Protocols for handling Ebola cases is clarified Manhattan. Gov. Andrew Cuomo and Mayor Bill de Blasio laid out Ebola quarantine procedures. During a Sunday night press conference, Gov. Andrew Cuomo, Mayor Bill de Blasio and health officials discussed new travel protocols for people returning to the U.S. from West Africa. “This is a war on a virus in West Africa,” Cuomo said, adding that New Yorkers are balancing aid to Africa, protecting the health of New Yorkers and confronting fears of the virus. Cuomo said health care workers who were exposed to Ebola patients will be asked to remain in their homes for a 21-day quarantine, during which their temperature and condition will be checked two times a day by visiting health care workers. Potential patients will be transported to a hospital if symptoms occur, Cuomo said. Cuomo called New York’s policy perhaps the safest in the country, and said he didn’t anticipate patients violating a home quarantine. Health care workers in West Africa who have not had contact with Ebola patients will be asked to stay home from work for three weeks, and Cuomo said if employers refuse to pay, the state will step in.

De Blasio said he met with health care workers at Bellevue on Sunday who have been “emotionally” and “personally affected” by “people reacting negatively” to them treating Ebola patients. “We want to see all our medical personnel who are part of this fight treated with respect, dignity and support,” de Blasio said. On Sunday, the White House also voiced concern to Gov. Cuomo and New Jersey Gov. Chris Christie about the impact of quarantine orders on health care workers returning from West Africa, a senior administration official said. Gov. Cuomo and Gov. Christie made the decisions on Oct. 24 after Dr. Craig Spencer came back to NYC infected. “We have let the governors of New York, New Jersey and others states know that we have concerns with the unintended consequences of policies not grounded in science may have on efforts to combat Ebola at its source in West Africa,” the Obama administration official said in a statement. Morgan Dixon, who shares a Harlem apartment with Dr. Craig Spencer, was placed in an isolation unit at Bellevue Hospital on

Exploring ‘New York’s Underground Art Museum’ Manhattan. A new book catalogs all of the permanent art in the subway. If you’ve noticed more artwork in the New York City subway in recent years, you’re not imagining it. The MTA’s has 250 permanent artworks in the subway, and 100 of those have been added over the past eight years, said Sandra Bloodworth, director of MTA Arts & Design. Bloodworth has coauthored a book with William Ayres on the subway’s public art system. “New York’s Underground Art Museum� is set to be published on Tuesday. Bloodworth, who joined the MTA’s “Arts for Transit� in 1988, said the arts program was created when the MTA was “on the brink

the architecture, Bloodworth said, in the form of reflective panels that open the station to natural light. Planning art into a station’s design is no coincidence. Bloodworth said when a station is being rebuilt, the arts program receives about 1 percent of the finished budget. And, even if commuters aren’t even actively viewing the underground artwork, Bloodworth said passersby might reap the benefits as well. “I think people experience public art in a variety of ways, some [pieces] speak to them, some don’t speak to them,� Bloodworth said. “New York’s Underground Art Museum� is published by Monacelli Press. Bratton: Hatchet attack was a terror act Harlem. The police commissioner said that the hatchet attack was premeditated and that the suspect had watched videos of beheadings.

Police Commissioner Bill Bratton is calling Thursday’s hatchet attack on two police officers on patrol in Jamaica an act of terror. Zale Thompson, 32, was shot and killed by police after he hit the officers with an 18-inch metal hatchet. Officer Kenneth Healey, 25, was struck in the back of the head and remains

hospitalized with a skull fracture in critical but stable condition. During a Friday press conference, Bratton and other police officials said they believe Thompson’s attack on the officers, who were posing for a photographer, was premeditated, and that he acted alone. An investigation has found Thompson was dis-

charged from the U.S. Navy and convicted of domestic assault in California. He recently visited websites associated with terror groups such as ISIS and Al Qaeda. Police also said Thompson had viewed videos of beheadings. “This is something he has been thinking about for some time, and thinking about with more inten-

sity in recent days,” NYPD Deputy Commissioner John Miller said. Metro previously reported the four officers involved in the incident had graduated from the police academy earlier this year. Mother charged in death of daughter Latoya Curry, 35, the mother of Lanaysah Maraldo, a 4-year-old girl that was found dead in a Queens homeless shelter on Thursday was charged with second-degree murder on Friday. Man killed after wielding blade at cop A Queens man was shot and killed outside his Flushing home on Sunday after attempting to attack an officer with a utility blade. The man, 29, reportedly threatened workers at the New York Hospital Queens on Sunday with a knife and demanded syringes, prompting officers to visit his home. When they arrived, he reportedly grabbed his knife and lunged at one of the officers, who shot the man twice. METRO

Tompkins Square goes to dogs for Halloween Parade New York’s hippest pooches strutted their stuff on Saturday afternoon at the 24th annual Tompkins Square Halloween Dog Parade. Thousands of people came out to take part in the costume contest and to submit their pets for prizes. Gold “grillz” are the mouthpiece for some of the music industry’s biggest rappers. Now, New York-based artist Roopa Vasudevan uses algorithms generated from songs by the likes of Jay-Z, The Notorious B.I.G. and Rick Ross to create the unique mouth accessories via 3-D printer. The peaks and troughs of the “grillz” are determined by tropes such as “poverty” and “wealth” that appear in a track. The 30-year-old explains why a grill made of “Been Around The World” by Puff Daddy feating The Notorious B.I.G. and Mas is mostly flat with the exception of a couple of spikes, “because all Daddy does during the song is rap about how rich he is.” What is the main point of your creation? All I want to do is make people look at the juxtaposition of poverty and wealth in hip-hop in a new way. I don’t necessarily want to change anyone’s mind about the music, especially because I personally love the tracks that I used for the project. But the idea is to represent something visually that someone might not have considered before. How did you create them? Basically, I’m taking rap lyrics and going through them with a program I wrote, looking for key words or phrases that either reference poverty or wealth in the rap lexicon. If the program finds a word that references poverty, it then looks around it for words referencing wealth, and vice versa. It then assigns a score or points that are

Is a ‘gap year’ after high school for you? Alternative education. Taking a break before college is increasingly popular. It’s a familiar script that millions of students follow each year: Graduate high school and then immediately start college. But more and more students are embracing the “gap year” — a year of volunteering and working before heading to campus. “In the beginning of senior year I was really stressed out with homework and extracurricular activities and everything that goes along with it in high school,” says Elizabeth Campbell, a 19-yearold from Little Rock, Ar-

Are you taking time off for the right reasons? Sometimes students who didn’t get into their dream college think that a gap year can help bolster their college applications and get them to the next level. “We don’t encourage that,” says Bacrania, noting that some students flirt with the idea of the gap year quite late into their senior years when they feel like they aren’t getting

into the schools they want. Both Akbar and Bacrania say they usually suggest that students complete the college application process and defer admission for a year. How much structure do you need? Some students, like Campbell, want to focus on developing a skill or learning a language during their gap years. Akbar recalls working on a plan for a student who was interested in exploring careers in fashion. “We researched summer programs and said, ‘These are the pros and these are the cons.’” Can you build in time for reflection? The gap year isn’t just about cramming your resume full of volunteer projects or filling your passport with stamps. Can you write a paper or a blog about what you’ve learned? “You want the student to reflect on their experience and find ways to share that experience with others,” says Bacrania.

Applying for college? Don’t break the bank Application fees. With planning, applying to school doesn’t have to be expensive. With the average high school student applying to five or six schools, application and test score fees start to add up. We’ve compiled some ways students and parents can save some money during a stressful and expensive time of year. Applying online can be less expensive. Paper applications are time-consuming for all involved: Students have to organize and mail everything, and colleges have to employ staff members to manually enter all of the data into their systems.

Stress. A new form of therapy for students College counseling centers are adapting to the digital age. At the University of Florida, anxious students can participate in a program called Therapist Assisted Online. After meeting with a counselor in person, students will be enrolled in what

That’s why many colleges don’t charge for online applications — or they charge less. (And some don’t have application fees at all, says the Huffington Post, naming Smith College, Colby College and Carleton College as three examples.) Ask about fee waivers. Don’t be afraid to ask if fee waivers or reductions

are available. Admissions officers are used to being asked, and having your fee waived won’t be held against you when decision time comes around. Find out if any schools consider SAT scores optional. Many colleges say that submitting standardized test scores is optional. It may be worth it to opt

OK, here’s a fun game. In the latest issue of Details magazine, Brad Pitt is featured in a fancy photo series shot by Mark Seliger, and instead of a full accompanying interview, the magazine dapples the images with some interesting quotes by Pitt. One of them is especially provocative: “I was once talked into a film for ‘career maintenance.’ I have not made that mistake since,” Pitt says. Which begs the question, which film is he talking about? While Pitt has generally been pretty good at picking projects, he’s gotten really careful since shacking up with Angelina Jolie. But that also coincides nicely with his production company, Plan B, getting more clout. So I’m putting my money on 2004’s laughable “Troy,” an uncharacteristically Big Hollywood choice for Pitt — and one that he looks palpably uncomfortable in. There’s also a slight possibility he’s talking about “The Mexican,” but that film’s kind of adorable in its own scruffy way, and Pitt seemed to be having such a good time doing it that I doubt it. I’m still going with the terrible, terrible swords-and-sandals epic misfire.

Death is so dramatic. The subject doesn’t necessarily attract me, but it does say something about what kinds of characters I’m attracted to and what things happen in the movies I do. quences. It’s fun because it’s athletic and requires timing — a correct touch. It’s what I like about performing, which is that you have a strong action. I often refer to myself as a task-oriented actor. That’s very much where my training in theater comes from. You have a very clear sequence of movements. You have to learn the sequence. You get totally engaged and totally turned on.

Your character has known Reeves’ for a very long time. Did you two bother with a backstory? I don’t find backstory very useful. You can’t play backstory. It can guide research. But I don’t like that kind of stuff. I almost find it distracting, showy. I like to play what’s in the scenes, have stuff occur to me. I like to pretend, and when I’m pretending certain things come up. But backstory, no.

There’s that Spencer Tracy line: Know your lines and don’t run into the furniture. That’s a little too glib for me. When I talk about the kind of things I’m experiencing rather than interpreting, it’s a subtle thing, and sometimes people misunderstand me. It’s not a lack of will or interest or research or depth — it’s just a different way of acting. I’m not telling the audience anything. I’m pretending in a situation and things happen to me. And in my reactions and in my dealing with situations, with me being in the guise of a character, that will speak to the audience. My concentration is trying to find the truth or the magic or interesting things in dealing with a situation. Tracy was probably joking anyway. When I say it’s glib, I mean everyone uses that to mean straight-shooting actors who just get up there and do it. But even with those guys, there’s something special happening. Best of all are the two scenes owned by James Gandolfini, playing a hedonistic assassin too far gone to even do his job. College graduates are flocking to cities Young and restless. More than one million young grads move to new cities each year. New York, Washington and San Francisco have long acted as beacons for recent college graduates eager to start their adult lives. But a revealing new study by the thinktank City Observatory highlights some surprising new cities recent grads are flocking to. Appropriately titled “The Young and the Restless and the Nation’s Cities,” the report found that about a million young grads move to a different state each year — and that many don’t settle down until they reach their mid-30s. According to experts, the appeal of urban lifestyles to millennials is quite simple. “They want something exciting, culturally fun, involving a lot of diversity — and their fathers’ suburban lifestyle doesn’t seem to be all that thrilling to many of them,” Harvard University economics professor Edward Glaeser told the New York Times. So where are these young grads heading to?

But a controversial new app takes the hard work of “solving” out of the problem solving equation. The free new app PhotoMath allows students to simply take a photo of a math problem and then — using text-reading software — will solve the problem and show all of the work in the process. The app’s creators say it is geared toward students who may not have access to tutoring and to parents

Online retailer Zappos made news earlier this year when it announced it would be zapping job postings. That’s right, they’ve been nixed, and hopeful job seekers have to find another way in the door. Hapless Smith benched by Jets NFL. Rex Ryan wouldn’t say whether he’ll stick with Michael Vick next week against the Chiefs. The Michael Vick era may have begun in New York, as the veteran quarterback replaced a benched Geno Smith late in the first quarter of the Jets’ 43-23 loss to the Bills. Smith had three interceptions on the Jets’ first four drives, leading to the earliest benching of his career. Head coach Rex Ryan seemed at a loss after the game to explain Smith’s performance, but he made it clear he was unclear who would start Week 9. “I have no idea,” Ryan said. “We’ll look at that later.” Ryan immediately confirmed Smith would start the following week when he was benched during a loss to San Diego in Week 5.

Vick finished 18-of-36 for 153 yards with an interception and two lost fumbles. But he did lead the Jets on all four of their scoring drives. “I still hold myself to a high standard. I feel I can come in at any moment and make something happen,” Vick said. “Maybe that’s not the case, maybe that’s not realistic and that’s wishful thinking for myself. At least that’s my optimism, that’s what I believe in. With a full week of practice, we’ll see, maybe at some point. But I came in, [and] did the best I could.” Vick led the offense to 17 points on his first five drives to cut the Bills lead to 24-17 at halftime. “I made the move to go to Mike. I think we responded,” Ryan said. “There was a lot good things we did with Mike in there and he did personally.
