Hundreds of World Cup and Team USA fans gathered on City Hall last week to cheer on the home team and the city is hoping even more crowd the plaza on Tuesday. The city is hosting its second World Cup viewing party for Tuesday’s 4 p.m. match between Team USA and Belgium. Team USA earned enough points in group play to move Giveaways

Joining fans and offering giveaways will be the New England Revolution’s street team, the Battalion, their mascot Slyde and the Rev Girls.

The loser is out of the tournament, but the winner moves within three games of claiming the world’s most sought-after trophy. “I think we’ll have a good crowd there,” said Mayor Marty Walsh, a sports fan who showed up in a Team USA shirt to last week’s watch party. “The first one went well. If the United States keeps winning, we’re going to have [Boston Police] Commissioner [William] Evans pulling me in his office to talk about the crowds.” Walsh said city officials are moving the large screen to a different end of City Hall Plaza to improve sight lines and viewing angles. The new fares

The charge for an adult local bus ride with a CharlieCard is now $1.60, and the on-board cash fare for the bus is $2.10.

The adult rapid transit fare has also risen to $2.10 with a CharlieCard and $2.65 with a ticket. Commuter rail will rise to $5.75 in Zone 1, $8.50 in Zone 5 and $11.50 in Zone 10.

Especially because nothing really gets fixed or changes,” said Kyley Bernardini, who works at Faneuil Hall and takes the T daily. However, the T will not lose her patronage. “I don’t really have a choice … you have to take the T, even if it’s $10 a ride. People need to take public transportation,” she said. MORGAN ROUSSEAU

Patrick signs ICU nurse staffing bill

The latest round of MBTA fare hikes kicks in today, jacking up the cost to ride the T by an average of 5 percent. Transit officials said they expect the increase to generate between $20 million and $24 million in new revenue, and have a minimal impact on ridership — reducing it by less than 1 percent. It’s the first increase since 2012 when the T raised fares by an average of 23 percent. MassDOT approved the hike

of the Massachusetts Nurses Association, a union that pushed for ballot questions on nurse-patient ratios and CEO pay and hospital financial transparency. Patrick’s signature on the bill means the union will drop both initiative petitions, which were headed for the November ballot. SHNS

Great white spotted off Cape The first great white shark sighting this year near Cape Cod was reported over the weekend by a research group that spotted the fish. The shark was spotted Saturday on the ocean side of Nauset Beach in Orleans,

according to the Atlantic White Shark Conservancy. Researchers said the shark was identified as a female and estimated to be between 12 and 14 feet long. It was seen about a quarter-mile from the beach. A recent report by NOAA said the great white shark population has climbed since 2000 in the western North Atlantic. METRO

Lawmakers leave out late-night bar hours, but mayor seeks other options Un-happy hour. A provision that sought to allow Boston bars to stay open later was passed over by lawmakers. Boston now has late-night MBTA service as well as late-night food trucks, but the city will apparently have to wait a little longer before the Hub’s bars can stay open later. State lawmakers negotiating a compromised budget left out a provision that sought to allow Boston bars and clubs to stay open as late as 4 a.m. Mayor Marty Walsh said that an amendment for the late-night hours was filed onto the budget, avoiding the committee process. State Rep. Michael Moran of Brighton said his constituents wouldn’t have supported that

late of a closing time and said there needed to be more discussion on the issue. “You have to make a case for it, and the case was never really made in the public square and the public forum,” Moran said. “I think there needs to be

a much broader discussion on this.” But it’s not the end of the issue for Walsh, who earlier this year named two dozen people to a “late-night task force” to examine ways to foster and grow the city’s nightlife. “I’m not disappointed with it. I certainly would have loved to have seen it,” said Walsh. “There’s a lot of things in the budget that we were able to get for the city of Boston and then a few things we weren’t able to get. I know it’s the process. There’s other avenues we can move.” In March, Walsh said he was hoping to implement a pilot program that would allow certain Seaport District bars to stay open past the 2 a.m. closing time. It was not clear Monday if the city was still moving forward with that pilot program. MICHAEL NAUGHTON @MetroBosMike

Fatal crash

No indictment for driver who killed cyclist The driver of a garbage truck that hit and killed a cyclist in Charlestown earlier this year and drove away will not face charges, authorities said. A grand jury voted on Thursday not to indict the driver of the truck, the Suffolk district attorney’s office said on Monday. Prosecutors sought to charge the driver with motor vehicle homicide and leaving the scene of an accident causing death. The April crash near Sullivan Square killed Owen McGrory, 34, of Chelsea. The grand jury vote means prosecutors were left without a criminal case, the DA’s office said. METRO

in large groups and there is more drinking than usual and spirits run high.” Walsh and the city’s public safety officials spoke Monday about Boston’s plan to keep residents safe this summer. Boston police plan to assign the department’s 56 new-

est recruits to areas within Roxbury, Dorchester and Mattapan that have been identified as crime hot spots, the city said. Also, a new bicycle unit of 50 officers have been assigned to patrol those areas. City officials also warned of the dangers associated with grilling and open flames. Boston Fire Commissioner John Hasson said fire pits and bonfires are not allowed. Also, charcoal grills must be on the ground away from buildings and propane grills are only allowed on first-floor porches with steps to the ground. Walsh also said he is working toward a goal of 10,000 summer jobs for teens this year. MICHAEL NAUGHTON @MetroBosMike

Erica Hubbard is beautiful, but her outfit looks like something you’d buy on clearance at Frederick’s of Hollywood. If your underwear is showing, it means what you’re wearing is for the bedroom — even if it’s floor length.

Is Kyla Pratt a mermaid caught in a net? She’s also about a half-inch away from exposing her nether regions. The actress might be on “Let’s Stay Together,” but this look screams “Let’s get it together.”

Faith Evans is a talented singer, but her talent doesn’t extend to dressing. She looks like a businesswoman trying to get a raise in all the wrong ways. Her ivory dress looks ill-fitting, and the exposed black bra is just sloppy.

The worst part about Gabrielle Union’s outfit is that she would have nailed the look if it weren’t for those ridiculous thigh-high black boots. Had she paired her dress with strappy heels, she’d be on everyone’s best-dressed list.

Nadia Buari looks like a cross between Maid Marian and Wonder Woman. The dress itself is beautiful, but the sleeves take it into toomuch-fabric territory and her bedazzled cobalt heels make it look cheap.

The indies are going online On demand. A new indie, “Mutual Friends,” will only be released on VOD. That was the plan. Time was — and for the most part, still is — that movies weren’t taken seriously unless they had a theatrical release. The new microbudgeted dramedy “Mutual Friends” — which follows various New Yorkers who eventually congregate at a party — won’t be released theatrically, but the people behind the film didn’t want it to be. Today it becomes available across every on-demand platform. “That was essentially our plan from the start,” says Matthew Watts, the director and

one of several co-writers of the film. “Fewer people are going to theaters now. Theatrical is essentially [for] blockbusters. Releasing an independent film theatrically doesn’t even make sense unless you have a couple million dollars to support it — even on the indie level.” “Mutual Friends” is far from the first film to embrace a purely digital, at-home life; Edward Burns has been doing it for years. But its reach is unusually wide, thanks to the outside-thebox thinking of its distributor, FilmBuff, a company that tries to find the most cost-effective ways to get as many people as possible to see its movies. “You can be anywhere now,” Watts says. “You can be in the back seat of a caravan in Illinois watching ‘Mutual Friends.’” Watts conceived the film as

varied in tone, from farcical to heavy drama. “We realized the [better] way to do it would be to find a theme, cut down the characters, combine others and really make it more of a 90-minute comedy.” Watts is happy to be working during a rare good time for independent movies, which now have more of a chance of being seen. But he admits that a theatrical release still carries strong cachet for filmmakers. “It’s sad, honestly,” he says. “It’s great seeing a film shown in a dark, quiet theater with a rapt audience. That’s still the goal and the dream.” Watts says the future isn’t secure or foreseeable for how audiences will watch movies: “I don’t know what’s going to happen in the next two or three years.” MATT PRIGGE @mattprigge

A VOD history •

An early form of VOD occurred in England in 1994. The Cambridge Digital Interactive Television Trial beamed content to 250 homes and some schools. But content proved hard to find, and the project closed two years later.

The first fully commercial VOD service began in 1998, also in England, with Kingston Communications. At its height, it had 15,000 subscribers.

In 2007 filmmaker-actor Edward Burns’ “Purple Violets” became the first film to premiere on iTunes.

By 2010, with the rise of Netflix Instant, 80 percent of Americans had watched video online.

Crafting comedy isn’t funny business. Between writing “And Here’s The Kicker: Conversations with 21 Humor Writers About Their Craft” and his new book “Poking a Dead Frog: Conversations With Today’s Top Comedy Writers,” Mike Sacks has learned that humor writers are pretty peculiar. “I’m not sure if [humor writers] are more obsessive than people in other professions, but they can be obsessive about writing and getting better,” Sacks says. “If you want to be a success, you have to be obsessive. It’s not like Mel Brooks stopped working. There’s an obsessiveness within him of wanting to succeed after others may view him as having achieved all there is to

achieve.” In addition to Mel Brooks, Sacks also interviewed Bill Hader, Will Tracy (who writes headlines for The Onion), Amy Poehler, Paul Feig (“Freaks and Geeks,” “Arrested Development,” “Bridesmaids”), James Downey (“Saturday Night Live”) and many more for the book. On top of being obsessive, Sacks has found humor writers to be extremely sensitive, which is interesting considering that they make themselves completely vulnerable in their chosen career field. “If someone doesn’t laugh at what you do, it’s like pointing out that you’re ugly. It’s very, very hurtful,” Sacks says. Of all the humor writers and comedians Sacks has interviewed over the years, the person who surprised him most was 97-year-old Peg Lynch, who wrote for a popular radio show

Demystify Dubai UAE. The young metropolis has big aspirations. When planning a trip to Dubai, set aside your expectations. The city’s identity is dissonant — and it’s still a work in progress. Originally a humble pearl-diving village, Dubai rose on the back of an oil boom in the mid-’60s and was quickly repackaged as a tourist destination. For many people, the resulting food, shopping and entertainment oasis is quite attractive; for others, the absence of history and culture from the United Arab Emirates’ prodigal child is more heavily weighed. But, yes: You will have access to the best of everything. World-renowned chefs helm all types of restaurants, from steak houses to sushi bars. Dubai is home to the world’s tallest building, the Burj Khalifa, and the world’s tallest hotel, the five-star JW Marriott Marquis. If the places you’re visiting don’t come with superlatives, your tour guide will be happy to fill in the blanks for you — liberally. Everything is the first, the best, nonpareil. If you do happen to stay at the JW Marriott Marquis, you barely need to leave the property to get a taste of the high-end climate, with 14 restaurants, bars and nightclubs right on the premises, as well as a gym and rooftop pool (of course). You should also carve out time for the Saray Spa, which offers specialty services tailored to your surroundings, such as Hammam packages and Dead Sea baths. Plus, you can drink alcohol at the hotel — which isn’t served outside of Westernized establishments. The location puts you a (shockingly) cheap cab ride from just about everything in the city, such as the Historic District and Jumeirah Beach. However, if you don’t mind being a little farther from key attractions, such as the Spice Market and the Gold Souk (both of which should have you on alert for scammers selling marked-up goods from India and China), you should try the all-inclusive Atlantis The Palm Dubai. It boasts its own aquarium, water park, spa, beachfront, 23 dining venues and unmatched views of the iconic man-made Palm Islands. If, for some reason, you still want to venture to the mainland, you won’t be too far from the Burj

An authentic glimpse of Emirati culture To ďŹ nd the “realâ€? Dubai, you might have to do a little work. You could venture out to the ďŹ sh market, which is ďŹ lled with Emirati men purchasing their meat and produce for the day. You could dine at Al-Fanar (www.alfanarrestaurant .com) for commercially produced traditional fare, or try street food (perhaps via a walking tour, such as Frying Pan Adventures, www .fryingpanadventures.com). Though many theme parks are set to open soon in what’s known as Dubailand (such as Universal Studios Dubai and a Marvel Superheroes Theme Park), you may prefer exploring Global Village — an expansive marketplace, open seasonally, with rides and games

Al Arab (“the world’s most luxurious hotel) or the oldworld-style boutique marketplace, Souk Madinat Jumeirah, which hosts concerts, parties and other special events in its al fresco amphitheater. Dubai is prepping to host World Expo 2020, which coincides with the city’s 50th anniversary of independence (declared in 1971). And it’s just beginning to carve out industries that might give the desert metropolis a firmer sense of identity: The Al Nassma camel milk facility is unique in the world; try its products at The Majlis Cafe in the Dubai Mall.

that rival any fair. This is where you’ll ďŹ nd the locals having family nights and romantic rendezvous. Dress conservatively, and try to pace yourself with all of the tempting snacks (do not miss the PappaRoti stand, you’ll thank us later).

There’s also the Bateel date factory, which ships its gourmet fruit, nut and chocolate products worldwide. Dubai is also home to an annual shopping festival, fashion week, food festival, international film festival and even Comic Con (www .dubaicalendar.ae). The youthful optimism and high energy make the city worth visiting now; in a decade, Dubai will likely be unrecognizable — for better or worse. T. MICHELLE MURPHY @TMichelleMurphy

Amazon Studios just began airing “Creative Galaxy,” a new show from Angela Santomero, the creator of “Blues Clues,” which is a favorite among parents and children. In a time when art education is in peril, the show encourages kids to be creative. Here, Santomero gives us the inside scoop.

What’s the premise of the new show? It’s an interactive creative adventure series that we made with the goal of getting kids to be creative problem solvers and show ways that they can use art as a resource for life. We created a world that’s an entire galaxy, and each planet is a different

considered when creating Artie? We weighed so many things. We did a lot of research and found that girls are more likely to jump into an art project than boys. So we decided to do a boy character who could be any kid in a lot of ways.

What about some of the other characters? We try to show all sorts of kids that the audience will be able to relate to. There’s one kid on the show who finds it hard to do art because he can’t sit still. Then he learns about splatter painting, which shows that you don’t have to be still to do art. Are there other educational concepts that you try to include in the series? Yes. The show has a lot of creative problem-solving and new ways of looking at the world. We research [before writing] every episode and every script, and we tweak and change the script based on what researchers recommend.

Gun control is not about confiscating guns of honest citizens, it is about controlling how they are bought, used and by whom. Guns don’t kill people. People kill people. As long as education remains out of the reach of the poorest, strong gun control is the only way to stop the massacre in this modern Western that is America.

Re: ‘Guns make some safer’ (Metro, June 26-29) The shooters from Columbine, Virginia Tech, Newtown, the post offices in the 1980s and 1990s, etc., were not goons and thugs, but apparently honest, responsible Americans. The attempts to have gun control is a means of trying to prevent the continuous mass shootings that have plagued this nation and has caused the death of thousands of innocents lives. Gun control laws could help screen out mentally unstable people from obtaining guns. Gun control laws could

US ready for Belgium World Cup. The United States is seeking to take the next step to the quarterfinals in its unlikely 2014 run. The standard for the United States national team every four years will be to make the second round, now that the program has advanced to the knockout stages for a second straight tournament. But Belgium will be a huge test on Tuesday (4 p.m., ESPN) and might keep this impressive run from going forward. The Yanks played Belgium in an international friendly last year, losing 4-2. The Americans were a step slow, as they were outclassed by one of the better nations in Europe. Four days later, the United States rebounded with a 4-3 win over Germany at a sold-out RFK Stadium. On Tuesday, they hope to flip that script, coming off a one-goal loss to the Germans last week. A win for the U.S. over Belgium would mean a trip to the quarterfinals for the first time since 2002, when it lost narrowly to Germany. In that tournament, the Americans started with a win in the group stage, followed by a tie and a loss — the same

Advantage, Belgium

A glance at what Belgium has going for itself: •

Eden Hazard, the star attacking midfielder for Chelsea, and Romelu Lukaku, who scored 15 goals on loan for Everton last year, are incredibly dangerous up front for Belgium. Geoff Cameron looked shaky in the center of the U.S. defense against Portugal, while Omar Gonzalez looked lost at times against Germany. Jozy Altidore will be available for the U.S., but it’s unlikely that he will start.

For full World Cup F coverage, visit M Metro.us/world-cup. e results as in this World Cup. In the second round, they played counterattack soccer en route to a 2-0 win over Mexico. It wouldn’t be a shock to see a similar formula here. KRISTIAN DYER @KristianRDyer

Arsenal captain Thomas Vermaelen are both doubtful. In addition, midfielder Steven Defour is out for this match after a red card in the final game of the group stage. This isn’t an ideal starting 11 for Belgium and given the Americans’ woeful attack so far this tournament, it might balance the pitch.

1

The time is right This American side is playing consistenly well right now. Since that loss to Belgium last May, the national team has gone 20-4-3, including impressive victories over European opposition such as BosniaHerzegovina and Turkey, not to mention the result against Portugal last week.

3

2

Softer than a Belgian waffle Belgium is battling injuries, particularly along the back line. Pivotal defenders Vincent Kompany and

TIM HOWARD HAS ALLOWED JUST FOUR GOALS IN THREE 2014 WORLD CUP GAMES. GETTY IMAGES

Current form Belgium has looked OK but far from great so far with three opening-round wins in what was arguably the weakest group in the tournament. The U.S. has a shot here if it can play somewhere between its dazzling style against Portugal and its woeful, pack-it-in mentality against Germany.

3 SPORTS MLB

Buchholz gets the ball at Fenway Sox starter Clay Buchholz (3-4, 6.75) will make his first start at Fenway Park since May 21 on Tuesday when he gets the ball against the Cubs (7 p.m., NESN). Edwin Jackson (5-8, 5.22 ERA) will throw for Chicago.

Whether you travel to and from North Station, South Station, Back Bay or any of the other 135 stations, beginning today, you’ll see positive changes on the MBTA Commuter Rail. We’re Keolis Commuter Services, and we’re excited to begin operating and maintaining the MBTA Commuter Rail system. Our pledge to you and the MBTA is to improve on-time performance, safety, cleanliness, and customer service. For over 100 years, we have successfully managed transportation systems all over the world, and we’re ready to make the great system here even better. We are laser-focused on perfecting the passenger experience—what we call “Thinking Like a Passenger.” Because when you step on-board our trains, we want your trip to be safe, comfortable, on-time, and worry free, so you can think, work, write, read or even sleep. In the months to come, you have our promise that we will do everything that we can to improve your experience. You’ll see the cleaning of all trains—inside and out, cleaner stations, and damaged seats repaired. We’ll provide responsive customer service and better information, starting with a new MBTA Commuter Rail mobile app which is available for download by visiting keoliscs.com. Serving the Commonwealth of Massachusetts, our communities, and all of our passengers is a huge responsibility and we’ll take pride in exceeding your expectations. Sincerely, The Keolis Commuter Services Team
