Stalled WTC building to receive $1.7B in funding Manhattan. The infusion of cash will help complete the last of the World Trade Center buildings. A New York state development agency has approved up to $1.78 billion in funding for the completion of the stalled 3 World Trade Center building in lower Manhattan. The New York Liberty Development Corp approved the funding at a board meeting on Monday. The mandate includes over $1.6 billion in tax-exempt Liberty and Recovery Zone Bonds. “The World Trade Center is a reminder of the resilience and determination that defines us as New Yorkers, and today

MTA unveils new overnight map The MTA has updated an overnight map that outlines service changes between midnight and 6 a.m. The fourth version of the “popular guide” shows changes in services, including lines that generally run express but stop on the local track overnight, and information on night shuttle trains and buses that travel to local airports. The most significant change is the N and R train

route through the Montague Tunnel, which was closed for repairs for more than a year, and re-opened last month. According to the MTA, the maps have become collectors’ items since being first introduced in 2012. The body of a black bear cub was found in the bushes of Central Park on Monday morning and police have launched a criminal investigation into the death, park oďŹƒcials said.

An early morning dog-walker spotted the lifeless young bear near an exit of the park leading to the Upper West Side and alerted a Central Park Conservancy worker, spokeswoman Elizabeth Kaledin said. “We are distraught and alarmed any time wildlife is injured,� Kaledin said on behalf of the conservancy.

It’s not clear how the animal ended up in the park, which does not keep black bears at its zoo, or how it died, Kaledin said. Foul play is suspected in the case, Kaledin added. She referred any additional questions about the case to the New York Police Department. REUTERS

Beacons will be removed from city phone booths Manhattan. The devices could reportedly track smartphone information from people passing by. A little more than a day after an investigative piece revealed “beacons� in New York City phone booths could track smartphone information and push advertisements to passersby, the mayor’s office announced Monday afternoon the devices would be removed “over the coming days.� On Sunday, Buzzfeed reported that Titan, a media company that specializes in reaching “people in transit,� had installed 500 beacons in phone booths across the city, for “maintenance purposes,� without the public knowing. The beacons, made by Gimbal, have been installed in phone booths but were not collecting phone data,

according to the mayor’s office, though signals can be picked up by apps. When activated, the beacons could push content to nearby phones if users had Bluetooth on and allowed a third-party app to do so. “While the beacons Titan installed in some of its phones for testing purposes are incapable of receiving or collecting any personally identifiable information, we have asked Titan to remove them from their phones. The beacons will be removed over the coming days,� said mayor’s office spokesman Phil Walzak in a statement. The New York Civil Liberties Union executive director Donna Lieberman said, “Having a cell phone isn’t an invitation for corporations to track and monitor your every move,� and that the technology raises “major privacy concerns� for New Yorkers. After work and on the weekends, I work on a charity I founded with my sisters, Expecting Relief. We formed this organization to help parents and children who are homeless or in shelters by meeting their basic needs so they can focus on finding a home and getting a job. How does it work? Keanu Reeves hopefully won’t have to worry about Kerry Colen Raus, the woman who was caught trespassing at his home last month — for a little while, at least. The “Matrix� star has received a temporary restraining order against her, according to TMZ. The temporary order could be extended after a review hearing on Oct. 22. Raus was arrested in September after she took a dip in Reeves’ pool followed by a shower in his house. She is currently in a psychiatric facility.

For Grant Gustin, winning the role of Barry Allen/ The Flash was a bit like getting struck by lightning and becoming the fastest man in the world: a lifechanging event that placed him in the spotlight. “This is my favorite character I’ve ever gotten to play thus far in my young career,” says Gustin, who had

recurring roles on “90210” and “Glee.” “I’m having the time of my life.” Gustin and the crew behind The CW’s “The Flash” aren’t new to this arena. Gustin was introduced — and well-received — as Barry in Season 2 of “Arrow,” the network’s series about the adventures of that DC character. Still, the hype wouldn’t matter if the show and didn’t stand on its own. It’s a good thing Barry is so likable. “He’s just so endearing. He’s so sweet. He’s curious,” Gustin says of his forensic scientist-turnedcrime-fighter character. “He’s a nerd … and now he’s a superhero. Now he has these powers and he can use them to help other people. There aren’t that many better characters out there to play.”

Memoir. Cary Elwes takes fans behind the scenes of the making of the cult classic “The Princess Bride.� For a certain subset of the population, the phrase “as you wish� has some pretty magical connotations. It’s the coded phrase Wesley says to Buttercup throughout “The Princess Bride� that she eventually realizes is his way of telling her he loves her. It’s also the title of a new memoir by Cary Elwes, who played Wesley in the film, about the making of the film. (The full title is “As You Wish: Inconceivable Tales from the Making of ‘The Princess Bride.’�) It’s not just Elwes’ memories in the book,

though. There are interviews with almost everyone involved in making the movie, from screenwriter William Goldman to director Rob Reiner to Buttercup herself, Robin Wright. “I can’t take complete credit for this book,� admits Elwes. “I did get the rest of the

“Mandy reminded me that we had to change some of the fight sequence at the last second because it didn’t work for the camera angle that Rob had chosen,� says Elwes. The Islanders’ 2013-14 season has been lost to time. Just ask Josh Bailey. “Last year is last year,� Bailey told Metro New York in a phone interview during training camp. “We’re looking forward to this year.� And with good reason. The Islanders plummeted from eighth in the Eastern Conference in the lockout-shortened 2013 season to 14th with a 3437-11 season. But general manager Garth Snow was as active as any executive in the league during the offseason, beginning with

the June trades for the negotiating rights to goaltender Jaroslav Halak and defenseman Dan Boyle. While Boyle passed on a deal, Halak agreed to a four-year, $18 million offer to be a stabilizing presence in net. Landing Halak would be a harbinger of things to come. At the draft, Snow used the fifth overall pick to select 18-year-old Oshawa Generals left wing Michael Dal Colle, then traded back into the first round to nab Windsor Spitfires right wing Josh Ho-Sang with the 28th overall pick. A free agency spending spree landed Snow reserve goaltender Chad Johnson, and top 6 wingers Mikhail Grabovski and Nikolai Kulemin. “It was an opportunity to upgrade our defense,� Snow said. “[The trades are] not a situation where [both deals] came out of nowhere. We had been communicating with both teams for a period of time and it all came to fruition.� The Islanders feel they have the pieces in place to make the franchise’s last season at Nassau Coliseum a special one. They

begin play at the Barclays Center next season. “It is what it is,� Bailey said. “Obviously there’s a lot of great history and tradition in the arena.
