BPD using racially biased policing, ACLU study finds Boston. Police said the “racial disparities” revealed in the report must be addressed. The ACLU of Massachusetts has accused Boston Police of being institutionally racist and Gov. Deval Patrick has opened the door to creating a task force to deal with such problems in law enforcement. The civil liberties group this week released a report detailing more than 200,000 encounters between Boston Police and civilians between 2007 and 2010. The ACLU states police targeted blacks in 63 percent of such encounters, even though blacks make up less than a quarter of the
city’s population. That racial disparity, according to the ACLU, “cannot be explained away by BPD efforts to target crime.” Boston Police said through a statement the department had targeted gang members in high crime areas during that time frame while acknowledging, “The study did show some racial disparities that must be addressed.” The ACLU also found blacks were “more likely than whites to be subjected to repeat police civilian encounters and to be frisked or searched.” Thursday, the governor said he would look into assembling a task force to address the issue of racial profiling in law enforcement, according to the State House News Service. “Obviously it’s concern-

Leaf collection begins Monday Starting Monday and running through the end of November, Boston residents can put out their leaves and yard waste to be collected by the Boston Public Works Department.
Crews on Thursday broke ground on The Boston Public Market, a 28,000-square-foot permanent indoor food emporium that will be housed on the ground floor of the Haymarket MBTA station. The market, slated to open in the summer, will be home to more than 40, year-round vendors selling fresh locally sourced food, including produce, meat, poultry, cheese, fish, baked goods, beer, wine and flowers. The space will also include a 3,000 square-foot community kitchen as well as cooking classes, fitness activities and nutrition education. Describing himself as a “foodie,” Gov. Deval Patrick on Thursday called the public market a vital project for
urban families. “I hope it’s a place where everybody can partake of the magic that farmers do every day,” said Patrick, clutching a red apple. “It’s an extraordinary thing to coax the earth to yield the bounty that it does and then to have access to it in a world-class city like this one.” The market’s EBT program manager, Shaquille Jones, called farmers markets a necessity for every urban community. “As a lifelong resident of Dorchester, I know firsthand the struggle of poverty and the food insecurity that plagues the neighborhood,” said Jones. “My family’s food budget was minimal and we couldn’t always afford things

Boston. Walsh says city needs 53,000 additional housing units by 2030 Mayor Marty Walsh on Thursday unveiled a longterm housing plan for Boston that proposes 53,000 housing units be built by 2030. Walsh says the units will be needed to house the estimated 91,000 additional Bostonians who will live in the city by that time, which will bring the Hub’s population over the 700,000 mark for the first time since the 1950s. Walsh has also proposed more on-campus housing for the college student population. He is calling for 16,000 new dorm beds, which he says would free up about 5,000 units of middle income housing. Such a change would reduce the number of students renting off-campus by half, according to his office. It would also “significantly relieve pressure on the rental housing market in several neighborhoods,” he said.

Walsh acknowledges that in order to meet the affordable housing goals in his plan the city would need an additional $20 million annually. In order to do that, he proposed the Community Preservation Act, which is essentially a tax tacked onto property bills that voters have to approve. He also talked about adjusting developer fees.
The plan calls for 44,000 of the units to be built for the workforce, 5,000 to be built for seniors, and 4,000 units must be created to stabilize the market and bring housing prices under control, according to Walsh. By 2030, one in five Boston households will be of retirement age, which represents a 53 percent increase.

Red book, paper revealed in time capsule The Bostonian Society opened a 113-year-old time capsule on Thursday morning that had been sealed inside an Old Massachusetts State House statue, revealing a red, hardcover book surrounded by paper. Some mystery remains, however, as the society did not immediately remove the book or unpack the rest of the box’s tightly packed contents. The city’s largest homeless shelter is now vacant, after being evacuated Wednesday evening because of structural problems plaguing a nearby bridge. The facility, called Long Island Homeless Shelter, can sleep more than 400 and takes its name from its location on a spit of land in the middle of Boston Harbor. Long Island is connected to the mainland by a bridge that is in dire need of repairs, according to the Boston Public Health Commission. It was unclear Thursday when or if the bridge will be fixed and the shelter reopened. People who usually stay at the shelter will temporarily stay at the South End Fitness Center, according to the commission. METRO

Mattapan. A former funeral director faces nearly 300 counts, including embezzlement and forgery charges. A former Mattapan funeral director has been charged with keeping a dozen decomposed human bodies in a storage facility, giving families of the deceased the wrong ashes and stealing just under $150,000 in funeral pre-payments, according to the Suffolk County District Attorney’s office. A grand jury on Wednesday returned a 278-count indictment against 56-year-old Joseph V. O’Donnell of the now-defunct O’Donnell & Mulry Funeral Home on Neponset Avenue. O’Donnell allegedly acted without a license in more than 200 funerals and cremations and forged related records, according to the DA. Authorities say O’Donnell also swindled dozens of se-

Meghan Trainor is speechless. It’s not that her song, “All About That Bass” is No. 1 on the Billboard Hot 100 charts for the fifth week in a row. She is speechless because she’s been singing her song so much that she blew her voice out. We were supposed to talk about “Bass” on the phone with Trainor, but her doctor made her go on vocal rest and
cancel all interviews and performances until she got her voice back. We emailed the singer though, and she seemed happy to answer our questions that way. Congrats on another week at No. 1. And more than 130 million people have viewed “All About That Bass” online. Were you prepared for this song to be this huge of a hit?
What’s the biggest adjustment in having a song that everybody knows? I was not prepared at all. Never thought it would be this huge. It’s unbelievable though, and I’m so grateful that people are reacting to it so well. I’m just glad others could relate to it. The best thing is hearing the crowd sing every word, it gets me all emotional every time. The song is so much fun, and it’s obviously a great message, but did any of the reactions surprise you? I’ve seen a few long think-pieces on where the song fits into the message of feminism. Was it important to you to put that line in about “skinny bitches’ and how even people who could be characterized as such probably also think they’re fat? I have plenty of skinny beautiful friends that people would assume are confident “bitches,” but I know in the privacy of their mirrors they destroy themselves because they still don’t feel perfect enough in society’s eyes. All I did was write a song about loving my size, and I’m glad most people can relate and see I didn’t set out to shame skinny people. Old Universal Studios movie monsters are allegedly being rebooted into their own Marvel-esque universe. The virgin effort gives an origin story to Dracula (Luke Evans) — a totally decent, peace-loving, reformed genocidal maniac who only becomes a vampire to defeat the Turks. The lowdown: Every age gets the “Dracula” they deserve, and that means “Dracula Untold” goes the reboot/origin story route. That also means that rather than a hammy charmer (a la Bela Lugosi or Christopher Lee), Evans’ Vlad the Impaler is a tortured quasi-antihero. (With “Immortals” and the “Hobbit” films, Evans has perfected the art of strutting around medieval-ish locales while rocking super-intense stares.) Vlad becomes a bloodsucker reluctantly and selflessly, letting himself be turned by a local vampire (Charles Dance, with a Gene Simmons tongue) in order to more quickly defeat the invading army by himself. But the story of how nice-guy Vlad turned into evil Dracula is so convoluted and has so many rules that the filmmakers eventually wind up forgetting who Dracula is. He may share a name with an icon, but our protagonist never comes to resemble the Dracula icon.

He’s just another vampire. It’s really an excuse to have a guy gain superpowers — more “Limitless” than Bram Stoker, with Evans taking out scores of men all on his lonesome. When not obscured by CGI and fast cuts, the burnt ochre colors are quite striking, though the film is comically humorless. A bit where a Turkish emissary actually does a Columbo — complete with a finger point as he says, “Just one more thing” — seems to have been included by accident. MATT PRIGGE

Steve Carell has been busy promoting both the familyfriendly Disney film “Alexander and the Terrible, Horrible, No Good, Very Bad Day” and Bennett Miller’s gritty true-life drama “Foxcatcher,” which wowed at Cannes and Toronto and hits theaters next month. Luckily, Carell hasn’t had any trouble keeping the two films straight. All the kids in “Alexander” have iPhones, which struck me as odd, but then I don’t have children. Is there a right age for that? It’s different for different people. As far as my family, we have limits. I think you have to have limits and you have to put parameters on that sort of usage. You want your kids to be engaged with other human beings — that’s always a nice thing. Our daughter got her cell phone when she was

There must be a lot of peer pressure once other kids have them. Yeah, certainly. Technology’s changed a lot. Since I was a kid, the world is upside down, technologically.
I think parents are just navigating uncharted territory at this point. My mom got me a pager when I was in high school. And now I know exactly when you grew up. [Laughs] Because the lifespan of pagers was not a long one. It lasted longer than MiniDiscs. Oh yeah. I’m sure they don’t make MiniDiscs anymore. I’ve heard, though, that vinyl is making a comeback, that digital music has sort of peaked and that vinyl is making a huge surge right now. I always loved album artwork. Open since 2001, and long considered one of the area’s best restaurants, Ana Sortun’s Oleana serves Middle Eastern meze, which are similar to Spanish tapas: Diners order several small dishes rather than one big one. Recently, she’s been involved with the opening of Sofra, a bakery run by Maura Kilpatrick, and Sarma, run by Cassie Siuma. While she has no plans to open more Middle Eastern eateries — “I don’t have any more Cassies or Mauras up my sleeve,” she says with a laugh — we asked Sortun what drew her to Turkish food in the first place. What do you like about Turkish cuisine? I think I fell in love with it because of the way they use spices. When I first arrived there, I didn’t really know what to expect. I didn’t really know much about Turkish cuisine or culture and I was pretty blown away by how sophisticated the food was, how the flavors were incredibly rich and deep and layered, but nothing was heavy. For me, especially coming from a French-trained background, that was a complete

revelation to me. Where’s your favorite place to eat around town? It’s actually in Sudbury, which coincidentally happens to be where we live, too. It’s called Oishii Too. It’s [run by] the brother-in-law of the chef from Oishii in Boston. It is incredible sushi. So you’re a big sushi fan? I’ve been to my fair share of sushi places in town and out of town, and all over the place. I really love what they do [at Oishii Too]. They care so much and it’s really great. I’ve been going there for eight [or] nine years? And I always see other chefs there, too. What spice could you not live without? I would have to say it’s this combination of dried herbs and spices. And there’s not a lot of dried herbs. There’s only three that we use. One is dried spearmint, the other is dried oregano and the
last one is zaatar, which is this dried wild hyssop that’s related to thyme. What I love so much about the eastern Mediterranean is the way that they blend those dried herbs with spices so it’s not straight up spices all the time, like in Morocco or in India. The herbs bring in these other tones that are so different, whether they’re warm and sweet or earthy. But if you had to pick one? If I had to pick one category, I think I would say sumac was a big revelation for me. In Turkey, it’s like a condiment. It’s used on a lot of things and with a very heavy hand. It’s very tart and acidic but also has this dried raisiny quality to it that’s almost like a dried lemon. It brings acidity and balance to dishes and was actually used when lemons were out of season. It tastes different depending on where you are. It’s sort of like wine — it has its terroir. It can be sort of tart, sour, sun-dried and smoky. It’s a really complex spice. If you go

NFL. The top spot in the AFC East will be onn the line when the Patss invade Orchard Park. The Bills were the feel-good story of the NFL’s first two weeks of 2014, winning at Chicago and grabbing a victory over Miami in an emotional home opener. Since then, Buffalo lost to San Diego and Houston but took down the Lions. Their 3-2 record at this point in the season is still a surprise, but the general feeling toward thee Bills through more than one quarter of the season is that they’re headed in the wrong direction. A rare win over the Pats — New England is an unreal 25-3 against Buffalo since 2000 — would go a long way in terms of legitimacy.

For the second straight week, the Patriots face a top-notch defense. The Buffalo defense is allowing just 17.8 points per game this season, good for fifth in the NFL, and it is tops in all of pro football on third down. Opponents have converted just 21-of-66 third-down opportunities into first downs this season — a 32 percent rate. The Patriots offense is 24th in the league
in third-down situations, registering a first down or score just 36 percent of the time. The Bills defense is led by cornerback Leodis McKelvin (team-high 28 tackles), safety Aaron Williams, defensive end Mario Williams (3 1/2 sacks) and former Patriots linebacker Brandon Spikes (11 tackles). Two Belichick disciples coach the Buffalo defense, defensive coordinator Jim Schwartz and defensive line coach Pepper Johnson.

Bruins looking for quick start to the season The Bruins will play their third game in four nights Saturday at TD Garden as they will host Alex Ovechkin and the Washington Captials (7 p.m., NESN). Lonely island There were rumblings last week that Darrelle Revis was going to match-up with Bengals wide receiver A.J. Green. A rarity in the Bill Belichick era, what was discussed in the days prior actually played out on game day with Revis making a huge impact for the first time in a Patriots uniform. Green finished the night with just four catches for 64 yards when No. 24 was in manto-man coverage with him, and Cincy quarterback Andy Dalton was often hesitant to throw to Revis’ side of the field. Even when Dalton and Green did connect on a 19yard gain late in the second quarter, Revis wrestled Green to the ground and wound up causing a fumble that was recovered by linebacker Jamie Collins. Bills rookie receiver Sammy Watkins is not yet on the level of Green, but is already a go-to-guy in Buffalo’s offensive scheme. Watkins was targeted a career-high 12 times last week and caught seven balls for 87 yards.

They can make things official on Saturday in Montreal when they face the worst team in the conference, the Impact (6-18-7). BC looking to get back on track The Boston College Eagles have had two weeks to mull over their worst performance of the season, a 24-21 home loss to Colorado State back on Sept. 27. The Eagles will look to bounce back in Raleigh, North Carolina, on Saturday (3:30 p.m.) when they take on North Carolina State. Despite their 3-2 overall record on the season, the Eagles are 0-1 in ACC play, having lost to Pittsburgh. Quarterback Tyler Murphy has been outstanding for the Eagles in 2014, having passed for 660 yards and having gained 579 yards on the ground.
