, like the Bob Lee’s Islander (made with Plantation Original Dark Rum, Plantation 3 Star Rum, demerara syrup, lime, grapefruit and Allspice Dram.)
“It’s more like a drinking bar menu than a restaurant bar menu,� Sullivan says of a list that incorporates a Chartreuse Swizzle and a crushed ice mezcal cocktail. “It’s funny; one of the first weekends our top-selling drink in this restaurant was a stirred down rye and amaro cocktail.� That would be the Blackball, made with Templeton rye, Averna and orange bitters. “That is very strange.� There’s no secret to the way he writes menus, Sullivan says. It’s about trying to engender a fun interaction for the guests. “Drinking is supposed to be fun, sometimes it can get a little too serious for my liking, so I’ve purposefully built things into the menu that are tongue-in-cheek to get the guests to react in some way, ask a question, make a joke. Once the guests start doing that, the door opens for hospitality.�

Feinstein “do not love this country.” I love this country; in fact I joined the Army and went to Kosovo and Iraq in support of it. Yet I will never condone the torture of human beings, whether they

Masters betting guide Who are the favorites, underdogs and best options to make some dough at this weekend’s big event? MARK OSBORNE mark.osborne@metro.us
The biggest event in golf, the Masters at Augusta National, gets underway Thursday, April 10. And if you’re anything like us, the tournament signals the unofficial start of a golf season which actually began a couple months ago. So if you are looking to lay down a few shekels on the premier event in golf — recreational only, of course — you probably could use a bit of help. We try to give you a guide here. First tip: Don’t bet on Tiger Woods. (He’s not playing after undergoing back surgery.) Beyond that, we break down some favorites, money makers and dark horses who have a chance to wear the green jacket on Sunday.
The favorites ... Adam Scott: 10/1 The defending champion is the co-favorite to take the tournament in 2014, as well. The Aussie has played decently on the PGA Tour this year (five tournaments, four Top-12 finishes), but he has yet to win. Rory McIlroy: 10/1 The 24-year-old from Northern Ireland is the other co-favorite atop the odds. He has had a similar season to Scott — good but no wins yet. He has three Top-10 finishes, including last week at the Houston Open. McIlroy had a disappointing 2013 after winning four tournaments in 2012.
PHIL MICKELSON: 12/1 MICKELSON IS THIRD ON THIS LIST FOR ONLY ONE REASON: HIS POPULARITY. HE’S HAD A DREADFUL SEASON. ALL PHOTOS GETTY IMAGES
Matt Every: 150/1 You probably don’t know the name (we don’t blame
you), but he might be the best dark horse option in the tournament. He’s getting very poor odds for a player who won at the star-studded Arnold Palmer Invitational a few weeks ago. In fact, he outdueled Scott to get the win in the event. The Arnold Palmer was his first tour win and he has very little history in majors. His win on March 23 earned him his first invite to the Masters. It’s unlikely he’ll win, but he’ll be fun to root for regardless.

He has three Top-10 finishes in the last nine years and Top 10s at each of the majors in his career. He’s just waiting to break through. Donald has a couple Top-10 finishes this season as well, including a fourth-place finish.
