Mayor’s budget focuses on progressive agenda Big money. Mayor de Blasio revealed more details about his $74 billion budget on Thursday. More details behind Mayor Bill de Blasio’s firstever budget came out on Thursday, as he released his $73.9 billion executive budget. Much like during his preliminary budget release in February, the mayor framed his administration’s financial goals as ones centered around a progressive budget. “There is nothing unprogressive about being fiscally prudent,” de Blasio said, harkening back to his long-standing commitment to reduce New York City’s income inequality. “In fact, it’s necessary.” De Blasio described the city’s economy as generally strong, crediting his predecessor, former mayor Michael Bloomberg, for diversifying the economy. He also noted that the city had mostly rebounded from the 2008 economic collapse. Much of the mayor’s cautious optimism for the city’s economy rests on his progressive priorities, including his battle for universal prekindergarten and his recently unveiled plan for affordable housing.

Small business De Blasio said the budget was drafted to lessen financial burdens on small businesses, projecting fines collected by the Department of Health and the Department of Consumer Affairs to decrease to $789 million — an eight percent drop from 2012 levels. “This is about stabilizing small business and helping small business to create more jobs,” he said.

The mayor announced a $226 million commitment to repair 1,000 lane miles around the city, and another $346 million toward maintaining and rehabilitating local bridges.

Brooklyn sees gains in design sector As the design sector becomes more important to the city’s economy, Brooklyn has seen the largest increase in the number of design firms recently, according to an analysis published on Thursday. From a recession low in 2010, the number of employees at city design firms increased nearly 10 percent by 2012, a Center for an Urban Future

report found. At nearly 3,000 firms employing more than 21,000 people, Manhattan remains the center of the city’s design sector. But between 2003 and 2012, Brooklyn experienced a 101 percent spike in the number of design firms. The number of firms in Manhattan only increased six percent. ANNA SANDERS

Anti-Semitic graffiti, fire used to vandalize homes Four vandals who spraypainted anti-Semitic graffiti on a Brooklyn home were caught on camera shooting fireballs at trees and cars last week, police said. The four unidentified suspects painted the

offensive graffiti on an Exeter Street property in Manhattan Beach around 12:30 a.m. last Saturday, according to the NYPD. Police didn’t say what the anti-Semitic graffiti said or depicted. The incident occurred the same day a NYPD officer sprayed more than 20 anti-Semitic messages throughout Brooklyn, authorities said. A man was attacked with a hammer and robbed Wednesday at a Brooklyn subway station, police said. The 32-year-old victim was trying to buy a MetroCard at the Rockaway C train station about 9:20 p.m. An assailant approached the man and attacked him with the hammer. He then demanded money. DISAPPEARING LEWINKSY If you want to start a fight faster than a cat in a kennel, just utter the name Monica Lewinsky in mixed company. Or maybe you can whip out a copy of the new Vanity Fair, because almost 20 years after she worked on some “special-interest projects” with President Clinton, the D.C. pundits are baring their fangs over her essay in the magazine. The article says she’s tired of hiding, tired of being “that woman” and tired of living her life in the shadow of a scandal. “So why in heaven’s name are you bringing it up again?” her critics shout, furious about the impact on a possible Hillary Clinton campaign. Lewinsky essentially says people still point, they still giggle and they still whisper, so this is an attempt to reclaim her story. I have some doubts about this strategy. But I also have some other ideas if she truly wants to ride off into the sunset. For starters, she needs to change her name. She needs one you can easily forget, such as Claire Jones or Allison Smith. The main thing: Don’t make it easy for people to know who you are, even when they spot you. “Say, aren’t you...”

How to get more out of your doctor’s appointment National Nurses Week. Roslynn Aquino, a nurse at LIJ, gives us tips. A trip to the doctor’s office is often an uncomfortable experience, usually because we are either unwell, in pain or just inconvenienced. Furthermore, navigating the medical system can be intimidating and confusing. So it stands to reason that one would

want to avoid follow-up appointments or multiple trips to the doctor in a calendar year. Roslynn Aquino, RN, a nurse at North Shore LIJ, has advice on how to make your visit with the doctor more efficient.

Get some advice over the phone Aquino emphasizes the importance of the support staff when a patient wants to avoid making multiple doctors’

appointments. “Most doctors have clinicians that can help,” she says. “They answer calls and can triage symptoms over the phone.”

Prepare questions in advance Asking the right questions can also go a long way when trying to get the most out of a trip to the doctor’s office. “Write down any questions you have for the doctor ahead of time,” Aquino says.

Last month she played with Nirvana at their induction into the Rock and Roll Hall of Fame. “I wouldn’t be playing music if not for Nirvana, so it was poignant for me to be up there 20 years after ‘Nevermind’ came out, playing those songs that changed my life,” she says.

SITTING ON TOP OF THE WORLD The passion of St. Vincent. Annie Clark takes an elaborate show to festivals all over the planet this summer. Just because St. Vincent’s summer itinerary is packed with more than a dozen festival dates on four different continents doesn’t mean that Annie Clark is scaling back the theatrics of the St. Vincent concert experience. The singer and guitarist will still force herself down a giant set of pink stairs, writhe around amid a storm of strobe lights and eventually command the procession from an oversized pink throne. “We’ve worked really hard on this strange fever dream of a show,” says Clark, “so it’s important that people get the whole experience, even if it’s at a festival.” That “strange fever dream of a show,” along with the self-titled fifth St. Vincent album, may be the most definitive state-

ment from any artist this year. From Clark’s fat guitar leads to her strange and simple lyrics — any of which can be pulled out to illustrate what St. Vincent is all about in 2014 — it feels like the artist has truly discovered her identity. “I’ll always be evolving and be restless and wanting to move violently into the future,” says Clark, “but I was reading Miles Davis’ autobiography and [he] was saying how the hardest thing about being a musician is to sound like yourself. ... I just thought that this record for me was something where I had successfully created a landscape that was my own.” This landscape also includes conscious choreography and Clark’s lavender/ gray pseudo old-lady hair. “Everyone is really obsessed with being young,” she says, “and this sort of erroneous idea that things are the best when you are young. I am young, but I wanted to see what it would look like to go in the opposite direction.” PAT HEALY @metrousmusic

Keystone Light tallboys and menthols Though Clark has a lot of new details to pay attention to with her show, she still has fun at the festivals. “I definitely get to check out bands that I like and haven’t seen live,” she says, and “a lot of my friends are musicians, so the only times we get to see each other is when we cross paths backstage at a festival.”

As for her own memories of summer concerts, Clark says that highlights included “going with someone’s older sister and having her buy us Keystone Light tallboys and sneaking them in our pockets or a purse and then smoking menthol cigarettes. “I last smoked a cigarette when I saw Luscious Jackson in the ’90s,” she says. “I was in eighth grade and we thought we were really cool.”

Not many television series credit the poetry of William Wordsworth as a creative starting point. But Showtime’s new psychosexual horror drama “Penny Dreadful� is unlike most other TV shows. Created by screenwriter John Logan (“Gladiator,� “The Aviator�), “Penny Dreadful� weaves together some of literature’s iconic horror characters while reimagining their stories in Victorian-era London. Logan says he got caught up in reading romantic poetry about 10 years ago when Wordsworth led him to Mary Shelley and a rereading of “Frankenstein.� “I was just very provoked by it,� he says. “And I started thinking about the themes and why, almost

Activism through art China. Ai Weiwei’s exhibit at the Brooklyn Museum blends philosophy with protestation. Chinese artist Ai Weiwei has perfected the craft of activist art. With over 40 works spanning 20 years, “Ai Weiwei: According to What?” shows the artist’s interdisciplinary career. Raised during the Cultural Revolution (1966-75), Weiwei appropriates China’s historical past and present to create large installations that bring attention to its future. Weiwei utilizes woodworking techniques of the Han Dynasty — when engineering was used, rather than screws, to fasten furniture — in pieces such as “Moon Chest” (2008). Seth Rogen pulls Zac Efron into his comedy orbit Inside every Judd Apatow and Apatow-related product, buried under a metric ton of dirty jokes and weed talk, lies deep-seated anxiety about aging, mediocrity and mortality. Apatow’s “This Is 40” was billed as a “semi-sequel” to “Knocked Up,” but the real spiritual follow-up is “Neighbors.” Here, Seth Rogen’s Mac not only has an infant but a suburban home, a soul-sucking desk job and no energy for nightlife. kegger leads to an all-out war between the two factions. Mac isn’t in it alone; he’s joined, every step, by his wife Kelly (Rose Byrne), who refuses to fill the stereotype of the nagging wife. They’re both giant children and not very smart. Kelly is still a guy’s invention — the wife who joins in on the fun and is just as freaked out as the guy is when the breast pump breaks and she requires milking. But for a female to have fun without being a ball-breaker is big in the expanded Apatow universe, and Byrne — a serious actress who revealed surprising comic powers in “Bridesmaids” — frequently steals the picture. Efron does some scene-stealing, too, if only because he’s in the role he was born to play. Efron’s Teddy is the kind of guy who went to college only to extend the partying he did in high school. He’s not intelligent, though some of his “brothers” — including his bestie, played by Dave Franco — are, and he knows that his days are numbered. It’s a natural fit for Efron, who oozes a classic Rob Lowe vibe, meaning he’ll be even funnier when he winds up on an NBC sitcom in his 40s. MATT PRIGGE

May 8) Contrary to letter writer Ori Feinberg’s assertions, the American Association of Petroleum Geologists does not endorse the concept of manmade global warming and only “quibbles” about its extent. The Climate Change page of its website notes that in the last 10,000 years it has been both far cooler and far warmer than it is today, and that while certain climate change simulation models predict warming, any such warming may be within natural variations in climate. Nets look lost as they fall behind 0-2 against Heat NBA playos. The Nets return to Brooklyn this weekend trying to get on the board against Miami. Deron Williams could probably hear the boos from Brooklyn. The supposed franchise player put up a complete dud in Game 2 of the Eastern Conference semifinals as the Nets lost 94-82. Williams was scoreless in a playoff game — after Kevin Garnett did the same in the series opener — for the first time in his career.

For all the talk of superstars Williams, Paul Pierce and Garnett, it was Mirza Teletovic who tried to keep the Nets from falling behind 2-0 in the series. Teletovic started 4-for4 from 3-point range in the first half and finished with a team-high 20 points. But it was Williams and Garnett who came up small. Williams finished 0-for-9, while Garnett was 2-for-8 and scored just four points. Ray Allen had 13 points — 11 in the second half — for his secondstraight big game off the bench. LeBron James led all scorers with 22 points, while Chris Bosh had 18 points and six boards.

NFL Draft. Giants go with LSU receiver Beckham as top pick Some surprises at the top of the NFL Draft meant the Giants had plenty of options at No. 12 overall. They liked Odell Beckham Jr. best. The LSU wide receiver may end up being the replacement for Hakeem Nicks, who departed for Indianapolis in free agency this offseason. Beckham, 21, came out early after playing three seasons at Louisiana State. His junior season was his best, but he produced right off the bat as a freshman as well. Beckham had 59 catches for 1,152 yards and eight touchdowns last season. In the three years combined he had 12 touchdowns. The 6-foot, 187-pound receiver was also a dynamic return man for the Tigers. He had two touchdown returns on punts in 2012 and averaged 26.2 yards per kickoff return

Yankees to retire Torre’s No. 6, honor others with plaques The Yankees have the dubious honor of being mocked for retiring too many numbers. They’ll inch one step closer to hanging up every number from 1 to 10 this summer.

The team announced Thursday they will retire former manager Joe Torre’s No. 6 at a ceremony on Aug. 23. He will also receive a plaque in Monument Park. The only number remaining to be retired between 1 and 10 will now be No. 2 — soon to be retired for captain Derek Jeter. Former manager Billy Martin (No. 1), Babe Ruth (No. 3), Lou Gehrig (No. 4),
